Mayor ’s message What a year 2016 has been. The recent Council elections have delivered some new faces to Council, and if you turn to page 5 you can meet all your representatives voted in at the October elections. Firstly I would like to take this opportunity to introduce myself as your new Mayor. I look forward to leading the City of Greater Dandenong into 2017. You can read more about me, and my intentions for the next 12 months on page 3. Welcome to the bumper December/January edition of The City magazine. This edition we explore the festive cheer that is spreading across the city, including some fun, family events happening in Harmony Square. Turn to pages 6 and 7 for more details. In other news our wonderful Australia Day celebrations are coming up. Turn to page 9 to read more about the Australia Day Festival, including our prestigious Australia Day Awards. Feeling inspired over summer? Why not enter our Short Cuts Film Festival, which is making a return after the success of our inaugural event in 2016, see page 16 for details. Meet our new Mayor Red Gum Ward Councillor Jim Memeti has been elected Mayor of the City of Greater Dandenong for the third time. Cr Memeti has served as a councillor since 2005, and was previously elected Mayor in 2010 and 2014. Like many residents of Greater Dandenong, Cr Memeti migrated to Australia as a child, and has called it home for more than four decades. “As the newly elected Mayor I promise to lead this Council with sincerity and passion, and I will ensure the councillors will work together to achieve the best for our community,” Cr Memeti said.

“I am a passionate advocate for this city. I am intensely proud of our diversity and our sense of community, and I promise you all that I will continue to work to make Greater Dandenong an even better place to live work and study.” During his last Mayoral term Cr Memeti said one of his proudest achievements was overseeing the opening of the new civic centre, which has provided a centrepiece for the revitalisation of central Dandenong. Over the next 12 months, he will oversee a number of projects to help revitalise Springvale, including the refurbishment of the Springvale Town Hall, the laneways project and the new Tatterson Park Pavilion.

“I am very excited to see the transformation of Springvale over the next 12 months and into the future,” he said. Cr Memeti said collaboration was the key to success at Council, and he looked forward to working with the CEO John Bennie, executive team, and fellow councillors during his term as Mayor. “I would like to acknowledge my predecessor, Cr Heang Tak, who led us through the past 12 months,” Cr Memeti said. “The challenges facing local government are ongoing but I believe our great city is looking to a prosperous future and by working together we will achieve great outcomes for all our residents.”

There are two new faces among the Greater Dandenong Council elected on 22 October. Contact details for each councillor are available on page 2 of The City each month. For a more detailed profile of your councillors go to greaterdandenong.com

Cr Chea believes it is important for Council to maintain a strong focus on facilities for young people, job creation, increased community safety and providing assistance and support for low-income earners and the elderly.

Cr Blades has always been an active participant in community programs and her greatest passion is people. Cr Blades is the longest serving councillor in the City of Greater Dandenong.

Cr Kirwan’s priorities include better planning including supporting residents against overdevelopment; improving Council services and infrastructure for families, the aged and the disabled; improving neighbourhood appearance; expanding open space; community safety and road safety; environment and sustainability; community development; better consultation with residents and enhanced opportunities for civic participation; gambling reform and asylum seekers and refugees.

Cr O’Reilly is keen to promote a sense of community pride, and wants to support projects that will further develop Greater Dandenong as a city which is a vibrant, connected and caring place for people to live and work.

Cr Tim Dark This is Cr Dark’s first term as a councillor. He grew up in Keysborough, is a volunteer firefighter for the Keysborough Fire Brigade and a member of Rotary. Protecting our community and its safety is his priority. Cr Angela Long Term as a councillor: 1997–2005, 2008– present. Mayoral terms: 2000–01, 2012–13 Cr Long is committed to developing the city’s future and addressing resident’s needs, including the upgrade of Council facilities, she also wants to increase positive perceptions of safety within the city and lobby for government funds for community services.

Cr Loi Truong Term as a councillor: 2008–present One of Cr Truong’s goals is to assist migrants to integrate into the community. He also works hard to raise the profile of the many issues that face less privileged members of the community, such as the elderly and youth at risk.

Cr Heang Tak Term as a councillor: 2012–present. Mayoral term: 2015–2016 Cr Tak’s priorities as a councillor include low rates, aged care for migrant seniors, improving child care, library services, community safety and protecting open spaces.

Cr Jim Memeti – Mayor Term as a councillor: 2005–present. Mayoral terms: 2009–10, 2013–14 Cr Memeti is serving his third term as Mayor, and is a strong advocate of diversity and inclusion and believes it is important to work together with fellow councillors to achieve the best results for Greater Dandenong.

Carols in Harmony The 68th annual Carols by Candlelight will be held in Harmony Square again this year.

Join with your loved ones for a beautiful twilight celebration of the Christmas Spirit. The Greater Dandenong Band will provide the musical backdrop for the traditional carols performance, which is organised by the Dandenong Chamber of Commerce. Warm up your singing voices, and grab a rug, a candle and a twilight picnic to ease into the Christmas season with good company, on Friday 16 December from 6.30pm.

The festive season is a great time to take stock of all that has happened over the past year.

For many Greater Dandenong residents it is a time to take a break, celebrate Christmas with family and friends, and welcome in the new year.

Enjoy free movies in Harmony Square every Friday night between 3 February and 17 March. Sunset Cinema will showcase popular releases and family favourites on the Urban Screen from 7pm. Deckchairs will be available for early birds, otherwise visitors are encouraged to bring their own seats, blankets and a picnic. Ice cream and popcorn will be available from a visiting food van. New Year’s Eve in the Square Farewell 2016 with family and friends at Council’s New Year’s Eve celebrations in Harmony Square.

Christmas cheer

Council will again get into the festive spirit with Christmas decorations adorning locations across Dandenong, Noble Park and Springvale.

This year we have added a new feature installation at the corner of Lonsdale and Clow streets, Dandenong on the awning of O’Brien Real Estate. This location is a key entrance to central Dandenong and will share the Christmas spirit around the clock with an illuminated night display.

Some old favourites will be back, with the giant Reindeer returning to Harmony Square and decorated trees popping up in our activity centres.

So watch out for our highly entertaining and engaging characters in the lead up to the busiest retail time of the year. If you love social media, then be sure to share a selfie with some of our Christmas decorations or entertainers in the background for your chance to win a Dandenong Market voucher to help shop for your Christmas feast. There are two ways to share your photos:

More than 8500 locals are expected to come together in one of the biggest nights of the year, to celebrate the beginning of 2017. The free family friendly event will feature live entertainment, roving performers, family activities, rides (from $2–$6), food and market stalls and a spectacular firework finale. The event will be held in Harmony Square, Dandenong, from 6pm–9.30pm, on Saturday 31 December. Fireworks will light up the night sky at 9.25pm. Free parking is available at the Walker Street and Thomas Street multi-deck car parks after 6pm.

The photos with the most likes will win a $100 Dandenong Market voucher. Entries will close at 12pm on December 16 and winners will be notified via social media.

The large Christmas trees will again be installed in public spaces alongside numerous smaller elements including decorations in flower crates. The very popular festive mural on the steps leading to Harmony Square and colourful tree guards and light poles will be a feature throughout the city. Adding to the festive spirit, there will also be free roving entertainment at the three activity centres starting Tuesday 20 December to Friday 23 December.

◷ Briefs Activity Centre Profiles Council has created a series of Activity Centre Profiles that provide an overview of Greater Dandenong’s three activity centres – Dandenong, Springvale and Noble Park – in a concise and user friendly format. The easy-toread documents outline the unique characteristics of each centre and serve as a source on information for business, investors, developers, real estate agents, Council, government and non-government organisations, new or relocating residents, students and other members of the general public. New bus route Abbott’s Road is now being serviced by a brand new bus service running through the heart of the Dandenong South industrial precinct. Local agencies, industry representatives and Council have long advocated for improved public transport services in the area. The new route started in November and runs between Lynbrook Station and Dandenong Station. It provides better public transport links for workers in the precinct, which is one of the state’s most significant employment zones. Welcome news for workers, apprentices and local industry, better connecting local people to thriving employment opportunities in the area. Visit www.ptv.vic.gov.au for details of the new 890 route.

Lost pets Council helps reunite lost pets with their owners every week. We have a Facebook page, where people can post photos of their lost animals, or our Animal Management officers can post photos of unidentifiable pets that have been found on the streets of Greater Dandenong. If you lose your pet you can phone the Council pound on 9702 8055 during opening hours, 10am– 6pm Monday to Friday, or 9am–1pm Saturday and Sunday.

Healthy Bites on the menu Greater Dandenong is launching a healthy eating program following the success of a pilot program in neighbouring Cardinia Shire. The Healthy Bites initiative supports food outlets to provide healthier food and helps residents to make a healthy choice. Selected traders at Dandenong Market and Parkmore Shopping Centre have signed up for the program which will be launched in mid-January. The program will be rolled out to other sites in the future in partnership with Monash Health. Less than 6 per cent of residents in Greater Dandenong eat the recommended five serves of vegetables every day, and just 53 per cent of residents eat the recommended two pieces of fruit daily. Healthy Bites aims to help consumers identify and choose healthier food options at local food outlets which in turn should help contribute to a healthier community.

Look out for the Healthy Bites apple sticker at participating outlets. Menu items identified as a Healthy Bites option are low in saturated fat and salt, and are high in fibre with at least one serve of fruit or vegetables. When eating out make healthy choices with these swaps: ► Swap

creamy pasta sauces for tomato based sauces ► Swap french fries for sweet potato fries ► Swap all fries for a side salad ► Swap soft drink for water ► Swap a large serve for a medium

Australia Day Festival

Australia Day is a significant day of celebration for the Greater Dandenong community.

With residents from more than 150 different countries, Australia Day represents a great opportunity for people of different backgrounds and experiences to get together and reflect on what it means to be Australian.

The 2016 Australia Day Festival won the best Victorian Community Event at the Australian Event Awards, and 2017 promises to deliver another day of fun.

For extra fun why not ride your bike to the Australia Day Festival and receive two free ride tokens while taking advantage of the free valet bike parking.

The event, which is proudly supported by Leader Community Newspapers will be held in Dandenong Park, corner Pultney and Foster streets, on Thursday 26 January, from 3pm to 9.30pm.

Each year Council celebrates our community champions through the much anticipated Australia Day Awards.

The family-friendly event will include a Welcome to Country and a Smoking Ceremony followed by a flag raising ceremony and presentation of the Australia Day Awards on the main stage. The free festival will feature two stages with live acts, roving performers, a dedicated food court, community and market stalls, rides (costing from $2–$6) and family activities. The celebrations will conclude with a grand fireworks finale.

The awards recognise the exceptional contribution, hard work and determination of citizens who make a positive contribution to the Greater Dandenong community. Asbestos dumping on the rise Illegal dumping of asbestos is on the rise in Greater Dandenong, with the cost to ratepayers almost doubling in the past year.

Breathing in asbestos particles can cause a range of diseases, including mesothelioma, lung cancer and asbestosis.

In the last financial year the cost of removing illegally dumped asbestos cost Council more than $30,000, compared to $16,000 the year before. The City of Greater Dandenong received 41 confirmed reports of dumped asbestos in 2015 – 16, compared to 23 the year before. The largest illegal dump cost Council almost $2500 to dispose of safely.

Even brief exposure to the airborne particles can cause disease. More than 2500 people are diagnosed with asbestos related diseases each year in Australia. Mayor Jim Memeti said all residents had a responsibility to ensure asbestos was disposed of correctly. “Residents who are planning on undertaking repairs, renovations or demolitions and suspect they may have asbestos materials in their homes, should in the first instance contact a licensed asbestos removalist,” he said.

“Engaging a licensed asbestos removalist ensures the work site is managed safely and without risk to yourself or your neighbours.” Cr Memeti said the Environment Protection Authority (EPA), who is the regulatory body in the area of illegally dumped rubbish like asbestos, had established a Strike Force to respond to large scale illegal dumps. Council’s commitment to cultural diversity The City of Greater Dandenong has been recognised for its work promoting cultural diversity at the Victorian Multicultural Awards for Excellence 2016. The awards, held at Government House, made particular mention of Greater Dandenong Council’s outstanding work with refugees and asylum seekers. Mayor Jim Memeti said the award was testament to Council’s commitment to ensuring everyone in our city felt valued and respected.

New library app makes finding books a breeze

The Greater Dandenong Libraries App can be downloaded from any smart phone for free. Mayor Jim Memeti said Council recognised the need to be more mobile friendly. “Research shows mobile phone usage is high,” he said. “The new mobile app allows us to tap into an audience we were previously missing.

Australia Day Awards

Children’s Forum

Eleven people were recognised during The City of Greater Dandenong’s annual Australia Day Awards. The Citizen of the Year was Fr Jean Mawal, while the Volunteer of the Year was named as Tracey Walden. Vietnamese community leader Be Ha was inducted into the Community Hall of Fame, while local cricket identity Michael Findlay was inducted into the Sports Hall of Fame.

More than 80 primary school students took part in the first ever City of Greater Dandenong Children’s Forum. The children took part in several workshops and activities to help gather ideas and opinions on things such as public space, playgrounds and what makes Greater Dandenong a great place to live.

March Cultural Diversity Week Almost two-thirds of Greater Dandenong residents were born overseas, so Cultural Diversity Week is a big celebration in our city. We marked the occasion with the Harmony Festival: Step into Our World in Harmony Square. The event featured an international dress parade, a multicultural concert and community stalls with interactive cultural activities.

Short Cuts Film Festival

Drum Theatre anniversary Drum Theatre celebrated its 10th anniversary. A free concert was held on Thursday 11 February and featured Silvie Paladino, who in 2006 performed at the opening night gala. In the 10 years since the Drum opened the theatre has hosted more than 1650 performances.

April White Ribbon accreditation The City of Greater Dandenong was accredited as a White Ribbon Workplace. The approval process took 18 months and resulted in Council becoming a pioneer in contributing to national cultural change to prevent and respond to violence against women. Statistics released by White Ribbon Australia show that one in three women experience physical and/or sexual violence perpetrated by someone known to them, and one in five women experience harassment within the workplace.

The inaugural Short Cuts Film Festival showcased amazing talent from across Victoria. More than 50 short films were received and 14 were screened during the three-hour festival at Drum Theatre. Awards were handed out across three categories on the night, including Open, Emerging and Student/Community. A People’s Choice Award was also voted on the night. Curator Richard Moore said three of the films were shot in and around Greater Dandenong.

September Children’s Festival The fifth annual Greater Dandenong Children’s Festival took our status as a family friendly city to the next level. Over the school holidays a series of activities, workshops, events and film screenings entertained families across the city. The headline event, the Little Day Out for Big Imaginations, drew a large crowd to Ross Reserve in Noble Park.

July Naidoc Week A fun-filled community celebration drew crowds to Harmony Square, where the community celebrated Naidoc Week. Entertainment included the Indigenous Hip Hop Projects dance group and the Jindi Warabak Dancers. Naidoc Week is a time to celebrate Aboriginal and Torres Strait Islander history.

October Market celebrates 150 years The second oldest market in Melbourne, Dandenong Market celebrated 150 years of serving the local community. Officially opened on 10 October 1866, the market has undergone many changes over the years, including a $26 million redevelopment which was unveiled in 2010. A family day marked official celebrations for the community.

August Indian Film Festival After Dandenong was named the first Indian Cultural Precinct in Melbourne earlier this year, the City of Greater Dandenong was named a satellite location for the Indian Film Festival. The world’s largest film industry was celebrated with a family fun day in Harmony Square and several screenings at Drum Theatre.

Walk Against Family Violence Hundreds of people joined our fourth annual Walk Against Family Violence. The walk, which started at the Dandenong Market and weaved through Dandenong’s streets to Harmony Square reaffirmed Council’s commitment to help prevent family violence in our own community. Performer and domestic abuse survivor Colleen Hewett spoke to the crowd about her own story and performed her song Let me Breathe.

Swimming pool safety …a safe approach to water can save lives

Stay safe in the heat

As summer temperatures soar we would like to remind residents to keep hydrated and stay safe in the sun. Extreme heat can cause your body to dehydrate or overheat, and those most at risk include those aged over 65, children and babies, and those who suffer from chronic medical conditions.

Never leave kids, adults or pets in cars – the temperature can double in just minutes. During a heatwave it is essential you take extra care to look after yourself. It is also a great idea to keep an eye on vulnerable family, friends and neighbours. Stay healthy in the heat: ► Drink

plenty of water even if you don’t feel thirsty

► Spend

as much time as possible in cool or air-conditioned buildings (visit a shopping centre or the library if your house is not air-conditioned)

ahead by keeping an eye on the forecast and stay indoors during the hottest part of the day

Summer holidays mean long lazy days by the pool but safety comes first. Whether you are swimming at a public pool, the beach or your own backyard pool a safe approach to water can save lives. Keeping an eye on your children is the number one rule around water. Drowning is one of the leading causes of death in Australian children under the age of five, but ensuring you actively supervise your children at all times can prevent a tragedy. Kidsafe Victoria (The Child Accident Prevention Foundation of Australia) recommends the following tips to help keep children safe: ► Never

take your eyes off children around water and take them with you if you leave the pool area, even for a minute

► Remain

within arms reach at all times, and do not expect older siblings to take care of young children

► Restrict

children’s access to water through the use of appropriate safety barriers, and never prop doors or gates open

► Water

familiarisation lessons help teach children to swim and learn about water safety

► Enrol

a pool is deeper than 30cms you need a building permit, you will also need a fence or safety barrier that is at least 1.2m high

the spot fines of $311 can be issued if a pool is deemed unsafe

Greater Dandenong celebrates tourism wins

wo high-profile Greater Dandenong events have been recognised at the Australian Event Awards. The awards, held in Queensland in September, recognised outstanding achievements in the events space across Australia.

Springvale’s SnowFest 2015 won best Victorian Tourism Event and the Greater Dandenong Australia Day Festival 2016 won Best Victorian Community Event.

The judges commented that Springvale Snow Fest was a fun and innovative event, which brings the snow to people that otherwise may not have the opportunity to travel to the snowfields.

Take a Swing for Charity …the charity event has raised more than $300,000…

A gift ♥ from the heart Nissan Casting Australia staff are a shining example of how a great idea and a lot of heart can make a big difference when it comes to Corporate Social Responsibility.

For the past three years employees have chosen to redirect the money that would have been spent on their own Christmas lunch to a worthy cause, totalling $30,000 in that time. The annual funds are sent to a donation account from which a cheque is drawn for the recipient organisation. Managing Director Peter Jones said the initiative started with General Manager Markus Spindler in 2013 after Typhoon Haiyan devastated the Philippines before Christmas.

“He went to staff with the idea and they jumped on it so we donated $50 a head and then topped it up to $10,000 for Australian Red Cross,” Mr Jones said. “The next year we polled employees and they chose The Royal Children’s Hospital; we donated $10,000 to the Paediatric Cardio Ward. Associate Professor of Cardiology Michael Chong came to the plant and spent time with staff. It’s about engaging employees in the giving process. “In 2015 it was much more personal. One of the suggestions was the Royal Children’s Hospital again but one employee came up with the Breaths for Alexander.” Alexander Galway was the five-yearold son of one of Nissan Australia’s employees. He was born with a rare genetic condition and died in 2015. “In the weeks leading up to Christmas, his parents ran a fun run to raise money for a specific piece of equipment called a BIPAP for The Royal Children’s Hospital, which is a ventilator that helps children breathe.

“The family came to pick up the $10,000 cheque and there weren’t many dry eyes in the place,” Mr Jones said.

Tee off for a good cause in 2017 by signing up for the annual Take a Swing for Charity golf day. Now in its seventh year, the charity event has raised more than $300,000 in support of local charities in need, thanks to the generous support and sponsorship of local businesses and manufacturers. As the charity recipient for 2015 and 2016, State Schools Relief Fund were able to use the funds raised to provide important school equipment, uniforms and other essential school items to disadvantaged children for 17 local schools.

With more than 100 golfers registered every year, we look forward to reaching our goal of $55,000 in funds raised for 2017. The next golf day is scheduled for Monday 27 February – email sebn@cgd.vic.gov.au to register to play or to donate for the after golf auction.

A crowd of up to 50,000 people is expected to celebrate the Year of the Rooster at what has become the largest Lunar New Year event outside of Melbourne.

Organised by the Springvale Asian Business Association (SABA), the Springvale Lunar New Year Festival, now in its 25th year is one of the city’s most successful cultural events. The Springvale Lunar New Year Festival will be held on Sunday 22 January from 10am to 10pm and showcases the best of Asian culture and traditions from countries including China, Vietnam, Japan, Korea and Mongolia.

New look chapels open at cemetery Two iconic chapels at Springvale Botanical Cemetery have been restored to their former brilliance. The Boyd and Renowden chapels have been an integral part of the history of the cemetery since their construction in 1936–1940, and recent refurbishment works have restored elements of the art deco era architecture of the renowned David Frank Cowell-Ham. The chapel complex now includes a contemporary multi-purpose facility, The Atrium, which ensures the facilities will cater to diverse community needs for generations to come. The complex was officially opened by Parliamentary Secretary for Health Mary-Anne Thomas at an event which was attended by community representatives, faith leaders, industry partners and contributors to the project Lovell Chen Architects and Allmore Constructions.

Southern Metropolitan Cemeteries Trust Director of Customer Experience, Angela Uilderks said the chapels played a significant role for many. The Boyd Chapel was named after James Arthur Boyd, an influential politician, businessman and Chairman of the former Necropolis Trust.
