’Institut est un établissement de recherche et d’enseignement supérieur spécialisé dans l’étude des affaires mondiales, en particulier de celles qui se trouvent à l’intersection des relations internationales et des questions du développement. A travers nos activités, nous souhaitons promouvoir la coopération internationale et apporter une contribution au développement académique de sociétés moins favorisées. Plus largement, nous nous efforçons de stimuler une réflexion novatrice sur les défis du monde contemporain, d’encourager un sentiment de responsabilité globale et de favoriser le respect de la diversité.

he Graduate Institute is a leading institution of research and higher education dedicated to the study of world affairs, with a particular emphasis on the cross-cutting fields of international relations and development issues. Through our core activities, we aim to promote international cooperation and make an academic contribution to the progress of developing societies. More broadly, we endeavour to develop creative thinking on the major challenges of our time, foster global responsibility and advance respect for diversity.

LE MOT du directeur MESSAGE FROM THE DIRECTOR L

’Institut a poursuivi en 2010 la mise en place des moyens qui doivent lui permettre de compter parmi les meilleures institutions académiques spécialisées dans l’étude des affaires mondiales. Il a concentré ses efforts dans trois directions : l’amélioration de la qualité de l’ensei gnement et de la recherche ; l’accroissement de son rayon nement par l’accueil de visiteurs, l’élargissement de ses partenariats académiques et le développement de ses pres tations au monde professionnel ; la création d’une infrastruc ture digne de son ambition, le Campus de la paix. Dans le domaine académique, le recrutement d’étu diants et de professeurs a continué de bénéficier de candi datures nombreuses et de bon niveau. Parallèlement, une réforme des programmes d’études a été engagée, qui a conduit à la création d’un doctorat en économie du déve loppement ainsi que d’un master et d’un doctorat en anthro pologie et sociologie du développement. En matière de recherche, le centre d’études internationales de l’environne ment a commencé ses activités sous la direction de Timothy Swanson, premier titulaire de la Chaire André Hoffmann d’économie de l’environnement, tandis que les autres centres et programmes ont poursuivi leur essor.

Dans le domaine des relations extérieures, l’Institut a renforcé son partenariat avec l’Université de Genève et son engagement dans le Réseau suisse pour les études interna tionales. Il a développé l’accueil de visiting fellows et démarré un programme de Scholars in Residence destiné à des pro fesseurs d’universités d’Amérique latine, d’Afrique et d’Asie. Il a élargi son réseau académique en y incluant la Hertie School of Public Policy de Berlin et des universités de premier plan en Chine, Indonésie et Malaisie. Enfin, il a continué l’ex pansion de sa formation continue en lançant un Executive Master in Oil and Gas Leadership et en créant avec l’IDHEAP l’Université d’automne des acteurs politiques suisses. Sur le plan immobilier, les projets ont progressé à un rythme soutenu : autorisation de construire pour la Maison des étudiants, dépôt de la demande d’autorisation pour la Maison de la paix, demande de renseignement pour le Portail des nations. Ici comme en tout, le soutien des auto rités publiques, d’un cercle croissant de mécènes et de nos anciens étudiants a joué un rôle décisif qui permet d’envisa ger avec confiance l’avenir de l’Institut. En 2010, le professeur Michel Carton a pris sa retraite avec les remerciements de l'Institut et du Conseil de fondation. Il a été remplacé dans la fonction de directeur adjoint par Elisabeth Prügl, professeur de science politique et spécialiste des études genre.

n 2010, the Institute continued to build the basis that will allow it to be counted among the best academic institutions specialised in the study of world affairs. It concentrated its efforts in three directions ; improving the quality of teaching and research ; increasing outreach by welcoming visiting fellows, broadening its academic part nerships and developing services for the professional world ; building infrastructure worthy of the Institute’s ambitions, by advancing the “Campus de la Paix” project. In the academic domain, the Institute continued to benefit from a growing number of high quality applications in the recruitment of students and professors. In parallel, the Institute engaged in reforming its study programmes, which resulted in the creation of a PhD in Development E conomics and a Master and PhD in Anthropology and S ociology of Development. In the area of research, the Centre for International Environmental Studies began its activities under the direction of Timothy Swanson, the first holder of the André Hoffmann Chair of Environmental E conomics, while the other research centres and pro grammes enjoyed continued success.

In the domain of academic collaboration, the Institute reinforced its partnership with the University of Geneva and its engagement in the Swiss Network for International Studies. It has further structured the welcoming of “Visiting Fellows” and kicked off a Scholars-in-Residence programme created for university professors from Africa, Asia and Latin America. It enlarged its academic network by including the Hertie School of Public Policy in Berlin as well as leading universities in China, Indonesia and Malaysia. Finally, the Institute continued to expand its Executive Education by launching an Executive Master in Oil and Gas Leadership and by creating a training programme for Swiss politicians with the Swiss Graduate School of Public Administration (IDHEAP). On the real estate front, the Institute’s projects have progressed at a sustained pace : the building permission for the Student House was granted ; the request for building permission for the “Maison de la Paix” was submitted ; the administrative procedure for the “Portail des nations” was initiated. In this as in all other areas, support from the public authorities, as well as from a growing circle of patrons and alumni, plays a decisive role in allowing us to look to the Institute’s future with confidence. n raison de sa nomination au poste de directeur général de la Société suisse de radio et télévision (SSR), M. Roger de Weck a décidé en automne 2010 de quitter son poste de président et de membre du Conseil de fondation de l’Institut. En 2003, M. de Weck avait été nommé président du Conseil de fondation de l’Institut universitaire de hautes études internationales (IUHEI). Dès 2006, dans le cadre de la préparation de la fusion de l’IUHEI avec l’Institut universitaire d’études du développement (IUED), il joua un rôle important, en compagnie de la présidente du Conseil de fondation de l’IUED, Mme Anne-Christine Clottu Vogel, et de Mme Ruth Dreifuss, membre de ce Conseil, au sein d’un comité présidé par M. Francis Waldvogel, qui a facilité la naissance de l’Institut de hautes études internationales et du développement. A la tête du nouveau Conseil de fondation, il a mis toute son énergie et son expérience au service de la construction de la nouvelle institution. Il s’est en particulier engagé afin que l’Institut dispose des moyens tant institutionnels que matériels pour mettre en œuvre dans les meilleures conditions sa mission d’offrir dans ses programmes d’enseignement et de recherche une analyse indépendante et rigoureuse des enjeux du monde contemporain. Le Conseil de fondation lui exprime sa profonde reconnaissance pour son engagement ainsi que pour la force et la clarté avec lesquelles il a su faire valoir les orientations stratégiques de l’Institut. ollowing his nomination as Director General of the Swiss Broadcasting Corporation (SSR), Mr Roger de Weck decided in autumn 2010 to step down as Chairman and Member of the Foundation Board at the Institute. In 2003, Mr de Weck was named President of the Foundation Board of the Graduate Institute of International Studies (IUHEI). From 2006, amidst the pending merger of the institution with the Graduate Institute of Development Studies (IUED), he played an indispensable role, along with the Chairwoman of the Foundation Board of IUED, Ms AnneChristine Clottu Vogel, and Ms Ruth Dreifuss, Member of the Board, and as part of a committee led by Mr Francis Waldvogel who helped bring about the creation of the Graduate Institute of International and Development Studies. As Chairman of the new Foundation Board, he contributed a wealth of energy and experience to building the new institution. He was particularly engaged in ensuring that the Institute had the institutional and material resources it needed to carry out its mission to offer independent and rigorous analyses of the major issues of today’s world through its teaching and research programmes. The Foundation Board expresses its deep appreciation for his engagement as well as the strength and clarity which he asserted while guiding the strategic orientations of the Graduate Institute. LE campus de la paix “Campus de la paix”

Il utilise pleinement cette capacité en réalisant le Campus de la paix, un ambitieux projet qui doit satisfaire ses besoins dans la durée. Le Campus de la paix s’étend de la place des Nations aux bords du lac Léman et relie deux parcs publics, le magnifique parc Mon-Repos et le parc Rigot, qui sera réaménagé. Il est formé d’un réseau d’immeubles, les uns en voie de réalisation (Maison des étudiants, Maison de la paix, Portail des nations), les autres rénovés (villa Moynier), à rénover (villa Barton) ou à réaffecter (immeuble Rothschild). En 2010, l’autorisation de construire a été délivrée pour la Maison des étudiants ; la construction du parking sur lequel l’immeuble s’élèvera a commencé ; la mise en service aura lieu à la rentrée 2012. Pour la Maison de la paix, la demande d’autorisation a été déposée et la procédure est en voie d’achèvement ; les travaux commenceront en été 2011 et s’achèveront deux ans plus tard. Enfin, les premiers pas de la procédure administrative ont été effectués pour le Portail des nations. Cet immeuble, dont la construction est projetée en bordure de la Place des nations et qui est financé par la Fondation Pictet, a pour vocation d’être un lieu de rencontre, d’information et de dialogue sur la Genève internationale et sur les problèmes du monde traités à Genève. Le Campus de la paix est réalisé en partenariat avec les autorités fédérales, cantonales et municipales et avec le soutien de mécènes et de fondations. Tous voient dans ce projet la base nécessaire à l’essor d’une institution académique de haut niveau au cœur de l’un des principaux centres de la gouvernance mondiale.

s a private foundation, the Institute has the ability to own real estate and the privilege to hold property investments. The Institute is taking full advantage of this capacity by building its new “Campus de la paix”, an ambitious project that will meet its long term infrastructure needs. The “Campus de la paix” will extend from the United Nations to the shores of Lake Geneva and will bridge two public parks, the magnificent Mon-Repos park as well as the Rigot park, which will be redesigned. The campus will consist of a series of buildings, some currently under construction (“Maison de la Paix”, “Portail des Nations”, Student House), others renovated (Villa Moynier), to be renovated (Villa Barton) or designated for other uses (Rothschild building). In 2010, the building permission was granted for the Student House ; construction of the underground parking structure that it will be situated upon has begun ; the residence will be opened in fall 2012. The building permission request was submitted for the “Maison de la paix” and the procedure is nearly complete ; the construction will begin in summer 2011 and be finished two years later. Finally, the first steps of the administrative procedure were carried out for the “Portail des nations”. This building, which will border the United Nations and is financed by the Pictet Foundation, is intended to be a place to meet, obtain information and engage in dialogue on International Geneva and the global challenges the city’s diverse actors work to surmount. The “Campus de la Paix” is being created in partnership with the federal, cantonal and municipal authorities and with the support of diverse patrons and foundations. All of them see in the project the necessary foundations for the continued success of a prestigious academic institution at the heart of one of the principal centres of global governance.

’Institut est engagé activement dans une campagne de recherche de fonds pour soutenir son développement. L’objectif de cette campagne, fixé en 2008 à 50 millions CHF à réunir avant 2012, a été dépassé dès 2010 grâce au soutien du Comité de patronage et à la générosité de nombreux donateurs.

I study African, comparative and global economic history. My recent publications and current projects are placed at various spatial levels : from Ghana, notably the pre-colonial kingdom of Asante (Ashanti), to West Africa and to Sub-Saharan Africa as a whole ; and outwards to comparative “Third World” and, indeed, “global” history. My general interest is in the political economy of wealth and poverty between and within societies from circa 1500 to the present. Some of my particular concerns include the economic history of slavery in West Africa, the development of agriculture, markets and indigenous rural capitalism in tropical Africa, and the global spread of industrialisation.

As a new faculty member, I will be preparing a book manuscript on the same topic, while also continuing my previous work on climate change and civil conflict and on the geopolitics of energy extraction in Africa. My research and Arabic language studies have taken me to West Africa, North Africa, and the Middle East.

I previously taught at the Graduate Institute of Development Studies from 2003 to 2007. Trained as a social anthropologist, my research and teaching focus primarily on the Middle East and South Asia, migration and refugees, transnational networks, ethnicity and nationalism, humanitarian assistance and post-conflict reconstruction (specifically rural rehabilitation), and qualitative methods in the social sciences. Originally from India, I studied at the Statistical Institute in New Delhi and the Presidency College in Calcutta before moving to the US. My recent work has focused on the role of institutions in determining international capital flows, foreign direct investment during financial crises, and the relative size of companies in different parts of the world.

Professeur d’économie du développement de 1988 à 2010, Claude Auroi se spécialise sur l’Amérique latine où il accomplit de nombreuses missions de recherche. Son expertise porte sur l’agriculture, le foncier et le développement rural ; le développement, la coopération et la politique d’aide ; les pays émergents ; les immigrés, les réfugiés, les diasporas ; l’économie sociale et solidaire.

Spécialiste des questions d’éducation dans le développement, Michel Carton est nommé professeur titulaire en 2002. Il devient directeur adjoint puis directeur de l’exIUED en 2004 et vice-directeur du nouvel Institut en 2008. Son enseignement, son expertise et ses publications couvrent les questions de la mondialisation et de la société du savoir ; les stratégies et les rôles de la coopération internationale au développement en matière d’éducation et de formation ; l’approche interdisciplinaire des politiques de la gestion de l’éducation du Sud.

MOHAMMAD-REZA DJALILI Adjunct Professor of International History and Politics His departure follows a long and illustrious career of teaching and research focusing largely on the study of his country of birth, Iran, but also the nearby Caucasus. He is a recognised figure at the Institute, which he joined in 1978, and in international Geneva as a whole.

JEAN-DANIEL RAINHORN Professeur d’études du développement Docteur en médecine, Jean-Daniel Rainhorn est associé à la création de Médecins sans Frontières. Nommé professeur en 2002, il apporte à l’Institut sa vaste expérience des problèmes de santé publique et reprend en 2004 la direction du PIAH qu’il transforme en un MAS en action humanitaire. Son expertise porte sur la mondialisation et les inégalités sociales de santé, les politiques de santé, les politiques pharmaceutiques, la santé publique et l’action humanitaire.

URS LUTERBACHER Professor of Political Science, Emeritus Professor Urs Luterbacher joined the Institute’s faculty in 1973. A genuine intellectual and distinguished researcher, his early work focused on arms races and war, while his later work has been pioneering in the areas of computer simulation of international relations and the policy implications of climate change.

ROLF STEPPACHER Lecturer of Development Studies A highly regarded teacher at the Graduate Institute for over 30 years, Rolf Steppacher’s published work concentrates on property economics, sustainable development, agrarian questions and the history of economic thought.

GLOBAL SOUTH SCHOLAR-IN-RESIDENCE PROGRAMME

râce au généreux soutien d’une fondation suisse qui souhaite garder l’anonymat, l’Institut a lancé le Global South Scholar-in-Residence Programme à l’automne 2010. Il s’adresse à des universitaires d’Afrique, d’Asie et d’Amérique latine spécialisés dans les principales disciplines et les domaines d’expertise de l’Institut. Conscient des difficultés, telles que des infrastructures inadéquates et des bibliothèques pauvres en ressources, rencontrées par les enseignants universitaires de plusieurs régions du monde, l’Institut a souhaité créer ce programme et ainsi contribuer au développement académique d’institutions et de pays moins privilégiés. Pour les trois prochaines années, trois participants seront accueillis pour un séjour d’un semestre. Ils pourront mettre ce séjour à profit pour actualiser le cursus de leur enseignement, intervenir dans des cours, avancer dans un projet de recherche et contribuer à enrichir la vie intellectuelle de l’Institut. La priorité est donnée à des enseignants universitaires – de préférence des femmes et des personnes en début de carrière – désireux de faire bénéficier leur établissement et leur pays du perfectionnement professionnel qu’apportera leur séjour de travail à l’Institut. Les trois premiers scholars – trois femmes venant du Brésil, de Chine et du Nigeria – ont été accueillis en septembre 2010. L’Institut organise également un atelier Global South qui permet à des étudiants en doctorat d’universités du Sud de participer à un atelier d’une semaine pour présenter et discuter de leurs travaux de recherche avec des professeurs et doctorants de l’Institut.

hanks to support from an anonymous Swiss foundation, the Institute launched the Global South Scholarin-Residence programme in autumn 2010. The programme is intended for academics from Africa, Asia and Latin America working in the Institute’s main disciplines and areas of expertise. Its creation was motivated by the Institute’s awareness of the difficulties, such as poor infrastructure and ill resourced libraries, faced by university teachers in many of the world’s regions. It represents the Institute’s contribution to the academic development of less-privileged countries and institutions. For the next three years, three academics will join the Institute’s faculty for a period of one semester. These scholars take advantage of their stay to update their teaching material and practices, participate in courses, further their research projects and interact with the Institute’s students and faculty. Priority is given to university teachers – with a preference for women and junior academics – who will seek to apply the benefits of their stay at the Institute upon returning to their own institutions. The first three scholars – three women from Brazil, China and Nigeria – began the programme at the Institute in September 2010. LES PROGRAMMES d’été Summer programmes

’Institut organise chaque année deux programmes d’été en anglais axés sur les affaires internationales, la gouvernance multilatérale et l’Organisation mondiale du commerce (OMC). Une centaine de participants environ ont pris part aux programmes 2010, sélectionnés pour leur soif de découverte du multilatéralisme, de l’actualité internationale, de Genève et de l’Institut. Une trentaine de nationalités étaient représentées dans la sélection 2010, avec une proportion significative d’étudiants originaires d’Amérique du Nord, grâce aux partenariats de l’Institut avec la School of International Relations de la University of Southern California et l’Université de Georgetown à Washington. Les programmes d’été privilégient l’interaction et les échanges, avec de multiples interventions de praticiens. Pascal Lamy, le directeur général de l’OMC, a ainsi fait partie des conférenciers invités avec une présentation intitulée « Millennium Development Goals : Global Cooperation at Work » (Les Objectifs du Millénaire pour le développement : la coopération mondiale à l’œuvre). Ces programmes prévoient une étroite collaboration avec le Centre for Trade and Economic Integration, le Programme for the Study of Global Migration, le Centre on Conflict, Development and Peacebuilding et le Small Arms Survey. Ces collaborations permettent aux étudiants non seulement de découvrir les dernières avancées sur ces sujets mais également d’élargir leurs réseaux de recherche.

he Institute organises two summer programmes in English each year focusing on international affairs, multilateral governance and the World Trade Organization. Nearly 100 participants took part in the 2010 programmes selected for their strong interest in discovering multilateralism, global issues as well as Geneva and the Institute. Among the 2010 students, 30 nationalities were represented with a significant proportion from North America thanks to the programmes’ partnerships with the University of Southern California’s, School of International Relations and Georgetown University in Washington. The summer programmes emphasise interaction and include numerous interventions from practitioners. One of the special guest lecturers in 2010 was Pascal Lamy, Director General of the World Trade Organization whose presentation was entitled “Millennium Development Goals : Global Cooperation at Work”. The Institute’s social sciences approach to teaching differs from the Elliott School, which offers a more professionally oriented and less analytical curriculum. Centre for Trade and Economic Integration

he Centre for Trade and Economic Integration fosters multidisciplinary scholarship aimed at developing solutions to problems facing the international trade system and economic integration. One of the highlights of 2010 was a roundtable and academic workshop on the occasion of EFTA’s 50th Anniversary with speakers Doris Leuthard, 2010 President of the Swiss Confederation, and Pascal Lamy, WTO Director- General, entitled “The Path Ahead for World Trade : FTAs and the Multilateral Trading System in 2020”. The Centre continued its ProDoc Trade programme in 2010 hosting international lecturers and supporting PhD candidates focusing on trade. It held its “Third Annual Update on WTO Dispute Settlement” and released The Law, Economics and Politics of Retaliation in WTO Dispute Settlement by Joost Pauwelyn, Centre co-Director, and Chad Bown.

As part of its Thinking Ahead on International Trade programme, the Centre organised a conference on climate change and its relationship with international competitiveness and trade, while the ongoing project “Informal International Law” (INLAW) on informal networks within public international organisations produced a series of working papers. Richard Baldwin, Centre co-Director, was invited to join a trade-experts group established by the leaders of the United Kingdom, Germany, Indonesia and Turkey which resulted in the paper The Doha Round : Setting a Deadline, Defining a Final Deal released at the World Economic Forum in 2011. http ://graduateinstitute.ch/ctei

Centre for International Environmental Studies

t the end of 2010, the Institute launched the new Centre for International Environmental Studies focusing on climate change, biodiversity, water, environmental security, institutions for sustainable development as well as environment and development. Its Director is the André Hoffmann Chair of Environmental Economics, Professor Timothy Swanson. The Centre incorporates the Institute’s unique interdisciplinary combination of legal, economic and political perspectives and applies a social science based approach to the problems of global environmental governance.

In addition to research programmes, the Centre hosts activities open to participants from both inside and outside of the Institute community. The Centre’s Geneva Dialogues are a series of lectures on a specific subject with the theme for 2010 being “The Future of Global Climate Change Governance after Copenhagen”. The Centre will also hold a regular academic seminar series and an annual conference on global environmental governance in Geneva each year. http : //graduateinstitute.ch/cies

Centre on Conflict, Development and Peacebuilding

he CCDP is the Graduate Institute’s focal point for research in the areas of conflict resolution, humanitarianism, peacebuilding, and the complex relationships between security and development. In 2010, work continued on a number of on-going projects and themes, including governance issues in the oil and gas sectors ; the impact and effectiveness of multilateral targeted sanctions ; peace mediation ; urban violence ; and the areas of religion, charitable giving, and humanitarianism. Several new projects were also undertaken, notably on stabilisation missions ; development programming in Madagascar ; and subsistence strategies of refugees in Chad.

The Centre’s research results were disseminated via multiple channels including lectures, seminars and practitioner briefings ; succinct in-house publications targeting specific audiences ; academic journal articles ; online databases ; and curriculum development for training modules. The CCDP also launched a new Routledge Series on Conflict, Development and Peacebuilding for book-length contributions and edited volumes. The CCDP systematically seeks to promote knowledge transfers between research and policy, and to encourage cooperation between Northern and Southern researchers. http : //graduateinstitute.ch/ccdp

Programme for the Study of Global Migration

he programme is devoted to the interdisciplinary study of migration linked to armed conflicts, generalised violence, persecution and ecological disasters. It also focuses on the phenomenon of ‘economic migration’ and its contemporary implications. In 2010 the programme released several key publications which included the launch of its Global Migration Research Paper series with the first issue entitled Sadruddin Aga Khan and the 1971 East Pakistani Crisis. The programme also published A Review of International Migration Policies, a comprehensive overview of international experiences and practices pertaining to migration, labour markets and development, commissioned by the International Institute for Labour Studies at the International Labour Organization. The Global Detention Project, based at the Programme for the Study of Global Migration, gained momentum in 2010 launching its working paper series and continued to receive strong support from donors.

In addition, the programme held the high-level conference on “The Concept of Mixed Migration : Reflecting on Today’s Migratory Policies, Movements and Paradigms Shifts”. The conference’s speakers included a wide range of scholars and representatives from international organisations, who endeavoured to clarify this notion, its meanings and implications. In 2011, the Programme for the Study of Global Migration will particularly be active in commemorating the 60th anniversary of the United Nations High Commissioner for Refugees and the International Organization for Migration. It will also follow the 2011 Global Forum on Migration and Development, chaired this year by the Swiss government. http : //graduateinstitute.ch/globalmigration

Global Health Programme

he Programme examines the links between health, foreign policy, trade and development. It carries out research and training for and with major global health stakeholders, particularly those present in Geneva. The Programme continued to be active holding events and training programmes throughout the year. One of its major events in 2010 was its fourth high-level symposium entitled “Fragile States – Analysing the Interface of Health and Diplomacy” highlighting the strategic opportunities and challenges that the dynamic relationship between health and foreign policy faces in the context of fragile states. It launched its first Executive Course in Global Health Diplomacy for the Association of Southeast Asian Nations in addition to courses it held on the subject for other regions. It also held its fourth annual course on global health diplo-

macy with the Institute’s Executive Education department, bringing together health professionals and diplomats from around the world. One of the programme’s ongoing projects is the development of its Textbook on Global Health Diplomacy, which will be published in 2011 and encompasses all the key aspects of global health diplomacy/governance. Finally, the programme became a member of the World Federation of Public Health Associations in 2010 and continued its participation in the joint Master of Laws in Global Health Law and International Institutions with the Graduate Institute and Georgetown University. http : //graduateinstitute.ch/globalhealth

Centre for Asian Studies

he Centre for Asian Studies is dedicated to the analysis of contemporary Asia in today’s globalised world. It aims to create better understanding of the economic, social and political development of all Asian countries as well as their increasing role in international relations. The Centre promotes research, provides executive education courses and organises a series of public lectures and an annual workshop. Its main focuses are the rise of China and India, food insecurity and natural resources, inequality and conflicts, migration, and education. The Centre’s nearly 20 public events in 2010 focused on issues ranging from economics, landmines and the IT industry to governance and gender in Burma, India, Indonesia, Japan, Pakistan and Vietnam.

La formation continue Executive Education

ar le biais de la formation continue, l’Institut aide les professionnels à approfondir leur compréhension des affaires du monde, en leur donnant les connaissances pratiques et la méthodologie permettant de faire progresser leur carrière et de répondre aux grands défis du monde contemporain. En 2010, les 12 programmes de formation continue de l’Institut ont accueilli près de 400 participants. Le programme diplômant à temps partiel lancé en 2009, le Executive Master in International Negotiation and PolicyMaking, rencontre toujours le même succès, avec 30 participants inscrits à l’automne 2010. Le Executive Master en études du développement, partiellement décentralisé au Mali, au Pérou et au Vietnam, a réuni un nouveau groupe de 40 participants. L’Université d’automne des acteurs politiques suisses, un programme de formation à l’attention de jeunes politiciens suisses prometteurs, a débuté en 2010. Fruit du nouveau partenariat avec l’Institut suisse de hautes études en administration publique (IDHEAP), ce programme a accueilli 22 participants de 6 cantons. Les participants, qui ont en moyenne de 10 à 15 ans d’expérience professionnelle, viennent pour un tiers du secteur privé, à la fois de petites entreprises et de multi nationales, et pour deux tiers du secteur public, dont des gouvernements et des organisations internationales et non gouvernementales. Les participants sélectionnés sont originaires de quatre continents, avec près d’un quart venant d’Asie. Par ailleurs, le Service de la formation continue de l’Institut bénéficie toujours du label suisse de qualité pour les organismes de formation et a renouvelé avec succès sa certification EduQua.

hrough its Executive Education programmes, the Institute helps professionals develop a deep understanding of world affairs while providing practical knowledge and skills to advance their careers and contribute to facing major global challenges. In 2010 the Institute’s 12 Executive Education programmes welcomed nearly 400 participants. The part-time, degree-granting programme, the Executive Master in International Negotiation and Policy-Making, launched in 2009, continued its success with 30 participants enrolled in fall 2010. The Executive Master in Development Studies, partially decentralised with modules based in Mali, Peru and Vietnam, welcomed a new group of 40 participants. The Université d’automne des acteurs politiques suisses, a training programme for promising young Swiss politicians, was launched in 2010. The fruit of a new partnership with the Swiss Graduate School of Public Administration (IDHEAP), the programme welcomed 22 participants from 6 cantons. Participants have on average between 10 and 15 years of professional experience with one-third from the private sector, both small and multinational enterprises, and twothirds from the public sector including governments as well as international and non-governmental organisations. They are selected from four continents with nearly a quarter from Asia. La formation International Executive Master en études du développement a été déterminante pour ma carrière professionnelle car c’est elle qui m’a ouvert les opportunités que je peux exploiter aujourd’hui et demain… Il est important de perpétuer ce genre de formation indispensable aux cadres du Sud en quête d’une meilleure efficacité dans la conduite des chantiers de développement, très vastes en ce moment au niveau de l’Afrique particulièrement. Après le IMAS, j’ai pu obtenir un poste d’expert national en planification décentralisée dans un projet régional où je m’occupe du plus grand volet : le développement local. Ce volet s’occupe du renforcement des capacités des acteurs déconcentrés, décentralisés et non étatiques, de l’appui au transfert des compétences et de leur gestion dans le cadre de la décentralisation, de la planification locale (niveau commune et village), et de la promotion économique des groupes vulnérables comme les femmes et les jeunes.
