CENTRE FOR ARCHITECTURE IN TALLINN
CENTRE FOR ARCHITECTURE IN TALLINN tutors: kalle komissarov, tarmo teedumäe spring semester, 2009 location: Tallinn, Estonia net floor area: 2195m2 (2 floors) min/max hight: -4.00m/6.34m
The free-form line of the new centre for architecture symbolizes the shapes of river beds and riffles wich connect the city with the waterfront and public pool called Admiraliteedi pool. The reason why the building’s one floor has been bushed below the ground and has only one floor on zero-plane is the idea of creating an continous square from city to water and letting pedestrians and tourists to go safely from the ship terminal under the four-tier street. The public square has an exciting landscape-form for organizing different outdoor events or just enjoing spacious sunny area between tall commercial buildings or observing the old town’s skyline. Different stairs and inclines which lead to the main focal points of the area are located in front of the center’s main entrance. If there is no will to enter into the building there are many options to pass it by using mentioned stairs - however there is also possibility of going through the center and to end up on the zero-plane or in front of the center under the roadway.
the project has three basic conceptions: it connects the heart of the city with waterfront, it creates an atractive and practical walkway between the ship terminal and center, it creates a public space for architecture exhibitions and varied entertainment

on the floor (street level) is the cafe which can serve visitors of the building or just passerbyes. a breathtaking view to the old town appears from the cafe. on the same floor on the north side is located one of the two entrances.

floor is located an office on the with conference hall, information desk with cloakroom and shop, storage and two interconnected exhibition halls, which can be changed to a multifunctional bigscaled room for seminars, workshops, conferences ect.

The new town hall is located in a strategically importat area which will be new potential focalpoitn of Tallinn. The new region has a part of so called qultural axis of Tallinn (Roterman quartal, old city hall, Center for Architecture, Admiraliteedi pool, Kultuurikatel and edge of the sea). The building works as a landmark which helps pedestrians to orientate - there is many possibilities to go through or under the building, withdrawn corners create longer visual field of sights. It is projected to prevent the trajectors of pedestrians as little as possible by lifting some parts of the structure above the street. Squares around have a certain specific function - sunny representative square front of the building, private area at the pool far from traffic noise, The edge of the pool has been made lower for creating a visual and physical contact between water and city. Visitors can go under the cantilever and have a nice framed view to the pool.

3 in 1 restaurant (cafe, terrace, concert stage) is located on the southwest edge of Admiraliteedi pool. This kind of restaurant offers an opportunity to enjoy concert and meal at the same time. Panoramic view to the old town and marina is achieved from the cafe in south part of the building. The main idea of the restaurant is the creation of different space adventures through playful, variable and interesting surfaces. The seasonal restaurant has a possibility to be totally “unpacked” for different events and concerts. In winter time it will be “collapsed”, however the form of the cafe is in function all year round. The building in constructed by using same type timber beams which are parallel to the edge of the pool. The geometry and diagonals of the pool continue also in incisions of the structure. The simple conception of a reclining chair is used in the locking system of liftable surfaces of the whole object. Lifting surfaces depends on the necessity or events of the restaurant which are taken place.

Kehra is an old industrial town with around 3000 inhabitants that is located 45 kilometers from Tallinn. It is situated along a river between beautiful greenery and fields. It has a working railway, bus line and roads in good condition. However, more sensible is to travel by train that most people also do. Developing rail link between surrounding cities is much more effective than using the roads. Though the city has not developed since the end of 20th century. Many citizens do not see bright future for Kehra and have jobs in Tallinn, some even are trying to move avay. Kehra has mostly expanded due urban sprawlers coming from Tallinn and having a dream of a private house. The main industrial sector belongs to the paper mill on north side of the town. This factory used to be the main employer. Today it is mostly automated and needs few workers, though the economic situation of the mill is good - it expands and develops. Altough it does not invest anything in the development of Kehra, it has occupied a potentsial living area by the river and its industriality is repulsive. Whith this project we change the habitation model of Kehra: the mill will be ecologically, socially and economically profitable to the town and will be modified more complex. New planning will be created that uses the resources of the mill, creates new variegated housings, missing community buildings and establishes a new functioning and logical urban structure.

Vision Competition’s task is to describe the connected, compatible and diverse urban landscape, focusing on one particular urban typology: the street. The project is divided into three different parts, each with different character and spacial concept, with the common quality of creating enjoyable cityscape, „Green Mile“ will connect the center of Tallinn with Pirita, Kadrioru park, Harbour area and the sea. The three stages of water, park and city in smaller scale reflects the essence of Tallinn as a rather green city by the sea. Compliant to peoples needs and expectations of desirable urban space „Green Mile“ will be just the first one of its kind designing the face of Tallinn in 2020.

Water Starting from the Russalka monument the street shortly opens itself to the sea. The water side is completely at the disposal of pedestrians where the sidewalk expands to a broad promenade articulated by different levels of terraces.

Park The two roads of vehicular traffic are set as far apart from each other as possible to make room for park in between. The meandering path inside the park leads pedestrians into an environment isolated from the traffic and noise.

“Lipp lipi peal, lapp lapi peal, ilma nõela pistmata” (“Patch on a patch, mend on a mend, without needle stitches“). This old estonian proverb explains the main idea of the information point and the stage of Estonian forest industry. Wood is used constructively and estetically on both objects which emphasizes the essentiality of that material. The inspiration of jusing wood as the only construction material comes from the traditions of the old estonian farm architecture. These old buildings were constructed by using only horizontal beams and no nails. The same conception is used by the project in a modern twist. Without any back-up materials as nails, clue or screws has the importance of wood dignified which makes both objects simple and logical. The information pavilion provides exploration of estonian forest culture as well as just possibility to rest feet and enjoy interesting adventures of forms. In the evening pedestrians can enjoy an organic into the pavilion integrated lightnings which project interesting and spirited patterns of shadows to the ground.

Because of the usage of stan-dard beams is the building and intallation low-priced and simple - anyone can do it. As easy as installation of the object is also the dismount and transportation to another location.

The memorial of communism is located on a steep rocky coast. It is like a journey that leads through a long and winding road representig the pressure of communist regime. Predetermined path offers a variety of turns but few choices. It goes deep inside the earth is some parts expressing anguish but also comes high on the ground level providing long views celebrating hope. Long curved path is penetrated by two straight metal lines. One of them is directed over the clint to the sea remembering the sunset on 14th june 1941, the other refers to sunset on 25th march 1949. Thus they are capturing the monent that was last for thousands in their home country. The rusting metal corridors absorb passers-by inwards their cold embraces. The occupants are unable to climb over the edge. The harrowing claustrophobic journey guides a man to a frightening experience: to the glass floor cantilever on the edge of a precipice faced with the vastness and eternity.

The new series of ice-cream kiosks are located in the capital of summer. Pärnu is most visited and popular resort in Estonia. New modern pavilions are needed to create an unique and interesting architectural design in public spaces of the town. They act as the landmarks or the sculptures of light in the evening. Universality and clearness are the keywords for the form of the kiosk. Main construction material inside and outside is wood which makes it easy to build. Exterior color characterizes vanilla ice cream, interiors brown wood reminds the color of chocolate. Two sides of the kiosk can unfold to let it open to the street and serve the customers. There are many possibilities to join numerous kiosks to create shelters for different fuctions - flower stall, souvenir booth etc.

is inspired by the sandy beach of P채rnu. Softness of dunes and ice cream are mounted digitally on the exterior. the panels of facade are perforated in view of those motives.
