Chamber golf tourney set to tee off May 15 Contributed report
Goochland’s Chamber of Commerce will host its 27th annual Golf Tournament on May 15 at Sycamore Creek Golf Course. The Tournament will be held in Best Ball format, with registration starting at noon and a shotgun start at 1 p.m. Sycamore Creek Golf Course is located at 1991 Manakin Road in Manakin Sabot. Free beverages and snacks will be available
throughout the tournament, and a catered dinner by Hickory Notch Grill will follow for all who participate. The cost to enter a team is $400, and includes lunch, dinner, and adult beverages all day. Parents urged to attend annual kindergarten registration Contributed report
Kindergarten Registration Day is April 19. Children who are five years old by September 30 can start kindergarten in the fall, but first they need to be registered. Kindergarten registration for Goochland County will be held from 8 a.m. to 4p.m. on Thursday, April 19, and parents are encouraged to visit www.goochlandschools. org or call (804) 556-5630 to make sure they have all the information they need. There is quite a bit of paperwork needed to register a child for kindergarten, and pulling everything together takes time. Parents and caregivers are still encouraged to attend registration even if they do not have all the documents because exceptions could apply. The following documents are needed for registration: Child’s official, certified birth certificate or school age affidavit in accordance with state law Two proofs of address School Entrance Health Form (This can be turned in
any time before the first day of school Photo ID for parent or legal guardian This marks the eighth annual Regional Kindergarten Registration Campaign, coordinated by Smart Beginnings Greater Richmond. This campaign establishes one common registration day for 15 school divisions — that’s 152 elementary schools — in Central Virginia. While registration rates improved, more than 4,000 children were not registered on time in the spring last year — enough to fill about eight elementary schools. “Our goal is to help more parents understand what it means for their child to be ready for kindergarten, and how they can help them at home,”said Rich Schultz, Executive Director of Smart Beginnings Greater Richmond. Smart Beginnings Greater Richmond recommends these activities to help children build the skills and confidence they will need to be ready for kindergarten:
Read and look at books every day Stick to a regular bedtime and wakeup time Practice counting real objects like cereal or crayons Talk about their feelings and what kindergarten will be like Meet and play with other children their age Show respect and use good manners Find and name letters of the alphabet everywhere you go Visit and explore libraries, parks and museums Use scissors to practice cutting and crayons to draw There are advantages for parents, children and schools when children are registered on time on April 19: Parents can get important information that they might otherwise miss; Schools can adequately prepare for space, staff and materials; and Teachers can prepare for the child in the classroom. Planning for growth: Getting it right is critical By Roslyn Ryan Editor
Having had the opportunity to live in several rural communities over the course of my life, I’ve had a front row seat to observe the different ways local governments handle growth. Spoiler alert: some of them do it better than others. We’ve all, most likely, visited those communities where the ball was dropped when it came to the planning process: traffic nightmares, environmental problems, crowding, and infrastructure woes
are all strong indicators of such a scenario. To slightly modify a quote by United States Supreme Court Justice Potter Stewart, I don’t have a definition of bad planning and zoning, but I know it when I see it. To be sure, most localities operating today benefit greatly from observing the unfortunate missteps of others. One county’s poorly executed comprehensive plan saves another county from the same fate, I suppose, provided the latter has the good sense to take note. Goochland, it seems, has done
just that. Over the course of the next few months, Goochland residents will be witness to an unprecedented number of new projects getting underway and new ventures opening their doors. Some of these projects were more controversial than others, and it’s tough to avoid upsetting those who fear any possible threat to the idyllic nature of the place they call home. Still, it would seem that the current board of supervisors — benefitting tremendously from the leadership and experience of the
late Ned Creasey — has handled the recent growth in Goochland with considerable deftness. Surely they would admit that they have had to learn as they’ve gone along, but their decisions appear to have been made with the best interest of the county at heart. Combine that with a core group of politically active, wellinformed, determined residents, and you have what would seem to me to be a prescription for a healthy, thriving community. Along with many others in Goochland, I’m looking forward to seeing what’s next.
Yes, Virginia, driverless cars are no longer science fiction By Jim Ridolphi Contributing Columnist
It’s one of those childhood recollections that seems as clear as yesterday. As small children riding with my father, we’d get behind a car where the head of the driver was not visible from our positioning behind the vehicle. “Look, there’s no one driving that car,” my dad would say to us. It brought a dose of science fictionbased imagination that almost could not conceive of a self-driving car, a signal of a space age future that awaited us all. On every single occasion, it turned
out to be a much easily explained phenomenon, like a little old lady who could barely see over the wheel driving the perceived car of the future. In all of those episodes, we never saw one car that was actually driving itself. Fast forward six decades, and, yes, Virginia, there are driverless cars on our roads, largely on an experimental basis but they are on our roads rolling along with the rest of us still burdened with the trappings of a steering wheel and gas pedal. It’s not exactly like we envisioned it as we watched “The Jetsons” on Saturday morning television, but driverless cars certainly represented a future vision that many of us assumed would be reality by the time

we reached maturity. Last week, one of those driverless cars ran down a pedestrian, killing her with not one ounce of regret or compassion. It seemed what was lacking in the autonomous-driven car was the human common sense-based ability to stop and yield right-of-way to a pedestrian. I suppose it’s not the end of the world for the driverless car revolution, and there were bound to be mistakes and mishaps as a major piece of technology was developed, and, maybe, I’ve expected too much space age innovation in too short a period. And perhaps the changes are subtle and don’t cry out the beginning of a new era of technology, but innova-
tion is all around us and sort of sneaks up and becomes part of our everyday lives. The phones at which we marveled as we watched George Jetson speak face-to-face with his boss are now part of our everyday lives, but the development was slow and burdensome. The first days of cellular connectivity were bulky and burdensome and involved a base-to-mobile mentality that made the whole process seem not that efficient or time-saving. That brings me back to the driverless cars and the tragic accident that happened last week. While some have called for stricter regulation on the cutting edge technology, others accept the accident as the price of progress. And these driverless cars of today are sort of like those oversized mobile phones some
of us had in our cars. They seemed awkward and almost not worth the trouble. Now I talk to some of my kids on a watch. In other words, those cars may be presently in the infancy of their development, but they will one day be as common as a text message. Perhaps the reality of a space age society is different from the one we envisioned, more subtle than we anticipated; but it’s out there … and it’s coming. In the meantime, if you see a driverless car, keep your distance.

Goochland residents see reduction in insurance rates Contributed report
Thanks to several investments Goochland has made in both infrastructure and county services, county residents may have recently seen a reduction in what they were paying for homeowners’ insurance. According to Goochland Fire/EMS chief Bill MacKay, the county was reassessed in 2017 by the Insurance Services Office (ISO), an independent body that gathers data used by the insurance industry to establish rates. The ISO looks at three critical areas, including Public Safety Communications and 911, Hydrants and
Water Supply, and Fire-Rescue Services. The ISO then assigns a rating, 1-10 with 10 being the least desirable. Prior to this recent review, the ISO had not evaluated Goochland County since 2008. As a result of the 2008 evaluation, some residents experienced significant increases in insurance and some others were completely dropped by their insurance company. While the majority of the county was rated at 6/9, the Crozier area of the county was particularly hard hit as the local fire-rescue station had been decertified. This resulted in many properties receiving a Protection Class Rating of 10
According to MacKay, the county has seen improvement in all three dimensions that are evaluated, and all residents should benefit from the dramatic improvements in Goochland’s ratings. The rating for Water Supply has improved 18.7 percent, Fire-Rescue has improved 32.2 percent and Communications has seen a 108 percent improvement. In addition, MacKay said, the county feels that over the next few years it can make additional improvements that will directly benefit the residents. The new ISO evaluation ratings took effect on March 1.

Goochland tennis riding experience in ’18 By Billy Fellin Sports Editor
Just last season, the Goochland Bulldogs boys tennis team brought home trophy after trophy. Chase Bernstine was the singles champion in Group 2A, he and brother Ryan won the doubles title and the Bulldogs as a team finished state runner-up to Maggie
Walker in the team competition. This season, Chase has graduated and is playing at Virginia Tech, but the Bulldogs are still an experienced group on the court. On Monday, March 26, the Bulldogs, ranked No. 7 in the Times-Dispatch Top 10, travelled to No. 1 Collegiate and fell to the Cougars 9-0. This wasn’t a surprising
result, according to coach Eric Schlaud. “We’ll lose today, which is fine,” he said during the matches at Collegiate. “That’s normal. Everyone knows it, so it’s all good. But, it’s good practice for the guys to play against better players and learn something. As long as they learn something from today, I’m happy.” The biggest thing that
Schlaud said he hopes his team took away from the matchup with the Cougars was learning how to watch the opponent. “Learn to watch the other player,” he said. “Learn to see what they’re doing, where they’re putting the ball and where you need to be. If you can learn that, you can play against anybody.” Ryan Bernstine, a junior
who is also committed to Virginia Tech, is now the No. 1 for the Bulldogs. He went 20-0 in doubles last season and was the Group 2A doubles champion with brother Chase. In singles, Ryan was 19-1 last season. Ryan faced off against Chris Phillips in the top singles matchup and fell in a close match 11-10 (8-6). Against Collegiate, Bronte

Roundup: Haas sets new record, wins two NCAA titles By Billy Fellin Sports Editor
Benedictine graduate Townley Haas continued to leave his mark on the swimming world, this time at the NCAA championships. The University of Texas junior won two NCAA titles as the Longhorns won their fourth consecutive swimming and diving title and the 14th in program history. Haas won the 500 meters with a time of 4:08.60. It was the fourth-fastest time in the history of the event. Then, on March 23, he won the 200 free with a time of 1:29.50, which is a new NCAA and American record. Haas had held the NCAA and American records for the past two years, but Blake Pieroni of Indiana had set a new record on Wednesday, March 21, with a 1:29.63 before Haas broke that record two days later. Haas now has five NCAA individual titles and two NCAA relay titles to go along with his Olympic gold medal in the 4x200 meters from the Rio Games.

On the local swimming scene, the Goochland YMCA swim team competed at the CHAMPS swim meet event at SwimRVA on March 24. Three members of the team earned three first-place finishes at the event for Goochland. Joe Hardman won the 50 back with a time of 32.57, the 200 free with a time of 2:22.06 and the 100 IM with a mark of 1:13.32. Anneliese Rogerson won the 200 IM with a time of 2:22.06, the 200 free with a 2:11.62 and the 50 breast with a 33.24. Annika Rogerson won the 100 IM with a 1:15.13, the 50 free with a 30.08 and the 50 fly with a 33.12. Meredith Eastwood claimed wins in the 100 free with a 1:20.77 and the 50 back with a 44.62. Gabriella Gray won the 25 free with a 20.86 and the 50 free with a 44.62. Garrett Kemmerly won the 200 IM with a 2:19.22 and the 200 free with a 2:06.48. The Board of Supervisors collectively is responsible for the adoption of an annual budget outlining the expenditures of all branches of the County on a fiscal-year basis, capital improvement plans, county policies, programs and projects for transportation, the environment, land use, health care, human services, housing, economic development and many other services that directly impact all county residents and businesses, approve or reject land use proposals, and make appointments to various authorities and commissions that serve county residents and businesses. The Board also appoints the County Administrator and County Attorney to provide professional oversight to day to day county operations.
