To GSU Fans, Boosters and Friends: The purpose of this brochure is to provide you with information that will help to ensure that the university continues to comply with NCAA regulations. The following summary of some of the rules which apply to representatives of athletics interests is intended as a guide for you in your future interactions with prospective and enrolled student-athletes. Please contact the GSU Compliance Office if you have any questions or concerns.

DEFINITIONS
You are a representative of athletics interests if you: •Participated in promoting GSU’s athletic program •Made financial contributions to the athletics department or booster organization •Assisted or have been requested to assist in the recruitment of prospective student-athletes •Assisted in providing benefits to enrolled student-athletes or their families •Are a former student or a fan of GSU •Once you have been identified as a representative of athletics interests, you retain that identity indefinitely. •A prospect is a student who has started classes for the ninth grade. A student who has not started the ninth grade becomes a prospect if GSU or a representative of GSU’s athletics interests provides benefits to the individual that are not provided to prospective students generally.

Interference It is impermissible to write, call or have on or off-campus contact with a prospect. You may have a telephone conversation with the prospect only if the prospect initiates the phone call and the conversation is unrelated to recruiting.

Illegal Contact It is impermissible for any representative of Georgia State Athletics interests or a GSU staff member to contact a student-athlete at another college for the purpose of recruitment. Georgia State cannot have contact with a student-athlete who is attending another institution until permission is granted from the student-athlete’s current institution.

Too Many Players on Field Only coaches and authorized staff members may participate in recruiting activities. Do not contact a prospect’s coach, principal, or counselor in an attempt to evaluate the prospect. You may notify the coaching staff of outstanding prospects in the area or observe a prospect’s athletics contest provided there is no contact with the prospect or prospect’s relatives or friends.

Ineligible Receiver It is impermissible to provide extra benefits to current student-athletes or prospects. Extra benefits include, but are not limited to, clothing, cash or like items, any tangible items or merchandise, free or reduced cost services, rentals, and free or reduced cost housing. You may provide an occasional meal to a student-athlete, but the meal must be provided at your home and may not be provided at a restaurant. An occasional meal form must be completed in these instances by the respective coach.

Illegal Motion It is impermissible to provide any type of transportation to a current student-athlete or a prospect, or to be involved directly or indirectly in arranging to provide a vehicle to a student-athlete or prospect. Do not provide any financial assistance to a prospect or student-athlete for the purpose of obtaining a vehicle (e.g. cosigning a loan).

Unsportsmanlike Conduct Student-athletes, coaches, and administrators are prohibited from engaging in any gambling activity and providing any information concerning intercollegiate athletics competitions to gambling operations.

Helping The Runner It is impermissible to provide any type of financial assistance to a prospect or current student-athlete. You may notify the athletics department of possible job opportunities for current student-athletes.

Personal Foul It is impermissible to use the name, picture or appearance of a current student-athlete to directly advertise, recommend or promote sales or the use of a commercial product of any kind.

Player Disqualification Georgia State Athletics is held responsible for anything you do related to GSU studentathletes and prospects. Student-athletes and prospects may be declared ineligible for competition if these NCAA rules and regulations are not properly followed. Additionally, Georgia State may be subject to NCAA sanctions.

Timeout If you are unsure about any rule or about what you can or cannot do, take a TIME OUT! Please contact the Georgia State Athletics Compliance Office to make sure your activities are permissible under NCAA rules.

GOAL We know that GSU fans would never intentionally do anything to place the university in danger of violating NCAA legislation. However, the complexity of the rules and the extent to which they govern nearly all forms of contact between the institution with prospects and studentathletes require constant vigilance on the part of all who are associated with GSU. Together, we can continue toward our goal of maintaining the highest integrity in the conduct of our athletics program.
