What will Guwahati get from the Subansiri Dam? RAHUL CHANDA

he NHPC project at Gerukamukh in Arunachal Pradesh has been on hold since 2011 following stiff opposition from anti-dam organisations in Assam. Recently, a delegation of the Centre, the state government and about 32 anti-dam bodies, including the Krishak Mukti Sangram Samiti (KMSS), the All Assam Students Union (Aasu) and the Asom Jatiyatabadi Yuva Chatra Parishad (AJYCP) among others, held day-long tripartite talks on the issue of resuming the stalled work. But what exactly will be the consequence? Guwahati being the gateway to the northeast, whatever happens in any corner of this region, the city gets affected.

As per the original DPR, the project capacity was expected as: The upper stage 2000 MW with a dam height 214m from bed level The middle stage 1600 MW with a dam height 203 m from bed level The lower stage 2000 MW with a dam height 116m from bed level

The blockade The Subansiri Lower Dam, officially named the Lower Subansiri Hydroelectric Power Project (LSHEP), is an under-construction gravity dam on the Subansiri River in Northeast India. It is located 2.3 km upstream of Gerukamukh village in Lower Subansiri District on the borders of Assam and Arunachal Pradesh. Described as a run-of-theriver power station by NHPC Limited, the dam is expected to supply a 2,000 MW power when completed. The project has experienced several problems during construction - include landslides, re-design and opposition. It is notable that, if completed as planned, it will be the largest hydroelectric project in India. According to Engineer JN Khataniar, the Subansiri Lower Project cannot be operational without having the other two reservoirs in Subansiri Upper and Middle Stage. He said, “After taking over the project details from the Brahmaputra Board by NHPC on 22nd of March, 2000 as directed by Ministry of Water Resources, NHPC had re-investigated the entire project site for upper, middle and lower Subansiri project on the same river flowing from the Himalayan Region through Arunachal Pradesh to Assam and finally fall at river Brahmaputra.”

Khataniar also added that the report on “Integrated flood moderation Studies – October 2005” prepared by NHPC recommended that, “The exclusive flood cushion has been considered in the upper stage as 10.00m, middle stage at 15.00m and in the lower stage as 0.00m.” “Subansiri Dam is a low height Dam of only 116.00m height, the storage capacity of the Dam is minimal and there would not be worthwhile flood mitigation through this reservoir.”

“It is evident from the results that, flood moderation effect in SLP is almost negligible if the upper two dams are not considered in the system.” “Objective of flood moderation can only be achieved by constructing the dams upstream of Subansiri Lower i.e, Subansiri Upper and Middle.” The above study report was signed by a 10 member technical group constituted from top officials of CWC, CEA, CWPRS, MOWR, BRAHMAPUTRA BOARD, NHPC etc., he added.

The twist The construction of the Subansiri Lower Dam involves many challenges. These include land not being available when construction was scheduled to commence, a limited annual construction time because of monsoons (from mid-April to midOctober), the need to handle high flood flows and poor rock conditions. The design of the dam has undergone drastic and repeated revisions that

have affected the schedule and planning of the construction work. As of November 2011, the dam reached an elevation of 138 m (453 ft), just below the spillway elevation of 145 m (476 ft). On 16 December 2011, construction equipment was halted by protests. Since then, the dam work is on halt and still requires expert level talks to restart the project. But, the twist of the story according to Khataniar is, in the 3rd meeting of the Joint Steering Committee held on 12.01.2012, committee members present in the meeting were in view that, by integrated operation of all three projects on Subansiri River i.e. Subansiri Upper, Middle and Lower projects, the flood moderation could be taken care of. No flood moderation for independent Subansiri Lower HE Project has been conceptualised.

The expert to expert level talks is expected to happen on 23rd December 2013, which will further decide the status of the dam work resumption. If there is no other reason but to make a dam, which can help the people to develop with more power, then the government initiative to build the lower Subansiri dam may be a real ray of hope for many.

The latest important observation of the Expert Appraisal Committee (EAC) for EIA Constituted by Ministry of environment and Forest Govt of India on 05.09.2013 in it’s 68th meeting held on 23rd and 24th September 2013 at SCOPE Complex New Delhi are as follows “Out of 19 hydro power projects which are planned in the Subansiri basin, 7 pre-feasibility study reports and two DPR are available, of which one project is under construction. The details of other projects are not yet available.” “All the projects in Subansiri Basin are ROR projects with pondage provisions to meet the peaking requirements only except the Subansiri Middle and Subansiri Upper HE projects which have the provision of flood cushioning of 15.0m and 10.0m respectively for flood mitigation measures apart from the pondage provisions. “With completion of proposed Dams, the flow in the downstream stretch of the river would be reduced considerably more so during lean period.” Surprisingly, the above very important recommendations and findings as mentioned are totally ignored in the Dam Design Review Panel (DDRP) prepared on May 2013 and submitted to Ministry of Power Govt of India New Delhi on 04.06.2013 Interestingly, the Central Electricity Authority (CEA) had informed Khataniar on his request, on the present status of upper and middle stage of Subansiri Project, on 05.09.2012, are as follows: “Subansiri middle and Subansiri upper projects have been handed over to private developers” “Subansiri upper and lower projects are currently under various stages of developments and the DPRs of these projects have not yet been received.”

Lead Story “During the fourth meeting of the Technical Group, it was decided that NHPC could go ahead with lower Subansiri Project subject to condition that, the three reservoirs would be operated in such a manner that the flood moderation achieved in the months of June –July will also available in September – October.” Hence, Khataniar finally said, “The foundation is not at all safe for sliding, overturning or breaking.”

NHPC clarification According to NHPC, it is true that previously a study said that there has to be three integrated dams to create power and control all other calamities. But, the Arunachal government handed only the lower dam to the company, while the contracts for building other two dams which is the Subansiri upper and middle were given to Jindal power limited and KSK. The existence of KSK and their work capabilities is only known to the Arunachal government. After the work has been in hold from 2011, many researches, analysis and detailed investigation has been done on the dam to provide power without any calamities. The height of the dam is 116 metre and the foundation is on hard rock. The dam is stable by its weight, so, the various analysis and rumours about the river bed and the required foundation feet can be foreseen with the 40 years of dam building experience of NHPC.

has decided to run one turbine continuously (24 hrs daily) to ensure a continuous flow of about 250-300 cumecs during lean season in the river d/s of dam. During flood period (i.e June, July and August) the reservoir will be operated 15m below the FRL having flood cushion 442 M.Cum, which is about 1/3rd of the full reservoir capacity. Flood warning system as a non-structural mean for flood mitigation will be established by NHPC in consultation with local administration, prior to of the project. NHPC has also taken up the matter with IMD and CWC for establishing full proof flood forecasting system for flood mitigation in downstream area. NHPC has decided to carry out protection works beyond 15 km that may be extended up to 30 km in dam side

What will Guwahati gain? The city being the capital of Assam will obviously have to gain or lose from the project. If the dam creates havoc, the economy will be affected and it is a part of river Brahmaputra, so, directly or indirectly even the city people will get affected. 5000 people were employed in the project from Assam, when the work resumes, again people will get employment. In 2008 10 students were recruited from Assam Engineering College by NHPC through campus recruitment. On 14th October 2013, Union power minister of India informed the Chief Minister of Assam that the

state will get a share of 533 MW from the project. One percent of the power received by Assam will be free but the MoU is not yet signed with the state government. So, the city being the capital, will get the maximum amount of power share which will reduce the problem of load shedding which the citizens are used to. One percent free power means saving the state’s economy, which should reduce the electricity bills. The state will give rise to many auxiliary industries as the dam will require maintenance. Nine people recently got government jobs in the Transport Corporation of India with the help of NHPC skill development programme as a part of their CSR activity. So, many people will be developed by the company and the industries coming because of the dam. The expert to expert level talks is expected to happen on 23rd December 2013, which will further decide the status of the dam work resumption. If there is no other reason but to make a dam, which can help the people to develop with more power, then the government initiative to build the lower Subansiri dam may be a real ray of hope for many. But, if all the anti-dam organisations are to be taken into considerations then it won’t be wrong to say that the difference between the previous proposal and the present proposal sounds fishy. Whenever there is development, there is destruction, but science has only made man possible to reach Moon and Mars. Where will the dam take us? For the time being, let’s believe the experts who will meet on 23rd December and decide our fate.

here are no Sundays or any other such holidays for Sunita, Stella, Sangeeta, Asrita and thousands of other “domestic helper” children across the city. In order to serve the modern nuclear families, they have been sacrificing their own comforts with their relentless service. These child domestic helps visit to your houses every morning to ease the morning rush hour of your household when everybody has to go out for work or school at the same time. Nobody cares to grant a day’s leave to those workers. They even get an allowance cut if they take a day off. Most of the domestic workers have the experience physical and mental abuse and the worst part is that they also become victims of trafficking. The scenario is no different across the country, but here in Guwahati the situation is much grimmer. Surveys have proved that majority of the domestic workers of the city are below the age group of 14.

The City has a high number of underage domestic workers living in deplorable conditions and suffering physical and mental abuse.

Untold tales Priya Kachuwa from Dumuni tea estate in Baksa district had the worst nightmare of her lifetime when she almost felt into the hands of the women traffickers who happened to be her neighbour. The story goes this way: Around four and half year back, Sophiya approached Priya with an offer to provide work and took her to Delhi. On their way to Delhi, a man unknown to Priya, but known to Sophiya had accompanied them. Priya got suspicious when she first saw the man and wanted to come back. But, her neighbour Sophiya convinced her to go to Delhi. After arriving there, Priya was sold to a household in the Saket area of Delhi at Rs 15,000 and a monthly rate of Rs 5000 in return of her service. Totally unaware of the trading, she started working at the house.

Even after working so hard, we get a monthly salary of Rs 500 to 600 per households, which is very minimal. We do not have BPL cards, or any holidays. Moreover, we do not get any leave, even in cases of deliveries. If we take a day off, the employers deduct the salary of the day from our monthly salary. The employers scold us if we arrive late sometimes,”

Centre for Development Initiatives (CDI)’s survey on child domestic workers of Guwahati, 2008 shows 84 % are doing part time domestic work and 75% of the CDWs are school going 44% of the CDWs were put to work by their own parents and 46% by themselves. 62 % of the CDWs do cleaning of houses as their major work. 10 % of the CDWs took care of children. 51 % of the CDWs cleaning house and utensils. 10 % helped in the family business of their employers. The minimum age when the children began their work is 9 and the maximum is 18 The minimum wages that the CDWs receive is Rs.150, the maximum is Rs.1000

At the end of every month, the man who had accompanied Priya to Delhi, used to come and take Rs 2000 as commission out of her salary of Rs 5,000. Priya only came to know about all these when she begged her employer to tell the truth. Besides, Priya came to know about the trafficking activities of her neighbour Sophiya and her team involving the ‘man’. But, somehow she got lucky and landed in a household in Delhi as a domestic help. She even managed to rescue two of the girls who had fallen into the hands of Sophiya and her team.

Now, with the help of some of her friends, she has bagged herself a job of a domestic hep in a household in Gurgaon on a monthly salary of Rs 8000. “I am the only bread earner in my family. It’s been more than four years in Delhi and now, I am doing well compared to the initial days of my staying in Delhi,” Priya Kachuwa told G Plus. Though, the stories of Sunita Minz, Stella Toppo, Sangeeta Somary and Asrita Minz are a bit different from Priya Kachuwa, the sufferings and pains undergone by them are the same. These underprivileged women have been working in different households of the Milanpur area of Chandmari. To make ends meet every day, they have to work in five to six households for an hour or so. “Even after working so hard, we get a monthly salary of Rs 500 to 600 per households, which is very minimal. The employers scold us if we arrive late sometimes,” Stella, who is also a mother, told. “Sometimes, the employers use profanities against us. Above all, they do not hesitate to accuse us of theft, if they something in the house, is misplaced” a miserable Sunita Minz lamented.

Existent picture Guwahati, being the gateway to the Northeast has become one of the major hub of domestic workers, especially children. On one hand, lower Assam is becoming as a sup-

plier and Guwahati is emerging as the receiving zones of domestic workers in the entire Northeastern region. A survey done by Centre for Development Initiatives (CDI), a national NGO, on children domestic workers of the city in 2008 revealed that 87% of the total respondents (domestic workers) came under the age group of 10 to 14. The same survey carried out in Hatigaon, PaltanBazar, Bhaskanagar colony, Babla Colony, Kahilipara & Bamuni Maidan also revealed that majority of the children domestic workers were female. “Due to the introduction of various laws protecting child rights, the number of child domestic workers has come down sizably in many states of the country. But the situation remains grim in the city of Guwahati. Many households of the city still employ child domestic workers who are prone to physical and mental abuse. Studies have shown that, in recent times the BTAD areas in Assam is gradually turning into transit zones for trafficking of child and women domestic workers,”Sister Teresa Joseph, secretary, CDI told G Plus. The CDI has more than 3000 domestic workers registered in Guwahati, but it is estimated that the number of domestic workers in the city crosses 30,000, majority of who are female. “Domestic workers have little rights. However, they are being included in the category of minimum wage labour. But, nobody pays them according to the norms. They live and work in a constant fear and face physical and mental torture, abuse and sexual harassment,” sister Teresa also added.

olicing in India still has a long way to go. Unlike other countries, the police personnel are not considered to be very peoplefriendly in India. The status in Assam is no different. There has been a long standing allegation against the police personnel of not behaving well with the common public. People thus, hardly find it convenient to turn to the police for any help or assistance. Herein, comes into play the importance of the Assam State Police Accountability Commission (ASPAC). In order to ensure good public behaviour on the part of the police, the ASPAC was set up in the year 2008, following the enactment of the Assam Police Act 2007. Since then, the commission has been receiving complaints and disposing them with competence.

Increasing trend During the initial year of establishment of the commission in 2008, a total number of 67 cases were registered and all of them were disposed swiftly. In the following year, altogether 26 cases were being registered in ASPAC and the next year (2010) too witnessed 52 cases being registered in ASPAC. Altogether 66 cases were registered in the commission in the year 2011 and 41 of them were being disposed. “Over time, we have been receiving more number of cases of ‘serious misconduct’ against the police personnel. This year, till the month of November, we have already received

“Among the cases received by the commission, maximum number of complaints were filed on the ground of non-registration of first information report (FIR) by the police” 85 cases of ‘serious misconduct’ against the police. The previous year saw 79 such cases,” Dimbeswar Kalita, secretary of the commission told G Plus. The secretary mentioned that the rapid increase in the number of cases registered against the police definitely indicates an increasing trend of police misconduct in the state. “There is a rapid increase in complaints received by the commission, which clearly shows increase in police misconduct,” Kalita said.

Regarding the highest number of complaints received by the commission falling under ‘serious misconduct’ as phrased by the Assam police act, 2007, he said, “Among the cases received by the commission, maximum number of complaints were filed on the ground of non-registration of first information report (FIR) by the police”

Awareness The idea of police accountabil-

ity commission is a new one for the state public. But during its 6 years of existence, the commission has been able to make the public aware of its presence. “We have been organising awareness camps across the state to make the general public as well as the police personnel aware of the provisions of the police accountability commission. We also invite members of the NGOs to take part in those programmes. At present, we have two such programmes at hand to be organised in Bongaigaon and Dhubri district. Now, people are coming up to lodge complaints against police misconduct,” secretary of ASPAC expressed. Mentioning about the acceptance of the hearings of complaints registered in ASPAC, he further expressed that the government and DGP are bound to follow it.

Snags The commission is entitled to primarily carry out two types of inquiry processes on the basis of the complaints received by it – order criminal proceedings and departmental action. Although the commission was empowered to take up cases suo moto or based on complaints, it can only enquire into the complaints, like checking the documents and referring them for departmental action. The prosecution can be done only by the DGP and the Home department can take disciplinary action against

the chargesheeted police personnel. “In our annual report, submitted to the Chief Minister Tarun Gogoi, we have given several recommendations to amend the act which require legislation in the Assembly,” Dimbeswar Kalita told. The recommendations include a regional police accountability authority, submission of quarterly reports of the departmental inquiry/directions to the commission by DGP, an organisation to research matters relating to the efficiency of police services and a police rulebook conforming to the police act, to re-design the general diary to make police work transparent and accountable. It also recommended formation of a committee comprising police officials, representatives from citizen’s liaison groups and nagarik committees to closely monitor the functioning of the police. Moreover, the commission is facing manpower shortage which makes the existing staff overburdened. “The provisions of Assam Police Act, 2007 allows the formation of district accountability authorities for each district, under the ASPAC. But, the government is yet to form these authorities. Because of which, the whole system is now becoming a single window operation and the people living in different parts of the state have to come to Ulubari, Guwahati to lodge a complaint. Besides, lack of manpower in the commission has forced the existing officials to take extra work load,” Kalita said.

Is The Sarusajai Stadium Ready For The Fifa Under-17 WC The stadium has been shortlisted but will it make it into the final six? PRATIK DHAR

IFA recently declared that India would host the FIFA Under-17 World Cup in 2017. The entire footballing fraternity of the country had been waiting for the decision for a long time and this should come as a good reason to cheer for all of them. With cricket always grabbing all limelight, this decision should help the slowly evolving football infrastructure in the country. There are several venues vying to get selected for the matches to be played during the tournament and Guwahati is keeping its fingers crossed to be one of them.

Is Assam FIFA ready

Though the All India Football Federation (AIFF) has not announced the six final venues, Guwahati seems to be one of the most promising competitors for this upcoming mega event. The other venues in the race are Mumbai, Delhi, Chennai, Calcutta, Bangalore and Goa. The Executive Committee Member and Vice Chairman I-League (AIFF) and Honorary Secretary of Assam Football Association, Ankur Dutta informed that the AIFF has already shortlisted eight venues and out of those the Sarusajai Stadium is one of the venues which could make it to the final six. Altogether 24 teams including host India will qualify for the world cup. All these 24 teams would be divided into six groups and each group

would consist of four countries. There would be six matches in each venue. The Sarusajai Stadium has been already shortlisted and should become a confirmed venue provided the infrastructure is upgraded and developed by the government of Assam and the Sports Authority of Assam. At present, both the practice ground and the main ground are not up to the mark and needs development. The floodlights have to be upgraded as well. The minimum floodlight requirement is 2000 lux but presently it is only between 600 to 700 lux. The dressing rooms should also be renovated with other required facilities. The IMG-Reliance is planning a new league in India, the Indian Super League to be held in the month of September next year and has selected Guwahati as one of the venues. The MOE has been signed and the Chief Minister of Assam has already directed the government of Assam and the Sports Authority of Assam to develop the necessary process. So, once these renovations are completed then Guwahati should become one of the final venues for the FIFA tournament. Before the FIFA representatives come to inspect the stadiums, they should be ready by then. Moreover, the government of Assam has also given the two guarantees to the union government, one being the tax exemp-

tion guarantee and the other being the security guarantee for the players and matches to be held. The Assam government will go for tendering and experts would be invited to develop the grounds. They will also look into the specifications given by the FIFA. The PWD (Public Works Department) has already floated tender for the flood light systems.

The Challenge Factor

Swan Thapa, a coach at the GTC, Football Academy says that “we have not witnessed an I-League tournament here till now so, to comment on the under-17 FIFA World Cup would be too early. Though the Sarusajai Stadium has been selected as a venue, I am unsure about its ground condition. We often go there for practice but looking at the condition of the ground, it is still way behind the required standards. Though the authorities are claiming that they would renovate it within the stipulated time, it has become a matter of concern now.” The Under-17 group is an important group, so, if Guwahati gets selected as one of the venues for the FIFA World Cup 2017, it will be a boost for the local footballers of that age group as they would be able to draw the inspiration from the game. Thomson Langthasa, member of Senior Assam Football Team too is not

sure about the ground standards. He feels that to be a venue for a tournament of such stature, the grounds must be upgraded first to meet the norms as specified by the FIFA body. Otherwise, it would become difficult to make it into the final six. The weather condition is also another factor. However, he also feels that, since India would be the host country, it will participate in the tournament which is a positive sign for the entire north eastern region as well. The future is still uncertain. There is time and there is hope. It is an event we are waiting for. But whether Guwahati would become the desirable venue for the mega event is still a matter of concern. While some are apprehensive, others are confident. But if it does happen, the region will have grand stories to share in the future.

On the way from Airport to Anuradha Cinema, Nagesh exclusively talks to GPlus and shares his reasons to make a film on women trafficking. Koushik Hazarika

How was your journey from Hyderabad Blues to Lakshmi? The journey has been fun. One of the things which I focused on is to try and make sure that I never repeat myself; try and find stories which I have never done before, most specifically, genres I have never dealt before. It’s an ongoing growth process and if you enjoy film making than there is no end to it. It’s been 15 years and I have been messing around with different kinds of films.

How did the idea of Lakshmi come to you? There is an NGO I interacted with. Actually, I have done some work for Plan India, which is a worldwide organisation that funds NGOs and does a lot of work in the area of children. While working with Plan I met an NGO and through that I met lot of women who were victims of sexual exploitation and trafficking and were rescued and kept in shelter homes. While interacting with them I was blown by the fact that what emerged were not stories of loss, pain and suffering, although they had a lot of it, but stories of heroism. So, I was trying to see if there is a story somewhere. I met a young girl there who was actually forced into prostitution and once she got out of it, she had taken her traffickers to court and won. That was the hook. Once I got that I started devising a story around it. So, in the beginning of the film I say that it’s a fictional account of many true stories.

During your interaction with these victims, what did you notice, in terms of their mental makeup? Given the amount of physical, emotional and mental trauma these women had suffered it was amazing to see how ‘normal’ they were. They had their own support structure in the rescue shelter. Having said that one of the things that these NGOs face is that a lot of them end up going back into prostitution because they have no other option. The families don’t take them back, they cannot find a job anywhere, and the vocational training provided in the rescue centre do not help in great living. So, these are some of the things they battle with.

So, the society does not allow them to get back to normalcy? They absolutely don’t. Getting them out is only winning half the battle, may be even less because getting them back into the mainstream is such a huge task. Because of the stigma in our society they are considered outcasts, that it’s very said.

What according to you do they want from the society? One thing they are looking for is normalcy. They want the society to treat them as normal human beings. Most of these girls are forced into it and it’s not by choice. Because only something happened to them, they have to live such double lives. They have to lie all the time as the society refuses to accept them as normal persons. The biggest irony is that a lot of these girls get sold by their own family, and when rescued, the same family treats them as if they have committed a sin.

Do you think the main reason is poverty for trafficking? It’s a very strong component, but it’s a very strange mindset that a lot of people have used it as an excuse. One of the reason for naming the film Lakshmi is that when a girl child is born in a house in India, they say is ‘ghar me lakshmi aa gayi’, and then they sell the girl. I understand that some people are dirt poor and have nothing. But in that situation I say, sell yourself, instead of selling another human being.

You must have done a lot of research before doing the film; do you know that even Assam has the problem?

Yes, I am aware of that. In fact Andhra Pradesh is the first, and that is the place I hail from. The film was shot in Hyderabad entirely.

Do you think that the Indian audience is opening up to alternative movies? I have been asked this question frequently since the time Hyderabad Blues opened the doors to an alternative kind of cinema. After every two or three years the press asks, ‘do you think that now a movement has started and we will see a whole bunch of films, and my response always is ‘I hope.’ Having said that, in the last couple of years, I have seen such films had no business releases, but actually did very good in the box office, that gives me a little hope.

Have you heard anything about Assamese films and Assamese film industry? The answer is no, but then when I was on the National films award jury in 2005 and that was the first time I had seen several Assamese films, one by Jahnu Baruah. There were some very interesting Assamese films. Do you think it’s easy to make films now than before with the invention of cameras like 5D and all?

100%. It’s become way way easy. When films first found their legs with the 35mm films, that is where films became what they are in our lives. 35mm film enjoyed a period of almost 70 years. Everything which was known about how to become a filmmaker was restricted to the people who could afford 35mm film. Once that paradigm shifted, everything has changed. Now you need your iPhone to make a film and that is the beauty. It has taken out the power from a selected few and thrown it out to so many. Even Bollywood is seeing a lot more filmmakers because of this change.

It’s a smart thing to do it with Priyanka because you get a wider audience. It’s a question of economics. If you want everyone to know the Marry Kom story, in a country like India it is the only way to do it. We are so star-obsessed that it will be the hook. Marry Kom’s story won’t be the hook.

Today, our youths are busy looking for government jobs more than starting their own business. So, they never enter the domain. Moreover, they would favour a private job rather than setting up their own enterprises.

The Sattriya Style & the Ankiya Nat & Bhaona

he Sattriya style evolved early in the 16th century when the Vaishnava saint and reformer Sankardeva composed his dance drama and devotional songs. The sattra dances possess a number of hastas, choreographic patterns, distinctive costumes and a variety of masks. Different modes of pursuing Bhakti towards the goal of eternal bliss were formulated by Sankardeva. He chose ‘Lila’ (divine sport) as the subject matter of listening, singing, chanting, dancing and enacting the pursuit of Bhakti to realise the impersonal and Absolute Brahman. This device was the basis of the evolution of Ankiya Nat and Bhaona. What is distinctive about Ankiya Bhaona is that it includes dance, music and drama. The dance comprises of both ‘Nritta’ (pure dance) and ‘Nritya’ (interpretative dance) which have great impact on drama. The pure dance form incorporated in Ankiya Bhaona are the dance performed by orchestra (Gayan Bayan) in the Purvaranga, the long entrance dance piece of the Sutradhara and the principal actors and actresses; the short dance pieces that mark the entrance of other lesser dramatize persona; the marching and exit dance of each character, the dance depicting battle; the dances performed by the principal characters in the closing sequence set to Kharaman Tala. These dances are based on Angikabhinaya (bodily expressions) guided by the principles of Natyashastra and the Abhinaya Darpan and as passed down by the oral tradition. The music of Ankiya Bhaona is known as Sattriya music. The principal instruments used are Khol or Mridang, a kind of skin covered instrument of barrel shaped with each end covered with tightly stretched skin. Wind instruments like flute and string instruments like violin do not find importance here. Natya, the drama is a sole of Ankiya Bhaona. The representations of Bhaonas are popularly known as bhawana or bhaona. The performances of Sankardeva’s and Madhavdeva’s dramas are known as Ankiya Bhaona, representation of other dramas in the same grand style is also known by the same name. The term Ankiya is neither found in the written text of the dramas nor in the biographical literature (charita). However, although the term is applied in a superficial way to signify their compositions, it implies at a deeper level, a sense of reverence towards the creation of these two great masters. It is an indigenous form as it is not written in the spoken dialect of people of the land rather than in an artificially literary language called Brajavali. The characters of the play are called Bhavariya and female characters are invariably played by man.

Since, to start a business, a huge capital is needed but it becomes difficult for most of the people as they do not have a mortgage to give. Now-a-days, people are scared to enter into a business activity because of the growing risk related with it. Moreover, the loan acquiring process has also become difficult and tedious. Those who are already rich (both Assamese and Non-Assamese), keep on investing because they have opportunity and other people as well do not fear to enter into a partnership with them because of the security they assure.

The current government though took an initiative to dig another tube well in the Chilarai Nagar Naamghar premise but the entire process was in vain. The pipelines for Guwahati water project have also been laid but it is still at a nascent stage. Most of the re-planning and repairing works are done by the Chilarai Nagar Unayan Committee. The water distribution is also done by the members of the committee. The local unemployed youths have been engaged to distribute the water and as per the direction of the executive members of the committee, they distribute water to the households. Water scarcity is being faced by us all round the year. We have 500 members in the committee but cannot supply water to more than six members a day.

Neither there is GMC nor there is Urban Water Sewerage Board. Moreover, the condition of the road is also poor. The recent laying of the pipes have further damaged the road. It is a low-lying area and hence it often gets water logged. The repairing of the Srimantapur Chilarai Nagar link road was approved twice by the Dispur Secreteriat Municipal Administration, but till date nothing has been done. Today, there is not even the sufficient space to accommodate a fire brigade in times of emergency.

Arati Bhattacharyya, Housewife The local people have been working for the development of the area. Despite being located in the heart of the city, we still do not enjoy some basic amenities. If I have to pay Rs 2000 to clean the drains, near my house then what is the use of paying the necessary taxes to the authorities. Though we have the lamp posts, there are no bulbs. Some of the posts are in deplorable condition. Moreover, the local residents should also urge the Unayan committee to start a cleaning drive immediately.

We do not see any kind of developmental work in the area. After the GMC election, we were expecting some changes to happen but nothing as such has happened. Post the elections, not a single representative of the GMC have visited the locality. The condition of the area is deteriorating everyday. There are no proper roadways and no drainage facility. The Bharalu stream is situated right next to us and when it overflows, we become its worst victims. Moreover, the GMC labourers rarely turn out to clean the drains but again leave the rubbish on the road.

We have already completed replacement works of street lights in four by-lanes of Srimantapur L.P. School Road. Moreover, the deep tube-well and a reservoir at Chilarai Nagar Club provided by the BJP party at a cost of Rs 9 lacs is also catering to the needs of around 500 people in the area. The main reason for the slow progress of work is due to non-availability of sufficient funds. Sometimes we spend from our own pockets to maintain the pace of work. Our Mayor has assured us with further progress once the funds arrive. GMC has also ordered another 400 dustbins to be placed in different corners of the city and till now it has received only 20. Two out of twenty has been given to ward number 18 and we have placed them near the Guwahati Medical College.

uying or selling a house is definitely not a piece of cake. If the thought of selling a house comes to mind, it can turn out to be very tedious with all the procedures involved. Many sellers are failing to attract potential buyers because of the fact that they are not aware of the basic requirements for selling a property. Selling a property has become a strenuous task for owners, right from finding a prospective buyer to finalising the sale agreement.

SELLING PROPERTY The Evaluation Factor

While selling a property, a proper valuation of the property is to be made prior to its sale. A self-assessment of one’s property is most important while one can also resort to an external source to determining its worth. Consulting property dealers in respective localities is another way of systematic valuation. One can also refer to the prevailing market rates for similar properties.

Prospective Buyer

Finding a prospective buyer is another gargantuan task. The idea behind getting such buyers would include process, which may involve classified advertising in newspapers or websites, for the purpose. Another potential step would be to approach professional brokers to find the prospective buyers for a property. While approaching a property dealer or a broker, the track record of their work and reputation must be checked and it is equally important to check the credentials of the purchaser in terms of his background, financial capabilities and reliability.

Communication

While selling a property to a specific purchaser, communicating with the society or governing body in case of a building should be done, further in addition to this, the seller would also have to obtain a ‘No Objection Certificate’ (NOC) from the governing body, for the same.

Legal Documents

Only after obtaining the NOC, the seller may proceed with the legal processes related to the property. Fixing an appointment with the sub-registrar to get the property registered in the name of the buyer would become the next procedure. This shall be under the provisions of the Indian Registration Act 1908.

PROCESS OF PROPERTY REGISTRATION

The registration of a property involves adequate stamping and paying of the registration charges for a sale deed and having it legally recorded at the sub-registrar’s office. If the prop-

erty is purchased from a developer, registering the property amounts to an act of legal conveyance. If it is the second or third transaction for the property, it could involve a duly stamped and registered transfer deed. The process is now computerised in most states, and involves the issuing of a token number for registering the document on a specified date. The process can take anything from seven to fifteen days. The documentation will vary depending upon the nature of the property. If the property is already under lien, then the mortgaging agency will have its own format.

REGISTERING A MORTGAGED PROPERTY

If a property that is under mortgage is to be registered, the mortgaging bank will require an NOC from the housing society (where the property is located) in a prescribed format. The bank then initiates the loan outlay or disbursement, depending on the repayment eligibility of the purchaser. The document then gets

duly registered on bank’s confirmation of disbursement to the seller after obtaining all the originals documents from the sub-registrar’s office. The housing society will need to receive an intimation, without which the existing owner cannot create any third-party lien or exercise any right to further sell or grant a leave and license on the property.

WHAT THE LAW SAYS

Registering the documents relating to the transfer, sale, lease or any other form of disposal of a property is compulsory by law under section 17 of the Indian Registration Act, 1908. Once a property is registered, it means that the person in whose favour the property is registered is the lawful owner of the premises and is fully responsible for it. If the required documents are not duly registered, then Section 49 of the Indian Registration Act, 1908 states that the documents will not have any bearing on the property, and that they do not confer any transaction rights over the property.

In other words, the law does not recognize unregistered owner and does not give him/her any rights over the property. Sale of immovable property has been defined as a transfer of ownership in exchange for a price paid or promised or partly paid and partly promised by the Transfer of Property Act, 1882. •

In a sale there has to be a seller and buyer. The seller has to be efficient while transfering the immovable property to the buyer. Both parties (the seller and the buyer have to be competent to contract under the Indian Contract Act). Subject of a sale should be immovable property. There has to be a transfer of ownership by the seller to the buyer. Price is the essence of the contract of sale. It may be paid in a bulk or in instalments as agreed between the two parties.

Not only Guwahati but other areas of Northeast India including Shillong, Kohima, Aizwal and Upper Assam gets a slice of this booming business too. All together, the year-end celebrations leads to a business of about Rs 100 to 200 Cr a night. Northeastern states known for its love for music and festivity makes lavish arrangement for the New Year’s eve night. The Christian community presence is very strong in the Northeast states with Nagaland, Mizoram, Meghalaya pre dominantly have a Christian population. Even in Assam, Tripura, Manipur and Arunchal Pradesh there is a sizable number of Christian population. Northeast India accounts for 4 percent of total population of the county. Spotify to unveil free mobile streaming service

potify, the Swedish music streaming service, is set to announce a new way for users to pick specific tracks and listen to them on mobile devices without paying a fee. That’s according to a person familiar with the matter who was not authorized to speak about the feature, to be announced at an event in New York. The person spoke on condition of

anonymity. The Wall Street Journal reported earlier on the free feature, saying it will mostly serve up music based on the user’s input. The person says users can pick tracks and put them in a playlist. If the playlist is long enough, Spotify will shuffle the songs and play them back a limited number of times.

Watching it feels like arriving at a Michael Bublé concert only to discover that the warm-up act is Dean Martin: an espresso shot of freewheeling genius before the slippery-smooth professionalism of the main event. The short, which is called Get a Horse!, at first looks like a restoration of a black-and-white cartoon that Disney might have produced in the late 1920s. s the clamour for equality grows louder, the relationship complexities also increase in the city of Guwahati. The ego game between working couples persuades people to take extreme decision like getting divorced.The cultural description about various societies like the matrilineal and patrilineal grants leadership values to either of the gender, but with the origin of the concept of gender equality, the old leadership formulae in families is slowly fading out. Both the man and women prefer working now and like contributing their contributions towards the family. But if there is an existence of earning inequality, sometimes the ego comes in between and sparks a conflict. How do people deal with income inequality, and how do they determine who spends the money? Let’s take a look first at the issues caused by income inequality, and then explore some different ways to handle those issues.

Resentment

A 35-years-old government employ said in anonymity, “I am not divorced to my wife but we stay separately. She is also working and earns more than me so somehow we started having conflicts because of financial reasons. We have one 7 years old son who lives with her and I meet him sometimes. We are happy staying apart but I love her very much.” The spouse who earns the majority of the household income may also feel resentment towards his or her spouse. If the spouse who earns less income spends money on goods that are not essential, the spouse earning more money may

feel taken advantage of or feel that the household budget categories and expenditures are unbalanced. Perhaps the spouse who earns more feels as though he or she has to work harder or longer hours to make the money, and feels that his or her spouse needs to put in the same amount of effort earning an income.

Power struggle

Money equates to power. This includes power to get what one desires, power of influence, and power over other people. In marriages, sometimes the primary income earner believes that he or she has power over the other spouse. The primary income earner makes all of the decisions about where the family goes, what the spouse does, and determines the family dynamics. The spouse who makes less money ends up at the mercy of the spouse who makes more.

Overspending

Overspending can be another result of one spouse making more money than the other. Similar to a power struggle issue, but isolated only to issues with power over the money, the spouse earning more sees the money as his or her own, and believes that he or she has the right to spend the money at will. The other spouse may not have anything left for other purchases.

Lying

Another issue that may arise from income inequality is dishonesty. There are several reasons why couples may lie to each other about money, or want to hide their spending habits.

If a spouse is spending more than a fair share of the family income, he or she may cover up the secret to avoid marital conflict. It is a terrible thing when one spouse overspends. It is even worse when the spouse lies about overspending. A city based house wife said, “My husband has no limit on everyday spending and I am fed up of restricting him from his expenditures. Almost every month we have to take loans for certain requirements. Sometimes I feel like leaving him.”

Denial of Needs

In extreme circumstances, some spouses who make less money may deny their own needs because they don’t believe that they have a right to spend the family money. They may deny themselves such things as clothing, grooming, and dining out, or on an even more extreme level, they may deny themselves doctor visits or food – all the while thinking that they are doing what is best for the family. This kind of behavior causes more harm than good, and puts an additional strain on a marriage. There are many more problems revolving around gender equality and earnings inequality in a family. But, when you are married, you are part of a team. A team works together, practices together, plans together, wins and loses together, and is rewarded together. So in your married life, both spouses need to work in tandem to get through any financial issue that may arise, such as income inequality. You must open the lines of communication and plan how you are going to deal with the differences in your salaries.

Well girl, all I can say is that you were blinded by love and awed in that phase of life and maybe you could just never notice the subtle hints of his infidelity. Move on and be brave enough to face the bare truth. Guys like these use women as comfort blankets, tossing them aside, when they aren’t needed any more. Look around, by God’s grace, there are enough and more real men left in the world who are mature enough to handle love. And girl, life is a bit too long, and chances of you falling in love again are bright, so don’t stretch this first love bit too far.

POINT conditions for a stable, affectionate, and moral atmosphere that is beneficial to the upbringing of children—all fruit of the mutual affection of the parents. This aids in perpetuating the nation and strengthening society, an evident interest of the State. Homosexual marriage does not provide such conditions. Its primary purpose, objectively speaking, is the personal gratification of two individuals. It is not entitled, therefore, to the protection the country extends to true marriage. If homosexual marriage is universally accepted as the present step in sexual freedom, what logical arguments can be used to stop the next steps of incest, paedophilia, bestiality, and other forms of unnatural behaviour?

Calling something a marriage does not make it that. Marriage has always been a covenant between a man and a woman, which is by nature ordered toward the procreation and education of children and the unity and wellbeing of the spouses. Secondly, it violates Natural Law. Marriage is not just any relationship between human beings. It is a relationship rooted in human nature and thus governed by natural law. Any situation, which institutionalises the circumvention of the purpose of the sexual act violates natural law and the objective norm of morality. Thirdly, it always denies a child either a father or a mother. It is in the child’s best interests that he be raised under the influence of his natural father and mother. The unfortunate situation of these children will be the norm for all children of a same-sex ‘marriage.’ It also ignores a child’s best interests. Fourthly, it validates and promotes the homosexual lifestyle. In the name of the ‘family,’ same-sex marriage serves to validate not only such unions but the whole homosexual lifestyle in all its bisexual and transgender variants. Legal recognition of same-sex marriage would necessarily obscure certain basic moral values, devalue traditional marriage, and weaken public morality. Another reason for supporting the SC order is that it turns a moral wrong into a civil right. Homosexual activists argue that same-sex marriage is a civil rights issue similar to the struggle for racial equality in the 1960s, which is not true. Further, it imposes its acceptance on all society. By legalising same-sex marriage, the country becomes its official and active promoter. One of the main reasons why the State bestows numerous benefits on marriage is that by its very nature and design, marriage provides the normal
