Celebrate! A

nother year is quickly coming to an end. And what a year it has been and what joy it has brought us at “OurSaint Lucia” to chart the progress of our great nation Saint Lucia, as well as our many successes. It was the year of our 40 th anniversary of independence, and what a celebration it was. And yes we brought you some of the amazing and exciting highlights of what was nothing short of a phenomenal celebration. Our sportsmen and women also did us proud on the regional and international scene, and we shared those moments with you too. Our creatives; designers, dancers, singers, musicians, producers, actors; they all raised the bar. At home and abroad in far-away places like Taiwan as well as North America, Europe and the Caribbean our performers let their lights shine bright, showing that they are deserving of their place on the world stage. Dennery Segment continued to take the world by storm, and also helped shape a unique identity for our carnival, which in 2019 was one of the biggest and best. On the developmental front, 2019 saw a number of new projects undertaken including several road projects as well as the first phase of the Pearl of the Caribbean, an international horse-race track in Vieux Fort that opened December 13. This is yet another addition to our great tourism product. Speaking of which, the awards and numbers don’t lie as the international community bestowed several tourism awards upon Saint Lucia, with record number of arrivals making headlines. The town of Soufriere, the tourism mecca in Saint Lucia also unveiled numerous projects in 2019 which will redound to the benefit of its people. There was so much to celebrate this year, so many positive happenings and achievements as well as several social interventions for our youth at risk. Again “Our Saint Lucia” was honoured to have shared those with you. And so as we come to the end of the year, all that’s left for us to say is continue to celebrate you Saint Lucia, celebrate the achievements of our sons and daughters and we will be right there with you, again in 2020. C

hristmas is a very special time for us here in Saint Lucia. The way we celebrate – at the workplace, the schools, the communities and with family and friends – is unique and is part of what makes us truly Saint Lucian. As the late Jeff “Pelay” Elva sang in his song “Christmas Saint Lucian Style;” “it’s the only place I know/where people celebrate so/the birth of the Holy Child.” We have had many reasons over the past year to celebrate and make us even prouder to be Saint Lucians. We must never overlook or undervalue how amazing it is be a a citizen of this great independent nation, small in size, but mighty in talent and resilience. Let us continue to aspire to be the best in whatever field or career we have chosen. Let us continue looking out for our fellow brothers and sisters. Let us remain committed to making Saint Lucia the best place to Live, Work, Visit and Invest! May the season of giving and caring permeate every community and every heart and mind as we focus on the true essence of what it means to be Saint Lucian – hospitable, kind, generous, loving and being our brothers and sisters keeper. And may this sense of good will and caring about each other and about our beautiful island home continue into the New Year as we walk arm in arm marching forward ever and charting a new course of progress for this land that we love. But do remember, that however you choose to celebrate, be responsible and be mindful of others around you and those in your care and let us celebrate together as one. Sharing the Joy of the Season It is the season of giving, sharing and caring. This much is not lost on the Government of Saint Lucia, in particular the Ministers of Government and Parliamentary Representatives. They have lived up to their responsibilities of serving their various communities, constituencies and indeed the country, all year long and in this season of goodwill are all going the extra mile to bring a smile to the faces of many, particularly the needy, the elderly and children. We bring you some of the highlights of these moments.

Castries Central MP Delivers Hampers of Good Cheer for Christmas Honourable Sarah Flood Beaubrun was all smiles on Monday 16th December, 2019 as she and her team prepared over 200 hampers to be distributed in her constituency of Castries Central. The hampers were baskets filled with food items, juices and special treats and will serve as a token of love, appreciation and good cheer for several households throughout the community. “We’re delivering hampers to the needy, the elderly, sick and shut in; to all the persons we love so much but during the year we cannot always reach all of them.” Parliamentary Representative for Castries Central Hon. Sarah Flood Beaubrun said. “We started a program called Synergy Gold, and that’s to focus really on the needs of our senior citizens, in their golden years, they’ve done so much for us and we want to make sure that they know how much we think, love and care about them. There will be a lot we will be doing in the New Year with the program Synergy Gold but for Christmas we just want to reach and touch their hearts.”

Prime Minister Hon. Allen Chastanet Shows Love For His Constituents and Special Needs Children Ahead of his annual Christmas Concert in the Micoud South Community of Desruisseaux, Prime Minister Hon. Allen Chastanet took some time out to celebrate with residents of Micoud South at a special Christmas event. The Micoud South Christmas Carols Festival was an occasion for residents, particularly the youth, to showcase their immense talent. The Prime Minister also hosted hundreds of special needs children and their teachers at the annual Prime Minister’s Children’s Party. (see center pages). The celebration of joy, fun and laughter was held at the official residence of the Prime Minister.

Christmas Treat with Gros Islet MP Last week, the MP for Gros Islet Lenard Montoute was joined by children and staff of his constituency office for the Annual Christmas Treat for Primary Schools in the constituency. “It is always a joy visiting at this time of year where we can share in the true spirit of Christmas,” Montoute said.

Arc in Anse La Raye The Atlantic Rally for Cruisers which originates in Las Palmas, has been culminating here in Saint Lucia for several years now in December. The event which is a major one on the international yachting calendar, has not only presented several tourism opportunities for Saint Lucia, but also affords the sailors and crew an opportunity to share in Saint Lucian culture and food as well as a taste of Christmas “Looshan Style.” Over the last few years Hon. Dominic Fedee, Minister for Tourism and Parliamentary representative for Anse La Raye/Canaries has brought a taste of the ARC to the people of the community. ARC in Anse La Raye was held on Sunday December 15 and featured Flamboyant Folk Dancers, Dennery Segment, the Soufriere action Theatre, Limbo dancers and yes a taste of Christmas.

At a separate event, Hon. Lennard Montoute presented gifts to every child who attend pre-school in the constituency as well as gifts to Grades K - 3 at the public elementary schools. “One of my favorite activities for the festive season is bringing some Christmas cheer to the staff and students of the various preschools in the constituency of Gros Islet. Happy Holidays!” Montoute said.

December Festivals 2019

T

he December Festivals put on by the Cultural Development Foundation is now the official commencement event for the Christmas season for many people in Saint Lucia. Comprising three events -- the National Lantern Competition, Festival of Carols, and Festival of Light Ceremony – the festivals attract great anticipation from Saint Lucians annually. This year, the December Festivals was held under the theme “A Creole Christmas”. The December Festivals included the Festival of Carols held on December 8 at Our Lady of Fatima Church, La Clery, Castries. The Festival of Carols is a coming-together to sing praises for peace, goodwill, and featured choirs and mainstream artistes from across the island. The Festivals also feature the annual lantern festival and competition for which prejudging took place on Saturday, December 7, at the National Cultural Centre (NCC). The competition was held in senior and junior categories. For the senior

categories, the winner receives $800, the first-runner-up $500 and the second-runner-up $300. For the junior categories, the winner receives $500, the first-runner-up $300 and the second-runner-up $200. The overall winner gets $1,500. A series of lantern making workshops were held ahead of the event. This year, ten secondary schools competed for the first-ever Peterson Francis Award (The Mayor of Castries), a People’s Choice Lantern Competition for which Castries Mayor, Peterson Francis, sponsored a grand prize of $3,000 for the winning school. The winner was St. Joseph Convent. This year, the CDF also partnered with Peter & Company Distribution, agents for Dutch Lady Milk, to introduce a new category in the National Lantern Competition. Dubbed the Dutch Lady Innovative Lantern. CDF’s Executive Director, Raymona Henry-Wynne, said the CDF will continue to ensure that the December Festivals traditions are further

cemented and developed for the edification and enjoyment of all. As an organization, she noted, the CDF recognizes the need to partner with agencies and organizations to achieve its mandate. The December Festivals culminated on December 12, 2019 with the Parade of Lanterns in the city circuit from 6:30 p.m. and the Festival of Light Ceremony from 7:00 p.m.. Held annually on the eve of National Day, this year’s event saw hundreds assemble on Derek Walcott Square to enjoy the festivities and traditional switching on of the decorative lights at that venue. The event featured performances by TC Brown, Oshun, Nintus, Yasmyn Butcher, Total Praise Gospel Choir, and violinist Charley of Mamia Lacaye. The 2019 Carnival Queen Wenia Vernieul also performed “O Holy Night” much to the delight of the audience. She would later join the representative for Castries Central Hon. Sarah Flood Beaubrun, Minister for Culture Senator Hon. Fortuna Belrose, Chairperson of the Cultural Development Foundation Jeanine Giraudy and the Mayor of Castries Peterson Francis, for the switching on of the lights.

Saint Lucia’s Prime Minister Share Holiday Cheer with Special Needs Children!

T

he annual Prime Minister’s Christmas Party for special needs children from all over Saint Lucia, was once again a big hit, for an event which Prime Minister Hon. Allen Chastanet has referred to as one of the moments he looks forward to the most at this time of year. “By now it is no secret that my favorite event for Christmas, is the annual Prime Minister’s Christmas Party for Differently-abled Children,” the Prime Minister says. “Every year, we try our best to bring some extra cheer and to make the day as festive and memorable as possible for this special group. Their treats range from delicious food & drinks, fun games and activities and their personal Christmas presents hand delivered by our Lucian Santa Claus. The many hugs and bright smiles always make it oh so worth it,” he said. The Prime Minister went on to say that the event was started by Hon. Stephenson King adding “so now Prime Ministers have adopted this as a footprint event on our calendar at Christmas where we do something special for the children.” The event was held at the official Prime Minister’s residence at Vigie and with the help of the special “Elf Squad” the children were treated to a number of fun activities. These included face painting, an art session, bouncy castle, piñata’s, dancing and lots of food and drink. They each received gifts from Santa. The hard working teachers who care for the children were not left out, as each one was presented with a token of appreciation by the Prime Minister. Hon. Allen Chastanet expressed gratitude to the staff at the Office of the Prime Minister, as well as the businesses and embassies who contributed to make this a reality and also to the teachers, parents and guardians for facilitating their attendance. He also thanked the volunteers, especially the executive of the National Students Council for taking time out to help make this event as joyous as it could be.

A Massive Success!

O

ver five hundred attendees were present and dressed to the nines for the runway gala fundraiser on Saturday 7th December for the 4th Annual Officers’ Ball and Fashion Event 2019. “The Make it Happen Foundation” partnered with “Saint Lucia Hot Couture” to deliver a spectacular blended gala experience, featuring several top local and regional designers, a sumptuous menu and amazing musical entertainment; all for a worthy cause. Upon entry it was visible that the organizers spared no effort in delivering the promised theme of a “Winter Wonderland”. Hues of whites, silvers and blues flushed evenly throughout the venue while a screen spanning over 60 feet wide established an animated backdrop of continuous snowfall and wintry scenes. The fabricated “snow” on the floor and tables enhanced, captured and sealed the theme. “Saint Lucia Hot Couture” opened the evening with their fashion showcase of Saint Lucian Designers: Kuumba

Designs, Patricia Lee, Anitanja Lawaetz, Lyn Bristol of LBM Designs and Pas Jalou by Kashmina Montoute. The regional representation came from Trinidad and Tobago and featured Robert Young, Ecliffe Elie, Meiling Esau and Marlon George of Daww Creations showcasing their amazing capsule collections which wowed the crowd. One of the highlights of the evening was witnessing our Honourable Prime Minister Allen Chastanet grace the catwalk with a suit designed by Anthony Reid for Meiling while being escorted by his daughter Rhyan. Joining the Prime Minister on the runway was Honourable Bradly Felix who visibly transformed on stage changing his hairstyle to complement each outfit he wore as well as Honourable Dominic Fedee. Honourable Leonard ‘Spider’ Montoute also shared the stage with his son Juergen Montoute. Other local celebrities like Daren Sammy and Pinkley Francis rocked the crowd and donned pieces from both local and regional designers. The police force also had

their representation on stage having Sgt. Eldean Henry and Constable Nieki Sonson joining the cast and doing an amazing job ripping the runway. A significant feature of the ball is encouraging attendees to dress in local designers. It has been established that at each ball the coveted title of “Best Dress” male and female be given. This year famed society and fashion reporter Novia McDonald-Whyte from the Jamaica Observer came down to cover the event and to judge best dressed. Capturing the male Best Dress title was Samuel Agiste and the female Best Dress title went to Hannah Fitz. The spirit of goodwill, charity and fun was definitely present on the evening - a key feature of this annual event is fundraising through auctions and raffles for some fabulous prizes. On the evening there were two spontaneous financial contributions made; each of $10,000 – one by the Galaxy Group, developer of the


Honeymoon Beach Hotel project and one by the newly opened Republic Bank. “I am quite moved by the work and effort of the Make It Happen Foundation and as I sat on the table with my colleagues, we made the decision to make this contribution” said the regional manager of Republic Bank Michelle Palmer.

Another focal point of the evening was the honouring of three retired officers for their lifetime of service. Recipients of the “Lifetime Achievement Award” were ASP. Kim Louis, Superintendent Peter Eudoxie and Chief Fire Officer Mr. Haynes Cyril. Mrs. Chastanet presented each with the lifetime achievement award from the “Make it Happen Foundation” and a weekend for two at Coconut Bay which they were delighted to receive. Chairperson and Founder Mrs. Chastanet said; “Our Foundation is honoured to produce the 4th Annual Officers’ Ball which recognizes the efforts of our hardworking police and fire officers whose sacrifices and commitment to service and country inspire us all. If we all work together, we can ensure that they have what they need to carry out their duties in a more efficient and effective manner which ultimately benefits us all.” She continued “I have seen firsthand the difference a little support makes to their lives and the comfort they take in knowing that we as a society value their efforts and their contributions. We are so grateful to all our attendees and to those generous sponsors whose assistance has made this evening possible.” The Make It Happen Foundation is a non-profit charitable organization founded with the aim of addressing small-scale infrastructural and other financial needs of groups but with a focus on police and firefighters. Assistance has however also been given to other groups such as the Bordelais Correctional Facility, educational institutions and health facilities.

housands of Saint Lucians from all over the island turned out on Friday December 13, 2019 as the Royal Saint Lucia Turf Club ushered the island into the international racing family. Under sapphire skies a “who’s who” from the worlds of business and sport also descended on Saint Lucia to bear witness to the unique occasion. Captains of industry and leaders of the international thoroughbred industry joined US Hall of Fame Jockey Mike Smith, champion Saint Lucian cricketer Daren Sammy, the Honourable Allen Chastanet (Prime Minister of Saint Lucia), His Excellency Sir Neville Cenac (Governor General of Saint Lucia), WinStar Farm’s Kenny and Lisa Troutt, The Honourable John Warren (Bloodstock Advisor to Her Majesty The Queen and Chairman of China Horse Club’s International Advisory Council), Professor Dr Joseph Deiss (former President of Switzerland and China Horse Club International Advisory Council Member), Mr Juan-Carlos Capelli (China Horse Club International Advisory Council Member) and Mr Andrew Chesser (US Jockey Club and International Federation of Horseracing Authorities).

The luminaries were witness to a spectacular afternoon of horse racing that culminated in a scorching win in the USD150,000 DSH Caribbean Star Ltd Pitons Cup (1800m) by Casting Crowns. “We have won the Dubai World Cup and this was amazing. This is our little Dubai World Cup,” said winning owner Frank Taylor. “The people here are the friendliest in the world. Today has been an amazing experience and we will definitely be back. “This place [The Royal Saint Lucia Turf Club] is going to be a great success and we want to be a part of it. We will be going back home [to the United States] and telling people they need to be involved here.” The creation of a new industry in such a traditional sport is unheard of. What made the occasion even more notable is that the commencement of the Royal Saint Lucia Turf Club marked the launching of the first stage of the nation building project, the Pearl of the Caribbean.

“We are honoured by the support the Saint Lucian people are giving this project and horse racing. Today the track couldn’t have held any more people. We have also been overwhelmed by the support of the international business community and international racing community who descended on Saint Lucia to play a role in an historic occasion,” said Teo Ah Khing, Chairman of DSH Caribbean Star Limited. Prime Minister Chastanet was unwavering in his belief in the positive impact horse racing and the Pearl of the Caribbean will have in his country. “The smiles of peoples faces the experiences people are having today says so much. Saint Lucians have been wanting something like this new industry of horse racing and now they have it,” said Prime Minister Chastanet. “The facility here is world class. Saint Lucia is now positioned to be part of the international racing fraternity and a leader in the region. We need to continue working now to build upon the goodwill and success of today and also work with our peers around the region to grow this sport and to create more opportunities for Saint Lucians.”

Rigobert Says Tourism Under Threat From Climate Change

Caribbean Journal last week announced their Caribbean Travel Awards for the year. Among the list which includes leading hotels, destinations, sites and tourism personnel was Saint Lucia’s Tourism Minister. Hon. Dominic Fedee according to Caribbean Journal; “has helped steward a destination that is one of the hottest in the Caribbean and has become a haven for high-profile investment, from Cabot’s highlyanticipated gold resort at the northern tip of the island to a major new cruise destination in south. That’s without mentioning an exemplary role as chair of the Caribbean Tourism Organization, doing an outstanding job as an ambassador for Caribbean tourism as a whole. Orlando Satchell, Saint Lucia, was named as Caribbean Chef of the year for; “continuing to set an example for worldclass cooking and remaining one of the world’s leading advocates for Caribbean cuisine. With decades of experience at the best kitchens in the UK and Saint Lucia, Satchell continues to deliver authentic, creative cuisine that is true to its surroundings but always manages to push the envelope, too.

A Resounding Success for the Ministry of Equity’s’ Community After School Programme (CASP)

Although the Community After School Programme (CASP) of the Ministry of Equity has been run in several communities around the island from 2009, centres in the various communities have never had a knowledge exchange. The proposed

Minister of Education, Innovation, Gender Relations and Sustainable Development, Doctor Gale Rigobert, has told a global forum that this country’s tourism and fisheries industries are under threat from climate change. She was addressing the United Nations Climate Change Conference 2019COP 25 High-Level Segment on Tuesday, December 10, 2019. “Being so small and surrounded by water, we cannot help but be alarmed to know that with multi-meter sea level rise increases, there are greater risks to economic growth and some island nations may become economically unsustainable and uninhabitable,” Rigobert observed. She made reference to the Intergovernmental Panel On Climate Change (ICCP) reports and said that limiting temperatures to 1.5°C is still feasible with more ambitious action taken well before 2030. Hon. Gale Rigobert told the gathering that the Saint Lucia government is serious about climate action.

December 11, Earlier today I was joined by my children & staff of my constituency office in the Annual Christmas Treat for Primary Schools in the constituency. It is always a joy visiting at this time of year where we can share in the true spirit of Christmas.
