THE LEARNING EXPERIENCE Mary Davis, center director for The Learning Experience, and her team of six teachers, are dedicated to making education enjoyable for their charges. The childcare center, tailor-made for children 6 weeks to 6 years old, offers a curriculum designed to help kids develop intellectually, socially and cognitively. “Because each age is different, lesson plans are customized for each child after we learn what their interests are,” Davis says. “Even when children are playing, they’re learning skills for life.”

Founded in 1967, the nonprofit provides advocacy, education and business opportunities to 19,000 members throughout North America.

T
here was a time when reading, writing and arithmetic were all that public schools focused on. But a bright new day has dawned in which students’ mental and emotional well-being are just as paramount. “We’re fortunate that three of our buildings are less than 10 years old, and the fourth has experienced renovations,” says Westlake City Schools superintendent Scott Goggin. “What students are able to do inside is even better. We foster a sense of community to ensure every student feels included and enjoys a well-rounded education.”
Arts for All Jennifer Yachanin-Butler, director of choral music and Demon Drama Club advisor at Westlake High School, will never forget the day she fell in love with music and drama. Her uncle was the choir director at Valley Forge High School in Parma Heights, and the youngster saw three of the musicals he orchestrated, including “The Sound of Music.” “I remember being so excited to see what was coming next,” she recalls. “A blind student portrayed one of the nuns walking by in the processional, and she held onto the robe of the student in front

If a student wants to be in choir or on stage, regardless of ability, there’s always a place for them in one of Westlake High’s six ensembles. Currently, between 150 and 200 students participate. In addition to taking part in school productions, students perform in area nursing homes and at community events and festivals. “Some of my students have Down syndome or are autistic,” YachaninButler says. “One was a completely nonverbal singer who came down every day in her wheelchair. She wasn’t singing, but she was part of our group.” Hilary Patriok, director of instrumental music at Dover Intermediate School and Westlake High School, picked up the clarinet for the first time in high school and never put it down. In addition to teaching clarinet and viola to 40 fifthgraders, Patriok directs 200 students who are members of two jazz ensembles, two orchestras and concert and marching bands at the high school. “Westlake’s music programs give all students the chance to thrive and be included — even those whose shyness prevents them from rarely speaking up in class,” Patriok says. “These days, we’re
all so technology-driven. It’s wonderful to see students come in, sit down and look at a piece of music that’s not on a screen.”
Friendship Circles Westlake High School psychologist Rebecca Sawchik and Tabatha Devine, transition coordinator for special education, know that being a kid isn’t child’s play. Best Buddies helps allay the fears that students can experience. The colleagues serve as advisors to the Westlake High School chapter of the world’s largest nonprofit organization dedicated to providing social inclusion opportunities for those with and without intellectual and developmental disabilities. “Anyone is welcome to join Best Buddies,” Devine says. “Some of our students have physical and cognitive disabilities. They may be in a wheelchair for the rest of their lives, or unable to communicate. Some have needs that are undiagnosed. We provide opportunities for them to spend time with classmates outside of the classroom.” All students who elect to participate in Best Buddies fill out an application form, which includes permission for a background check and parental approval. If accepted, they’re paired with a peer with

Every student can reach for success at Dover Intermediate School thanks to WIN (What I Need), a program that leaves no child behind. On Wednesdays, students’ schedules are modified so they can attend 50-minute classes addressing specific needs they’re struggling with, including emotional and academic issues. Those seeking additional challenges can participate in classes that include advanced science and technology courses. Groups are kept small to allow for individual attention.
Back to the Future mutual interests. One-to-one friendships are nurtured by lunching together, and attending community- and school-related events and Best Buddies chapter meetings. Pals also keep in touch on weekends and during school breaks, checking in via texting and get-togethers at local coffee shops or each other’s homes. When seventh- and eighth-grade students at Lee Burneson Middle School are experiencing a rough patch, a fourlegged friend soon has them smiling again. Frank, a trained bernedoodle certified by the Alliance of Therapy Dogs, makes the rounds on Mondays and Thursdays, visiting classrooms and greeting students one-on-one. His mission: Reduce anxiety levels, help students regulate behavior and emotion and improve their self-esteem; and foster responsibility and kindness in caring for animals. Self-respect and compassion for others are also nurtured in other creative initiatives. Lee Burneson counselor Adeena Horne founded the school’s LGBTQ+ group, Prism, two years ago. The name, suggested by a student, represents a safe space where students can express gender concerns. “It’s a subject I’m passionate about,” Horne says. “We hold two meetings a month. One is held after school. Another takes place during school hours so that those not out to their families and friends, can also be part of a group.”
Teachers comfortable discussing gender topics display a sticker in their classrooms, so students know who they can turn to. Advocacy issues and the correct use of pronouns are also explored. Initiated at Cocalico High School in Lancaster, Pa., 15 years ago following a student’s suicide, Aevidum, a derivative of the Latin phrase, “I’ve got your back,” is comprised of 150 chapters across the country. The nonprofit, dedicated to reducing the stigma of mental health issues, is embraced at Lee Burneson in myriad ways.

Students enrolled in Westlake High School’s technology and engineering classes need only look around them to see the impact a future career in the field can make: Alum and architect Todd Wrobleski designed their high school nine years ago, and a mechanical engineering grad had a hand in building Crocker Park. Farther afield, alumni of the school’s Technology and Engineering Department are engaged in a host of vocations making an impact around the world: A former pupil, now an architect, helped design the Grand Egyptian Museum in Cairo, Egypt, the largest repository comprising more than 120,000 ancient Egyptian antiquities and artifacts. Others, who focused on industrial and automotive engineering respectively, were hired by Intel to design and manufacture processing chips used in countless electronic and computer devices, and helped design the interiors of the Toyota Sienna and Avalon. “Vo-ed schools are great places for students to learn specified areas of study,” says Westlake High School technology and engineering instructor Scott Kutz. “But since we don’t know what our students are going to major in, we give them a broad base, all based on the design process.” Curriculum includes technical drawing, design and computer graphics classes; and a “Know Your Home” course focusing on mastering techniques in home repair and learning about new and emerging construction technology. The futuristic “Unmanned Aircraft Systems: Drone Technology” class teaches students how to fly and practice maneuvers with remote control flight simulators. 15

The restaurant, which comfortably seats 180 patrons inside and 100 diners on the patio, proffers an extensive bill of fare that includes spicy tuna tartar, baked Japanese eggplant, noodle bowls, grilled strip steak and barbecued ribs — as well

rom cozy bungalows and opulent mansions to stylish condos and clusters, there’s no place like home in Westlake. Clearly, young professionals, families and empty nesters need not look far to find the perfect neighborhood in which to make dreams come true. “Westlake has become a hub of new construction,” says Michelle Boczek, Westlake’s economic development manager. “In addition to wonderful shopping districts and a variety of special events, there’s a sense of community here residents appreciate.” In spite of the global pandemic and national shortages of building materials and labor, new housing starts in Westlake stayed strong in 2021: 29 single-family homes, 21 cluster homes and 82 townhomes were under construction during 2021.

Westlake’s population, which has more than doubled over the last four decades, is again on the rise. The 2010 census cited the population as 32,779. In 2020, that number increased 4.6% to 34,228. The largest new development, Parkway Crossing, located off Westchester Parkway and developed by Pulte Homes, will feature 144 townhomes. The first phase of 39 units has been completed. The second phase, containing 52 units, and third and final phase with 53 units are underway. Drees Homes is in the process of developing Crocker Woods Cluster, comprising 49 single-family cluster homes off Crocker Road, south of Center Ridge Road. Since 94% of Westlake’s land zoned for residential housing has already been developed, most new homes in the city will be part of established neighborhoods.

• The Coral Company’s Westhampton at Crocker Park will be constructing eight townhomes across from Market Square. An additional 12 units in Phase IV nearby are also expected to be underway soon. • Other townhome developments are underway, including 18 units for the Residences at the Reserve Townhomes by the Edwards Financial Group on the north side of Center Ridge Road between Fairway Drive and Bradley Road. Construction of 16 Mills Pointe Townhomes by Drees Homes is taking place at the corner of Mills and Center Ridge roads. • Lake Forest V was approved for 34 single-family homes bordering Rocky Ridge and Turtle Creek drives. • Valore Builders is constructing 11 lots in the Lands End South subdivision at the end of Silveridge Trail. • Petros Homes has begun the final phase of Bur Oak Estates at the end of Bur Oak and Jager drives, which includes 28 single-family homes. The company is also developing the 25-unit Westin Pointe Townhomes on the south side of Center Ridge Road east of Pebblebrook Drive. • Hallberg Townhomes was approved for 12 units on the north side of Center Ridge Road between Schwartz Road and Recreation Center Drive, and site work has been completed. • Mallard Cove, also by the Edwards Financial Group, is adding 15-single family homes at the end of Mallard Cove Drive and Greenview Parkway. • The Reserve at Fox Run by Orley Homes is adding 14 single-family homes at the end of Fox Run. Finances & Taxes Bond Rating Westlake’s bond rating from Moody’s Investment Service is AAA and from Standard & Poors and Fitch IBCA is AAA. Westlake shares these distinguished ratings with only 16 other cities in the state. This rating is important because it relates directly to the amount of interest residents would have to pay for special assessments. Income Tax The city has a 1.5 percent income tax, which is collected by and paid to the Regional Income Tax Agency. This tax rate is one of the lowest within Cuyahoga County. All residents are required to file a tax return by April 15 of the subsequent year. A 100 percent credit is granted for income tax paid to a community outside of Westlake to the extent that the taxes paid equal or exceed the taxes calculated as due to Westlake. Tax forms for payment of city income tax are available at the city’s website, cityofwestlake. org, or directly from the Regional Income Tax Agency at 440/526-0900 or at their website, ritaohio.com. You may also use their free e-file service, which is simple and easy to use.

Utility Billing The City of Westlake maintains a sewer distribution system, which is tied into the Rocky River Treatment Plant. Billings are sent out quarterly and are due within 30 days. Sewer bills may be paid online, by mail or at City Hall. Westlake residential sewer fees are billed on a flat-rate cost-recovery basis, and no meters are read. Your residential sewer bill is not based on the amount of water you use. Billing and due dates are clearly noted on the billing. NOTE: Water is provided by the City of Cleveland, which sends out a monthly billing based on meter readings.
Laws for everyday life Provided by: Law Director, Michael P. Maloney Animals: Are not permitted to run at large and must be kept under control. In particular, dogs must be on a leash when off the owner’s property. Nearly all pets must have current rabies shots. If a dog is repeatedly on the loose, attacks another dog or a person, or acts aggressively while at large, it could result in serious penalties for the owner. Ohio law provides that dogs be classified as “nuisance”, “dangerous”, or “vicious”, depending on behavior. These classifications have corresponding sanctions, which an owner should know. See, O.R.C. 955.22, W.C.O. 505.01. Barbecue Grills/LP Tanks: Storage and use restricted in apartment/ condominium complexes. Those that produce flames cannot be used on balconies of multifamily residential structures or within 15 feet of any structure. Standard grillsized tanks and larger are prohibited
in apartment/condominium units on balconies, basements, corridors and any space within the building. Drainage: The City of Westlake owns and maintains both sanitary and storm sewer lines throughout the community. Prior to any major improvements to your property that might affect drainage, contact the Engineering Department. If you are experiencing any sewer problems, contact the Department of Public Service. Easements: Many properties have storm sewer easements. Before adding any trees, shrubs, fencing or gardens over easements, contact the Engineering Department to obtain a $5 permit. Fences require an additional building permit; see below. Fences: Permits are required for all fences. In residential areas, the maximum height of a backyard fence is 6 feet. Contact the Building Department for additional requirements that may apply. Firearms, BB Guns and Airsoft Guns: Cannot be discharged within the city limits. Firearms cannot be carried into any city building by anyone except law enforcement officers. There are numerous other locations where firearms may not be carried, including churches, schools and various types of businesses. See Section 2923 of the Ohio Revised Code for more information. Fireplaces and Chimneys: Multifamily residential structures require annual, private inspection and maintenance. (ORD. 1501.16) Fireworks: The possession, sale or discharge of fireworks is prohibited. (ORD.1519.04) Grading and Drainage: When you are having a drainage problem or planning on re-grading or filling any portions of your property, a grading permit may be required. Contact the Engineering Department prior to doing any work for a complimentary evaluation of your property issues.
Real Estate Property Tax At 61.23, Westlake property owners enjoy one of the lowest effective tax rates for residential property of any of the western Cuyahoga County communities. A Westlake resident will pay $1,911 in real property tax per $100,000 of market

RESIDENTS’ GUIDE Home Repairs, Remodeling and Additions: Contractors working on your home must be registered with the city. A list of registered contractors, permit requirements, applications and Building Code information can be obtained in the Building Department or on the city’s website. Home/Yard Maintenance: Outdoor operation of domestic power tools such as saws and lawn and garden tools (except snow removal equipment) is prohibited weekdays from 9 p.m. to 8 a.m., and weekends from 9 p.m. to 9 a.m. Open Fires/Burning: No open burning is permitted except for small, controlled campfires. Fires for the purposes of burning garbage, landscape waste or any other trash/ waste are prohibited. (ORD. 1511) Parking: Is prohibited on city streets between 3 and 6 a.m. Trucks, trailers or semi-trailers may not be parked on the street in front of residential property unless the vehicle is disabled or being unloaded. Recreational equipment such as boats, motor homes and truck campers may not be parked for more than 72 hours in a three-week period unless owned by the resident and not in use. Do not park on both sides of a street, even if no signs are posted. Parking is permitted only on the non-hydrant side of the street.

Rental Licenses: All one, two and three family homes that are rented require a Rental License. Licenses are issued to the property owner/landlord after the property passes inspections by the Building Department. Additional information is listed on the Building Department’s web page.
Security Cameras: Are legally permitted on private property. Unless security video recordings include audio, or are recording subject matter that would fall under an expectation of privacy (viewing the inside of another person’s home), there are currently very few legal restrictions. Technology seems to have outpaced the law in this area. Again, however, audio recording is generally prohibited. Additionally, persistent video recording of others that a court might find to be harassing can lead to private civil lawsuits, independent of state or local criminal statues. See 18 U.S. Code 2511, O.R.C. 2933.52.

Recycling and Rubbish Procedures for Single-Family Homes Rumpke Waste and Recycling Services provides residential rubbish and recycling collection services for the City of Westlake. For questions, concerns, or to report rubbish and/ or recycling that was not collected, contact Rumpke at 800-828-8171. Day and Time of Collection Recycling and rubbish will be collected on the same day each week, except when a holiday falls on or before your regular collection day. Then recycling and rubbish will be collected one (1) day later. Please

Place rubbish and recycling carts on opposite sides of your driveway. Collection time may vary each week due to volume, traffics delays, time of year, weather, etc. Also, carts must be removed within 24 hours of collection and stored in a manner that they cannot be seen from the street. CART REPLACEMENT GUIDELINES Place carts out the night before your service day. 1. Place items inside the cart and close the lid. 2. Face the opening toward the street (face handle away). 3. Place cart within 3 ft. of the street and 3 ft. away from objects, including mailboxes.

Recycling Information Place recyclables in the provided green, Rumpke 65-gallon recycling cart. Recycling must be left loose, do not use bags. Recyclables should fit in your cart. Excess recycling cannot be placed in bags next to your recycle cart. Make sure you are recycling properly by breaking down cardboard boxes and only recycling the items identified on the lid of your recycling cart. If you need an additional recycling cart, contact Rumpke at 800-828-8171.
Rubbish Information Rubbish must be bagged and placed in the provided brown, Rumpke 96-gallon rubbish cart. On occasion, excess rubbish can be placed in plastic trash bags only and placed next to your rubbish cart on your collection day. Residents who frequently place out excess rubbish bags may be required to obtain a second Rumpke rubbish cart. If you need an additional rubbish cart, contact Rumpke at 800-828-8171.

Christmas Tree Disposal Live Christmas Trees Place your live Christmas tree on the tree lawn next to your rubbish. The City of Westlake brush truck will pick up. All ornaments, lights, stands and other man-made decorations, as well as plastic tree bags, must be removed from Christmas trees before collection.
Collection Guidelines Only leaves will be collected. Please do not mix branches or grass cuttings with leaves, as this will plug the machines and slow the collection process. Place the leaves on the tree lawn. Do not place leaves in the street. Please remember to keep the catch basins in front of your house and in the street clear to reduce flooding during heavy rains. Remove grass clippings, brush and leaves whenever possible. Humus and Wood Chips The City of Westlake operates a Class IV compost site that accepts all leaves collected through the Service Department’s curbside leaf collection programs in the spring and fall, as a joint venture with the City of Bay Village. Approximately 50,000 yards of leaves are collected yearly.
Artificial Christmas Trees
Leaf humus is an all-natural byproduct of leaves. No chemicals are added during the decomposition process. It is an excellent soil conditioner and shouldn’t be mistaken or used for topsoil. Various uses: in gardens, around flowerbeds, mixed with topsoil, etc. Our screening process eliminates most stones, branches, twigs and other debris.
The City’s brush truck will not pick up artificial trees. These can be broken down into their parts and can be picked up with your rubbish on your regular collection day.
Wood chips are created by grinding all branches, logs and tree stumps from weekly brush collection. Various uses: ground cover for flowerbeds, around trees, landscaping, etc.

Yard Waste Collection Yard waste is collected by Rumpke with your regular rubbish collection. Yard waste (grass clippings, leaves, ornamental grasses, flowers, plants, weeds, etc.) must be placed in paper yard waste bags or plastic trash bags. Bags must not exceed 50 lbs. The facility also has a splash area with interactive features and an interactive labyrinth. You will also find several shade structures to keep cool along with an updated concession menu. Meadowood Golf Course: Golf on one of the city’s three nine-hole courses, two executive and one regulation length. A rustic log cabin clubhouse offers a snack bar, cozy fireplace and big screen TV and can be rented in the off-season for parties. Clague Park: Located at the corner of Clague Road and Hilliard Boulevard, this 75-acre park offers seven baseball diamonds, four tennis courts, a walking trail, a toddler play structure, horseshoe pit, two gazebos, two picnic pavilions and Clague Cabin, as well as Westlake Aquatic Center and Peterson Pool. Clague Cabin is available for rent for social functions. Bradley Road Nature Park: Located on Bradley Road south of Hilliard Boulevard, this 46-acre park includes a sledding hill, a tot playground, pavilion, picnic tables, grills, restrooms and a nature trail.

A
delaide Aquilla tried shot put for the first time in eighth grade. Her passion for the sport has never cooled. “It’s a very detail-oriented sport,” says Aquilla, 22, a student at The Ohio State University double-majoring in communications and hospitality management. “If you look at shot put from the outside, you think, ‘Oh, that person’s throwing really hard with their arm.’ But there’s a lot of different movements that go into making a good throw.” Clearly, the Westlake native has mastered them. In 2019, Aquilla was an NCAA outdoor qualifier for the shot put, finishing 12th with a personal best toss of 16.59 meters to earn secondteam All-America honors. o Eileen Dorsey, naturescapes are not simply subjects she captures on canvas. They’re places of healing and rejuvenation. “When I was a kid, I’d go hiking with friends,” says the Westlake native, who recalls childhood memories of exploring the thickets behind St. Bernadette Elementary School, “and I’d also go there by myself. It was a place of adventure and a place of solitude at the same time, and I fell in love with being in the forest.” Her oil and acrylic paintings reflect that ardor, and the artist is constantly on the lookout for details the rest of us often miss. “I see colors a little bit differently than other people,” Dorsey says. “Most people think the color of tree bark is brown. But maybe when there’s green leaves surrounding it, or the seasons are changing, or a cloud passes over it, the bark reflects the way the world is reacting around it. It can, for instance, be various shades of brown or even black, gray or purple. That’s very meditative for me.”

her title of Big Ten Conference indoor shot put champion — following her win in 2020 with a personal best toss of 17.82 meters — with a personal best throw of 19.12 meters — and was named Ohio State’s Female Athlete of the Year. She credits her parents for introducing her and two younger brothers to the wide world of sports. “They encouraged us to test the waters to see what sports we like,” says Aquilla, who avidly weight trains to stay in shape. The athlete was honored to represent the United States and her hometown as a member of Team USA in the 2020 Summer Olympics in Tokyo. Dorsey embraced artistry at an early age. She discovered her flair for drawing in elementary school. By the time she was in eighth grade, the budding artist had mastered the technique of making friendship bracelets out of yarn for her family and friends. “We lived along Center Ridge Road, and instead of selling lemonade, I sold the bracelets,” she recalls with a laugh. “I’ve always been a bit of an entrepreneur.” These days, Dorsey, who graduated from Kent State University with a bachelor of fine arts degree, can be found in 78th Street Studios, dabbling in different styles that include the jewel-toned abstracts her legions of fans admire.
