Mayor ’s message Welcome to the June edition of Greater Dandenong Council News. While a lot has changed over the past few months, some things stay the same. Council still places the safety, health and wellbeing of the community at the centre of its operations. In this issue of the magazine you will read about how we continue to support our community despite the ongoing COVID-19 health crisis.

I personally would like to challenge our community to Find the Kind. On page 3 you can read about how Council is encouraging every member of our community to Find the Kind in Greater Dandenong, whether it is kindness to each other, to local businesses or to yourself. Council has introduced some changes to how we deliver services so we can keep our community connected during times of social distancing and isolation. Turn to page 7 to read about two arts programs nurturing creativity. While physical health is always important, so too is mental health. On page 8 you will find a range of tips and contact number for support agencies to help you look after yourself. I have lived in Greater Dandenong almost my whole life, and I know this community to be strong, resilient and resourceful, and I believe that together we can get through these challenging times.

Rebates and Grants The City of Greater Dandenong, as well as the Federal and State governments, are providing a number of rebates and grants to support individuals and businesses throughout the COVID-19 pandemic. ► Ratepayer

rebate for Job Seeker Allowance recipients Council understands the stress that many members of the community are experiencing right now. Council has therefore placed a hold on all penalty interest charged to rates until at least 30 June 2020. For those residents receiving the new Job Seeker allowance, Council will be providing relief in the way of a $200 waiver of your rates.

rebate for pensioners All pensioners who are eligible to receive the current State Government Pension Rate Rebate received an automatic rebate of $100 off their fourth rate instalment. ► Parking

permits for Council-owned multideck car parks Permit holders whose permits expired on 31 March were offered to put their renewals on hold (without paying up front) until 30 June 2020. Permit holders who have a current permit can put their permit on hold until 30 June 2020 for a fee of $20. The days left on their permit will be rolled over. Government Utility Relief Grant Scheme Low-income residents who are struggling to pay overdue energy or water bills may be able to access this relief grant. The grant provides help to pay mains electricity, gas or water bills that are overdue due to a temporary financial crisis. The amount of the grant depends on your personal circumstance. For more information contact your electricity, gas or water supplier or the Concessions Information Line on 1800 658 521.

Greater Dandenong Council would like to share a message of harmony and kindness across our community. The whole world has been affected by the COVID-19 health crisis, and our residents and businesses are no exception. During these trying times we encourage people to look after themselves and one another, and call on our community to practice more kindness in their day. Whether it is checking in on a neighbour, phoning someone who is isolated or supporting a local business in any way you can, no act is too small. Council staff have been working with 10 local agencies to deliver material aid to our most vulnerable residents, and we are using the Springvale City Hall as a coordination hub for

collections. Meals were also delivered to homeless people, the unemployed, at risk youth, people seeking asylum, women and youth refugees, and people living with disabilities as part of Council’s partnership with STREAT. We are incredibly proud of the way our community has pulled together to support one another and we encourage everyone to Find the Kind in their everyday life. If you have an

It is important to separate work time from home time, otherwise it can feel like you are working very long hours. Set your work hours and turn off your email and work phone outside of those hours. Having a designated workspace also helps. And if you are part of a team at work then make sure you stay in touch with them, as you are all facing the same challenges and can support one another.

The physical and mental health and wellbeing of our residents is a priority for Council, and now this is more important than ever. Although gyms and other public exercise facilities are closed, there are ways to get active at home. You can walk or run around your neighbourhood, or use online exercise videos in your lounge room. One of my activities has been yoga in the backyard with my children Claudia and John (pictured). Council is continuing to support residents during the COVID-19 pandemic. â–ş Paperbark Ward waste collection and infrastructure maintenance, and all building, environmental health and planning compliance services are running as normal. Most other services have continued to operate with some modifications including our Maternal and Child Health nurses, who have switched to phone appointments, and library services which are promoting digital resources to members.

I am sure many in the community will agree that the past few months have been challenging, but it is heartening to see our community work together to support one another. Council has been working hard to continue to deliver essential services including immunisations, kerbside

â–ş Lightwood Ward While some parts of the world have slowed down to combat the spread of the Coronavirus, work still continues for many local businesses and especially for Council. I encourage the Greater Dandenong community to continue supporting local businesses, many of whom have adapted their operations to suit the changed environment. Council is working to support local businesses and this month our libraries have teamed with Small Business Victoria to run a series of online workshops to help support small business start ups. Tradesmen in particular have been dealing with a very different working environment, but have continued to work on the much anticipated Springvale Community Hub. While the official opening date is yet to be confirmed, at the time of publication the project was nearing completion. I am proud to see this project coming together and l look forward to seeing

Beyond this pandemic life will go on and Council is working hard to deliver projects that will offer value to our community. One project that has been taking shape over the past few years is the implementation of the Ross Reserve Master Plan. Two major parts of this plan are the construction of the new pavilion and the All Abilities Playground. The pavilion will replace two existing pavilions that were used by soccer, cricket and Aussie rules football clubs that call the reserve home. The new facility will have more change rooms

dedicated for female players and will include a large social space with kitchen, a time-keeper’s room, storage facilities and public toilets. Work is expected to commence later this year and will be completed at the end of 2021. Work is also due to start soon on the All Abilities Playground. Council has engaged in an extensive public consultation process to help create a fun and engaging environment for people of all ages and abilities. Work is due to start on the playground this year and I look forward to it becoming a popular place to visit when life returns to a more social state. Cr Youhorn Chea residents enjoy using this new community hub for many years to come. While closed to social gatherings of any kind, Springvale City Hall has been put to good use during these challenging times. Council has been using the hall to coordinate a material aid response for families doing it tough across the south east region. From mid-April Council has been distributing several tonnes of food each week to local agencies for sharing with vulnerable community members. It has been heartening to see the generosity of businesses (both big and small) to provide fresh fruit and vegetables, nonperishable staples and hygiene material for distribution. Council has also facilitated meal delivery thanks to a donation by STREAT through the Department of Health and Human Services to communities in Casey, Cardinia and Greater Dandenong.

Hemmings Street upgrades

Level Crossing removal at Greens Road

The State Government has begun works to remove the Greens Road level crossing by building a rail bridge over the road. A fenced-off work site has been set up near the site of the crossing and vegetation removal works have begun. There will be some intermittent night and weekend road closures to accommodate the works. Surrounding businesses will be kept up to date on the works. Cr Matthew Kirwan in Hemmings Street.

Following a period of community consultation, construction works to upgrade Hemmings Street in Dandenong West, between Jones Road and Purdy Avenue are progressing. The works include: ► New

asphalt footpaths along the northern side of the street

► Installation

of a raised section of road at the intersection with Wilma Avenue, to improve safety at the pedestrian crossing

► Provision

for safer pedestrian crossing and movement around the shopping centre

► Realignment

of the kerb.

During construction there has been and will continue to be some disruption to the precinct. This will include reduced speed limits and traffic flow on Hemmings Street in the affected area, as well as reduced footpath access and parking restrictions. Council is working with

individual businesses to provide advice on when works will affect their operation.

Future stages of the work will include new street furniture and plantings, relocation of the toilet block and installation of a new pocket park.

Changes for Council Elections

Visitors to the shopping strip were also surveyed earlier this year about including public art in the area. A majority of the respondents said they would like to see art integrated with gardens, and they would also like to see local people engage with a professional artist to help deliver the work.

The introduction of the new Local Government Act 2020 has seen changes to the ward boundaries in the City of Greater Dandenong.

Council has engaged artist and illustrator Beci Orpin who has started working with students from Dandenong West Primary School on creative ideas for an art piece to be installed later this year. Visit greaterdandenong.com for more information.

For the next general Council elections, due to be held in October 2020, Greater Dandenong will change to single-member wards. Council is yet to be advised of the ward boundaries by the Minister for Local Government, but will share those details with residents when they become available. Remote Artist in Residency Program Since the start of the COVID-19 pandemic we have seen the arts and culture sector experience enormous change. With the cancellation of public gatherings, performances and exhibitions many artists have struggled to keep up their practice. In response to this Greater Dandenong Council launched a Remote Artist in Residency Program allowing artists to develop their artistic practice from their home or designated studio space. Council selected artists Bianca Gannon, Luciano Hudson and Julia Higgs to take part in the new program. Throughout their residency the artists established regular remote connection with fellow artists, which gave them the opportunity to continue to create, connect and share in a time of social distancing and isolation. Artists working across all mediums were invited to apply for the program and Council received an overwhelming response that saw applications from artists working across a variety of disciplines.

The artists were encouraged to produce digital content and their residencies will conclude with an exhibition of their work this month. Visit greaterdandenong. com/arts to find out more about the Remote Artist in Residency Program and to view a digital exhibition of the program’s artists.

HOME artist Hu

HOME

Now in its sixth year, HOME Exhibition showcases emerging and established artists who are seeking asylum or have a refugee background. Presented annually by the City of Greater Dandenong this year’s program includes six artists from across Australia. With the support of IKEA Springvale artists also received financial support to help with the preparation of their work. In addition to the exhibition each artist has participated in professional development and networking opportunities designed to help them explore the arts community in Australia and their place within it. The exhibition is set to open on 9 July, with Council adapting traditional exhibition formats to respond to current social distancing guidelines. Artworks will be presented via virtual exhibition content and online programming including events and workshops. An accompanying book will also be released. Elham Eshraghian, WA Elham Eshraghian is a Baha’I video artist. Her work uncovers her family’s experience of displacement during the Iranian Revolution and their experience adjusting to life in Australia.

Humaira Fayazi, VIC Humaira Fayazi arrived in Australia in 2018 as a refugee from Afghanistan. While in Kabul she ran a small art gallery and undertook her own artistic practice. She works across various media with a focus on ceramic works and installation art. Mastaneh Azarnia, VIC (Immigration Detention Centre) Mastaneh Azarnia is a Kurdish Iranian refugee who fled her country in 2013. After seven years Mastaneh has recently transferred to Melbourne Immigration Transit Accommodation where she is currently living. Mastaneh is a painter who has been making art her whole life. Her recent work focuses on her experience in Nauru. Mirela Cufurovic, NSW Mirela Cufurovic is a Bosnian-Australian emerging self-taught watercolour artist. After arriving in Australia as a refugee with her parents, Mirela turned to art as a means of self-expression. Saidin Salkic, VIC Saidin Salkic (Mido) was born in Bosnia and lives in Melbourne. Mido is a painter as well as a filmmaker and musician.

Supporting our most vulnerable residents

Health and Wellbeing support Council prioritises the health and wellbeing of residents, and is working to support everyone through the COVID-19 pandemic. The ongoing health crisis has been stressful for many people. Fear and anxiety about a disease can cause strong emotions in adults and children. Finding ways to cope with stress and manage anxiety in these times of uncertainty will make you, the people you care about and your community stronger.

If you need support there are a number of services available. During the COVID-19 pandemic, Council has worked hard to ensure our most vulnerable and high risk residents are looked after. Essential services for older residents and those with disabilities continue to be delivered but with some modifications. Community Care staff continue to work with existing clients and the community to offer alternative ways of providing services in order to ensure people get the support they need. Early in the health crisis the Federal Government recommended any resident aged over 70 and any resident aged over 60 who is immune compromised should self-isolate at home.

Many of these residents became eligible to access a range of in-home support services under the Commonwealth Home Support Program and Community Care Program. Council has been working to identify these residents and support their needs. Residents should contact My Aged Care on 1800 200 422 to discuss their needs. Residents who are living with a disability and are under the age of 65 should contact Council’s Assessment Team on 8571 5503.

Waste collection continues Throughout the COVID-19 pandemic Council has continued to run kerbside waste services and hard waste collections.

Residents are doing a great job in helping keep these services running smoothly and we encourage you all to keep separating recyclables and putting the right thing in your kerbside bins. ‌fun family activities to get everyone involved

Due to social distancing and other restrictions we have had to cancel the Re-use and Recycle Drop Off Day that was planned for Saturday 27 June. This event has been running successfully for several years and Council will reschedule this event when restrictions are lifted. We will inform residents when we have a new date.

Reduce waste at home Having more time at home can give us some wonderful opportunities to help reduce waste, there’s even some fun family activities to get everyone involved. You could use this time to build your own worm farm or compost bin. This is an excellent home schooling activity to teach your children about turning leftover kitchen scraps into a nutrient rich compost, ready for the garden. Get crafty by turning recyclable materials, such as bottles, cans, paper, cardboard and egg cartons, into school projects and works of

art. For toddlers and preschoolers these items can also make for great imaginative play. Finally, why not get the children involved with planning for meals and grocery shopping. Create a shopping list together and then get the children to help with cooking and even creating delicious recipes for the leftovers. Car donation Council continues to work with local police to make a difference in the Greater Dandenong community. Over the past 10 years Council has provided three vehicles that have reached the end of their service life with Council to local Victoria Police stations. This year a fourth vehicle was added to the arrangement. The vehicles are used for various services, by police stations across Greater Dandenong..

Support for those experiencing family violence

Mayor Jim Memeti said the arrangement demonstrates the strong relationship Council has built with Victoria Police. “Normally when a vehicle reaches the end of its service life with Council it gets sent to auction for disposal,” Mayor Memeti said.

“Under this arrangement we send the vehicle to Victoria Police instead and it serves another function for the community.”

Virtual storytime

For some people, home is not the safest place. Self-isolation and increased stress during the COVID-19 pandemic will affect all people differently. For some this time may mean an increased risk of family violence incidents. Family violence occurs when one person in a relationship hurts another or makes them feel unsafe. It is not limited to physical abuse, and can occur in any type of relationship, including among partners or between parents and children. If you are in danger during the COVID-19 period of isolation you are allowed to leave your home if you feel unsafe and need to seek help. Greater Dandenong Council says no to family violence, and supports our community to break the cycle. Celebrating volunteers Last month Council marked National Volunteer Week and while celebrations looked different to previous year’s it was important to us to recognise our generous volunteers. Although Council’s volunteering activities needed to be suspended during the current health crisis we would like to acknowledge the tremendous work our Council volunteers do for this community. The theme for this year’s celebrations was Changing Communities – Changing Lives, and our volunteers certainly do that. Council has a team of more than 200 volunteers aged from 16 to 90 years, who contribute over 13,000 hours of service each year. Many programs and services could not run without the help of our volunteers and we look forward to welcoming them back when restrictions are completely lifted. In the meantime many volunteers working across Australia are unable to perform their regular roles and we would like to remind them that staying home is supporting the health of everybody and is an important role in the fight against COVID-19.

Although public planting activities have been put on hold, Council’s Parks Team is working hard to green our city.

When restrictions are lifted volunteers will be needed more than ever and we encourage everyone to think about ways they can help in their community.

Staff redeployed from other areas of Council have joined the Parks Team to support Council’s biggest indigenous planting program ever. About 60,000 plants will be used in 2020, three times the usual amount. Residents are encouraged to support Council’s efforts to green Greater Dandenong and grow biodiversity in our city. Biodiversity is the variety of all living things including plants, animals and micro organisms, and the ecosystems they form. By planting natives in your backyard and neighbourhood, we can all play a part in growing biodiversity in Greater

Dandenong. The Growing Biodiversity booklet available on Council’s website covers all you need to know about what to plant, where to plant it and how to plant it. Visit greaterdandenong.com/ natureandwildlife to download a copy.
