On Monday, Dec. 11, the Board of Supervisors and the Goochland Electoral Board recognized Ragland for her exemplary service to the citizens of Goochland County and the State and Local Electoral Boards. Ragland began serving as Assistant Voter Registrar in 1985, after serving as an assistant to the then Goochland County Attorney. On March 1, 1992, she was appointed Voter Registrar and has served the voters of Goochland County

Thanks to the efforts of a group of concerned local residents, what could have been a trag edy instead turned into an early Christmas for two Goochland men. On the evening of Nov. 29, j ust after sundown, Elizabeth NelsonLyda was driving on Route 522 near the Southern States when she nearly hit a man riding his bicycle along the side of the road. Thankfully there was no tra ffic coming in t he other direction, so Nelson-Lyda was a ble to maneuver around the man. Still, she recalled, the event left her badl y shaken for the rest of the night. Nelson-Lyda said she wa nted to say something about the incident, but also knew she would need to be cautious in how did it. The man was riding legally, after all, and had every right to expect that drivers would share the road with him. He was als o wearing a s afety vest,

As news of 22 year old Bethany Lynn Stephens’ death broke, those who knew her took to social media to question the official account of what happened to her. According to Goochland County Sheriff Jim Agnew, Stephens’ body was discovered by her father on the evening of Dec. 14 in a wooded area near his home. Describing the scene as among the most “grisly” Stephens he has seen in his four decades of law enforcement, Agnew said it appeared certain that Stephens had been mauled to death by her two large pitbulls while taking the dogs out for a walk. see Stephens > 5

I

t’s no surprise that Francis Ragland will be greatly missed when she retires at the end of this month after serving for over three decades as Goochland County’s Registrar.

What does come as a bit of surprise, however, is what she lists as one of her proudest accomplishments. In addition to earning a reputation as a fierce advocate for Goochland County voters, Ragland said she is particularly proud of what she didn’t do, namely make headlines. “I’ve been successful in all of the elections — and I’ve stayed out the newspapers!” Ragland said last week, laughing gleefully.

Obituaries THELMA M. DABNEY Thelma Mann Dabney, 92, of Rockville, passed away peacefully Saturday, Dec. 9, 2017, at her home. She was the widow of Francis Bruce Dabney; and is survived by her son, Walter Dabney; her caregiver, Ruth Anne Norman; and her extended family and friends. Thelma was a retired teacher at the Virginia Correctional Center for Women. The family received friends on Wednesday, Dec. 13, at Goochland Baptist Church in Manakin-Sabot. Interment followed in the church cemetery. In lieu of flowers, donations may be made in her name to the Goochland Baptist Church Building Fund. BEATRICE E. DUNN Beatrice “Betty� Elizabeth Buchanan Dunn, born Sept. 29, 1931 on Long Island, New York, to Henry and Emily Buchanan, died at Westminster

Canterbury in Richmond, on Dec. 5, 2017, after a prolonged illness. Raised by her parents and grandmother, Elizabeth Taylor, in Kings Park, Long Island, she graduated as valedictorian from Kings Park High School with many athletic and scholarly awards. She pursued her education at St. Lawrence University, in Canton, New York, from which she graduated in 1953, again with honors including athletic (hockey, volleyball) and academic (KalonKixioc) Honor Society). She received an appointment to the Rockefeller Institute for Medical Research, New York City, in neurophysiology for six years under Dr. Lorente de No. In 1954, she married her childhood sweetheart, Leo J. Dunn, then a medical student at Columbia University. Their careers moved them to Cincinnati, New York City and Iowa City before settling in Richmond in 1967, where

her husband became Chair of the Department of Obstetrics and Gynecology at the MCV (now VCU) medical school. Betty, as she was called, became very active in the Richmond community, being one of the five founders of the MCV Hospital Hospitality House (Doorways), also as volunteer in a school for the deaf, then housed in St. Paul’s Church, as an officer in the Elizabeth Kates Foundation that provides educational scholarships to female prisoners in Virginia, as a docent and then Chair of docents of the Virginia Museum of Fine Arts. At the University of Richmond, she obtained a paralegal certification before becoming a founding member of the First Community Bank. WILLIAM S. DABNEY William S.�Billy� Dabney Sr., 77, passed away Dec. 12, 2017. He was preceded in death by his parents, Sam and Judith Dabney. He is survived by his wife, Joyce; his son, Willie (JoAnn); grandson, Matthew (Betty); and granddaughter, Katie. Billy was active in the Goochland County Fire Department and served as Chief of Company 4 Fire-Rescue for 18 years and was a life member. Billy was also known throughout the community for his many years working as a local electrician and long-time poultry farmer. Pursuing her scientific interests, she and Dr. Fay Redwine, in the VCU Department of OB/ GYN, established the first fetal cell karyotyping laboratory in central Virginia. That laboratory later was transferred into a new department of Human Genetics at MCV under Dr. Walter Nance. 1943. He volunteered for the Marine Corps that year and served proudly until his honorable discharge in 1946. He was part of the first wave in the battle of Okinawa. Upon his return from World War II, he worked for McIntyre Implement Company, Briesmaster Motor Company and retired from Luck Stone in 1988. One of the original men who formed the Goochland County Volunteer Fire Department, Mr. Henley served as Chief for five years. He was a life member of the Virginia Fire Chiefs Association, the American Legion and the Veterans of Foreign Wars. He served on the Goochland Board of Supervisors for four years. Mr. Henley was a creative woodwork designer. He was blessed with leadership qualities and a wonderful sense of humor, but his greatest gifts were the high standards he set for all facets of his life and the ability to touch others’ lives with quiet compassion. Those who knew him, family and friends, consider themselves richer for having been recipients of his love, his wisdom, his example and his many extraordinary kindnesses and talents. Stephens continued from > 1 While he noted that the findings were preliminary and would not be confirmed until a toxicology report came back, Agnew said evidence observed at the scene – including defensive wounds on Stephens’ hands, trauma to her neck, and the absence of any signs of assault – gave law enforcement reason to believe very strongly that the two dogs had killed and mutilated Stephens. Declining to give specific details of what first responders saw at the scene, Agnew said “there is absolutely no question whatsoever,” that the dogs were responsible for the attack. Even so, the long-time Company 5 rescue squad volunteer insists she is only retiring, not disappearing. “I’ll be around,” she said happily last Monday. “I’m not going anywhere.”

that the animals had killed her was almost impossible to fathom. James Kragle said he first met Stephens when the two worked together at Chesterfield’s Broughton’s Boarding Kennel around 2011. Though it had been several weeks since he’s spoken with her, Kragle described Stephens as a friend. He spent time with her and her dogs, he said, and never saw them act aggressively toward people or other dogs. Describing the Goochland High School graduate as “always so kind and sweet,” Kragle said Stephens was working to get her life back on track after a divorce. When he heard about her death, he said, he found it hard to believe the story could be true. Having worked with and

around aggressive dogs, he knows they can be unpredictable, Kragle said. But he also said that Stephens had adopted each dog from a breeder when they were puppies, and neither had shown violent tendencies. “It could be true,” he said. “It just sounds so weird.” Responding to theories posted on social media, Agnew held a second press conference on Monday to share further details found at the scene and, as he explained, help dispel some of the rumors he and his department had heard. Agnew shared that he and other officers had personally witnessed the dogs consuming Stephens’ body, and that her injuries had been so severe that they had not initially been able to see some of the defensive wounds on her hands and

arms. Both of Stephens’ dogs were euthanasia on Saturday morning at the Goochland Animal Shelter, a step Agnew said the department took after receiving permission from Stephens’ family. While the investigation continues into her death, which has now been reported around the world, Agnew said Friday that true closure may ultimately be impossible to find. He’s certain the dogs were responsible, he said, but “what precipitated this, I guess we’ll never know.” The dogs’ bodies have been preserved as evidence and investigators are following up with veterinarians and laboratories for potential forensic analysis.

Every parent will tell you one of the greatest joys of the Christmas season is watching your kids place ornaments on the tree. A child’s fascination with a Christmas tree begins almost at birth, and the magic of decorating a tree hopefully never goes away. We have a system around here. After almost seven decades of enjoying the presence of a fresh-cut tree in my house, my threats to go artificial fall on deaf ears around here. My kids know that, despite my protests, I’ll make that trip to a local tree lot that’s becoming increasingly hard to find, and pick out the first tree that fits in my trunk. Over the years, my desire for perfection has lessened regarding trees and a few dozen other things. So, I performed my duty last week and even placed the tree in the stand and secured it. “Why do you turn the screws in so far, Dad?” one of my children asked. That answer will become apparent as the story progresses. Moving on, Emma and I put the lights on and all of my children placed the ornaments in less than strategic places on the tree. I’ve also learned that aged fathers who sit in a chair and point can’t expect superior results, another fact I’ve learned to live with. As one of my children prepared to put a single red ball on the tree, I jumped from the chair and said, “I’ll put that one on the tree.” They gave each other that familiar look that parents recognize — see Ornament > page 7

Ornament continued from > 6 you know the one that clearly indicates their assurance that you are indeed crazy. But, it’s amazing how one ornament can evoke a lifetime of memories of Christmases long ago . . . all the way back to the first one I can remember. We were jammed in a small apartment waiting for our first house to be built, my father working and my mother staying at home keeping my sister and me. Even at that young age, I quickly learned the importance of Christmas and the meticulous measures surrounding our tree. My father searched for the perfect tree at the perfect price, the second factor more of a necessity than a preference. He always found it and carefully placed it in a bucket full of water outside to ensure its longevity once it entered our small apartment. The green tree was always adorned with large shiny red balls, all uniform and perfect in size and splendor. I didn’t appreciate it then, but I later

learned the history of the red balls that were stored in green and cardboard colored boxes that had been taped so many times it was hard to distinguish where original corners were located. The balls were about all that was left from my family’s restaurant in Montgomery, Alabama -- the locally famous Pickwick Cafe. My grandfather operated the Montgomery landmark for over five decades. Every Christmas, PaPa as we knew him, would put a large tree up in the center of the restaurant and decorate it with those red balls, many dozens of them he had acquired while he visited relatives in Corsica, the place of his birth. He made many trips home and always returned with more balls for the famous yuletide tradition. When the restaurant closed, the balls were divided among his sons and daughter, and each guarded the collection like a prized jewel, eventually passing some of the balls down to their children. Back to that first Christmas in that small apartment and an excited 3-yearold who had just caught sight of probably the coolest peddle fire engine on earth sitting near our Christmas tree.

While my sister dove under the tree and retrieved dolls and other nonessentials, I immediately climbed in the driver’s seat of the fire engine truck. My feet barely reached the firm pedals, but eventually I began to move across the small floor from one end to the other . . . and then straight into my father’s most creative holiday achievement, our Christmas tree. Some balls were saved as the tree slammed against the wooden floor, but many others suffered a fate I still can’t talk about six decades later. I was too young to be really afraid, but I remember an anxiousness that overtook me as we all stood silent and stared up at my father as he stood by the downed icon. Looking back on the episode, I realize now he must have been destroyed at the loss of those beloved ornaments, and any human would certainly be justified at being beyond annoyed with an overzealous son who just had to pedal as fast as the little truck would go without regard for destination. “Let’s get this tree back up and open the rest of these presents,� he said after a long pause, his tone non-

indicative of any dismay or disgust. “Then we’ll eat a big breakfast.� After I became a parent, I thought back to that episode many times when I thought my anger was getting the best of me, or when trying situations tried my very peace of mind and frayed nerves were the order of the day. His patience on that Christmas morning still inspires me as a father. After the disaster, we spent the remainder of the day playing board games that Santa brought. He took my sister out for a spin on her new bike and let me accompany them in the new fire truck. I ended the day in his lap, the most secure spot imaginable for a tired kid who has just had what had to be the best Christmas ever. Looking back, it certainly rates. The tree looked beautiful even with its reduced number of ornaments in the dimmed light of the evening and the aroma of leftover turkey and dressing flowing through the small apartment. As I grew up after that Christmas, I can remember my father stopping in the most unassuming places to search for replacements for those par-

ticular balls, and he found a few each Christmas until he died when I was 9 years old . . . ironically on Christmas Eve. Over my decades as an adult, my allotment of the remaining balls has disappeared, many the victims of a swinging Lab’s tail or a recently walking child’s pull, but one remains in our old box of ornaments. It’s more than just a red ball to me. It’s the reminder of the wonderful Christmas holidays I spent with my family as a child. And hanging that final red ball somehow assures me that my father is still here with me and my children, firmly planted in the hearts of his descendants. I’ll pause for a moment this Christmas Eve, just like I’ve done for the past 58 or so, and say a word of thanks for the many things my father gave me in such a short period of time, none of them more important that the value of patience he so poignantly displayed on that Christmas morning so many years ago. And, hopefully, that one red ball will hang on a tree somewhere for many years to come.

Goochland County voters have long had a reputation for the highest turnout of voters in the Commonwealth.

It was at this point that the meeting took a turn that

surprised me, particularly after covering local government in other counties for many years. Instead of telling those who had come out to the meeting how they planned to handle the issue, then Goochland County Administrator Becky Dickson and the supervisors simply sat and listened. Slowly, a picture began to emerge of a project that, yes, would be more difficult and costly than simply knocking the building down, but also would add tremendous value to the county if it was done right. Some suggestions were better than others, but all were considered and treated with respect. Fast forward less than two years later, and the Central High School project has become one of the

most innovative and exciting undertakings in Goochland. Renovations are moving along rapidly the gym has already been totally refurbished and a ribbon cutting ceremony could come as early as this spring. Just as important, a key part of Goochland’s AfricanAmerican heritage has been preserved and given the respect it deserves. The work on Central High School is a testament to the wonderful things that can be accomplished when a group of dedicated residents meet a governing body willing to listen and get behind their efforts. It’s further proof that there is something special going on in Goochland these days, and an example of progress for which we can all be thankful.

Avoid dangerous medical mishaps while enjoying the holiday season The holiday season might not be the most hazardous time of the year, but there is an uptick in safety concerns during this season of festivity and fun. Thankfully, many accidents that occur during the holiday season are avoidable if holiday celebrants focus on safe ways to celebrate. Choking: All of that entertaining and partying means more food is consumed. To keep up with the hustle and bustle of the season, many people must eat on the go. The National Safety Council says nearly 3,000 people in the United States die each year from choking. Taking small bites

and chewing completely, while also avoiding talking while chewing, can help. Children should be kept away from small decorations, as even pine needles can be a choking hazard. Toxic plants: Some plants, including mistletoe and holly, can be toxic to pets and young children whose smaller bodies may be more vulnerable than adults’. When decorating, consider decorating with artificial plants instead of live, potentially poisonous plants. Alcohol-related incidents: Holiday fun frequently involves alcoholic beverages. Law enforce-

ment officials point out that the rate of driving while intoxicated tends to increase during the holidays. Implementing strict “designated driver” rules and making contact information for taxi or ridesharing services readily available to holiday guests can prevent tragedies. Medicine mishaps: Relatives visiting for Christmas may bring their prescription medications along when staying overnight. Curious children may encounter the drugs and think they’re candy, so encourage guests to place their medications in childproof bottles or containers. —MetroCreative

Halla remembered for serving in program’s earliest days As Goochland’s Christmas Mother program entered the final stretch of its 2017 holiday effort, the family of one of the program’s earliest champions was preparing to say goodbye. B e f o re there was a Christmas M o t h e r, Halla there was Kathleen Halla, a passionate community volunteer who passed away on

Dec. 3 at the age of 91. Halla served as the Chairwoman of the Goochland Social Service’s Christmas Basket Distribution committee — the precursor to the Christmas Mother program — in 1959 and 1960, helping to brighten the holiday for Goochland residents in need. Born and raised in Lunenburg County, Halla graduated from the Barnes Hospital Anesthesia School in St. Louis, Missouri, in 1948, and worked as a nurse anesthetist at the Richmond Eye Ear Nose and

Throat Hospital for 25 years. According to Halla’s son Paul, his mother came to Goochland in 1950 after the local Ruritan Club recruited her husband, a dentist, to work in the county. After moving to Goochland, she was active in the Red Cross, Grace Episcopal Church, and the Home Demonstration Club, and helped found the Goochland Woman’s Club. Paul Halla described his mother as a woman who was tremendously dedicated to her children and a champion of

education who saw to it that all three of her children finished college. She was also very proud of being a nurse and having a career as a nurse anesthetist. Kathleen Halla is survived by three children, Paul Halla Jr. of Durham, North Carolina; David Halla of Alexandria; and Betty Teichman of Venice, Florida; two grandchildren, Matthew Halla of Marietta, Georgia, and David Teichman II of Venice, Florida; and a sister, Becky Hart Marker of Richmond. — Roslyn Ryan

Cumberland’s offense took its first possession quickly down the floor and put it in for an early basket and lead. Then, Goochland’s offense got possession and left the Dukes in the dust. Boosted by an early 17-0

run, the Bulldogs extended their winning streak to six games in a row with a 55-24 win over Cumberland in a James River District match on Dec. 18. “We played ok,” coach James Harris said. “We didn’t execute like I really wanted to at the end. As part of our overall goal, it’s a win.”

Following that basket from the Dukes, the Bulldogs took over. Justice Tibbs went on a personal 5-0 run, followed by Lanaysia Gonzalez scoring five points in the quarter and Gabby Ragone adding four. Jalyn Burns extended the Bulldogs lead to 17-2 with a layup to start the second

quarter before Cumberland answered with a 5-0 run from Sade’ Gregory to shrink the Goochland lead to 10 points. However, the Cumberland offense was more adept at turning the ball over to the Bulldogs than converting opportunities into points, which led to a 26-12 halftime lead for Goochland.

The Bulldogs continued its offensive prowess in the second half, as Tibbs, Gonzalez and Blake Thomas sank basket after basket. Gonzalez tallied 20 points with 15 rebounds, while Tibbs had 11 points, four assists and three rebounds. “(Tibbs) is an all-around player,” Harris said. “She can

Roundup: Mayfield plays in Big River Rivalry By Billy Fellin Sports Editor

On the campus of Randolph-Macon College on Dec. 16, the senior all-stars from both sides of the James River got together for one last high school football game of the season. The Big River Rivalry game is in its fifth season and brings one senior member of each team from the Richmondmetro area to show what they can do for a good cause. Goochland’s Ricky Mayfield was the lone representative from the county to play in the game and was the starting defensive end for the North of the River team. “It was a good atmosphere with everyone playing,” he said. “Everyone got some good playing time. We all did well on the starting (defense) and the second-string did well too.” Mayfield recorded four solo tackles, one tackle assists and a sack for a loss of a yard. He also recorded two tackles for a total loss of two yards. Mayfield admitted that he had to shake off the rust of not being on the field since the Goochland football season ended. “I haven’t been doing much lately,” he said. “Going out here, it was pretty fun.”

Other teams with representatives on the North team were Atlee, Hermitage, Deep Run, St. Christopher’s, Collegiate, King William and Henrico, just to name a few. “We made a lot of good relationships,” Mayfield said of playing with the group. “I met a lot of new people and I liked it a lot.” Mayfield said he was honored to be selected to the allstar team. “It meant a lot to me,” he said. “It was great to come out here.” In addition to being named to the North of the River team, Mayfield was one of several Bulldogs to be named to the Class 2 All-State team. Mayfield was a first-team selection at defensive lineman. Offensive lineman Ethan Kopczynski, running back Jasper Carter and linebacker Sam Brooks were all secondteam all-state selections. “That was really nice,” Mayfield said of his first-team all-state selection. “It’s my second time. It was really nice to get that.” While the Bulldogs fell

short of another chance at a state championship, Mayfield said he has fond memories of this season and his career at Goochland. “Being a senior and being a captain, it was really good to be on that team,” he said. “I enjoyed it a lot through my four years. It was a good way to end.” The North fell in the Big River Rivalry for just the second time in the history of the game 36-16 to the South of the River team. Elijah Burns of Thomas Dale scored two rushing touchdowns to lead the South team. Henrico’s Lawren Chambers hit Jalen Hargrove of Lee-Davis for a 75-yard strike in the third quarter and Terran Oxendine of Patrick Henry rushed in from 15-yards out for the only two touchdowns of the game for the North. All proceeds from ticket sales from the game went to the Children’s Hospital of Richmond at VCU.

Goochland came out on top of all four James River District teams. The Bulldogs defeated Bluestone 48-22, Randolph-Henry 54-28 and Cumberland 42-36. “I told the kids this would be a measuring stick to see where we stand against our district opponents,” coach Mike Nadder wrote in an email. “I told them they really needed to step it up and really make a statement that Goochland wresting has arrived. That’s just what they did.” The win was especially poignant as the Bulldogs lost to all three of those teams a season ago. Nadder wrote that Sam Browning, Max Moreno, Abdul Socarras, Romeo Moreno, Daniel Thompson and Gus Payne had strong performances in the tournament. “I was really pleased with how everyone wrestled, especially our younger and inexperienced kids who really showed that they’ve been paying attention in practice,” Nadder wrote. “Even though some of them lost to much more experienced opponents, WRESTLING they wrestled well enough The Goochland wrestling to keep the opponent’s team team participated in a quad points to a minimum.” tournament at RandolphHenry on Dec. 13 with the hosts, Bluestone and SOFTBALL Cumberland. Cobb has been a private instructor for 27 years and owns All-American Fast Pitch LLC. Cobb was named an All-American three times and is in the Hall of Fame at Christopher Newport University. Harrison was a professional player for 10 years and has been a private instructor for 26 years. He is also the head coach at Strafford High School. Coach Amy Henneburger, the junior varsity and middle school coaches, as well as past and present Goochland players, will also be on hand. Tennis shoes, cleats, gloves, a bat, a helmet, a fask mask and catcher’s equipment are recommended for the event. Registration begins at 8:30 a.m. with the first session beginning at 9 a.m and a second session starting at noon. The fee for the first session (pitch and catch) starts at $35 and goes from 9 to 11 a.m. Another session will fire for Session 2 at noon, with the cost being $50. A pass to both sessions

BOYS BASKETBALL The Goochland boys basketball team is off to a good start this season. On Dec. 18, Goochland improved to 4-1 this season with a 53-40 win over Cumberland. JaMel Allen nailed 10 3-point shots against the Dukes, while Deion Harwood had 13 points and eight rebounds for the Bulldogs. On Dec. 15, the Bulldogs defeated Buckingham 60-39. Harwood scored 21 points against Buckingham, including six shots from 3-point range. Keiston Carter had 12 points and six rebounds. On Dec. 15, the Bulldogs took down Nottoway 56-27. The Bulldogs will next take the court for the Goochland Invitational. They’ll host King William at 7 p.m. on Dec. 21, followed by Brunswick on Dec. 22 at 7 p.m. After that, Goochland won’t take the court again until Jan. 3, 2018.
