Goochland County has been awarded the Certificate of Achievement for Excellence in Financial Reporting by the Government Finance Officers Association of the United States and Canada (GFOA). This award was received for the fourth year in a row, this time for the County’s Fiscal Year 2016 Comprehensive Annual Financial Report (CAFR). It represents the highest form of recognition in the area of governmental accounting and financial reporting. According to County Administrator John A. Budesky, “Attainment of the Certificate of Achievement is a noteworthy accomplishment, not all counties get recognized with this award, and it demonstrates Goochland County’s ongoing efforts of transparency.” Judged by an impartial panel, the FY 2016 CAFR meets high standards, which include

Bruce Watson, left, director of Career and Technical Education for Goochland County Public Schools, and agricultural science teacher Danny Allen celebrated in the new Goochland High School greenhouse after the structure was dedicated Friday.

Greenhouse continued from >1 cultural science teacher at GHS, Allen joined school officials, members of the local agriculture community and a sizable group of proud FFA members to dedicate the now-thriving agriculture program’s brand new greenhouse. The structure, located on the side of the high school complex across the parking lot from the football field, was built thanks in part to generous donations from the community — including Susan and Richard Carchman, S.B. Cox, Colonial Farm Credit, Pryorville Farms, the Goochland/Powhatan Master Gardeners and the Goochland Education Foundation — and plenty of hard work on the part of GHS students. Friday it was filled to the roof with blooms cultivated by students, including dozens and

dozens of geraniums and other plants that would be sold at the program’s annual sale the next morning. Last year, according to current FFA president Austin Hawk, they sold out completely in less than half an hour. Hawk, a senior this year who is planning on a career as a diesel mechanic once he graduates, was involved in nearly every aspect of the greenhouse project. As a student in Goochland’s Heavy Equipment program, he helped dig the trench to run power to the structure, and in his capacity as an FFA member he has spent hours planting, fertilizing and caring for plants. To Bruce Watson, Director of Career and Technical Education for Goochland County Public Schools, students like Hawk are the perfect example of how the resurgence of the school’s Career and Technical Education program is making a difference. “We’ve expanded the Career

and Technical Education program tremendously since 2012,” Watson said, calling the new greenhouse another key piece of a commitment to creating more options for students. “Bringing ag back to Goochland has been a tremendous asset,” Watson added. “Mr. Allen has done an exceptional job.” Last week’s dedication was hurried along by an incoming line of spring showers, but Virginia Farm Bureau Federation president Wayne Pryor, a local farmer and lifelong Goochland resident, did have just enough time to remind students in attendance that the work they put in matters more than they may even realize. “I could not be more proud of what’s happening in this school with agriculture education,” Pryor said. “Agriculture is still the leading industry in Virginia. We need to promote it, and we need to be proud of it.”

The students gathered at Randolph Elementary to culminate their study of trees with Project Plant It!, the environmental education program created by Dominion. In addition to planting six redbud tree seedlings with help from Dominion foresters, the students rotated around several stations designed to boost their knowledge of trees and the environment. Your take: Trump’s first 100 days New Trump presidency off to a solid start

President’s key promises remain unmet

By Ben Slone Contributing columnist

Tina Winkler Contributing columnist

n considering the first one hundred days of President Donald Trump’s time in office, a lot of thoughts come to mind. First why the concept of judging a Presidency by one hundred days?

The following was submitted by Goochland County Democratic Committee (GCDC) Chairwoman Tina Winkler, on behalf of the GCDC.

I

Isn’t this notion an absurd and outdated measurement? It’s an idea that has been continued by the Washington political press since the FDR Administration was addressing the effects of the Great Depression. I believe it will be far more important to look back seven years and 265 days from now and judge this Presidency. From a polling standpoint, if you are a Republican, you are very pleased. If you are a Democrat, you are very unhappy. If you’re disinterested, well, you are probably still disinterested. And as properly presented by David Wasserman at FiveThirtyEight, we are becoming a more location-based polarized nation. But that’s another narrative for later. Then there is the comparative analysis with other one hundred days of other Presidents. Some have suggested that only Presidents Johnson and Reagan were effective in their first one hundred days. They were the only post FDR Administration Presidents

Some find sense of hope in Trump’s first three months. For others, skepticism remains.

onald Trump lost the popular vote by just under 3 million votes and he only won the Electoral College votes by a scant 80,000, coming from just 3 states. In other words, most voters elected Hillary Clinton to be the President of the United States, and by a wide majority. Those results clearly show that there has never been a public mandate supporting the policies that President Trump campaigned for and is trying to push through as president. His goals were quite ambitious for a president and staff who had no knowledge of government or even how the Constitution works. We, as Democrats, would like nothing more than to see this president help grow the American economy, add millions of jobs, keep our environment safe and clean, protect equal rights for all people, ensure access to quality healthcare for everyone, provide superior education to our children and young adults, and protect us from those who would see First 100 days > 6

Heading off to college ‘alone’ not a bad thing By Roslyn Ryan Editor

As we continue to plow full steam ahead toward the end of the 20162017 school year, there is little doubt that most Goochland High School seniors have — or at least have almost — finalized their plans for next year. Since a great number of them will be headed off to college in the fall, I haven’t been able to avoid considering these past few weeks just how different an experience it will be for them than it was for their parents. This year will mark 20 years since I graduated from high school and headed off from my home in Spotsylvania County to Virginia Commonwealth University, my car crammed full of clothes, shoes and an ancient stereo system. In my hand was an envelope, on the back of which my dad had scribbled out the directions to get to my dorm (no GPS back then). In my rearview mirror was just about everything else. I suppose, in truth, that last bit is what I’ve been thinking the most about these past few weeks, as I’ve watched local students plan for their next big exciting step. These days, thanks to Facebook, Facetime, Instagram and a plethora of other digital wonders, it isn’t particularly hard for kids heading off to college to stay in close contact with the people they knew in elementary school. Sure, they won t be hanging out nearly as much as they once did, but the ties will nevertheless remain thanks to texts, tweets and posts. As I don’t have to explain to anyone over the age of 35, in the “old days” college was often a time for fresh starts, for discovering who you truly were, for letting go (sometimes painfully) of your old life and many of the people in it. The people who truly mattered — best friends, family members — were see College > page 16

Trump continued from >6 to have major legislation passed through Congress in their first one hundred days. President Trump did not, but neither did Presidents Obama, Clinton, Bush, Carter, Ford, Nixon, Kennedy, Eisenhower, or Truman. But there’s no reason to leave this to the socalled experts or scholars. Being a Republican myself, I am very pleased — and surprised with President Trump’s actions to date. They have been extremely active and fruitful. I’m thrilled with his nomination of Neil Gorsuch to the Supreme Court. I believe the fellow Episcopalian is a Constitutionalist and will provide insight that is missing currently at the Supreme Court. But that was just the beginning and won’t be the last nomination. His choice as Mr. Mike Pence as a Vice President was wonderful and yet impressive to me. But in general, I find all of President Trump’s appointments and nominations superb. When he named Reince Priebus and near-by home town boy Stephen Bannon to his staff I thought it was brilliant. What a combination to begin with - and it just keeps coming. Let’s look at the President’s Cabinet, they’re all very qualified Citizens. From Mr. Tillerson who as a businessman has sat across the table from Mr. Putin to the very experienced and intelligent Elaine Chao to the very gifted Ben Carson to Doctor and former Congressman Tom Price and on. Have you seen our new Ambassador to the United Nations Nikki Haley’s speeches to the body? If you haven’t, it’s worth the time. A great executive — and a President is known by whom they hire. Then there are the Executive Orders that President Trump

has signed during his first one hundred days. I will argue that all 32 are part of his promised agenda and are part of making America great again. These administrative actions are already changing the health of our nation for the better. The administrative state which is unelected has grown too powerful over the last one hundred years and President Trump understands this. His Executive Orders to decrease government review times, reduce regulation and control regulatory costs, regulatory reform, buy American, and energy independence and surging economic growth will all assist in promoting federalism and increase free market activity. Executive Orders to protect Citizens are also part of this collection of actions that the President has taken and include harder access to our nation by foreign terrorists, protecting law enforcement officers, transnational and international organizations and trafficking, and crime reduction and public safety task force creation. But review all 32 for yourself and form your own opinion. Although President Trump has not executed any major legislation into law such as a new tax plan, he has signed 29 acts of Congressional legislation within his first one hundred days. The legislation that has been enacted include changes to the oversight of the Department of Education as it applies to state plans, changes to Department of the Interior rules, and other executive branch department rules and activities. These changes again are all a part of re-establishing federalism back into our governance system. Then there is President Trump as the leader of our nation and in charge of foreign policy. Our nation is now working from a position of strength. And just as important, we have a President who

OPINION: Editorial, Letters to the Editor understands how to negotiate to achieve a good deal. It appears now that Russianbacked Syrians will not use chemical weapons on civilians and the Chinese government is assisting in defusing the North Korean situation. We should also expect that any trade or mutual alliance agreements will be made within the temperament of what is best for America. We are a nation of laws. If the laws of wrong, we need to eliminate of modify them as part of our governance process. We have a President that will do so and respect our military and our nation’s law enforcement officers. It is said that the stock market is a predictor of the future. Since being sworn in as President, the stock market has been trending higher. That advocates continued and necessary economic growth will be a part of our future. After all, what is all this truly discussion of governance about anyway? I’ll suggest it is all about Keeping the Republic. On Jan. 20, President Trump said: “Because today we are not merely transferring power from one Administration to another, or from one party to another — but we are transferring power from Washington, D.C. and giving it back to you, the American People.” One thing that almost all Citizens agree on is that fact that President Trump has generally fulfilled his campaign promises. He hasn’t achieved everything he said he would, but he’s only just past one hundred days into his first term. Give him a chance. I can’t think of a better person to be President of our great nation during this interesting time. The Kentucky Derby: Back when ‘Doo Dah’ was real By Jim Ridolphi Contributing Columnist

It’s always a sure sign of spring when the best thoroughbreds in the nation line up at Churchill Downs for the spectacle known as the Kentucky Derby. The current edition of an established Southern tradition has more of a semblance to the Golden Globes than the atmosphere most of us would associate with horse racing,

but it remains a rite of spring most of us can’t ignore. The week-long celebration attracts celebrities from across the globe, and the old-fashioned attraction of the workingman’s race is as long gone as moonlight and magnolias. It’s become a well scripted, overly covered Las Vegas type complete with red carpet appearances and the on-thespot fashion commentary. It’s an evolution that is mildly acceptable to me, and

probably aptly represents the entertainment state of our country. Things change. I get it. I usually try to tune in as close to the actual running of the Derby as possible, purposely missing the pre-game hype and endless collection of decorative, term used kindly, hats. I’ve never bet on a horse race, even on the few occasions I was actually at a racetrack, occurrences I can easily

threaten our national interests and safety. These are hopes that all citizens of the United States care about regardless of party affiliation. So far, however, it does not appear that those goals are on track for being met. We also believe that some of the gains previously made by several past administrations are in danger of being reversed, setting our country back years if not decades. Unfortunately, future generations may have to pay the price to fix what this administration undoes. During his first 100 days,

count on one hand. The highlight of those few visits was a trip to the 100th running of the Preakness in Baltimore. Crammed in among masses in the infield, race after race progressed and I never saw the first horse. However, many locals recall a race that did capture the attention of everyone I knew back in the late 1960s and early 1970s. Like Derby Week, the days leading up to Camptown

Races was an endless stream of parties and cookouts, all simmering to the boil of race day, and a leisurely afternoon stretched out on a hill north of Ashland watching local horses compete on a grass track. Camptown was the event of the year for the younger generation, but it attracted fans from all generations, many of them quick to tell how many consecutive races they had attended. And what had begun as

a genteel gathering of local horse gentry to compete and carouse, by the 1970s had become our local version of Woodstock. Buses, trucks and cars began arriving early on the second Saturday in May, and Manheim Farms rolling hills quickly filled with cars. Many carried coolers filled with fried chicken, potato salad and other goodies, while the stronger ones toted con-

President Trump appointed Cabinet leaders who have set out to dismantle the very departments that accomplish the goals set out above. He has signed 78 executive orders, many of which reverse fundamental protections implemented by prior administrations, and are more in number than any of the last 12 presidents at this point in their administrations. His staff is investigating taking away millions of acres of public land from us, and letting private industry take them for profit-making businesses. The Treasury Secretary has been ordered to examine Wall Street regulations and eliminate some or all. Before regulation, many average citizens were left destitute from predatory lending tactics by banks and investment firms. It would be a shame to let that happen again. Education Secretary DeVos intends to give states more power to regulate education using a failed voucher system which has already resulted in students performing lower than their public school counterparts in Indiana, Louisiana, Wisconsin, Arkansas and other states. These and other Trumpsupported programs should give Americans pause, as should his and his family’s and staff’s financial connections to Russia.

This connection, and Russia’s interference in our election, is unnerving, illegal, an affront to democracy, and deserves the fullest attention of Congress and the FBI. Trump also campaigned on repealing and replacing the Affordable Care Act (the ACA or “Obamacare”), lowering taxes, building a wall between the United States and Mexico, and tightening up already-tight immigration and travel restrictions for foreigners. So far, it is known that repealing and replacing the ACA is complicated. President Trump himself admitted that there are a lot of provisions that, if removed, would hurt lower and middle class Americans the most. His proposed tax plan, which was a one-page document short on details, would add much more to the federal deficit rather than lower it. There are financial and geographical considerations to building a wall that were never factored into the campaign rhetoric. And his travel restrictions were estopped by the courts for being unconstitutional. Clearly, his policies sounded grandiose, but his implementation so far has been short on substance and shows a lack of knowledge about how our government, which was designed so wisely by our

Founding Fathers, was meant to work. Finally, President Trump is notorious for being inconsistent and erratic and often makes baseless accusations. These are dangerous and uncomfortable characteristics for the President of the United States to possess. He loudly proclaimed he would pull the U.S. out of NAFTA, then changed his mind when he learned the financial consequences of such an act. He accused his predecessor of wiretapping his phones in Trump Tower which proved to be false. And now he claims China is not the “currency manipulator” he asserted them to be when he took office. It is hard to count on anything this president says. It is a fact that Donald Trump has the lowest approval rating of any president at the 100-day mark. There are many reasons for that. As Democrats, we are counting on the 2018 Congressional elections to tip the scales back to a Democratic majority to provide the checks and balances this country’s founders counted on to keep us on track. If Trump’s first 100 days are any indication, we will need a Congress that will stand up for what’s right. We can’t afford to turn the clock backward.

Thursday

Kentucky Derby continued from >8 tainers filled with iced down beer. No doubt, rules were being ignored on that one Saturday. I suppose that was part of the attraction, and the rule of the day was don’t be too outrageous and things will probably end well. It never rained on Camptown Race Day, and the sun always shined on the hill that quickly filled adjacent to the track. By the first call to post, not a green spot remained in the patchwork of blankets that, from a distance, resembled a huge quilt. The facilities were not fancy, and a lone cinderblock wall on the side of a hill separated the men and women’s “restrooms. Privacy was not an option and I often wondered if that portion of the hill was visible to anyone. Proceeds from the event benefited an Ashland group

raising money to construct a World War II Memorial, and local deputies were quick to arrest the over-zealous partiers who, when exciting the event, jumped out of cars to relieve themselves in the woods. Hanover Judge Landram scheduled a special Camptown Day to hand out fines of $100 to the offenders, many making their first and only appearance before a judge. To the old-timers, the influx of long-haired college students threatened the country-flavored dignity of the annual event. Some race officials, owners and locals feared the infusion would ruin an event that had become Ashland’s signature since it began in 1953. I had not attended for some years when they ran the last Camptown Race on the track north of Ashland in 1977. By then, many of the original organizers were no longer around to oversee the

event, and, like many country races in Central Virginia, it just faded away. For most of us, Camptown ended with our college days; and the day the event ran its last race at Manheim in 1977. For years, the owners had offered the land for the event free of charge, but evolving liability issues forced them to no longer host the event. There was something about Camptown that would not, or could not, and probably should not change with the times. Its innocent approach to hosting one of the most popular events in Virginia also was the thing that attracted its devoted fans, and what eventually spelled its demise. A subtle mental signal reminds me each second Saturday in May of those days at Camptown, and my mind wanders to a place sitting on that picture perfect hill and enjoying the sweet Virginia breeze of spring.

Bulldogs getting ready for another playoff run By Billy Fellin Sports Editor

Goochland’s girls soccer team qualified for the state tournament last season. This season’s team seems to be on a similar, if not further, trajectory toward the 2017 postseason.

On May 8, the Bulldogs soundly defeated Nottoway in an 11-1 final. Karina Herrera-Cervantes led the Goochland scoring with three goals. Julissa Gallegos scored two goals as did Ruth Wyche and Erin Wachter. Abby Whitlock scored one

goal and the Cougars netted one on themselves as well. Goochland scored two goals very quickly into the game to make it a fast 2-0 lead. The third goal came after Lesley Jenkins put a centering pass on the net, but the ball deflected off a Nottoway

defender and into the net to make it 3-0. The Bulldogs continued their assault on the Cougars net, scoring six more goals in the first half, capped off by Whitlock putting one in the top corner to make it 9-0. After the half, many of the substitute players got

valuable playing time for the Bulldogs. Nottoway did score one goal, but Gallegos scored back-to-back goals to extend the lead as the game was ended early due to the slaughter rule. Coach Tom Reid said that his team played well and was

happy that some of the substitute players got the chance to get on the field. “The entire second half we were using substitute players,” he said. “We’re going to have to split the squad for a doubleheader (on May 9), junior see Bulldogs> 13

Roundup: Softball suffers first loss of season By Billy Fellin Sports Editor

Goochland softball’s undefeated season came to an end on May 8. Despite an attempt at a comeback, it was too late in the game as Fuqua defeated the Bulldogs 6-2 at Goochland High School. The Falcons led 4-0 going into the sixth inning when the Bulldogs started to make some noise. With Kailyn Spencer on base, McKenzie Reams hit a soft fly ball into right field. The Falcons outfielder couldn’t handle the play and Reams started rounding the bases. As one run scored, a throw to get Reams at third went wild and Reams was able to cruise home to make it a 4-2 ballgame at that point. Kisha Braxton and Rachel Ferguson tried to continue the rally, but both struck out to end the threat. But, Fuqua scored two more in the top of the seventh inning to widen their lead and the Bulldogs couldn’t answer in the bottom of the inning. Spencer was 1 for 3 at the plate and struck out 14 Falcons batters. But, the Fuqua pitcher was equally on her game, striking out the same number of Bulldogs. On May 4, the Bulldogs defeated Buckingham 4-2. Braxton was 1 for 2 with a triple and two runs scored for Goochland. Katelin Martin was 1 for 3 with

an RBI and Catoria Towles was 1 for 2 with a run against the Knights. On May 3, the Bulldogs rolled on Cumberland 10-0. Lexi Hooe and Spencer combined to one-hit the Dukes. Faith Gerdes was 3 for 3 with two runs scored and an RBI. Reams was 2 for 2 with a double and 2 RBIs, while Spencer was 2 for 3 with a double, a triple and 4 RBIs. The Bulldogs also defeated Prince Edward 17-0 on May 2.

Tyler Gentry and John King combined for a solid game on the mound, allowing just one hit by the Eagles. King was 3 for 3 with three runs, three stolen bases and 3 RBIs for the Bulldogs. Stephen Roberts was 1 for 3 with a double and 2 RBIs and Payton Harrigal was 3 for 4 with a double and a run scored.

BOYS TENNIS

Goochland’s boys soccer team continued its strong season with a 5-1 win over Nottoway on May 8. On May 3, the Bulldogs took down Buckingham 6-1. Omar Ibarra-Balderas, Corwin Willms, Nick Lowery, Brian Herrera and Zach Gordon scored for the Bulldogs. The Knights also scored an own goal.

Goochland’s boys tennis team had a 5-4 win over Prince Edward on May 2. Chase and Ryan Bernstine as well as Max Presley won their singles matches by scores of 8-0. Chase and Bronte Sundstrom and Ryan and Presley each won their doubles matches 8-0. The Eagles won two singles matches, one singles match by forfeit and a doubles match by forfeit.

The boys 4x800 relay team also finished third with a time of 8:40.34. Alex Herrera was sixth in the 100 meter hurdles with a time of 17.82. Devin McCray came home sixth in the 200 meters with a 23.19. BASEBALL Anna Wirsing was seventh in the On May 2, the Bulldogs defeated 3200 meters with a 12:59.18. Prince Edward 8-0. Danielle Daly, Lindsey Parker, Peyton Nadder and Annie Lorenzo each won their singles matches without dropping a single game. Sarah Carney defeated her opponent 8-1. won 10 games in a row with four games remaining in the season. Goochland hosted King William on May 9 and then Bluestone on May 15. They’ll close out the season against Prince Edward and then another match against the Cavaliers

on May 17. Reid said he was confident in his team as the end of the regular season approaches. “I don’t foresee us losing any time until regionals,” he said. “We can win the region if they played like they did in the first half today.”

One key aspect for the Bulldogs this season is how many different players the team has who can find the back of the net. Madie Panas, Watchter, Herrera and Gallegos are just some of the talented goal scorers that are on the team.

“It’s quite a group,” Reid said. Reid pointed out that he’d like to see a few details ironed out as the Bulldogs roll toward the playoffs. “I’d like to see them pass well and shoot well,” he said. “That combination is always good to see.”

never lost, of course, and those relationships could be picked right back up during school breaks or whenever the opportunity presented itself. But the change from high school student to college student also meant leaving many others behind. Every now and again I begin to wonder if there was a certain value in heading off to school alone, an opportunity to tear down, rebuild, and grow. And while I would certainly never suggest a parent simply shove their child into the wilderness (even a wilderness with a meal

plan and state-of-the-art workout facilities), the march to adulthood must sometimes be a forced one. In the coming months, hundreds of local students will head off to their next great adventure, many of them with a fair amount of uncertainty about what lies ahead. My hope for them is that they are able to hold on to the things — and people — they love in Goochland, but also be free to embrace all the wonderfully new, wonderfully different, wonderfully unique new opportunities and relationships that lie ahead. Even if it’s not so easy at first, they’ll most certainly be better for it.

FOCUS ON PETS: Tips and Advice

May 11, 2017

Want more? Visit us on the web at

www.goochlandgazette.com

As dog days of summer approach, pets’ safety a top priority A few tips to help keep pets cool and comfortable in hot weather

S

ummer may be a time for vacations and recreational activities for human beings, but pets may not be privy to the same luxuries. Summer recreation may not always include our four-legged friends, as summer heat and other issues can pose a threat to companion animals. As a result, pet parents must make pet safety a priority when the weather heats up. The Humane Society of the United States says that the summer months can be uncomfortable and dangerous for pets. Temperatures that may be tolerable for adults and children who are dressed accordingly may not be so for

animals covered in fur. It’s vital to help pets stay comfortable and safe as summer temperatures heat up. Pet parents also must be aware of particular dangers that go hand-in-hand with summertime activities. Practice vehicle safety. It is never acceptable to leave pets in parked cars, even for a minute. Temperatures inside vehicles can rise quickly and considerably in a matter of minutes, even with the windows opened slightly. HSUS says on an 85-degree-day, temperatures inside parked cars can reach 102 F within 10 minutes. Pets can suffer irreversible and even fatal organ damage in that period of time. If you have to run errands, keep dogs and cats at home where they will be more comfortable. Stay off of hot asphalt. If you’ve ever walked on the hot sand or an asphalt driveway on a hot day, you understand just how scorching those surfaces can get. Dogs and cats do not

have protective shoes to wear, so safeguard the delicate pads of their paws by keeping companion animals off of hot surfaces. Schedule walks in the early morning or late afternoon when temperatures are cooler. Schedule a pet grooming visit. The American Veterinary Medical Foundation suggests speaking with your veterinarian to see if it’s appropriate for your pet to get clipped shorter or to be shaved in the summer. But a fur coat can offer protection from the sun, so weigh the pros and cons before taking action. Apply sunscreen to your dog’s skin if he or she has a thin coat. Provide a way for pets to cool off. If you’re hot, chances are your pet is hot, too. Offer a means for pets too cool off, such as a wading pool when you are outside. Offer plenty of fresh water.

Keep pets who do not enjoy the heat indoors with the air conditioner running on hot days. Look for indicators of heat stress. The American Veterinary Association says heat stress is marked by heavy panting, dry or bright red gums, thick drool, vomiting, diarrhea, or wobbly legs. Move pets exhibiting such symptoms to a cool place, drape a damp towel over the animal’s body, rewetting the cloth frequently, and get the animal to the vet as soon as you possibly can. Exercise caution in the water. Dogs can get swept away by rip currents just like human swimmers. If you will be boating, invest in a life jacket for your pooch and look for water hazards, such as currents, sink holes, and blue-green algae in lakes and ponds. — MetroCreative
