• Baldwin County Home Builders Association presents the 25th Annual Parade of Homes

2014 BCHBA Scholarship Winners The Baldwin County Home Builders Association awarded $6,000 in annual scholarships to local students. Since 1997, BCHBA has awarded scholarships to deserving students pursuing careers in the home building industry. Qualifying students must be enrolled in construction-related studies at a technical school or college. To date, the Association has awarded $68,000 in scholarships to help students in Baldwin County prepare for careers in the home building industry.

John Slade Lutz

John Slade Lutz attends The University of Alabama, Majoring in Engineering. John plans to graduate with a Majoring in Engineering, along with a Masters in Business Administration.

What does it take to be a home builder?

By Chris Price, BCHBA President Today’s new homes reflect changing market preferences and integrate elaborate designs and consumer desires into the floor plans and construction of the homes, and successful home builders have the knowledge, organizational skills and drive to build them. But what does it really take to build a house? Like a CEO, a home builder relies on a number of workers to get the job done right. A home builder guides dozens of skilled artisans and professionals, including carpenters, architects, engineers, plumbers, electricians, painters and landscapers. The builder must understand all of the home’s complex systems and know enough about each contractor’s trade in order to coordinate this skilled team to build and sell a quality product. Some home builders develop the land on which the homes are built. In this capacity, they act as the land surveyor. They look at a piece of land to determine whether it complies with zoning regulations, local planning laws and environmental restrictions, and whether it is suitable for development. The home builder studies the lot’s topography, searching for rock outcroppings, shallow depth bedrock, shallow groundwater, natural drainage sources and dense vegetation. Landscaping options and erosion control also have to be considered. Once a builder determines that a site is suitable for construction, they must navigate the permitting process. Home builders serve as liaisons with their communities and local government officials. They research and study local building codes to determine what can be built in a given location. In most localities, building codes govern building, plumbing, heating and air conditioning, electrical systems and fire safety. After studying the building codes, the builder collects all the required permits from various authorities before proceeding with

construction. Once the permits are obtained, the builder will prepare the site and select how the home will be situated on it. The home builder then oversees the entire construction process, which includes — but is certainly not limited to — laying the foundation; erecting the framing, roofing and siding; building the walls; and installing the plumbing, heating and electrical work. A home builder acts as an inspector. The local building department will inspect the construction site for code violations throughout the home’s construction. But a professional home builder will make certain the home meets both code and warranty guidelines long before and after the officials show up. Once the house is finished, the builder informs the appropriate municipal departments that it is ready for final inspection and the approval that the home is safe for its new owners to move in. Professional home builders strive to deliver a home that will make their customers happy. To meet this objective, they act as public relations professionals. The builder will discuss the construction process and building schedule with the buyer, and plan times when the buyer can tour the building site and ask questions about the status of their new home. Home builders are also businesspeople who establish a network of reliable and quality materials suppliers and trade contractors with whom they conduct business on a regular basis. Home builders are schedulers and record keepers. They must think on their feet, keep complex construction timelines and tackle multiple tasks simultaneously in order to keep the construction process moving forward and ensure the home is completed on schedule. All in all, home builders must wear many, many hats in order to deliver a home where the new owners can hang their own hats, raise a family and build lifelong memories.

Beware of being your own home builder

Homeownership is the foundation of the American Dream, and in today’s do-it-yourself culture where how-to advice for just about anything can be found on the internet, many people think they could save a lot of money by building their own home. But your home is likely the single largest investment you will make in your lifetime, and not hiring a professional home builder could be a costly mistake for many reasons — financial, emotional and physical. Getting financing is an important consideration. As a self-contractor, lenders have strict guidelines and limits on how much money they will give you, and they will require that you provide house plans, specifications and an itemized list of documented costs and bids beforehand. Even if you feel that you have enough cash to do the job, it is wise to get a loan to cover material or labor cost increases, upgrades or material overruns. Many mortgage companies will not lend money to cover unanticipated costs on a home when construction has already begun. There is a huge amount of bookkeeping if you act as your own general contractor. The IRS requires that you send anyone you hired to work on your home — subcontractors — who earned over a certain amount a 1099 form at the end of the year. You’ll have to be on site to document delivery slips, check for inaccurate billing and track material returns in order to stay on budget. Professional home builders are experts at the logistics and timing of building a home. It is an exact science to make sure permits are applied for, materials are ordered and delivered,

subcontractors are hired, utility deposits are paid and inspections are scheduled at exactly the right time. Many things can go wrong and a delay could cost you thousands of dollars and a lot of stress. Building your own home is a risky proposition from a legal standpoint, as well. Home builders carry builder’s risk, general liability and Workman's Compensation insurance on their building projects. As a self-contractor, you will have to assume most, if not all, of the same liabilities. You may want to consult with an attorney regarding potential liability issues, and with an insurance agent concerning appropriate insurance coverage. Home builders have staff to take care of all the details of building a home, and established relationships with other professionals to complete the job. To build an average 1,500 sq. ft. home, you need to be prepared to spend at least 35 hours per week for at least five or six months, and most people don’t have jobs with that kind of flexibility. You will also need the time to determine and order the materials, evaluate bids and hire and schedule qualified, licensed, insured and/or certified subcontractors. Finally, if you sell the home you’ve built, you may be responsible for any defects that are discovered afterwards. You or your estate will be responsible for claims brought by subsequent owners of the home. These are just a few of the things you need to think about before building your own home. By hiring a professional home builder, you will get quality of workmanship, building code compliance and an outstanding level of knowledge.

BCHBA accomplishments for 2014

The Baldwin County Home Builders Association is a building industry trade association that represents 630 members and 19,600 employees locally. The association serves its’ members by promoting the home building and construction trade industry; monitoring legislative/regulatory issues; providing educational and networking opportunities. BCHBA’s goal is to provide and expand the opportunity for all consumers to have safe, decent and affordable housing. It serves its members in many ways, keeping them informed of critical issues facing the industry and providing educational opportunities. BCHBA was chartered in 1973. Membership in the local association automatically enrolls members in the Home Builders Association of Alabama, membership of approximately 9,000, and the National Association of Home Builders, with a membership of 235,000. Members include builders, remodelers, craftsmen, developers, suppliers, manufacturers, architects, engineers, real estate brokers, lenders, attorneys and other industry professionals. Community projects:

☺ Ecumenical Ministries/Home Repair and Under His Wings, support through monetary contributions, $5,000 was split between the two organizations from donations from visitors to the Showcase Home during the annual Parade of Homes. Free display space is given at the annual Home & Product Show. Members participate in repairing homes for the elderly and needy.

☺ Care House – annually provide Christmas gifts to children and families of Care House, the resource center for abused children in Baldwin County. This year a fishing tournament was held with proceeds going to Care House.

☺ Partner with county Centers for Technology and provide complimentary display space at the Home Show to encourage students to pursue a career in the building industry.

We are teaching students of all ages about the building industry through:

☺ Promoting interactive computer program – “Homes of our Own”, an educational and virtual fun program, free to educators

☺ Apprenticeship program – Home Builders partnered with the Baldwin County Centers for Technology to support an apprenticeship program. The association also sponsors local carpentry students competing in statewide competitions.

☺ Scholarships – are awarded to students to assist them in continuing their education in a building related field. $6,000 was given this year. This was done in conjunction with the Associate Council which raises funds with an annual silent auction.

ALABAMA HOME BUYER INITIATIVE Available through the Alabama Housing Finance Authority

For a limited time, homebuyers can benefit from a new mortgage option — the Alabama Home Buyer Initiative — that will provide private mortgage insurance (PMI) at no cost to the borrower. The initiative will pay the up-front single PMI premium — saving the average homebuyer approximately $100 each month. Funds are offered on a first-come, first-served basis, until the fund is exhausted.

hancement is designed to complement AHFA’s Step Up financing product. Step Up provides 30-year, fixed-rate financing and down payment assistance for borrowers earning less than $97,300. Step Up is able to offer 97% LTV financing through Fannie Mae’s HFA Preferred product for conventional loans. AHFA provides down payment assistance up to 3%. The assistance will be a second mortgage amortizing over a 10-year period at the same interest rate as the first mortgage. Homebuyers must complete a homeownership education course to qualify. Proposed construction, new and existing homes will be eligible to participate. For proposed construction cases, $100 million has been reserved for the first six-month

period of the initiative. Each loan will receive a four-month commitment of funds during the home’s construction period.

FORTIFIED Home™ — Protecting what is priceless

In the ten years since Hurricane Ivan roared ashore in Baldwin County, many things have changed. While other storms in 2004 and the years following have produced more damage and taken more lives, Ivan caused significant and life-altering effects. It also was the catalyst for the introduction and acceptance of the Insurance Institute for Business & Home Safety’s (IBHS) FORTIFIED™ Home construction program in coastal Alabama. “Since it is generally not possible to move buildings out of Mother Nature’s way, the best option is for communities to make themselves more resilient in the face of disasters,â€? said Alex Cary, IBHS Manager of FORTIFIED Coastal Programs. “The question is how this can be accomplished in an effective, affordable way. The answer is to build, retrofit, renovate and repair buildings using FORTIFIED construction standards.â€? The FORTIFIED Home™ program is affordable at every price point and uses a unique systems-based method for creating stronger, safer homes. Employing an incremental approach, the program has three levels of designation – Bronze, Silver and Gold. Builders and contractors can work with home buyers and homeowners to choose the desired level of protection that best suits their budgets and resilience goals. “Homeowners insurance is a wonderful safety net that can help put houses back together following hurricanes, but there is much more that makes a house a home, and a family part of a community. The FORTIFIED Home - Hurricane program protects what is priceless like cherished family heirlooms that can never be replaced, and the peace of mind you have knowing that your home will still be there when the storm passes,â€? Cary said. “People often ask why the FORTIFIED Home program is necessary when jurisdictions like Baldwin County have building codes in place. Codes appropriately provide minimum life safety protection designed to ensure people can get out of a building safely, not to ensure the structural safety of a building. Codes focus mainly on plumbing, electrical and mechanical systems. The good news is Baldwin County has strengthened its building codes to include many of the features in the Bronze level of the FORTIFIED Home program. The new FORTIFIED Home - Hurricane Program provides a uniform, voluntary, superior set of standards to help imÂŹprove a home’s resilience by adding system-specific upgrades to minimum code requirements. One of the most unique and important aspects of the program is that every FORTIFIED Home is inspected by an independent, third party, certified evaluator - before and after the upgrades are performed. The U.S. Department of Homeland Security (DHS) selected FORTIFIED Home building standards for a Pilot Project for its Resilience STAR™ program in Mississippi and Alabama, and specifically Baldwin County. Alabama has already recognized the benefits of mitigation and of constructing and/or retrofitting FORTIFIED homes along its coast with the enactment of legislation in 2009. Insurance companies who write business in Alabama must provide discounts to homeowners in Mobile and Baldwin Counties

whose houses are built or retrofitted in conformity with IBHS’ FORTIFIED standards. Discounts range from 20%-50%, however, each insurance company’s discounts are different, so homeowners should contact their agent or insurer for specific details. “The FORTIFIED Home - Hurricane program enables homeowners to make informed decisions about maximizing their investment in disaster-resilience, and achieve peace of mind knowing their home will be as strong as possible when hurricanes strike. It’s not a matter of if another big hurricane will hit the U.S., just when and where,� Cary said. Builders in Mobile and Baldwin Counties are beginning to realize the benefits of FORTIFIED Home construction and the number of FORTIFIED homes is increasing. Almost half of the homes participating in this year’s Baldwin County Parade of Homes have a FORTIFIED designation or one in process. Look for homes with the FORTIFIED Home logo and ask participating builders for more details.
