Mayor ’s message Hello and welcome to the February edition of The City. It has already been a hot summer and there is still more hot weather coming our way. Council cares about the health of our residents and is offering some advice to keep cool on days of extreme heat. Find out more about the effects of climate change on page 3. My City Greater Dandenong Mayor Councillor Roz Blades welcomed new Paperbark Ward Councillor Sophie Tan last month. Cr Tan was elected on a countback after former Councillor Heang Tak was successfully elected Member for Clarinda at last November’s Victorian State Election. Cr Tan was born in Cambodia and is Victoria’s first female Cambodian councillor.

Hot in the City While the summers seem to be getting hotter, it’s not just mother nature making us feel this way. Look around at any part of the city and you will see that the built environment has changed and can magnify the summer temperatures. Cars sitting in traffic emit heat, air conditioners cooling homes and large office buildings also pump heat into the air. Concrete and asphalt surfaces in highly developed areas radiate the sun’s rays, and tall buildings in activity centres trap heat at street level. Factors like these can make parts of our city feel up to 10°C hotter. To make matters worse this summer was forecast to be one of the hottest, driest and longest on record, and the forecast for future years show that things are set to get hotter. Council would like to remind residents to look after themselves and loved ones on days of extreme heat. Remember to: ► Drink
plenty of water cool by using wet towels, putting your feet in cool water and taking cool showers ► Spend time in cool or air conditioned buildings – if your home is not air conditioned plan a day at a shopping centre or local library ► Keep

the windows when there is a cool breeze ► Wear light-coloured, loose-fitting clothes made from natural material such as cotton and linen ► Avoid sports activities
Animal registrations
During days of extreme heat keep an eye on news reports and social media for more information. The increase in extreme heat days is a result of climate change, and the City of Greater Dandenong wants to help residents prepare for the future. Council recognises that we all have a role to play in reducing our impact on the environment and preparing for climate change. Council will work to develop a Climate Change Strategy and Action Plan which will help the City of Greater Dandenong prepare itself for the impacts of climate change, while empowering the community to do the same. Open space in Greater Dandenong We want to hear about how you use public open space in Greater Dandenong.

Council is preparing a new Open Space Strategy and will be seeking community feedback and opinions on open space across our city, including sporting fields, nature reserves, gardens, playgrounds, trails and civic spaces such as Harmony Square in Dandenong.

Is your family pet registered with Council? Did you know that every dog and cat aged over three months is required to be registered with their local council? Existing registrations must be renewed by 10 April each year. All new dog and cat registrations made between 1 February and 10 April in 2019 will be registered until 10 April 2020.
Pets younger than three months will be registered for free until 2020, while desexed pets and those over 10 years of age are eligible for reduced fee registrations. Cr Angela Long Along with businesses in Dandenong South I am very pleased that the State Government has built the sky rail over Abbotts Road. The move has freed up the rail crossing and the movement of more than 20,000 vehicles to and from businesses in the area is not held up anymore because of the boom gates. The work at this crossing adds to the other three crossings in the City of Greater Dandenong (Chandler Road, Heatherton Road and Corrigan Road) that have already been removed. The State Government’s commitment to remove rail crossings has freed up traffic movements for a lot of commuters through Greater Dandenong. There are two more level crossings that will be removed and they are at Webster Street and Greens Road in Dandenong South. In the near future there are also plans to remove the level crossing at the South Gippsland Highway. This crossing was one of the

Design plans have been drawn up for several local sports grounds, which will see major works begin soon. Plans include improvements to the tennis club at Frederick Wachter Reserve. The National Disability Insurance Scheme (NDIS) started operating in the City of Greater Dandenong in 2018. Council is now working with people aged under 65 through the Home and Community Care Program, and many of these people will need support to transition to the NDIS. Immunisation rates in Greater Dandenong are a priority for Council, with an extended program offered to newly arrived immigrants via the Noble Park English Language School. The Department of Health and Human Services has expanded the funding to Council to help improve access to immunisation services for eligible newly arrived refugee children and adults across the south east region.

Free parking for veterans
Noisy neighbours Council often hears from residents who are concerned about the amount of noise coming from neighbouring properties.
Greater Dandenong councillors have supported the continuation of a free parking policy for war veterans. In 2002 to recognise the importance of the service war veterans have provided to our community, Council introduced parking concessions to those who are eligible for a Gold Card, TPI or EDA entitlement from the Department of Veterans Affairs.
The offer applies to all time restricted areas controlled by the City of Greater Dandenong where a fee for parking is normally required to be paid. The decision to continue this policy means veterans can park for free in Council controlled car parks until 2022.
Safety at school crossings With schools starting back for 2019 it is important for all road users to pay extra attention when approaching school crossings. Drivers are reminded to slow down to the required speed limit, watch for children and school crossing supervisors crossing the road, and ensure that your vehicle is stopped behind the white lines of the crossing. When the flags are displayed the school crossing is in operation, and drivers need to follow the relevant road rules. Vehicles that stop or park too close to a crossing can obscure the view for people using the crossings, creating a potentially hazardous situation.

Road users should also pay close attention to the range of restrictions that apply on roads around schools, including parking restrictions during peak times. Council officers will be patrolling around schools to ensure road users comply with road rules that are in place to protect the safety of our children.
What may be pleasurable sound to one person can be noise to another, and while some sounds are at acceptable levels for some they can cause distress for others. Residential noise can be acceptable at certain times. For example, noise from lawnmowers, chainsaws, pneumatic power tools and grinding equipment is acceptable Monday–Friday between 7am–8pm and on weekends and public holidays from 9am–8pm. Noise from domestic air conditioners, swimming pool and spa pumps, and domestic heating equipment is allowed Monday– Friday from 7am–11pm, and on weekends and public holidays from 9am–11pm. Noise from musical instruments, radios, televisions and public address systems is allowed Monday to Thursday from 7am–10pm, on Fridays from 7am–11pm, on Saturdays and public holidays from 9am–11pm, and on Sundays from 9am–10pm. But what can you do about a noisy neighbour? Try raising the issue in a friendly manner and coming to a solution that suits both of you. Australia Day Awards Leadership Award Kim Culpin is a passionate and dedicated community leader who is working hard to end homelessness in Greater Dandenong through her job as General Manager at WAYSS. She is inspirational and motivational as a leader and has made a difference to many lives.
Citizen of the Year Nagamuthu Wickiramasingham has been heavily involved in community life since coming to Australia in 1988. He has been a support for refugees and founded the Tamil Cultural Association and also the Community Volunteer Broadcasting Service. He has also been a board member of the Southern Migrant and Refugee Resource Centre since 1993.
Young Leader of the Year Prachi Rane says she is “passionate about helping others” and was nominated for her volunteer work with many organisations. Prachi was involved in Council’s 2018 Young Leaders program and led the Elevate Youth project to promote a positive image of young people. Prachi also uses her platform to promote the benefits of volunteering to her peers.
Volunteer of the Year (joint winners) Susan Anderson has been mentoring young drivers through the L2P program since 2014. Despite working full time, Susan spends her spare time helping prepare young people from disadvantaged backgrounds to obtain a drivers licence. Weda Mohseni is an inspirational leader in the Afghani community encouraging women and girls to further their education and consider volunteer work. Weda leads by example and has a passion to help the community.
Corporate Citizen of the Year Todd Hartley from Hilton manufacturing has been an active member of the Greater Dandenong business community for many years and is involved with many activities and programs that support some of the most vulnerable members of the community.
Multicultural Award
Sports Hall of Fame
Richard Lim OAM came to Australia in 1980 after escaping the Pol Pot regime in Cambodia. He has grown a successful pharmacy business which supports graduating students to gain experience and is known for his generosity and support among many cultural groups and charities across Melbourne.
Craig Ortland has been involved with the Noble Park Cricket Club for 40 years. As well as playing with the club he has held many positions, including that of president for the past 20 years. Craig has been an enthusiastic promoter of junior cricket and has increased participation in the sport.
Sportsperson of the Year Jessica McCulloch has played basketball at the Special Olympics Australia in 2014 and 2018, played for Australia in the 2015 Special Olympic World Games and now acts as the State Basketball Coordinator for the Special Olympics. Jessica is a role model for other athletes.
Community Hall of Fame Ludmila Karganova has been a volunteer with Council since 2006, and is currently a Council Ambassador assisting at a range of events including Australia Day, Little Day Out, Autumn Festival and Springvale Snow Fest.

Multicultural lifeguards
Tell us how you get active Being active has a lot of benefits for your physical and mental wellbeing.
The City of Greater Dandenong is conducting a Sport and Active Recreation Participation Survey and would like to hear about all the ways residents get active in our city. There are many opportunities for getting active in Greater Dandenong, including organised sports and casual activities. There are also many different types of sport and recreation activities, including walking, cycling, soccer, basketball, lawn bowls, dancing, skating, yoga and many, many more. Questions asked through the survey will include what exercise you do, how often you exercise and where. The survey will help Council identify what activities are most popular in Greater Dandenong, how active our residents are and what barriers might stop residents from being more active. …many new lifeguards from different backgrounds The City of Greater Dandenong is the most culturally diverse community in all of Australia and lifeguards working at our two local pools are representative of our diversity. Life Saving Victoria and the YMCA have joined together to encourage all members of the Greater Dandenong community to improve swimming skills and create pathways to jobs in lifesaving and swimming teaching industry. The CALD (Culturally and Linguistically Diverse) Aquatics Pathway Program has seen many new lifeguards from different backgrounds join the lifeguard teams at the Dandenong Oasis and the Noble Park Aquatic Centre (NPAC).
Previous program participants say their presence is often praised by people from diverse backgrounds, and many find it comforting to talk to people who may speak a different language or understand their own cultural beliefs.

Diverse library collection Springvale Library will host two special book day events to celebrate and grow its multicultural collection. The Vietnamese Community Book Day will be held on Monday 18 February, from 11am–1pm, and this will be your first opportunity to borrow from the new collection. A Chinese Community Book Buying Day will be held the following Monday (25 February), from 11am–1pm. The community will be invited to assist library staff in selecting new books for the Chinese book collection. Vietnamese and Chinese speaking staff will be on hand at the events to help visitors. Reduce household waste
Council is committed to working with residents to help reduce the amount of waste going to landfill.
Re-use and Recycle Drop-off Day
While every household is entitled to one free hard waste collection each year, Council is offering more opportunities for residents to dispose of unwanted household items that will be given a new lease on life.
Following the success of previous collections, Council is once again running a free drop-off event for larger unwanted electrical and household goods.
Council works hard to keep the streets clean from litter and dumped rubbish, and is encouraging residents to take advantage of these collections. Dumped rubbish can pollute our land and waterways, threaten wildlife and leave our streets looking unattractive. Homecycle Homecycle is an easy and costeffective way to reduce landfill and recycle goods that are too good to throw out. Give your smaller unwanted goods a second chance with this free oneoff kerbside collection. Place items such as clothes, toys, games, sports equipment and small electrical items in your recycle bin and they will be passed on to charity. The one-off collection will happen the day after your normal recycling kerbside collection, running from Tuesday 5 February to Saturday 16 February. Two very different exhibitions will be on display at Walker Street Gallery and Arts Centre in Dandenong this month. In Gallery One, Natasha Narain (pictured) explores traditional hand embroidery practiced by the Bengali ‘Kantha’. The women-centred practice embroiders on worn and frail muslin sarees. Narain said she was interested to see how her work would resonate with other women who may not have visited the gallery before. She was also keen to see her work encourage discussions about migration, renewal, grief, loss, isolation, what gives life meaning and how heritage is carried forward.

Celebrating dance A new exhibition at Heritage Hill will celebrate the achievements of a Dandenong-based indigenous dance group. The Bunjil ACDC (Aboriginal Culture and Dance Club) of Wurundjeri and other Nations’ dance group was formed in 1992 with the aim of promoting and celebrating Aboriginal culture and spirituality. The group was disbanded after more than 250 performances over 18 years. Curated by Grandad Gardiner with assistance from the City of Greater Dandenong, the exhibition will feature the group’s hand painted dance costumes and totems alongside Aboriginal artworks. Summer isn’t over yet, and with more hot days forecast over the coming weeks the fire danger period continues. It is critical that all homeowners maintain their properties. You can do this by: ► Keep

Future of Parks …help us create the master plans Following on from a 2018 survey about the future of parks across Greater Dandenong, Council is creating master plans for two district parks in Noble Park North.
Both parks are used for a range of passive and active recreational activities. The master plans will focus on the future development of the parks to continue meeting the needs of the community.

Springvale Community Garden Open Day Green thumbs will unite to celebrate the 40th anniversary of the Springvale Community Garden Open Day. Meet members of the community garden and learn more about how to improve your own garden, growing veggies at home, composting and bee keeping. The fun family day will include a sausage sizzle, a children’s planting activity organised by Bunnings, a raffle, free entertainment, giveaways and the opportunity to buy plants and produce.
The day aims to raise money to help cover operational costs for the community garden, including the purchase of new equipment and paying utility bills. The open day will be held on Saturday 2 March, from 10am–2pm, at 1–7 Morwell Parade, Springvale. For more information phone 8571 1702.
Students perform original play Dandenong Primary School students have been working with artist Kym Maxwell and the Monash University Museum of Art (MUMA) on an original art project. The exhibition Objects of Longing will be included in an international group exhibition, Shapes of Knowledge, at MUMA from 9 February to 13 April. The exhibition brings together eight projects from across the world to reflect on the different ways knowledge is produced and shared. Dandenong Primary School students will perform an original play developed in collaboration with Maxwell during workshops held last year. The play will be at the Ian Potter Sculpture Court at Monash University Caulfield Campus on Saturday 23 February from 2pm–4pm.

Clean up Greater Dandenong Clean Up Australia Day is the nation’s largest communitybased environmental event. Grab a garbage bag, get your gloves on and make a difference to the local environment by taking part in a Clean Up event in Greater Dandenong. Volunteers can collect rubbish from parks, waterways, nature reserves and bushland. You can register your own site or join one that is already organised. The City of Greater Dandenong is a keen supporter of Clean Up Australia Day and will lend a hand by collecting rubbish cleaned up by registered volunteers.
