Goochland County’s school division is aiming for five Cs this year — and they’ve just been awarded $50,000 to help get them there. Earlier this month, Gov. Ralph Northam announced that Goochland was among 13 school divisions across the state that will receive funding to develop or implement programs that promote Virginia’s 5 C’s — critical thinking, creative thinking, collaboration, communication, and citizenship — while preparing students for careers and postsecondary education. What began as a simple editing error during a recent attempt to update the county’s ordinances, wound up on Aug. 6 leading to a frank discussion about the nature of, well … nature. When, local officials found themselves debating, does the untended flora and fauna on someone’s property become a nuisance? The question was raised during the August Board of Supervisors meeting, after County Attorney Tara McGee petitioned the board to re-adopt a portion of the county code dealing with the maintenance of weeds and grass, a section McGee explained was accidently removed during the update process. Rather than simply rubberstamp the fix, however, several board members appeared hesitant to embrace a rule they said could represent something of a governmental overreach. McGee explained that although the rule mandating grass be maintained at a height lower than 12 inches was actively being enforced — and that violation notices had been sent to residents on several occasions — no see Weeds > 2

The Goochland County Animal Shelter has temporarily relocated to the County’s Central High School Cultural and Educational Complex located at 2748 Dogtown Road, in Goochland. The temporary Animal Shelter will operate at the rear of the Central High School Complex until the new shelter is completed. sentative Manual Alvarez and District 1’s Susan Lascolette each suggested that the board consider removing or amending the section, or at least taking a closer look at the way it is worded. Years ago, Lascolette pointed out, the government didn’t need to get involved in such matters. “If there was a problem with tall grass, or if someone needed help, the neighbors pitched in and helped,” she said. Alvarez joked that he would like to go back and “correct” the fact that he had voted for the inclusion of the section in the first place. The section concerning weeds and grass did have its supporters on the board, including District 4’s Robert Minnick, who said the ordinance had been used effectively in his district to ensure that undeveloped subdivision lots

did not become overgrown. “It may not be as important on a multi-acre rural property, but it is a tool used in other areas,” Minnick said, so his vote would be for the language to remain. District 3’s John Lumpkins agreed, noting that keeping grass cut to below 12 inches “is not too much to ask.” For his part, District 5’s Ken Peterson said he understood both sides of the matter, noting that there could be unintended consequences from removing the rule. Still, he said, he felt some version of it was needed. After several more minutes of discussion, the board members ultimately decided to table the matter until they could gather more information. They are expected to take up the issue again in October. Noted Lumpkins, wryly, “By that point the grass will have stopped growing anyway.”

Food Lion awards $1,725 to local Food Pantry The Food Lion Feeds Charitable Foundation recently awarded $1,725 to GoochlandCares Food Pantry. Last year, the Food Pantry provided food for over 700 Goochland families struggling with hunger. The donation was accepted by Sally Graham, Executive Director of GoochlandCares. Grant continued from >1 planned innovative programs. The grants are for the 2019-2020 school year. “Modernizing instructional approaches in our schools helps to improve educational outcomes and adapt to the needs of a 21st-century economy,� said Governor Northam. “These grants will allow our teachers to design innovative programs that pair classroom learning with the professional skills and experiences required for success after high school, regardless of whether Virginia students are college bound or plan to enter the workforce.� Funding in Goochland County will be used to develop a project-based, interdisciplinary program at Goochland High offering students an individualized approach to learning through career and technical education academies. The programs will focus

on health and public safety, communications, agricultural and natural resources, STEM, business and marketing, and manufacturing and construction. Planned innovations include competency-based assessment of student progress, virtualization of student learning, and senior capstone projects. Stephen Geyer, assistant superintendent for instruction for Goochland County Public Schools, was a key member of the team that secured the grant, and said last week that the funding will offer a chance to experiment with new ways of reaching students. “There are aspects of teaching and learning that are timeless, but we always need to pursue new ways to engage students, provide a spark for learning, and prepare them for a lifetime of success after high school,�Geyer said. “The grant we wrote aims to do all three by breaking down some walls that typically separate core

disciplines like math, English, science, and history and other high school departments like career and technical education, world languages, and fine arts. I am so proud of our team for continuing to push the boundaries of a traditional school experience with a focus on what s best for kids.� The 2018 General Assembly authorized up to $500,000 in competitive grants in 2019 for school divisions to plan high school program innovations approved by the Virginia Department of Education, or to implement previously approved plans. The legislature defined the essential elements of high school program innovation as including the following: student centered learning, with progress based on proficiency; “real-world� connections aligned with local workforce needs and emphasizing transitions to college or career or both; and varying models for educator supports and staffing.

The couple that grades together‌ For two new county teachers, juggling lesson plans and wedding plans is all part of the adventure By Roslyn Ryan Editor

Jay Bechtel and Clay Coddington, who met while earning their master’s degrees, both began teaching in Goochland this week.

By the time Clay Coddington accepted her first full-time teaching position at Goochland High School earlier this year, she already had a few things figured out. She knew that she was excit-

ed about teaching, having recently received her master’s degree from the University of Virginia, and she knew she wanted to share her passion for great literature with her soon-to-be students. Coddington even had her carpool arrangements settled: her fiancÊ Jay Bechtel, as luck would have it, had already accepted a teaching position at Goochland Middle School just one building over from where she’ll be working. Now, as they plan their wedding, the couple will also be learning the ropes as new teachers, Coddington as a 10th grade English teacher and Bechtel teaching the same subject to sixth graders.

The fact that they are working in the same school division wasn’t exactly planned, but it is something both say they are excited about. The opportunity “just kind of fell out of the sky,� laughed Coddington, who grew up in Manakin Sabot before heading off the University of Georgia for an undergraduate double major in English and Spanish. Bechtel, who is from Midlothian and earned his undergraduate degree in English from Virginia Commonwealth University, had already spent a semester student teaching in Goochland before acceptsee Couple > 12

When it comes to GCPS, small is truly mighty America, By Roslyn Ryan Editor

When it comes to size, the Goochland County school system is certainly on the smaller end of the spectrum. And yet, in this case, small is most definitely mighty. Popping into Goochland High School last week for an interview with two new teachers (see story, page 5), it was hard not to feel a palpable sense of excitement as the first day of school drew near. I’ve been fortunate to cover a number of school districts as a reporter, and I have always maintained that Goochland schools just to seem to have a certain special “something” that sets them

apart. It is difficult to put a finger on it, but it is glimpsed in the enthusiasm of the teachers and staff, the attitudes displayed by the administration officials, and the way that the students seem to embrace the educational opportunities offered to them. Of course, every school system has its challenges, but GCPS under the guidance of Dr. Jeremy Raley appears to be offering the kind of educational experience — caring but not coddling, intensive but not impossible to manage — that any parent would want for their child. Through programs like Goochland Tech, the division is able to reach students who don’t feel compelled to follow the

high school-to-college-to-office track. Thanks to these offerings, hundreds of young people have graduated from Goochland High School ready to take their place in the workforce and lead happy, self-sufficient lives. Much has changed since many of the people reading this column (and the person writing it, for that matter) spent the first week back at school readjusting to a routine and catching up with friends we hadn’t seen in months. Gone in many cases, I suppose, are the smell of freshly-sharpened pencils and the heft of a backpack stuffed with 30 pounds of wellworn textbooks (note to students in 2019: count yourselves lucky). The catching up is probably

somewhat of a throwback as well, given social media’s ever-present tug. What still remains, however, particularly in the Goochland schools I’ve had the pleasure to visit, is a focus on developing students into the best possible version of themselves, into people who are excited about learning and not intimidated by academic challenges. As this new school year kicks off, we here at the Gazette wish all the students, teachers and administrators who make up GCPS much success. We can’t wait to see what the future holds, and all that will be accomplished in the coming months.

Letters to the Editor River Road is the wrong place for new proposed wedding venue project Dear Editor, The corridor between Crozier and Goochland Courthouse has remained a residential/agricultural neighborhood for as many years as I have been fortunate to live in Goochland County. My late husband and I intentionally chose this area 37 years ago after looking at

many neighboring counties. My son and his wife and three young children live on this property now and love it as much as I do. I realize that there will be changes as Richmond expands and grows but I always think of the bumper sticker that was printed some years ago: Grow Goochland Gracefully. The sticker was available about the time that the village concept was presented by the Planning Commission. As the Broad Street corridor stretches

into our county, we all are becoming aware of the threat to our rural atmosphere...the peacefulness that makes Goochland County so special. We can grow and still have that rural quality. I have understood over the years that River Road is classified as a scenic highway. It can remain so if we protect our corridor now. As some of the larger parcels shrink in size, we need to maintain our gracefulness. At 2421 River

Road West there is a conditional use permit being considered for a wedding and event venue, as well as winery and tasting room that would operate all week long. The venue would host parties of up to 300 people that would involve amplified sound, alcohol consumption and increased traffic flow. I’m not sure if skepticism precedes old age or causes it, but I often find it more and more difficult to find the good news in a world that sometimes seems to wallow in the depressing events of the day. Don’t get me wrong. There’s plenty of good news out there for those willing to look. It just seems easier or more acceptable these days to dwell on the negative or dive deeper into the tragedy of the day. While searching through an archive of old columns, I quickly realized there are amazing stories out there that emphasize the kindness and compassion that, despite the headlines, is still present in most of us. Through 20 years column writing, I’ve searched in every corner of humanity to discover stories worth telling and that list of archives reveals that no subject was too obscure or seemingly unimportant to capture my attention. Each one was special in its own way, and no one is more importance than another. They all jolt special memories for me, not just their stories but the people touched by the telling. There was the story of the Circuit Rider, who came on as the television channel and signed off each night sitting proudly upon his magnificent horse. “Justice is the name of a grand old horse,” Reverend William Livermon would begin as he preached a late night sermonette to all who would listen across the South. When I wrote the column, I knew the local country preacher from Cobbs Creek who hosted the show had preached in various communities across the Commonwealth. see America > page 12


Letters continued from >6 as well as multiple work and construction vehicles throughout the day. The 522 and River Road intersection accessing Powhatan is already a very busy intersection as people exit 288 to avoid backup. I am the first to admit that the wine/ party venues in the western end of Goochland County have been done well and present a lovely setting as I am sure the River Run venue would also. But at River Run there are 14 lots called River Cliff on the right and a historic farm parcel on the left that back right up on the 60 acres that comprise the proposed venue. Noise would not only disturb those parcels but also the adjacent ones across Route 6. Noise carries further than one thinks, especially over water (i.e. the river). Also, based on our current traffic situation, we would have an increased traffic problem and alcohol consumption would intensify this. We live in a non-commercial neighborhood (except for Tanglewood Ordinary that has been grandfathered because of its age). Can we not keep the commercialism in the villages as promised? Would this venue set a precedent for other commercial development in this area? How would it affect our property values? Would it grow Goochland gracefully? There are many questions that can’t be answered now but we do have the power to impact the future development of our beautiful corridor and county. There is a meeting on Tuesday, Sept. 6 of our Board of Supervisors. If you feel as we do, please attend and make your voices heard.

Dear Editor, I worked for one year in the Goochland County Public Schools in the Special Education Department in the late 1990s. I resigned after one year stating the IEPs I was a part of were not completed within federal guidelines. The problem was in the administration at central office. Bring in Dr. James Lane and Dr. Jeremy Raley, clean up some of the weak practices and look at the awards our school system has today. I see a similarity between this story and the Sheriff’s department. Sheriff Agnew did not have any competition until 2018. Weaknesses in case evidence collections were exposed and some practices were not up to current standards. The shake-up is resulting in a slow move to improved practices after being awoke. This is why we need Levin White as Sheriff. More sharpening of skills is needed. The expansion of our county in commercial and housing developments necessitates an experienced leader who has a wide resume dealing in the inevitable crimes, drugs, and traffic fatalities that will follow. This county needs immediate preparedness as the commercial openings are coming in the next months. Levin’s resume exceeds any other candidate. His ability to connect this county to regional resources because of his knowledge is needed. We can become a safer community that is proactive instead of reactive and one Respectfully submitted, other localities will admire Susan Smith instead of winking about. OPINION: Editorial, Letters to the Editor

Dear Editor, I am writing to express my utmost support of Steven Creasey for Sheriff. Although I am not presently a resident in Goochland, I have known Steven for many years and have worked with him through the Fire/Rescue Association. I can attest to his integrity, professionalism, and remarkable leadership. Steven is an authentic servant leader who sincerely looks for opportunities to help others rather than seeking ways for others to benefit him. His upstanding character, experience, commitment, and successful career speaks for itself. He is honest, fair, and carries himself with both strength and humility. Goochland has been blessed to have him serving and protecting its residents for his entire career. The good people of Goochland will be lucky to have a man of such high caliber serving as their next Sheriff. Sgt. Creasey is a lifelong resident who as one reader so aptly described, is a “son of the county.” Goochland should be proud to have produced such a son and indeed must be proud based on the vast number of signs that are continually being requested and displayed by his enthusiastic supporters. I have to say the excitement and love evident in the citizens supporting Sgt. Creasey is in itself impressive and a heartwarming testament to his character and impact on the lives of those he serves. Besides his experience and obvious likeability, Steven is highly educated and is the only candidate with a Master’s Degree (Human Services/Law Enforcement). He is the only candidate to be inducted into the Criminal Justice Honor Society and he holds many certifications and credentials. He is

in fact the only sworn certified law enforcement officer on the ballot and has been endorsed by current and retired sheriffs in other counties as well as individuals of notable distinction in law enforcement, government, and business. And perhaps more importantly, Sgt. Creasey’s resume boasts of commitment and continuity. He has dedicated his life to the residents of Goochland through volunteer fire/rescue, through the sheriff’s office, and through his participation in multiple civic organizations. With his experience, training, education, credentials, and impeccable character he has certainly had opportunities to move to other jurisdictions and the private sector. However, he chose (and continues to choose) to stay in the county that raised him where he wholeheartedly serves his friends, family and neighbors. I believe it is not just a job to him -- it is his calling. It is my hope that the citizens of Goochland will wisely choose this incredible individual just like he has chosen them. Looking ahead to Goochland’s 2019 season Jim Ridolphi, Special Correspondent

After coming up one game short of a state championship last season, the Goochland Bulldogs aren’t wasting anytime wondering what could have been. With Alex Fruth entering his second year as head coach, his team that features 13 starters from last year’s unit seems poised to make another run at the title. But the coach isn’t taking anything for granted, and he’s approaching this season with a focus on the basics. “We want our kids to enjoy the experience of competing and growing as athletes, which really makes things simple,” Fruth said last week. The coach said he’s looking forward to getting his team better step- by-step, one day at a time. “We don’t get caught looking ahead, we focus on the process of getting better each day,” Fruth said. “And these guys have really bought into that idea. Every day matters in the process of improving as a team or in their individual growth. And the past doesn’t matter because of this.” That past is something the team doesn’t discuss, but the final game of last season – a 35-9 loss to Graham in the state championship – still has the power to motivate. “It still stings a little. We know what it takes to win a state championship,” said senior Devin McCray, who is beginning his fourth year as a varsity starter for the Bulldogs. “We’re coming back this year to play better and harder. McCray could hold the key to a repeat run to the final as he foregoes his final season under center to return to wingback and anywhere else that allows him to get his hands on the ball. That means sophomore CJ Towles returns to a familiar position taking snaps for the Bulldogs as the new starting quarterback. “I feel good about stepping up and taking over for Devin so he

can help the team out in other ways,” Towles said. “We’re looking forward to coming out and playing hard every play this year.” Fruth said Towles is ready for the job. “The development of CJ Towles at QB provides us this change of roles. CJ started the last two games last year at QB and is a guy that really wants to learn the ins and outs of the game,” Fruth said. “He studies film as much as any guy we have and asks the why and how of what we do and why we do it.” Even with the 13 returning starters, there are still questions regarding this year’s starting lineup, especially

on the offensive line. Up front, they lost three players that had played many games wearing the Bulldog uniform. The returning players on the line are Connor Duncan and Le’Shon Washington. “We need guys to step up and fill those voids,” Fruth said. “The guys stepping up need to learn quickly and gel as a group during camp and our scrimmages.” Fruth also has concerns regarding his graduation-depleted linebacking corps, but last Friday’s scrimmage with Louisa provided some positive feedback for both units. “Our offensive line showed its

lack of experience at times, but also improved as the night went on,” Fruth said. “Our linebackers improved as the night went on and they adjusted to the speed of the game.” The Bulldogs should remain solid with a strong running game that features a number of returning players. With the shift of Devin to running back, they expect to have several weapons at the RB position. Quincy Snead, McCray, Kam Holman, Hunter Willms and Dakhari Burgess should all get touches throughout the season, Fruth said. He added that Burgess and Conner Popielarz also provide

them with weapons at fullback, thereby helping them to rotate players in and out. Kam Holman will lead a widereceiver-by-committee crew. “Kam could have a really explosive year,” the coach said. The defensive line remains strong, deep in experience and game-tested for the upcoming season. “This may be our deepest position group,” Fruth said, noting that they’re returning two studentathletes who have “played a ton of meaningful snaps” in De’Andre Robinson and Khalil Holman, while adding that they have players whom they expect will rotate in and out and should provide them with two or three groups to work with. They’re also returning the key members of the defensive backfield from last year: McCray, Kam Holman, Snead, and Towles, who all started and played throughout the season for the Bulldogs at both the corner and safety positions. The coach expects that experience to make them a seasoned group that can produce big plays. “These guys are going to make plays for us in the passing game,” Fruth said, “but they also are a solid group that should provide a ton of run support.” The kicking game is young and untested, but should improve as the season progresses, according to the coach. It’s early in the process, but Fruth is optimistic that the pieces will fit in the puzzle by opening night against Lafayette. The Rams will host the Bulldogs on Friday, Aug. 30, 7 p.m. at Wanner Stadium in Williamsburg. “While we return a ton of our skill kids, everything depends on how the offensive line and defensive line/linebackers develop and play.,” Fruth said. “If we can develop these positions, stay healthy and deal with the general grind of a football season, we can make some noise in our new classification.”

Experience-heavy Bulldogs gear up for 2019 Nick Vandeloecht, Sports Editor

GOOCHLAND – With most of their players coming back, the 2019 Bulldogs are starting right where they left off last year – and they’re building from there. After transitioning to a new head coach in Rachel Jacobsen last season, the players now know what Jacobsen’s about, she now knows what they’re about, and they’ve been working together really well going into Year 2 with Jacobsen at the helm. “I think last year was a big rebuilding season, so I’m hoping this year, it’s going to be more based off of what we learned from last year – who can do what, who can put the ball in the right place – and basically just getting the right consistency,” said senior Libero Ellie Spencer. “We definitely have a lot of new talent to the team… that should be super fun to work with.” “I think this year’s definitely about how far we get, because last year it was more: growing and building the team since we got a new coach” and had lost around seven players the year before, said senior middle Mary King. “I definitely like how connected we are because we are kind of spaced out – we have freshmen, sophomores, juniors and seniors – but a lot of us have been together since middle school or we play club, so we’ve grown through there, too.” “I think everybody adds something to the team,” Spencer also said. “Everybody’s different, so there’s not one person that has everything perfect…I think we all round each other out pretty well.” Goochland Volleyball’s experience-heavy rotation for the 2019 season will include King, Spencer, senior setter Trinity Wonderling, junior outside hitter Taylor Michaels and senior defensive specialist Ilaria Russell. “I want to get every pass I can straight to Trin so she can give her perfect sets for our hitters,” Russell said. “When Trin makes a good set and I pass it, it makes me feel good about myself and my teammates.” “I of course want to pass perfect –

I think there’s a certain rush that you get when you pass the perfect ball… it all boils down to the same goal: winning and getting points,” Spencer said, adding that, “being a Libero, you kind of have to talk a lot, so I’m hoping to grow in that this season.” From the setter’s position, Wonderling said that you “just try to give it your all to give it to the hitters, and I feel like it takes a lot of energy out of you to give to them, so you hope that they put the same energy in, and…they do…it feels good to know when they get a kill, you’re there to support them because you’re helping them and you have to be smart about what you do in the game…” Of Michaels, Jacobsen added: “I’m really excited about her. She brings a lot of good energy and a lot of stability to the team; she’s got a really calm personality.”

Jacobsen is also excited about the height they’ll be bringing to the middle positions between King and one of the incoming freshmen, Nicole Brown. Another freshman, Nina Smith, will contribute to the team as a right side hitter. “I think we definitely are 100 percent a better blocking team than… last year because we brought new players and new energy,” King added. “We definitely need to work on it like any other team, but I think that the height’s there,” Jacobsen said of their blocking. “We just need to bring all those other pieces together, too.” On their new freshmen teammates, Russell contributed: “From the looks of it, none of them feel like they’re not welcome – they feel like they’re part of the team and I think that’s really important. “And we just all have fun,” Russell

added. “We’re friends, too – we’re not just teammates.” “I think it’s definitely important for us to show the younger kids what we know and how to be better, so when we leave, that they can remember those things…so they can teach younger kids,” Wonderling said. The team this offseason has been able to hone in on elements like communication and bringing speed to the offense. “We’re excited – they get along really well; they talk to each other outside of volleyball on top of it,” Jacobsen said of her players. “I think that’s going to bring a big advantage our way.” They’re beginning the year with a lot more of their mental game in place, Jacobsen said – they’re going in a lot steadier. “I hope we can do that and not

get down when we’re down on the scoreboard,” Russell added, “and we can bring each other back up.” The Bulldogs expect their serving to be a lot better right off the bat than it was to start out last year, therefore likely keeping the ball on Goochland’s side of the court for a lot longer. They’re also definitely going to be working on some faster speed plays, Jacobsen said, as well as on combination positions, moving the players around and having them be ready for anything – and also on having the girls play multiple positions so that they can add some surprise attacks to their repertoire. One of Goochland Volleyball’s goals was to see more teams than the unit normally does; the Bulldogs are accomplishing that through two different tournaments in which they’ll be playing this year: one at The Steward School on Aug. 24, and another at Richmond Volleyball Club, currently slated for Aug. 30-31. “That’ll give us some idea of what we need to work on and build on from there before we get into our more regular season games,” Jacobsen said. “It’s going to be a very different season than it was last year,” she added. “We’re excited for that and we’re definitely working in the beginning and throughout to prepare for that postseason play.” The girls are excited, which makes Coach Jacobsen excited. “I’m really excited to play together as a team,” Russell said. “We’re growing together as people – I’ve been playing with these girls since eighth grade – and seeing them grow, it’s amazing.” “I’m excited to start playing again since it’s our senior year,” Wonderling said. “We’re going to give it our all.” “I know the seniors are really focused on making this year a great year,” Jacobsen said, “which brings the rest of the girls up, too, because everybody’s ready and happy to be here.” Goochland Volleyball opens its season on Tuesday, Aug. 27, 7 p.m. at Buckingham County before hosting Fluvanna on Thursday, Aug. 29, 6:30 p.m.

Now, as the school year gets underway, both Coddington and Bechtel say they feel fortunate to be able to support each other as they begin their careers Sharing a ride to work is one thing, after all, but sharing a commitment to the same goal is something decidedly more special. At the end of the day, “we’re both invested in this,” Bechtel said of the Goochland school division’s mission. “And that’s really unique.”
