has been a great pleasure serving as your president this past year. The Greater Belleville Chamber of Commerce has had another great year. The professional staff, lead by our Executive Director John Lengerman, does a first class job running the day to day business of the Chamber. Their effort insures the successful execution of hundreds of events. They have been a wonderful group to work with and I personally thank them for all they do. With the help of the staff, the Chamber’s members and the community, we have continued to build on the success of previous years with another great Chili Cook-off and the continued implementation Chris Eckert of the branding of Belleville initiative we Eckert Companies, Inc. started last year. As the year came to an end, the Board gathered for a strategic planning meeting to discuss where The Greater Belleville Chamber of Commerce will be five years from now. It was exciting to hear the enthusiasm and creativity from this group of individuals. Given the solid foundation that has been laid by previous boards, we are in a great position to launch our chamber to new levels in the future. We live and do business in a community filled with individuals committed to its ever improvement. As part of this community, The Greater Belleville Chamber of Commerce has a bright future with the guidance of great leadership. I wish Andy and the rest of the Executive Board all the best in 2014.

Executive Director’s Message John L. Lengerman The Greater Belleville Chamber of Commerce experienced another successful year in 2013 as demonstrated by all the accomplishments you will find throughout our Annual Report. I’d like to extend my gratitude to all of our members, the Executive Committee and the Board, our wonderful Committee Chairs and their active members. Please read through this entire report to gain a better understanding of the efforts of each committee. The Chamber was successfully led by Chamber President Chris Eckert of Eckert’s Inc. in 2013. Chris donated many hours and provided terrific leadership throughout the year including the welcoming of Belleville Main Street as a committee of the Chamber and during our November strategic planning meeting of our Board. The planning meeting resulted in a new Mission Statement for the Chamber: “Advancing business. Supporting community.” The Board also developed our Core Purpose: “To foster a pro-business environment and enhance quality of life.” These two statements give the Chamber a clear focus for the future. A measure of success for any chamber is the retention of membership from year to year. I’m pleased to once again report that our member retention rate remains high at 89%. That rate is six percent higher than the national average for chambers the size of Belleville. The high retention rate speaks to the value the Chamber brings to our members and the community. The Chamber, through its committees and volunteers, hosted over 200 activities, events and meetings during 2013. These opportunities for networking and service to our businesses and Belleville residents show the Chamber’s commitment to the success of our great community. I am truly grateful for the hundreds of volunteer hours our members give to our chamber and the city. In 2013 we welcomed 69 new businesses to our membership with all being thanked by our new member group of our Ambassador Committee. Many of our new members also held Ribbon Cuttings at their organizations. Economic development was again a major focus for the Chamber during 2013 as the Chamber hosted a developer

tour in partnership with the City to reacquaint many of the area’s commercial realtors with Belleville’s development areas. Retention visits to local businesses were also made by committee members to express thanks for their commitment to Belleville. Ongoing open dialogue between business and government is essential in building a better community. My sincere appreciation goes out to Mayor Mark Eckert and Chairman Mark Kern for their willingness to engage the Chamber in conversations to achieve the Chamber’s mission of “Advancing business, Supporting community” in Belleville and St. Clair County. Many thanks to our friends at Scott Air Force Base. Team Scott is a terrific partner to Belleville and the surrounding communities. Hats off to all our military personnel for their service to our country and especially for their support of the Belleville community. Cathleen Lindauer, Belleville Tourism, is a great partner in our Chamber office, and her promotional skills for Belleville and our business community are outstanding. I appreciate all her efforts in not only bringing many visitors to our town, but in her total promotion of our city. On behalf of all our members, I’d like to thank the Chamber’s dedicated staff of Wendy Pfeil, Membership Development Director; Beth Tucker, Office Manager; Abigail Ernst, Marketing and Communications Manager and Laurie Bauer, Belleville Main Street Coordinator/Chamber Event Planner. I look forward to working with 2014 Chamber President Andy Bridgeman, of Bridgeman Insurance, during the coming year. I also welcome new Executive Board member Kevin Richter of Mathis, Marifian and Richter, Ltd. as he begins his term as treasurer. The Chamber expresses its gratitude to Bob Graebe of The ROHO Group for his service to the Chamber as a Past President and Board member. We welcome new Board member Kurt Graebe of the ROHO Group to our Board and thank that organization for sharing their talented leaders with the Chamber. The Bicentennial Year for Belleville in 2014 will be fantastic for the community. Chamber Committee Reports INforM COMMITTEE (INFORMATION AND NETWORKING FOR MEMBERS) 2013 Chairperson, Amy Yan Compu-Type IT Solutions
The INforM Committee addresses the needs of businesses by providing informational seminars during monthly Coffee Cup Connections and Lunch & Learns. The seminars are geared toward giving businesses tools for success. In 2013, the INforM Committee: • Held Coffee Cup Connections which are networking opportunities that take place the second Tuesday of each month from 8:15 a.m. to 9:15 a.m. The Coffee
PR/MARKETING COMMITTEE
2013 Chairperson, Nicole Yocks National Shrine of Our Lady of the Snows The PR/ Marketing Committee assists the Chamber in their efforts to market value-added benefits to the membership and assist the Chamber in fundraising activities. In 2013, the PR/Marketing Committee: • Assisted in soliciting and gathering items for the Annual Dinner and Silent Auction. • Developed a new fundraising effort for the Annual Dinner, the raffle basket. • Assisted with the 1st Belleville Ale Fest during the spring. Over 100 beers were available to taste. Entertainment and food were also provided. There will be a 2nd Belleville Ale Fest in April 2014. • Assisted in the Annual Otto Golf Classic. The golf tournament was held at the Orchards with 20 teams participating. An orange ball game and putting contest were added to aid in fundraising efforts. • Assisted with the 30th Annual Chili Cook-off. New this year was the Chili Chase 5k and Kids Pepper Dash on Saturday morning.
Cup Connections series creates additional value for our Chamber members by providing another networking opportunity and also furnishes a platform for small businesses to showcase what is going on in their business by being a host. • Held Lunch and Learn Seminars which provide very diverse topics to our members. Each month showcases a presentation on different topics to add value to any business and help them to increase revenue, streamline operations, and increase productivity. Seminar locations are split between Southwestern Illinois Colelage and Lindenwood University-Belleville.
BELLE-SCOTT COMMITTEE
2013 Chairperson, Valerie Thaxton Southwestern Illinois College The Belle-Scott Committee promotes a good relationship between the Belleville business community and Scott Air Force Base personnel. Comprised of civilian leaders from the Belleville area and Base leadership, the Committee meets monthly and provides an opportunity for the Military and Civilian members to gain an understanding of the roles of their counterparts. In 2013, the Belle-Scott Committee: • Hosted the 63rd Annual Belle-Scott Enlisted Dinner, the highlight of the program year which began in 1950 as the Gl Pal Dinner. • Helped provide gifts to airmen and their families at Christmas. • Hosted a Deployed Families Picnic at Eckert’s Farms. • Continued to be active in the development of the Scott Field Heritage Air Park (SFHAP), a $1.2M project. The SFHAP dinner auction has raised funds to support the air park as well as sponsor acts for the SAFB Air Show.

Redevelopment Corporation Participated with West Belleville - $600 to Belleville 200th and Lindenwood University in Santa Birthday Celebration Parade. - $19,000 donated to the Held monthly meetings featuring Belleville K-9 unit for purchase guest speakers including: Chief of new dog in 2014 Clay, Jay Hoffman, Mark Kern, Robert Howard and Cathy Stoltz of Belleville Philharmonic, Patty Gregory of Art on the Square. Raised more than $6,000 through West Belleville Wing Fling. Supported Crime Free Housing
LEADERSHIP BELLEVILLE ALUMNI AWARD Congratulations Christine Spargur
The recipient of the 2013 Leadership Belleville Alumni Award is the 2005 graduate, Christine Spargur. As the community relations specialist at Scott Air Force base, she has been able to act on the training she acquired through the Leadership Belleville Program. Recollecting on the program, Spargur stated, “one key takeaway I got from the program is “Be of Service” -- serve your organization, serve your community, serve others.” Spargur is a well deserving recipient of this award as she has exemplified leadership through her countless acts of work with the Chamber, Scott Air Force Base and area communities. Spargur acts as a liaison between the base and the surrounding communities and has been a pivotal role in promoting Belleville to the many families on base, keeping strong relations with Belleville schools, coordinating the monthly gathering of the Belle-Scott Committee, and much more. Spargur not only makes it a point for others to get involved in the community, but she also makes sure she is leading by example and attending events and volunteering on her own time. As her nominator stated, “she doesn’t just talk the talk, she sincerely walks the walk.” Page 14

THE EDGE Through their success and growth over the years, The EDGE is a well deserving recipient of the 2013 Business Excellence Award. First opening with d.s. vespers Sports Pub & Eatery on West Main Street in January of 1995, The EDGE has continued to expand to its most recent location on South Belt West. In 2013, The EDGE went through

The EDGE is one of the only Bistro Theaters in Southern Illinois and their Laser Tag arena has gained them the title of the world’s largest arena. LINDENWOOD UNIVERSITYBELLEVILLE
Lindenwood University-Belleville, another well deserving recipient, came to the Belleville community in 2003 when it took over the old Belleville West campus located on Main Street and made the dream of a four-year university in the Metro East a reality. In 2011, the Higher Learning Commission granted them full campus status. The University has continued to grow. This year the University broke ground and completed a dorm to offer more students the option to live on campus. With an offering of diverse programs, Lindenwood has given members of the community the option to attend evening classes for working professional or to attend full-service day college for traditional student. Lindenwood has preserved the historic buildings and continues to be an asset to the Belleville community. Congratulations Lindenwood University-Belleville on your achievements. Page 15
AFFILIATE ORGANIZATIONS SCOTT FIELD HERITAGE PARK
Larry Strube, President The Scott Field Heritage Air Park has become a popular destination for visitors interested in viewing aircraft assigned to Scott Air Force Base and the Air Mobility Command. This year, the Air Park was the setting for the presentation of the Abilene Trophy to the 375 AMW. The trophy is awarded annually to the community in Air Mobility Command that is most supportive of its local Air Force Base. The Air Park was a perfect setting for this event since community support was critical to the development of the air park. The committee completed the installation of lighting for the airplanes in the Air Park. This project greatly enhanced the beauty of the Air Park and made it accessible for evening visits. We also submitted an offer of gift to the 375 AMW to expand the Air Park. Once Air Force approval is received, we plan to place a C-21 aircraft in the Air Park. We anticipate that we will receive Air Force approval in 2014. The Air Park is located at the Scott AFB Shiloh Gate and is open to the general public.

SCORE is a resource partner with the U.S. Small Business Administration (SBA), and has been mentoring small business owners for more than forty years. SCORE is a valuable network of 13,000+ volunteers who offer small

business entrepreneurs confidential business counseling services at no charge. SCORE volunteers have the knowledge and experience to help any small business owner get the help they need. Our dedicated volunteers represent over 3,000 years of experience across 62 industries. SCORE also provides local workshops and events throughout the country to connect small business owners with the people and information they need to start, grow, and maintain their businesses, as well as online workshops available 24/7. SCORE provides resources, templates and tools to assist entrepreneurs in developing tools and plans they need to navigate their way to small business success.
Founded in 1964, SCORE is headquartered in Herndon, VA and has 364 chapters throughout the United States and its territories, with over 13,000 volunteers nationwide.

2014 is Belleville’s year to celebrate its 200th Anniversary. We are very excited to extend our personal invitation to you to participate and enjoy all of Belleville’s Bicentennial events throughout this year. Belleville Illinois Tourism goals are to market and promote the Belleville Community to visitors to bring in additional outside revenues for the City of Belleville. Belleville Tourism currently has more than 20 volunteers dedicated to providing city step-on guide and greeting services. The 2013 Holiday Season proved to be a successful one and was exceptional with a marketing campaign initiated by Mayor Mark Eckert to pool efforts from the numerous Belleville organizations which included: featured television and radio segments, holiday brochures and print media news articles and ads.
