A

s the shopping and other prerequisites to welcome goddess Durga, is about to get over, now is the time for giving the final touch into it. Different Puja committees in and around the city, along with the people of the entire state are gearing up to seek the divine blessings from Maa Durga. The workers in the Puja Pandals of the city are on the verge of driving the final nail onto the pandals and although, the artisans are still working on the idols of inside the premises of the mandaps, everything will be completed within the next few days. As the citizens wait expectantly, we decided to visit some of major Puja mandaps and get to know about their preparations.

Pandu Rest Camp The people of the city regard this 65-year old Durga Puja at Pandu Rest Camp as one of the major ones and visit it with the same old zest, spirituality and devoutness. The Puja, which is more than half a century years old, will be performed with all the traditional rituals in place. “There is a permanent structure, but for Durga Puja, we have constructed a pandal at the field located near that structure. We have not adopted any theme; instead, we will perform the Puja in a very traditional way. The pandal is being constructed combining the styles of both the China gate and the spire of a temple,” Tapash Naha, general secretary, Pandu Rest Camp, Kalibari told G plus. Naha also stated that there would be artworks illustrating the fifty one ‘peeths’ of the goddess inside the pandal. Apart from that, lightings depicting various cartoons will be used to decorate the pandal. “The average budget of our Puja is around Rs 16 lakhs. The Pandal artistes and the dhakis are being brought from Kolkata. On the day of the Panchami, the puja will be inaugurated by the ‘Maharaja’ of Bharat Sevashram. Besides, other cultural programmes will be held during the five days of Durga puja,” Naha further mentioned.

Kalibari Puja, Railway Gate No 1 This Puja, the city dwellers will get to see the concept of pollygram and potchitro at the Puja Pandal of Kalibari, Railway Gate No 1, Maligaon. The organisers have prepared to perform the Puja on the basis of these two themes. “We are planning to build the Puja Pandal on the basis of the pollygram of Kolkata. Instead of using plastic, we will be using canvases made out of jute and clay for drawing alpana, which will be used to decorate the insides of the pandal. Besides, we will show potchitro where artworks will be done on dala, kula etc,” Saikat Das, the person who has conceptualised the pandal work of Kalibari Puja, told G Plus. Talking about the hand-made background support-like structure, placed behind the idol of the goddess Durga, Das said, “The background is hand-made with clay. Generally, bamboo is used to build the background, but we have made it out of clay. It looks similar to the one made out of bamboo, but none can make out the difference” “Normally, the pujas which are performed on the basis of a theme, require another idol of the goddess. But, we have combined both the elements of the tradition and theme in our puja. Therefore, there would be no need for another idol of Maa Durga,” Das told.

Latasil One of the most popular Puja destinations of the city is the one at the Latasil playground. The 35-year-old Puja was first performed under the patronage of the present working president of the organising committee, Bhabesh Kalita and ex-Commissioner Jagannath Chakravarty. “We are trying to build the mandap according to the image of the Balaji temple and artistes from Bilashipara have prepared it. Moreover, Amarendra Paul from Kolkata is making the idols at the very premise of the Puja and it will be completed by the 8th of October,” Bijit Das, general secretary, Guwahati Sarbojanin Durga Puja committee told. During the days of Durga puja, various other indigenous cultural programmes including Oja pali, Nagara naam and Bhajans will be held at the Latasil playground. “On the day of Dashami, which is the last day of puja, a procession will be taken out by a group of dhaki’s comprising of around 30 people and lead the idol of the goddess Durga from the field to the river ghaat (port) where the idol is immersed. This time too we will follow the same process,” Das mentioned.

Lakhi Mandir, Beltola The 45-year-old Durga puja of Lakhi Mandir, Beltola has always been attracting the devout public not only because of its spirituality quotient but also because of its brilliant decorations and lighting. This time too, the organisers are planning to decorate the puja pandal with some of the burning issues of the society. “Earlier, we had installed mechanised and moving idol of goddess Durga but this time, we will be placing still and non-mechanised ones. Apart from that, this time, we will demonstrate two themes - protection of wildlife and rash bike riding,” Ganesh Das, general secretary, Maidam Beltola Lakhi Mandir Durga puja celebration Committee told G plus. Explaining the visualisation of the themes, Das stated that clay statues of rhino and elephant will be made by a local artiste Bhagyaram Terang. “We will depict the pain of a rhino before death and all the bloodshed being carried out just because of its horn in a mechanised motion. Besides, elephants are being killed for their tusks and with these demonstrations, we are trying to create awareness to protect the wildlife among the people. Nowadays, one of the major causes of accident is rash bike riding. We are incorporating this theme too in order to create awareness about its dangers,” Das further added. The organisers of the puja, which has an approximate budget of Rs 12 lakhs are also planning to include characters from the cartoon series Chota Bheem as part of the attractions.

The list of the prominent Durga pujas of the city will remain incomplete without the mention of the puja performed by the family members of late Khiroda Kanta Bishaya. The community Puja, which was started around 87 years ago as a defiance against the evils of a cast-ridden society is still continuing its glorious and divine journey. “My great grandfather late Barada Kanta Bishaya had started the Puja under a sacred Basil plant and his son, late Khiroda Kanta Bishaya, who was my grandfather, continued this Puja and took it to a new level. After his death, my father carried on the tradition and we have vowed to take the tradition forward in the future,” Barasha Rani Bishaya, renowned Assamese actor and the great granddaughter of Barada Kanta Bishaya said. Briefing us about the background of the Puja, she said that earlier, the society was divided into various communities based on caste and creed. In order to rebel against this discrimination, her grandfather and his fellow caste members (who were victims of discrimination) had started the Durga Puja on their own. “My personal tryst with Durga puja started with the very day I was born as it was the day of Mahalaya, which is considered as the starting of the goddess Durga’s terrestrial journey. Our Durga Puja piety starts with the laying of the foundation (katam bandha) of the Goddess’s idol on the occasion of ‘Rath Yatra’. From that day onwards the ‘Goddess’ is sculpted into shape at the premises of our ancestral home,” Barasha said. People from all walks of life throng to the Puja Pandal at the home of the Bishaya family. The various pandals in the city will add to the fervour of celebration during the four days of grandeur that this festival is. It is time for sweets, new dresses and reunion of family and friends. Social media recently made headlines when the Chief Minister of Assam ordered a probe into a fake account created under his name. While this phenomenon is nothing new, the viability of the medium as a weapon to incite a volatile public sentiment is a concern. G Plus reports. Rahul Chanda

uite a huge number of Guwahati citizens use social media for communication these days. The modern media boom has not only increased but has made almost everyone busier and faster. However, along with the positive effects, there has also been cases of social media misuse increasing gradually. Recently, in the National Integration Council meeting held in the capital on 23rd September, which came against the backdrop of the September 7 riots in Muzaffarnagar, Prime Minister Manmohan Singh expressed his concern over the misuse of social media and said that social media was also used earlier to trigger violence against the people of the northeast. He said, “We must find a way to stop misuse of social media.” People in India are crazy about Bollywood films, so in filmy style, in the recently released Prakash Jha movie, Satyagrah, Ajay Devgan demonstrates how social media can be used as desired. With the power of money and knowledge, he starts a movement to free Amitabh Bachan. So, even the filmmakers are aware of the uses and misuse of social media. But this also brings into question the ability of the medium to influence society.

SOCIAL MEDIA AND POSITIVITY According to a city based online and social activist Vikram Gogoi, a significant portion of the world population uses the social networking sites on quite a regular basis today. He said, “I was a part of a facebook campaign on the G.S. Road molestation case last year and received a lot of support. Thousands came forward to participate. I have also been a part of the Delhi gang rape online campaign. We all know the results. City cleanup campaign also drew a lot of participants. Similarly we keep campaigning for various causes, and on most grounds, we receive a lot of positive response. The interesting observation is that most participants are the youth. Social sites play a very strong role in cause campaigns, as many are hooked to these social media sites.” On being asked if social media can also be used for negative purposes, he said, “With this boom in social networking, a few ill practices have seeped into the system and the us-

Credibility of Information

In many instances, these sites have often been hijacked by elements spreading baseless ‘facts’ resulting in a complete abuse of the ‘freedom of expression’.

Fake Profiles

Another ill practice that has boomed over the years is the existence of the numerous fake user profiles in social sites. Orkut lost its credibility mainly due to a growing use of such profiles. Despite early efforts by facebook to nail such fake users, it is full of them.

Bullying and Trolling

With growing use of social networking sites, undesirable elements have crept up, who resort to needless bullying, defamation, harmful commenting and pranks and persecute hapless, innocent victims and pages. These elements are often mentally unsound in real person and use their social media profiles as an alter-ego of what they actually are. Such practices cause emotional trauma both for the victim and the ‘bully.

Peer pressure

Peer pressure in a very wrong way is a very real threat among users of these sites. It is often a common practice on these websites to exaggerate and to blow out of proportion everything, even personal data.

Irresponsible Behavior

Many users believe that they cannot be held responsible for anything they do or say on the social network. Out of this belief they often resort to misusing their freedom of expression and free speech. They abuse others’ rights for the same.

Attention Seeking Disorder

Last but not obviously the least, another disturbing trend with the rise in social networks is Attention Seeking Disorder. In fact, this has reached gigantic proportions and affects a large chunk of users today. Just to get attention these users will resort to any means and even fake serious illnesses. According to Vikram Gogoi, the city is witnessing an increase in misuse of social media in the city, though the percentage is less, compared to the rest of the country. But if right checks are not implemented, it would not be long before we overtake other cities.

No one can forget the Delhi DPS mms scandal which shocked the nation and introduced India to the evils of mobile media technology. According to a 24-year-woman who doesn’t want to be named and is also a victim of social media misuse, the medium can be easily used to defame anyone. She said, “I had an affair with someone from Kolkata, but after two years the relationship was not working out and I decided to break up. As soon as I informed him that I wanted to move on, he started uploading my intimate pictures on the internet. My parents, friends and everyone who knew me came to know about this. I had to file a police complaint and the pictures were deleted because of the police pressure. But, that was a big lesson for me and I still don’t meet people after that.” Similarly an Assam University student also faced similar problems and the university administration had to interfere to get the site deleted. Recently, our chief minister Tarun Gogoi ordered a CID enquiry into fake Facebook and Twitter accounts in his name. According to an official release, Gogoi had asked the chief secretary to initiate a probe by the state CID into creation of the accounts in the social media networking websites. CID Additional General of Police Mukesh Sahay told G Plus that a case has been filed and the involved website was informed after which, the account has been deleted. Sahay said, “The initial job of closing the fake accounts has been done by the website administrators. Let them investigate and find out who did it and then we will have better evidence. To legally prove something, we need evidence, so, the process is on and if they cannot find it we will handle the case accordingly.”

We have trained more than 500 policemen across the state to fight cyber crime. Also, people should be informed about the importance of etiquette and security measures. The media and the educational institutes should inform the public about the consequences of sharing the passwords and pin numbers. People should never share intimate pictures with others. Nowadays, children start searching for indecent sites in the web, so, they should be well educated to know what to see and what not to. We can help to track down the criminals but cannot do cyber patrolling.” He also added that people should be matured enough to know whom

There are 8 crore Indians on Facebook and another 1.8 crore on Twitter. He admitted that there are unwanted messages and information which is being put in the social media network since it is a free for all space. “What is required is to have an inherent system within the Government for channelling more credible information at a very fast pace. This would be help to tackle the flow of false information through social media networks,” he said. Social media, if used positively, does help but what about its regulation? How does one patrol cyber crime and bar people from committing crimes online? It is important for the educational institutes to guide our future generation to be morally ethical while using the web.

urga Puja is here and the city is in preparation to conjure up a welcome befitting its favourite Goddess. The Puja committees are busy in making their effort the best and liveliest and are leaving no stone un turned to make it an enjoyable experience for the revelers. But are we losing the plot somewhere? Are these efforts not in essence with the actual spirit of the occasion? Earlier the simplicity was mesmerising and it brought along with it, a devotion that the Goddess actually deserves. Going inside a pandal and praying is important for the devotees but now-a-days, has this importance got diluted? There are various institutions sponsoring the numerous committees and working to make the ‘events’ successful and appealing. But the competition to be the Best Puja Pandal seems to have overtaken all else!

The Puja of now has no similarity with the Pujas of then and people too are least bothered about it. Earlier, people used to know about the Puja and its rituals but now very few are interested in these things. There are a lot of people who would not be able to tell what is Shasthi, Shaptami, Ashtami or Navami and when it is celebrated. Now, Puja has become more commercial because many people think that this is the time to earn some extra money. They erect makeshift stalls for temporary business. Commercialisation has taken its toll and amidst all these, the actual puja decorum is lost somewhere. The young generation of today mostly plan pandal hopping with friends and families at evenings but rarely visits the puja to see some of the main rituals being performed during the day.

Obviously, the actual Puja is gradually losing its essence. Now-a-days people are more attracted by the lights and themes outside the pandals. The paraphernalia has become more important than the goddess herself. The difference between a fair and a present-day puja pandal is minimal. Sponsors are doing a great deal to attract the crowd by introducing new concepts and designs in putting up the pandals. Laser shows and modern forms of entertainment have taken over the whole environment.

I believe that the actual essence of puja is still alive. There is no doubt that commercialisation has made its presence felt, but this in one way has become beneficial for a bunch of people who often find it difficult to make ends meet. The lightings and construction of pandals provide employment to a lot of artisans and workers. Moreover, the lightings and decorations are important because they bring amusement and entertainment during the festive season of puja.

The most important thing about the puja season is the devotion that comes along with it. But the present times have become chaotic and the whole state is in disarray. It has become a troubled zone of natural and man-made calamities. Therefore, there is a strong need for revival of the spiritual self and matters that are more important need to be looked into rather than hordes of money being spent on the making of pandals.

The actual essence of puja is lost. The charm of lighting shows, laser shows and fairs have taken over the basic essence of puja. In this festive season, such type of entertainment is good up to a certain extent but too much of it is not agreeable. Today, in a state like Assam, we need eco-friendly pujas because the post-puja scenario becomes very different from the pre-puja one. After the puja, from the ‘puja mandap’ to the ‘ghats’ (where immersion of idols are done) everything turns mucky. So in such circumstances, we all should become responsible and carry out the puja in a neat and tidy way.

THE PRESTIGIOUS ORGANISATION OF NORTHEAST

T

he Assam Flying club is one of the most prestigious organisations situated in the Lokpriya Gopinath Bordoloi International Airport. It is the only Pilot Training Institute in the entire Northeast Region, established in the year 1956 by the great patron & lion man, R.G. Baruah, Ex-President of India Lt. F.A. Ahmed and the Ex- CM B.P. Chaliha. It was initiated with a hope of making the youth of Assam and the Northeast aspire for a career in aviation. The Assam flying club was established under the Directorate of Technical education during 1958 to 1977 and it was running very smoothly. After 1978, AFC was attached with the Directorate of Sports & Youth Welfare department and it went to some inexperienced & non-technical sports officers which killed the AFC. During 2010 & 2011, I tried a lot to revive the AFC on behalf of the Assam flying club students. I approached the government officials & the Authority of Assam flying club for our flying training. Among the people I approached were the Director of sports, the commissioner, the P.A to the C.M and the Principal Secretary to the C.M. I approached them a lot to restart the flying club. With great hope, I met the honorable CM several times to revive it but unfortunately, I didn’t receive any positive result. I approached the student’s organisations and the political parties to help and they wrote letter to the CM about it. But in the end, the officials took the decision to close the flying club forever. I spent one year of my carrier as a student of AFC to revive it during the time, but in the end, I failed. I decide to complete my flying training to make my dream come true as an Indian commercial Pilot. After returning from the Assam flying club, I joined All India Institute of Aeronautics, Dehradun, to complete my ground training. After completion of my ground training, I completed my flying training and got my Indian CPL, which took nearly 8 months to complete. I joined Air India Delhi for ATR flying training with Capt. B.P. Shukla and he gave me the opportunity to work under him from Delhi to Dehradun. Under the guidance of All India Institute of Aeronautics, I got the opportunity to fly under Zest Air, Philippines for a two-year work permit. Now I have 500+ hrs of flying experience which includes 250 hrs in single engines, 50 hrs in multi engines in beach barrel & rest of the flying hours in ATR aircraft. I still pray to God as I did it before, to restart the flying club and want to see the Cessna flying in the air once again.

AASU, SMSS woo Cottonians, The historic Cotton College just witnessed its Union Society elections, G Plus reports.

T

he historic Cotton College witnessed a triangular contest in the Cotton College Union Society (CCUS), which was held on the 30th of September, 2013. The National Students’ Union of India (NSUI) sweated hard to ensure victory in the elections but was able to win only one post. The election was mainly dominated by All Assam Students’ Union (Aasu)-backed candidates. The Satra Mukti Sangram Samiti (SMSS), the student wing of the influential peasant organization Krishak Mukti Sangram Samiti (KMSS), also went all out to win the elections. Results of the election were declared on the evening of same day.

The battle

33 candidates were in the fray for 17 posts. Independent candidates, who were backed by SMSS, conquered five major posts. Joydeep Borah was elected as the General Secretary; Tridiv Das became the Cultural Secretary, Tonmoy Khanikar – Debate Secretary, Joydeep Baro – Major Games Secretary, and Sanjeev Baruah – Minor Games Secretary. Similarly, AASU backed candidates won posts like the Cricket Secretary, Vice President, Magazine secretary and others. The efforts made by NSUI did not work much as the students’ organisation was not able to woo the college voters and gained only one post, Hockey Secretary Hem Chandra Mili (NSUI).

History

The Cotton College Union Society (CCUS) had humble beginnings in the opening decades of the college. It is the most comprehensive corporate body among the students of Cotton College. It is the general body of the students of the college whose membership is compulsory for every Cottonian. The office bearers of this Society are elected annually by the Cottonians. Although the initiation of the process of formation of the CCUS was started in the year 1908, it was at first only a literary society. The practice of debating in the Union Society was introduced in 1910. The activities of the Union Society in those days were confined mainly to holding debates and popular talks. At the beginning, however, the students did not ap-

pear to have taken much interest in the Union Society. In 1919-20, the Students’ Common Room was amalgamated with the Union Society and this led to a positive result with more and more students taking active interest in the Union Society. In the same year i.e.1919-20, Late Tilak Chandra Sarma became the first Student Secretary of the Society. However, in those initial years, the office bearers of CCUS were not elected, but selected by the college authority. In 1939, the constitution of the CCUS was amended on democratic lines so as to give the students an increasing share of control over its proceedings. From the academic session 1947-48, the name of the post ‘Student Secretary’ was changed to ‘General Secretary’ and Birendra Kr. Das was the first General Secretary. From the academic session 1981-82, the post of Student Vice President was incorporated in this Society. Although at the beginning, CCUS was only a literary society, at present, it has been playing an important role in moulding the activities of the students in a manner calculated to build up character and thus forming a filling supplement to the intellectual training received within the class rooms.

The newly elected General Secretary, Joydeep Borah said, “I contested and became the General Secretary just so that I can add to the development process of Cotton College.” Enquiring if he has any dream to join politics in future, he expressed, “I don’t have any political aspirations.” He further added that the elections this time were conducted fairly without any violence or problems. The present general secretary claims to have no political aspirations, but, the fact that the elections, under the shield of political parties, makes the process political. Is it important for the political parties to interfere in student elections, which is meant just for the development of the college?

G Plus visited some of the oldest Puja mandaps in the city. Some of them still follow the traditions while others have moved on.

ith the blessings of the single constant core of universe, which is Time, new centuries bearing the virginity of new generations, have come and gone. The age-old Durga Pujas of the city have witnessed centuries of such new and young generations offering Puja and worshipping Goddess Durga year after year.

Rolling with the waves of time, some of the Pujas have still managed to retain the ancient glory and heritage while some others have lost it altogether. In order to give you a glimpse of the ancient Durga Pujas of the city of Guwahati, G Plus traversed across the city and tries to bring forth the glory of those Pujas right to your doorsteps.

Senbari puja

Barowari Puja Mandap Continuing the century-old tradition of the Ahoms, the residents of Uzan bazar still observe the Durga Puja that had been started by the descendents of the royal family of the Ahoms themselves. It is held at the present permanent structure located at Barowari Puja Mandap. The 124-year-old Durga Puja, which is now organised by the locals of Uzan Bazar, had been started during the days of Ghanakanta Singha Rajkumar, a descendent of the Ahom kings. It was first performed under the supervision of Ghanakanta Singha in front of the open space of their ancestral house situated on the banks of the Brahmaputra near Uzan bazar in the year 1889. Some say that this puja was first performed much before the time of the Ahom king Kandarpeshwar Singha in 1821. However, there is no concrete history of the Puja during the time between 1821 to 1889. “Gradually, this Puja, which was continued by the next generations of Ghanakanta Singha after his death, became a public Puja in 1923. Under the

patronage of a few locals, the puja location was then shifted from the riverbank to the open space of Kumar Bhaskar Natya Mandir. After a decade, in 1934, it was again shifted to the present location of the Barowari Puja Mandir,” President, Uzan bazar, Barowari Puja mandap, Badal Thakur told G Plus. He further stated that the people of the locality have been organising Oja pali, puppetry and other traditional cultural programmes during the Durga puja days. The famous puja of Barowari

has witnessed noted theatre personalities Braja Sharma, Chandra Choudhury and Phani Sharma performed at the stage of the Barowari puja mandap. “Following the complete and traditional Sattik and Vedic rituals, we have been organising the puja and this time too, we are very eager to observe it with the proper rituals. We do not lay too much stress on the lightings and decorations at our Puja pandal and try to maintain a peaceful environment in and around the puja,” Thakur said.

Harisabha Another old puja destination of the city, Sanatan Dharmasabha, popularly known as Harisabha, situated at Panbazar will be completing its 100 years of existence next year. Started by a Bengali priest as well as the great grandfather of Tapan Kumar Pandit, who now performs the puja in Harisabha, in the year 1915, this community puja still has been able to retain its past glory. “I have been associated with this puja since 60’s and seen the ‘jatra parties’ from Kolkata perform here. But, now the local ‘jatra parties’ from Nalbari have performed here during puja,” Joint Secretary, Sanatan Dharmasabha, Suresh Chandra Bhattacharyya told G plus. The puja in Harisabha is performed in a single ‘bedi’ (foundation structure) and instead of a truck. The people themselves carry the bedi on their shoulders at the end of the puja that is on the day of Dashami to immerse the idols in the Brahmaputra. “Now it is hard to find people for carrying the bedi on their shoulders. But, we are determined to continue this tra-

dition in the future too, because it is one of the most significant parts of our puja,” Bhattacharyya further said. He also mentioned that the ‘bhog’ or food is provided for free to all those who pay a visit to Harisabha during the days of Durga puja. Mentioning about the five-member trust board (consisting of people from the Assamese, Bengali and Marwari community), Assam Jatiya Utsav committee, formed to smoothen the functioning of Harisabha. said “Apart from Durga puja, we observe all other pujas and ‘tithis’ of Shankardeva, Madahabdeva, Damodardeva and Harideva in the permanent structure of Harisabha,” A ‘Natshala’ (theatre house), with the aid from DoNER ministry will be constructed inside the present premise of Harisabha on the occasion of its centenary and the process of construction will start from the month of January next year.

The descendents of Kalicharan Sengupta are still keeping the tradition of another old and famous Durga puja of ‘Senbari’ in Panbazar alive. Although, the 106-year-old Durga puja of Senbari, has lost its past glory, the family members of late Kalicharan Sengupta is still continuing the tradition. Because of internal problems, the family got divided and performs the puja in the basement of an apartment, located on the grounds of old Senbari in Panbazar, where the grandson of Kalicharan Sengupta resides. “This puja was started by my great grandfather Kalicharan Sengupta and his brothers Umacharan, Borodacharan and Tarinicharan Sengupta in the year 1907. The significance of this Puja is that the lord Kartik is being placed at the feet of goddess Lakshmi, which is on the right side of goddess Durga and lord Ganesh is placed at the feet of goddess Saraswati, which is on the right of goddess Durga,” Ranjan Sengupta, the grandson of late Kalicharan told G Plus. Ranjan Sengupta, under whose supervision the puja is now performed, also said that earlier the famous ‘Senbari puja’ was performed in the permanent ‘mandap’ located within the boundary of the ancestral house. However, now there is no sign of it, as the plot of land where the ‘mandap’ stood was divided among the family members. “We are still continuing the tradition of ‘balipratha’ (sacrifice). But, now we perform this ritual in Kamakhya temple, instead of our home. The 16-day long rituals of Durga puja are already underway and the Saptami, Astami, Navami and Dashami are observed here in our apartment. The rituals of the rest of the 12 days are performed at the Kamakhya temple,” Ranjan said. He further stated that earlier, the ‘jatra parties’ from Kolkata used to come to Senbari to entertain the people during Durga puja. Types of land

The city of Guwahati has a lot of ‘Eksonia’ land, which is gradually upgraded to the ‘Myadi Patta’ status that allows the transfer of land ownership permanently to the occupants. The ‘Eksonia’ land does not have all the mandatory documents required and does not provide legal ownership to the occupant residing on that plot of land. Whereas ‘Patta’ or ‘Myadi Patta’ land signifies that the land or plot, is in a particular owner’s name as per the revenue records and that owner posseses all the rights to handle that land holding.

Importance of Patta

Patta is important because it establishes lawful ownership of a property. Patta is essentially a document related to the land and not to the building constructed on it. Whenever a piece of property is acquired through purchase or through inheritance, it is important to carry out the mutation of revenue records in the name of the new owner for it ensures that now the patta is held by the person who legally owns the property. A patta, once issued, need not be renewed until a transaction through purchase, inheritance or court decree takes place.

The Measurement (In Assam)

The Search

The buyer should conduct a search for the property at the Subregistrar’s Office, finding the location details. While investigating, one should make sure that The legal document is in the name of the owner, issued by the Revenue Record Department. On the date of purchase, the title of the owner shows no mortgage that still exists. The property is transferable and the transferor is authorised to transfer the property. The object of consideration for the transfer is lawful and in the method as suggested by law. Again, if the seller is a company and is incorporated under the provisions of the Companies Act (1956), it is necessary to search for the property in the office of the Registrar of Companies to check for any charge on the property.

Drafting of the Sale Deed

The sale deed is drafted by the lawyer, mentioning all the features of the plot of land to be sold and in the presence of both the parties with their consent. Registering the Final Sale Deed

Before buying the plot of land, the details of the plot must be checked along with verifying that whether the plot has any co-owner, mortgage or other liabilities at the Revenue Record Department The documents are submitted at the office of the Sub-registrar for verifications. After verifying, the registration fee is required on the document. The registration fee is to be deposited following which a receipt is given. After depositing the fees, the documents are presented to the Sub-registrar. Usually the seller has to hand over the physical possession of the plot of land to the buyer during the time when the deed is presented for registration. After the payment of the registration fees and other charges, the document is returned back.

These are the basic measurements and may vary in certain areas.

The authorised signatory must submit the signed application accompanied by an indemnity bond, an affidavit and a notarised copy of the registered deed. After evaluating the property, the Revenue Department fixes the value of the property tax to be declared along with the issuing of a mutation letter in the name of the buyer confirming that the property has been mutated in his or her name.

A General View

Land Records system in Assam is generally maintained at the Circle Office (which is also known as the Chakra-bisoyaar Karjalay) and also available with the Registered Kanangu and Revenue Sirostadar Branch at the DC or SDO office (which is also known as (Upayuktar Karjalay/ Mahkumadhipatir Karjalay). The land

records are maintained mainly in two registers, the ‘Chitha’ or ‘plot wise details’ and ‘Jamabandi’ or the ‘Patta wise ownership’. There are also other registers like, Allotment Details Register and EPR (Encroachment Penalty Register). If the ‘Chitha’ Register is maintained properly, then the registers of Jamabandi, Allotment Details and EPR can be obtained from the data of the ‘Chitha’ register.

Lawyer’s Version (In Brief) Before buying the plot of land, the details of the plot must be checked along with verifying that whether the plot has any co-owner, mortgage or other liabilities at the Revenue Record Department. Then the sale deed is drafted by lawyer and is presented to the SubDeputy Collector’s Office. Only on clearance by the Sub-Deputy Collector’s Office, the deed goes to the Sub-registrar office for registration in the name of the buyer. On completion of the transferring process, the buyer must pay the ‘Land Tax’ or ‘Khazana’ as assessed by the state from time to time. And, if construction is carried out on the plot of land, then permission has to be taken from the city municipal corporation (GMC for Guwahati) which, after assessing the plot would provide the ‘Holding Number’ and following which, the owner would have to pay taxes like urban tax, sewage tax, water tax, light tax etc.

The Land Records Computerization Software System of the Government of Assam has been named as ‘DHARITREE’. Dharitee is a web-enabled system of the Revenue Department of the Government of Assam. It has been designed & developed by the NIC, Assam State Centre, for its implementation at the District level, Sub-Divisional level and the Circle level offices of Revenue Department of Assam.

ASSAM GOES FIVE STAR The city is set to welcome a few five star rated hotels in the next few years.

ortheast India’s hunt for five star hotels will soon see the light of the day with a couple of star category hotels ready to take off in 2014 and 2015 in Guwahati.Big hospitality groups like Taj and Dharampal Satyapal (DS) Group are setting up five star hotels and DS group’s hotel is expected to become operational by 2014. Assam is yet to have a five star hotel despite being an oil and tea rich economy, but the increase in the business activity and increase in the number of tourists is creating a demand for good hotels and resorts. Indian Hotels Company Ltd’s (IHCL) is setting up a five star hotel in Khanapara in Guwahati as Vivanta by Taj hotels in Guwahati has received environmental clearance from the union ministry of the environment and forests. The Company had earlier announced that it will invest Rs 95 Crores and in the first phase, the hotel will have 150 rooms. Financial institution, North East Development Financial Corporation (NEDFi) is financing at least three five star category hotels, one each in Assam, Meghalaya and Arunachal Pradesh. Each hotel will come with an investment of Rs 100 Crores to 150 Crores. Sources in NEDFi said, “There are several proposals for setting up five star category hotels in Northeast India. (DSAHL), a joint venture Company of Dharampal Satyapal Limited (DSL) and Guwahati Metropolitan Development Authority (GMDA) is investing around Rs 160 Crores for a five star hotel in Guwahati. The hotel — Radisson Hotel, Guwahati — and will the hotel will be spread over an area of 8.5 acres. Sarovar Hotels and Resorts plans to open two hotels in Guwahati and Tezpur, in Assam. The Guwahati property will have 70 rooms and the Tezpur one will have 50 rooms. Indian Railway Catering and Tourism Corporation (IRCTC) is also making a foray into the hotel sector of Northeast India as IRCTC is looking to set up a budget hotel. It has sought land from the state government at Betkuchi, Kamakhya and Amingaon in Guwahati, Kaziranga in Upper Assam for that purpose. IRCTC regional manager, Kaushik Banerjee said that budget hotels will be set up on build operate and transfer” (BOT) basis. “In phased manner we will go to other Northeastern states. We have sought land from state government. The response from government is favourable.

Indian Tourism Development Corporation (ITDC) has announced that it will initiate tie ups with North Eastern states to open smaller hotels to cater to the growing domestic and foreign tourists’ arrival to the region. At present, ITDC has two properties in the North East — one each in Guwahati and Itanagar.

These hotels will have around 25 to 30 rooms with one restaurant each.“ Northeast India, which performed dismally in pulling tourists, is gradually improving. The number of international tourists went up to 58,920 in 2011 from 50,950 in 2010. Similarly, the number of domestic tourist increased to Rs 63.47 lakh in 2011 as against 61.66 lakh of 2010. To promote the hotel industry in the region, regional planning body, North Eastern Council (NEC) has formed a committee with the Infrastructure Leasing & Financial Services Limited (IL&FS) for identification of viable public private projects (PPP). There is a corpus through which feasibility study, marketing of the project is done and bids are invited. Already, Under IL&FS-NEC arrangement, Taj group has set up a budget hotel (Ginger brand) at Agartala in Tripura and Guwahati. The construction of the Agartala Ginger hotel was completed in 12 months. To increase viability of the project, NEC also gave a grant of Rs.90 lakh to the project.

North East Industrial and Investment Promotion Policy (NEIIPP) 2007 gives 30% capital investment subsidy on all hotel projects without any upper limit. The inclusion of hotels in the policy is attracting investment in this sector. Not across the spectrum But growth of hotel sector in Northeast India is uneven with hoteliers flocking to Assam and Meghalaya. Some activity has taken place in Tripura and Arunachal Pradesh.

FEMALE BOSSES

Not everyone can handle working for a female boss.

ot only in Guwahati, but in the entire world women bosses are not too easy to work with. You can forget counting on the bonds of “sisterhood” in the workplace to help you get ahead because women are more likely to back-stab and undermine other women than men. In fact, multiple studies show that female bosses can be some of the most difficult people to work for, much less progress under, especially if you too are a woman. Male “bullying” bosses are less discriminatory than women who single out other women and tend to dole out unfair practices regardless of gender. Three quarters of men said they would much rather work for a man than a woman. A quarter of woman polled found their female bosses to be backstabbing and to have poor personal boundaries when it came to sharing their personal lives at the office. Another study found that female bosses feel easily threatened, emotionally unpredictable or irritable. Other negative descriptors for the female boss included, “moody,” “sharp tongued,” “too cliquey” and “vain.”

Men’s talk According to a city based art designer, who previously used to work under a female boss, there is no problem. He said, “I used to work under a female boss and she was pretty cool, so I never faced any arrogance from her side. I was sincere in whatever I did and gained appreciation for my work.” Another working professional who doesn’t wants to be named said he never faced any problems from my female boss I used to work with. He expressed, “The female boss I used to work under was cool, friendly, jolly and used to behave well with all her employees.” Enquiring if he has faced any problem with his female boss, he said, “I can just share the experience as a man that, the problems occur when a female boss becomes biased towards the female employees and sometimes develop a feminist attitude. The men can feel inferior. Also, men cannot work late nights with not only the female bosses but female colleagues as well because this might set tongues wagging.”

“I have worked for almost two years under a female boss and those were the worst days of my life. Now I am unemployed but still happy that I am not going through the torture I used to undergo before.” A social worker, Rajkamal Pandey who works for women empowerment and is quite familiar with women related problems said, “There is tendency of jealousy among females, so, when they get an authoritarian post, they become pretty dominant because of the designation. They do become rude in the process, but that’s only to get the job done. And exceptions are always there when people tend to misuse the opportunities, which are same with some female bosses who tend to put extra pressure on the employees.”

Women’s talk A city based journalist, Madhumita Dutta said, “I have worked for almost two years under a female boss and those were the worst days of my life. Now I am unemployed but still happy that I am not going through the torture I used to undergo before.” On asking why she has such a view, she said, “My female boss was very rude with me, used to yell at me for silly reasons, she used to interfere in my personal life and used to be jealous of me if I sometimes wear something good. She was basically jealous of me.” Another working female who doesn’t want to be named said, “I am working in an organisation where my boss is a female and tackling her is an everyday challenge for me. She gives deadlines every day and if I don’t meet it, she makes my life hell. She has even set some dress codes for us, so, we even cannot wear whatever we want. Previously we had a male boss in her place and certain things were not that required, but now it is not that easy for us.” Whatever may be the views of men and women regarding female bosses, the fact, as people say, is that the boss is always right. Who cares if the boss is a male or a female, tackling them is the main challenge and meeting the targets should be the only ambition the employees should have. The only thing which creates havoc in any given office is the politics, so, if the office politics is dealt with consciously, than I think dealing the bosses is just like catching fish from an aquarium.

eptember was World Prostate Awareness month and an excellent opportunity to highlight prostate health and raise awareness about this highly treatable disease. September was first designated World Prostate Health Month by the American Foundation for Urological Disease (AFUD) in 1999. AFUD is now known as the American Urological Association Foundation. Originally the aims of observing NPHM were more proscribed, concentrating on making the public better informed about prostate health issues. The prostate is a gland that helps in making semen, the fluid that contains sperm. The prostate surrounds the tube that carries urine away from the bladder and out of the body. A young man's prostate is about the size of a walnut. It slowly grows larger with age. If it gets too large, it can cause problems. This is very common after age 50. The older men get, the more likely they are to have prostate trouble. Some common problems are Prostatitis (an infection, usually caused by bacteria), Benign Prostatic Hyperplasia or BPH (an enlarged prostate, which may cause dribbling after urination or a need to go often, especially at night) and Prostate cancer (a common cancer that responds best to treatment when detected early). Prostate cancer is the most common type of cancer for males. The cause of prostate cancer is unknown, but hormonal, genetic, environmental, and dietary factors are thought to play roles. Some risk factors such as Age, Ethnicity, Family History, Diet, Obesity and Inflammation have been linked with development of this condition. Holmium Laser Enucleation of Prostate (HoLEP): It is the latest modality used in the management of Enlarged Prostate. In this procedure, a 550 Micron Fiber attached to a 100-Watts Holmium Laser machine is used to remove obstructive prostatic tissue and seal blood vessels. The enucleated gland is then pushed into the bladder, which is later sucked out with the help of equipment called Morcellator. The whole procedure takes around 45-90 minutes, depending on the size of the gland. This procedure is nearly bloodless as the laser beam when cuts the gland also seals the blood vessels. In most of the cases there is no need for blood transfusion. At the end of surgery, a catheter is inserted to keep the bladder in place. It continuously drains the urine into a sterile collection bag. The catheter is usually kept for 24 to 48 hrs and the patient is discharged without catheter after giving a catheter free trial. As per the health researchers diet plays an essential role in maintaining prostate health as well as is helpful in warding off cancer. Vegetables such as broccoli, cabbage, cauliflower that comprises isothiocyanates is beneficial for prostate patients. Besides, fish and vegetable oils high in omega-3 fats also helpful in decreasing the risk of prostate cancer. Soy products can also be like a boon for prostate patients as they can help in preventing prostate enlargement and may slow tumor growth. This effect is credited to be flavones, plant chemicals that help lower dihydrotestosterone (DHT), a male hormone that stimulates the overgrowth of prostate tissue.

However, Vitamin E is known to reduce prostate inflammation and may protect against cancer. Good sources include margarine, vegetable oils, nuts and seeds, wheat germ and whole grains. Apart from that, tomatoes could ease night-times for prostate patients by relieving pressure on the bladder. Prostate patients are advised to drink plenty of fluids. Anyone with an enlarged prostate should drink plenty of water and other non-alcoholic fluids to flush the bladder. Caffeine and beer should be reduced to a minimum. Prostate patients should also avoid spicy foods as well as alcohol, caffeine and other substances that irritate the urinary tract.

Twitter on Wednesday launched a system for emergency alerts which can help spread critical information when other lines of communication are down. 'Metal Gear Solid V' trailer shows opening sequence

A shameless attempt of making a film Star cast: Ranbir Kapoor, Pallavi Sharda, Rishi Kapoor, Neetu Singh Kapoor and Jaaved Jaaferi Director: Abhinav Kashyap Ranbir Kapoor is often hailed as the next big thing in Bollywood — a young star who knows what he is doing, chooses his scripts with care and delivers top-notch performances nearly all the time. If that is the case, Kapoor must have had a very bad day at work to say yes to “Besharam” (Shameless). Abhinav Kashyap’s second film as director is crude, packed with toilet humour, and has no semblance of a plot. “Besharam” is a case study in lazy filmmaking, one that lowers the bar on good taste just to make money at the Bollywood box office. It insults the viewer’s intelligence and is an example of the Hindi film industry’s reluctance to let go of hackneyed storylines that were all the rage two decades ago. Kapoor plays Babli, the protagonist in this Indian version of Robin Hood. He is a thief who steals swanky cars, sells them and donates the proceeds to the orphanage where he was raised. His talent catches the attention of a gangster (Jaaved Jaffrey) who hires him. But one day, Babli unwittingly steals and delivers the car of the girl he loves. Once he realizes this, there is only one thing to be done. Steal the car right back. Tara (Pallavi Sharda), who spends half the time delivering holier-than-thou speeches about how Babli should give up a life of crime, agrees and accompanies him on this mission. There is also a subplot about a squabbling couple (Ranbir’s real-life parents Rishi and Neetu Kapoor), who are in the police, and have made unsuccessful attempts at catching Babli during his earlier capers. Even this does not work, mainly because Kashyap saddles them with vulgar dialogue and a series of gross-out sequences involving actor Rishi Kapoor — including a defecation scene. Kashyap doesn’t even attempt to inject any creativity into this flimsy plotline, relying on toilet humour and mediocre songs to stretch the running time to two-and-a-half hours. The dialogue is pedestrian, as are the performances. Ranbir Kapoor does not look too convinced himself about the film or its outrageous plot. He’s no Salman Khan or Akshay Kumar. Those two actors could have pulled off “Besharam’s” slapstick genre but Kapoor can’t and that’s the film’s main failing. Unless you like the feeling of being hit on the head repeatedly with a hammer, avoid this one.

A story like that at the heart of Runner Runner, about a young American gambler who gets sucked way above his head into the criminal doings of a big-time offshore operator, would have found its ideal life as a tough, punchy, black-and-white programmer back in the 1950s. “Runner Runner” provides the world with very little except some great clips for Ben Affleck’s eventual Golden Globe Life Achievement reel. He’s so much fun to watch as a duplicitous internet-gambling mogul that it’s almost worth slogging through all the sluggish and predictable scenes in which he does not appear. Richie (Justin Timberlake) made a mess of things on Wall Street — according to one or two lines of vague exposition — and now he’s pursuing a master’s degree in finance at Princeton. The high cost of tuition has him recruiting fellow students to online gambling sites, and when the dean tells him to knock it off, Richie wagers, and loses, his entire stake on virtual poker. Arriving during the boss’s annual blowout, the Midnight Black Expo, Richie cleverly scores an audience with the bodyguard-festooned Ivan. Lounging on his hero’s yacht, Richie brazenly accuses his relaxed host of cheating him on his site ... and Ivan readily admits it. In the film’s best-written scene, the older man affably agrees to reimburse the kid for his losses and then some. But, then again, Ivan can always use a smart, ballsy guy in his operation, so maybe Richie would like to come work for him. Seven, maybe even eight figures a year beckon. With Puerto Rican locations doubling for Costa Rica, the allure of Ivan’s world looks pretty tacky no matter how doused in money it is. With the help of a couple of other Yankee college boys who are given no character dimension whatsoever, Richie

quickly learns the ropes and gets mixed signals from Ivan’s glamorous factotum Rebecca (Gemma Arterton), who may or may not be on exclusive reserve for the boss. The overriding problem with the direction by Brad Furman (The Lincoln Lawyer, The Take) is that it lacks a real pulse, a throb of excitement that pulls you into this unsavory world and will accept no resistance. Furman stuffs the screen with luxurious digs, fancy cars, cool boats, private jets and parties loaded with scantily clad women, but there’s no undercurrent, no intoxicating hook used to snare the audience, along with Richie, for the ride. Beyond that, the drama’s final stretch, in which Richie must desperately try to turn the tables on his boss if he has a chance of escaping with his hide intact, charts arcane financial and strategic moves in such a rapid and superficial way that it’s impossible to know how, in any semblance of a real world, he can pull this off in almost no time at all. To whatever marginal extent one might be invested in the film up to this point, the impulse is to just throw in the towel.

The musician’s son, who witnesses that his father does, the love making privacy of the courtesan in the dark-

ness of night and is about to take charge of his father’s profession of practising sounds of the birds and beasts. And last but not the least a young lady waiting for the man of her dreams to come and usher the shower of love on her. A special screening of the film Cheekha- The Crier, written and directed by M Adeyapartha Rajan, was held on September 29, 2013 at the Pragjyoti ITA, Machkhowa. It was organised by the Gauhati Cine Club in association with the Assam Cultural Trust and took place in the presence of noted actor Tom Alter, who is the producer of the film and has played the role of the monk. This was the first public screening of the film in the Northeast, although the film has already received widespread appreciations at the various film festivals. The other lead cast includes Mona Ambegaonkar as courtesan Amrapali and Uday Chandra as the Cheekha cum classical musician. It is a low budget film, which was shot in just twelve days. A mystical and spiritual saga of love, lust, light and liberation, portraying the tradition of prostitution in Banaras and the vanishing of the criers in the jungles of India, the film encapsulates

the vivid variety of the classical and folk ballad. Though the film deals with a bold content, the cinematic dimension of the film is enriched with tremendous technical innovations which are visible in the cinematography and the photography - a dewdrop from a leaf or the movement of a housefly over an actor’s face. The sunshine over the clouds, the hopping of butterfly over the flowers or the chirping of the birds in the jungle, all portray the vanity of nature captured through lens. The tincture flavour of Banaras is visible in the film, be it the 150 year-old palace or the ghaats of Ganga. Similarly, the painterly vision of the director, who is also the editor of the film, is witnessed as he deals with darkness of night and light of the day in reciprocating manner. From beginning to the end, the film presents a chain of poetry, be it of Ghalib or Tagore. The film has a great combination of silence and sound, both go hand in hand to reflect the appeal of the film, which is based on the spiritual ideology of Lord Buddha.

Bagbazaar Sarbojanin Durgotsav:

Bagbazaar is one of the oldest Durga Puja pandal in Kolkata and has been in existence for around 100 years. It’s a relatively simple pandal and emphasises on tradition and culture, but it always attracts the crowds with its strikingly beautiful idol of Goddess Durga. Location: North Kolkata near Bagbazaar Launch Ghat and Bagbazaar Kolkata Circular Railway Station. If you are using Metro railway you can get down at Shayambazar and you are just couple of minutes away from this Durga Puja pandal.

College Square Sarbojanin Durgotsav: With more than 50 years of

celebrations, College Square Sarbojanin Durgotsav has managed to be among the top Durga Puja pandals in Kolkata. If you like grand scale decorations and themes this is the place to be. It has been attracting devotees and visitors here especially during night time for all the lights, colour and grandeur that is visible here during the Durga Puja days. Location : To get here you can use Boubazaar Crossing, Shyambazar or Hatibagan. If you are using the Metro you can get down at Mahatma Gandhi Road or Central Metro.

Ekdalia Evergreen Durga Pujo Club: Ekdalia Puja is a crowd-puller and has long serpentine queues all day long. Every year, they erect replicas of some of the popular temples across India and use lightings to enhance the beauty of the hard work that is on display.

Location: South Kolkata, in Gariahat. The nearest railway stations are Ballygunge and Kalighat Metro. Suruchi Sangha Durga Puja Club:

Suruchi Sangha entertains visitors with a cultural extravaganza and outdoor display, themed on a different state of India each year. The Durga idols are modelled on how they look in each state as well. Although this puja pandal is more than 50 years old, it first found fame in 2003 when it won an award for the best decorated pandal. It won the award again in 2009 for its exquisite artwork. Location: South Kolkata, in New Alipore. The nearest railways stations are Majherhat and Kalighat.

Mohammad Ali Park:

It is one of the oldest ‘ sarbojonin ‘ pujas in Kolkata. Their themes are thought invoking and intelligent. It is another famous crowd puller, with an elaborate and eye catching display. Location: Central Kolkata. Opposite College Square, on Mahatma Gandhi Road.

Maddox Square:

The Durga Puja at Maddox Square continues to be a long journey from 1935 in all its grandeur. This pandal not only celebrates tradition but the youth of Kolkata as well. Location: South Kolkata, Ballygunge. If you cannot take a trip to Kolkata this Puja holidays, do not get disheartened. t is good that the concept of negative voting has been made mandatory by the recent verdict of the Supreme Court. Now, the people of this country have a better option to choose their electoral representatives. Earlier, some people did not go to the polling booths to exercise their franchises. They did not turn up to cast their votes because they could not select any suitable candidates. But now, with the inclusion of the option of negative vote, which gives the voters right to reject all candidates contesting polls, we can expect more number of people turning up at the polling booths. Although, there was a system of rejecting vote by the voters before, most of the people were not aware of it. Even the presiding officers on duty do not know about negative voting. Therefore, some of the voters used to prefer staying at home during the polls. Now, it is an added advantage for the public and they should be made aware of this. There is another plus point of the verdict. It will force the political parties to project clean candidates to contest in the polls on their party’s behalf. Today’s youth are more conscious than before and they constitute a major portion of the country’s population who have the voting power. They are choosy about everything and it is obvious for them to want clean and eligible candidates to contest in the elections. Although, we are not fully aware of all the provisions of the new inclusion in the candidature list of the EVMs (Electronic Voting Machine), we have heard that there is a provision of re-election in case the ‘none of the above option’ gets majority of the votes. We are hopeful that it would bring about a drastic and positive change into the political scenario of the country.

Primary objectives of the mission is to demonstrate India’s technological capability to send a satellite to orbit around Mars and conduct meaningful experiments such as looking for signs of life, taking pictures of the red planet and study its environment.
