LE MOT du directeur MESSAGE FROM THE DIRECTOR Philippe Burrin

’année 2008 a été la première année d’existence de l’Institut créé par la réunion de HEI et de l’IUED. En dépit d’inquiétudes multiples, elle a permis de mettre en place une organisation administrative efficace et un fonctionnement académique placé sous le signe de la rigueur. Cette première année a permis, en outre, de réaliser des changements novateurs, notamment la création de centres et programmes de recherche pluridisciplinaires, du Service de la formation continue, qui a offert à la rentrée 2008 un nouvel Executive Master, et du Centre pour la gouvernance internationale, chargé de proposer aux acteurs internationaux, sur mandat, des cours de perfectionnement professionnel et une plate-forme de facilitation de dialogue et de négociation. L’année 2008 a été l’occasion, également, de lancer de nouveaux projets qui se déclinent en trois volets. Le volet immobilier, avec les débuts du Campus de la paix.

Philippe Burrin Le volet académique, avec l’engagement de nouveaux professeurs sur des thématiques essentielles. Enfin, le volet d’interaction avec le monde extérieur, qui comprend une série de projets destinés à renforcer la visibilité de l’Institut en Suisse et à travers le monde. Parallèlement, une campagne de recherche de fonds, placée sous le patronage de personnalités éminentes, a été entreprise, dont les premiers résultats sont très encourageants. Grâce à l’autonomie que garantissent ses statuts, à la stratégie mise en place par le Conseil de fondation et la Direction et au soutien fort des autorités publiques et du secteur privé, l’Institut s’est donné, au cours de 2008, les moyens de poursuivre et d’amplifier son essor.

he year 2008 was the first year in the life of the Graduate Institute that was created by the merger of the HEI and the IUED. Although there were a few moments of uncertainty during that time, this year nonetheless allowed us to establish a solid administrative structure and build a rigorous academic programme. This first year also provided an opportunity to introduce some innovative changes, including the creation of multidisciplinary Research Centres and Programmes, the introduction of an Executive Education programme, which offered a new Executive Master at the start of the 2008 academic year, and the establishment of the Centre for International Governance, which offers international actors tailor-made professional courses and a platform for facilitating dialogue and negotiation. The year 2008 also saw the inauguration of new projects articulated around three pillars. The institutional development project, with the start of the new “Campus

de la paix”. The academic project which will see the appointment of new professors in our fields of excellence. Finally, an outreach project to encourage and facilitate interaction with the wider world through a series of events aimed at raising the profile of the Institute in Switzerland and troughout the world. At the same time, we launched a fundraising campaign under the patronage of a number of eminent personalities. Early results of this campaign have been very promising. Thanks to the independence conferred upon it by its statutes, the strategy implemented by the Foundation Board and the Management, and the support of the public and private sectors, in 2008, the Institute was able to successfully pursue its activities and continue to grow and develop.

Le Conseil de fondation THE FOUNDATION BOARD L

a Fondation pour l’étude des relations internationales et du développement, qui est responsable de l’Institut, est une fondation de droit privé. Son Conseil de fondation est composé de personnalités indépendantes, nommées par le Conseil fédéral et le Conseil d’Etat du Canton de Genève. Les relations avec les autorités publiques sont réglées dans une convention d’objectifs de quatre ans (2008-2011) qui fixe le montant des subventions accordées et les objectifs à accomplir. Dans le cadre de son plan de travail 2008-2009, le Conseil de fondation a tenu quatre séances ordinaires et une séance de réflexion stratégique. Il a notamment

finalisé la création de la nouvelle Fondation pour l’étude des relations internationales et du développement ;

mandaté en son sein une commission financière (Jacques Forster – président –, Robert Roth, Andrea Schenker-Wicki) ;

approuvé le budget 2009 ;

nommé quatre professeurs, un professeur adjoint, un professeur associé, trois professeurs assistants (certains n’ont pas accepté l’offre de l’Institut) ;

approuvé l’activité de cinq centres et programmes de recherche ainsi que du Centre pour la gouvernance internationale ;

approuvé les règlements de doctorats, de masters et de l’International Master of Advanced Studies en études du développement (IMAS) ;

donné son accord de principe pour le projet Campus de la paix, approuvé les projets architecturaux pour la Maison de la paix et pour le logement des étudiants ainsi que le plan de financement du logement des étudiants.

Lors de sa séance de réflexion stratégique en décembre 2008, le Conseil s’est penché sur les éléments propres à renforcer le positionnement de l’Institut dans le paysage académique international. Il a relevé le rôle important de l’interaction de l’Institut avec les organisations internationales et l’importance de développer sur le plan international et national un réseau de partenariats académiques. La politique de recrutement de professeurs est au cœur de la stratégie de renforcement de l’Institut ; le Conseil veut donner la priorité au recrutement de professeurs jeunes, ce qui favorise également la féminisation du corps professoral. En complément, la procédure d’appel permet de nommer des personnalités éminentes. Le Conseil a également entamé une réflexion sur la pluridisciplinarité dans les activités de recherche et d’enseignement.

he Foundation for International Relations and Development Studies is a private foundation ; it is the governing body of the Institute. The Foundation Board is made up of independent individuals, appointed by the Swiss Federal Council and the State Council of Geneva. Relations with the public authorities are governed by a 4-year convention that sets out quadrennial objectives (2008–2011), decides the value of the financial grants and the goals to be achieved. Within the framework of its 2008–2009 workplan, the Foundation Board organised four ordinary sessions and one special session for strategic deliberations. In addition, it >

finalised the constitution of the new Foundation for International Relations and Development Studies ;

nominated a Finance Committee from among its membership (Jacques Forster – President, Robert Roth, Andrea Schenker-Wicki) ;

approved the 2009 budget ;

appointed four Professors, one Associate Professor, one Adjunct Professor, three Assistant Professors (some declined the Institute’s offer) ;

approved the activities of five research centres and programmes and of the Centre for International Governance ;

approved the academic regulations for doctorates, masters and the International Master of Advanced Studies (IMAS) in Development Studies ; and

gave its agreement, in principle, for the “Campus de la paix”, approved the architectural proposals for the “Maison de la paix” and the student residence as well as the funding proposal for the student residence project.

During its special session devoted to strategic deliberations that took place in December 2008, the Foundation Board focused on how to better position the Graduate Institute in the international academic landscape. It highlighted the importance of the Institute’s interaction with international organisations and the value of developing a national and international network of academic partners. The policy governing appointment of faculty members lies at the heart of efforts to strengthen the Institute ; the Foundation Board plans to give priority to the recruitment of young professors, which will also enable it to improve gender balance among the teaching staff through the inclusion of more women faculty members. At the same time, the call for applications will also allow the appointment of eminent personalities to the teaching staff. Finally, the Foundation Board also discussed the importance of the multidisciplinary approach in its research and teaching activities.

e 1er janvier 2008, l’Institut de hautes études internationales et du développement (IHEID) est né officiellement de la réunion de HEI et de l’IUED. Celle-ci n’était pas une mince affaire et a suscité des inquiétudes multiples. Or, le déménagement des bibliothèques, le transfert des contrats du personnel, l’établissement de nouveaux règlements, la réorganisation administrative et académique ont été réalisés sans difficultés majeures. En une année d’existence, l’essor de l’Institut est visible et montre qu’il s’agit de bien autre chose que de l’addition de ce qui existait auparavant. Les programmes de master et de doctorat ont été harmonisés et des passerelles créées entre les uns et les autres. De nouveaux centres et programmes de recherche sont venus renforcer la capacité d’expertise interdisciplinaire de l’Institut. Un service de formation continue a été mis sur pied, qui développe l’offre de perfectionnement professionnel à l’intention des personnes en cours de carrière. Une demi-douzaine de nouveaux professeurs ont été engagés et la première campagne de recrutement d’étudiants a vu une augmentation substantielle des candidatures. Le chantier de la fusion achevé, l’année 2008 a permis d’ouvrir de grands travaux pour les années à venir, notamment le projet immobilier du Campus de la paix.

« T

he Graduate Institute of International and Development Studies (GIIDS) came into existence on 1 January 2008. It was the result of a merger between HEI and IUED. This merger was no small undertaking and gave rise to several concerns. However, in the final analysis, the consolidation of the libraries, the transfer of employment contracts, the drafting of new regulations, and the administrative and academic reorganisation took place without any major difficulties. After a year in existence, the new Institute is clearly blossoming which is proof that it is more than simply the sum of the previously existing parts. The Master and PhD programmes have been harmonised and bridges built between the different programmes. New Centres and Research Programmes have come to strengthen the multidisciplinary expertise of the Institute. An Executive Education division has been established, and is currently fine-tuning the continuing education programmes it is able to offer to mid-career professionals. Half a dozen new professors have been appointed and a first recruitment campaign has resulted in a substantial increase in the number of student applications. The completion of the merger meant that during 2008 work was able to begin on some of the projects that will be key in years to come, including the “Campus de la paix” real estate project.

L’Institut combine des compétences et une grande expérience de la recherche et de l’enseignement dans deux domaines – relations internationales et études du développement – qui, jusqu’ici, étaient séparés sur le plan institutionnel, avant tout pour des raisons historiques. Cette intégration est novatrice et arrive à point nommé. L’Institut fait en effet office de pionnier au niveau mondial en développant des synergies entre les relations internationales et les études du développement. Cette intégration survient à un moment où la nature même des relations internationales – y compris les relations Nord-Sud – est en pleine mutation et où la recherche de politiques de développement durable est

à l’ordre du jour dans toutes les régions du monde. La transformation des domaines des relations internationales et du développement est notamment liée à l’articulation de plus en plus étroite et complexe entre les politiques extérieures et intérieures des Etats, ce que Jürgen Habermas a appelé la « politique intérieure mondiale ». Tous les grands thèmes de cette Weltinnenpolitik ont des dimensions politiques, économiques, sociales, culturelles et écologiques qui agissent les unes sur les autres. Leur étude doit faire appel à diverses disciplines et l’Institut dispose de toute la gamme de compétences requises.

’ici à 2012, l’Institut disposera pour ses différentes activités de plusieurs bâtiments, dont l’ensemble constituera le Campus de la paix. Celui-ci comprendra des constructions nouvelles, dont les deux plus importantes sont la Maison de la paix et la Résidence des étudiants, et d’autres édifices qu’il s’agira de rénover, comme la villa Moynier et la villa Barton, ou de réaffecter, comme le bâtiment de la rue Rothschild. Grâce au Campus de la paix, l’Institut sera installé au cœur du quartier des organisations internationales et renforcera son interaction avec les acteurs internationaux ayant leur siège à Genève et dans la région lémanique. La création du Campus de la paix nécessite des compétences fortes. Le Conseil de fondation a confié à Charles Kleiber, ancien secrétaire d’Etat, en sa qualité d’architecte de métier, un mandat de conception et de supervision de la réalisation du campus. Il est entouré d’une équipe comprenant Nicole Perret, coordinatrice du projet, Jean-Pierre Dresco, ancien architecte cantonal vaudois, ainsi que des collaborateurs du bureau d’études Tekhné.

n 2012, the Institute will inaugurate the “Campus de la paix”, a campus which will provide the setting for all of its buildings and activities. This institutional development project will include the construction of new buildings, the most important of which will be the “Maison de la paix” and the Student Residence. It will also involve the renovation of existing buildings, including the Villa Moynier and the Villa Barton, as well as assigning to new uses existing buildings, such as the building in the Rue Rothschild. Thanks to the “Campus de la paix”, the Institute will be at the heart of the international organisations thereby enabling it to reinforce its interaction with those international actors based in Geneva and the surrounding area. The creation of the “Campus de la paix” requires important skill sets. The Foundation Board has appointed Charles Kleiber, former Secretary of State, and an architect by profession, to oversee the conception and development of the campus. He is supported by a team which includes Nicole Perret, the project coordinator, Jean-Pierre Dresco, former Vaudois Cantonal architect, as well as staff from the Tekhné research consultancy.

Des ressources à la mesure des ambitions de l’Institut Resources commensurate with the ambitions of the Institute

’ambition de l’Institut est de devenir l’une des meilleures institutions au monde dans le domaine des relations internationales et des études du développement. Il entre actuellement dans une phase cruciale de son essor et les quatre prochaines années seront décisives pour son avenir. Afin de disposer des moyens nécessaires à son expansion, l’Institut a lancé en 2008 une campagne de recherche de fonds. Ces ressources sont destinées au projet immobilier du Campus de la paix, à des projets académiques (chaires, recherches, bourses et prix) et au renforcement de l’ouverture de l’Institut sur le monde (conférences, invitations de professeurs et d’experts notamment).

he ambition of the Institute is to become one of the foremost global academic institutions devoted to the study of international relations and development. It is currently embarking on an important phase of its development and the next four years will be crucial to its future. In order to secure the resources necessary to fulfil its ambitions, the Institute launched in 2008 a fundraising campaign. The funds gathered as a result of this campaign will be used to finance the “Campus de la paix” real estate project, several academic projects (Chairs, research, scholarships and awards) and to strengthen the Institute’s global outreach (conferences, visiting professors and experts, among others).

e programme de deux ans propose une approche interdisciplinaire des relations internationales. Il offre la combinaison d’une préparation théorique en économie, en histoire et politique internationales, en droit et en science politique avec des séminaires interdisciplinaires et des cours à option, en vue de développer les outils techniques nécessaires pour une analyse et une prise de décision efficaces. Les étudiants peuvent se concentrer dans l’un des trois domaines suivants : intégration globale et régionale, sécurité et gestion des conflits, société globale.

t the end of the 2007– 2008 academic year, the Institute awarded 210 Master’s degrees and 257 “licence” diplomas (the latter are no longer offered by the new Institute). In 2008, the Institute also awarded 34 PhDs. The first student recruitment drive conducted in the spring of 2008 resulted in a significant increase in the number of applications received; this is evidence of the growing reputation of the new Institute : 1,162 candidates applied to join the different programmes of which 457 (39%) were successful. There is perhaps no great need to explain why being on an exchange semester in Washington DC this past autumn was a unique and unforgettable experience. Rare is the occasion to get a ‘local’ perspective on a historic election and an important Financial Crisis within only a few months. Apart from these events, the academic experience at the Elliott School contributed in important ways to my personal and professional development. The very interactive classes taught me more about the various ‘American’ ways of approaching international politics and the international students contributed to the broad-based discussions in an interesting way. Moreover, DC is a great place for events related to subjects ranging from regional studies to security studies, to trade and development issues or political and historical events ; several lectures and panel discussions are organised each day and are attended by some of the best-known scholars and practitioners from all over the English-speaking world. For people interested in getting one of the famous jobs in the US capital, there is plenty of opportunity to network. For me, however, the most exciting part of my stay was following a presidential election in the capital through local media and conversations with the voters.

Connexion 08, le Forum des professions de l’Institut, s’est tenu du 11 au 15 février 2008. Quelque 150 professionnels représentant près de 80 employeurs étaient présents ; 36% d’entre eux se sont associés à cet événement, sous la forme d’un partenariat ou d’un sponsoring. he role of Career Services is to assist students of the Institute in their search for internships or employment and to facilitate meetings between employers and students. Connexion 08, the Institute’s Careers Forum, took place from 11 to 15 February 2008. Some 150 professionals from 80 employers attended ; 36% have chosen to associate themselves with this event either through partnerships or sponsorship deals. In addition, throughout the year, Career Services advertised some 800 internship and employment offers to students of the Institute and organised several workshops in partnership with prospective employers.

La fusion a entraîné la création d’une nouvelle association regroupant les anciens de HEI, de l’IUED, et les futurs anciens de l’IHEID, avec un nouveau comité composé d’anciens de HEI et d’anciens de l’IUED. Un recueil historique de l’Association des anciens de HEI a été publié pour commémorer le passage à une ère nouvelle. L’AAID a été particulièrement active tout au long de l’année grâce à l’implication et au soutien de ses membres. Deux chapitres ont été lancés à Kinshasa et à Tokyo et d’autres sont en voie d’être formalisés à New York, Bruxelles et Paris. The merger led to the creation of a new association uniting the alumni of HEI, IUED, and the future alumni of the GIIDS. The new association has a committee composed of alumni from HEI and alumni from IUED. A historical account of the HEI Alumni Association was published to commemorate the start of the new era. The GIAA was very active throughout the year thanks to the engagement and support of its members. Two chapters of the Association were inaugurated in Kinshasa and Tokyo and others are currently being constituted in New York, Brussels and Paris. Two prizes of a value of Swiss francs 2,000 each were awarded by the Association in recognition of particularly brilliant doctoral theses to Mrs. Heather Wipfli, PhD in Political Science, and Mr. Edio Soares, PhD in Development Studies. In September the association inaugurated a mentoring programme for students and young graduates.

n 2008, courses where given by 65 faculty members of diverse nationalities, academic backgrounds and scientific perspectives. The Institute also welcomed 25 visiting professors. Together they offer a wide range of skills, including disciplinary specialisation, regional knowledge and thematic expertise. The Institute appointed six new professors in 2008, of whom five took up their posts during the year. This recruitment drive is the first in a series aimed at filling, between 2008 and 2011, some twenty positions that have become vacant following the retirement of the incumbents or the creation of new Chairs.

ALEXANDER SWOBODA Alexander Swoboda, who earned a PhD from Yale University, was appointed Professor of International Economics at the Graduate Institute of International Studies in 1969 and served as Director of the Institute between 1990 and 1998. In addition, he taught at the University of Geneva and served as the Founding Director and as a Board Member of the International Center for Monetary and Banking Studies. From October 1998 to December 2000, while on leave from the Graduate Institute, Professor Swoboda was Senior Policy Advisor and Resident Scholar at the International Monetary Fund. In 1997 he was elected to the Council of the Swiss National Bank and in 2002 President of the Swiss Society for Economics and Statistics.

JOHN CUDDY For more than two decades John Cuddy has been involved at the Institute while holding important positions at UNCTAD. In addition to courses on trade policy, Professor Cuddy is remembered by generations of students as the instructor who taught them econometrics. His courses were both feared and highly appreciated. Most Master’s theses in economics originated as a term paper for one of Professor Cuddy’s courses. He has also widely published articles on important trade and development policy issues.

HENRYK KIERZKOSWKI Henryk Kierzkowski retires after a long career at the Institute. He has been an active researcher in the area of international trade, macroeconomics, development and economics of transition. He is widely known for his work on imperfect competition and international trade, an area in which he has published a large number of articles as well as a book. He has also worked on the economic transition in Eastern Europe and, more recently, on globalisation of the world economy.

e Centre d’études sur les conflits, le développement et la paix est un nouveau centre de compétence inauguré en 2008. Dirigé par un comité de pilotage composé des professeurs Keith Krause (directeur), Gilles Carbonnier (directeur adjoint), Thomas J. Biersteker et Riccardo Bocco, le CCDP regroupe une dizaine de personnes travaillant sur de nombreux projets, classés selon quatre orientations thématiques : la consolidation de la paix et les activités de réconciliation ; la transition postconflit et le renforcement de l’Etat ; la violence armée et le développement ; les initiatives multilatérales et les politiques de suivi et d’évaluation. Au cours de l’année 2008, le CCDP a organisé huit conférences publiques ainsi que de nombreux colloques de recherche. Il a notamment mis sur pied en avril une grande conférence sur les groupes armés non étatiques et transnationaux, en collaboration avec le Programme on Humanitarian Policy and Conflict Research de l’Université de Harvard. Sous la direction de Riccardo Bocco et avec le concours de la Société suisse Moyen-Orient et civilisation islamique, le centre a aussi orchestré en novembre un colloque de trois jours sur l’Iraq, qui a réuni une trentaine d’experts de différentes disciplines. A côté de la mise en œuvre des projets en cours de Thania Paffenholz (« La société civile et la consolidation de la paix », « La coopération internationale dans des Etats fragiles et dans des situations de conflit armé ») et de Achim Wennmann (« T hèmes et instruments économiques dans le processus de paix »), le CCDP a saisi l’occasion de démarrer toute une série d’initiatives et de projets. Ainsi sont nés en 2008 un projet de recherche intitulé « L a gouvernance globale et locale des ressources naturelles : le cas du pétrole et du gaz », un autre sur « l’évaluation de l’efficacité des sanctions ciblées », la Geneva Peacebuilding Platform (GPP) et une base de données sur les groupes armés non étatiques (http : //armed-groups.org/). In April, it organised a large conference on non-State and transnational armed groups, in collaboration with the Programme on Humanitarian Policy and Conflict Research at Harvard University. In November, under the management of Riccardo Bocco and with the collaboration of the Swiss Society for the Middle East and Islamic Civilisation, the Centre also convened a 3-day symposium on Iraq, which brought together some thirty experts from different disciplines. Alongside the implementation of ongoing projects under the management of Thania Paffenholz (Civil Society and Peacebuilding, International Cooperation in Fragile States in Situations of Armed Conflict) and Achim Wennmann (Economic Themes and Instruments in Peace Processes), the CCDP also took the opportunity to begin work on a whole series of initiatives and projects. Thus, 2008 saw the birth of a research project entitled Global and Local Governance of Natural Resources : The Case of Oil and Gas, as well as another on the theme of Evaluation of the Impact of Targeted Sanctions, the Geneva Peacebuilding Platform (GPP) and a database on non-State armed groups (http : //armed-groups.org/). Global Health Programme

e Global Health Programme s’intéresse à l’interface entre la politique étrangère, le développement économique et la santé. Il examine les caractéristiques et les mécanismes qui déterminent la réussite de la gouvernance en matière de santé globale dans trois domaines essentiels : les innovations en matière de gouvernance et de diplomatie, l’évolution des pouvoirs et des politiques sur les questions de santé au niveau international, et le rôle joué par la Suisse et par d’autres acteurs européens dans la gouvernance relative à la santé globale. Le lancement officiel du programme a eu lieu en octobre 2008 avec le deuxième symposium sur la diplomatie de la santé globale, consacré au thème « Négocier la santé au XXI e siècle : analyse des changements aux niveaux national et mondial ». Cette conférence a rassemblé plus de 200 personnalités, dont le conseiller fédéral Pascal Couchepin et Margaret Chan, directrice exécutive de l’OMS, qui ont ouvert le symposium. Dans le domaine de la santé globale et de la diplomatie, le programme a publié plusieurs working papers qui reflètent les négociations et les décisions adoptées, et leur impact sur la santé globale. Il s’est également engagé dans des activités de formation continue avec l’organisation d’un cours en été 2008 qui a rassemblé 26 participants venant de 21 pays. Par ailleurs, le programme a compilé un annuaire des acteurs de la santé globale qui est accessible sur son site Internet. Pour la première fois, plus de 80 acteurs, basés à Genève, ont été répertoriés selon leurs activités. Programme for the Study of Global Migration

he Global Health Programme works at the interface of foreign policy, economic development and health. It examines the characteristics and mechanisms which result in successful governance of global health issues in three primary areas : innovations in governance and diplomacy, developments in power and policies relating to health issues at the international level, and the role of Switzerland and other European actors in global health governance. The official launch of the Programme took place in October 2008 with the organisation of the second symposium on global health diplomacy, devoted to the theme Negotiating Health in the 21st Century : Analysis of National and Global Change. This conference brought together more than 200 participants, including Federal Councillor Pascal Couchepin and Margaret Chan, Executive Director of the WHO, who delivered the opening address. In the field of global health and diplomacy, the Programme published several working papers which reflect the negotiations and decisions adopted, and their impacts on global health. It also engaged in Executive Education activities with the organisation in Summer 2008 of a Summer Programme which brought together 26 participants from 21 countries. In addition, the Programme also compiled a directory of global health actors which is now available online. For the first time, more than 80 actors, based in Geneva, are listed according to their activities. The main topic of interest of the Programme is articulated around migration linked to armed conflict and situations of generalised violence, persecution and environmental disasters. The Programme is also concerned with the phenomenon of “economic migration” and its current implications. During 2008, the Programme launched several research projects, financed by the Swiss National Science Foundation (SNSF) or using its own funds, including a historical project managed by Jussi Hanhimäki, UNHCR and the Globalisation of Refugee Issues, 1951-1989, an ethnological project managed by Alessandro Monsutti, Diasporas and Conflicts : Transnational Practices and Socio-Economic Strategies of Sri Lankan Tamil Youth in Europe, as well as three projects of a legal nature led by Vincent Chetail, Migration and International Organisations, Collection of International Migration Law Instruments and Human Rights of Migrants : Texts, Comments and Analysis of the Treaty-Bodies Practice. Pôle de compétence genre et développement

e Pôle genre et développement a pour objectif la promotion de l’enseignement, de la recherche, du débat et de la théorisation sur les questions de genre et développement. Il est soutenu par la DDC depuis 2003. En 2008, et parallèlement à ses activités d’enseignement, de recherche et d’enrichissement de son fonds documentaire, le pôle a organisé le colloque international « Vents d’Est, vents d’Ouest : mouvements de femmes et féminismes anticoloniaux », dont les interventions seront prochainement publiées dans la collection « Les Colloques genre de l’Institut ». Le colloque a été l’occasion d’inaugurer l’Ecole doctorale suisse romande en études genre, dont l’Institut est l’un des partenaires. Le pôle a également mis en œuvre pour la deuxième année consécutive une formation post universitaire par e-learning en partenariat avec l’UNESCO, l’Organisation internationale de la francophonie et des institutions africaines. Elle a été suivie par plus de 60 étudiants d’Afrique de l’Ouest et d’Europe. Le pôle entretient par ailleurs un site avec des ressources en ligne, notamment une base de données dynamique.

It has benefited from the support of the SDC since 2003. In 2008, alongside its teaching and research activities and its efforts to build up its collection of documents and publications, the “Pôle” organised an international symposium on the topic East Winds, West Winds : Women and Feminist Anticolonial Movements ; the presentations will shortly be published as part of the Gender Symposia collection of the Institute. This symposium provided the backdrop for the inauguration of the Suisse Romande Graduate School of Gender Studies, of which the Institute is a partner. The “Pôle” also implemented for the second year running a post-graduate e-learning course in partnership with UNESCO, the International Organisation for the Francophone World and several African institutions. réé en juin 2008, le Centre pour la gouvernance internationale (CIG) succède au Programme for the Study of International Organisation(s) (PSIO) et au Programme d’études diplomatiques (PED) de l’Institut et intègre certaines des activités de l’ancien Centre d’études pratiques de la négociation internationale (CASIN) dans le domaine de la diplomatie multilatérale. Le centre a pour mission de développer, sur la base des mandats qui lui sont confiés, la capacité des institutions et les compétences de leurs collaborateurs afin que ceux-ci soient performants dans un environnement international complexe et en constante évolution. Il est ainsi au service des institutions publiques, des organisations de la société civile et des entreprises privées. Fort de l’expérience des PSIO, PED et CASIN, le centre conduit des activités d’information, de facilitation et de formation, développées sur mesure pour ses partenaires. En 2008, le CIG a organisé quatre programmes de formation à Genève, un à Baku, en Azerbaïdjan, et un à Ngosi, au Burundi. Ces programmes ont été l’occasion de former plus d’une centaine de diplomates et fonctionnaires originaires d’Arménie, d’Azerbaïdjan, de Géorgie, d’Algérie,

reated in June 2008, the Centre for International Governance (CIG) is the successor to the Programme for the Study of International Organisation(s) (PSIO) and the Diplomatic Studies Programme (DSP) of the Institute ; it also includes some of the multilateral diplomacy activities of the former Centre for Applied Studies in International Negotiations (CASIN). The Centre is mandated by different institutions to develop capacity and skills among their staff to enable them to act in a complex and constantly evolving international environment. It acts as a service for public institutions, civil society organisations and the private sector. Using the experience gained from the PSIO, the DSP and CASIN, the Centre undertakes information, facilitation and training activities tailor-made to suit the needs of its partners. In 2008, the CIG organised four training programmes in Geneva, one in Baku, one in Azerbaijan, and one in Ngosi, Burundi. These programmes were an opportunity to train more than one hundred diplomats and civil servants from Armenia, Azerbaijan, Georgia, Algeria, Burundi, Guinea and Russia. For the participants these programmes provided a

forum for exchanges with practitioners and allowed them to get a better grasp of and undertake a critical analysis of negotiation processes in the international arena. The CIG organised half a dozen conferences and workshops, including conferences that came under the umbrella of the UNO Academia project and the high-level “OSCE Focus” meeting which brought together some thirty diplomats and university graduates in a session devoted to reflecting upon the future of the OSCE in a sensitive European context. In addition the Global Issues and NGO Programme has prepared for its members targeted information reports on the most important non-governmental organisations, their engagement and their activities in the areas of the environment, health and human rights. es activités d’enseignement, de formation et de recherche de l’Institut s’appuient sur un réseau de partenaires en Suisse et dans le monde. L’Institut est lié étroitement à l’Université de Genève par une convention qui assure la reconnaissance de ses diplômes. Il gère avec elle des centres et des programmes qui offrent des diplômes conjoints. Il entretient par ailleurs un réseau universitaire international d’échange d’étudiants comprenant une dizaine d’institutions partenaires dans le monde. En 2008, l’Institut a signé deux nouveaux accords d’échanges, avec la Boston University School of Law et avec l’UCLA School of Law. Ses activités de formation continue ont également permis d’élargir son réseau par la signature de nouveaux accords avec la Thunderbird School of Global Management et le CERIS à Bruxelles.

he Institute’s teaching, training and research activities are supported by a network of partners in Switzerland and throughout the world. The Institute has signed an agreement with the University of Geneva for the recognition of its diplomas. Together the two institutions co-manage Centres and Programmes which offer joint diplomas. The Institute is also part of a network for international student exchanges which includes about a dozen partner institutions throughout the world. In 2008, the Institute signed two new exchange agreements with Boston University School of Law and with UCLA School of Law. Its Executive Education activities have also enabled it to expand its network through the signing of two new agreements with Thunderbird School of Global Management and CERIS in Brussels.

Le Réseau suisse pour les études internationales (RéSEI) The Swiss Network for International Studies (SNIS)

’Institut a constitué, avec l’Université de Genève et d’autres partenaires académiques suisses, le Réseau suisse pour les études internationales afin de renforcer le domaine des études internationales en Suisse et de stimuler la coopération entre institutions d’éducation supérieure en Suisse, et également entre milieux universitaires et organisations internationales. En 2008, le RéSEI a succédé au Réseau universitaire international de Genève (RUIG). L’activité principale du RéSEI consiste à financer des projets de recherche, sélectionnés par un comité scientifique dans le cadre d’un appel d’offres annuel. Des chercheurs de l’Institut sont encore actifs dans des projets soutenus par le RUIG. Parmi les 60 projets soumis par des chercheurs de toute la Suisse dans le cadre de l’appel d’offres 2008 du Réseau suisse, huit projets ont été retenus. L’Institut participe à plusieurs d’entre eux, notamment, avec l’Université de Genève, au projet « Bilateral Talks Switzerland-European Union : Agenda-Setting and Framework Agreement », d’une durée de deux ans.

he Institute, in partnership with the University of Geneva and several Swiss academic institutions, has created the Swiss Network for International Studies, in order to promote the study of international relations in Switzerland and encourage cooperation among Swiss graduate schools, as well as between academic institutions and international organisations. In 2008, the SNIS became the successor of the Geneva International University Network (GIUN). The principal activity of the SNIS is to finance research projects. These are collated on the basis of an annual call for proposals. Final selection is carried out by a scientific committee. Researchers from the Institute are still involved in projects funded by the GIUN. Among the 60 projects submitted by researchers from throughout Switzerland as part of the 2008 call for proposals launched by the Swiss Network, eight were retained. The Institute is participating in several of these projects, including, the 2-year, Bilateral Talks Switzerland-European Union : AgendaSetting and Framework Agreement project, a project being carried out in collaboration with the University of Geneva. www.snis.ch

Les prix et distinctions académiques Prizes and Academic Awards

Le Prix Arditi en relations internationales

La Fondation Arditi a créé en 1993 le Prix Arditi en relations internationales, qui est attribué chaque année au meilleur mémoire de master en études internationales ou en affaires internationales Le prix 2008 a été décerné à Nell-Marie Williams pour son mémoire « National Migration Regime : The Impact of Moral Panics – A United States Case Study : 1914-2004 ».

Le Prix Guggenheim en droit international

La Fondation Paul Guggenheim, créée en 1979 pour honorer la mémoire du professeur Guggenheim, attribue tous les deux ans un prix de 15 000 francs suisses à une thèse de droit international public qui se distingue par sa qualité exceptionnelle et qui est le premier ouvrage marquant d’un jeune auteur en début de carrière. Le prix 2008 a été décerné à Tal Becker pour son ouvrage « Terrorism and the State : Rethinking the Rules of State Responsibility ».

Le Prix Mariano Garcia Rubio

Ce prix, créé pour honorer la mémoire d’un assistant de droit international décédé en septembre 2004, est attribué chaque année au meilleur mémoire de master en droit international. Le prix 2008 a été attribué à Bérénice Kafui Schramm pour son mémoire « Trois exemples de fictions dans la jurisprudence de la Cour internationale de justice ou la dérive “mytho-logique” de l’herméneutique judiciaire internationale ».

Le Prix Pierre du Bois

Ce prix, créé par la Fondation Pierre du Bois pour l’histoire du temps présent, récompense la meilleure thèse de doctorat en histoire et politique internationales soutenue à l’Institut. D’une valeur de 5000 francs suisses, il a été décerné pour la première fois le 3 octobre 2008, lors de la cérémonie de remise des diplômes de l’Institut. Le prix 2008 a été décerné à Katrin Milzow pour sa thèse « “National Interests” and European Integration : Discourse and Politics (1997-2004) ». 60

Le Prix de l’Association des anciens de l’Institut

L’Association des anciens a créé ce prix pour récompenser la meilleure thèse de doctorat d’un étudiant de l’Institut. Il est décerné chaque année à tour de rôle au profit d’un étudiant de l’une des unités académiques de l’Institut. Pour l’édition 2008, le comité de l’association a décidé de remettre deux prix d’un montant de 2000 francs suisses chacun, l’un pour une thèse de doctorat d’un étudiant de l’ex-IUED et l’autre pour une thèse de doctorat d’un étudiant de l’ex-HEI en science politique. Les prix 2008 ont été attribués à Heather Wipfli (ex-HEI, science politique) pour sa thèse « Diffusion, Norms, and Governance : The Case of Tobacco Control » et à Edio Soares (ex-IUED) pour sa thèse « Butinage religieux : “manières de faire” en religion à Paranagua-mirim (Brésil) ».

Le Prix de l’Association des fonctionnaires internationaux suisses (AFIS)

Ce prix a été créé à l’occasion du 60e anniversaire de l’ONU dans le but de récompenser une contribution originale au développement, à la consolidation et/ou à la diffusion du multilatéralisme fondé sur les idéaux de la Charte des Nations Unies. Les prix et accessit, dotés respectivement de 4000 francs suisses et de 1000 francs suisses, sont offerts par la société Swiss Life et récompensent deux mémoires de master en études internationales. > Le prix 2008 a été atribué à Sébastien Moretti pour son mémoire « L a Commission d’enquête internationale indépendante (UNIIC) et le Tribunal spécial pour le Liban au banc d’essai : défis, enjeux et perspectives concernant ces nouvelles formes d’action de la communauté internationale contre le terrorisme ». > L’accessit a été atribué à Béatrice Mosello pour son mémoire « Conflict Diamonds and the Kimberley Process Certification Scheme : A Case for International Cooperation ».

The Paul Guggenheim Prize for International Law

The Paul Guggenheim Foundation was created in 1979 to honour the memory of Professor Paul Guggenheim. The Graduate Institute’s Alumni Association Prize

This prize was established by the Alumni Association to reward the most outstanding PhD thesis by a student from the Institute. It is awarded to a student from a different academic unit each year. In 2008, the Committee of the Association decided to award two prizes worth Swiss francs 2,000 each, to reward a PhD thesis by a former IUED student and a PhD thesis in Political Science by a former HEI student respectively.
