Supervisors defer vote on 520-home development plan Project expected to bring $1.5 million in revenue, impact on county unclear By Roslyn Ryan Editor

G
oochland natives Victoria Allen and Austin Goyne had initially worried that the impending winter weather might mar their wedding ceremony at Alturia Farm in Manquin last Saturday. In the end, however, the winter wonderland proved the perfect setting for the couple’s special day. For more area snow photos, see page 10.
Citing concerns over the potential impact of a planned 520-home age restricted-community in the county’s eastern end, Goochland County supervisors unanimously decided during their monthly public meeting on Dec. 5 to postpone making a decision on a rezoning request for the property until March. The project, brought forward by the Glen Allen-based HHH Land, would feature a mix of both single family dwellings and townhomes on 207 acres in the West Creek business development, which has thus far featured no residential development. To begin construction, the developer requires the land be rezoned from industrial to residential. The neighborhood would need to have at least 80 percent of its units occupied by those 55 and over, and no one under the age of 19 could reside in the development. Heading into last week’s meet-
ing, representatives from HHH Land had already requested a one-month deferral of the decision in order to address concerns raised by the county Planning Department. At issue are a number of what both department staff and those opposed to the project describe as unresolved questions, including the potential for sig nificantly increased trafPeterson fic at the intersection of Broad Branch Road and West Creek Parkway — already a challenging spot, according to both VDOT and residents who live nearby — and the project’s possible impact on the county’s emergency medical services. Also posing a challenge, according to several board members, is the fact that county officials simply don’t have the framework in place yet to accurately estimate the potential financial — and other — impacts such a project would have on the community. By March, the county expects to have at its disposal a new Capital Impact Model, a program that will see Rezoning > 2

Rezoning continued from > 1 use information provided by developers and planning staff to gauge the cost of providing capital facilities for whatever kind of development projects come before the board for approval Currently being created by the Maryland-based firm TischlerBise, the program is expected to be finalized by early spring, and will help in estimating the impact of a given development on a range of county services including public safety, schools, transportation and parks. Until they have access to that tool, board members said, they simply can’t move forward. Two other recent rezoning requests have also been deferred for this reason. “We need to budget for all the costs, not just the profferable costs,” said District 5 representative Ken Peterson, referring to those areas where the developer has offered—or “proffered”— to help mitigate certain impacts of the project. “Right now we simply don’t have the information for us to weigh the costs and benefits.” Several of those who spoke in favor of the project commented on HHHunt’s solid reputation in the development world and noted several area projects, including Henrico’s Wellesly and Wyndham neighborhoods, that speak to the quality of their work.

County earns silver certified Green School Division honor Contributed report
Goochland County Public School Division was recognized as a silver certified “Green School Division” at last month’s Virginia School Boards Association (VSBA) conference in Williamsburg, Virginia. In cooperation with Virginia Municipal League’s GoGreenVA initiative, the VSBA Green Schools Challenge recognizes school divisions that implement specific environmental policies and practical actions that reduce the carbon emissions generated by both the local school division and the broader community. Superintendent Dr. Jeremy Raley was presented with a certificate from the Virginia School Board Association. It recognized the accomplishment of Goochland County earning 130 Green Points in the VSBA Green Schools competition. “We are excited to be recognized for our efforts to conserve energy and enhance efficiencies in our facilities in Goochland County Public Schools. Our teachers, students, and staff have been strong advocates for responsible energy use at all of our schools”. The division has created outdoor learning spaces used for environmental education at all three elementary schools, as well as a greenhouse at Goochland High School. A solar flower installed at Goochland High Schools supplements energy conservation, and student-led environmental awareness organizations are forming at both the middle and high school.

Search for ‘perfect gift’ may be missing the point By Roslyn Ryan Editor
As Christmas Day draws near, I’ve joined millions and millions of others across the nation in the maddening rush to make sure I get everyone in my family exactly the right thing (as if there was some kind of Perfect Present Olympics and we are all com-
peting for the gold, which is silly, I know, and yet …) So far, it isn’t going great. My dad, as usual, wants nothing, and I can’t figure out how to wrap my mother’s perfect gift, which I suspect would be finding herself on a lovely Mediterranean island whose sole other inhabitant was Fabio. I got to thinking the other day,

as I mindlessly searched the web for gift ideas, how nice it would be if you could actually gift intangibles — things like love, or peace, or, even better, common sense. How wonderful that would be, I thought to myself (possibly after hearing yet another story about a powerful man brought down by his own alleged bad behavior). Now that
is a gift that would do some good. Just think of all the problems that would be solved by being able to put a bow on a box of good oldfashioned common sense All at once, the workplace would be a place where everyone automatically just knew what was – and what see Gifts > 7

I’m probably the least informed person on the earth regarding award shows of any variety, but a recent College Football Awards ceremony did catch my eye. The annual Disney Spirit Award recognizes amazing feats off the field that changed lives or created opportunities for less fortunate fans or players. This year the award went to the Stead Family Children’s Hospital, the University of Iowa football team and its fans. While I don’t know much about award shows, I am acquainted with Children’s Hospitals and have spent considerable time dealing with them in the past seven years since my son was diagnosed with Duchenne’s Muscular Dystrophy. It’s a sad irony, or perhaps a blessing, that I regularly cover sports events where elite athletes compete at the highest level and run and jump with the greatest of ease and also encounter people with much less athletic prowess when dealing with my son’s illness and the community that supports him. I’ve often dedicated columns to the people who are my heroes — the men and women who research, treat, care for, and love a special group of children who depend on their compassion. They hold the key to our childrens’ futures, and assist and support families like mine through the challenges of dealing with a chronic and cruel disease. And many of those heroes are found in Children’s Hospitals across the nation, the latest one opened last winter adjacent to the University of Idaho football stadium. see Windows > page 7

Restaurant continued from > 6 On any given Saturday when the Hawkeyes are in town, there’s a stadium filled with enthusiastic and loyal fans, sidelines dotted with ultra talented athletes and coaches, and a group of special children watching from the adjacent window of Stead Children’s Hospital. And, somehow, they are all connected. A simple post on social media made the subtle suggestion for fans to acknowledge and wave to the kids as they watched from the 12th floor or the adjacent Children’s Hospital.
Gifts continued from > 6 totally was not — appropriate behavior. We would thank veterans more often for our freedom, and farmers more often for our food. People would stop believing every blasted thing they read on the internet, even if it was posted to Facebook by the former mother-in-law of their best friend’s hairdresser.
OPINION: Editorial, Letters to the Editor
The post went viral and when 75,000 fans gathered for their first home game, a new tradition was born at 90-yearold Kinnick Stadium when the first quarter ended. In a simple show of compassion, love and friendship, the fans took a moment of their time to smile and wave and to show compassion and understanding for the kids who peer anxiously from the windows. I would imagine it’s safe to say a longstanding tradition was born that day, and the Hawkeyes won much more that a gridiron victory on that fateful afternoon. As Coach Ferentz accepted the award at last week’s event,
he noted that his players know who the real heroes are in this story and who are the special stars on those Saturdays. Now, that collective hug may not equate to earth-shattering news for many or even most college football fans. But, for families and those whose lives have been touched by special children like the ones at that Iowa hospital, it means everything. Congratulations to the team, coaches, fans and supporters of Iowa football on this special recognition, but, most of all, kudos to a special group of heroes who are on the 12th floor, hopefully peering through what I’d call a window of hope.
The left lane on any given road would be for passing other cars, not for passing time until your exit. Finally, more people would realize that calling someone who thinks or acts differently from them an idiot, or worse, is not the best way to reach any kind of consensus or compromise (for those who don’t know that second word, it comes from the Latin compromissum, which means “not being a jerk.”) Of course, if someone
would kindly gift me a little of that uncommon common sense, I might wake up and realize that the search for the perfect present really isn’t what the holiday is all about, and that the most important thing is being with the ones you love. Understanding this would probably make the holiday season a lot less stressful, allowing all of us to focus on what is truly important. Fabio, I’m guessing, probably wouldn’t fit in a gift bag anyway.

After first frost, gardeners still have a long ‘to-do’ list By Pete Glessman Goochland-Powhatan Master Gardener Intern
O
nce the days begin to get significantly shorter, and the tomato and pepper plants have nothing left but some small green fruits, the final indignation arrives: autumn’s first frost. Plants that brought us some great summer moments and meals are reduced to crinkly stalks, burned brown by the sub-35 degree temperatures. Even though 2017 has been overly generous with allowing us to harvest for a few extra weeks past the typical first frost date for our area (October 11 – 20), it’s time to let go. Setting aside our sadness, there’s much work to be done to make sure that next year’s harvest is as good as the last. First, following Virginia Tech guidelines, it’s critical to make sure that all diseased vegetation makes it to the trash receptacle, not our compost bins. This keeps any diseases and pests from reestablishing themselves in the coming year. Additionally, if you want to add previously healthy/now-dead vegetation to your existing beds, simply pull up the plants and till them into your beds. Make sure that your garden is weed free, disposing of those into a trash receptacle, too. If you’ve used tomato cages or other support structures, it’s a good idea to clear all vegetation from them, and give them a thorough cleaning with rubbing alcohol to help remove any microorganisms that would be harmful to your garden in the future. An easy way to do this is to attach a squirt bottle nozzle to the rubbing alcohol bottle itself, then label and use that bottle for disinfecting only. Storing the cages in a dry location (I keep mine in our house’s crawlspace)

Newly raked leaves can be shredded with a lawnmower, then added to the new compost mix. Be careful not to add too thick of a layer, as leaves break down more slowly, and can create a mat if applied too thickly. You can also add sawdust, and even fresh manure that will have plenty of time to break down and lessen the chance of injuring spring seedlings. Remember: compost that you add to your garden can help, but it’s essential that it not be applied so thickly that it doesn’t have time to break down before the spring, creating a barrier that prevents the soil from heating up enough for planting peas and other cool weather crops. You should also consider turning under any newly-added organic matter so that it has a better chance to break down prior to early season planting the next spring. One final task that can be accomplished at any point in the year, but makes perfect sense for this late season flurry of activity, is the completion of a soil test to determine nutrient and pH

The first significant frost of the season can seem like the end, but for those of us who look at vegetable gardening as a year-round activity, this time of year brings thoughtful reflection, the opportunity to clear our spaces, and start anew for
the next season. With the addition of an affordable cold frame, a hoop tunnel system, or a small greenhouse, the season can start even earlier in 2018. Goochland bounces back against Chargers By Jim Ridolphi Contributing Writer
Getting a late start on basketball season is nothing new for Goochland coach Preston Gordon. Players on the Bulldog hoops squad are usually busy this time of year competing in the football playoffs.
Once the season concluded, Gordon fast tracked his team, and, so far, the results are encouraging. “We only had two complete practices with all the football guys leading up to the Powhatan game,” Gordon said. “I thought that was a heartbreaking loss and we had
a chance to win that game, but we turned the ball over too many times,” he said. Transitioning those players from the gridiron to the hardwood doesn’t happen overnight, but Gordon said he’s encouraged. “I told them it won’t happen in a day or a week, but they will get their basketball
legs under them as we continue to practice and get experience,” Gordon said. After dropping an eight-point opening loss to Powhatan, the team returned home to host Lunenburg. The home cooking was just what the Bulldogs needed as they recorded a 64-34 victory over the Chargers.
Gordon is coaching a young squad with only three seniors on the roster, but the youth and the aggressiveness that accompanies them, spelled doom for the visiting Chargers. Quincy Snead opened the scoring with a 3-pointer and the Bulldogs continued with a 14-6 first quarter run and
never looked back, or relinquished the full-court pressure that forced numerous turnovers and mistakes for Lunenburg. “I thought our kids played really well. A lot of our kids got valid minutes,” Gordon said. “We were patient on see Basketball> 12

Roundup: Goochland wrestling finding its feet By Billy Fellin Sports Editor
If the Goochland wrestling team needs any kind of inspiration for where their goals should be, they only need to look at the trophy case of their new head coach. Mike Nadder, who has been an assistant for the team since its inception three years ago, was a state champion in the 132-pound weight class during his wrestling days at Mills Godwin. Nadder said that he’s hoping to get the Bulldogs program to have a solid core a few years down the road and is sowing those seeds this year. “We’ve got a good group of ninth and 10th graders,” he said. “We have 21 kids total, 15 of which have never wrestled before. We’re really green, which I expected. But, this is one of the most disciplined teams I’ve ever worked with. They listen and they practice well. They don’t know a lot, but are really learning a lot. I think over the next couple years, we’ll be pretty tough. By the time they’re juniors and seniors, we should have a good core. The better the program gets the more interest you get.” The Bulldogs are already
Basketball continued from >11 offense.” Guard Deion Harwood led all scorers with 24 points and 12 rebounds. By halftime, the Bulldogs had mounted a 24-14 lead. Gordon said he noted progress in the right direction when the team met
a few matches into their season and have been producing some quality results thus far. Goochland competed in an eight-team tournament in Colonial Heights and finished fourth, an improvement from the eighth-place finish a year ago. In a tri-meet against Deep Run and Meadowbrook, the Bulldogs fell to the Wildcats, but took down the Monarch. On Dec. 6, the Bulldogs participated in a match against Monacan and Armstrong. The Chiefs edged Goochland 44-30, but the Bulldogs took down the Wildcats 57-24. “I thought we wrestled well (against Monacan and Armstrong) considering we have such a young and inexperienced team,” he wrote in an email. “I was really proud of them because in order to not forfeit too many weight classes, I moved several of them up a weight class, so they were wrestling heavier kids.” Nadder wrote that wrestlers such as Daniel Thompson, Max Moreno, Ayden Doczi and Jacob Massey were one who stood out in the tri-match on Dec. 6. “We are trying to wrestle better teams with more expe-
Lunenburg last week compared to their first outing against Powhatan. “We had one scrimmage under our belt and the Powhatan game under our belt, and Lunenburg was playing its first game,” the coach said. “They will be tougher when we go up to their place to play later this season.” And Gordon likes what he
rience than us so that we can progress and get to where we want to be,” he wrote. “I am very happy about how we are coming along. We have a lot of freshman and sophomores who have never wrestled before who are showing a lot of promise. We are looking forward to seeing how they grow into the sport.” Jeremy Wompler, himself a former college wrestler, is the Bulldogs assistant coach and someone that Nadder said is an incredibly helpful part of the program. “We’re really on the same page,” he said. “I know the instruction he’s giving is something I don’t have to worry about. I really couldn’t do this without him. He’s a big help and we’re really excited about where we’re heading.” Goochland traveled to Randolph-Henry for a quad meet on Dec. 13 with the Statesmen, Bluestone and Cumberland for its final match prior to the holiday break.

Goochland’s girls basketball team had back-to-back solid games against two James River District foes. First, the Bulldogs rolled against Central Lunenburg on
Dec. 5 in a 53-12 victory. Lanaysia Gonzalez scored 12 points and grabbed four rebounds in the win. Then, on Dec. 6, Goochland hosted Nottoway and took down the Cougars 58-37. Justice Tibbs led the Bulldogs with 17 points and 11 rebounds, while Gonzalez

sees so far in a young season. “The guys are anxious and competitive in practice and can play a lot of different spots. It’s going to be challenging and competitive,” he said. Friday’s game at Nottoway was postponed due to snow, so the Bulldogs traveled to meet the Cougars on Dec. 13 and then return home to host Buckingham on Dec. 15.
The Bulldogs will host their annual holiday tournament beginning on Dec. 21 and ending the following day. Teams for the tournament include King William, Brunswick and Buckingham. Gordon is hoping for good results as players make the transition from football to basketball. “It’s a lot different running on wood than it is from run-
ning on grass,” Gordon said. The coach said the postponement due to weather last week may have been just what the doctor ordered for the Bulldogs. “It was sort of a blessing in disguise and will give our guys another couple of days to rest and get better.” As the season begins, Gordon is optimistic about his team’s chances.
The team’s versatility and aggressiveness should serve them well as they work their way through a tough James River District schedule. “I’m encouraged with the way they bounced back against Lunenburg after a tough loss against Powhatan. We have a wide variety of a supporting cast in guys who can really step up and play,” Gordon added.
