Supervisor remembered as champion of Goochland Ned Creasey, who died March 10, was board’s longest serving member By Roslyn Ryan Editor

Goochland County has lost one of its most respected leaders. The most experienced county supervisor in office for the last six years, District 3 representative Ned Creasey spent the last decade cementing his reputation for steady, quiet leadership. After helping guide the county through a tumultuous period several years ago, he also played a key role in many of the board’s recent success stories. Historical Society helps ‘daughters’ connect to their past

The Goochlkand County Historical Society (GCHS), which celebrates its 50th anniversary this year, recently played a role in an exciting new discovery for several women. Thanks to information uncovered by the GCHS, six new members were able to gain admittance to the Daughters of the American Revolution organization. In honor of the society’s efforts, members of the Commonwealth Chapter of the National Society Daughters of the American Revolution visited the Goochland Historical Society last month to present seven historical books to Christina Dunn, President of the Goochland Historical Society. During the donation event, the Commonwealth Chapter was represented by, from the left, Marcia Sugumele (registrar), Judy Jessup (librarian), Bana Caskey, Paige Jessee (vice regent), Lisa Doan (regent) and Janie Moyers (membership). Plant talks slated for Spring Garden Fest Contributed report

Dr. Jeff Gillman, Director of the Botanical Garden at the University of North Carolina, Charlotte, will present two talks at the 14th Annual Spring Garden Fest at Reynolds Community College on Saturday, April 21. Gilman holds a Master’s degree in Entomology and a Ph.D. in Horticulture from the University of Georgia. He is the author of five books on gardening and the environment, a Contributing Editor to Fine Gardening Magazine, and has appeared on TV shows such as Martha Stewart

and Growing a Greener World. He has been a speaker at the two largest flower shows in The United States and at Epcot Center in Orlando. To County Administrator John Budesky, the loss is one that will be felt communitywide. Creasey “worked tirelessly to get facts and information, and was really a champion for those folks with a limited voice,” Budesky said. “He had one of the biggest hearts, and you knew that he truly cared.” When he was reelected to serve a second term in 2011, Creasey was the only board

member sworn in that year to have held public office. In his first run for office, Creasey ran on a motto that touted “responsible, responsive and reliable leadership,” promising a change in philosophy and method. “For too long, Goochland County has been entrusted to what some people would call the Good Ole Boy network,” he told supporters in 2011 when he announced his plan to seek a second term. “There was no transparency in either our local government or our public school system.” According to a statement issued by the county this week, Creasey was raised in Illinois

and a veteran of the U.S. Navy, who moved to Virginia in 1971. He joined the Board of Supervisors in January 2008 and was rrecognized as being instrumental in numerous county projects that came to fruition over the past 10 years, including the County’s new Emergency Communication Center/Emergency Operations Center and the all-encompassing project replacing and upgrading the County’s Public Safety Radio System. District 5 representative Ken Peterson, who took over as chairman this year, praised Creasey in January as “a catalyst for so many of the good things that have happened in

this county.” A lifetime member of Company 5 fire and rescue department, Creasey was “an excellent leader, a valued colleague, a thoughtful mentor, and a friend to all,” Peterson said. Del. Lee Ware, R-65, described Creasey as “a man of few words but with much to convey.” “I respected and treasured his counsel,” Ware said Sunday. “His good humor and quiet, solid faith radiated from his presence and informed his conversation. Ned’s passing will leave a large void in Goochland and among all of his friends and family.”

Claiborne Gooch Hammond entered the life everlasting in the presence of loved ones on Friday, March 2, 2018, a full moon day of fierce winds and dramatic skies, befitting her mighty spirit. Born in Roanoke on June 7, 1953, to Anne Hart Gooch and Dr. Garrett Gideon Gooch III, Claiborne’s was a life welllived. Selfless yet sure of herself, perceptive yet unassuming, petite yet tough, she taught hundreds of school children to read and write. Calm, kind and patient, she had a special gift for friendship, valuing people above all else. She maintained close ties with many friends, family and teaching colleagues, even after she was diagnosed with cancer two years ago. HAMMOND Claiborne grew up in Roanoke, the youngest of four siblings. As a girl, she read avidly, gardened and played tennis, golf and basketball. Claiborne had a strong love for boxers and other animals, always keeping several in her care--dogs, cats, horses, birds, even a long-lived turtle. She had a lifelong love for the outdoors, especially the mountains and rivers of Virginia. Her daily walks were a source of joy for her and anyone who could keep up. A graduate of Sweet Briar College, Claiborne received her M.A. in Special Education from VCU. She was a well-respected special education teacher in Goochland County and Powhatan County. She was loved by students and colleagues alike. Both of Claiborne’s children have followed her into the teaching profession. Claiborne is survived by her children, William Genheimer Hammond Jr. (Natalie McClearn) of Richmond, Va. and Claiborne Gooch Hammond of Powhatan County; siblings, Garrett G. Gooch IV (Penny) of Roanoke, Emily Gooch Crenshaw of Greensboro, N.C., Anne Gooch Culley of Roanoke; beloved in-laws and many nieces and nephews. Claiborne’s husband of 34 years, William G. Hammond, died last March. A memorial service for Claiborne was held Saturday, March 10, at Manakin Episcopal Church in Powhatan County, the Reverend Virginia DiStanislao presiding. Interment of ashes will take place at Evergreen Cemetery in Roanoke at a later date. Claiborne’s family would like to thank the “band of angels” who helped care for Claiborne in her last few months, including her beloved Rusty Stirrups, her book club, and caring friends. Donations may be made in her memory to the Richmond Animal League.

Charlotte Louise Holland Kelley beloved mother and GranGran, passed away on March 9, 2018. She was born March 18, 1932, in Goochland, the fifth of eight children born to Lena Siddons Holland and William Bryan Holland. After graduating Goochland High, she made her way to Richmond, where she enjoyed “city life” with her sisters before starting a family of her own. Charlotte and her sisters, Gladys Lacy, Doris VanZile, Alice Mathews, Bobbie Rice and Judy Rice, had remained close throughout their lives and doted on their brothers, Raymond Holland and Billy Holland, whenever possible. 19, son of Jeffrey and Deborah Parrish, passed away Tuesday, March 6, 2018, at St. Mary’s Hospital. He was preceded PARRISH in death by his grandfather, Leslie Arthur Parrish. In addition to his parents, Christopher is survived by his grandmothers, Victoria W. Parrish and Barbara W. Mays; his aunts, uncles, cousins; his dog, Bailee; and other extended family. The family would like to thank his nurse, Elizabeth James and his teacher, Caryn Fresco, for all the love they showed Christopher throughout his life. Special thanks to the doctors and nurses at St. Mary’s Hospital for their dedication to Christopher’s care. Creasey remembered for years of dedicated service By Roslyn Ryan Editor

Here’s a question to consider: When you think about it, what do any of us really have to do each and every day between the time we get up and the time we go to sleep? We live in a free society after all. So, aside from finding some way to keep a roof over our heads, clothes on our backs and food on our plates, the vast majority of us are not technically required to do very much at all. We don’t have to be kind or thoughtful, and we don’t have to be

diligent. There are no hard and fast rules saying we must give of our time, attempt to right wrongs, or mentor those who would come after us. There are no laws mandating kindness, service or leadership. Perhaps it’s because we are not forced to do any of these things that it seems so extraordinarily special when we find one person who does all of them. Ned Creasey, by all accounts, was one of those people. Tributes to Creasey, who died Saturday, March 10, have been

heard throughout the county since his passing, coming from those who knew him as a dedicated, tireless public servant and a champion of Goochland residents both in and out of the district he represented. I did not have the good fortune to know Mr. Creasey well, but I knew enough about him to know that it was not a yearning for the spotlight that led him to seek public office. Rather, it was a desire to find yet another way to serve his community and make a positive contribution. If Ned Creasey often seemed to

prefer using only as many words as he needed to get his point across, those who worked alongside him have had no shortage of words to describe how they felt about him. The word “leader” comes up a lot, as does “selfless.” And, of course, again and again, “giver.” As Goochland residents and those serving in the county administration come to terms with the loss of Mr. Creasey, all of them will no doubt be looking back at all he accomplished during his years of service, and all the ways he changed Goochland for

I’m as guilty as the next parent of sometimes not always giving my full attention to what my children say. It’s not something I’m proud of, and it’s also not unique. Who among us hasn’t been dismissive of a child’s discussion, or only half-heartedly responded to a question? Even in those moments of weakness, I’ve always understood that those comments are important, probably more important than the discussions I have with adults on a given day. There is wisdom in the voices of those who speak in unaltered and

innocent terms without the prejudice and opinions that many of us acquire throughout our lives. There’s also a subtle beauty in a view not hindered by the responsibilities of adult life uttered in the most simple and direct terms. This week, thousands of those voices will be raised in unison to address a problem that has eluded resolution for all of my adult life. While my generation has been willing to live with the status quo regarding strengthened laws regarding the purchase of firearms, the current generation of kids seems less likely to ignore the issue. The issue is defined by valid arguments on both sides of the debate,

but there is one point that unifies the opposing views: the safety of our students in schools. At 10 a.m. on Wednesday, March 14, students across the nation walked out of class and spent 17 minutes, one for each victim killed in the latest Broward County shooting, remembering the fallen students. The display also recognized the long list of students killed in school shootings, a tally that has grown too long for some students who feel legislators are not doing enough to keep their schools safe. The students’ active voice in this national debate seems to have broken a logjam that has seen the same pattern emerge after each disastrous

event on our campuses. Prayers and thoughts for the victims are followed by inaction and a quiet before the next storm erupts on another campus in another city. Solutions are not easily defined, and the walkout does not endorse one policy versus another, but highlights the need to have the discussion. And the efforts haven’t gone unnoticed. Florida Gov. Rick Scott recently signed new gun control and school safety measures that would have seemed unimaginable a decade ago. Letters to the Editor Time has come for Goochland to consider County Manager model Dear Editor, The current state of governmental affairs of Goochland County are at an all time high thanks to the great leadership of the current board of Supervisors. That Goochland is on the cusp of exponential growth is apparent to everyone. As the County faces dramatic population growth, experience tells us that now is the time to convert our current county administration form of government to that of the county manager form of government, just as Henrico did in 1935. I think that everyone who follows county politics will agree that Henrico County is the best managed government in Virginia. About 25 years ago, the then-seated board of supervisors appointed a citizens council to review the state of affairs for the county and make recommendations for the future that would prepare the county for expected growth. After due diligence and citizen comments, one of the key recommendations rendered in their final report to the board was that the county convert to the county manager form of government. Sadly that same board of supervisors failed to heed the commission’s sound advice. It is understandable that our current board of supervisors do not want to implement the sound advice of that commission now, because things are going quite well. The history of politics tells us that now is the perfect time to start the conversion process. I served on the Goochland board of supervisors for 12 years and I know, firsthand, why the advice given that board of some 25 years ago was visionary then and should be implemented now. have always preferred to make my sauces instead of buying them pre-packaged. Most premade sauces have too much sodium for me, not to mention all the extra preservatives. When I find a sauce at the supermarket, I attempt to recreate it at home to avoid the extra salt et al. So, when I first saw Campbell’s Parmesan Sauce for chicken, I knew it was one I wanted to try. After researching parmesan sauce recipes online and tweaking several with different spices and additions, this recipe got the thumbs up from my fiancé.

While it is not necessarily a simple recipe, it is worth the extra effort. If you want to keep it easy, I suggest buying Ragu Roasted Garlic Parmesan sauce and adding the prepared pesto for that special kick.

A member of this DAR chapter was able to join recently because a hard-tofind detail was uncovered at the Goochland Historical Society, which led to an applicant proving lineage to a new Patriot in the DAR data base. Since then, five more women have been able to join using that same lineage. This led the Commonwealth Chapter to ask the historical society if there was a wish list of books that the chapter could purchase if members wanted to make book donations. A list was created and quickly these seven books were purchased and donated. A new wish list is being generated. “We are so excited about

this new relationship with the Goochland Historical Society,” said regent Lisa Doan. “The Goochland Historical Society has been preserving our local history for fifty years and we are happy to support their endeavors.” The Goochland County Historical Society was founded in 1968 and is celebrating its 50th anniversary. This Historical Society is a 501(c)(3), non-profit, tax exempt educational organization created and operated for the presentation, preservation and protection of Goochland County heritage and tradition. To fulfill its mission, the Society has collected manuscripts, artifacts, and genealogical information pertaining to Goochland and Virginia. These resources, some of them rare and unique, are made available to the public at

the Society’s historical center. www.goochlandhistory.org. The Commonwealth Chapter, NSDAR was organized on Feb. 6, 1902 and is the largest chapter in the state of Virginia with 348 members. The National Society Daughters of the Revolution is one of the largest volunteer service organizations operated by women in the country, with a dedication to historic preservation, education and patriotism. Local TEA Party to host forum The Goochland TEA Party will be hosting a Republican US Senate Candidate Forum at 7 p.m. on Monday, March 26 at Goochland High School. These candidates are running for the Republican nomination for the general election to be held Nov. 6, 2018. The Primary election will be held June 12, 2018. The goal is to provide an opportunity for Goochland voters to meet the candidates in person, hear what they have to say, and ask questions.

High school hosting CTE challenge

This Saturday, Goochland High School will host the District II SkillsUSA competition, with events taking place at Goochland High, Reynolds Community College, and the Goochland Technical Center beginning at 8 a.m. This event will include 250 students from the region participating in 15 different competitions, showcasing the many dimensions of Career and Technical Education (CTE). SkillsUSA describes itself as

“a vital solution to the growing U.S. skills gap.” The nonprofit partnership of students, instructors and industry ensures America has the skilled workforce it needs to stay competitive. Endorsed by the U.S. Department of Education, the association serves more than 335,000 member students and instructors each year in middle schools, high schools and colleges. This diverse talent pipeline covers 130 trade, technical and skilled service occupations, the majority STEM-related. More than 600 corporations, trade associations, businesses and labor unions actively support SkillsUSA at the national level. Michael Payne, Goochland County School Board Member

Goochland baseball ready for 2018 campaign By Billy Fellin Sports Editor

It is a common occurrence for sports teams to change season by season, with players coming and going due to various reasons. The characteristics of the field a team plays on, however, doesn’t change too often. Out at Goochland High School, however, the Bulldogs baseball team had that exact situation occur to them over

the winter. The backstop for the Goochland baseball field was a clamshell shape that formed an arc over the home plate area. During one of the winter storms in December that hit the area, the backstop collapsed and had to be replaced. Now, the field has a backstop that goes straight up as opposed to the previous design. “(The storm) was too

heavy on the backstop and it fell over,” coach Wes Farkas said. “The new backstop is up and we’re really excited about it. The field looks great.” The damaged backstop and its ensuing replacement, as well as the less-than-ideal weather that has been hanging around the area recently have had a negative impact on the baseball team’s ability to get on the field. “We’re looking good considering the weather issues

and the backstop issues,” Farkas said. “Tryouts and the first week of practice were really hit-ormiss on where we could even be on the field. It’s been a slow start. We’ve had a few days on the infield because it’s been so wet or cold,” he added. Goochland will bring an experienced lineup to the field this season. The Bulldogs have seniors in Shiloh O’Berry, John King, Zac Harlow, Cole Nuckols,

Tyler Ott, Ricky Mayfield, Tyler Gentry and Wyatt Murray. “We have a lot of great seniors,” Farkas said. “That’s going to help us a lot.” Murray had a solid season on the mound last year, striking out 66 batters and walked just nine. He had a 6-3 record and a 0.44 ERA. Gentry was 1-1 on the mound with a 1.85 ERA and struck out 23 batters. “Tyler threw really well for

us near the end of last season,” Farkas said. “He threw that no-hitter against Madison. We’ve got those two guys. After that, it’ll be up in the air. We’ve got a few guys that can fill in the gaps,” he said. At the plate, Murray, King, Ott and Harlow combined for 93 RBIs last year. Bulldogs girls soccer enters season with new coach By Billy Fellin Sports Editor

Paul Manno had been coaching the Goochland Middle School soccer team for three seasons when he heard that longtime Goochland High School coach Tom Reid would be retiring. Manno, who played college soccer at the University of North Carolina-Wilmington, seized the opportunity and put in for the vacant head coaching position. “It’s some big shoes to fill and there’s a legacy there,” he said. “It was an opportunity at the right time to come in and continue to carry on what Coach Reid has been doing for years and try to take it to the next level.” While Manno noted that his familiarity with the players and the community was a nice advantage as he entered the new role, he feels his experience playing soccer at the collegiate level also is a valuable piece of experience he can provide to the team. “I think I can provide some insights into what the

Farkas said that the Bulldogs will also have to break in a new catcher for this season. “Losing Tanner is a big loss,” Farkas said. “He was a four-year starter. We’re having to replace our catcher will be tough as well, but the guy we

The Bulldogs lost four starters from a season ago, but return five seniors on the roster this season. Maddie Goff leads that group, coming off a 24-goal season a year ago. Forward/ midfielder Ruth Wyche, defender Chloe Lyda and midfielder/defenders Emma Holcombe and Aislinn Brady comprise the other senior leadership spots on the team. Goff, Wyche and JJ Lopez will provide a key strength for the Bulldogs in the midfield, while forward Karina Herrera

and Julissa Gallegos will bring the speed and scoring ability in the forward positions. While the backline is experienced, the Bulldogs will look to a new keeper in Campbell Engel, a junior who will replace Catherine Ford, one of last year’s seniors. “I’m excited about this year,” Manno said. “We’re looking good. It’s a good mix of upperclassmen and some young freshman and sophomores.” Goochland played in one scrimmage this pre-season against The Steward School, which was a “win” for the Bulldogs in a 3-2 final. “I was pleased with the communication on the field,” Manno said of the scrimmage against the Spartans. “I was also pleased with the pace of our attack and the unselfishness of the girls and how they are already buying into the betterment of the team and not such an individual mindset.” Manno was straight and to the point when it came to the team’s goals for the season. “We want to stay healthy,

John has been third base the last two years, but he’s a ballplayer so mov-

host Fluvanna on Friday, March 16, followed by games at Madison County on Wednesday, March 21, and Buckingham on Thursday, March 22. Farkas said that the goal for the team is very clear this season. “I think we have enough pieces back that we can make a solid run,” he said. “For us, we really want to try to take care of games in our district. We let a couple games get away last year,” Farkas said.

The making of a general county levy or the imposition of other taxes or the collections of such levy or taxes shall not constitute an appropriation nor an obligation or duty to appropriate any funds by the Board of Supervisors for any purpose, expenditure or contemplated expenditure. The laying or making of any levy in an amount sufficient to cover or pay all estimated and contemplated expenditures for the fiscal year shall not be construed as imposing any obligation or duty on the Board of Supervisors to appropriate any amount whatsoever. No part of the funds raised by general county levies or taxes shall be considered available, allocated or expended for any purpose until there has been an appropriation of funds for that expenditure or purpose by the Board of Supervisors. Further, the advertisement of this contemplated budget does not limit, in any way, the ability of the Board to make further reductions or adjustments at any time as deemed necessary or appropriate by the Board. The following is a synopsis of the proposed operating budget for the Fiscal Year 2019 as required by Section 15.2-2506 of the Code of Virginia.
