Mayor ’s message As another successful year comes to a close, I’m reminded of how lucky I am to be representing you as Mayor once more. It’s not only an honour to be part of Australia’s most diverse municipality, but having grown up in Dandenong I’ve had the privilege of witnessing the transformation of our great city. I hope you’re as excited as I am for 2020. It’s shaping up as a great year for our city and I’d like to give you an insight into my goals on page 3. The December/January edition of the Council News magazine is jam packed with everything you need to know about upcoming events in Greater Dandenong.

My City Tawny Frogmouths are a common sight in our suburban parks. They are often found in pairs, building a precarious nest of loose twigs like this pair who live in Roth Hetherington Reserve in Keysborough. They lay two to three eggs and if you are fortunate enough to spot a family of ‘tawnies’, the young are cute fluffy balls of feathers with large yellow eyes.

Introducing our new Mayor Red Gum Ward Councillor Jim Memeti has been elected Mayor of the City of Greater Dandenong for the fourth time. Cr Memeti brings a wealth of experience to the role having served as a councillor since 2005, and was previously elected Mayor in 2010, 2014 and 2017. Cr Memeti shares a similar background to many of our residents having migrated from Albania to Australia at a young age. With hard work, a healthy ambition and a determined resolve he turned himself into a successful businessman and family man.
Dandenong has been his home for over 40 years and his desire to change the perceptions of our municipality are as strong as they were the day he was first elected.
“I was extremely pleased to open the refurbished Springvale Town Hall in October 2017, so the idea of opening the new Springvale Library building is just such an honour,” he said.
“As Mayor one of my main priorities is to further strengthen the relationships between the councillors. The more connected we are, the better we work together and that benefit rolls onto the community. It’s about generating positive outcomes for the residents which is our key focus,” Cr Memeti said.
One of his proudest achievements was overseeing the opening of the Dandenong Civic Centre, which he was a strong advocate for. Completed in March 2014 it provided the perfect centrepiece for the revitalisation of central Dandenong.
During his third term, Cr Memeti played a role in establishing the Springvale Precinct Project. With this project now due to open in March 2020, Cr Memeti will be graced with the opportunity to bookend a project he’s been passionate about from the start. “The Springvale Community Precinct will be a world-class community facility offering a 2-story, state of the art library featuring new technologies. There’ll be an abundance of community meeting spaces as well as customer service and a vast outdoor green space for activities of all types. I can’t wait,” Cr Memeti said.
Cr Memeti continues to work on the Team 11 project that aims to bring an A-League team to South East Melbourne in conjunction with the City of Casey and Cardinia Shire Council. The proposed licence would be a major achievement for Greater Dandenong and bring significant business opportunities for the city.
Cr Memeti said he looks forward to the challenges ahead, but took the time to acknowledge outgoing Mayor Roz Blades as an ‘asset to the community who will be sadly missed’. He also thanked Cr Youhorn Chea for taking the mantle in the interim. “I’m as confident in the prosperity of our city as I’ve ever been. It’s an exciting time to be living in our diverse community, so let’s buckle down and get to work.”

A tour for the senses on International White Cane Day were provided with information on how to provide good customer service to customers with vision impairments. Council ran the tour in partnership with Vision Australia. If you are interested in doing your own food and cultural tour Council runs regular tours in Dandenong and Springvale, and can tailor a tour to your group’s interests. Council and Vision Australia joined together to celebrate International White Cane Day with a delicious tour of Dandenong. The tour started in Harmony Square and welcomed 40 people, including those who have low vision or blindness alongside carers, family and friends. Participants visited A1 Bakery, Oro Bianco, Young Uncle’s Smallgoods and Maiwand Supermarket and finished at the Dandenong Market, with participants sampling great food along the way, including smoked meats, Lebanese pizza, jam donuts and chai tea. To mark the day, on 15 October, educational videos were played on the Urban Screen in Harmony Square and Greater Dandenong businesses
Councillor Brown Returns A familiar face is returning to Paperbark Ward. Councillor Peter Brown returns to Paperbark Ward following the resignation of Roz Blades AM. He was elected on a countback administered by the Victorian Electoral Commission in November. Councillor Peter Brown was first elected as a councillor with the former City of Springvale in 1987. He ran until 1991,

Swimming pool and spa registration From December 1 Victorian laws changed to require all swimming pools and spas to be registered with Council.
Pool and spa safety
Under the new requirements registration and regular inspection and certification of swimming pools and spas will be mandatory. The new requirements are designed to save young lives, with drowning being the leading cause of unintentional death in children worldwide. It is the responsibility of both the property owner and property occupier to ensure that all pools and spas are correctly fenced and secured according to the Building Regulations. It is necessary to check that the barriers around a pool or spa are sufficient to restrict access by children under the age of five. Brown is highly educated and holds qualifications as an accountant, lawyer and secondary school teacher. He spent 14 years teaching at various secondary schools around Melbourne. He is heavily community minded and looks forward to making a positive difference to the Greater Dandenong community.

Christmas decorations
Council will get into the festive spirit with bright and oversized Christmas decorations adorning locations throughout the city. Some old favourites are back with the giant reindeer and Santa visiting Multicultural Place in Springvale, a 9m tall Christmas tree will be placed in Harmony Square, Dandenong and a 6m tall Christmas tree will be placed in the new public space in Douglas Street, Noble Park. A colourful festive mural is on the steps leading to Harmony Square, trees in the public space have been decked out with present boxes at their bases, and a lifesized nativity scene features in the library window at Dandenong. Roving entertainers will bring some fun to shoppers during the busiest retail time of the year, so watch out for them in Springvale, Dandenong and Noble Park from 19–24 December.

Join returning host Denis Walter for a magical evening of singing and Christmas fun on Friday 13 December, from 7pm-9.30pm. See live performances from the Greater Dandenong Band and local schools, including Dandenong Primary School, Dandenong High School, Silverton Primary School and Noble Park Secondary College. New Year’s Eve in the Square Greater Dandenong’s family-friendly New Year celebration is one of the biggest nights on our city’s calendar. How will you ring in 2020? We hope that you will consider joining us for live entertainment, children’s rides, foods and spectacular fireworks for New Year’s Eve in the Square. More than 10,000 people are expected to attend this years celebration, as the party zone takes over Harmony Square, Halpin Way and Mason Street. Road closures in Thomas and Walker streets will give the crowds plenty of room to move, and will provide for a perfect viewing zone for the fireworks which will end the celebrations at the family-friendly time of 9.25pm. The event will be held in and around Harmony Square, Dandenong, on Tuesday 31 December from 6pm. Free parking will also be available at the Walker Street and Thomas Street multi-deck car parks after 6pm.
Council celebrated the community’s most sustainable businesses and organisations at last month’s Greater Dandenong Sustainability Awards. Hosted by popular weatherman and sustainability advocate Rob Gell, the awards ceremony was a fun event offering sustainability champions the opportunity to network with one another and celebrate the community’s efforts to make Greater Dandenong a more sustainable city. Two awards were handed out on the night, with the first one open to community organisations and individuals, while the second award was open to businesses.
Community Award Silverton Primary School won this category with their Electricity Reduction Plans Project. Grade 5 and 6 students reviewed the school’s energy consumption and set a target to reduce consumption by 5 per cent. In just one year the students reduced the energy consumption by 6.4 per cent, by introducing simple actions such as switching off lights and computers at the wall, switching to LED lights and opting for natural lighting, heating and cooling instead of using air conditioning and heaters.

Cinema in the Square Industry Award This award was won by Dandenong Market retailers S&G Fresh and Taylor Orchards who work with the market and OzHarvest to reduce food going to landfill and donate excess stock to those in need. The businesses donate more than 20 tonnes of food annually, equating to more than 70,000 meals. They support OzHarvest and also give surplus stock to AMES, providing healthy, fresh food for refugees and new migrants. Friday night fun returns to Harmony Square when Cinema in the Square comes back in February. Free movie screenings will be held at 7pm, every Friday from 7 February through to 13 March. A room full of stories Greater Dandenong Libraries are calling all primary school aged children to join the Summer Reading Club (SRC) for lots of reading, fun and games, as well as a chance to win great prizes. This year is the United Nations’ Year of Indigenous Languages, and the SRC will celebrate stories in all forms from all over the world with the theme ‘A room full of stories’. Register online or at the library and complete reading logs to go into the prize draws. There will be other fun competitions to keep children entertained and parents can review their favourite book for a chance to win a prize too.

Libraries Change Lives
The City of Greater Dandenong has been working with other councils and library corporations in an advocacy campaign highlighting the benefits of public libraries. The campaign aims to build community support and attract additional government funding for library services, and does this by encouraging everyday library users to share their stories. Greater Dandenong Libraries are inclusive and engaging, and have a powerful impact on the lives of people in our community. Through a postcard campaign we have been collecting members’ stories.

Australia Day Festival Join family and friends to celebrate Australia Day in the gorgeous green grounds of Dandenong Park. As the most culturally diverse community in Australia Greater Dandenong has many reasons to celebrate what it means to be Australian. With residents coming from 157 different nations, the annual Australia Day Festival is an opportunity to celebrate our diversity. This free, family-friendly festival will be jam-packed with entertainment including multicultural performances, roving entertainment, circus and magic acts, community and market stalls, exciting rides ($2–6) and free family activities.

Reading Buddies with Willow There’s a new four legged addition coming to Greater Dandenong Libraries. Willow, a registered therapy dog from Patient Paws has been invited to join the library staff and volunteers to assist with the Reading Buddies once a month.
Patient Paws use highly trained dogs and qualified professionals. Animal Assisted Intervention aims to assist children who are learning to read by providing a comfortable, relaxed and enjoyable environment free of judgement. It encourages local primary school children to engage in and enjoy the reading experience. The concept of animal assisted therapy has become very popular as it has been shown to promote a positive, comfortable and trusting working relationship between tutor and child.
Reading Buddies and Homework Help sessions take place on Tuesday afternoons at Springvale Library and Wednesday afternoons at Dandenong Library. The sessions are by referral only. Please contact Greater Dandenong Libraries on 1300 630 920 for more information.

The City of Greater Dandenong is building a new art gallery right in the heart of Dandenong.
“The new Greater Dandenong Gallery of Art will be accessible to all,” Mr Fidler said.
The Greater Dandenong Gallery of Art will be built on the site of the former Masonic Hall in Mason Street in Dandenong.
“It will be a source of inspiration for the Greater Dandenong community and will feature original and co-curated programming.
The Masonic Hall is a significant heritage structure in central Dandenong and a much-loved community building. This project will see the existing building undergo a major refurbishment and extension.
Mr Fidler said the new gallery would enhance the already vibrant and diverse arts offering in the city.
Greater Dandenong Council’s Community Services Director Martin Fidler said the new building would showcase both local and touring exhibitions and artists, as well as providing a space for creative community events.
New Hub for Keysborough South Greater Dandenong Council is excited to announce the corner of Chapel Road and Villiers Road in Tatterson Park as the selected location for the new Keysborough South Community Hub. The decision follows extensive planning and consultation over a number of years.
“The City of Greater Dandenong has a long and proud history in the visual arts space.” “The new gallery will host a dynamic exhibition program that speaks to diverse audiences, both locally and in the wider regions.” Construction is planned to commence in mid 2020. The works are expected to take 18 months to complete.
The new community hub will incorporate a variety of community services and multi-purpose facilities and spaces. This will include community meeting rooms, kindergarten rooms, child care rooms, maternal and child health consulting suites, community lounge and outdoor community play spaces. Construction is planned to commence in early 2021.

Volunteers help protect waterways
When you need police, but not the sirens A phone line set up to relieve pressure for emergency service responders received more than 60,000 phone calls in the month after it was established. The Police Assistance Line was set up for people to report nonurgent police matters without having to phone 000 or a police station directly.
The City of Greater Dandenong has joined with six other councils to protect Port Phillip Bay from litter. In a Victorian-first, the councils have joined forces to introduce a project monitoring storm water drains which feed into local waterways that lead to the bay. The Let’s Strain the Drain project is funded by the State Government and will be delivered by the Tangaroa Blue Foundation, Cleanwater Group and Sustainability Victoria, with support from the cities of Wyndham, Hobsons Bay, Moreland, Kingston, Maribyrnong and Greater Dandenong.
Community Aid This time of year can be particularly stressful for families who are doing it tough, but there is help at hand. With the stress of the festive season followed by the return to school, finances can be strained, and many families who want to spoil their children find that money just doesn’t stretch far enough. The Greater Dandenong Community Aid Consortium agencies are working together to ensure that children do not go without presents this Christmas, and are looking for donations. They want educational toys, books and sporting equipment, as well as wrapping paper and gift bags.

So far 120 drain traps have been installed across the project region. Litter from the traps will be audited from now until May 2020, and data collected will provide valuable insight into the pollutants flowing into our waterways. Police Assistance Line Inspector Steve Towers said sometimes people phoned the emergency number with minor issues, but worse still were the people who chose not to phone police at all. “Some people didn’t call at all out of concern that they would be hassling police with minor matters,” Insp Towers said.
“With the Police Assistance Line you can feel confident to contact us directly for these non-urgent situations and we’ll be happy to help.” Launched on 1 July 2019, the 24-hour phone line takes reports and gives advice on issues such as property damage, theft and lost or located property. Callers can also make general police enquiries and seek advice on neighbourhood disputes of a non-urgent nature. An online reporting service is also part of the initiative. Greater Dandenong Youth and Family Services are back with the 2020 January Street Style Soccer Tournament, open to young people aged 12–25 who live, study, work or have a significant connection to the City of Greater Dandenong. The tournament will be held on Friday 17 January, from 9am-5pm, at Mills Reserve, Dandenong. Registration is essential. Players can register as an individual or a team of 5–7 players in one of four divisions – under 14 male, under 16 male, under 25 female and under 25 male. Spirit of Enterprise
9 by 5 A project celebrating the history of migration in Greater Dandenong is being shared with the world.
A jury of international judges recognised the importance of the Spirit of Enterprise Project. It was named a winner at the United Cities and Local Government (UCLG) Awards in Mexico City and recently a report published in multiple languages shared the project with a worldwide audience.
The Spirit of Enterprise Project started in 2008 as a volunteer history project celebrating the Enterprise Migrant Hostel in Springvale. It has since grown to include a trail of significant sites which acknowledge the important contribution Springvale made to the settlement of migrants and refugees. On the back of the award, representatives from UCLG held their first Australian workshop in Greater Dandenong, where they discussed how culture contributes to sustainable cities. Greater Dandenong came together to celebrate Australia Day at Dandenong Park. Ten individuals were recognised for their services to the community via the Greater Dandenong Australia Day Awards, including Citizen of the Year Wicki Vikramasingham and Young Leader of the Year Prachi Rane.
Council celebrated the volunteers who help keep our community running during National Volunteer Week. Council has more than 200 volunteers working across 15 different programs and could not run many services without their support.

The She art exhibition returned to Walker Street Gallery and Arts Centre for the 21st year. Staged to coincide with International Women’s Day She featured emerging female artists embarking on careers after study.
A Re-use and Recycle Drop-off Day was held at Greaves Reserve in Dandenong, giving residents another way to reduce waste going to landfill. The free event collected unwanted electrical and household goods and gave good quality items to charity while recycling as much as possible.

About 40,000 people celebrated winter at the seventh annual Springvale Snow Fest. The event was recognised as the Best Community Event at the Australian Event Awards for bringing the snowfields to the suburbs.
October Short Cuts Film Festival brought a world of entertainment to the big screen at Drum Theatre. The popular festival celebrated its fourth year in front of a sell-out audience.
November August Cultural Threads returned to Greater Dandenong for the third time. The program of exhibitions and workshops encouraged participants to use textiles as a way to connect with one another, trade skills and share stories.
Hundreds of people hit the pavement in support of Council’s annual Walk Against Family Violence. Sonya Kilkenny MP joined author and domestic violence survivor Susan Berg in addressing the crowd which gathered in Harmony Square after the walk.

Safety in the splash zone
As summer hits Greater Dandenong many residents head to public pools and waterways to keep cool. Not all members of the Greater Dandenong community have had the opportunity to develop swimming and water safety skills, but it is never too late to develop these important life skills.
Our city is home to two public pools, Dandenong Oasis and Noble Park Aquatic Centre (NPAC), which offer a range of swimming programs for people of all ages. Nationally accredited swim teachers provide regular feedback on students’ progress, and as an added benefit students have full access to pools and water play areas outside of lesson times. Even if you are not taking lessons, a visit to the public pool can help increase confidence while swimming in an environment supervised by lifeguards. A subsidised VICSWIM Summer Kidz Program will run at both local pools, offering five 30-minute lessons over one week for just $30. The program offers lessons in swimming basics and water safety instruction for children aged four years and above. Enrolments are now open for the January program. Keep on Recycling! It’s business as usual at the City of Greater Dandenong when it comes to recycling. The recent announcement that recycle provider SKM has ceased collecting recyclable household goods has not affected the City of Greater Dandenong. Currently all of Council’s recyclables are processed by Polytrade. All your waste including paper, glass, plastics and other recyclables collected from Greater Dandenong are continuing to be recycled. It’s important that we all remain mindful of the environment when discarding our waste. Simple measures such as placing glass jars, plastic bottles, cans, containers and loose cardboard into your recycle bins minimises the amount of waste that gets sent to landfill. Council supplies residents with a yellow lid recycle bin, which is collected fortnightly, so be mindful of placing objects in the correct bin. Residents are reminded to place their bins on the nature strip the night before their collection is due to avoid being missed by the waste truck.

St Paul’s Spectacular The City of Greater Dandenong Band recently performed with the Australian Welsh Male Choir at St Paul’s Cathedral in Melbourne. This follows a number of high profiled performances including the State Remembrance Service of the Victorian RSL. The City of Greater Dandenong Band is one of Melbourne’s premier brass bands. The current Dandenong Band was formed in 1957 and has a long and established history of celebrating music and the arts in Greater Dandenong and the surrounding areas. …bringing the community together
A community grant will support the continuing transformation of formerly vacant site in central Dandenong. The Dandenong Urban Garden, on the corner of Halpin Way and Thomas Street, Dandenong, will continue to change lives thanks to a $15,000 grant from resource and water management company Suez.
The garden has been constructed by TRY Australia through their TRY Build program. TRY Australia General Manager – Manufacturing and Enterprises, Bradley Fronhert said the garden would empower the Dandenong community and provide opportunities for disadvantaged people.
“Students will benefit through hands-on building and construction experience in creating furniture, garden beds and converting shipping containers into teaching hubs and storage, with the broader benefits enjoyed by the local community,” Mr Fronhert said. Suez State General Manager Victoria Nathaniel Bryant recently visited the site to see how it was progressing.
“The garden has the potential to be a vibrant community hub, with a whole range of sustainability, gardening, cooking and social opportunities for people of all ages and backgrounds,” Mr Bryant said. “It is wonderful to see the integration of smart and sustainable water and waste management techniques on site, and the focus on bringing the community together to learn and grow.”

Masters’ international success Players from the Greater Dandenong Warriors Hockey Club are showing that you are never too old to achieve great things on the sporting pitch. Sixteen past and present Warriors returned from a master’s hockey tour to England earlier in the year, where they were hosted by one of the United Kingdom’s biggest hockey clubs, Eastcote HC in Middlesex. The team came home with the silverware after winning the Triangular Hockey Tournament against Eastcote and Surrey’s Wallington Hockey Club.
The players range in age from 50 to 80 years, and show that age is no barrier to physical activity. Their attitude to sport ties in perfectly with Council’s Make Your Move campaign, which encourages people from all walks of life to get active.
The City of Greater Dandenong would like to congratulate Peter on this fantastic achievement. Peter has dedicated much of his life to giving back to the local community. He is well known for his charity work and for funding the Australian Arab Multicultural Association – a non-political and non-religious group known for advocating for migrants and helping them settle successfully in Australia.
Family and friends travelled with the team to cheer them on, but this is not the first time the Warriors have taken their skills on the road. The master’s team has previously toured to Singapore, New Zealand and Sri Lanka.
