Mayor ’s message Welcome to the March edition of The City. This month we celebrate International Women’s Day with Council’s annual SHE Exhibition. This is the 21st year the art show has been staged. Turn to page 3 to find out more. The arts scene in Greater Dandenong is a vibrant one, and more artists are choosing to work and exhibit here. The film industry is no exception, with local scenery appearing in short films, television programs and overseas blockbusters. Read more about this on page 6. Despite summer officially finishing last month, the warm weather is sticking around Greater Dandenong. Council takes the impacts of climate change very seriously. To read more about how we plan to tackle this serious issue turn to page 9.

She 2019 The iconic She exhibition returns to the Walker Street Gallery and Arts Centre for the 21st year. Staged to coincide with International Women’s Day She features the work of emerging female artists. The exhibition is an opportunity to celebrate the talents of these emerging artists and give them a launching pad as they embark on their careers after study. This year’s exhibition will feature: ► Sculpture by Chisholm TAFE graduate Karen Crawford ► Paintings of a noir suburbia by VCA graduate Letisha Hirniak ► An installation of ethereal works by Brooke Hyrons, a graduate from Monash University ► Drawings by RMIT graduate Madeleine Joy Dawes ► Works on paper by Zee Mazloum, a graduate from Monash University. She runs from 7 March to 13 April, at Walker Street Art Gallery, corner Walker and Robinson streets, Dandenong. The exhibition launch will feature guest speaker Elizabeth Gower and will be held on Saturday 9 March at 2pm.

Community Waste Forum Council is giving residents a chance to have their say on waste and recycling in the municipality at an upcoming Community Waste Forum. The informative and fun workshop will give residents the opportunity to learn about Council’s current services and what is planned for the future. Council is keen to work with the community in order to increase household recycling and decrease the amount of waste going to landfill. This forum will also give residents the opportunity to share their views on current services and how Council can meet your demands into the future.

The forum will also look at challenges facing Council into the future and explore innovative ideas in the waste and recycling space. The Greater Dandenong Community Waste Forum will be held on 4 April, from 6pm–8pm at the Jan Wilson Community Centre, Halton Road, Noble Park North.

I am passionate about creating a socially just, inclusive and environmentally sustainable Greater Dandenong. Council is currently looking for your involvement and input on important plans to achieve that. Advocating for people seeking asylum in our community I spend a lot of my time and energy advocating for the approximately 1600 people seeking asylum who live in our community. Unfortunately many are having all their financial and

► Paperbark Ward This year one of our most popular local sporting clubs celebrates an impressive milestone. The Noble Park Football Club this month kick off their 100th anniversary with a Centenary Ball. The Bulls will spend 2019 looking back on 100 years from humble beginnings, through lean times and good times. The club has grown with the local community and the City of Greater Dandenong to build a successful community club which has produced some top level players. The Club can look back on its achievements with pride, not only senior ranks, but also with its affiliate the Noble Park Football Club Juniors. Each home game this year will be treated as an event and the club would love to see everyone come along and cheer on the blue and gold. The year of celebration kicks off with the Centenary Ball, to be held at the

Tackling climate change locally According to the latest science, we are experiencing a climate emergency. We are already seeing more extreme weather like heatwaves and flooding. Council is creating a Climate Change Strategy and Action Plan to play our part in ensuring a liveable planet for current and future generations. The City of Greater Dandenong celebrates 25 years since it was created following the amalgamation of the City of Springvale and the City of Dandenong. We are a welcoming community and I hope that all of our residents and visitors see this. Filming in Greater Dandenong

Council Hall hire for New Year’s Eve 2019 The City of Greater Dandenong invites applications from interested organisations wishing to be considered for use of the below facilities on Tuesday 31 December 2019 (New Year’s Eve).

From a busy shopping precinct to multi-million dollar film set, Thomas Street in Dandenong has been wearing two hats of late. Whistleblower Producions – the same team behind award winning films Crouching Tiger Hidden Dragon and the Fast and Furious 7 – were in Dandenong recently shooting a new $50 million dollar Chinese feature film. Council has been assisting the production team for a number of months to bring this large scale film production to the streets of Dandenong. Thomas Street was transformed into a busy streetscape in Malawi in Eastern Africa. Scenes were also shot in Boyd Lane in central Dandenong. More than 100 extras were used in the most recent film shoot and the majority of these were sourced locally from within the City of Greater Dandenong. Whistleblower Productions Supervising Location Manager Pia Emery said she spent quite a bit of time scouting locations for this shoot. “We looked at about eight different locations for this shoot but when I saw the bones of this location I knew it was perfect,” she said. “It’s the open feel of Thomas St, the plaza and the colours of Africa that really stood out for us.” Ms Emery said Council and the broader Greater Dandenong community had been fantastic to work with.

“Council, local traders and the broader community have gone out of their way to make this film production happen and we would definitely consider Dandenong as a location for future projects.” The film is due for release in China next year. Greater Dandenong Council Chief Executive Officer John Bennie said Dandenong was gaining a reputation for being a fantastic location for film producers. “The City of Greater Dandenong is officially recognised as a film friendly municipality by Film Victoria and is developing a reputation for being a viable, unique and welcoming location for film production,” Mr Bennie said. “We are very proud to celebrate the vibrancy of our city and it is pleasing to see others recognising this vibrancy too.” Council also recently partnered with filmmaker Charles Williams to produce the film All These Creatures which was shot almost entirely in the City of Greater Dandenong. The film was shortlisted for the Cannes Film Festival in France and went on to win the prestigious Palme D’Or for best short film at the festival. All these Creatures is currently screening around the world and just won awards at film festivals in Melbourne and Mexico. Other productions which have been shot in the City of Greater Dandenong include Neighbours and Miss Fisher’s Murder Mysteries.

Historical tree stands tall

Two majestic red gum trees that overlook Dandenong’s Shepley Oval will continue to watch the suburb change. Plans for a proposed regional multipurpose centre at the premier football and cricket ground have taken into account the need to preserve the trees, which have a strong link to Dandenong’s settlement. Council arborists estimate the two trees to be more than 150 years old. Before the area was settled, Dandenong was a land of river and red gums. Milling of the red

gums became a prime industry for the area and in 1966 it became “The Market Town”, with the establishment of a livestock, produce and goods market. As more people moved to the area, Shepley Oval was set up as a space for recreational pursuits, including football, cricket, lawn bowls and croquet, and in 1959 a grandstand and pavilion was built. The Keith Miller Pavilion was named after a former City of Dandenong Mayor and local sportsman, and in 2014 was reopened after a $1.25 million upgrade.

The proposed multi-purpose centre will cater to sporting clubs across the south eastern region, and could provide year-round training facilities for cricket, football and hockey, as well as a venue for community events. Greater Dandenong arborist Bobby Furby said the tree was an important habitat for local wildlife. “Sometimes people see dead trees and they don’t understand the important role they play. With this particular tree, in the past it was home to a family of possums, now lots of birdlife use the tree.”

Practically Perfect Julie Andrews fans will rejoice when this production hits the Drum Theatre stage in April. Starring Karla Hillam and Jonathan Guthrie-Jones, audiences will be taken on an all singing, all dancing journey with music from Mary Poppins, My Fair Lady and The Sound of Music. Not only will audiences be treated to Dame Julie Andrews’ extraordinary repertoire of music but the curtain will also be opened on her life away from stage and screen. Sustainability Festival The City of Greater Dandenong’s Sustainability Festival will return to Dandenong Market on Sunday 7 April for the sixth year. The free event will be filled with activities, live performances and interactive displays to help families save money, cut waste and protect planet earth. Find out how to turn trash into treasure, cook healthy meals and grow your own edible garden, or blend your own delicious smoothie using pedal power. People who ride

Climate change The City of Greater Dandenong is working towards a sustainable future with a vision to become one of the most sustainable cities in Australia by 2030. As part of this commitment Council is working to address climate change and its impact, and would like to help residents do the same. We are in the process of developing a Climate Change Strategy and Action Plan by 2020, and would like community members to have input into this plan which will help guide decision making into the future.

Climate change is impacting on our everyday environment, but many people still don’t understand what it is. Increasing carbon emissions have led to rapid global warming over the last century, which in turn has had an effect on our climate and resulted in climate change related issues, such as extreme weather events including flooding and heat waves.

…working towards a sustainable future

Over time, climate change has the potential to impact many of the basic elements of life, such as access to water, food production, health and wellbeing, use of land and biodiversity. Reducing the risks of climate change will require all levels of government and the community to work together to not only reduce existing carbon emissions but to also prepare and adapt to its future impacts. Conserving Copas Park Copas Park is a popular reserve that is used by many local families and people seeking a shady spot near the main shopping area in Noble Park. Visitors to Copas Park will have noticed an increase in scavenger birds due to the amount of people feeding the seagulls and pigeons on a daily basis. Feeding the birds is a bad idea for many reasons. Residents in the area have become concerned about the nuisance

the birds are causing, including damage to property, excessive noise and the chance they may be spreading disease and bacteria. Most people feed birds and other animals out of a care for them, but it is important to remember that feeding wildlife is harmful to their health. Council urges everyone to “Feed the bins, not the birds”, and help keep our wildlife wild by enjoying them from a distance.

Feeding birds is considered littering and can pollute the waterways and environment. The maximum penalty for anyone caught feeding birds exceeds $6000. Visit greaterdandenong.com/ birds for more information.

A playground for all Council is planning for a new all abilities playground in Ross Reserve, Noble Park and wants the community to get involved. The playground will be located between the Noble Park Community Centre and Noble Park Aquatic Centre, and will offer an inclusive experience for all. It will provide a play environment for a diverse range of ages and user groups, including children and adults with disabilities. The first stage of the design process will involve background research and conversation with focus groups while the second stage will involve working with the broader community. A face to face pop-up session will also be held at the proposed location during April. Register your pet

One of the most important roles for Council Rangers is to reunite lost pets with their owners.

This means it is important that all pets are registered with Council and your contact details are up to date. Legislation around lost pets prohibits Council Rangers from returning unregistered animals directly home to their owners. Currently just 35 per cent of stray dogs are returned directly home, but this figure would be much higher if contact details and pet registrations were up to date. Pet registration fees go towards delivering Council’s Animal Management Services, which includes the investigation of complaints and regular patrols of parks and reserves. A State Government levy of $4 per animal registration is also used to fund responsible pet ownership education programs across the state. All animals over three months of age must be registered with Council and pet registrations must be renewed by 9 April every year. Hit the heights at Luna Park, defy gravity at Clip ‘n Climb, bounce into Inflatable World or get lost in the Enchanted Garden Maze. All of these activities and more will be offered as part of the Awesome Autumn School Holiday Activities.

City goes to the country The City of Greater Dandenong is once again co-hosting a Melbourne Food and Wine Festival event designed to showcase great food from local businesses. The Regional Longest Lunch at Acheron will be held on Friday 15 March, and will be co-hosted by Little River Winery and Marian Rennie who will provide a five course lunch in the beautiful historical gardens on her property. Neighbourhood Watch Public Forum Join Greater Dandenong Neighbourhood Watch to talk about crime prevention and community safety at the group’s next public forum. The group will hold its public forum and information night on Wednesday 20 March, with guest speaker Janice Ablett, who will talk about her role in the Ice Meltdown Project. The project is a not-for-profit addiction and recovery management support program which Janice started in 2014 in response to the growing use of the drug ICE. Janice will share with Greater Dandenong residents how the program is affecting and saving lives.

Greater Dandenong Neighbourhood Watch President Dawn Vernon said all residents were welcome to attend the public forum which included an opportunity to ask questions of the guest speaker. Free first aid for parents Tiny Hearts is hosting a series of free first aid courses for parents in Greater Dandenong.

The organisation will work with South Eastern Melbourne Primary Health Network to provide free paediatric first aid training, including courses run in Mandarin and Dari. Two free courses were held in Dandenong in February, and sessions will be held at various locations across Melbourne’s south east over the next three months. Dandenong Netball competition ‘most inclusive’ The Dandenong and District Netball Association has been recognised for its inclusive actions in 2018. The association won the Inclusive Netball Community of the Year Award at the 2018 Netball Victoria Awards. The association was recognised for going “above and beyond to ensure everyone can give netball a go”.

The Dandenong and District Netball Association offers low membership fees and payment options to help those who might not be able to afford to play. They also provide some children second hand shoes for those who don’t have any. “They also encourage women to undertake coaching and umpiring development, providing support through their ‘Dream Room’ to access computers that they otherwise would not have access to.” The organisation hosts night competitions, Saturday morning junior competitions, learn to play programs and mixed competitions.
