On Tuesday, April 18, after a twomonth process of careful analysis, meetings, and gathering of community feedback, the Goochland County Board of Supervisors adopted the County’s Fiscal Year 2018 Budget and Capital Improvement Program. The $80.3 million budget, which takes effect July 1, maintains the County’s $0.53 real estate tax rate. All other tax rates remain the same, except for the Personal Property rate for members of the County’s volunteer firerescue association, which was decreased to $1 per $100 of assessed valuation of vehicles. The County General Fund budget at $50.4 million represents a $2.5 million, or 5.2 percent, increase from the current year. Education makes up 43 percent of the General Fund budget while public safety accounts for 20 percent. Public safety was increased by $857,000, or 8 percent, above the FY17 budget this see Budget > 2

s an officer of the law, Goochland County sheriff’s deputy Ryan Leabough has plenty of ways to get people’s attention. When it comes to making sure the county’s young people are staying on the right path, however, he’s found one particular tool works as well as any other: a basketball. see Leabough > 9

Goochland County leaders are working to address the shortage of parking spaces at the County Administration Building after a study conducted by the Timmons Group last November found that the current configuration and size of the lot is not adequate. According to Deputy County Administrator for Operations Derek Stamey, who presented two options for fixing the problem during the April 18 Board of Supervisors meeting, the lot falls 71 spaces short of the county’s own code requirements. Stamey said both options would require creating an additional 20 spaces in a small open area located behind the complex. The first plan, which could be completed at a cost of between $603,000 and $720,000, would add a total of 63 new spaces — still below what is needed to comply with the county’s own standards, Stamey said, but clearly an improvesee Parking lot > 3

Budget continued from >1 year, while the school transfer increased by $670,000, or 3.2 percent. The County and Schools Capital Improvements Program (CIP) was approved at $81.4 million for FY18FY22. The first year of the CIP includes investments in HVAC improvements to Randolph & Byrd Elementary Schools, replacing and standardizing hydraulic tools for Fire-Rescue, and improvements to parking lots at the Courthouse and Administration complexes. The FY18 budget brings with it the addition of 12 positions to meet increased service demands, including the addition of two new communication officers/dispatchers, a Sheriff’s Deputy, and four new career firefighter positions previously added in mid-year FY 17. In addition, the budget

fully funds a 2 percent merit compensation increase for all County employees, along with a teacher salary scale increase and 1.75 percent raise for school staff. After the vote to approve the budget, County Administrator John A. Budesky thanked all the citizens who participated in the budget process, as well as all county employees, department heads, Constitutional Officers, and the Financial Services Department staff. Concerning requests that could not be funded through this year’s budget — including the cretion of an Emergeny Medical Dispatch system— Budesky assured those in attendance that the administration will continue to seek ways to meet those demands. The Emergeny Medical Dispatch system “is still a priority for us,” Budesky said, “and we will continue to look at ways to fund that.”

Memorial car show set for May 13 Contributed report

The volunteers of Hadensville Fire and Rescue will be hosting the 11th Annual Glenn and Kendall Duke Memorial Car, Truck, and Vendor Show on Saturday, May 13, from 9 a.m. - 2 p.m. at the Goochland Drivein Theater, located at 4344 Old Fredericksburg Road in Hadensville, Virginia. The Glenn and Kendall Duke Memorial Car, Truck and Vendor Show is one of Hadensville Fire and Rescue’s most anticipated events each year and has grown in scope and success since it began. Not only does it give the members of Fire and Rescue an opportunity to offer the community a time to gather together to socialize, shop from a variety of

local vendors and see all types of awesome cars and trucks, but it also gives an opportunity to recognize and remember two of the individuals, Glenn and Kendall Duke, who helped get the event started eleven years ago. Trophies will be awarded for Best in Show in both Stock and Custom Classes, as well as for each category within the classes. Craft and specialty vendors will be on display and raffles for prizes (including a 50/50 raffle) will be held. For children, a bounce house and face painting will be available along with use of the playground. Best of all, spectators are admitted free of charge. Those wishing to enter a

Both options would require taking down a number of trees on the property, though new landscaping would be added once work on the lot was completed. After a brief discussion, the board members reached a consensus that the most appropriate path forward was to choose the first plan. As County Administrator John Budesky noted after Stamey’s presentation, the two options discussed were culled from a list of several other possibilities, most of which were deemed cost prohibitive. Budesky also assured board members that, even if they went with the first plan, they were not giving up on reaching the proper number of spaces required by code. “As we go from concept to design, I think we can push it and see if we can find room for a few more spaces,� he said.

Obituary KERMIT M. COOK Kermit Marshall Cook passed away at his home in Manakin-Sabot on Friday, April 14. He was born September 10, 1949, to Doris Lucile Marshall and Kermit Henry Cook of Farmville. He was a devoted husband of 42 years to Sallie Hart Stone Cook; and doting father to Cook his three daughters, Sarah, Elizabeth and Susan; and grandfather to five grandchildren, Katherine, Sallie, Douglas, Margaret (Maggie) and Henry. He was raised and educated in Farmville, graduating from Prince Edward

Academy before attending the University of Richmond undergraduate school and School of Law, graduating Phi Beta Kappa and as a Williams Law Scholar. His passion for serving the interests of physicians and health care providers was evident in every client interaction. Prior to starting his own private practice, he was a partner with Hirschler Fleischer and served as counsel to the Medical Society of Virginia. He also served as Deputy Attorney General of Virginia from 1990 to 1993, leading the Commonwealth of Virginia’s efforts to pass legislation that has allowed free clinics to flourish in Virginia and nationally. His peers named Marshall among Virginia’s “Legal Elite” in health law each year in Virginia Business magazine, and

he was regularly named a Virginia “Super Lawyer” in health law by Richmond magazine and among the Best Lawyers in America in the health care area. He most recently served as General Counsel for the Virginia Academy of Family Physicians and Virginia Chiropractic Association. He was a devoted Christian and served as a deacon at Second Baptist Church in Richmond. If not at the office, you would find him surrounded by his family and grandchildren that he adored or down by the lake fishing. His memorial service, followed by a reception, was held on April 17 at Second Baptist Church in Richmond. Memorial contributions can be made to the Next Generations Campaign Fund at Second Baptist Church.

Connecting with history outside the classroom Event offers By Roslyn Ryan Editor

Recently, while visiting with a good friend, I had the opportunity to catch up briefly with her teenage daughter. I have known the young girl since she was born, and had the great pleasure to watch her grow from a happy, rosy-cheeked toddler into a beautiful, intelligent, young woman. Perhaps I am a bit biased, but I have never failed to be impressed by her maturity, and her natural curiosity about the world and her place in it. Given this, I’m sure you could imagine my surprise when I happened to overhear her studying for an upcoming history test, one which I gathered was not going to be easy. As she went over her facts and dates again and again, determined to commit them to memory, it became clear that the chunk of material she was

memorizing was simply that: a mass of information, names and dates with no real connection to her own life save for the good score she was determined to earn on the exam. Gone was her usual enthusiasm, or the innate pleasure she always seems to take in learning new things. And it made me sad. I flashed back to my own high school years, watching teachers scratch out headings and subheadings on an ancient chalkboard (talk about history!) as half the class dozed and the other half lazily scrawled whatever was on the board into their notebooks. I thought about how foreign it all seemed, and how out of context, even when we studied Civil War battles that happened literally just down the road from where we sat. I then remembered another scene, one far removed from a classroom but no less a part of my education. It

was an old odds and ends shop, full of dusty antiques, ancient phonograph records, and piles of Life and Look magazines. It also was, when I was a teenager, perhaps my most favorite place in the whole world. It didn’t hurt that the shop was cool and quiet in the summer, or that the proprietor, a former Peace Corps volunteer, was a gifted storyteller with the patience of Job. There in that rickety old Civil War-era building, I was free to explore history in a way that felt approachable and fun. Bins of old campaign buttons sparked questions about politics, while magazine photo spreads and old movie posters enabled a deep dive into the pop culture of the past. Even something as simple as the enormous, rough-hewn beams supporting the shop’s roof — beams that had been there over a century — helped to underscore how so much of what we see today was shaped by

the labor of those who came long before us. Opening a tattered cardboard box, I found photos sent home from Vietnam with loving messages scrawled on the back. There was a yearbook from 1936 that looked oddly similar to the one my own high school produced seven decades later, and a small pill box hat probably bought after Jackie Kennedy was anointed a fashion icon. It was all just “stuff,” to be sure, but there in that shop I learned to love and appreciate the past. If I had to guess, I suspect my friend’s daughter too will someday stumble upon that one thing that suddenly awakens her to how endlessly fascinating history can be, or the myriad lessons and warnings it holds for us today. Even if it comes later on in life, it’s a gift we all should be so lucky to receive.

in the middle of the North Carolina Bible Belt, located in the southeastern portion of the state. At noon on Wednesdays, everything in the small town of Salemburg closed. It was an occurrence that was mirrored in hundreds of small towns throughout the Tarheel State, and many of its neighbors.

odd glimpse of the future By Laura McFarland News Editor It’s always interesting when you have a surreal moment in the midst of a seemingly ordinary experience. That happened to me when I was attending Kindergarten Registration Day on Thursday, April 20. I started attending this event in 2016, and thought it was such a cool experience that it had to be repeated. So, when the day rolled around in 2017, I headed out to snap some photos of them registering some of their future students. Everything was normal and as I remembered it from the previous year. A few parents were waiting for their children, who were already in another room being assessed using the district’s screener. A few families were just coming in and starting to fill out the necessary paperwork. From a photographic standpoint, what really caught my eye was that the school provided adorable large “frames” the students could hold up for photos to help parents commemorate this momentous day in their child’s education. One frame said “Future kindergartner,” and seeing a little boy smile while holding that oversized prop was the very definition of the expression “too cute for words.” Then came the mind-blowing part, at least for me. The excited mom had the child hold up the second frame, which read in a big bold font, “Class of 2030.” I am not sure why this was such a shocking moment since 2030 is only 13 years away. But even living in 2017 talking about something that is going to happen in 2030 still feels a little bit like we should be discussing science fiction or a story about a dystopian society. Midnight run continued from >6 Wednesdays. To the majority of good Christians in Sampson County, it marked an evening of church going and Bible study. The reaction was different on our small campus. Southwood had its own traditions and Wednesdays were an integral part of that heritage. After two days in a dry county that sold no alcohol except in back rooms and barns, Wednesdays meant a trip to Dunn, strategically located in a county more generous with its ABC (Alcohol Beverage Control) laws. The campus emptied on Wednesday shortly after dinner was ended. The 30-mile trip was ripe with dangers, a narrow two-lane road that twisted and turned through Spivey’s Corner and crossed the county line shortly afterward. The legend of the road to Dunn was wrought with wrecked vehicles, close calls and amazing escapes, but none spoke louder than the permanent reminder that sat beside our dormitory. Joe Reed’s TR4A rested in a pile beside the entrance steps on the side of the building, a permanent monument to what could happen on the perilous journey to Dunn. The faded British racing green paint was barely visible through the crushed ball of chrome and rubber with little semblance to its once dignified splendor. It could never be repaired, but it could serve as a warning to those who didn’t take the trip seriously … and it stood out like a lighthouse to all of us who made the return

around. Simply put, days like this are just fun. Much like the first day of school, it is exciting to see the beginning of a journey and know what is ahead for these

trip to campus early the next morning. Thankfully, everyone who departed usually returned. Even Joe Reed made it through the year without incident, comfortably assuming his new role as passenger on Wednesday nights. I’ve often wondered how long that classic sports car sat in that field. “Four dead in Ohio, Four Dead in Ohio,” blasted through an over-juiced stereo system at The Village Inn, the student hangout in Dunn that attracted students from several neighboring colleges that were, coincidentally, also located in dry counties. Peace symbols and jeans patched with portions of Old Glory were the standard uniform of the day, and Wednesdays attracted a diverse collection of kids from all over the country. Somehow, Dunn made us feel like real college students as pitchers of beer mostly spilled before they reached the table.

The drive home was even more frightening on a highway laden with state patrolmen searching for lawbreakers, especially those with out of state plates. Again, through good luck and Grace, I made it through the year without incident. Following my freshman year, I moved on to a large campus in a college town where every night was Wednesday. That should have been an immediate indicator of my future performance on the academic level, but I suppose all of us must live and learn. Point is, Hump Day was never the same, and all these years removed, still isn’t. I’m not sure if college kids pile into cars on Wednesday and head for parties or gathering spots. I suspect they do. But, they have no idea who Joe Reed was, and no clue of an ancient automobile called a TR4A … or that infamous midnight run to Dunn.

‘Drug Take Back Day’ set for Saturday in Goochland Contributed report

Goochland Powhatan Rural Substance Abuse Awareness Coalition (RSAAC) members will be assisting the Goochland Sheriff during the April 29 National Prescription Drug Take Back Day. Drug Take Back is open from 10 a.m. - 2 p.m. at Goochland Fire/Rescue Co. 5 (2710 Fairgrounds Rd.), and West Creek Emergency Center (12720 Tuckahoe Creek Pkwy in Goochland, close to Henrico). Leabough continued from >1 As a School Resource Officer for Goochland County Public Schools, Leabough spends his days travelling between the county’s various school facilities, helping to maintain order and resolve any issues that might require law enforcement intervention. But after the final bell rings at the end of just about every school day, the Goochland native happily trades his uniform and badge in for a pair of sneakers and a whistle. Whether he’s coaching girls basketball or supervising an Open Gym event, Leabough says it is during those hours that he feels e makes the greatest impact. “I love it,� said Leabough, who describes working in law enforcement—and with young people — as a dream come true. He credits his decision to become an SRO to Officer Chris Cranor, who held the position when Leabough was in school

and is still on the job. Leabough says there is no typical day for him: sometimes he arrives at school to find a parent waiting for him, hoping he can offer some insight into a disciplinary issue at a student’s home. Other days he might find himself making time for a student who is having a tough time. And at the end of the day, there is almost always coaching, or mentoring, or some combination of the two. To Goochland High School principal Christopher Collier, the impact Leabough makes is plain to see. “Deputy Leabough is an outstanding school resource officer, and one of the best I have ever had the pleasure to work with,� Collier said. “He is someone who our students confide in and is often the first person they come to when they are experiencing challenges. Our students are extremely fortunate to have a law enforcement officer who truly cares about their well-being.�

NEWS: What’s Going on in Goochland County Leabough, a basketball star during his own high school days, said he has always viewed finding common ground with the students as a surefire way to help guide them in the right direction. Walking the halls every day, Leabough tries not to miss an opportunity to make a connection. “If I see you, I’m going to speak you,� he said, dismissing the idea that officers only interact with the students when there is a problem. Leabough said he enjoys talking to students about what is happening in their lives, and doesn’t mind if the topic turns to videogames or sports. For Leabough, it’s all in a day’s work. “I always wanted to be a police officer, and I knew I wanted to help the people where I came from,� Leabough said, explaining that he views being from Goochland as an asset when it comes to working in the schools. the county as a whole. Yes, the hours can add up, he admitted, but he rarely thinks about that. “When you love what you’re doing, you don’t worry about the time,� he said. “It’s worth it.�

Goochland’s outdoor track and field team is entering the second half of the season. That means that workouts

get more meaningful, fatigue sets in and it comes down to how much each athlete wants it. If the meet on April 19 is any indication, the Goochland Bulldogs are full of desire to win every time they take

to the track in competition, as both the boys and girls team defeated Amelia and Cumberland in a tri-meet. Goochland’s boys team scored 65 points to Cumberland’s 50 and Amelia’s 48. The girls team

scored 95 points to Amelia’s 40 and Cumberland’s 29. “We did rather well last week,” coach Henry Jones said. “Considering we’d been on spring break the week before, we were very impressed with some of the

performances.” On the boys side, Keiston Carter won the shot put with a throw of 37-feet, four-inches. Payton Harrigal won the high jump with a leap of five feet. Austin Bruce won the 1600

meters with a time of 4:47. Curtis Fleming won the 400 with a time of 54.4, while Carter Palen won the 800 with a time of 2:13. In the 200, Devin McCray see Bulldogs> 12

Goochland triathlon club team races for first time By Billy Fellin Sports Editor

When he’s not coaching the Goochland High School swim team, Ed Boyle coaches a masters open water swim team, which is mainly composed of triathletes. When some of his Bulldogs swimmers wanted to continue in the water after their season ended at the Group 2A state swim meet in February, Boyle began seeking interest in a triathlon club at the high school. “They had had such a fun time, they wanted to continue doing something,” he said. “It dawned on me that I could put together a triathlon club.” Boyle said the club is supported by Goochland athletic director Bryan Gordon, who is all about broadening what athletic options are open to the student body and was excited to see the interest in the club. The club had nine athletes join, seven of which participated in the Richmond Triathlon Club Sprint triathlon on April 22. Despite it being their first event, the Bulldog students continued the athletic department’s tradition of success as Anna Kate Wirsing won the six-to-15-year-old age group

He’s showing a lot of promise and he’s almost hit the state qualifying time (in the 200).” The 4x400 relay team of Massie Neal, Branden Pleasants, JaRee Miller and Thomas Fike took home top honors in that event with a time of 3:43. And, the defending state cham-

Boyle said that McCaskill’s performance took him outside of his age group and put him amongst all of the male athletes that participated. “That’s a pretty good accomplishment for his first time out of the gate,” Boyle said. Maben Hite finished in 1:27.58, James Hardy recorded a 1:33.54 and Richard Hardy was in close pursuit with a 1:34.55. Jon Wirsing, a former professional cyclist who has been coaching the athletes in the cycling portion, was third in his age group with a 1:06.15. Jim McCaskill also has assisted Boyle with coaching the team. Boyle himself was second in his age group with a 1:18.12. Boyle said that he chose a sprint triathlon for the group’s first time out as it is the easiest entry-level experience. “You do a 400 meter swim, a

12-mile bike ride and a 5k run,” he said. While triathlons might not be a traditional sport of choice for many of the athletes participating, Boyle believes that their success and excitement by word of mouth will continue to grow the sport in the county. “I had three families contact me Sunday and ask when the next triathlon was,” Boyle said. “Like most things, when word gets out, interest will increase and I hope that is the case. It’ll be fun to see the students see the bigger picture that they can do well at this.” The team has met twice a week to condition, with the rest of the training outside of the two sessions being solely on the athlete’s shoulders. Boyle said that one huge advantage of the club is that it offers an opportunity for athletes to be active and compete for those whom may not have found their place among other traditional sports. “It’s not a well-known sport, but I think it is really fun to expose young people to things that they are not aware of and have them develop a passion for it where before they may not have known it was a possibility,” he said. “It’s a cross-spectrum of athletes who have potential but

They have what it takes to put in the work and make it to the state championships.”
