It’s hard to believe that the end of the year is upon us already but here we are bringing you this special December/January bumper edition of The City. I’d like to take this opportunity to introduce myself as your newly-elected Mayor. The prospect of leading the City of Greater Dandenong into what I hope will be a prosperous and progressive new year is an exciting one. My predecessor, Cr Sean O’Reilly has left big shoes to fill and I hope to build upon his strong legacy of participation and involvement in the community to represent you over the coming year. Introducing your

new Mayor P

aperbark Ward Councillor Heang Tak has been elected Mayor of the City of Greater Dandenong for the coming year.

As a resident of Greater Dandenong for more than 19 years Mayor Tak has been a member of Council since 2012. He said the opportunity to represent Greater Dandenong as Mayor was a great privilege that came with immense responsibility. “Over the years, as an active community member and Councillor, I have had the opportunity to listen to and connect with people from all walks of life who call our city home, to listen to their needs and to support them through their challenges,” Mayor Tak said. “Their stories and experiences are valuable and I will do my best as Mayor to represent each and every one of them.” He thanked outgoing Mayor Sean O’Reilly and said he hoped to build upon Cr O’Reilly’s hard work during his term as Mayor with the ongoing support and direction of Council’s CEO, John Bennie, and the executive team. In his time as Paperbark Ward Councillor, Mayor Tak is particularly proud of his efforts as a strong advocate for new and improved open spaces in Greater Dandenong. In 2016 Cr Tak said he was especially looking forward to being involved in: • The upgrade of facilities at Tatterson Park • Continued progress towards new and improved community facilities as part of the Springvale Civic Space Master Plan • Investing in streetscape improvements in central Springvale. He said additional open spaces, more attractive streets, and better recreation areas would make Greater Dandenong even more of a preferred place to live, work and play. “Although there is a lot to look forward to, I know that the year ahead will not be without its challenges,” he said. “The State Government’s rate capping measures, for example, pose some uncertainty for us and the unique programs and services we offer to our community. We are yet to see how this and other changes will affect our planning for the future. Our community is relying on us to work together to address the challenges that Greater Dandenong faces.” Cr Tak lives in Springvale with his wife Manette and two young children.

ABBOTTS ROAD UPGRADE

A

bbotts Road traffic jams should ease in 2016 with the $5.5 million project to upgrade the road already underway.

The City of Greater Dandenong has commenced works on the duplication which will improve traffic conditions for the workers and transport drivers who access the Keysborough and Lyndhurst industrial estates every day. Works started in September and are expected to be completed by May 2016. The project includes: • Duplication of Abbotts Road between Park Drive and Remington Drive • Duplication of the Eumemmerring Creek Bridge on Abbotts Road • Signalisation of the Produce Drive/Abbotts Road intersection • Construction of Produce Drive between the existing court bowl and Abbotts Road intersection. The works have been planned to have minimal impact on existing traffic and will hopefully put an end to the “bottleneck” effect that many commuters experience on this key route.

Safety first at Ross Reserve

A

number of safety upgrades will be made to one of Greater Dandenong’s most popular reserves thanks to a large grant from the State Government. The $245,000 Department of Justice and Regulations Public Safety Infrastructure Grant will be added to Council funds of $451,000, to undertake infrastructure works as part of the Ross Reserve Master Plan project.

Ross Reserve is a large multi-purpose recreational precinct that hosts some outstanding facilities including a multi-million dollar internationalstandard skate park, the Noble Park Aquatic Centre and the Noble Park Community Centre. It is also home to local football, soccer and athletic clubs and a range of other informal recreation activities. A recent local government satisfaction survey revealed that 48 per cent of Greater Dandenong respondents reported feeling safe in their local area. While this figure was up from 40 per

cent the previous year, increasing those feelings of safety is important for Council. The Noble Park Master Plan project seeks to improve crime prevention and anti-social behaviour, providing a diverse space for everyone to enjoy. These improvements will aim to increase the perceived and actual levels of safety at Ross Reserve. The improvements include lighting upgrades, completion of a pedestrian path network within the new urban park, a public toilet, a kiosk near the skate park and small shelters throughout the grounds.

SUPPORT FOR GAMBLING REFORM T

he Alliance for Gambling Reform was formally launched late last year, with the support of prominent anti-pokies campaigner Tim Costello, respected academic Dr Charles Livingston and the Salvation Army. The Alliance has got off to an excellent start with its backing for the documentary Ka-ching!

The goal of the Alliance is to secure a $1 maximum bet on poker machines, reduced opening hours and access to cash machines in gambling venues, and an increased community say over the installation of pokies at local venues.

ecember is a wonderful time to be out and about in Greater Dandenong. It’s a time when the end-of-year Christmas cheer brings magic to our favourite venues, streets and shopping precincts. However you celebrate the festive season, take the time to embrace the joy and festivity of our community at this special time of year.

Deck the Halls Dandenong’s newest public space, Harmony Square at the Dandenong Civic Centre, will be the centre of Greater Dandenong’s Christmas fun for 2015. Decked out for Christmas with sparkling decorations, the square will include a nine-metre high structure of Santa atop one of his reindeer. A ninemetre Christmas tree will be erected in Langhorne Place for the festive season. Featuring hundreds of warm LED lights and dressed with a coat of crystal and sequin drops, the North Pole’s most famous resident will be lighting up the night for all the children of Greater Dandenong. The Civic Centre’s window display will also feature a traditional nativity scene displaying the birth of Jesus.

of peace will be displayed to help celebrate Christmas and promote local shopping areas. Noble Park and Springvale will also become home to new six metre tall Christmas trees.

Roving entertainers In addition, captivating entertainers will be roving the streets in the weeks leading up to Christmas - watch out for giant elves bouncing around the activity centres on stilts, a cheeky elf riding an even cheekier reindeer and more. Christmas on the big screen On the big screen in Harmony Square you’ll find all the details of our daily events and activities program as well as a very special Christmas message from our local retailers, many of whom will also be getting into the spirit of the season by participating in a festive window display competition.

Carols by Candlelight The 67th annual Carols by Candlelight event has found a new home in Harmony Square. This special event is a great opportunity to gather with loved ones, to relax and to celebrate the holidays in one of our city’s finest outdoor precincts. The Greater Dandenong Band’s group of talented local musicians will provide the musical backdrop to this evening of celebration and song, which will also feature

Bring in the New Year @ Harmony Square It’s New Year’s Eve so get the family together, put on your party hat and head to Harmony Square on Thursday 31 December between 5.30 – 9.30pm for an evening of music, entertainment and activities. Over 5000 local residents are expected to celebrate the New Year at a family-friendly event which will feature art and craft workshops, face painting, bubble machines, roving performers, a jumping castle, food stalls, and live performances. Meanwhile, onstage entertainment is sure to have everyone dancing with cultural performances for the whole family.

AUSTRALIA DAY Festival 2016 A

ustralia Day is always a great reason for a celebration in Greater Dandenong. With residents from more than 150 countries, it’s a wonderful opportunity for the community to gather together, reflect on what it means to be Australian, and celebrate everything we have in common. Held in Dandenong Park on Tuesday 26 January, the theme of this year’s festival is ‘Australiana’ and will focus on celebrating our national day with the community through a fun shared experience with family, friends and neighbours.

CITIZEN OF THE YEAR AWARDS E ach year a much-anticipated highlight of Greater Dandenong’s Australia Day celebrations is the announcement of our Australia Day Award winners. These awards are a chance to recognise the citizens and groups who make an outstanding contribution to our community and are committed to making a positive difference in the lives of others. Inspirational people and organisations can be nominated across seven categories. • Citizen of the Year • Young Leader of the Year (under 25) • Volunteer of the Year • Leadership Award • Multicultural Award • Sportsperson of the Year • Corporate Citizen of the Year. The awards will take place during the Greater Dandenong Australia Day Citizenship Ceremony at the Drum Theatre.

PAST WINNERS 2015 Volunteer of the Year – Natalie Irvine Volunteer language tutor Natalie Irvine has helped many local residents grow in skills and confidence through her involvement in English conversation classes and one-on-one language tutoring. She commenced her work at the Dandenong Regional Adult Literacy Group in 1994 and has since been a valuable influence at Dandenong Library, and more recently, the Springvale Neighbourhood House. Natalie is recognised especially for the care she has taken in guiding those she has tutored to lead more fulfilling and rewarding lives.

2015 Leadership Award – The Hazara Women’s Friendship Network (through Dandenong Neighbourhood House) The Hazara Women’s Friendship Network have made a significant difference to the lives of local Afghan women by connecting them with others for mutual support and giving them the opportunity to develop the language skills necessary for them to confidently navigate their day-to-day lives. With the support and friendship offered by the group many participants have overcome significant personal hurdles to become more positive, confident, and engaged members of their community and to improve their own lives. International Day of People with Disability C

ity of Greater Dandenong will mark the International Day of People with Disability on Thursday 3 December with a celebration of art. The day is a United Nations sanctioned day that aims to promote an understanding of people with disability and encourage support for their dignity, rights and well-being. An art exhibition of work created by people with disabilities from culturally diverse backgrounds will be on display at the Paddy O’Donoghue Centre until 9 December. The Art of Origin exhibition explores the connection between the artist’s home of origin and their home in Australia. An official launch will be held on Thursday 3 December. The Access All Areas Film Festival will show in Harmony Square from Monday 30 November to Friday 4 December. The film festival aims to promote awareness about accessible cinema and all movies will be free, family-friendly, Australian-made and screened with open captions for people who are deaf or hard of hearing. Clear out responsibly this gift-giving season A

t the end of a busy year many households are groaning under the weight of the countless possessions and collected bits and pieces that have made their way into the house. Add to that the new presents, toys, games, and clothes that Christmas often brings and you’ll find people carting bags and boxes of unwanted stuff out of the house in an attempt to minimise the clutter. With so many people taking advantage of the summer holidays to clear out clutter it’s more important than ever to make sure you’re disposing of it responsibly. Ebay and Gumtree are popular places to turn your trash into someone else’s treasure. You could re-gift unwanted Christmas presents, and sunny summer days also make for great garage sales. Donating to one of Greater Dandenong’s local charity stores, like Vinnies, is also a great way of ensuring your good quality clothing, furniture and household items go to a good home. However it is important to note that charity stores only accept donations during opening hours. This ensures your generously donated goods remain in good, saleable condition for those who need them most. While it may seem more convenient to dump your donations outside stores and collection bins at all hours of the day and night, this is not only unsightly and unsafe, but donations are often ruined by weather exposure or scavenging.

The costs of cleaning and sorting through these items are substantial and, unfortunately, take sorely neededfunds from programs that support the most disadvantaged people in our community. Council signs outside local charity shops clearly advise that leaving donations outside operating hours is considered illegal dumping. Illegal dumping is an offence carrying penalties of up to $5500. Council also issues on-the-spot fines of $303 to those caught offending. To assist charity stores in receiving donations during the correct times and to prevent illegal dumping, Council has increased monitoring of known hotspots to be able to actively identify offenders. Help keep our streets clean and bright this Christmas by doing the right thing and ensuring your unwanted items reach those who need them without being damaged, stolen or costing you an unwanted fine.

STEP BACK IN TIME T

wo sealed time capsules buried beneath the concrete floor at the old Dandenong Library were uncovered during demolition works. The capsules were buried at the Stuart Street site on August 2, 1973, by the Mayoress of the City of Dandenong Mrs A. J. Titcher, and were packed with items that provide

a snapshot of life at the time. The first cylinder contained a bottle of centenary claret, made to celebrate Dandenong’s 100 years of local government, alongside a complete list of councillors and city officials from 1973. The second cylinder held a child’s toy car, coins, stamps and postcard

of Dandenong. It also included magazines, such as Cleo and TV Week, and a Marvel comic featuring Captain America. Two Super 8 films containing footage of centenary celebrations were also found and will be transferred into a modern format for viewing.

2015 IN REVIEW It’s been a year of popular events and great initiatives in Greater Dandenong, and 2016 promises to be even bigger and better. Some of our memorable highlights from 2015 include:

ANZAC CENTENARY BRINGING IN THE LUNAR NEW YEAR Springvale brought to life the most vibrant Lunar New Year Festival yet to welcome in the Year of the Goat. Traditional lion and dragon dancers were followed by carnival rides, sideshow attractions, market stalls, and treats from some of Springvale’s most popular Chinese, Cambodian, Thai and Vietnamese eateries.

Greater Dandenong commemorated the ANZAC Centenary with a number of public displays highlighting remembrance and hope. The Dandenong Library windows drew visitors in with a display of WWI memorabilia, including original uniform items, photos, and the personal stories of local men who went to war. Participants in a series of community workshops created an unforgettable display in Harmony Square of Poppies for Peace. We also established the ANZAC trail, a walking trail focusing on local links to WWI that takes visitors through Dandenong, Noble Park and Springvale.

LAUNCH OF THE VAULT Greater Dandenong Libraries launched a new 24-hour online gateway that made it easier to access our significant collections and online resources. The Vault’s powerful new search function has allowed library users to find interesting and relevant information quickly and accurately, no matter their age, background or ability.

SUSTAINABILITY FESTIVAL Dandenong Market hosted our Sustainability Festival during March. Residents were offered interesting and engaging information, programs and activities to help them find practical, environmentally-friendly solutions to common issues in their home or backyard. A highlight of the event was the announcement of Council’s first ever Sustainability Awards.

ELECTRIC CAR TRIAL City of Greater Dandenong staff took part in a trial of an electric car as part of reducing their environmental impact. The results of the trial will inform the decision whether to include electric cars in our fleet in the future, taking into consideration factors such as charging time, charging locations, cost efficiency as well as the obvious environmental benefits.

WALKFEST CIVIC CENTRE ACCOLADES Greater Dandenong’s new civic centre was a finalist in the 2015 Property Council of Australia/Rider Levett Bucknall Innovation and Excellence Awards. Council was one of eight finalists nominated in the category of Best Public Building for its new council precinct, state of the art library, community meeting rooms and outdoor civic space with high-tech big screen.

CHILDREN’S FESTIVAL NOCTURNAL – ART AFTER DARK Nocturnal 2015, Dandenong’s much loved celebration of night, light and life on our streets returned to Dandenong for its ninth year. Buildings and laneways surrounding Harmony Square formed a canvas for artists and interactive artworks in the most unexpected places. Visitors experienced a surprising journey through a shimmering world of oceans, rivers, moons, forests, galaxies, and stars during this unforgettable night.

Hundreds of residents got moving to celebrate the benefits of walking and to raise awareness of people with disabilities at this all-ages, all-ability event. WalkFest has encouraged over 1500 locals to get active since the inaugural event six years ago. This year four walks were organised through the streets of Greater Dandenong, making it a great day out for exercise and meeting new people.

The fourth Greater Dandenong Children’s Festival, run during the school holidays, featured loads of free dinosaur-themed family activities, entertainment, roving performers, storytelling, face painting, games and sports. Festival highlights included headline event Little Day Out for BIG Imaginations, Discover Dandenong walks for children, and Jurassic plant discoveries at Heritage Hill gardens. Our popular Children’s Festival is just one of the ways Council celebrates its status as a Child Friendly City.

WALK AGAINST FAMILY VIOLENCE The City of Greater Dandenong re-affirmed its commitment to help prevent family violence in our city by once again hosting this powerful walk in recognition of White Ribbon Day. Hundreds of people gathered at Dandenong Market before heading through the streets of central Dandenong to Harmony Square, where they heard from guest speakers including Helen Kapalos and Rob Hulls. The success of the Walk Against Family Violence sent a clear message to the community that family violence is wrong and unacceptable. the CITY 13


SPRINGVALE STREETSCAPES T

he City of Greater Dandenong is continuing to make improvements to Springvale, building on the momentum created by the level crossing removal project which was finished in 2014. Two key projects will see streetscape works improve the look and amenity of central Springvale over the next two years. The first project will include a major upgrade of the Springvale Road streetscape between Virginia Street and St James Avenue. The improvements will include new paving, street furniture and lighting that will reflect the significance of the retail shopping strip. The second project features the redevelopment of Council-owned land in the Warwick Avenue precinct. The vision for the area is to provide mixeduse development opportunities, including apartments to complement the activity centre and the Springvale Civic Precinct project.

he City of Greater Dandenong is proudly one of the most culturally diverse municipalities in Australia. In recent years there’s been a surge of interest from people keen to trace their family’s stories and histories. Some are motivated by finding living relatives, others by building their family tree for the benefit of future generations. The Libraries offer a wealth of resources for the amateur or the experienced family historian and Council’s Information Librarian, Alison Key, says there has never been a better time to do so. “Historical records are more accessible than ever because so many are now available electronically,” she said.

HOME AND ART – Recognising refugees and asylum seekers through art A

rtists from around Australia with an asylum seeker or refugee background are invited to share the dreams, memories and aspirations that symbolise their refugee experience as part of a new exhibition that will run at Dandenong’s Walker Street Gallery in 2016. The exhibition, Home and Art, has been created by the Gallery to recognise and nurture the talents of newly-arrived artists, celebrating the

important contribution they make to the cultural and social fabric of Greater Dandenong, Victoria, and beyond. “Asylum seekers make great sacrifices in order to gain freedom and whilst settling in a new country their identity as an artist may be put aside while they establish a new life,” said Walker Street Gallery’s David O’Halloran. “Home and Art offers refugee artists an opportunity to tell their story and connect with our creative communities”.

oth emerging and experienced female artists are being invited to submit work for consideration in Walker Street Gallery’s 2016 She exhibition. She, an annual exhibition, gives female artists a unique opportunity to respond to the themes and topics that concern them as artists. Winners will be selected by an independent judge, and will be awarded one of two cash prizes. Signs capture local history A

series of award-winning interpretive signs tell the stories behind some of Dandenong’s laneways. Ewart Lane, Garnar Lane, Crump Lane and Boyd Lane, are the first to be recognised with signs that highlight the colourful history behind their namesakes.

The interpretive signs recently won an international award from the Society of Environmental Graphic Design in the category Place Making and Identity.

Family members joined with councillors, Council staff and members of the Dandenong and District Historical Society to launch the signage.

They are part of a broader placemaking program in activity centres to help recognise key landmarks and places and will help capture our history for future generations.

andenong Market will celebrate a significant milestone in 2016 with 150th anniversary celebrations planned.

In 1976 Friday trading was introduced followed by Saturdays in 1982 and Sundays in 2013.

“The forefathers that started the market in 1866 had fantastic foresight to build a city around it and many businesses have prospered since,” said City of Greater Dandenong Cr John Kelly, who has a long history with the market and currently sits on its board.

Councillor Kelly was involved in the market’s expansion in 1996 through the committee that coordinated extensions to the fruit and vegetable section and the development of a multi-level car park.

“My passion for the market was established as a kid. My first recollection is mum taking us on the bus to shop on Tuesdays. On many occasions drovers would drive cattle up to Stud Road where we lived and mum would tell us to shut the gates as she was very proud of her garden!” In 1975 Council redeveloped the market site to have new produce and fruit halls.

new seafood merchant, Hellenic Seafood, has opened at Dandenong Market. Hellenic Seafood will be operated by the renowned Ganotis family, thirdgeneration traders known for their highend, sustainably sourced seafood. The Ganotis family has built a reputation and loyal following due to their passion for high quality, fresh seafood and a commitment to sustainably sourced product. At the helm will be siblings Adriana and Dimitri Ganotis who follow the trade of their father and grandfather.

Between 2005 and 2010, a major $26 million redevelopment saw an upgrade of infrastructure and a new General Merchandise Hall, Produce Hall and Meat, Fish and Deli Hall constructed. “So many families in Dandenong have benefited from the market over its 150 years. Entering Hellenic Seafood is reminiscent of a seaside Greek village: decking on the floors will make visitors feel they’ve stepped onto a pier, whilst the oyster shell tiles and the sparkling glass evokes images of the Mediterranean Sea. FOOD AID FOR FAMILIES IN NEED THIS CHRISTMAS S

pringvale Benevolent Society is hoping to make it a Merry Christmas for all this year with the launch of their annual Christmas food drive to help local families in need. For families who’ve struggled financially throughout the year Christmas can be more stressful than celebratory as carefully-managed budgets just do not stretch far enough to put festive food on the table. Many of the social problems experienced by residents in our city – unemployment, homelessness, family breakdown, addiction – mean that the financial and emotional burdens of the holiday season are hard to bear. This year Springvale Benevolent Society expects to provide assistance in the form of food hampers to over 200 families from Springvale, Noble Park and Keysborough. “Our aim is to make sure all of our neighbours and their families at least have a special Christmas meal to enjoy,” said Society president Joe Rechichi. “We rely on generous donations from everyday people to fill our Christmas hampers,” he added. esidents are advised that Springvale Community Aid and Advice Bureau (SCAAB) and Dandenong Community Advisory Bureau (DCAB) have recently amalgamated and are now operating as South East Community Links. achievement that’s made a difference in countless Greater Dandenong residents’ lives, particularly in our migrant and refugee communities.
