“M
y elder sister was sold to a man in Gangapur, Rajasthan for Rs. 10,000 by one of her friends who is also married to a man from the same place,” said 28-year-old Jhumki (name changed). This is not a story that Guwahatians will hear for the first time. Women trafficking is a major problem in Assam and in spite of the various measures taken by the government and the administration, females are being trafficked to different places in India from Assam turning Guwahati into a transit point. And it is not just a transit point, with illegal brothels and some public places used as a point of sale and purchase for immoral trafficking, the city is also a source and a destination for women trafficking.
Jhumki’s story of courage Chapter 1 In an exclusive interview to G Plus, Jhumki explained how cops arrested her husband for being linked with an immoral trafficking case. She expressed, “Around one and half years back, a girl was brought to my maternal home by someone from Dhemaji. My father and mother own a shop and are busy with it most of the time. I never thought it could have been something illegal, but I remember that often, many women from places like Boko, Barpeta and Dhemaji used to visit my maternal home and stayed there for 15 – 20 days. I was married and used to stay with my husband, so, whenever I used to visit my parents, I noticed a lot of people from various places visiting them. Many guys too used to visit my parents. I never thought that they would be involved in sex trade. But when this girl from Dhemaji was taken by the cops and medically examined, it seems the report said that she was being sexually exploited for a long time. The cops arrested my parents and husband too.” Problem area – innocence, unawareness and unsolved doubts Chapter 2 On enquiring why the cops arrested Jhumki’s husband, she said, “Once that Dhemaji girl even visited our house with my parents, so, the
cops might have suspected that even my husband was involved in the flesh trade business.” Her husband who was sitting beside her, wanted to add something more to the story. Problem – Even relatives can be involved in illegal activities, which can lead to prosecution along with them. One needs to be knowledgeable about people’s intentions and motives.

Chapter 3 Jhumki’s husband Manoj (name changed) said, “Initially the cops did not arrest me. After hearing about my in-laws’ arrest, I went to the police station to find out what exactly had happened. The cops explained that the girl from Dhemaji was trafficked and that they were using the girl for commercial sex trade. They further informed me that my in-laws have been involved in trafficking for a long time and that their house was also being used as a brothel. I had suspicions and so I used to always ask my wife not to visit her parents place alone. But I was never sure.”

Problem – Ignorance and failure to report suspicious behaviour. Chapter 4 Manoj further explained, “As I love my wife, I tried to get my in-laws out of the police station. The cops asked for Rs 10000 for their release. In spite of being a daily wage earner, I managed the money and went to the police station the next day, but my in-laws were not there. I called up the concerned cop and he asked me to come to a different place with the money. I reached there and found my in-laws with my 8-year-old sister in-law in the police vehicle. The cops then asked me for the money and said that they would release my in-laws at the police station after completing some formalities. I disagreed and insisted that I would give the money at the station only after they release my in-laws. They were adamant and finally they released only my sisterin-law by taking Rs 1000. I returned to my house and the next day they came and arrested me. I don’t know the laws, but I was released after 3 months along with my in-laws for which my father had to pay a huge

We are now trying to start a new life and even our in-laws understood their mistake.” Problem – corruption, illiteracy, unawareness and poverty Chapter 5 As Jhumki told us that her sister was sold in Rajasthan, we asked her to explain the entire situation. She said, “Her sister’s friend who is married to someone in Rajasthan took her and sold her. We came to know about it after 15 days. Now she is married to that man and also has a kid. We visited the place where she lives and discovered that a lot of women from Assam are married to many men in that place.” She also continued that, “It is a rumour about people there abusing our women. My sister is very happy there and visits us very often. My brother-in-law also comes to Guwahati and stays with us. We are like a family now. People there are rich and also help their families with financial support which is counted as buying or trafficking.” Problem – poverty, high ambitions and false promises This might be an analysis by Jhumki, but there are also cases and records, which say that women are trafficked to Rajasthan from Assam in false pretext of marriage, but are later abused, exploited and sold for labour work or commercial sex exploitation.
Mukesh Sahai , ADG of the CID revealed that there are 14 antitrafficking units across Assam and they work with various NGOs, government bodies and the society to combat human trafficking. He said, “CID is a nodal agency which keeps combating human trafficking associating with various NGOs, media and social bodies. Last year, Assam was declared the best state in combating human trafficking but still the problem exists for various reasons. Poverty, illiteracy and rising ambitions are some reasons which help the traffickers to easily lure the women of this state.” Talking specifically about Guwahati, the ADG said, “Guwahati is mainly a transit point but it is also a source and destination for the traffickers.” He further added that women are mostly trafficked from the hill districts, tea garden areas, erosion hit and backward places. He also mentioned that the trafficked women are taken mainly to places like Delhi, Mumbai, South India, Siliguri, Rajasthan and Haryana. The main reasons of trafficking are economic and commercial sexual exploitation.
Immoral Trafficking According to the Immoral Traffic (Prevention) Act 1956, “brothel“ includes any house, room, conveyance or place, or any portion of any house, room, conveyance or place, which is used for purposes of sexual exploitation or abuse for the gain of another person or for the mutual gain of two or more prostitutes. Similarly, “prostitution” means the sexual exploitation or abuse of persons for commercial purposes or for con-

So, if we talk about Assam and Guwahati in particular, there are houses, bars and some public places used as brothels. According to our sources, Guwahati also has good number of illegal brothels.
Protective home A ‘Protective home’ means an institution, by whatever name called, in which persons who are in need of care and protection, may be kept. Global Organisation for Life Development (GOLD) is an NGO based in Guwahati which works towards the cause of women victims rescued from various destinations who were being trafficked from Assam for economic and commercial sexual exploitation. fall prey to traffickers who lure innocent women, the decrease in the evil practise will not be seen. On the side, it is also important to point out that as citizens or more so as fellow human beings, it is everyone’s duty to be aware of any illegal practices happening in and around the city and taking the necessary steps to prevent it. For unless there is a collective effort, the exploiters will always find new ways to go about their shady, immoral and inhuman practices.

oncern grows for the city people as the district of Kamrup (both metro and rural) has fallen under the high positivity of HIV cases. In a clinical audit report carried out on the basis of the programme data registered in ICTC (Integrated counselling and testing centre), ART (Anti retroviral treatment) and TI (Target intervention) units of the state, it is mentioned that both the metro and rural areas of Kamrup district fall under the high risk districts of HIV prevalence. The same study carried out in 2012 also marked Cachar and Karimgang districts of Barak valley, Nagaon and Golaghat as other high HIV positivity districts in the state. “After Cachar, Kamrup (M) has the highest incidents of HIV positive cases in Assam. The findings of the client audit study, 2012, shows that 14.81% of the HIV cases are found to be positive in Kamrup (M) district, while the district of Kamrup (R) shows 4.97% HIV positive cases,” a source at Assam state AIDS control society (ASACS) told G Plus. Till September 30, 2013, a total number of 8580 HIV positive cases were detected across the state. Among those cases, 5229 are male and 2948 are female. Altogether 396 children and 7 transgenders were found to be positive with HIV. Moreover, upto the month of September, 2013, a total number of 5916 patients were registered in four ART centres of the state and out of those patients 3499 were registered in ART plus centre of GMCH. Among the patients registered in ART centres of the state, 2654 are still alive. The source at ASACS further mentioned, “The state of Assam is categorised as a low HIV prevalence state with an estimated adult HIV prevalence of 0.07% which is lower than the national prevalence of 0.27%. However, the adult HIV prevalence in the state has increased from 0.04% in 2007 to 0.07% in 2011. The state is highly vulnerable state for HIV transmission for various reasons.” The technical report of NACO, 2012 highlighted that Assam had an estimated 2,408 new HIV infections in 2011 and an estimated number of 12,804 people were living with HIV (PLHA) in the same year. The other surveys and reports on HIV prevalence conducted in the state also show a grim picture. The

HIV sentinel surveillance data of 2010-11 mentions that HIV epidemic in the state is concentrated among high risk groups – Injecting drug users (IDU- 1.46%), men having sex with men (MSM – 1.40%) and female sex workers (FSW – 0.46%). “Although, the HIV prevalence among ANC clinic attendees, considered proxy for general popula-
tion, is low at 0.09%, a rising trend is observed at a lower level. The latest round of HIV sentinel surveillance, 2012-13, done among the ANC attendees show that the overall HIV prevalence is 0.16%,” the source at ASACS mentioned. Among the reasons behind the rising trend of HIV infections in the state, the migrant population and

With an aim to attain zero new HIV infections, discrimination and zero AIDS related deaths, the concerned authority requested the common public to come forward to achieve the goal of an AIDS free society. definitely a laudable effort, but only time can prove the true outcome of the effort.

GUWAHATI TO WITNESS TWO SIMULTANEOUS FILM FESTIVALS THIS DECEMBER Subhrajit Roy

s the 44th edition of the International Film Festival of India (IFFI), 2013 wound up in Goa last week, where all together, 22 films from the North East were screened, in which 17 films were categorised in the package ‘Focus: North East’, it’s time for Guwahati to celebrate two simultaneous film festivals scheduled to be held this December. With an objective to promote quality and meaningful cinema among the audiences of the State, Gauhati Cine Club (GCC) is going to organise the 6th Guwahati Film Festival from December 10 to 16, 2013 at Rabindra Bhawan, Guwahati. Apart from regular film screenings on weekly and fortnightly basis, GCC in association with Pragjyoti Sanskritik Samaj has already screened many award winning international films this year. Affiliated to the Federation of Film Societies of India (FFSI), this year GCC has the theme of ‘Celebrating Asian Films’ in this week-long extravaganza. On the other hand, ADDA, a socio cultural organisation dedicated to film and performing art has scheduled to celebrate the 10th ADDA Short Film Festival 2013 on December 15 at Jyoti Chitraban, Guwahati. ‘ADDA laid emphasis on short films and was glad to have overwhelming response both from the intellectuals and the mass alike over the years. It is the first ever short-film festival and unique in the whole North East, which is going to celebrate its 10th edition. ADDA has always been a platform for new movie makers, where they have im-
mense opportunity for exchange of knowledge, information, ideas and culture. This year we have also decided to screen some award winning films with special focus on documentaries. he Guwahati Metropolitan Development Authority (GMDA) has served notices to some schools in the city for not complying with the safety norms and putting the lives of the students at risk. In the month of August, the GMDA had issued notices to 63 schools for not conforming to safety norms. The notices were issued based on a survey conducted by the civil engineering department of the Assam Engineering College and the Assam State Disaster Management Authority to check the multi-hazard mitigation readiness of schools.
The survey The survey conducted by AEC covered various areas, which describes the condition of the schools. It consists of:
General Approach and Site Analysis Site Layout Observation Based On Status Survey Earthquake vulnerability Flood vulnerability Wind vulnerability Fire vulnerability Space survey Boundary wall survey High Tension Line (above or near school campus) survey Garbage dumping nearby school survey Site location survey (hill side or plain land) The Assam Engineering College’s survey had identified 68 schools, some of which did not have fire extinguishers while others had cracks in the buildings, making them unsafe in the event of an earthquake.
Recent GMDA action The Guwahati Metropolitan Development Authority recently notified some schools in the city to meet safety norms and building bylaws by March 31 next year or face action. GMDA town planner Debaraj Kalita said that the schools would have to
shift or close down if they failed to meet the norms by the end of the current session or March 31, whichever is earlier. The notifications to the institutions were based on a survey, carried out earlier this year by the Assam Engineering College. The survey was done according to the recommendations of the Assam State Disaster Management Authority to check the multi-hazard mitigation readiness of schools here. It was also found that the institutions had violated the purpose of use cited at the time of acquiring the no objection certificate (NOC). The Guwahati Municipal Corporation has issued sealing notice to 14 schools for not meeting safety norms.
Disaster management The District Disaster Management Authority (DDMA) has done a National School Safety Programme (NSSP), in collaboration with Assam State Disaster Management Authority (ASDMA) and National Disaster Management Authority (NDMA), covering 200 schools. The programme included:-
Training to 2000 teachers in disaster management Earthquake and fire mock drill in 200 schools 1 quiz competition on disaster management covering 200 schools Non-structural mitigation in 200 vulnerable schools DDMA also organised Great Assam School Checkout, 2014 wherein 80 schools of the above mentioned 200 participated in various mock drills, done to sensitise the students on disaster management. Also, an order has been issued to school inspectors and district elementary education officers to instruct the school and college authorities to organise a plantation drive. DDMA had served notice to around 25 schools before to co-operate with the AEC for conducting the survey. Some schools have high-

It is to be noticed that in a city like Guwahati, there are two urban bodies, which can provide permissions to buildings, schools and any other constructions. But how do illegal constructions happen in the first place? How are NOCs granted? Is it negligence or can graft too be a reason? The authorities need to ensure a better system for the future.

Refuses to follow new fares

E
ven after the intervention of the Gauhati High Court, the tug of war between the government and the autorickshaw owners of the city regarding the fixation of the minimum fare is still going on without any sign of ending. The high court order, which came on Tuesday, December 4, directs the autorickshaw drivers operating in the city to charge fares from passengers on the basis of the revised fare chart. It also directs to charge the passengers according to the number of kilometres travelled, which would be reflected in the fare meter of their respective autorickshaws. But, the court chose not to interfere in the fixation of the revised rate - Rs 30 for the first two kilometres and Rs 15 for the subsequent kilometre traversed. The autorickshaw pullers however, are trying to grasp this opportunity to continue the warfare further with the authority.
The HC order
The concerned transport authority has issued notices to the autorickshaw drivers operating in the city a number of times and has asked them to charge the passengers according to the number of kilometres travelled at the revised rate. But the autorickshaw drivers are in no mood to implement it. Finally, the Gauhati high court came up with an order based on a PIL registered by the court on the basis of a letter written to the Chief Justice of the Gauhati High Court alleging exorbitant rates charged by the city autorickshaw drivers. The Guwahati Autorickshaw Owners’ Association had also filed a writ petition ventilating their grievances over non-calibration of their fare meters.
Considering all the aspects, a Division Bench of the Gauhati High Court comprising of Justice T Vaiphei and Justice Manash Ranjan Pathak, directed autorickshaw drivers operating in the city to charge fares from passengers on the basis of the revised fare chart, according to the number of kilometres travelled, which would be reflected in the fare meter of their respective autorickshaws pending calibration or repair of their fare meters. The court further directed that the authorities shall take immediate action to provide the required number of dealers/service stations in the city for repair and calibration of fare meters, so that the autorickshaw owners, without any difficulty, can calibrate their fare meters reflecting the revised fare fixed by the Transport Department.

Tug of war
After issuance of a notification fixing the revised rate by the Transport Department, the autorickshaw owners’ association had urged the authorities to fix Rs 50 for the first two kilometres and Rs 30 for the subsequent kilometre travelled. To make their demand more pertinent as well as expressing dissatisfaction over the revised fare structure, the association on December 3, had called for a city-wide strike and willing to pressurise the authority to revise the minimum fare at Rs 50 for the first two km, instead of the present revised rate of Rs 30. “We welcome and are ready to accept the HC directive. We have already installed fare meters in our autorickshaws. But, we want to sit with the transport authority, so that the fare
can be fixed amicably. Because, at this age of price hike, it is not possible for us to comply with the rates fixed by the authority,” Pabitra Baishya, general secretary of greater Guwahati Auto coordination committee, a committee comprises of the autorickshaw owners of the city told G Plus. The committee further accused the authority of lying on the status of the fare meter installation and repairing centres in the city. “At present, there is only one fare meter installation and repairing centre in the Silpukhuri area of the city. 7 auto fare meter installation and repairing centres in different locations of the city. But, the centres had to close down their business due to low turn up of the customers. In the meantime, the authority is behaving strict with the autorickshws of the city. “After the HC directive, we expect the auto rickshaw drivers to cooperate with us. We have been issuing notices asking them to charge their passengers according to the new revised rates and the number of km travelled by the passengers reflected on the fare meters. But, they hardly listened to us. On Wednesday, in one of our routine drive, we have seized 27 autos for violating motor vehicle act. he tolls are high on the toll free numbers, which are all over the place. Everything ranging from toothpaste to a brand of flour to public transport has got a toll free number. Nowadays, it has become imperative for any product to have a toll free number and it does not matter if it is working or not. As a general inquisition, what do the people think about the longevity and usage of such numbers. Are they provided just for the sake of it, because it is a fact that not even a third of the population uses them. So, what is the use of such numbers? Are they really serving any genuine purpose?

It has been noticed that often the queries of the consumer is not answered or it takes long time to receive a reply. Not being able to understand the situation a consumer disconnects the phone without getting a chance to express his thoughts and queries. Since, now-a-days people do not have much time to spare, the service must be prompt. As a consumer I have particularly received good response from the number ‘104.’ Such type of health related numbers are very necessary and should remain active all the time.

Its benefit is both positive and negative and sometimes a consumer does get a good response. As a consumer, I often make calls to the ASEB consumer service number and most of the time their representatives answer the consumer queries. Presently, its service is not up to the mark and to make it more efficient, the service must be reconsidered and re-worked. Though it is a helpful service for any consumer, unless its small loopholes are rectified, it cannot be regarded as a beneficial service for the common people.

t was a bright sunny day of June. The Sun stood high in the sky as it was later part of the afternoon. There was less number of buses running on that day as compared to other days. I gave a thought of not going out in that scorching heat but I had to come out as I was left with no other option. Finally, I took my bag and waited for the bus to come at Ganeshguri. I boarded the bus and stood in a corner and looked into the bus for a vacant seat. But, I was wrong in searching for a seat. Since the bus was crowded, my attempt went in vain. “Bhaiti, ei seat tu eri diya, eitu bridho manur babe he!” (Brother, kindly leave the seat, it’s for the senior citizens) was the voice that drew my attention. I looked my right and saw that an old lady of probably 62-65 years of age was standing in front of the second seat in the row which was reserved for the senior citizens. A boy of about 20 years occupied that seat. But, to my utter astonishment, the boy in a harsh voice replied, that he would not offer the seat to her. He argued that nothing was written on the seat about the reservation. Contrary to the boy’s reply, another person sitting on the sixth row offered his own seat to the lady. It was not the first time that I had witnessed such incidents and the most important fact is that most of today’s youths are indulged in such incidents. The uttermost concern is - is the culture being adopted by us today teach us to behave in an unmannered and unruly way? Guwahati, known as the gateway of the North-Eastern India, has always been known for its kind hearted citizens with a great sense of hospitality. Growing number of educated persons and competition in the market should have been able to inculcate a sense of responsibility in the youths. But, in real, instances of abuse and disrespect to the elders are on the rise in the city. This is where we, the youths of the city as well as the entire nation should come up and set good examples for the society and generations to come. The development of the youths is the most important for the development of a nation. On this note, I am appealing all my fellow friends to come forward with a better culture where there is respect and concern for the elders as well as other fellow beings.

It is a very well thought concept but still some of its aspects must be worked upon because if at a point of time a consumer gets a reply, the other time he may not. So, there must be a consistency which needs to be maintained. On buying a television set, I myself have used the toll free number given by the manufacturer of the television and I was provided with a very appreciable service. It is a concept which is mandatory for every sector but at the same time it has to be swift. Moreover, a regular track of the service must be kept while constantly making an attempt to take feedback from the consumer as part of the service. The public sector too should do a proper research while coming up with such facility which benefits the common citizen.

Most of the members of the Unnayan Samiti are occupied with their personal work, which often slows down the developmental progress of the locality. Nowadays the news of rising thefts in the locality is scary for the residents at large, which must be solved immediately as more police patrolling should be provided to the area. Earlier, the members of the local Mahila Samiti occasionally used to clean up the Ambikagiri Sishu Udyan but now most of the then members are aging.

The Unnayan Samiti too has not done anything regarding the matter, as it has been almost inactive from a long time. But it cannot be said that there is no cooperation in the neighbourhood. In fact, we have a lot of cooperation between us and always come forward to help each other in times of need. The local youths too take part in the social activities and respect the elders. Like Hajo, the area has a Shiva Mandir and a Mosque, situated next to each other and people from both the religions live with unity, which is spectacular.

They come at a time of the day when most of the residents are unaware of their arrival and when asked later, they blame the residents. With the rising number of paying guests in the locality, it has been noticed that a lot of young people have started coming in to the area giving rise to ‘addas’. But the damage caused to the road due to these installations are still to be repaired. Working on these two subjects were the main objectives for the electoral candidates prior to GMC election but a delayed plan cannot be a rightful solution every time for such a crisis. Moreover, some of the projects, which actually got started, remained incomplete due to a poor execution process. Since, the Unnayan Samiti at present is inactive in terms of function, a separate community centre should come up where people could discuss issues related to the locality.

We will re-check the problem and will fit a new set of pipelines to solve the problem. For this purpose, a thorough planning has been thought and the process of tender-call has been initiated. Most probably, by next month the project should start. Regarding garbage collection, we are thinking to terminate RAMKY and with the help of the NGO’s and clubs situated under the ward no. 12 jurisdiction, we ourselves will dispose the same. We are also planning to repair the streets at certain hilly areas of the locality before the monsoon. A fund has been allotted to us for the repair works and we are planning to start with the Navagiri Park and Nizarapar link road including the drains only after it is sanctioned by the commissioner.

sychologists no more use the term ‘mad’. There is no such thing called ‘madness’ to be used as a negative connotation. The eccentricity of poets, misfits, writers, revolutionaries being referred to as madness is a different usage of the same word, which only would mean the intellectual level beyond the hoi polloi. Society has a key role to play in doing away with the stereotypical notions of addressing people with mental illness. All they need is support, care and understanding. Ashadeep is a mental health foundation in Guwahati that has been extending support and warmth to the special people. Ashadeep was founded in 1996 in Guwahati to provide psychosocial rehabilitation to patients who are impaired or disabled by a mental disorder. Their projects and activities include Day Rehabilitation Centre Guwahati, Helpline-Tele counselling for anxiety and stress, Resource centre, Outreach mental health programs in rural areas, Free Psychiatric Outdoor Clinic, Ability - The Ashadeep
shop, Navachetana- shelter home for homeless women with mental illness, Roshmi - halfway home. The work of Ashadeep is not confined to clinical and medical interventions alone but also, extending their support to interact and communicate with the patient’s family members.
The beginning
Ashadeep had very humble beginnings. Mukul and Anjana Goswami had initiated it with another couple, Kabin and Mandira Bezbarua who have since passed away. Gradually, their work started getting noticed and many others joined in. Mukul and Anjana had taken care of and rehabilitated a family member suffering from schizophrenia for nearly ten years. This made them realise that there would be other such patients, who needed proper care and attention. However, at that point of time there were no facilities for a post-clinical rehabilitation of a person and therefore, it was a hurdle for them to overcome.
Activities
Ashadeep undertakes and organises a number of projects to generate awareness about mental health. On the 5th of May, 2013 an awareness program was conducted in collaboration with a group of interns from Don Bosco University at PL Complex, Bamunigaon. The students organised games and street plays to spread awareness about issues related to mental illness. On 25th February, 2013 Ashadeep organised a workshop to enable individuals in securing positive mental health as mental health is often left out when the emphasis is laid on achieving good health. The workshop aimed at teaching students how to cope with stress and anxiety. On July 2012, Ashadeep organised a seven-day workshop titled ‘Developing Communication Tools for Awareness Generation on mental health’. There are many such projects that Ashadeep has been conducting so far and they have received a great response from people especially from the youth. While conducting awareness programs, the students from different schools and colleges are given the opportunity to participate in their own area of interest and use that talent as a means to create awareness about mental illness and thereby, contribute to the society. The youth engage in activities like short-film making, street plays, poster making, photography etc. They are awarded for their participation and this acknowledging act by Ashadeep acts as a motivation for the youth of this region to continue doing work for the wellbeing of the society. “It is a team effort and when I have been a part of something that is so big and for a good cause, it feels like a blessing to see each and every progress that our organisation makes”,
says Uttam Bhattacharya - a member of Ashadeep since a long time. On being asked if he himself has undergone a transformation in his ‘self ’, Uttam Bhattacharya says that the transformation is sure to happen as one gets to spend each day, trying to spread a smile and be a ray of hope among the families. They rescue homeless mentally-ill people as well and Ashadeep has united such people with their families too.
Sealing the gaps
The mentally ill people in the society go through a lot of suffering in the society. Even if they themselves don’t, people around them/ their family members come to a point when they start giving up on the patient due to societal pressure and mockery. Many organisations have come up to raise awareness about treating the special people with care and understanding and encouraging them to lead their lives in a better way. However, a certain section of the society which include even the most sane people mock at their condition and joke about it. I
have come across this situation in an event where the special people were given equal chance to showcase their passion in their area of interest on stage and for some people in the audience it was one hell of a ride! Such incidents portray how shallow our society is and that we have a long way to go. The founders of Ashadeep, Mukul and Anjana Goswami are sure an example to all of us as they had come up with an idea that has been garnering hopes and instilling confidence in many patients and families.

Gujarati tea group to make foray into Assam tea industry SHAMBHAVI

espite tall claims, the much touted tea lounge in Guwahati is yet to see the light of the day, but here is a tea planter from Gujarat who is vying for a piece of pie of Assam’s rich tea plantation sector. The 121-year old tea brand from Gujarat, Wagh Bakri Tea Group, the largest privately held packaged tea group will get into tea plantation business by 2015. The group will invest Rs 50 to 100 Cr to acquire the tea estates in Assam. Wagh Bakri will foray into the plantation business with acquisition of five to seven tea estates in Assam and West Bengal. Chairman and managing director of the company, Piyush Desai who was in Guwahati said, “We distribute over 30 million kgs (mkgs) of tea annually, out of which 80 to 85 percent of tea is sourced from Assam.” He added that it is logical for the company to get into plantation as the company can have an absolute control on the quality. “We are seriously looking for good gardens and will invest close to Rs 50 to Rs 100 Cr for buying the tea estates.” Wagh Bakri is actively considering its foray into coffee and has decid-
ed to increase its retail franchise “tea lounge” from three to 23. Desai said, “We will add another 20 outlets, 10 each in Delhi and Mumbai.” Guwahati tea auction centre (GTAC) in 2011 had announced its foray into tea retailing. The auction centre planned to set up a chain of such retail outlets across the state to sale quality tea and boost the sales of the local tea. Assam tea is facing stiff competition from Sri Lankan and Kenyan tea. The government then said that it would start a retail sales counter under the brand name of “Authentic Assam tea” and a lounge for consumption of tea will be set up in the GTAC complex in Guwahati. This was to start functioning within 75 days. However, it has been two years now and the tea lounge is yet to start. Assam accounts for 13 percent of the World tea and 51 percent of the country’s tea production, however the volume of Tea auctioned in GTAC is falling. In 2009, GTAC sold 138.5 million kgs (mkgs) with average price realisation of Rs 110.4 per kg. In 2010 the volume plummeted to 130.36mkg with average price realization Rs 113. GTAC is losing this trade to Kol-
kata tea auction, which in 2010 auctioned 154.4 mkg with price realisation of Rs 130 per kg. Desai met Assam industry and commerce minister, Pradyut Bordoloi and suggested him to set up a committee to study the reasons as why GTAC is not able to attract more buyers. Devices and services for home care and support are designed keeping elderly or vulnerable people in mind. The possibilities of technology is huge, it should enhance the potential for human interaction. The social services feature of the smart home concept focuses on the services which can encourage independence and enable ageing in place. Amazon testing drones for deliveries Amazon, the world’s largest online retailer, is testing unmanned drones to deliver goods to customers, Chief Executive Jeff Bezos says

For example, you can pause/start or switch music tracks in the media player from the multitasking menu by swiping to the right or left.
Supports Android apps Swiping up from the multitasking menu gives you the app drawer, similar to the
one seen in Android and iOS. You can not only download apps from the Sailfish store, but also any Android app from thirdparty Google Play apps.
Swipe away Just like iOS 7, Sailfish uses gestures to return to a previous screen. For example, if you open the web browser and check several articles on the same tab, you can go back to the older articles by swiping from left to right. Accessing notifications in Sailfish is also similar to what we have seen in iOS 7. You just need to swipe up from the bottom of the screen to open the Notifications Menu. However, unlike other operating systems, you can return to notifications by just
swiping from left to right instead of starting from the home screen again. To access Options in any menu, you just need to swipe down from the top of the screen. Keep dragging the screen down to scroll between various options in any particular app.

However, once you pour some attention to your hands and feet and realize the worth of their beauty, you realize they deserve so much pampering. Manicure and pedicure treat you by leaving your hands and feet clean and soothing and making you feel pampered. The treatments vary from salon to salon. They involve the cleansing of your hands and feet, moisturizing with lotion or with natural products, massage, filing and shaping of the nails and then, applying polish. Nail art is an emerging trend. There are varying designs and combinations or contrasts of shades to choose from. It includes designs according to the creative instincts of the artist or applying small decals or imitation jewels; also, application of artificial nail gels, or acrylics.
French manicure & pedicure The French manicure is the most popular manicure. They have never been out of fashion since they have been introduced a long time ago. It can be done with artificial nails which are made to look like natural ones. The characteristic feature of the French manicure is the lack of base colour, or natural pink base nails with white tips. The tips of the nails are kept/painted white while the rest of the nail area is painted a neutral translucent colour/nude shade or a pale pink.
Gel manicure & pedicure This process involves applying a special polish which lasts for atleast two weeks. The regular manicure and pedicure process is followed at first. The gel polish is a coloured one. After the application of the base coat, the main coat and then the final coat, the nail technician puts the nails under the UV light to dry the gel for a minute or less than that. The removal process involves wrapping the nail in acetone using a special nail wrap or cotton ball soaked in acetone and secured with aluminium foil. After a few minutes the polish is loosened and easily peeled off.
Spa manicure & pedicure A spa manicure and pedicure involves a glycolic exfoliation or a paraffin wax treatment. A glycolic exfoliation removes dead and damaged skin cells and a paraffin wax treatment involves dipping the hands in paraffin wax solution, covering the hands in plastic bags and then, in gloves for softening or moisturizing.
Hot oil manicure & pedicure This process cleans the cuticles and softens them with oil. It is best suited for dry skin and brittle nails as it improves and leaves them soft and pliable. Types of oil that can be used are mineral oil, olive oil or other commercial preparations.
Nail art Let your creative juices flow to engage in your own art and style for your nails. It’s an easy start if you pick up the right moves. Zebra stripes with black and white/silver polish or flower patterns against another base colour is an easy process to start with. Picking up a peach or pink colour as the base and making tiny patterns of flower with a black nail pen. Try lazy ombre nails. Use ombre gradient as background for other designs like butterfly or zebra nails. Want to wear musical notes on your nails? Paint two coats of white on your nails and draw different notes on each nail. See harmony? You can use western as well as Hindustani/ Carnatic notations or swaras. Weave a story through your nails. It recalls the mascot’s 3D heritage while providing the perfect starting point for those that prefer 2D platforming, catering to an audience of beginners and skilled veterans alike. Nintendo’s also mastered Mario multiplayer for, arguably, the first time; it’s still manic and can be either cooperative or competitive, but there’s also a sense of space that allows determined groups to pro-

gress coherently. In the end, everything comes down to the incredible level design and the pure joy of playing. Super Mario 3D World makes 3D Land seem like a prototype. It’s a product from a team at its creative peak - it’s Mario in its purest essence. Britney Spears fails on new album
B
ritney Spears’ latest release, “Britney Jean,” is a total letdown. It’s not that we expect Adele-styled songs from Spears — or even Rihanna-like ones — but Spears was once a pop powerhouse who made music considered a must-listen, from “Toxic” to “I’m a Slave 4 U.” Listening to this album makes you nostalgic for those days — nothing on “Britney Jean” would be contenders for any future greatest hits package. The 10-track set lacks so many things: oomph, swag, sex appeal, as well as addictive, memorable hooks. It’s almost like Spears isn’t even present. Tracks like “It Should Be Easy” and “Till It’s Gone” are techno misses — and messes — even though David Guetta helmed both songs. The light ballad and second single, “Perfume,” is laughable, with Spears warbling: “And while I wait, I put on my perfume, yeah I want it all over you, I’m gonna mark my territory.” It sounds more like a commercial than an actual song (it should be noted that Spears has released a dozen perfumes, including two this year). “Perfume” was co-written by Sia, the ultra-talented singer who has found success writing Rihanna’s “Diamonds” and tunes for Christina Aguilera, Katy Perry and Eminem. Another star, will.i.am, is the executive producer of Spears’ eighth album. Are they purposely giving her C- and D-level material?
C
lub 60 is a family drama told with good comic sense. The only issue is that the comedy is over done and so is the drama or rather the melodrama. It’s the story of senior citizens Manu Bhai, Mansukhani, Jaffar Bhai, G.S. Dhillon and Sinha, who help an elderly doctor couple Dr. Tarique and Dr.Saira, come out of the trauma of losing their only son. Their roles played by Raghubir Yadav, Satish Shah, Tinu Anand, Sharat Saxena and Vineet Kumar respectively. And the roles of the depressed couple, played by Farooq Shaikh and Sarika. What’s surprising is despite delivering first-class performances, the film on the whole, is a total let down. The film deals with old age and about how children abandon their parents in times when they really need them. The first half of the film is well made and promises even a better second half but shockingly the second half becomes disappointing. What’s makes it even disappointing is the fact that, despite having an excellent star cast, the film fails to make that emotion come.

....Rajkumar is the story of a small-time goon, trapped in a crime. Rajkumar (Shahid Kapoor) is an aimless goon who works for drug baron named Shivraj (Sonu Sood). While Rajkumar is rugged, passionate and rebellious, he is blessed with a chiseled body and devilish charm. Rajkumar’s life and ambition go haywire when he comes across beautiful Chanda (Sonakshi Sinha). The film is typically a Prabhu Deva style movie, fully loaded with over the top action sequences and loud dialogues. Shahid Kapoor has performed many tough stunts, which is typical in Prabhu Dheva’s films. Sonakshi Sinha is also seen doing some hard core tough stunts in the trailer. However, Shahid and Sonakshi’s chemistry still lacks that spark. Prabhu Deva who recently gave a disaster with the ‘Ramaiya Vatsavaiya’ has balanced himself with R Rajkumar. Though screenplay lacks many things with poor execution of the events but however the choreography is brilliantly done. help but notice that a rebellious spirit has swept the nation. Snow always allowed the Games to have one winner so the population would live with a glimmer of hope for their own future, but apparently two winners (which means 22 dead participants instead of 23) gives them too much hope. Snow believes that the former winners have too much power as celebrities, so he decides that the next Hunger Games will have nothing but winners tearing each other apart. Katniss is once again chosen to represent District 12 and Peeta is back in as well, volunteering to take the place of mentor Haymitch Abernathy played by Woody Harrelson. Cinematographically, the film is flawless. Epic wide-angle shots of cities, crowds and wilderness landscapes, smoothly integrated CGI, unsteady close-up handcams at intimate moments, expertly evoking the uncertainty which shakes the emotions of our protagonist. Yet for all of this, the film as a whole seems to lack a few certain but important things.

Manali

The Valley of Flowers requires a strenuous 16 kilometre (9.8 miles) hike to get there but when you do, you’ll feel on top of the world in this magical and enchanting place.

The hill settlement of Nainital
is full of natural beauty and was a popular summer retreat for the British during the time they ruled India. One of the most relaxing things you can do is go boating on Naini Lake. Peddle boats, row boats, and small yachts are all available for hire. Nature walks, trekking, horse riding, and rock climbing are the main adventure activities on offer around Nainital. There are so many beautiful forest walks that you can do, or alternatively explore the surrounding area on horseback.

Goa is the best alternative to the mountains for anyone looking for adventure and adrenaline in India. Rajasthan
Fancy experiencing India on camel back or in a hot air balloon? Both are possible in the desert state of Rajasthan. Excellent desert camel safarisare offered in and around Jaisalmer and Bikaner. Alternatively, it’s possible to go hot air ballooning in India around Jaipur, Pushkar, and Ranthambore National Park. So, here were some places to visit and try something exciting, but the list do not end here. In Northeast too, we have various places to explore for sporting which is just a part of India. t is true that there is a vast difference between private and government schools in Assam, but to say that private schools are better than government schools is not totally true. History proves that in the past, it is the government schools, which always used to produce better students and to name them there are countless examples. It is also true that in the recent times education has become almost like a business for many, but there are still teachers who worship the profession of imparting knowledge. inister of Education and Health, Dr Himanta Biswa Sarma had recently stated that the government has decided to hand over hundred model high schools, being set up in the State, to private institutions like Don Bosco and Sankardev Sishu Niketan to look after their academic aspects. Political parties and persons have their own agendas while announcing new items. They give political statements from time to time. But, in my own personal opinion, private schools are much better than the government schools. The basic reason, I think is because the private schools have a dedicated teaching staff while the teachers in government schools are like government employees. At the end of every month, they will receive their respective salaries irrespective of the level of dedication towards their services. Besides, the aspect of parent involvement is a major factor in private schools, which I do not see in the government schools. There are facilities for extracurricular activities, sports and games and library in private schools. They also organise exposure trips and all these activities are necessary for a complete education of a person. If we look into the examples of famous personalities like Microsoft founder Bill Gates and founder of electronic giant Sony, we see that they all are school dropouts. You do not need to score good marks all the time to be successful in life. Because, if you ask any MBA student or others who are pursuing or have completed such courses to write an application, he or she would not be able to do it without making a mistake. How many students can draft an application without seeking someone’s help? If the government schools are to be run in the line of private schools, the students can have the best of guidance and dedication from the teachers. Even when we look at the hotels run by the private sector, we get to see that they are doing better business than the government sector hotels.
COUNTERPOINT ister HimantaBiswa Sarma said that the state government would bring a legislation to prevent exploitation of private school teachers by the school management as there are reports and allegations that teachers working in private schools receive very low salaries. The owners or management of such schools want to run their institutes purely for profit and thus pay the teachers poorly. The situation is frustrating for dedicated and sincere teachers. It has also insulted the noble profession. If we talk about the difference, private schools have better infrastructure than the government schools, but the teachers according to me are more eligible in government schools, as it is not that easy to get a government job. People do have a mindset that government jobs can be acquired through networks and bribery, but with various tests and exams like TET, NET now in place, the competition cannot be foreseen.If you see the list of top 10 students of any competitive exam, there are always students from government schools. All the present senior bureaucrats, politicians, doctors, engineers, politicians and other leaders are from government schools. As there is a clamour now that the Assam government might adopt the private model even in the government schools, I personally feel that the government schools have enough infrastructure if utilised efficiently. Yes, there might not be enough equipment and AC rooms like the so called international schools have, but at the end what matters is the knowledge gained and imparted. People living below poverty line can never even dream to send their kids to international schools, as the fees charged is high, whereas in government schools, even they can dream about a bright future for their wards. It is just a matter of streamlining the education system and providing equal education to everyone. In fact, I feel that, like developed countries even in India for a certain age, there should be free and equal education for all in spite of further dividing the society through private and government schools.

India has won the right to host the 2017 Under-17 FIFA World Cup. This will be the biggest football tournament ever on Indian soil. The All India Football Federation submitted India’s bid to host the under-17 event only in November after obtaining necessary guarantees on tax exemption and security from the Union government. The Under-17 World Cup happens every two years. UAE hosted this year while Chile will stage the 2015 event.
The Supreme Court favoured punishment of life imprisonment to people indulging in production and marketing of adulterated milk and asked the state governments to make amendment in laws. A bench of Justices K S Radhakrishnan and A K Sikri said punishment of six months jail term mentioned in Food Safety Act is grossly inadequate and asked states to amend the law as has been done by the Uttar Pradesh, West Bengal and Odisha.
