COVER STORY belle-scott committee donates 60 baskets to scott air force base dorm residents In April, the Chamber’s Belle-Scott Committee donated 60 baskets full of goodies to the dorm residents at Scott Air Force Base! We are proud to have a great relationship with the base and enjoy doing anything we can to help our airmen and women. If you are interested in helping out too, here is some more information on how! New dorm residents are welcomed face-to-face by the dorm management team. As part of their welcome, they are given a small laundry basket filled with an initial small supply of items. On average per calendar quarter, there are about 50 to 75 new dorm residents. This is across all three dorms – Shiloh, Belleville, Mascoutah. For those that are interested in helping, the dorm team would graciously accept donations of these items: - Small laundry baskets or laundry bags (like the duffle ones that folks use to carry clothes to and from the laundromat) - Inside the basket usually is a roll of toilet paper and paper towels, a bottle of antibacterial hand soap, and a small container of laundry pods/dryer sheets - Non-perishable food items/snacks (like the microwavable mac-n-cheese); individually wrapped for public health and safety *To clarify, it’s 50-75 baskets total per quarter. We unfortunately do not have enough storage or warehouse space to hold large quantities of items. *Each dorm resident is given the newcomer’s packet with information about the local area. If there was a trifold of upcoming events in your community, we could include that in the basket. However, we cannot put sales or business flyers and advertisements in these baskets. If your organization is interested in providing a basket (or baskets) or some items for the baskets either for this quarter, the one sometime later in 2021, the Chamber can help connect you with the dorm team to coordinate the donations, finalize pick up, etc.

CHAMBER NEWS welcome our new belleville main street committee manager Belleville Main Street and the Greater Belleville Chamber of Commerce is pleased to welcome Alex Matthews as the new Main Street Manager. He has hit the ground running and will be working with our Main Street Committee to promote the Downtown District. We have a unique and vibrant downtown and their focus is to showcase it to those who live and work in the area. Alex has worked in attraction/tourism/hospitality marketing in and around Belleville for over 12 years. He previously worked as the Marketing Director for the company that opened the Hofbrauhaus in Belleville. Prior to his experience there he worked in marketing for ILLINOISouth Tourism and the National Shrine of Our Lady of the Snows. Alex is excited for this job because he and his family moved to Belleville a few years ago largely because of the downtown area. They love being within walking distance of all the incredible festivals and events, some of their favorite restaurants and all of the other great businesses here. “I think there’s a really fun and unique energy downtown,” says Alex. “I look forward to promoting that and sharing with new people.” Here are a few fun facts about Alex: He is in a cover band called Pussycat and the Swallowtails with his wife and best friend. He loves to play disc golf (very poorly he adds). He is a Christmas baby. Alex also has two adorable kids - Gloria (6) and Leo (4) - and a rescued Shih Tzu named Bruno. MEMBER UPDATES HSHS Launches COVID-19 Vaccine Scheduling by Phone You can now call 1-844-216-4707 to make an appointment for a COVID vaccine at any HSHS vaccine clinic. “Limited ability to access and use technology is a major barrier to vaccine registration for some individuals. Most notably, our low-income populations – many of whom are frontline essential workers – and our seniors over 70 are at a disadvantage with online scheduling,” said Kim Luz, division director of community outreach for HSHS Illinois. “The HSHS call center makes the registration process more equitable to a diverse demographic in both urban and rural settings. With access to scheduling for HSHS vaccine clinics across the state, our colleagues and volunteers are ready to connect with you live and help you navigate the registration process.” HSHS vaccine clinics are located in Springfield, Decatur, O’Fallon, Edwardsville and Highland, Illinois. To find one near you, visit www.hshs.org/vaccine. If you do not see a vaccine clinic in your area, check with your local county health department for more information on where you can receive the vaccine. You can also consider getting the COVID vaccine in Illinois counties that do not have a residency requirement— see below for some options! Springfield: Our drive-thru care offers vaccines without an appointment on Tuesdays only. Illinois residents who are 16 years and older can just show up and get the vaccine on the spot with proper identification. Monday, Wednesday, Thursday and Friday appointments are required by calling 1-844-216-4707 or by scheduling online. Anyone under the age of 18 must have a guardian present to receive the vaccine. MEMBER UPDATES Changes to Illinois Employers’ Use of Criminal Convictions: What You Need to Know

On March 23, 2021, Illinois Gov. J.B. Pritzker signed into law Senate Bill 1480, the Employee Background Fairness Act. This impacts Illinois employers because it imposes new obligations under the Illinois Human Rights Act (IHRA) on the way they can use criminal convictions to assess employment eligibility for applicants and current employees. The amendments take effect immediately. The IHRA is amended to make it a civil rights violation for an employer, employment agency or labor organization to use a conviction record as a basis to refuse to hire, to segregate or to act with respect to recruitment, hiring, promotion, renewal of employment, selection for training or apprenticeship, discharge, discipline, tenure or terms, privileges or conditions of employment, subject to the exception below. “Conviction record” is defined as “information indicating that a person has been convicted of a felony, misdemeanor, or other criminal offence, placed on probation, fined, imprisoned, or paroled pursuant to any law enforcement or military authority.” An employer is permitted to deny employment or take an adverse action based on a conviction record if there is a substantial relationship between one or more of the previous criminal offenses and the employment sought or held, or the granting or continuation of the employment would involve an unreasonable risk to property or to the safety or welfare of specific individuals or the general public. The IHRA defines “substantial relationship” to mean “a consideration of whether the employment positon offers the opportunity for the same or similar offense to occur and whether the circumstances leading to the conduct for which the person was convicted will recur in position sought or held.” To determine whether a “substantial relationship” exists, the amendments to the IHRA require employers to consider the following factors in evaluating the “substantial relationship” or risk to property or safety factors noted above: (1) the length of time since the conviction; (2) the number of convictions that appear on the conviction record; (3) the nature and severity of the conviction and its relationship to the safety and security of others; (4) the facts or circumstances surrounding the conviction; (5) the age of the employee at the time of the conviction; and (6) evidence of rehabilitation efforts. The amendments to the IHRA require employers to engage in an “interactive assessment” for disqualifying an applicant or employee. Specifically, the IHRA provides that after considering the above factors, if the employer initially believes that the individual’s conviction record disqualifies the person from the position sought or currently held, the employer is required to notify the individual of this preliminary decision in writing. The written notification must contain: (a) notice of the disqualifying conviction or convictions that are the basis for the preliminary decision and the employer’s reasoning for the disqualification; (b) a copy of the conviction history report; if any; and (c) an explanation of the employee’s right to respond to the notice of the employer’s preliminary decision before that decision becomes final. The notice must also inform the employee that the response may include, but is not limited to, submission of evidence challenging the accuracy of the conviction record that is the basis for the disqualification or evidence of mitigation, such as rehabilitation. Before the employer can render a final decision, it must give the individual five business days from the date the employee receives the required written notification to respond. While the amendments do not, however, define or give examples of what “evidence” the employer is required to consider and/or accept, the amendments do provide that the employer “shall consider information submitted by the employee before making a final decision.” If an employer makes a final decision to disqualify or take an adverse action solely or in part because of the individual’s conviction record, the employer is required to notify the individual in writing of the following: (a) notice of the disqualifying conviction or conviction(s) that are the basis for the final decision and the employer’s reasoning of the disqualification; (b) any existing procedure the employer has for the employee to challenge the decision or request reconsideration; and (c) the right to file a charge with the Illinois Department of Human Rights. Notably, an employer who uses a third-party screening company to obtain information about an individual’s credit history, criminal background, references, or other personal information must also follow the procedures set out in the Fair Credit Reporting Act (FCRA). The requirements under FCRA are in addition to what is now required under the IHRA should an employer seek to use an individual’s conviction records as a basis for disqualification. Because the amendments to the IHRA described above go into effect immediately, Illinois employers currently onboarding applicants who may have criminal convictions that could disqualify, or those that learn/know of criminal convictions that the employer may seek to use as a basis to discipline and/or terminate, must quickly familiarize themselves with the new obligations under the IHRA to avoid a charge of discrimination.

MEMBER UPDATES KASKASKIA ENGINEERING GROUP, LLC NAMED A TOP PLACE FOR WOMEN TO WORK IN NEW “WOMEN IN WORKPLACE” REPORT Kaskaskia Engineering Group, LLC (KEG) was recognized by the Women’s Foundation of Greater St. Louis (WFSTL) as a top place for women to work in the fourth annual “Women in the Workplace: Employment Scorecard.” KEG was recognized as one of 21 St. Louis employers demonstrating excellence in four areas of workplace gender equity – leadership, compensation, flexible work policies, and recruitment and retention. “We are honored to be recognized for our dedication to gender equity for women professionals. My team and I make every effort to ensure equality across the board, and we value our relationships with industry partners that do the same,” said Geri E. Boyer, PE, President and Founder of KEG. “We were thrilled to not only see ourselves on the list, but also a few other companies we work with on a regular basis. It’s wonderful to witness other businesses lead by example to level the playing field for talented and qualified women professionals.” The Women in the Workplace Scorecard recognizes 21 small, medium and large companies in the St. Louis region who showed a strong commitment to women in the workplace through measurable outcomes, key policies and best practices, including demonstrating results with women in a minimum of 28 percent of top leadership roles; a minimum of 25 percent of women in the top 10 percent of the most highly compensated employees; a starting wage higher than the Missouri minimum wage; and family-friendly flexible work policies and recruitment and retention programs targeted at advancing women. Unlike most “Best Places to Work” reports that rely on employee opinion surveys, the Women in the Workplace: Employment Scorecard looked at objective criteria and outcomes. Through a blind data review process by a sevenperson panel, the Scorecard evaluates company employment practices and their impact on gender diversity. Designated organizational representatives were asked to answer specific questions based on existing policies, practices or employee data. “The pandemic and resulting recession have truly highlighted the importance of advancing policies and practices that benefit working women and families. Otherwise, we are at risk of eliminating the significant gains women have earned in the workplace over the last decade,” said Keri Koehler, executive director of WFSTL. “Our St. Louis honorees, recognized for their efforts throughout 2020, have demonstrated a strong commitment to women in the workplace, especially during these challenging times.” For access to the full report, visit https://www.wfstl.org/women-in-the-workplace-initiative. MEMBER UPDATES Holland Construction Services Completes Keystone Place at Richland Creek Senior Living Development in O’Fallon, Illinois Holland Construction Services has completed work on the new Keystone Place at Richland Creek Senior Living Development in O’Fallon, Illinois. The $39 million development, located at the northwest corner of Frank Scott Parkway and Fountain Lakes Drive, offers independent living, assisted living, and memory care services in one location. The four-story building has 149 apartments including 64 independent living, 66 assisted living, and 19 memory care, plus one guest suite. The five-acre development also features a memory garden, a courtyard, and a formal entrance lobby facing Fountain Lakes Drive. Timothy Eldredge, President of NASCON Senior, LLC and Co-Founder of Keystone Senior Management Services, Inc. said because Holland was able to complete the project one month ahead of schedule, residents are already moving in and starting to utilize this facility. “This development offers a much-needed, new rental housing option for older adults seeking a safe, secure, maintenancefree, service-rich lifestyle and we’re very excited that it was completed ahead of schedule,” said Eldredge. “We selected Holland for this project because of their proven track-record for reliability and expertise and were very satisfied with the work they did on this project.” The 170,000 square-foot development was constructed adjacent to Parkway Lakeside Apartments, which Holland completed several years ago. MEMBER UPDATES HSHS St. Elizabeth’s Hospital renames open MRI service in O’Fallon HSHS St. Elizabeth’s Hospital announces the renaming of open MRI services at the HSHS St. Elizabeth’s O’Fallon Medical Building, located across the street from the hospital at 1512 N. Green Mount Road in O’Fallon, IL. In early March 2020, St. Elizabeth’s reopened Mid America Imaging Open MRI after acquiring the service. Effective April 1, 2021, the imaging location will be renamed “HSHS St. Elizabeth’s Open MRI” and will become a service under the hospital. Regular hours of operation will be Monday-Friday, 8 a.m.-4:30 p.m. To schedule an appointment, the public can call the hospital’s centralized scheduling number of 618-222-4639. Other services available in the O’Fallon Medical Building include X-ray, CT and mammography, the UrgiCare Center, HSHS Medical Group – O’Fallon Family Medicine, and Dr. Bradley Tissier, OB/GYN office. Amanda Henrichs and Autumn Barnett are the two physical therapists in this clinic and have both received their Doctorate in Physical Therapy. IMPACT Strategies Wraps Up Repairs On St. Clair County Parking Garage IMPACT Strategies recently completed major repair work and aesthetic updates on the St. Clair County Parking Garage in Belleville, IL. The parking garage’s interior and exterior got a facelift--- fresh coats of paint, new traffic markings, and asphalt improvements. The six-story structure’s masonry underwent extensive cleaning and resealing. The over 35-year-old building received a new 2-inch topping slab and traffic coating on the 6th floor. Beyond structural and visual updates, new security improvements were also made, including new security doors and fencing. IMPACT Strategies completed the work in under 5 months and ahead of schedule. The project team included structural engineers from ASDG, LLC, and the architectural team from Farnsworth Group, Inc. This is one of many project IMPACT Strategies has led for St. Clair County-- providing expertise, accountability, and collaborative leadership for the betterment of the community.

What Is Solicitation? Illinois Court Considers Doctor’s Method and Intent in Targeting Patients by Mail

What constitutes “solicitation” in the context of a non-solicitation provision? A recent decision from the U.S. District Court for Central District of Illinois attempted to shed some light on that question. In this case, a dermatologist, with no patients, joined the plaintiff’s dermatology practice. After approximately nine years, the dermatologist left the practice to establish his own dermatology practice. To get patients, the dermatologist sent a bulk mail solicitation to 52,000 individuals, targeted by ZIP code and addressed to “postal customer,” that informed the recipient of his new dermatology practice. After the bulk mailing had been sent, 71 patients from the plaintiff’s dermatology practice requested that their medical records be transferred to the dermatologist’s new practice. The court found that the dermatologist’s bulk mailing was not a solicitation. The court focused on the fact that whether particular client contact constitutes a solicitation depends on the method employed and the intent of the solicitor to target a specific client in need of his or her services. Direct solicitation, as opposed to a general advertisement, suggests a private communication directed at a person or persons, known by the person doing the solicitation to have an immediate or potential need for the services. Conversely, a general advertisement does not constitute solicitation because solicitation implies a personal petition addressed to a particular individual to do a particular thing. In this case, there was no evidence that the dermatologist had his former employer’s patient address list or that the bulk mailing was specifically targeted, as it was sent to “postal customers” within certain ZIP codes. The court recognized that while the bulk mailing may be more targeted than a general newspaper or radio advertisement, it was still not a “personal petition to a particular individual” to sign up with the dermatologist’s new company and it was not a private communication directed at a person or category of persons known by the dermatologist to have an immediate need for his services.

MEMBER UPDATES SWIC Running Start alum gets a jump-start on his career Maryville native Jackson Smith always knew he wanted to pursue engineering as a career. Smith’s ambition and passion for engineering is what helped him achieve a high school diploma and two associate degrees, at the same time, by being a part of the Southwestern Illinois College Running Start program. He graduated from Triad High School, earned an Associate in Science and Associate in Arts from SWIC in 2019 and is now pursuing a Bachelor of Science in mechanical engineering with a minor in mathematics from the University of Evansville. The Running Start program allows highly qualified high school juniors and seniors to earn a high school diploma from their local high school or homeschool, while simultaneously earning a transfer degree from SWIC. “I chose to be a part of the SWIC Running Start program because I knew it would make me stand-out from other individuals and give me an advantage over other students trying to enter the competitive field of engineering,” said Smith. “SWIC laid the foundation for my diverse skill-set in physics, chemistry and math; having learned these tools early on in my career gives me an edge and will enable me to excel further in my career.”
He believes that if you do good work and have a passion to keep growing and learning, you can have a real impact in your field and possibly the world. Smith feels that engineering helps people to understand mathematics and principles behind ideas as simple as linear spring motion and as complex as thermo-fluid dynamics.
He is currently a mechanical engineering student at the University of Evansville in Indiana, a teacher’s assistant for the Engineering Department, a campus dorm lead resident assistant and will soon be starting an internship at BWX Technologies, Inc. Smith is a member of the National Mechanical Engineering Honors Society, Pi Tau Sigma, as well as a member of the National Engineering Honors Society, Tau Beta Pi. He has also been conducting research on thermosiphons and solar powered water heaters for use in third world countries. In his free time, he enjoys playing video games, ultimate frisbee, card games, sand volleyball and watching rocket launches and static fire testing. In the future, Smith hopes to be able to place his “engineering fingerprints” on as many unique places as possible such as the depths of the ocean, top of mountains or even in space. “Knowing I helped design and create something that is on another planet or orbiting the Earth would be a crowning achievement,” Smith said. COVID-19 vaccinations are now available to anyone over 16-years-old who lives or works in Illinois – and the St. Clair County Transit District (SCCTD) is reminding area residents that free public transportation is available to those with a confirmed vaccination appointment. These individuals can take the MetroBus and/or MetroLink to the Belleville Transit Center, where another special complimentary Metro Express Bus provides round-trip service to and from the Belle-Clair Fairgrounds & Expo Center. Seniors and those who qualify for ADA Paratransit Services can get a free on-demand, door-todoor, round-trip ride through the SCCTD Flyer to the fairgrounds, as well as the County Health Department location at 330 West Main Street in Belleville. Free public transportation is available Monday through Saturday, from 8 a.m. to 8 p.m. To be eligible for a free ride, individuals must have a confirmed vaccination appointment scheduled through the St. Clair County Health Department on the day they are utilizing the public transit system. MetroLink Riders MetroLink riders can take the train to the Belleville Transit Center. From there, a special complimentary Metro Express Bus will provide round-trip service to and from the Belle-Clair Fairgrounds & Expo Center. MetroBus Riders MetroBus riders can take one of four, fixed bus routes directly to the Belleville Transit Center. These include 1–Main Street-State Street, 15–Belleville-Shiloh-O’Fallon, 16–St. Clair Square or 17–Carlyle Plaza-17th Street to the Belleville Transit Center. IMPACT Strategies Begins Construction on Inpatient Rehabilitation Facility IMPACT Strategies has been selected by Encompass Health to manage construction of a 40-bed inpatient rehabilitation hospital in Shiloh, IL. With the structure conveniently located adjacent to BJC HealthCare’s Memorial Hospital Shiloh campus on Frank Scott Parkway East, IMPACT broke ground on the $15.5 Million project in January 2021. Under the design guidance of Gresham Smith, the 1 story building will contain 48,000 square feet of acute rehabilitation care. Supplementing acute care services, like those of Memorial Hospital Shiloh, the facility will include 40 private inpatient rooms, a kitchen, dining room, exercise room, pharmacy, therapy gym, dialysis room, and therapy courtyard. Upon completion in December 2021, the rehabilitation hospital will offer physical, occupational, and speech therapies to the Metro East area and surrounding region. Looking to expand and utilize their healthcare construction expertise, this is the first time IMPACT Strategies has worked with Encompass Health. The facility is expected to operate as a joint venture between Encompass Health and BJC HealthCare.

MEMBER UPDATES a message from from Masterworks Chorale and Children’s Chorus We hope you’re staying safe and healthy during these first days of spring. While COVID vaccines are more available, it is obvious they won’t be widespread enough to make performances feasible for the remainder of the 2020-2021 season. Nevertheless, our Board of Directors will soon meet to plan for the upcoming 2021-2022 season, our 48th year performing for the Metro St. Louis region. We look forward to bringing you the best of choral music again in October and hope you’ll join us in our new season.
HSHS St. Elizabeth’s Hospital reopens RN Critical Care Fellowship HSHS St. Elizabeth’s Hospital is re-introducing their RN Critical Care Fellowship program and are currently accepting applications at careers.hshs.org. The program is a great opportunity for Registered Nurses (RNs) with at least one year of acute care experience with a desire to work in a Critical Care Unit (CCU). “The Critical Care Fellowship is an excellent opportunity for those nurses who wish to grow their cardiac knowledge and critical care skills so that they can learn to care for our acute patients in our ICU,” said intensive care unit nurse manager Kacey Frederking, RN. “We are happy to be able to offer this valuable fellowship opportunity.” Participants of the program will work for one year on the Progressive Care Unit at St. Elizabeth’s Hospital to build their skills. After successful completion of the Fellowship Program, they will be eligible to transfer to the intensive care unit. During the year-long program, the RNs will receive special classes, training and orientation to prepare them for serving patients and families with high-quality in this rewarding, patient-focused environment. St. Elizabeth’s Hospital serves as a teaching hospital for the Metro East region providing first-class residency programs and clinical educational opportunities. As a region leader in quality care and as a healing ministry founded on Franciscan traditions, St. Elizabeth’s Hospital offers the right mix of support and clinical expertise to develop high quality medical professionals for the future.
bellecourt banquet center now open and taking reservations Bellecourt Banquet Center is pleased to announce it’s reopening and is currently accepting reservations. Although closed during the last year in accordance with State of Illinois guidelines, Bellecourt has been in business since 1994. Originally opened by Tim and Shari Faltus, Bellecourt hosts groups of 25-300 in two beautiful, historic buildings. Each building is tastefully decorated but neutral enough to blend with any decorating scheme. Pricing is moderate and full bar service is available. Although weddings, wedding receptions and social events are the most prominent types of business at Bellecourt, business, school and government events are welcomed as well. MEMBER UPDATES HSHS St. Elizabeth’s Hospital Encourages Families to Discuss Health Care Decisions Sooner, Rather than Later Each year in mid-April families are encouraged to have the often-difficult conversation with their loved ones about health care decision-making. National Healthcare Decisions Day, April 16, isn’t a day you hear about often, but putting your wishes in writing is one of the most important things you can do. “Decisions around advance directives, living wills and naming a health care power of attorney are so important,” said Spiritual Care Facilitator Rev. Brandan Eddy, MDiv, BCC, CCTP. “Decisions made now can help ensure you get the medical care you want and ease the burden on your family.” National Healthcare Decisions Day was founded in 2008 to encourage families to discuss health care decision-making sooner, rather than later. The day reminds families to make end-of-life health care decisions known. “Many conversations may start with your family and lead to a discussion with your doctor,” Eddy said. “Those beginning steps will ensure your wishes and those of your loved ones are expressed and respected, as well as followed.” Some topics to discuss are: • Naming a power of attorney for health care. • How you want to be cared for (quality of life). • Religious practices or limitations. • Who can access to your medical records. Illinois American Water Celebrates Earth Day by Awarding Over $29,000 in Environmental Grants for Water Source Protection Illinois American Water is awarding eight environmental grants focused on watershed initiatives across the state. The environmental grant recipients will receive a share of funds totaling $29,860 for community projects that improve, restore or protect watersheds.
According to Justin Ladner, Illinois American Water President, including the 2021 commitment more than $276,000 in environmental grants will have been contributed to 82 projects since 2009. He said, “At Illinois American Water Earth Day is every day. We understand how important it is to protect our water resources. Our environmental grant program helps organizations improve our waterways, raise awareness about the importance of conservation and promote community participation. We are pleased to support these worthwhile endeavors.” Projects supported by an environmental grant must be completed by November 30, 2021. Illinois American Water’s 2021 Environmental Grant local recipients and projects are described below. The City of Belleville will receive their grant request in full for $9,865 for the Belleville Heart Garden Phase II project. Funds will be used to purchase permeable paving stones, fruit trees, rain garden plants and groundcover seed. This project will demonstrate urban fruit production and stormwater management. The fresh fruit produced by the trees will be provided to the community. The City of Belleville and Belleville Heart Garden will partner on this project to improve stormwater management and healthy nutrition. HeartLands Conservancy located in Southern Illinois will receive a $3,700 grant for the Watershed Adventures and Discovery Experiences Program (WADE). Funds will be used to purchase outdoor education materials, an outdoor enviroscape model and safety supplies. The project aims to increase awareness about watershed health issues, and engage active stewardship of water resources. The project will provide a curriculum‐based, outdoor experience coupled with community service and environmental science. HeartLands Conservancy is partnering with Madison County, MTN Dew, Alpine shop and local community members. Village of Elsah will receive their grant request in full. A $3,275 grant will be used to create a public space that incorporates wetland restoration, stream preservation and native plantings. The funds will be used to purchase small trees, shrubs and protective supplies. The plantings will help stabilize streambanks to slow erosion, trap debris and soil, and filter pollutants before reaching the stream and river. The Village of Elsah is partnering with Great Rivers Land Trust, Principia College, Illinois Department of Natural Resources and local volunteers.
