Are ELECTRICITY Pre-paid Meters FEASIBLE for the consumer?

T
he Assam Power Distribution Company Limited (APDCL) pre-paid meter in apartments and commercial complexes have come as a dilemma as the vending receipts are not acceptable as address proof. The electricity pre-paid meter was put up in the city in 2009 in the apartments and commercial complex for non-inductive load. Although the pre-paid meter was installed for the convenience of the people but it has been found that people face difficulties in recharging, besides the vending bill receipt which are not accepted as proof of addess. A resident of Panjabari, Shamim Mokles while speaking to G Plus, said that he faced many problems with the pre-paid meter as it do not have a proper billing system. “I faced problem when I shifted from one place to another and when I have to change the connection of the LPG gas cylinder, they do not accept the vending receipt bill of pre-paid meter as address proof for which I had to take the No Objection Certificate from the house owner after which it has been accepted. This become a harassment for the people as we do not have time to run for a single work here and there.” He said that he had to face the same problem when he went to buy his bike. Mokles said that there should be a proper billing system for the pre-paid meter consumer as the electricity bill is a proper address proof and the hard copy of the bill should have been issued by the concerned department. On enquiring about the said problem with the APDCL, a senior official of the department said that the prepaid consumer should take the vending bill to the sub-divisional office and the concerned person will sign the bill in case of producing it as an address proof. And if any organisation do not accept the bill, then the consumer can complain about it to the department so that they can find an alternate way. “The pre-paid meter was running in other parts of the country since so many years but in Assam the concept was taken very recently for which people are facing some problems as some

“I faced problem when I shifted from one place to another and when I have to change the connection of the LPG gas cylinder, they do not accept the vending receipt bill of pre-paid meter as address proof for which I had to take the No Objection Certificate from the house owner after which it has been accepted.” Consumer of the organisations do not accept the online bill as address proof and people want the hard copy of the electricity bill given by the department when they pay offline,” the official said. The official further informed that the pre-paid meter also has some advantages like the consumer doesn’t have to give the load security deposit and people can recharge the meter according to their requirement like mo-
bile recharge. “Initially the pre-paid consumer has to pay Rs 4,500 and another Rs 1000 for initial recharge and after that they can recharge according to their need and the minimum recharge vouchers starts from Rs. 200. The pre-paid metering has been done to encourage the people not to waste electricity and could maintain electricity costs according to their requirement,” said the official.
He further said that they give minimum 48 hours for recharge even after the expiry of the limit and also provide happy hours on Sundays and holidays. If the limit expires in those days then the connection is not disconnected and the time period extends up to 11 AM the next day for the recharge. A pre-paid meter contains a monitor where the consumer can check his or her power consumption and the monitor will give a warning to show consumption limit and the time to go for recharge. If the consumer do not do the recharge after the extended time, the power supply will get disconnected automatically. People can recharge their pre-paid
meter online on mybijulibill.com and www.apdcl.gov.in. People can also recharge at the office and if any consumer face problem they can call at the helpline number 15533. The APDCL has also tied up with Airtel money and will have tie up with Vodafone so that it would be easier for the consumer to recharge. The prepaid meter has been made mandatory in the city, especially for the apartments and commercial complexes to save electricity as the city needs adequate amount of electricity. Since its inception till March, 2015, 8755 meters have been installed. juthika.baruah@g-plus.in

he District Transport Office, Kamrup (M) has found 81 school buses to be unfit till date and running without following the guidelines of the Supreme Court in the city between April 1 to April 23 in a joint operation with the Kamrup Metro district administration. The DTO has instructed the city private schools to follow the Supreme Court guidelines and the RTE Act and also gave a deadline up to 31st March to modify the student carrying vans and buses but it has found that 50 per cent of the schools have violated the guidelines. “351 school buses have been inspected two months ago and the school authorities have been instructed to follow the guidelines and use school buses with quality infrastructure but it was found that most of the schools have not followed the rules. During the inspection, notices have been issued to 60-70 maruti vans carrying students which were in a very dilapidated condition. We have also seized one bus from St. Mary’s Maligaon as the bus do not have the school name and do not have any safety measures,” said Munin Das, DTO (Enforcement) while speaking to G Plus. An official of DTO said that the schools do not have its own parking space for which they parked the school bus in the streets leading to

DTO FINDS school buses unfit traffic congestion. He said, “The schools are doing their business in the name of providing education to students. 81 maruti vans and school buses are found to be out of condition and the leading schools like Srimanta Sankar Academy, Dispur, Maharshi Vidya Mandir, Silpukhuri, Don Bosco School, Panbazar, St. Mary’s Covent, Guwahati Club, Pragjyotish English High School, Panbazar, Modern English School, Cambridge Public School, St. Vivekananda School, Kid Zee, St. Mary’s Maligaon, Little Flower School Hatigaon, Maharshi Vidya Mandir, Borsojai and Happy Child H.S. The official said that the school buses are carrying 50-55 students instead of the mandated 30 students which becomes a risk for the students. that the maruti vans are running under the school names for carrying students. The DTO has also issued notice to Little Flower School as it was found that seven school buses are not fit to carry students and the DTO asked the school authority not to run the buses until and unless the buses are fitted to run but the school authority didn’t follow the instruction and run one of the buses the next day, which was involved in an accident at Maligaon. As per notification issued by RTA
Kamrup earlier this year, school buses have to be equipped with GPS devices for safety of students and for monitoring of their movement; drivers and conductors must have valid licences issued by competent authority; no vehicle having a seating capacity of more than 35 seats will be allowed to ply as school bus; drivers and conductors will not be able to consume intoxicating substances during duty hours; on duty bus drivers will have to wear khaki uniform with covered shoes, while conductors will have to wear navy blue colour uniform; registered owner of the vehicle must have own arrangement for housing, maintenance and repairing of vehicles, and vehicles can be used only to carry students of one particular school. The bus should be of yellow colour but it has been seen that some school buses have not been appropriately coloured. Infact, a reputed school was caught using city bus for carrying students. When inspected
by the DTO, the school authority said that they had some problems with the school buses for which they have to use the city bus for one or two week. As per the new guidelines, parents are not restricted in bringing their children in private vehicles but prohibition has been placed on use of rented vehicles like Maruti Van and Tata Sumo to bring the students to and from the schools and it has been seen that Maruti vans are running mostly without any permission from the school authorities. It has also been directed that all schools must have their own parking places and parking of vehicles on roads near schools have been prohibited. Although parents can bring their kids to schools in private vehicles, they have been asked to refrain from parking their vehicles on the street in front of schools and creating traffic jams. juthika.baruah@g-plus.in

CITY SCHOOLS UNDER WATCH
DISTRICT ADMIN CONTINUES STRICT VIGILANCE TO CHECK NORMS AND REGULATIONS Juthika Baruah
T
he city’s private schools have become a business for some despite being a medium to provide quality education to students. A survey report stated that more than 50 per cent of the schools are flaunting the basic rule, i.e having necessary permissions from concerned authorities. Speaking to G Plus, Additional Deputy Commissioner, Kamrup (Metro) Rajib Prakash Baruah, president of the special team inspecting the private schools said, “The schools had been issued notices to follow the Right To Education Act before Bihu and the school authorities wanted 15 days of time to comply with the guidelines, but when we inspected them, we found that more than 50 per cent of the schools are running without permission. Such schools have been issued show cause notices as we cannot close them down abruptly because it would adversely affect the career of the students studying there.” Baruah said that the notices issued to the schools include the norms that the schools should run according to the DGMA Act and should have fitness certificates, emergency exits among others. He said that they cannot close the school but have compelled the school authorities to follow the guidelines and RTE Act. An official source, while speaking to G Plus said that the private schools are simply doing business by opening a school. “The school authorities charge huge fees from the students but
pay a very minimum amount to the teaching staff. The teachers too don’t object as they earn through private tuitions. The toilets of the schools are not appropriate, are unhygienic and there are no parking spaces available for the school buses. Some schools even failed to produce the relevant documents for which they have been issued show cause notices,” the source added. The official further informed that the guardians should be concerned as the future of the students depend on the school itself; it is the responsibility of the guardian as well to ensure that their children come out with flying colours. The special team of Kamrup Metro District Administration on Tuesday visited the Little Flower School situated in Hatigaon and ordered the authorities to follow all the guidelines set down by the Supreme
Court. The team found that the school authority does not follow all the standard norms and does not possess certain required documents till date. Apart from this, the official also said that the school does not have the required quality of teaching. The authority has asked the school authority to submit all legal documents related to the school at the earliest.
“The schools do not fulfil the basic requirements which simply signify that they are playing with the lives of the students. They charge high fees but are least bothered about taking care of the students. They are improving their business but we are also compelled to send our children to these schools as we don’t have any other option. As today’s world is very competitive, we will have to think about the future of
Narayana Superspeciality Hospital imparts health tips to primary school teachers

arayana Superspeciality Hospital organized a health screening camp for members of Assam State Primary Teacher’s Association on April 23rd. Apart from general health screening, doctors from the hospital also checked for heart and orthopedic related ailments such as back ache, spine problems, arthritis, weak bones and other bone and joint related health issues. Over 200 primary school teachers benefited from the free check-up and got insights on living a healthier life. The camp was conducted to promote preventive healthcare with an objective of detecting any possible health issues in the areas of cardiology, orthopedics and medi-
cine such that the same can be diagnosed and treated at the earliest. The team of doctors including Dr D.R. Marak (Orthopedic Surgeon), Dr. Ritankur Barkotoky (Sr. Cardiologist), Dr. Anujit Baruah (Cardiologist) and Dr. Soumar Dutta (Critical Care and Emergency Medicine) participated in the camp and did preliminary diagnosis of all individuals. Cervical Spondylosis was commonly observed in most teachers due to improper posture, long duration desk jobs and age related factors. Hyper-tension was another common problem reported, which increased the risks of developing cardio-vascular diseases according to the doctors. Regular exercise, medicines and lifestyle
our children and while admitting the child in a particular school, it is not possible to verify whether the authority has any valid documents or not. Moreover the school authorities too do not show present documents. The administration has taken a good step by investigating the schools but it should also be kept in mind that the future of the students should not be tampered with,” said Nandita Deka, one of the guardians. Several sections of the society and the school authority have also raised questions in regards to the state of the Government run schools of the city. They have pointed out the fact that many of the state-run schools suffer from lack of basic amenities and services. Many of such schools are also in a poor state in terms of infrastructure and faculty members raising serious concerns about their ability to impart quality education. In such a situation, the government should also implement regulations in the government schools as well, the concerned people said. As the authorities continue their drive against the city’s private schools, it is pertinent to keep in mind that the future of Guwahati’s children should not be hampered in the process. Since a school is the first educational foundation of a child, it should be of primary importance. The authorities would do well to scrutinise and examine future schools that are in the process of coming up so that such a situation is not repeated. juthika.baruah@g-plus.in
modification were prescribed to the attendees as per their need. “Improper lifestyle and dietary habits, long working hours without any break, stress and age related factors are negatively affecting the health of the teachers who mostly remain aloof to the ailments unless it is diagnosed,” said Retd. Wg.Cdr. Ghosh, Facility Director at Narayana Superspeciality Hospital at Guwahati. The camp, a first by the hospital with the primary teachers association, was attended by teachers from across Kamrup, Upper and Lower Assam. The hospital seeks to undertake many more initiatives with the association in the near future so that healthy and informed teachers can lead to healthy schools.

n a bid to protect the sensitive area in and around Deepor beel, a special community based Eco Development Committee (EDC) will be set up by the Kamrup (metro) district administration. A strict measure is also being taken up against the illegal settlers in the area with three FIRs being lodged against the violators of number of norms. The EDC will be formed keeping in mind the local participation in the entire process to conserve the ecosystem of the water body which was declared a Ramsar site in 2002. “As community participation is important for us to protect the area, the district administration has decided to come up with the EDC. I think this will help us in achieving our goal. We have to make the local people realize that it is their property and we cannot do anything without their support,” Kamrup deputy commissioner M Angamuthu told G Plus. The EDC covering the six revenue villages around the water body will inspect, check and share the information with the district administration. In return, the administration will provide the needed technical support.

the wetland. “Nobody will be allowed to build concrete walls around it. But maybe we will allow some sort of construction which are not threat to ecology like bamboo walls,” he added. The district administration which has started massive eviction drive in
the locality has almost cleared all the major constructions which violated the norms of the water body act and others. Till date, three FIRs have been lodged against three different parties for violating different norms. In 1989, the state government declared 10.1 sq km area of the water body as Deepor Beel Wildlife Sanctuary. It was also proposed that the 4.1 sq km core area be designated a bird sanctuary. Nearly 122 species of seasonal, migratory and other varieties of birds fly down to the water body every year. Considering the ecological importance of the wetland, Deepor Beel has been included in the Asian Wetland Directory. The locals, however, demanded that the entire area should be brought under Guwahati Water bodies (Preservation and Conservation) Act, 2008 so that the whole region can be conserved in a better way.

he e-governance initiative of Kamrup Metropolitan district has been able to reduce work load and time with the newly installed application ‘mahanagar’. It is a client based application designed for different branches of the administration with a common database and common platform. “The different branches have been integrated into one platform so that the users – the assistants and the officers – can navigate into respective domains from a common menu to get their works done. It’s been hugely helpful for us and for the public as well. It has reduced the time to a great extent,” said additional deputy commissioner Fakharuddin Ahmed who
has designed the entire concept. As of now, Dak management, RTI cell, Administration branch, Public Facilitator Centre, TN Branch, Bakijai Branch, Development Branch, Help Desk and Registration Branch have been enabled with the application. Ahmed said that if earlier an assistant could finish works of two files in a day, now with the new application in action, just two minutes are needed to complete the works of a single file. “There was a time when the entire process was manual where it was difficult for an assistant to track a correspondence within a short span of time. Besides, on several instances,
important correspondences were lost because of faulty management. Now ‘mahanagar’ has been able to address these issues,” he said. The application has also set module for sending SMS to the citizens about the readiness of the service. Earlier, the district administration has been able to serve the public with the new system ‘www.kamrupmetroonline.in’ which was launched in January this year. This is an initiative of district administration for delivery of No Objection Certificate (NOC) for Land Sale to the citizens in a timely and hassle-free manner through IT intervention as people in general had to undergo tremendous trouble earlier with the offline system.
he villagers of Garbhanga, Natun Garbhanga and its neighbouring Jalukpaham hs appealed the state government to provide the basic necessary facilities to these villages. Though these villages are situated very much within the Kamrup Metropolitan district, which is hardly 18 kilometres from the heart of the city, they all lack the basic facilities of drinking water, education and others. Located on the AssamMeghalaya border, it is home to the Kabri tribe, whose main source of income is farming, poultry and daily-wage labour. The 500-odd people of Garbhanga village are looking forward to better living standards and connectivity. “We have number of problems. In spite being in the Kamrup Metropolitan district, we lack all the basic facilities, from proper drinking water to education to our children,” said Dhiren Teron, a villager. Over the years, they have been demanding that all these facilities should be provided but there
is hardly any change. “We do not have teachers for the last couple of years. Besides, there is no electricity in the villages. There is a primary health centre but there is lack of doctor and medicine. At a time when people of the other part of the state are demanding other things for development, we are still in this condition,” he said. Under the Forests Rights Act, 2006, tribes living in reserve forest areas are entitled to access government schemes on primary schools, roads and health centres. Garbhanga has a school that was established in 1960. It has a number of tribal students, but urgently requires better infrastructure and teachers, said Nayan Das, an activist. He also said that these people are not aware of any government schemes meant for them. “They are not even aware of the different means of cultivation. They have been depending on jhum cultivation for their livelihood and selling vegetables now and then in the Lokhra market,” said Das.

ontroversy surrounding a few prominent Assamese artistes during the recent Bihu functions in the city has created confusion among the people, leading many to question whether Assamese tradition and culture has lost its dignity or is it the pride and arrogance of the artists that has taken a U-turn. Recently, singer Zublee Baruah stirred up a controversy by not wearing MekhalaChadar while she was about to perform at the Pub-Guwahati Bihu Sanmelan function. The Committee had signed an agreement with the singer that stated she had to wear traditional attire while performing at the function. “We had signed an agreement with the singer that she will wear a traditional dress to the function, but the dress she had worn was not traditional. A salwar kameez designed with a single Tiwa and Mising design can’t be a traditional dress. We had asked her to wear a dress related to Bihu and Assamese tradition,” said Ranjan Bora, President of Pub Guwahati Bihu Sanmelan while speaking to G Plus. Bora said that as Bihu is the tradition of the Assamese community, so the dress code has to be maintained but when he was asked whether it is only the responsibility of the women to keep the traditions alive, he said that the tradition has been followed since hundreds of years and can’t be changed now. On the other hand, singer Zublee said that she wore the dress as she had to play an instrument called Keytar (a keyboard shaped like a guitar). “As I am not tall enough, I find it difficult to play such an instrument wearing mekhala-chadar, which is why I didn’t wear the dress on that particular day. I wore mekhala-chadar from the first day of Bihu,
“I never accept myself as an artist although I have been in the cultural line since 1969. But today’s artists assume they are very good after performing one or two songs. We performed every kind of song, be it playback, Bihu or modern, but now-adays it has been seen that singers only stick to one thing” ZUBLEE BARUAH but that day was pure bad luck for me that I didn’t wear a traditional Assamese costume. But the salwar which I wore is also traditional,” said Zublee. She further raised the question as to why only women should maintain tradition and culture. She asked whether it is the responsibility of the men in the society to follow the culture as well. “I don’t have any problem wearing mekhala-chadar and being an Assamese, I love to wear it but sometimes, we have to manage according to the situation. An artist should get that much freedom to wear a dress according to their convenience or to sing the songs, which are demanded by the audience,” Zublee added. She further stated that gender bias

should not be there in a democratic country like India. She questioned why men do not wear the traditional dhuti-suriyas and only women need to wear mekhala-chadars. Meanwhile, Singer Dwipen Baruah said, “The culture has changed with the changing times and the young generation no longer respect the society. Earlier, there was no such controversy because the artists knew how to respect the feelings of the audience. In today’s time, the singers’ mindset is that they are the best and they fail to understand the difference between an artist and a singer.” Baruah said that a stage performance should attract the audience with their performance and not the antics that they do while performing. “I never accept myself as an artist although I have been in the cultural line since 1969. But today’s artists assume they are very good after performing one or two songs. We performed every kind of song, be it playback, Bihu or modern, but now-adays it has been seen that singers only stick to one thing,” said Baruah. He also stated that tradition has been directed in a different way and if it continues, then the new generation of artists or singers would not last long. It is the attitude of a person which attracts the audience. Meanwhile, the controversies by Zubeen Garg and Angaarag Mahanta regarding the state anthem of Assam have put the people in a dilemma with many regarding the singers’ suggestion as an insult to the state. Zubeen suggested that ‘Xunere Xijua Poja’ could be a possible State Anthem of Assam while Papon too hinted that ‘Maa Aami Sodialoi Jam e’ might be apt enough to be the State Anthem. juthika.baruah@g-plus.in

DBTL to THE RESCUE
W
hile the lack of drives against illegal commercial use of domestic LPG cylinders has given rise to several criminal activities, the introduction of DBTL (Direct Benefit Transfer of LPG) is hoped to stop the misuse of domestic cylinders by commercial establishments. Several joints such as roadside tea stalls and restaurants can be seen rampantly using domestic cylinders. Food joints on the busy GS Road, roadside food stalls in Fancy Bazar, Panbazar, Chandmari and many places throughout the city are still using domestic cylinders. Many establishments have been found displaying an empty commercial cylinder (blue) while using domestic ones in secret. The widespread illegal commercial use of domestic LPG cylinders still escapes the authorities’ notice, although it is prohibited under Section 7 of the Essential Commodities Act, 1955. However, according to the vendors, lack of awareness and the scarcity of commercial cylinders are also reasons for encouraging the use of domestic cylinders. “When I started the business, I had no idea about the specific uses of domestic or commercial cylinders and only learned about their purposes after several years. Since I started the stall, I have been using the same cylinder and was never notified about the ban on the use of such cylinders for commercial purpose and never faced any trouble for the same either”, said a tea vendor in Bamunimaidam.
A fast food vendor in Ulubari admitted saying, “We opted for the commercial cylinder several times but never received any in due time. We cannot manage enough time to stand in line at gas agencies to book a cylinder and since the domestic cylinders are much easily accessible, so we go for the same and when the inspectors come, we sort out the matter with Rs 100 or Rs 200 as bribes. Moreover, they only visit on rare occassions.” Meanwhile, an official of Indian Oil Corporation Limited (LPG Department) said that the production of the cylinders, both commercial and domestic are based on their de-

mand in the market. Dismissing the assertion of the lack of availability of commercial cylinders, the official said, “Those who illegally use domestic cylinders for commercial purpose complain of the lack in availability, especially those who do not posses a commercial LPG card and thus make such complaints to cover up their mistake,” adding, “The introduction of DBTL (Direct Benefit Transfer of LPG) should bring down the misuse of domestic cylinders since the price of LPG per kg has been brought down to the same amount.” An official of Hansha Gas Agency in Dispur informed that there has never been any scarcity in the supply
of commercial cylinders, adding, “After introduction of DBTL, the prices of commercial and domestic cylinders have been brought down to a similar price. Whereas the price of the domestic cylinder weighing 14.2kg is around Rs 600, the price of the 19kg commercial cylinder is approximately Rs 1,200, thus, the illegal use of domestic cylinder is not justified as the price of LPG per kg is similar for both purposes. The only difference is that there is no subsidy available for commercial cylinders”. The Centre launched the Direct Benefit Transfer of LPG (DBTL) in the entire country with effect from January 1, 2015. Initially, the modified (DBTL) scheme was launched in 54 districts of the country on November 15, 2014, in the first phase. The DBTL scheme was first launched in June 1, 2013 and finally covered 291 districts. An IOCL official informed that drives against illegal use of cylinders are normally carried out when there is artificial scarcity of LPG cylinders in the market adding, “The drives are carried out according to instructions from the district administration. During inspections, several cylinders and fake blue books were detected, many of which were being used by gas agencies as well as some “middlemen” to withdraw cylinders and supply them in the market. The matter was later resolved with the Know Your Consumer (KYC) drive by Indian Oil Corporation,” the official said. kalyan.deb@g-plus.in

ASDMA initiates Richter 8.1
Beat the Q u a ke
Juthika Baruah
T
he Assam State Disaster Management Authority (ASDMA) has initiated a new project ‘Richter 8.1: Beat the Quake’ with an aim to educate the people especially the young minds about the steps to be taken if disasters like earthquake should happen. The campaign, in association with the District Administration, Kamrup (M) mainly aims at highlighting and preparing the people about the havoc of an earthquake and the necessary steps to be taken in course of such a disaster. The campaign also features a mobile gallery showcasing the magnitude of disaster that an earthquake can bring. The drive, apart from being one of its kind, with moving informative gallery, also has various activities such as street plays, fun quiz, audio-visual screening and much more that attempts at grabbing the attention of people and putting light on their preparedness against such natural disasters. Speaking to G Plus, Project Officer of ASDMA, Sushmita Dutta said, “Natural disasters like earthquake can’t be controlled or cannot be stopped but we can arm ourselves with the knowledge to rescue ourselves from such disasters. With the growing reports of tremors jolting the state and the region in the recent years, it has become very much necessary for the people to be alert and aware of the safety procedures to follow during such a calamity. The great 1950 Tom La Touche earthquake or the Republic Day Bhuj earthquake of 2001, the memories of the mayhem that a temblor may bring with it is still fresh in the minds of the older generation and when a small earthquake comes, people panic remem-
bering such disaster. And to add scientific or rather factual information that the North Eastern part falls under Zone 5 considered as the highly earthquake prone region, it surely raises questions at our preparedness if a high intensity earthquake were to hit us.” ASDMA has started the campaign with a photo exhibition in a Jnnurm bus which describes the pros and cons of a natural disaster and what steps to be taken when an earthquake of 8.1 Richter scale jerk the region. The campaign is targeting 100 schools in the city to spread awareness and the drive has amassed huge response from the people, both old and young alike as it travels to two districts – Kamrup Metro and Kamrup Rural. Till today the drive has covered over 25 schools, various self help groups, NGOs etc across Sonapur, Digaru, Garchuk, Maligaon, Maloibari, and adjoining areas, propagating safety procedures to be followed during an earthquake. Also the drive drew attention of lots of young minds during the Chief Minister’s Gyan Jyoti programme recently held at Sarusajai Stadium. Over two thousand students have participated in the drive so far which is set to increase in the coming days as the drive covers more distance. Dutta said that the people are being given a demonstration as what steps should be taken during an earthquake and this initiative by the Assam State Disaster Management Authority and the District Administration, Kamrup Metro has been lauded by many, as such campaigns go a long way in helping curb the losses of both life and property during such a natural disaster. In 8.1 Richter earthquake, many lives and properties may be
lost and many become homeless and therefore, such awareness might help to some extent and people will be get knowledge where, instead of panicking they can take some steps to save themselves and might also save lives of other people. Keeping in mind the close probability of a tremor striking the region at any given time, such a programme by the government machinery may be termed as much needed. Such activities not only help make people aware but also arm them with knowledge, which is the only weapon with mankind against natural disasters. juthika.baruah@g-plus.in

The story behind notorious car and vehicle lifter Anil Chauhan
rahul chanda
Age – 44 years
W
Zakir’s friend Ikbal Hussain was in good terms with Anil Chauhan, who introduced him to Rumi Nath. Anil gave her a vehicle to use for a few days and gradually they started to build a good relationship. Anil used to often visit Rumi Nath and also acquired car passes to enter Assam Secretariat. The police official said that Anil was asking Rumi to help him get rid of the police cases registered against him. A case has been registered in Dispur Police Station against Rumi Nath for harbouring a criminal (case number – 663/15 under section 120B, 420, 212 of IPC). Nath at present is in 14-day judicial custody.
ith city police arresting internationally notorious vehicle theft kingpin Anil Chauhan, various facts are gradually coming to light and interestingly, the most wanted vehicle thief was lavishly living in Guwahati and other parts of the state and had been operating from this region for the last several years. He even owns a house in the city and was known as a registered PWD contractor for a few years. G Plus looks into his story of how he reached Guwahati and how he controlled the operations across the country.
The start
Anil Chauhan was born and brought up in Delhi. He used to live in Kotla Mubarakpur and studied till class 12. It is said that since his childhood, he was very interested in cars and had learned driving at a very early age. According to police sources, after class 12, he joined a gym where he met some car lifters. After making friends, he started working with them and made a car lifting racket in Delhi. According to sources in the Police, around 100 cases are registered in Delhi against Anil Chauhan in various police stations. Once Delhi Police had even arrested him in Delhi during his initial days of crime but he came out on bail and decided to start his operations from a different state. He later visited many cities in the NCR region and used to pick vehicles and send it to Nepal.
Love for Assam
Living in Kotla Mubarakpur he met a lady Mamata who used to live with her uncle in Delhi but who originally hailed from the Tangla area of Assam. Anil got married to Mamata in the year 1990 and in the year 2002, he bought a plot of land with an Assam type house in Dwarka Nagar behind Down Town Hospital (House number 100). According to police, Chauhan initially started working in Guwahati as a property broker and gradually he registered himself as a contractor with PWD but was never able to make money through legal businesses. As a contractor he undertook only one project in Hojai which was a loss for him, so he did not even complete it. In an accidental gun firing by a PSO of a businessman in 2007, Mamata Chauhan was killed in Dwarka Nagar. He then met a Maligaon based girl Rita who was class 8 passed and got married to her in 2008. According to
Other crimes
police, Rita was a very clever girl and is also a Congress worker. Rita used to manage the business and had links with some cops and politicians.
Modus operandi
According to a senior police official, Anil Chauhan is a master mind and had various tactics of operating his nexus across the country. In Guwahati alone, he had approximately five groups who used to work for him. He had people in various cities across the country who lift vehicles and deliver it to places instructed by Anil. Vehicles stolen from Delhi and Mumbai were usually taken to Nepal and sold. Anil also used to receive stolen vehicles here in Guwahati. Vehicles picked from Assam, Meghalaya and other northeastern states used to be taken to Dimapur, Imphal and Aizawl where there is a big market for stolen vehicles. Because Anil was a mastermind he never used to get caught. He had people who used to handle the drivers or the conductors of the vehicles and then steal the vehicle. Sometimes the vehicle lifter used to intoxicate the drivers with drinks or food, and then steal the vehicles. The engine number of the picked vehicles used to be tampered with, forged purchase documents used to be prepared and
then the vehicles were taken mostly to Dimapur. Anil gradually structured a huge nexus across the country and also outside the country. From Dimapur, Imphal and Aizawl, vehicles used get smuggled to countries like Myanmar and Bangladesh where Anil had people to receive them. The car lifters are pretty techno savvy and are trained about the new security features in modern vehicles. Very recently, Anil had started targeting loaded trucks which is more valuable in the market. According to a highly placed source in the police, there is a possibility that the stolen trucks were sent to Aizawl from where the trucks were further used to smuggle drugs like phensedyl to Bangladesh. Chauhan used to plant his men as helpers in trucks with whose help the trucks used to be stolen.
The political connection
The police recently arrested Congress legislator from Borkhola, Rumi Nath for her alleged links with Anil Chauhan, including on charges of allegedly recommending car-pass for Chauhan to enter the premises of the Assam Legislative Assembly and MLA Hostel campus. According to a senior police official, Rumi Nath came into contact with Anil through her estranged husband Jacky Zakir.
Anil was arrested by a joint team of police and CRPF from the outskirts of Guwahati on April 3. Police had some information that an arms smuggler was carrying some arms and coming from Azara. Police acted and nabbed Anil Chauhan with arms. According to police Chauhan was involved in crimes like arms smuggling, wild life smuggling, murder and vehicle theft. He was declared the most wanted car lifter of the country in 2008. In 2010, he was arrested in Silchar and brought to Meghalaya by Meghalaya Police. Even Assam Police brought him to Guwahati, but he was released on bail. As he was wanted by police he later started operating from Mirza and Boroma. Police recovered four fire arms including two revolvers and 45 vehicle registration plates from the house of Anil Chauhan at Mirza. The police also got hold of a lot of documents relating to a financial company allegedly run by a brother of Anil Chauhan in Kamrup district, as well as a passport in the name of Chauhan. Police suspect Chauhan has invested some of his earnings from the sale of stolen vehicles in this financial company. Police freezed 17 bank accounts across northeast and seized huge amount of jewellery, land purchase documents and other assets as well. Anil owns a house in the city and land in various places in Assam. He also owns two vehicles in his own name (Bolero and an Eon). Police is still interrogating him and with new facts coming out every day, names of some police officers, politicians and bureaucrats may also be exposed for having links with the kingpin. rahul.chanda@g-plus.in

rishak Mukti Sangram Samiti was transformed into Gana Mukti Sangram on 20th March 2015 and is now a political party. Political observers are now busy calculating whether Akhil Gogoi will participate in 2016 elections. KMSS chief Gogoi exclusively talks to G Plus and explains his motive of forming a political party.
Akhil Gogoi
You were always known as a social activist and are also a member of India Against Corruption (IAC), how and when did you decide to form a political party? We have been fighting for farmers’ rights and working to resolve their problems since 2005 through Krishak Mukti Sangram Samiti. KMSS was formed on 20th July 2005 and while fighting for farmers’ rights, we noticed that with farmers’ issues there are also other issues in the society which are related and needed to be dealt with. We were then compelled to raise other issues in the society too along with farmers’ problems. KMSS was then not only for the farmers but for the people of entire Assam. As now we have to fight for the people of entire Assam and not only the farmers, we decided to change the organisation to Gana Mukti Sangram Asom. We are terming it a party because we are planning to take the organisation towards political consolidation. Previously, we were raising our demands before the government in a very simple way but now we feel there should be an alternative politics. Many people are asking if our party will be involved in parliamentary politics, and we say that our party will be working towards changing the system. Our meaning of changing the system is not like other parties and we want to change the present capitalist regime to a socialist regime. To change the system there will be a revolution by our party and in the way, if for any reason we have to touch the parliamentary democracy, we will do it. Will your party participate in 2016 Assam elections? No, we will not participate in 2016 elections. We have targeted that within 2016 December we should have around 20 lakh members and among this 20 lakh members, if they work with us for two years temporarily, then only we will give them permanent membership. Unless they have permanent membership we will not allow them to be involved in election related matters. So it is quite clear that before we participate in any kind of elections, we should have at least two years experience of participating in various revolutions for different social causes.
Will you participate in 2021 elections? We will think about it and it will be too early to say anything about it. But, I want to say one thing that today if we decide to participate in 2016 elections, it will be impossible for the BJP to form government in Assam. We have the capacity now to entirely change the election results. We can challenge and say that if we decide to participate in state elections, without us, no one will be able to form the government in Assam. But participating in elections is not our main motive, we need to work for systematic change and before that happens we will not participate in elections. You are talking about revolution and you have been revolting for various issues since a long time. Don’t you think that if you form government you will be able to bring this change which you are talking about? To chase out British, if Congress would have just thought of forming a government, then a systematic change would not have never be there in India. Because of revolution, colonialism changed into democracy. If we want to change the system from capitalistic rule to people’s rule, if we say that there should be people’s government, then it will never come through elections. It can only happen by changing the constitution. The Constitution talks
about mixed economy, welfare economy but this economy is basically a capitalist economy. Only by changing this economy there will be a change in our society, which can never be changed through elections. It will change it through struggle, movement and basically revolution. Through elections and government we can remove a bit of corruption from the state, implement some schemes, do some development works but for whom. fter forming a government you cannot do development works for the public as that structure is not there in our constitution. The provisions provided by the Indian Constitution can be used only to develop the capitalists. As all your party members have voting rights and you will vote in 2016 elections, so, according to you which party should rule Assam? At present there is no party which is capable of ruling Assam. Congress all these days betrayed the nation and they are just waiting for a farewell from the people of Assam. BJP in just one year have taken all the decisions against Assam. Assam was getting special status all these days and BJP cancelled it and a lot of other decisions which is against the people of Assam. So, these two national parties will not form the government and the Left parties are gone, AGP is in a very bad condition and therefore, people are very confused. Assam requires a new party.
When you formed this political party, people expected that you will participate in elections. People are telling us to participate in 2016 elections but we said that we don’t want to betray the people like Congress and BJP. Before participating in elections we have to form a strategic infrastructure covering each and
every single area and village of Assam where people can be gradually politically involved. Before doing all this if we participate, it will be too early. We have patience and we are not crazy for power. I am not Arvind Kejriwal. We are not Aam Aadmi Party. Struggle is our way of life and we can change any tough situation, so, we want to take some time. rahul.chanda@g-plus.in

Initially established as a tennis club with merely one tennis court, the club now has two clay courts with lights, a swimming pool, cozy Bar, Billiard room, a gym and a well equipped restaurant.
History Founded in the year 1933, the establishment of the club was the result of a revolt that took place when the Britishers barred Indians from playing tennis in the Guwahati Club and Town Club. Gopinath Bordoloi along with Dr. Jyotish Das went to Town Club to play tennis where their entry was restricted following which the Gopinath Bordoloi appealed to the Guwahati High Court to provide a land where the club could be set up. Along with co-members Pulin Das, Dr. Jyotish Das, Premadhar Choudhury, Dr. Kanakeshwar Baruah and Dharidhar Choudhury, the High Court provided piece of land was given the name of India Club since it was meant only for Indians. Situated near Dighalipukhuri, the club initially functioned with only one tennis court and two huts within the two bighas area as members used to hang out at the club and enjoy a cup of tea that was made by the members themselves in a tea pot. harguli, a locality situated on the south bank of river Brahmaputra is a riverside residential area with parts of the locality having hilly terrain. Kharguli got its name from the gunpowder that was found after the Saraighat war between the Ahom and the British in the 17th century. It is said that even several days after the war was over, the area had the smell of gunpowder. The area of Kharguli is significant not just for being one of the oldest residential areas of the city but is also famous as the entire shooting of the first Assamese feature film ‘Joimoti’ was carried out in the area. Settlement of residents in the area took place only after the establishment of Assam Tannery by the East India Company. The business of tannery was carried out from the area of Kharguli during which the area had settlements of ten to fifteen residents and has gradually transformed into a residential area. Being situated on the river bank, the area is eco-sensitive and provides a calm and cozy atmosphere to live in, hence the area houses the residences of some of the renowned faces of the society such as Prafulla Kumar Mahanta, Jayanta Madhab, Nirupama Borgohain and several others. Kharguli also houses several institutions and landmarks such as the Judge’s Training Centre, Governor’s house and the Don Bosco Institute of Management (DBIM). Despite being provided with several facilities, Khraguli lacks some of the basic amenities such as drinking water and public transport. “Although infrastructure wise, all the facilities are provided but the lack of drinking water is still a problem among the general public. Though most of the houses have access to supply water, but it is not provided in sufficient quantity and being a hilly terrain, wells and tube wells cannot be installed within most of the houses”, said a member of Kharguli Yuvajyoti Sangha. “Public transport also stands as a major problem for the public. For those who do not have his/her own conveyance, they have to be dependent upon the auto-rickshaws that only commute from Kharguli to Uzanbazar which is certainly not very cost efficient for those who has to travel to other parts of the city on a daily basis”, the member added.

Says the Area Sabha Member Talking to G Plus, Area Sabha Member of Kharguli informed that there are welfare committees of every lane in the area that look after the developmental projects and are responsible for bringing forward any problem faced in their area. “The committees not only organise the cultural programmes in the area but also actively take part in the developmental activities. The welfare committees keep an eye on the ongoing projects and also co-operate with the contractors responsible for carrying out the projects. There are several roads in the area that has been sanctioned by the PWD such as Udaygiri, Nabagraha, the road from Kharguli to Joypur and Joypur to Indrapur and construction of the roads will be initiated within a short period of time” said Area Sabha member,
Nabin Bora. “Meanwhile, the water pipeline project by Gammon India and JICA is underway in the area and almost sixty per cent of the work for water tanks has been conceded and is targeted to be finished by the year 2016 and will be handed over to Jal Board”, Bora said, adding, “Though there are problems of drinking water in the area, it is expected to be resolved with conclusion of the water supply project by 2016. Earlier, the scarcity of drinking water was not faced in a major way by the residents as many houses in the area had their own wells and water supply. But after the settlement of several institutions in the area due to its panoramic river view and calm environment, the institutions have set up several borings for water supply leading to increasing scarcity of drinking water. Even after being situated by the river bank, the water from Brahmaputra cannot be accessed as the river bed is on a lower
level. Also the water supply is not provided to a sufficient quantity.” The area sabha member also informed that earlier there were trekkers in the area that covered the areas from Kharguli to Dolgobindo but due to large amount of money charged by the police at Jalukbari, the trekkers have stopped running in the area. “There were also two buses for public transport but since the roads are not wide enough, it becomes problematic for them to run in the area and also the buses had their own timings which were not convenient for the commuters”, the Area Sabha member asserted. However, as there are several projects underway in the area including the water supply project and the electric posts project initiated by ASEB, the residents of Kharguli look forward for the problems to be resolved in the near future. kalyan.deb@g-plus.in

6th Dr. T Ao Football Championship
STRUGGLING FOR spectators Assam storms into Dr. t ao in Semi Final
Kalyan Deb
T
he inaugural match of the 6th Dr. T Ao Football Championship between Assam and Sikkim hardly saw 100 spectators making their way into the Indira Gandhi Athletic Stadium in Guwahati on Sunday, which has a capacity of 35,000. Despite an ambitious budget of Rs 60 lakhs and a much-hyped Celebrity Management Group being roped in for event management, the fact remains that hardly any initiatives have been taken to pull in the football fanatics of the city into the stands. The empty galleries under the floodlights certainly raised eyebrows, especially when it comes to the most popular sport in the region. Although host team Assam managed an easy 5-1 victory over Sikkim in the opening match, it did not help increase the number of spectators in the second match of the host team that was played on Wednesday evening against Arunachal Pradesh. Hosting the tournament at the Sarusajai Sports Complex, which lies on the outskirts of the city, certainly did not turn out to be a wise idea with the ongoing tournament yet to see fans making their way into the stands. Also following in the lines of the much-fancied Indian Super League, the organisers decided to fix 7 pm as kick-off time. With cricketing excitement of the Indian Premier League matches being aired from 8 pm, the question remains whether the organisers did enough to catch the attention of sports lovers in the city. On the other hand, the Nehru Stadium situated in the heart of the city, having hosted some of the historic sporting moments of the region, although lacks the infrastructure compared to Indira Gandhi Athletic Stadium, but the venue would have certainly offered more crowd. Assam Football Association secretary Ankur Dutta and Calcutta-based Celebrity Management Group executive Bhaskar Goswami had earlier announced the launch of a league in the lines of the Indian Super League, which never transpired. Celebrity Management Group executive Bhaskar Goswami asserted that Dr. T Ao Championship is a platform for the youngsters to grow further and participate in competitions like I-League in their future. “The team of Assam that competed in the Santosh Trophy is not the same playing in this championship and I have also been informed that
Apart from Guwahati, Silchar will host the other group where Tripura, Mizoram, Manipur and Meghalaya will clash each other for the top two positions. In the city leg here, along with host Assam, Nagaland, Sikkim and Arunachal Pradesh will fight it out. The top two teams from each group will qualify for the semifinal stage.
there have been seventeen changes made to the team and huge potential has been noticed in the players. The reason the championship has not witnessed a big crowd is that the venue being the home ground of just one of the participating teams so the matches only witness support for the home team. Dr. T Ao is an inspiration for the youngsters as he came from a very poor background and grew to become the first captain of the Indian football team. In the sideline of his sporting activity, he also attained his doctorate. Hence, the championship title is to inspire the aspiring footballers of the region”, said Bhaskar Goswami, founder and director, Celebrity Management
Group. “The entire event is organized on a budget of Rs 60 lakhs which include the prize money and the accommodation for the players and there was no separate budget for publicity and advertisement. Even the group is not charging any money for the organizing of the championship which is being carried out by the group at its own expenses”, Goswami added. The Assam government has recently proposed to the North Eastern Council (NEC) to convert the regional tournament into North East Premier League affair but that doesn’t remove questions regarding the outcome of the tournament.
The 6th edition of the Dr. T Ao Memorial Football Championship kicked off at the Indira Gandhi Athletic Stadium here on Sunday, 18th April. Assam has managed to storm into the semi-finals, blanking Arunachal Pradesh 4-0 in a group league match at Indira Gandhi Stadium on Wednes-
day. Registering their second consecutive victory in the championship Assam dominated most part of the second match and opened the account in the 38th minute through Jeelandra Brahma. The host increased the margin in the second half when Maneshwar Musahari scored the second goal. Adding to the lead Chayaram Basumatari scored two more goals in 78th and 92nd minute respectively. Earlier in the inaugural match here, Assam grabbed an easy victory over Sikkim that ended with a 5-1 result that also includes a hattrick by Jeelandra Brahma. kalyan.deb@g-plus.in

RESPONSIBLY RESPONSIBLE!
M
y son, Tirus, a couple of years back, just 4 years then, asked me after listening intently to a television show, “Mom, what is responsibility?” I told him gently, “Responsibility is duty; it is something that we have to carry out, we have to do despite anything.” “What is my responsibility, Mom?” Tirus asked again. I told him that his responsibility as a kid is to study, behave well with his friends and respect his elders and teachers. Tirus looked on with awe writ large on his face and then he quipped with a twinkle in his eyes, “That’s not so tough, Mom! I can do all this.” Now, after telling Tirus about his responsibilities, my thoughts started ticking, “By the way, what is my responsibility? Have I done anything at all in these past couple of years to make myself and others aware of social responsibility?” As I went back to my thoughts, several things started playing havoc in my mind. I started a mental list of things I had done so far. I rewinded to when I was a child. I remember my mother used to tell me, “Your responsibility is to be a good daughter, student and to be friendly to everyone. Help as many people as you can. ‘Cause in giving will you receive. And that should be your religion. I never realised then what a great lesson she had taught me. However, as the years went by, I realised and read many a time that social responsibility is a duty every individual has to perform so as to maintain a balance between the economy and the eco-system. A mid-way exists between the economy, in the material sense and the welfare of the society and environment. Social responsibility means sustaining an equilibrium between the two. I go back to my Mother each time I talk about something but she’s truly a grand lady; my teacher. Her teachings are still wellrecorded in the hard-disk drive of my memory. Mother practiced her part of social responsibility in the most unpretentious and voluntary manner. While taking the bus ride from Shillong to Guwahati and back, she would ask me to look out of the window and appreciate the beauty of the winding road. “Look how clean the roads are. Never throw anything out of the bus.” With that she would hand me a brown paper bag to keep the orange and banana peels in it. She would carry this doggy bag
all along to later dispose it in the first waste bin she sees or in a dust-bin back home. Ever since, this has become an involuntary practice with me. And now, my son Tirus makes it a point to follow this practice to a T. We both keep whatever trash gets collected, in a packet, when we are travelling together and then dispose it at a wayside dustbin or back at home. We somehow both enjoy this practice. Instead of throwing it out on the streets and feeling jubilant or getting a sadistic pleasure out of it or simply treating it with disregard, the happiness of being the change, even though I may be the only person in the world, elevates the taste of being liberated. And the liberty comes not from doing something that we see everyone doing but of having the freedom to make the correct choice; the choice to be socially responsible. How many of us have cringed at the sight of a young boy or girl engulfed in a cloud of smoke, while their peers smoked to their own delight. Though I have faced endless situations such as this, I have far from regaled at the thought of being in a similar situation again. More so because I have grown up requesting, cajoling, reprimanding and finally counselling my father to quit smoking. He had been chain smoking ever since I remember him doing it. And then my best friend! I still haven’t been able to decipher the secret to the unstoppable desire to light a cigarette. They say it’s a mood elevator and anti-depressant. I say its rubbish and just a fad. I have however been able to stop my father and to a certain extent my best friend. Now, you must be thinking why I am constantly talking about a topic like social responsibility. Well, the responsibility is mine! What I do is to walk up to a person who is smoking and ask simple questions like, “Since when have you been smoking?” The person would be irritated and reply, “Since I was 16 years old.” “Okay and how long do you propose to smoke?” The person perplexed, would say, “I don’t know!” And after a couple of minutes of sermonising him, the startled young boy
(I haven’t met a girl yet!) would throw the cigarette in a hurry. I would have scared him so much about the consequences that he would probably not smoke again. One such young person I spoke to while going on my morning walk actually gave up smoking. I am happy! One small step in my social responsibility exercise! There are countless ways which we can think of while delving into the topic of social responsibility. I like to especially talk about fossil fuel. Have you ever tried to think of the unfathomable amount of fuel being used for combustion of cars and machinery since eternity? Why I say eternity is because we hardly care that in a couple of year’s time, we will no longer have the reserves of fossil fuel on Earth that we so boast about. Do we even care for our children? And what is going to happen then to those expensive cars in our possession? They will be of absolutely no use and our last resort would be the bicycle. The U.S.A still has 40 years of fossil fuel reserves. They have protected these reserves and think it better to import oil for their use. Wise decision, I will say! Our responsibility in this regard would be to lessen the consumption of fossil fuel. We can turn off our car engines when we are standing at the crossing or at a place where the car is likely to be idle for some time. It really pays to make small changes for the future. I don’t think we are so selfish as not to think of the generations after us? Lest they have to face this ominous situation, the onus actually lies with us to preserve the fossil fuel. Plus, at the same time, we save the air from excessive pollution. On a more serious note, scoffing such ideas might probably convert our travel to Chengiz Khan’s horse! So, it’s already a little too late in trying to reduce our carbon footprint. Talking of which, the excessive emission of green-house gases is one of the causes for global warming. A carbon footprint is defined by Championne as “the total sets of greenhouse gas emissions caused by an organisation, event, product or person.
Greenhouse gases can be emitted through transport, land clearances and the production and consumption of food, fuels, manufactured goods, materials, wood, roads, buildings and services. For simplicity of reporting, it is often expressed in terms of the amount of carbon dioxide, or its equivalent of other greenhouse gases. The most common way to reduce the carbon footprint of humans is to reduce, reuse, recycle and refuse. One easy option is to drive less. By walking or biking to the destination rather than driving, not only is a person going to save money on gas but will also be burning less fuel and releasing fewer emissions into the atmosphere. However, if walking is not an option, one can look at car-pooling or mass transportation in their area. Another way to reduce carbon footprint of humans is to use less air-conditioning. Setting the thermostat just 2 degrees higher in summer could have about 1 Ton of carbon dioxide released into the atmosphere each year. And that is just from one air-conditioner! Choice of diet is another major influence on a person’s carbon footprint. Animal sources of protein (especially red-meat), rice (typically produced in high methane emitting paddies), food transported long distance and or via fuel-inefficient transport (eg. Highly perishable produce flown long distance) and heavily processed and packaged foods are among the major contributors to a high-carbon diet. To reduce one’s carbon footprint, more public transportation can be used and also, planting more trees in deforested regions. So, I have mentioned only some of the ways to reduce carbon emissions; our social responsibility. But if we think clearly enough, then there are endless ways to be socially responsible. When Albert Einstein said, “Out of clutter, find simplicity. From discord, find harmony. In the middle of difficulty, lies opportunity”, he had a reason. In these days, when the human mind has evolved to such a great extent, then religion for which the world is in pain, should actually be given a back seat. The Universe, the Milky Way and our very own Solar System can actually leave us awestruck, rather than fighting over issues which are too petty for any developmental intention. We are but mere specks in the entirety of creation!

Have the perfect balance of sensitivity and sensibility
T
here is a certain simplicity inside you. We have all been born with that innocence and simplicity. When we grew up somewhere we lost that. As we grew up, we stopped smiling, we stopped being natural, we stopped being simple. So what is essential is both, sensibility and sensitivity. Totally logical, rational thinking is essential for human being. Don’t accept anything because somebody says it. We must use our intellect. Anything that is illogical, that does not appeal to reason, we should not accept. So first is logic, this function is important because it creates sensibility. Now, just sensibility is not enough, you need sensitivity. Sensitivity is a matter of the heart. You can be very logical but you need to understand the view points of others as well. They are very correct, but they can hurt others easily. Anyone who is very angry, they justify their anger with logic, but they don’t know that their anger is hurting the other person. Not only the other person but them also. So the second important thing is being sensitive. Somebody may be a fool but calling them a fool, shouting at them, scolding them is not going to help. You need to be sensitive. You sit on a donkey and expect it is to run like a horse, that is not possible. Accept a donkey as a donkey and a horse as a horse. Where is the anger then? This is sensitivity - being sensitive to the feelings of others and their needs. This is the quality of the heart. There are people who are too sensitive. They lose their logic. They become an emotional soggy noodle. This is no good either. You need the perfect balance of sensitivity and sensibility.

t was simply impossible for the sequel to recapture the magic of seeing Earth’s Mightiest Heroes assembled onscreen for the first time, especially when they’ve popped up in each others’ movies in the ensuing years. Still, as far as second installments go -- not traditionally Marvel Studios’ strongest entries until Captain America: The Winter Soldier -- Marvel’s Avengers: Age of Ultron is a solid and entertaining followup. During an assault on the castle of HYDRA leader Baron von Strucker (Thomas Kretschmann), the Avengers find themselves going up against his experiment, siblings Wanda and Pietro Maximoff (Elisabeth Olsen and Aaron Taylor-Johnson). While Pietro/Quicksilver physically assaults the Avengers, it’s really Wanda, aka Scarlet Witch, who causes the most damage to them through her power to warp reality. Shaken by this experience, Iron Man (Robert Downey Jr.) decides to use Loki’s scepter (recovered at Strucker’s lair) to finish and implement the A.I. initiative that he and Bruce Banner (Mark Ruffalo) started: Ul-

tron. Although Ultron was designed as a benevolent means to protect Earth, we all know what the road to hell is paved with. And Ultron (James Spader) is born bad, immediately deeming humanity in need of evolving or to be exterminated and allow the machines to inherit the Earth. It’s a small miracle (and a testament to writer-director Joss Whedon’s talent) that Avengers 2 doesn’t collapse under its own weight. As in the best Star Trek movies, every character gets a moment to shine and show us why they’re distinct and engaging. But ultimately the film’s laden with numerous moving parts, some of which call attention to its story mechanics and forced elements (especially as we approach the end of its roughly two and a half-hour running time). While Age of Ultron is often very funny (even Ultron gets his fair share of yuks), the story has an ominous core. Much of this heaviness stems from what Scarlet Witch shows some of the superheroes, “visions” that simultaneously fill in the backstories of some characters while foreshadowing events in store for Phase 3. These revelations begin to show the cracks within the ranks of the team, but it’s ultimately the actions of Stark -- and to a slightly lesser degree Banner -- that

causes most of the bad blood between team members. (The story never gets Civil War-nasty, though, if that’s what you’re expecting.) Black Widow’s (Scarlett Johansson) mind-trip shows us her Salt-like past and Captain America’s (Chris Evans) further establishes him as a man out of his time, while Thor’s (Chris Hemsworth) episode simply slows the story down. He even takes a detour to some sort of Asgardian dream pool that doesn’t exactly further the plot of Age of Ultron so much as it serves as a jumbled set-up to Thor: Ragnarok. Of all the “visions,” this is the one that chewed up the most screen time yet didn’t really matter much to this film’s plot. We get a look into the private life of Hawkeye, who is certainly given enough here to make up for turning him into Loki’s zombified henchman throughout much of the first film. But Avengers 2 fumbles a bit in handling the return of Nick Fury (Samuel L. Jackson). A sequence was needed to fill us in on what happened to Fury after the MCU-changing events of The Winter Soldier and where he’s at here, and yet these important questions go unanswered. This is especially unsettling when there’s a literal deus ex machina throw in near the end. has turned off all the rules to satisfy the rampage lust of its players. ‘Go on then,’ it’s saying. ‘We know what you really want to do is prat about in fighter jets and ride motorbikes off the side of skyscrapers. Knock yourself out.’ Plus creating your own character and hauling them through the levels scratches that RPG itch real good. Ahh, experience points. Money. Grinding? No. Grinding here means playing capture the flag with aeroplanes. The size and ambition of GTA Online typifies the entire game. It’s huge, dense and wonderfully immersive. You will never get bored. New LED technology will make your Wi-Fi ten times faster
A
new technology that can increase the bandwidth of WiFi systems by 10 times, using LED lights to transmit information, has been developed. The technology could be integrated with existing WiFi systems to reduce bandwidth problems in crowded locations, such as airport terminals or coffee shops, and in homes where several people have multiple WiFi devices. Experts say that recent advances in LED technology have made it possible to modulate the LED light more rapidly, opening the possibility of using light for wireless transmission in a “free space” optical communication system. “In addition to improving the experience for users, the two big advantages of this system are that it uses inexpensive components, and it integrates with existing WiFi systems,” said Thinh Nguyen, an Oregon State University associate professor of electrical and computer engineering. Nguyen worked with Alan Wang, an assistant professor of electrical and computer
engineering, to build the first prototype. The prototype, called WiFO, uses LEDs that are beyond the visual spectrum for humans and creates an invisible cone of light about one meter square in which the data can be received. To address the issue of a small area of usability, the researchers created a hybrid system that can switch between several LED transmitters installed on a ceiling, and the existing WiFi system. “I believe the WiFO system could be easily transformed into a marketable product, and we are currently looking for a company that is interested in further developing and licensing the technology,” Nguyen said.

Speaking about the song, choreographer Remo D’Souza said, “It is going to be a tough song for all of us because a straight comparison is bound to happen with Madhuri-Ash’s ‘Dola Re Dola’.” Priyanka and Deepika have been rehearsing at least six hours a day for the dance sequence. Remo said, “After the rehearsal we saw their feet and they are already chipped off. And we shoot this song in the exterior on a concrete floor and it will be for 12 days.” It maybe recalled here that Aishwarya Rai Bachchan’s feet, too, got chipped off during the ‘Nimbooda’ song in ‘Hum Dil De Chuke Sanam’. Remo is dedicating the song to Saroj Khan. He said,”She is the best when it comes to Indian dance forms. And I always look up to her when I am doing such songs.”

While the actor has been receiving a lot of cards and colleges to wish him completion of the success of the musical film, one of his female fans has a special request for the actor. She has written to the actor’s team with the special request to be able to watch the film with the actor. The fan wants to arrange for a special setting for the actor where she wants to celebrate the second anniversary of his film. For Aditya, Aashiqui 2 is very close to his heart, has been a success and a musical journey for the actor.
He is keen to meet this fan and for him it would be a wonderful way to mark the success of his film. However, the actor is currently busy shooting for his next Fitoor and has been trying to make time in his schedule to spend the day with his fans.

n his next film Dangal, Aamir Khan will be seen playing a father to four daughters. After having auditioned more than 21,000 girls till now, the casting team has got two girls , Fatima Shaikh and Sanya Malhotra , on board to essay the role of Aamir’s daughters. Fatima is a Mumbai based girl, has acted in a few films and a TV serial and dabbled in photography. Sanya, born and brought up in Del-

It is a tough role for which the girls are required to be slightly athletic and will have to undergo strenuous training. Directed by Nitesh Tiwari , Dangal is slated for a 2016 release.
Aditya Roy Kapur confirms the news and the spokesperson adds, “Aashiqui 2 is film which is very close to Aditya. Since he has got the request from this fan the actor has been trying to make time to meet her, However, the actor would be shooting on 26th April.”
The song will have a bit of Lavani folk and classical dancing. When asked if he has choreographed such a song before, Remo said, “I really don’t know why people think I have not done song these kind of songs. I had one Lavani song with Urmila Matondkar.”
Remo has known Priyanka and Deepika from the time they started their careers. When asked who picked up the steps faster, Remo said, “Both were equal and I consider both of them as best dancers in the industry today.”

Pakistani singer-actor Atif Aslam’s event cancelled over Shiv Sena opposition
A
music event by Pakistani singer-actor Atif Aslam, planned in Pune on April 25, has been cancelled amid opposition by Shiv Sena, which has often resisted cultural events featuring artists from the neighbouring country. The show by Aslam, who has a sizeable fan following in India, was cancelled after selling over 1,000 tickets, which the organisers said would be refunded to those who bought them. “We cannot proceed with the show after Shiv Sena opposed it. Late Bal Thackeray has always been an inspiration for us. He used to say that patriotism is above everything else,” show organiser Sanjay Sathe told reporters in Pune last evening. “We belong to the art world. We wanted to do this show. However, the reason for the cancellation is before you,” Sathe said.
“We had told the Police Commissioner that we will not let this concert happen at any cost. The Commissioner took cognisance of our letter and assured that he will not grant permission for the concert,” he said. He said the organisers of the event too were co-operative and accepted
the Sena’s contention that nobody from Pakistan should be allowed to do a concert in the state. The Shiv Sena has in the past too opposed performance of Pakistani artists in India over its ceasefire violations along the Line of Control (LoC).

Your weekly dose of
TIMEPASS
This week spotlights power of a different kind - earthy, persistent, and resistant to obstacles. The lively quality of the past few weeks has died down and is now replaced with a strong Taurus focus. This means you’ll benefit from making a daily effort to fulfill your goals and ambitions. Tuesday and Wednesday could be particularly intense and very useful if you need to blast through a particular difficulty. There’s no doubt you’ll succeed! Romance can be fun if you’re in the mood.
If you’ve felt a lack of control over the direction your life has been taking, you’ll be back in charge of the reins this week. After all the dreaming, thinking, and planning of recent weeks, now is the time to knuckle down and make a start. If you’re collaborating with others, be sure the working terms and conditions are fair at the outset, as it might be too late to change things once you’re involved. The same could be true of romance, too!
The Sun enters your career sector, so it’s time to take center stage! You could be in the spotlight this week. As this is generally where you feel most at home, be sure to take advantage of that fact. You can make great strides this week by putting your effort into key ambitions and goals. By doing so you’ll lay the groundwork for greater security in the future. You’re also entering a phase of significant growth if you do what’s necessary to make it happen.
Sagittarius Health and lifestyle issues figure prominently, encouraging you to take stock of your habits and make changes where necessary. Yours is a sporty sign, but you can be rather lax when it comes to diet and nurturing your body. Make a habit of getting massages, enjoying relaxing treatments or therapies, and eating good food. When it comes to your job, the more effort you put in at this time, the more you’ll get out. A pay raise might be possible with the right attitude.

You’re entering a natural phase in which it helps to kick back and take time to yourself. This doesn’t mean retreating from the world completely, but it does suggest that you make space in your day for reflection, journaling, and perhaps meditation. Any practice can be useful if it helps you regain your inner poise and balance. This is also a good opportunity to recharge your batteries and get back in touch with what’s important to you. The weekend could bring an instant attraction your way.
Your social life is buzzing this week, encouraging you to be socially curious and enhance your network of friends and associates. This could be one of the most interesting times in your yearly calendar, when a natural inclination to reach out can bring wonderful opportunities your way. Tuesday and Wednesday may require careful handling when dealing with loved ones or business relationships. Avoid being manipulated. There’s fun to be had if you can keep your distance from anyone who tries it on you.

A dynamic focus on education and learning makes this one of the better times to sign up to get a qualification or upgrade a skill or talent. If you have teaching or lecturing ability, sharing your knowledge with others could be very rewarding and something you might consider doing over the long term.
The way you handle your assets may be a cause for reflection this week. A potent Taurus focus encourages you to take a long look at your investments, debt, and income and how you can improve your financial picture in general. Seeds sown now could be a source of greater wealth in the future if you play your cards right. You have a natural talent for business and the current situation shows a perfect opportunity to use it.
When it comes to relationships, you’re in a phase in which you may be doing more giving than receiving. This week’s alignment reveals plenty of interaction, with opportunities to collaborate on projects and plans. Play down your feelings on Tuesday and Wednesday, as rather powerful transits could coincide with misunderstandings. It might be better to compromise than get involved in a spat. Where romance is concerned, you have plenty of opportunities to rekindle the flame of passion.
Pisces
Aquarius
Capricorn Your creativity peaks this week. The current Taurus focus entices you to get back in touch with a hobby or pastime you enjoyed as a child. Taking out paints, craft materials, or a musical instrument can transport you back in time and be pleasantly therapeutic. Whatever your relationship status, there are plenty of options for romance. If you’re hoping to impress a new lover, it’s important not to rush. Give the person time and you may receive the earth in return.
Home is where you’ll want to be this week. After all the hustle and bustle and general busyness you’ve endured, it’s time to get cozy and rest. Use this opportunity to get back in touch with your culinary abilities. Make up some new dishes, try out a family recipe for apple pie, and cook for friends and family. This is an opportunity to ground yourself and nurture your body. Gardening and walking in nature are other ways to do this.
It’s a good week to reach out and expand your circle of associates. Also research your options and gather information for the plans and projects you have in mind. The right knowledge can help you lay the groundwork for future success, so it pays to take your time to do this part of the process thoroughly. You’ll also find that networking with likeminded people can be a very supportive, validating experience. Shopping for the home can be fun, too.

Paris Hilton mourns pooch Tinkerbell’s death
S S
inger Christina Aguilera has released the the studio version of “Shotgun” for the TV series “Nashville”, following last week’s “The Real Thing”. The song was released on Tuesday, and unlike the upbeat “The Real Thing”, the new song is a slow-
tempo ballad on which she’s accompanied only by simple acoustic guitar licks. Aguilera makes a guest starring appearance on “Nashville”, playing a pop star named Jade St. John. The 34-year-old songstress is currently also serving as a coach on “The Voice” while readying her new album.
‘Transformers 5’ might release in 2017
T
he fifth part of “Transformers” is scheduled to hit the screens in
2017. “Our plan with the studio and filmmakers... you may have heard that some writers are being hired and we have in fact brought in Akiva Goldsman to lead a group of writers to really create a strategic plan around ‘Transformers’,” said Hasbro CEO Brian Goldner, reports aceshowbiz.com. “We would expect the sequel to the ‘Transformers’ movie to happen in 2017,” he added. The last film “Transformers: Age of Extinction” released in 2014 with Mark
Wahlberg as the new male lead, replacing Shia LaBeouf. It became the first film in the year to hit $1 billion mark despite little critical praise. Wahlberg is expected to reprise his role for “Transformers 5”.

ocialite Paris Hilton is heartbroken after the death of her beloved 14-year-old Chihuahua Tinkerbell. Hilton poured out her feelings in a lengthy post that accompanied a photograph of her cuddling the puppy, on image-sharing website Instagram. “My heart is broken I am so sad and devastated. After 14 amazing years together my baby Tinkerbell has passed away of old age. I feel like I’ve lost a member of my family,” the socialite wrote. “She was such a special and incredible soul. We went through so much together. I can’t believe she’s gone. I will miss her & think about her for the rest of my life. I love you Tinky, you are a Legend & will never be forgotten,” Hilton added. The 34-year-old hotel heiress then posted two other Instagram photographs of Tinkerbell, one of which was from her past reality TV series “The Simple Life”. She captioned the image: “Where our journey began... #TheSimpleLife #FirstDogRealityStar #RIPTinkerbell.” The other photograph showed Hilton wearing a tiara while holding Tinkerbell with both hands. She captioned it: “In honor & memory of Tinkerbell I’m dedicating my Instagram page to her today. I hope you enjoy the memories of my sweet angel We’ve been through so much together. She lived a long, beautiful, luxurious & exciting life. #RIPTinkerbell.”
