Since September 2008 my new com mittee and I have enjoyed organising and working on Chinese New Year 2009 . In addition, we have been looking into a num ber of initiatives to bring more visitors to Chinatown as well as working on the implementation of the Chinatown Des ign Strategy with the Prince's Foundat ion for the Built Environment to make London' s Chinatown the best outside of Asia ! It is said that people born in the Year of the Ox are honest, hard working and persevering – characteristics, I wou ld suggest, which will be much valued in wha t looks like being a difficult financ ial year ahead for many. The Chinese community continue s to bring to this capital of ours tremendously successful businesses and may they prosper in the year that beckons. I look forward to attending the wonderful Chinese New Year festivities again this year and hope for continuing success for the Chinese community throughout the Year of the Ox.

The Chinatown Action Plan has been one of the great success stories of community collaboration in London. Adopted by Westminster City Council in 2003, the underlying vision is to make Chinatown a cleaner, safer and more attractive place for those who live, work and visit the area. Like all of the council’s area-based action plans, we could not have implemented it without the partnership work and support of our principal stakeholders; The London Chinatown Chinese Association, the Chinese Community Centre, Shaftesbury Plc (Chinatown’s principal landlord) and the Metropolitan Police. Since it’s adoption, the Action Plan has brought about considerable improvements to the area, such as; CivicWatch, a joint initiative between the council and the Chinatown Unit (Charing Cross Police Station), and the introduction of City Guardians which has greatly assisted a multi agency approach to community safety and management of the streets. The cultural diversity of the area has been enriched by the development of Chinatown Arts Space, an organisation that promotes contemporary East Asian visual and performaning arts and recently commissioned Chinatown’s latest piece of public art. This first commission, a mural entitled 1888, now forms the centrepeice of Horse and Dolphin Yard. Additionally, street improvements on Gerrard Street, Macclesfield Street, Lisle Street, Little Newport Street and Horse and Dolphin Yard are now complete. The improvements to Wardour Street and Rupert Court will commence after this year’s Chinese New Year celebrations. The final two phases, to be
implemented in 2009/10 will be Dansey Place, in partnership with Shaftesbury Plc, and Newport Place and it’s environs, in partnership with the London Chinatown Chinese Association and Rosewheel Plc. The council, in partnership with the Prince’s Foundation for the Built Environment and the local community, launched ‘A Design Strategy for Chinatown’ in September 2008 that has generally received strong support from the local community. The Strategy promotes the introduction of appropriate East Asian design to complement the existing Victorian and Georgian facades, adding to the overall visitor experience. Currently, the council and its partners are now developing many of the proposals outlined in the strategy, including a suitable and sustainable funding model for their implementation and long term upkeep. Keeping with design, the Cabinet Member for the Built Environment approved the adoption of the Chinatown Supplementary Planning Guidance for the area, which looks to address a number of issues to help enhance the overall appearance of the streets, whilst preserving the area’s Conservation status. These are exciting times for Chinatown, and the initiatives outlined above should encourage further vitality in these difficult economic times, helping to ensure that it remains one of the West End’s unique cultural destinations. (2) 區域範圍:本會以Euston Road以南, The Mail 及Strand以北,Portland Place, Piccadilly,St. Jame’s Street及Marlborough Kingsway以西為範圍,凡在範圍的社團、商戶可 依章程申請參加為會員。 (3) 會址:倫敦華埠商會:3 Floor, 22 Wardour Street, London W1D 6QQ. (4) 宗旨:本會為非牟利社團,宗旨為聯絡街坊之 感情,守望相助,促進一切福利事業,發展商業 前途,協助和聯繫中英兩國文化及商業發展的橋 樑。 第二章:會員 (1) 資格 a. 凡屬上述區域或範圍內,任何商戶或社團均可 加入為“單位”會員,每一“單位”委派代表一名,參 加本會為會員,以下簡稱為會員。 b. 會員以能操流利華語或為華裔,持有合法居留 權,品行端正者為限。 (2) 手續 凡欲入會為“單位”會員,須填寫入會表格提出代 表姓名,經當屆執行委員會審查通過,並依章程 納入會費及年費後方得為會員。 (3) 會費 a. 凡新申請入會的單位會員須繳交入會費£100。 b. 3年費£100交由當屆執行委員會決定。 (4) 權利與義務 權利: a. 凡本會會員均享受本會應有權利; b. 本會會員有選舉權,但需要有一年以上會齡者 始有被選權; c. 會長對會務有建議權; d. 會員及其屬下成員遇有困難時,將具實情報告 本會須經本會執行委員會派員調查屬實後,得由 本會設法援助之。 義務: a. 遵守會章,服從一切決定議案; 16

b. 繳交會費及定時繳交年費; c.熱誠協助本會、推行會務及其他福利 事宜; d. 介紹街坊入會,互相扶助。 第三章:組織 (1) 會員大會: a. 本會以會員大會為最高權力機構,由 選舉、罷免、創制、否決等權,會員大 會每3年召開一次,其他時間及地點由執 委員會決定,並於開會前14天分涵及登 報召集之,如有特別事故,得召開臨時 特別會員大會。 b. 出席會員大會,人數不論多寡,均作 為法定人數。 會員大會由下列職權: i. 修改及通過會章; ii. 選舉下屆執行委員; iii. 審查執行委員會報告及提案及追認上 年度財政帳目; iv. 會員凡有任何建議(提案)要在會員 大會前兩星期,用書面通知執委會,以 資安排; c. 會員大會主席由當屆會長擔任,如會 長缺席,則由首席副會長任之,如首席 副會長議缺席,則由副會長任之,如此 類推。 d. 表決議案,以少數服從多數為原則。 e. 會員大會休會後,所有權力交由執委 會承擔之。 (2) 選舉程式: a. 執行委員會任期屆滿前,須互選五人 以上,組織籌備選舉小組委員會,籌備 一切選舉事宜。 b. 籌備選舉小組委員會可邀請會外適當 人仕,在選舉時監選,以示公允。 c. 會員必須在14天前自己提名競選為新 一屆執委候選人,方可參選。 d. 競選會長及副會長者請于14天前自己 提名競選,才有資格參加競選。 e. 每會員有一票投票權。 (3) 特別委員大會: a. 如有特別事故,會員得召開臨時特別 大會,召開人數須超過全體會員人數百
分之二十五為定。 b. 會員有權查閱當時合法會員之名單。 c. 特別會員大會議案表決程式,與會員 大會章程相同。 d. 如有特別事故,經執行委員會通過 後,得有權召開特別會員大會。 (4) 執行委員會: a. 本會之執行委員會,設立委員三十一 人,其中十五人為當然委員,另十六人 為當選委員。由會員大會選出之。當然 委員與當選委員職責相同。 b. 執行委員會每月召開例會一次,如有 特別事故,得隨時召開之。 c. 執行委員會之法定人數為十一人,表 決時以超過半數為合法,若票數相同, 主席有否決權。 d. 本會設會長一名,首席副會長一名, 副會長四名,財務,文書、公關、福 利、康樂、交際、核數等各部門,每部 門設正副組長一名,由執行委員會會員 互相選之,任期為三年,執行委員會會 員並得兼職,可連選連任。 e. 本會由十六屆開始,增設主席一名以 及副主席一名。 f. 本會設執行秘書長一名,義務或聘 請。 g. 本會得聘任社會人士為永遠名譽會 長,名譽會長,顧問,贊助會員等, 以資協助會務之發展,除永遠名譽會長 外,其他均任期為三年。 h. 財政管理,所有由銀行提支者,除財 務組長一人簽名外,必須經授權的簽署 者中任何兩人簽名,方始有效。 i. 特別委員會由執委會委任,成員不超 過十二人。 第四章:紀律 (1) 正副會長,正副主席及執行委員如 有違背會章或有妨害本會聲譽者得由執 行委員會開會表決處理之。 (2) 經執行委員會表決通過取消其會 籍。 (3) 本會一切文件,未經執行委員會通 知,不得對外發表。

倫敦華埠商會2008年回顧 2008年,對中國人而言,註定是不平凡的一年。這一年的不平凡,不僅僅在於,在中 國改革開放30周年之際,中國人終於實現了期盼百年的奧運夢想;還在於,經歷了南方 雨雪冰凍、四川大地震這一場場罕見的自然災害,中國人始終堅守著自己對奧林匹克的承 諾,用微笑擁抱世界。 作為中華文化在英國的展示舞臺,唐人街在2008年大放異彩。這一年來,倫敦華埠商 會在領導班子和會員的共同努力下,推進多項工作發展,促進華埠與主流社會溝通,推動 中英兩國民間交流,成為英國社會多元文化中亮麗的一筆!

奧運篇 2008年8月,13億中國人百年奧運 夢終于成真。當奧運聖火在北京被點燃 後,熱情洋溢的中國人民盡情享受奧運 帶來的歡樂。他們爲每一個參與者的到 來鼓掌,爲每一個新紀錄的誕生歡呼, 爲每一個賽場上的勇士加油,爲每一個 充滿愛的瞬間感動。而在英國,倫敦華 埠商會組織的迎奧運活動也讓這裏的華 人華僑感受到祖國的脉搏,與它同歡呼 共感動。 火炬傳遞
唐人街掀高潮
4月6日,是奧運火炬在倫敦傳遞 的日子。儘管已進入4月,倫敦當天却 喜逢瑞雪,整個城市已經銀裝素裹,令 火炬橘紅色的火苗在漫天飛雪中更顯溫 暖。奧運火炬在倫敦的傳遞不僅擁有中 國境外21個城市中最長的傳遞路綫,而 且受到了英國首相布朗和安妮公主出面 歡迎的高規格待遇。 爲迎接火炬在唐人街傳遞,倫敦 華埠商會特地定制了一千多個紅色的大 燈籠,還做了五六面印有“風調雨順” 四個大字的龍旗。只在中國傳統節日才 會表演的舞龍舞獅隊和奧運福娃走上爵 祿街與民衆共慶這一盛事。在火炬到達 唐人街之前,陣陣響亮的鑼鼓聲和歡騰 的舞龍舞獅使得整個唐人街沸騰起來。 中午12點30分,“祥雲”火炬在上 萬名觀衆的期望中來到唐人街,中國駐 英大使傅瑩從前面一位火炬手點燃了自 己手中的火炬,跑向唐人街,幷向現場 觀衆揮手致意。夾道歡迎的人群中迸發 出雷鳴般的掌聲和歡呼聲。 倫敦華埠商會會長鄧柱廷說: “這是中國第一次舉辦奧運會,華人華 僑等很久了,每一個炎黃子孫都很高 興。”鄧柱廷表示,“華埠商會迎接奧 運聖火,籌備好幾個月了。今天奧運火 炬來到倫敦,來到唐人街,這對于我們
海外華人來說就像過節一樣。我們就是 要熱熱鬧鬧地把火炬迎回唐人街,迎回 我們華人在倫敦的家。” 離唐人街不遠的特拉法加廣場也 是火炬傳遞重要的一個節點,許多華人 華僑留學生及英國民衆都在這聚集等待 迎接聖火,傳遞北京奧運會的夢想。整 個廣場幾乎水泄不通,很多人手中都 拿著小旗幟,上面標有“北京2008”和 “點燃激情、傳遞夢想”字樣。“祥 雲”來到特拉法加廣場之際,在場的華 人華僑和中國留學生揮舞起他們手中鮮 艶的五星紅旗,與“祥雲”燃燒著的紅 色火焰一起把廣場變成了紅色的海洋。 而在唐寧街10號首相府門前,倫敦 華埠商會組織的舞獅隊在布朗首相及火 炬手等待聖火抵達時,在歡樂喜慶的鑼 鼓聲中進行了精彩的舞獅表演。 倫敦各界華人華僑慶奧運 “祝福奧運”、“中國加油”, 8月8日的唐人街上,祝福之聲不絕于 耳。數百名英國華人華僑留學生及當地 市民將這裏彙聚成歡樂的海洋,一起迎 接北京奧運會開幕式。 當天中午,倫敦華埠商會組織、 中國銀行贊助的舞龍舞獅和福娃出現在 唐人街主街上。等待多時的華人華僑揮 舞著國旗,爭相和福娃握手合影。爵祿 街上也立起大屏幕,現場直播奧運開幕 式,許多民衆携家帶口在陣陣鑼鼓聲中 等待奧運會的開幕儀式。 倫敦華埠商會首席副會長鄧漢聲 表示,北京奧運會是千載難逢的盛事, 華埠商會很高興能和倫敦市民在唐人街 一起慶祝。 中國駐英大使館林旭參贊說: “中國百年奧運夢想成真,海內外華人 華僑爲此自豪。對倫敦的華人華僑來 說,意義尤其特殊,他們在慶祝北京奧 運的同時,也期盼著4年後奧運聖火在 奧運點燃。”

節慶篇 春節慶典 精彩“鼠”不停 2月10日,鼠年大年初四, 近35萬民衆涌到特拉法加廣 場、萊斯特廣場和唐人街,參 加倫敦華埠商會主辦的迎新活 動。倫敦華埠商會每年選擇春 節之後的周日作爲中國新年 慶祝活動的日子,這是“亞洲 之外規模最大的中國新年慶祝 活動”,因此成爲市民眼中的 又一個“狂歡節”,體現出華 埠商會非凡的號召力和組織能 力。 以奧運爲主題的新年巡游 隊伍在當天上午11時,由一名頭 戴飾有銀色老鼠的禮帽的司儀 手搖銀鈴拉開序幕。他一面向 路邊的人群高喊“鼠年好”, 一面引導舞蹈、武術和舞龍舞 獅隊伍開始盛裝巡游。 新年巡游隊伍裏,5個憨 態可掬的福娃和舞龍舞獅、財 神爺以及來自中國的人大附中 藝術團、小星星藝術團的盛裝 巡游讓人目不暇接,市民們將 街道兩邊站得水泄不通,一邊 鼓掌叫好,競相和福娃握手合 影。 中午12時,迎鼠年慶祝活 動在特拉法加廣場舉行慶典。 倫敦市長利文斯通、中國駐英 大使傅瑩、倫敦華埠商會會長 鄧柱廷等各界人士,出席慶典 儀式,祝福2008這一具有特別 意義的一年。廣場上的過萬民 衆在主席臺上兩名主持人的引 領下齊聲用漢語高呼“恭喜發 財”、“新年快樂”…… 倫敦市長肯.利文斯通登臺 致辭說,很高興能够參加中國 20

鼠年新春的慶祝活動,這個中 國新年的慶祝活動是倫敦參加 人數最多的年度慶祝活動。08 年適逢北京舉辦奧運會,這對 將舉辦2012年奧運會的倫敦來 說具有特殊意義。 利文斯通還 用普通話和廣東話向市民祝賀 “恭喜發財”。 臺上,來自北京的人大附 中藝術團、小星星藝術團、中 國婦聯青年藝術團和當地華人 團體的精彩表演博得了觀衆的 陣陣掌聲,英國小孩還爭相與 小星星藝術團的孩子們拍照留 念;台下,樂滋滋的孩子們或 手舉撥浪鼓,或比著勁地往地 上摔“甩炮”;喜歡美食的人 們則擠在中國美食攤檔前爭相 購買龍須糖、年糕和麻糖;在 市中心的唐人街,年輕人紛紛 用相機、手機、攝像機拍攝游 行隊伍裏的舞龍舞獅表演…… 在特拉法加廣場的表演 活動一直持續了6個小時。從 下午2時開始,唐人街和萊斯 特廣場每到整點就燃放烟花爆 竹,更是增加了倫敦市中心的 中國年味道。 龍舟節 熱心籌善款 6月8日,由倫敦華埠商 會、倫敦華埠獅子會、蘆峰社 主辦、香港駐倫敦經濟貿易辦 事處贊助的倫敦龍舟節于倫敦 東部的泰晤士河上舉行,爲四 川地震進行賑灾募捐。 喧天的鑼鼓聲中,一個火 紅的獅子從大約5米高的立柱上 吐出一個“祝願四川抗震救灾 成功,灾民早日重建家園”的 巨幅標語,把2008倫敦龍舟節推 向高潮。 此次龍舟節共有包括匯豐 銀行、時代中國、青島啤酒、
國泰航空、普華永道、香港駐倫敦 經濟貿易辦事處和中國駐英國大使 館等商號和機構派出的40多支隊伍 參賽。泰晤士河邊,觀衆一面爲比 拼的隊伍加油助威,一面欣賞著河 畔跑道上不時起降的飛機。商家、 機構在各自的攤檔前兜售粽子、快 餐和法律、社區和旅游服務項目, 一些老人、孩子則在樹陰草地上享 受初夏戶外野餐的樂趣。 龍舟節籌得善款將聯同倫敦 華埠商會會員捐款用于華社慈善機 構以及中國安徽一所希望小學的建 造。 中秋 人月兩團圓 9月14日,倫敦華埠商會于唐 人街舉辦中秋慶祝活動,邀請中國 駐英大使館林旭參贊、西敏市議員 Audrey Lewis參加,向他們展示華 人社區活動成果,得到積極肯定。 慶祝活動于當天中午開始。精 彩的舞龍舞獅表演、美猴王、少林 武術、太極、民樂演奏等,吸引了 逾萬名民衆駐足,甚至有游客專程 從牛津、劍橋等地趕赴唐人街參加 慶祝活動。 倫敦華埠商會會長吳國强和 主席鄧柱廷分別爲活動致辭。林旭 參贊表示,“中秋正值北京奧運 結束、殘奧會即將閉幕之時,華 人的社會地位和社會現象都得到很 大提升,在這個時候舉辦活動是一 個很好的機遇,也是件很有意義的 事。” 林旭參贊、Audrey Lewis市議 員及倫敦都市警察唐人街當地兩名 警官隨後還應華埠商會邀請,前往 華人社區中心參觀,幷爲該中心志 願者創作的大型壁畫揭幕,反映了 中國文化元素在英國多元文化中的 融合。
橋梁篇 2007年底,英國移民局高調突 擊唐人街逮捕黑工,令華埠商家與 移民局、警方關係降至冰點;2008 年夏天,許多中餐館遭遇“燒鴨 爐”困境……這一場場危機中,倫 敦華埠商會代表華埠商家利益,與 政府積極斡旋,搭建政府和華埠商 家對話橋梁。
警員經華埠商會安排,與數名被搜 餐館東主進行會面。艾倫對移民局 協同媒體高調搜查華埠事件表示憤 慨,認爲其嚴重破壞了西敏市警方 和華埠居民數十年建立的良好的互 助合作關係。他表示,西敏市警方 將儘快修補受損警民關係,幷强調 西敏市警方已從該事件吸取教訓, 今後行動將更小心謹慎,警員將在 每日執勤中搜集華埠居民意見,幷 反饋給內政部,以避免同類事件再 次發生。 2008年12月初,英國邊防署倫
修補警民關係 2007年10月,唐人街的平靜被 打破,大批英國移民局官員與荷槍 實彈的警察突擊倫敦華埠,逮捕49 名懷疑非法勞工。由于此次聯合行 動十分高調,選在繁忙的午餐時間 突擊唐人街,引得華埠商家人心惶 惶,生意大受影響。移民局更聯合 BBC等傳媒報道整個搜捕過程,刻 意抹黑華埠形象,令華埠商家與移 民局、警方的關係降至冰點。事件 發生後,倫敦華埠商會積極聯絡各 方,修復受損警民關係。 2008年3月25日,西敏市警察 指揮官艾倫(Steve Allen)與4名 LCCA 2009 Chinese New Year Magazine | 21
敦及東南區總監Tony Smith在華埠 商會會長吳國强、副主席鄧漢聲、 副會長曾百明陪同下,前往唐人 街一家中餐館,實地考察中餐厨房 運作、厨師分工等情况,幷聽取中 餐館東主意見。自內政部出臺新法 例,要求中餐厨師考核英文水平, 令中餐館面臨人手緊缺困境。Tony Smith表示,將把情况及時反映內 政部,尋求解决方案。 中國料理名廚賽 推廣中華飲食文化 5月20日,第五届“西敏 市中國料理名厨大賽”于倫敦 Kingsway學院圓滿舉辦。此次大 賽由倫敦西敏市政府主辦,倫敦華 埠商會協辦,旨在促進西敏市內中 餐業發展。 此次大賽共有多家中餐館派出 厨師競技厨藝。比賽當天,參賽者 須在指定時間內,按主辦方安排次 序烹調糖醋大蝦、龍蝦、鴨肉等菜 式。經過角逐,皇朝會名厨余展宏 和鐘守發分獲“料理名廚”和“點 心名厨”冠軍,並由西敏市市長 Louise Hyams及中國駐英大使館 陸旭總領事爲其頒發獎項。 除菜式色香味、創意及烹煮 手法外,食物衛生評估也是評判標 準之一。據西敏市政府主管食物及 健康安全官員表示,賽前主辦方曾 到所有報名參賽的餐館進行衛生檢 查,以確保參賽者資格。西敏市政 府希望借此鼓勵區內中餐館不斷提 升衛生及食物安全標準,讓顧客吃 得高興放心。 陸旭總領事表示,西敏市舉辦 中國料理名厨大賽對區內中餐業發 展起積極推動作用,她希望今後可 以有更多類似活動將英國中餐業推 向更高層次。

化解“燒鴨爐”危機 2008年7月,倫敦部分中餐館 遭遇“燒鴨爐”困境,由于不具備 符合歐盟安全標準的CE標識,在 西敏市政府未作出適當指導下,被 勒令停用。經傳統烤爐烤制的燒鴨 面臨絕迹英倫的危機。 在西敏市政府和倫敦華埠商 會共同推動下,英國國家立法機 關經過積極商討,于11月初與華埠 商家舉行座談,同意爲負責檢驗 的Corgi工程師制定專門的指導條 例,授權他們根據該條例規定,對 無CE標識的烤鴨爐實施檢測和修 理工作,成功化解“燒鴨爐”危 機。 倫敦華埠商會會長吳國强對此 解决方案表示滿意。他說:“此次 烤鴨爐事件,無論對西敏市議會還 是華人社區來說,是雙方交流中一 次很好的實踐。”他指出,很多時 候法律幷不一定適用于所有對象和 所有情况,因爲將來若有其他爭議 出現,希望雙方以和平交流和互動 溝通爲先。 警民魚水情 10月1日,華埠中國城大酒樓 舉行酒會慶祝查寧閣警局華人組成 立25周年,共叙和睦警民關係。當
天,倫敦警隊專門負責嚴重及暴力 罪案的指揮官艾雅倫、西敏市市長 Louise Hyams、中國駐英大使館 總領事陸旭、華埠商會執委成員等 百余名嘉賓到場。 查寧閣警局華人組成立以來, 與倫敦華埠商會密切合作,爲營造 安全華埠社區共同努力。華人組25 年來服務唐人街,風雨無阻,他們 在維持社區治安的同時,積極構築 和睦警民關係。查寧閣警局華人組 多年來爲華埠社區維持治安,成就 有目共睹。艾雅倫指揮官感謝華埠 商會多年來在華人組工作上的積極 協助和合作,希望這種和諧關係能 繼續維持。 華埠商會會長吳國强、首席副 會長張炳容還先後頒發紀念牌予倫 敦警隊及華人組,分別由艾雅倫指 揮官及華人組隊目狄克蘭接受。許 多曾在華人組就職的警官也在當天 酒會出現,與華埠商會新老成員老 友相逢,共叙警民魚水情。
會務篇 倫敦華埠商會執委會換屆選舉 2008年9月1日, 倫敦華埠商 會于唐人街華人社區中心舉行第16 届執委會選舉,選出新一任16位執 委,幷推舉吳國强任會長,張炳容 當選首席副會長,曾百明、林奕 權、郭秀珊、文咏怡擔任副會長。 53名華埠商會會員參加當天投票。 中國駐英大使館林旭參贊到場監督 選舉和唱票過程。 會議首先推選吳國强爲華埠商 會新任會長。由于華埠商會會務增 多,目前設置無法滿足工作需要, 鄧漢聲于早前的華埠商會內部會議 上提出增設主席、副主席職位,輔 助商會工作。當天會上,到場會員 以高票通過這一决議,幷推舉卸任 會長鄧柱廷爲主席,鄧漢聲爲副主 席。 商會會員隨後以不記名方式投 票方式從22名執委候選人中選出16
位。鄧漢聲、曾百明、張炳容、林 奕權、吳國强、文咏怡、劉仕貴、 郭秀珊、鄧聲揚、李漢基、文波 倫、李玉媚、葉君南、陳惠明、鄭 德欽、張勁龍高票當選爲新一屆執 委。 新任會長吳國强在致辭中說: “華埠商會是大家的,每一個商戶 都是一分子,唐人街的生意都是息 息相關的。當前經濟不景氣,商會 將組織更多活動,吸引客源,維持 唐人街在倫敦的標志性地位。” 吳國强表示,此次執委會出現 許多年輕的新面孔,希望這些年輕 執委團結一致,群策群力做好華埠 商會工作。連任3届會長的鄧柱廷 此次卸任,他期望新一届領導班子 能將倫敦經營得更好。他也會一如 既往支持商會工作。 林旭參贊在會後表示,倫敦華 埠商會是英國華人形象代表,在與 當地政府、中國溝通聯繫方面發揮 重要作用。林旭對華埠商會過去的 工作予以充分肯定,他希望新一届 執委能發揚傳統,做得更好。

廣東省公安廳考察團訪英 10月初,倫敦華埠商會與英國 外交部、英國警方聯合接待由中國 廣東省公安廳廳長梁偉發率領的考 察團。該團應英國打擊有組織犯罪 活動局邀請,來倫敦進行爲期3日 的訪問,旨在加强同英國警方交 流,打擊跨境犯罪活動。
交流篇 倫敦華埠商會成立至今,致力 于促進中英兩國在經貿文化等各方 面的交流。2008年,華埠商會迎來 國僑辦主任李海峰到唐人街探訪當 地華人民生。除此以外,華埠商會 還接待了許多來自中國不同地區和 領域的考察團,增加了中英雙方的 交流和友誼。 國僑辦主任李海峰探訪唐人街 9月12日,倫敦華埠商會主席 鄧柱廷、會長吳國强等陪同前來英 國訪問的國僑辦主任李海峰來到唐 人街參觀視察,幷于當晚舉行盛大 晚宴迎接李海峰一行。 席間,華僑代表李志章向李 海峰主任彙報了英國華人華僑爲北
京奧運的舉辦、捍衛奧運火炬在 倫敦的傳遞、捐助特大雪灾和四川 大地震等所作的努力,得到她的高 度贊揚。她表示,中國取得的輝煌 成就,凝聚著包括英國僑胞在內的 海內外中華兒女的共同奉獻,希望 廣大海外僑胞在一個中國旗幟下, 擱置爭議、求同存异,以包容、平 和、務實的心態增進團結、密切往 來、加强合作。 隨後,吳國强、鄧柱廷等華人 代表還向李海峰贈送紀念品,李海 峰也回贈北京奧運吉祥物“福娃” 作爲留念。
梁偉發廳長表示,中國是一個 發展中國家,而倫敦的保安工作在 經歷過七七恐怖襲擊後,其中的經 驗與教訓,值得學習和借鑒。 倫敦華埠商會也借此機會向查 寧閣警署贈送錦旗和紀念品,以紀 念警署“警民合作小組”成立25周 年。梁偉發廳長對華埠商會和當地 警署的密切合作表示肯定,幷對其 在中英警方交流中所起的橋梁作用 予以高度贊賞。

規劃篇 “打造全世界最好的唐人街” 倫敦唐人街由上世紀60 年代遷入現址起,經多年發 展,已成爲倫敦知名旅游地標 和多元文化展示舞臺。爲將其 打造爲全世界最好的唐人街, 王子基金會(The Prince’ s Foundation)與倫敦華埠商 會、西敏市政府、莎士比利公 司(Shaftesbury PLC)公司 等方密切合作,在5月舉辦了一 系列工作坊,實地考察了華埠 狀况,幷咨詢多方意見,幷在 9月16日公布了唐人街改建設計 藍圖, 根據設計藍圖,中國城的 建築將呈現更多的中國傳統民 族建築特色,例如木雕寶塔、 中式園林建築、新牌樓、九龍 壁。此外,唐人街的地鐵出口 也是改建計劃的重點,呼籲爲 華埠增開一個專門的地鐵站 口。該改建計劃是西敏市政府 “城市更新改建計劃”的一部 分,旨在提高西敏市的設計質 26

量,使其能與世界其他著名城 市幷肩。 “我們的目標是把打造全 世界最好的唐人街!”王子基 金會負責人表示,倫敦唐人街 進入21世紀,他們將充分發揮 中英兩國風格不同但同樣優秀 的傳統工藝,以確保改建後的 唐人街擁有兩種文化傳統的最 佳結合,以獨特的中英傳統有 機結合的建築和設計風格,更 加吸引人。” 倫敦華埠商會會長吳國强 表示,唐人街早已成爲倫敦吸 引游客的熱點之一,每年都有 數百萬旅游者到訪,相信改建 工程將給唐人街注入更多的活 力和中國元素。副會長郭秀珊 也呼籲,新一代的華人華僑參 與到唐人街改造工程,爲增加 現代藝術特色、規劃建設盡一 份力。 另外,籌劃數年的新牌 坊經西敏市政府審核,已確定 選址在華都街和儷人街路口, 相信有望在2009年底前動工修 建。
慈善篇 四川地震 和中國同悲
2008年5月12日,中國四川發生 大地震後,灾情牽動著每一位旅英 華人華僑的心。血脉相連的力量, 令他們不約而同紛紛伸出援助之 手,爲灾區提供人力物力資源。倫 敦華埠商會在地震發生後迅速在唐 人街組織活動,爲灾區募捐籌款。 倫敦華埠商會與李貞駒律師
行及其他華人社團連續兩個周末, 在唐人街石獅子搭起臨時舞臺,以 “伸出援手、義不容辭、你我心連 心”爲口號舉辦義賣募捐活動。許 多僑領輪流上臺呼籲現場民衆踴躍 捐款,他們還手持籌款箱,向路過 行人募捐。一些華人社團和個人在 舞臺上賣力演出籌款,爲灾區人民 盡一份心,出一份力。金門行、泗 和行各捐出一噸大米義賣。 5月21日晚,唐人街凉亭舉行 長達3小時半的悼念儀式,近千人 次到場爲四川地震遇難同胞表達哀 思。每隔一小時,大會都舉行一次 默哀儀式,讓前來吊唁的民衆爲在 地震中罹難的同胞寄上遙遠的祝 福。現場巡迴播放的灾區畫面令在 場民衆黯然泪下,這一刻,英國華 人和祖國同悲。 唐人街的活動共籌得14萬英鎊 賑灾款,經由中國駐英大使館將所 得款項交給四川地震灾區。
支持鄭智義賣活動 2008年11月底,倫敦華埠商會 與著名中國球星鄭智所在的查爾頓 球會共同組織義賣活動。該活動是 鄭智出售他中國隊球衣,爲一名殘 疾小球迷籌款購買輪椅的。活動得 到當天包括華人在內的2萬多名球 迷的熱烈掌聲。 鄭智活動後表示,“我喜歡英 國足球的球會,球會和球迷間有很 多互動,例如慈善活動,這是其中 一項,球迷給予我們很大的支持和 鼓勵,而我現在這裏工作、生活, 做慈善活動也是應該的。” 支持此次活動的泗和行主席謝 貴全說:“到英國踢足球的中國球 員幷不多,他們不但在球場上表現 出色,還有一顆慈善心,我們也會 盡力支持鄭智,繼續支持慈善。” 倫敦華埠商會會長吳國强希 望華人社區能更多地參與主流社會 活動,進行活動。他相信這次活動 能加强華人在英國社會的良好影響 力。 查爾頓足球俱樂部行政總裁 Steve Waggot表示鄭智的義賣活 動得到很多支持是球會的榮幸,他 感謝倫敦華埠商會和泗和行的支 持。

I’m Archie Chandler, London Fire Brigade’s Borough Commander for Westminster and I’m delighted that we are involved in this year’s Chinese New Year celebrations.
This fantastic event allows us to recognise the huge contribution made by the Chinese community in London. Westminster, and Soho in particular, is home to a thriving hospitality industry with many restaurants and businesses owned by the Chinese community. New Year is also a time when families come together, share food and light fireworks. One of our main aims is to work with Londoners to prevent fires from occurring in the first place and the Chinese New Year celebrations are the perfect opportunity to pass on information that we hope will make the coming year a safe one for you and your families.
In what is one of the most multi-cultural cities in the world, another important part of our work to make London a safer city is recruiting staff from across our diverse communities. Design Strategy for Chinatown, London
How did we get involved? On 1 November 2007, TRH The Prince of Wales and Duchess of Cornwall visited Chinatown and, later that evening at the Royal Festival Hall, HRH The Prince of Wales announced that his Foundation for the Built Environment had kindly been invited by Westminster City Council to build on their partnership work with the local community and complement its programme of major street improvements to the area. His Royal Highness has in the past spoken of his desire to find ways to encourage the use of traditional Chinese craftsmanship and architectural practices — and a combination of UK and Chinese expertise — to help Chinatown become more authentically Chinese.
It’s been a great honour to work with the London Chinatown Chinese Association and Westminster City Council on designs for this emotive and important part of London — a district that has not only been home to Chinese families for generations, but attracts millions of visitors every year. You can tell a great city by the way that it accommodates large numbers of vehicles, cyclists and pedestrians with ease and courtesy — making it a pleasure for people to visit its shops and restaurants, to work in its office and to linger in its public spaces. We want to improve the experience of being in Chinatown for residents and visitors alike. By combining the very best urban design with craftsmanship that reflects Chinatown’s heritage and traditions we look forward to helping create a dynamic and thriving Chinatown … one that will meet the local community’s aspirations and become the very best Chinatown in the world. The Chinatown Unit is the only unit of its type in the UK and as such has become a focal point for enquiries from other police forces throughout the country, overseas police services and other law enforcement agencies. The Chinatown Unit has, therefore, acquired an enviable reputation, not only within the Metropolitan Police Service, but also nationally and internationally. However, this has not been achieved at the expense of day-to-day neighbourhood policing, which remains its core business. The unit patrols Chinatown on a daily basis at various times as well as running proactive anti-crime operations against those whose criminal activity is abhorred by the law-abiding members of the Chinese community. However, its commitment to ensuring that crime receives the highest level of attention in no way prevents the Chinatown Unit from fulfilling an active role in maintaining strong community relations with the many Chinese and other South East Asian groups which make up Chinatown’s richly diverse

Commander Allen thanked the Community for their co-operation over the years. He was keen to point out that although Safer Neighbourhood Teams are a recent innovation the Met has been committed to community policing for many years as evidenced by the Chinatown Unit. Their success is a direct result of the close working relationship with the community and it’s willingness to work together to make Chinatown a safer place.

Promoting Active Citizenship

Many reportedly felt that the politicians did not understand them and they in turn could not communicate their needs.

ondon Chinatown Chinese Association (LCCA) works closely with the BC project and the Election Commission to promote “Active Citizenship” among the Chinese community.
It is hoped that the tide will now change following the success of the campaign. C T Tang, Chairman of LCCA said, “I am encouraged by the growing number of Chinese faces putting themselves forward and holding office within local councils, those who have withheld their right to vote for decades are now putting their hands up and registering as a show of unity and support.”
In April 2008, London Chinatown Chinese Association launched the “Get Active, Get Voting 2008” campaign with the Confederation of Chinese Association UK (COCA UK), the BC Project and the Chinese Youth Radio with a dedicated website: www.GetActive. UK.com. A series of public events was organised on Gerrard Street to encourage the community to take part in the Mayoral election in May. Despite the poor weather, the turnout for the first “British Chinese (BC) Register to Vote” event in London’s Chinatown was a success. Prospective voters arrived early to complete their registration forms in time for the deadline. Further events were held by the campaign in Chinatown with the support of DJ’s from the local Chinese radio station, Spectrum 558AM and many prominent community leaders. Members of the public were reminded to register and cast their vote on May 1st 2008. Voter apathy and passing the political buck are traits sometimes attributed to the Chinese community in the 64

For others, registration had other meanings. One visitor of the event who having gained his British Citizenship just the previous year said that he felt that voting was a civic duty and being on the electoral register also meant convenience particularly when applying for finance and other things. Representatives from all three major parties, including Labour MP Barry Gardiner, and Chinese candidates for the May elections were in attendance to support the campaign. Solicitor Christine Lee, who launched the BC Project to promote integration of the Chinese community into politics explained: “Whatever the reason for voting, we hope that the British Chinese community will turn out in force for the elections. he story of tea and dimsum begins around a thousand years in the Song period (960–1279). By this time, Chinese cuisine could already boast a long and colourful history. The people of the Song took a connoisseur’s pleasure in tea tasting, and in good conversation accompanied by choice snacks, which were the precursors of today’s dimsum. Because the Song empire suffered frequent attacks from its northern neighbours, many people fled the central plains and migrated south. Some of these refugees settled in Guangdong, bringing with them a culture of tea-drinking and dimsum, which took root and flourished. Here, the two strands became increasingly intertwined and fused into one.
Today when Chinese people say they are going to the teahouse to ‘drink tea’– (yin cha or yum cha), this involves much more than just tea drinking; first and foremost, it means eating dimsum. And the invitation to ‘drink tea and eat dimsum’ evokes an entire philosophy of life celebrated by the Classical poets and literati. It can be a way of showing filial duty to one’s parents or respect to one’s elders, an enjoyable family occasion, or a way of strengthening bonds with friends and colleagues. It can be the key to successful business negotiations. It is an ideal opportunity for lovers to express their affection to one another (for an older generation it was a stage in the match-making process). It can be a children’s treat, or a reunion of old friends. It is a way of saying welcome or farewell to a traveller. It can smooth over offences, heal breaches, and convert enemies into friends. It is an inexhaustible source of lessons for living, full of countless subleties. In earlier times, when grain was in short supply, dimsum were often designed to fill the stomach. Some teahouses attracted custom by offering dimsum that were meals in themselves, like glutinous rice wraps stuffed with chicken, large sponge cakes, or filled rice rolls. Today however, with a conspicuous rise in obesity, consumers are increasingly concerned with healthy eating, and like their food to be fresh and light. 74

Tracing the hidden meanings of ‘tea and dimsum’
源溯流,中國廚藝發展至宋代(即 距今一千年左右),已千變萬化 了,宋人喜愛品茗,小食聊天,點心 也因此衍生,但其時外族入侵,戰亂 頻繁,中原人仕紛紛南遷避難,到了 廣東,更把茶道與點心,發揚光大, 甚至將之變爲孿生兄弟般親密,難分 難解的關係。

多 重 意 義 的 飲 茶 吃 點 心
中國人上茶樓所謂「飲茶」事實 上幷非只爲飲茶,最主要還是吃點心 的。而「請飲茶吃點心」的文化,則 蘊涵著中國人豐富而多彩多姿的待人 處世哲學呢!對父母表達孝心,對長 輩表示尊敬,對妻兒子女是享受天倫 之樂,對同事親友可增進情誼,對生 意往來的客人是洽談成功的祕訣,對 情侶則是彼比獻殷勤,表愛意的最好 良機,(上兩輩的男女更藉此「相睇」 而締定終身呢!)對小孩子作鼓勵, 對久別的朋友可聚舊,給遠方來的洗 塵,給遠行的踐別,萬一有得罪人 時,可借「飲茶」陪罪,對有過節的 人大可"點心"泯恩仇,化敵為友等等。 真有說不完的妙處,學不盡的人生哲 理。 從前,由于糧食較缺乏,所以 好些點心的設計製造也以充饑爲目 的,有些茶樓甚至以「大件夾抵食」 來招徠,如糯米鶏,大包鬆糕、腸粉 等等,然而,時移世易,今日超胖子 隨處可見,人們便愈來愈注重健康衛 生的飲食,愈來愈講究質鮮味清的食 物。皇朝會的點心總厨鄒月華師傅, 在這方面甚有研究,最能領導潮流, 推陳出新,把點心的精粹推至另一境 界。在別的館子吃點心,你可能一粒 一啖便吞下去,感覺不外如是,但皇 朝會的點心,你可會自然而然地細細 咀嚼,品嘗個中美味真諦後才捨得咽 下去,因爲每件精美的點心,都花盡 心思和愛心做出來的,帶你領略出品 嘗點心的層次來。

ithout gentlemen, the country cannot survive even one day Without tea, a gentleman cannot survive even one day!’ Chinese people past and present, high and low have always been passionate about tea. This humorous couplet from the court of the 18th century Qianlong emperor brings this truth home to us. Tea has unique natural properties. The water, the tea leaves, the utensils and the ambience must all meet certain standards, so tea drinking is also an exercise in spiritual and moral cultivation. ‘A pot full of fragrant tea, a mouthful of sweetness.’ Every step in the process of tea preparation is carried out with fastidious care.
The ‘Three Goods’ and ‘Three Rights’ The ‘Three Goods’ means good tea leaves, good tea vessels and good water for brewing the tea. Good tea leaves are identified 76

by their colour, shape, quality, smell and taste. They are best when picked in late March or early April. Good tea leaves require a good tea set. Tea vessels should not be too large, and should preferably be made of porcelain. Metal pots are not normally used. Water quality is also crucial. In order to bring out the sweet, mellow flavour of the tea, the water must be exceptionally pure and unadulterated. Colourless, odourless mineral water is most suitable, like Qingshan spring water from Wuxi, which is virtually unrivalled for tea making. The ‘Three Rights’ means the right amount of tea leaves, the right temperature, and the right infusion time. Too lavish a quantity of tea leaves will inhibit the secretion of gastric juices and affect digestion. The brewing temperature depends on the quality of the tea leaves. If the temperature is too high, it will destroy the vitamins in the leaves, but if it is too low, it will prevent them from releasing their fragrance and flavour. Finally, it is important to gauge the infusion time correctly according to the variety of tea.
Six-plus-one varieties of tea The history of tea in China goes back to ancient times, and numerous varieties have been developed over the ages. The six main categories are green tea, Oolong tea, red tea (usually known in English as black tea), white tea, yellow tea and black-coloured tea. The additional category of ‘processed teas’ includes scented teas such as jasmine tea, fruitflavoured teas and health teas.
A brief guide to tea making Green tea, e.g. West Lake Dragon Well (longjing) tea – unfermented green tea 1. Placing the tea – First warm the tea utensils with boiling water, then put in the tea leaves. 2. Soaking the tea – Water heated to 75°C is poured into a teapot or tea bowls. As soon as the tea leaves are all soaked, this water is completely discarded. 3. For the first infusion, water at a temperature of 75°C is poured into

Once the tea has been made, it is time to taste it. Tea tasting is an art in itself. One first draws the cup gradually closer, observing the odour of the tea. One then sniffs the tea, taking deep breaths through the nose, before appraising its colour and lustre. At last one takes a small sip, carefully savouring the subtleties of the flavour, and enjoying its fragrance and aroma.

“和諧青海”爲主題,運用現代和多元藝術手法,將和諧生活在 這裏的漢族、藏族、土族、撒拉族、蒙古族等五大民族獨具魅 力的原生態藝術進行提煉,集歌、舞、詩、樂爲一體,青春靚 麗,跌宕起伏,給人以別開生面的藝術享受。 其中的歌舞節目《激情花兒》、《愛上溜溜的她》、《在 那遙遠的地方》等,都以人們耳熟能詳的旋律爲基調,以新穎 別致的歌舞編排,賦予其時代的新意,格外引人入勝。高原特 有的“拉伊”聲(藏族長調)、質樸奔放的民族歌舞、唯美絢麗 的舞美設計,將青藏高原多民族文化和民俗風情展露無遺。
海省民族歌舞劇院由原省民族歌舞劇團和省雜 技團于2003年合幷組建而成。現有演職員180 人,由漢、藏、回、土、撒拉、蒙古、東鄉、滿 族藝術家組成實力雄厚的創作隊伍,創作的歌舞、聲樂、器樂 及雜技節目,具有濃郁的民族特色、高原氣魄和西部風情,藝 術地反映出高原人美好、樸實、善良、豪放的品質和高尚的精 神境界。劇院演出陣容整齊,彙集大批享有盛名的國家級、省 級專家,多次在國內外各種藝術比賽中獲獎。曾代表青海出訪 美國、日本、土耳其、突尼斯、阿聯酋、朝鮮、伊拉克、科威 特、阿根廷、巴西、牙買加等36個國家和地區,爲中外文化交 流活動作出貢獻。劇院連續六次參加中國藝術節的演出,受到 國務院和文化部的表彰。

inghai Ethnic Song & Dance Theatre was established in 2003, based on the former Qinghai Ethnic Song & Dance Troupe to be integrated with Qinghai Acrobatic Troupe. There are altogether 180 staff members and players, including Han, Tibetan, Muslem, Tu, Sala, Mongolian, Dongxiang And Man nationalities. This theatre consists of a great number of renowned state and provincial level artists and experts with their intermediate professional titles so that the theatre possesses a producing team and performing team with their solid strengths and capabilities. And produced plays so far include song & dance, vocality, instrumental music and as well as acrobatic performances. All these products bear the national styles, highland features and western customs with the qualification of nicety, honesty, kindness and uninhibited nature and distinguished spirits. Hundreds of products have won national and international awards during various arts contests in the world.
