After joining the BJP, Jalukbari MLA and the state’s master politician Himanta Biswa Sarma exclusively talks to G Plus and shares his past, present and future.

Now that you’ve joined the BJP, how are you adapting to the ideology of the new party? Basically, BJP is a political party, But BJP believes in certain ideologies that is mostly committed to Indian culture, tradition and the concept of cultural nationalism. For the last 40 years, my family has been connected with this ideology. My family is not connected with BJP, but we are connected with the higher ideology associated with BJP. So, adapting to the culture of the political party namely BJP is fine with me. All along, I was accustomed with it because my father was a staunch believer of Indian culture, tradition, cultural nationalism of Deen Dayal Upadhyaya Ji. So culturally and ideologically, I have no issue. But so far as adapting to the particular norms of BJP and to learn the basic things associated with the party, it might take a month or so.

How did everything happen while joining BJP? Did you approach them or was it the other way around? We were in Congress for the last 23 years. There was a difference between me and Tarun Gogoi, which started in April 2012. Then, it reached such a position that when the high

command had sent an observer to Assam in July 2014, he was asked to take stock of whether Gogoi should continue or somebody new should be elected. So there was a voting and the pro-change group got 52 votes against 12 or 13 votes of Mr. Gogoi. But after a few days, the High command changed their mind and they asked that minority group to come to Delhi and that some leader or Tribal Council should also accompany them and encouraged them to come and speak in favour of Gogoi. As a result some Government appointed minority leaders left for Delhi. Meanwhile, Rahul Gandhi had an appointment with Sonia Gandhi and they spoke for Gogoi. Many tribal leaders were called and they too spoke for Gogoi. Mr CP Joshi was sent to Assam with the task of breaking up the unity of the pro-change group. So within the party, they started behaving as if the pro-change group were untouchable. All this happened in a span of 72 hours. They said they were okay with whoever had the majority but within 72 hours, everything changed. I had to resign morally because once you challenge a leader, you cannot be serving them. After a few days, Rahul Gandhi called me and I thought that it was reconciliation. I obviously started with our grievances that ‘Sir, there should have been internal democracy,’ but then he said, No! I reserve the right

I did not want to repeat those allegations but I had mentioned 5-6 very important things related to the future of Congress. But he came out very arrogantly and so I came out from his home and told my colleagues that day itself, that we cannot survive in this party any more. So basically, after that meeting which happened on the 28 or 29 July 2014, we decided that we would not continue in this party. But coming to BJP has been a long drawn process.

There were mutual friends and at least 6-7 months of work had to been done because it had to be a smooth transition. Political negotiations with BJP were on from November 2014, which finally culminated into the 28th August.

Apparently, there are many from the Congress who want to join you and the Congress party is acting tough against them. Is it possible to name a few? By Saturday, you will have a full list of the first batch of 9 to 10 MLAs and those will be the first batch because they have been cleared. There is another list of 10 people which is under active consideration of BJP. So if BJP clears their names, they will also join. If they cannot not accommodate, them then we have to be confined to 10 or 11. I had given a list of 35 and Sidharth Bhattachrjee told me that 20 MLA’s are under active consideration. Another 9 will happen before your issue goes to press.

In fact what we recently heard that some GMC councillors are possibly going to switch? Yes, three councillors of GMC will come from my constituency and will

join BJP and from the North Guwahati Town Community too, we have four members from Congress who will join BJP tomorrow, but these are confined to Jalukbari only. But within next 10 days or a fortnight, a big chunk of youth congress leaders will join BJP. Their names have been cleared by BJP and it will be quite an impressive crowd. More than 150 youth congress, NSUI congress office bearers will be the first batch. There will hardly be any youth congress workers left.

This has been asked to you many a times but have you ever felt the urge to be the Chief Minister? I have served the Congress party for 23 years. So when Kharge had asked for the name of probable replacements for the CM, my colleagues had suggested my name but I told Mrs. Gandhi that I just wanted change. But the change may not be with me. You could choose Pranab Gogoi or any other senior leader. So ambition of becoming the CM is not primary. The primary idea was that we should have a functional Government so that we can fulfil the promises. But now in the BJP, I cannot claim any position, because it has only been 7 days for me. Lead Story Congress, It should not necessarily come with me when I come to BJP. So it would be a new beginning and I will start as a worker. Let’s see how far I can go.

According to you, who is a possible CM candidate from BJP? I do not know how BJP select their leaders. I do not know because their system is quite different from Congress. In congress decision is taken by an individual. In BJP, the decisions are taken collectively. But we all know because from the BJP, two personalities are there in the fray - one is Siddharth Bhattacharjee and the other one is Sarbananda Sonowal. This is what I know as an outsider or the way people know about it. But personally I will be happy that if at some point of time Assam is headed by a tribal person. Siddharth is very dynamic. He is holding the fort and he is doing a great service to the party. Sarba-da is also doing great for the party. There may be a 3rd ort 4th person also who I have not interacted with, so I don’t want to basically point any fingers.

What exactly was it that happened in 2011-12? You see, prior to 2011 the entire Assam congress was on delivery mode. We had bailed the state out from financial crisis, we had stopped the secret killings, a new development had been ushered in and we created a lot of hope and aspiration among the people of Assam. So, the people went to the extent of giving us 79 seats. And with our ally BPF, it was 90 seats, which was unprecedented. But after 2011, the attitude of service was replaced with arrogance and Gogoi’s entire attitude was that it is ‘my victory’ and not ‘our victory.’ He became arrogant. And he thought that henceforth his responsibility would not be towards the people of Assam but towards his family - mainly towards his son and daughter. Even in Kautilya’s Arthashashtra, he specifically barred the king from promoting his son. Once a king starts thinking that my only job is to promote my son, then public welfare, public service becomes secondary. So primarily, that is where the difference started coming up. The government had shifted from delivery mode to a hereditary mode.

Is this something which is prevalent in the centre as well? Congress has a weakness because at the helm Rahul is being promoted because of his blue blood. Otherwise I don’t think he has a lot of calibre. Now if that’s what happens at the centre, they are bound to give concession to the regional satraps that because something is happening at the national level, which may not be at the best interests of democracy. So that particular leader has to give concession to the regional satraps otherwise they will keep questioning. In Congress if you see the Haryana loss, it was because the CM turned into promoting his son. Assam will lose because of that and everywhere

Congress is losing because of the blue blood culture. In Congress an ordinary worker can become an MLA and an MP provided that in the constituency, there is no son of another big leader. But beyond that you cannot grow. In congress you cannot have a Narendra Modi. You cannot have someone like Khattar, you have to have someone with blue blood. But we thought we will be able to defy that and some new standard can be set, but in spite of our years of service to the party, I think when you compare between service and blood, it is the blood which got the precedence.

In a recent TV interview you mentioned a little about getting closer to the tribal community and also your softness towards AGP. Is there anything in the offing? I have not named any political party, but for BJP it is important that people do not see you killing the regional aspirations. So regionalism is also a central ideology in many peoples’ hearts. So I have merely said that BJP must respect the idea of regionalism while promoting nationalism. You have to promote the interest of Assam. And in Assam you cannot just defy the hope and aspiration of the tribal people so my prescription to the BJP that our greater ideology of Indian nationalism, and nationhood and cultural nationalism must also give space to the regionalism as well as the tribal rights of self determination. I did not mention that we should be soft to AGP or others, but I believe that, ideologically BJP must embrace the regionalist sentiment as well as the concept of tribal autonomy.

What do you think is the most important factor that BJP should work towards in Assam especially in view of the upcoming elections? BJP has few commitments. First,

we have to secure the Indo-Bangle border. I’m not saying AssamBangla border, I’m enlarging it because if you secure the Assam border, the Meghalaya border will not be safe, so securing the IndoBangla border is a very important issue. Second, Assam has some bigger problems, like you cannot access mainland India, without going through the chicken neck, you do not have any access to the port, you do not have friendly relations with other South Asian countries. So in spite of our geographical advantage, we cannot utilise those advantages so I believe BJP should prepare a long term economic vision, which will translate Assam into a power hub or a business hub or a medical tourism hub for the South Asian countries. So the BJP on one hand has to secure the identity of the Assamese people and for India, you have to prevent infiltration of people from Bangladesh. You have to encourage economic growth for Assam as well as northeast and we have perennial problems of floods, shortage of power, forest coverage going down every day, so you have lot of burning problems to solve. Finally and the most important, Assam is on the brink of financial crisis. I think after April, Gogoi will leave a state to the government which will be exactly like the state in 2001 and we will not be able to pay salary. If you talk to the bureaucrats, we already have entered into that phase. He will continue to take loans from here and there for the next 6 months, but the next govt will not be able to pay even the next month’s salary after April. So it is our duty since we are coming to power to bring the state towards economic revival. So, you have a long governance agenda which BJP has to implement.

All this while, Congress have been maintaining a stance that there are no illegal migrants here, do you think that is an issue? I think Congress has not said there are no illegal immigrants but said that we don’t want to harass the Indian citizens. I think so far as the illegal immigrants are concerned, I recently came back from Bangladesh from a three day tour and in a way, you can cross the border. Assam is mostly being use as a corridor, because via Assam they go to Bengal, Maharashtra, Delhi where livelihood is more sustainable so

What about the rise of illegal immigrants? I think congress downplayed the issue, but don’t say that this issue is not present. But I think this is one of the issues, which we could change in Congress mindset in the last 11-12 years. We have been able to convince even our central leaders that this is a core issue. But now they are deterring but NRC and other issues were concepts given by us. So I don’t think that Congress denies the issue but Congress has downplayed the magnitude of the issue.

What is your prediction in numbers for 2016 elections? I think congress will win around 10-15 seats. BJP should cross 65 and AIUDF will be the second largest party with 25-26 seats. If AGP fights alone, they will be forfeited but if they or BJP decide to come to some mutual understanding then, things may be a little different, maybe better for AGP.

What is your take on two personalities Akhil Gogoi and Gautam Roy? Akhil Gogoi basically believes in Maoist ideology and he wants to convert Assam to his ideological land bringing people to dharnas. I think Assam is a state were religion is deeply rooted because when Sankerdev wanted to reform the caste system, he did not come as a reformist, he came as a religious leader, on the platform of religion he has reformed the Assamese society. So in Assam, one who defines spirituality by religion cannot have a long term sustainability. So I think media needs Akhil Gogoi for some time and the moment media decides to abandon him he will disappear. As for Gautam Roy, he was like an elder brother, but he may have better things to do. He doesn’t fit anywhere, and he is not the kind of person who you think about after leaving Congress.

A

fire broke out in Hub, one of the first shopping malls in the city on the evening of Monday, August 1st. The location of the break out was in the kitchen of Yellow Chilli, Chef Sanjeev Kapoor’s signature restaurant chain that is located on the fourth floor of the shopping complex. The mishap took place at around 5:45pm and caused severe smoke throughout leading to an almost stampede-like situation. There were, however, no reports of any casualty and all the customers, employees and kitchen staff were safely evacuated out of the building. Meanwhile, due to the incident, a loss of around Rs 10-15 lakh has been estimated. The official details are yet to be accounted for.

Fire broke out in the kitchen of Yellow Chilli which is located on the fourth floor of the shopping complex. It was around 5:45 pm on August 1st when the mishap took place. There were no reports of casualty since all the customers, employees and kitchen staff were safely evacuated out of the building. Since a movie was playing at Fun Cinemas, all the people too were immediately informed and were evacuated through the two stair cases including the emergency exit stairway.

The incident:

It took around 30 minutes to control the situation and a total of 21 fire extinguishers were used to put out the fire.

Although the root cause of fire is yet to be ascertained but the location from where the fire broke out has been determined to be the kitchen of Yellow Chilli. According to witnesses there were flames in the lower end of the chimney outlet, which is located just above the burner of the stoves in the kitchen and this had caused the fire. The kitchen staff did not realise about the mishap until one of the windowpanes near the chimney outlet was shattered due to the intense heat generated by the flames. Soon the massive heat left the steel stands out of shape and the interiors of the kitchen covered in black soot. The entire floor was covered with smoke. “The fire department was immediately called and they arrived within ten minutes of the mishap. However, the firemen did not have to struggle much since the fire was already controlled and was prevented from spreading to the surroundings within thirty minutes. It was not a major fire, but the thick smoke made things difficult. The fire fighters then inspected the entire area and the window glasses were broken to let the smoke out from within the building. No precise reason of the break out of fire has been ascertained yet,” said Praveen Daga, executive manager, Hub.

Past incident This was not the first incident that had brought Hub to the people’s attention. The Northeast’s first shopping complex had been earlier gutted in a fire on April 30th, 2008. However, the incident that took place then was a much larger mishap where the retail outlet including the restaurant chain Yellow Chilli, café retail chain Café Coffee Day and Fun Cinemas were almost reduced to ashes. Over 10 fire-engines battled the blaze for about two hours, where although the superstructure of the building was spared off any kind of damage, a loss of around Rs 10 crore was assessed. The cause of the fire was determined as a technical snag in the UPS or the batteries also may have sparked the blaze that started from the first floor of the building. However, a rumour also surfaced during that time that the fire was planned since the shopping complex

was suffering from losses and desired the insurance claim to revive its business. “The experience was a nightmare for all of us and we have erased it off our minds. People have different opinions and we cannot comment on each of those. A business cannot run on insurance claims and for information, there are several renovations underway in the mall and soon a lounge bar will be introduced in the Yellow Chilli,” Daga added.

How safe is Hub? With two similar incidents taking place in one of the most prominent shopping complexes in the city it certainly raises question of safety. Since Fun Cinemas was just one floor away from the location of the break out of fire, the safety of the visitors is certainly a concern. Meanwhile, according to the mall authorities the past incident had brought to focus the need for better emergency planning and fire-fighting preparedness.

Hub had made the headlines for similar reasons when the mall was nearly gutted by a fire on April 30th 2008. “We following all the guidelines issued by fire department and the commercial property requirements and have installed several fire resistant equipments in the mall such as fire resistant carpets and also have 40 to 50 numbers of fire extinguishers. We also have two stairways for any kind of emergency and even when the mishap took place, our people were there to assist the visitors to safely move out of the property,” Daga asserted. HUB, which opened in 2005, retails in premium brands, from clothes to accessories and lifestyle products and has a daily footfall of over 1,000 people. With more malls coming up in the city and thousands of people thronging them, the safety of the buildings and prevention of such mishap must be a priority. kalyan.deb@g-plus.in

ove and crime seem to go hand-in-hand in the city these days as right after the Sweety Baruah murder, another incident of attempt to murder rocked Guwahati recently when a lover with her friend attempted to kill her boy friend in the Beltola area. 32-year-old Abhijit Saha of the Lal Ganesh area until recently, was very much in love with one Isha Sharma from Rajasthan who has been living in Guwahati for the last seven years. But something shocking happened on the night of 30th August after which Saha is now under complete bed rest and Isha is in jail for trying to murder Abhijit with the help of one of her friends, Dhrubajyoti Das. The friend is still absconding.

The incident On 29th August, Abhijit Saha who works as an area sales manager with Bajaj, had gone to Nagaon for an official visit. While returning, he dropped in at his girlfriend’s house at Beltola to meet her but the duo got into a heated argument regarding marriage commitments. According to close friends of Abhijit, his family is dead against Isha and would not accept her as his wife. Because of this, Abhijit provided a house for her stay in Beltola so that he could frequently visit her. The family sources also revealed that he had purchased an Eco Sport in his name but after the completion of the monthly instalments, the vehicle was transferred to Isha’s

name. On the night of 29th August, the fight which was minor in nature irked Isha so much that according to the police, she warned Abhijit that she would teach him a lesson. The lesson came in the form of a man who she had called up and who reached her place in a few minutes. The man drew a knife and stabbed Abhijit on his neck, right leg and abdomen. Abhijit almost fainted from the wounds, when the duo pulled him and put him into the front seat of the Eco Sport, the same one which he had once bought for his girlfriend. Isha sat on the driving seat while her friend sat on the back seat and the car sped towards Six Mile. Abhijit was not fully unconscious and when he saw some police personnel at

the Six Mile junction, as Isha was taking a right turn towards VIP road, Abhijit jumped out from the car. The police immediately rushed to help Abhijit and with the help of some locals took him to the GNRC hospital. Meanwhile Isha with her friend, fled from the spot as the cops followed her vehicle and with the cops on her tail, Isha lost contol of the vehicle and crashed it against the wall of Purbasha Apartments. The police closed in on them to apprehend them, but her friend whose name according to Abhijit Saha is Dhrubajyoti Das fled the spot. Isha though, was found injured and unconscious. She was taken to the ICU of Gauhati Medical College where she recovered after two days.

The trial The residents of Purbasha Apartment have lodge a complaint against Isha while Sandeep Saha, the younger brother of Abhijit has also lodged a complaint against her at the Dispur Police Station (case number – 1835/15 under section 120(B)/292(A)/326/279/387/427).

After Isha’s recovery, she was forwarded to the court by the police and has been sent to judicial custody. Abhijit is under complete bed rest but is out of danger. Talking to G Plus, Abhijit said, “Both Isha and Dhrubajyoti tried to kill me and I will never forgive her.” He further said that he did not know Dhrubajyoti in person but had seen him twice or thrice with Isha on different occasions. According to police, Dhrubajyoti is absconding and they are trying to trace him. A source in the police said that Isha has been living in Guwahati for the last seven years and was in a relationship with Abhijit since the last four to five years. Abhijit wanted to marry her but his family was against it and so, they used to live together in Beltola. Abhijit with the excuse of making official visits used to come and stay with her and had even bought a car for her. Isha meanwhile used to work as a beautician and had many male friends according to her neighbours. She was forcing Abhijit to get married to her and on that day she was so irked that she tried to get him killed. The neighbours said that Dhrubajyoti used to often visit her when Abhijit was not around. The police is also investigating an affair angle to the incident and the real motive will be out only after Dhrubajyoti is arrested. Meanwhile Abhijit’s family is upset with the incident and are seeking strict punishments for both. rahul.chanda@g-plus.in

Female journo stalked, HARASSED in Ghy

n an embarrassing incident, a city based female journalist is being harassed and stalked by one 36-year-old Roktim Kaashyap (Fake Name) for a long time now and a complaint was filed with the police. It has been around 14 days and the police has still not been unable to arrest the accused. The female journalist feels that if such an incident could happen to a scribe then how could the city girls and women feel safe. According to the FIR lodged by the journo, who stays in a women’s hostel in Ulubari, for the last one month, a person, named Roktim Kaashyap, (aged between 36-38yrs) has been harassing her with innumerable phone calls, lewd messages and indecent conversations. She said he claims to ‘loves her’ and demands that she should love him back. Roktim Kaashyap was initially on her friend’s list on a social networking site and had contacted her over the phone three months back over an issue of a stone quarry license. He told her that he was into stone crushing business and despite having all the clearances, he was not

being able to get a license from the Forest Office of BTC. He said, the concerned DFO was asking for a huge bribe and without it he would not issue his license. He then re-

quested her to meet him to see all the papers and help him in that matter. The journalist met him on 26th of June, 2015 in this regard in the

Rajgarh area. But that day, when he expressed his love for her, she straight away told him that she could not consider him anything more than a news source. Soon after, she blocked his number on her phone and also removed him from her Facebook friend’s list. Since then, this man allegedly a residence of Basistha Chariali, has been disturbing her by calling her from different numbers, sending innumerable messages, and threatening to commit suicide if she do not accept his ‘love. Though she continued to block each of the numbers he used, he came up with new numbers everyday and makes calls at late nights. He passes lewd comments over phone and delves into indecent conversation. He claims that he loves her and so she should be ‘patient’ enough to listen to him and that she would eventually ‘fall in love’ with him. She, in turn attempted to make this person understand that she do not even consider him as a friend. Thereafter, he started threatening to commit suicide if she did not talk to him and meet him. He also dictated that she should not stay outside

late in the evenings and should not make boyfriends. He also suggested that she should not mingle with guys as he felt ‘insulted.’ Of late when she was out of town and she uploaded photos with her friends, back in Guwahati, he threatened her over the phone and asked her to stop clicking photos with friends as he felt ‘insulted’ and that if she did it again, he would commit suicide by jumping from the third floor of his house. When she threatened to complain against him to the police, he said he did not care about Assam Police and they would not be able to touch him. He also said, if the news came up in the media he would take his own life and would blame her for his death. On the 18th of August, he even threatened to rape her inside a police station. The journalist then filed a complaint at the Basistha Police Station (case number -965/15), but since then, the police has not being able to arrest the accused. According to her he still calls her using different numbers and she keeps on updating the police about the calls, but to no avail.

t a time when a murderous mother from Guwahati is putting the country into a shock by confessing to kill her own daughter, another incident from the same city is raising questions about human relationships. This time, it’s a story of a robber son of a doctor couple who lives in Survey area of Beltola. A seventeen year old boy, studying in Class Eleven of a reputed school in Guwahati invited his friends to rob his own house. Not only this, he also ordered his ‘gang’ to kill his parents if they tried to resist them. This shocking incident took place at around 5 pm on 31st August last. The robber gang of eight members aged between 17-20 years entered the house of Dr. Biraj Goswami and Dr.Tulika Goswami in the absence of the doctor couple. They looted Rs. 5 lakhs in cash and gold ornaments worth Rs. 3 lakhs. The son of the doctor couple who was

an adopted child described to the police later in the evening that the gang assaulted him while he was trying to call Dr. Biraj Goswami who was returning from his chamber and was on his way home. He said the robbers snatched away the mobile phone and then they locked him up in his room during the robbery. They also tied up the maid and broke the lockers and took out cash and ornaments and left within 15 minutes. The narration looked so perfect that the son was never doubted by the police. But three days after the robbery, a video clip provided by a friend of the son of the doctor couple uncovered the truth. The video clip which was taken by a friend showed how the son was preparing the blueprint to rob his own house. In a classroom of his school he convinced some of his friends to conceive the plan of robbing his house. The shocking video also reveals that the son asked them to kill his parents

“if they tried to protest” during the robbery. While the whole plan was made in their classroom, one of his friends recorded the whole conversation within the friends. This was submitted to the police after the police began their investigation. Based on the clip, the Hatigaon Police Station, on Friday arrested the minor along with eight of his friends who were involved in the crime. Commissioner of Police, Guwahati Mukesh Agarwal said, “We were sensing foul play in the case after we heard from some relatives of the family that the adopted son was earlier involved in stealing a sum of nine lakhs from his house. He was also stealing gold ornaments from time to time. Based on such information we arrested the minor and his companions.” All the nine boys are in police custody and the doctor couple has so far chosen not to speak on the incident.

good news came recently for the automobile industry in Assam as the transport commissioner issued a letter to all the state DTOs mentioning lifting of ban of sale and launch of four wheelers with a mass of up to 1500 Kgs and quadricycles. The letter said, “The Gauhati High Court held that there is no bar in allowing registration of four wheelers with a mass upto 1500 kgs and quadricycles that have undergone crash test and emission test in conformity to the requirements and standards set by Bureau Of Indian Standards and in respect to such vehicles, which have been certified by a statutory authority of having met the said requirements.” The letter was issued on 29th August 2015 and according to the senior officials of the transport department the ban has been lifted in the state. The crash test according to the transport department officials is done in Europe and is expected to start in India by 2017. But the court had banned the sale and launch of such vehicles after hearing a PIL which was challenged in the court. During themonth long ban the automobile industry, transport department and the public had incurred huge losses. The order had affected 16 automobile companies. The sales and registration of

popular models such as Alto, I 10, Eon, Honda Jazz had been stopped in Assam by the department of Assam State Transport citing the court order. The move came as a blow for the companies which were trying to boost sale in sluggish automotive market that grew 7% in the first four months of this financial year after 2 consecutive years of decline. 12% of the countries sales is contributed by North-East and Assam is the largest market in North-East, a region where more than 5000 vehicles are sold. A dealer said he could not describe the torment the auto-dealers had gone through in Assam. “Not only were stocks worth crores blocked, more than 50,000 employees in the industry here feared that they had lost their livelihood,” he said. On a petition filed by the Society of Indian Automobile Manufacturers (SIAM) challenging the Assam State Transport’s decision the court said on 26th August “There cannot be any prohibition restricting registration and sale of four-wheelers with a mass of up to 1,500 kg and quadricycles that have undergone the crash and emission tests conforming to the requirements and standards set by the Bureau of Indian Standards…and vehicles which have been certified by the statutory authority.” According to a senior transport official the department lost around Rs 2 Cr as revenue because of the ban. Another source in the automobile industry said there was a loss of around 50% sale, as 50% vehicles which are sold in Guwahati and also in Assam are in the range of vehicles which were banned by the court.

tudents of the Botany Department of B Borooah College, have alleged that Assistant Professor of the department Hemen Majumdar tried to harass the students physically and mentally during an excursion trip to Sikkim in 2014. Professor Majumdar was in charge of the excursion and it was during the trip that the students faced harassment as he tried to touch them whenever he got the opportunity. “Initially, we thought that it might be our misconception and that a teacher wouldn’t behave in such a manner with students. We tried to maintain some distance with him during the trip. But when we returned, he threatened us that we shouldn’t reveal anything to anyone or else he would not give us marks in practical exams. During the practical classes too, he often tried to pass sexually implicit words and tried to touch us,” said one of the students of the department. The behaviour of the Professor is not good and the entire college is aware of it, but students are scared to open their mouths thinking about their careers The students’ therefore have submitted a letter to the College students’ union through a faculty of the department against Majumdar stating that on the 12th of August, Majumdar attended the class along with one Professor and threatened the students’ that he would deduct the practical examination marks and throw them out of the college if the students disobeyed him and did not fulfil his

Speaking to G Plus, Assistant General Secretary of the College Pranjal said, “The students have alleged that they were being misbehaved with and a letter has been given to us where it was written that the students were being harassed mentally and physically. It was also mentioned that two of the guest faculties have also been sexually exploited by the professor. Although we have received the letter we do not have any evidence against him and therefore can’t take

any action against him.” He said that if the professor is found guilty action will be taken against him. On the other hand, Lubna Ahad, a student of the college said, “It is very shameful that a teacher tried something like this and used to harass the students who are good at their studies. It is not something new and now that the truth has come out, action should be taken against him. The former students also sent a voice mail that they were also the victim of such cases.” One of the Guest Faculties who

was also allegedly a victim said, “The behaviour of the professor is not good at all. I also faced the same problem but a girl or a woman can’t open their mouths without any evidence and many girls feared to reveal the truth thinking about their careers. It is something that the girls have been facing for long time but as he threatened the students, they students do not say anything. The incident has crossed the limit and the girls feel uneasy during the practical classes. The entire college knows about his behaviour.” She also mentioned that ex-students also alleged about his behaviour and said that they also faced such situation. It was also informed by the source that after the allegation of the students, the Professor went on leave for a period of two weeks. Meanwhile, the College authorities have denied to talk to the media and the case has been forwarded to the Education Minister. On the other hand, a former student of the College said that the student who has levelled charges against the Professor is a daughter of the trustee and she might have been influenced by someone to level these allegations. According to her, the Professor did not possess any questionable character and was a very nice person. She said that they have never faced any such incident.

The AWS equipments installed at various places across the city will transmit data at 15 minute intervals to a central server through a GSM network. The central server shall be housed in a Control Room having a set of two to three computers with Weather Link software for analysis of the weather data thus obtained.

The AWS has a display screen which shows the real time data on temperature, atmospheric pressure, humidity, rainfall, rate of rainfall, wind speed, wind direction and solar radiation.

he Guwahati Metropolitan Development Authority (GMDA) has installed 18 numbers of Automated Weather Stations (AWS) in association with the North Eastern Space Application Centre (NESAC) and Assam State Disaster Management Authority (ASDMA). The AWS is an automated version of the traditional weather station. An AWS typically consists of a weather-proof enclosure containing the data logger, rechargeable battery, telemetry (optional) and the meteorological sensors with an attached solar panel for providing power. Speaking to G Plus, Development Officer of the GMDA Sazzad Alam said, “The AWS has been installed in different locations and the data will be obtained every fi fteen minutes by the Control Room in the D.C office. Kamrup (M). The external part of the AWS exposed to nature is the Integrated Sensor Suite (ISS) which comprises of the various weather measuring equipments, their sensors and their protective shield within one composite unit.” The console is placed in the control room or any other room having 24x7 presence, of the building atop which the AWS is installed in order to ensure round the clock monitoring. The console concerned records the data received from the different sensors through the SIM, carries out primary

The power has been sourced from the host institution and the battery backup lasts for 10-20 days,” said Alam. Many stations with lower power equipment usually use one or more solar panels connected in parallel

Devising the immediate FLEWS set-up undertaking the following steps: • Obtaining rainfall data (both historical – i.e. major rainfall events – as well as real time) from the presently available sources: viz. MOSDAC, IMD & Weather Set Website. • HEC – HMS Modelling (as available with and already utilized by NESAC). • Prioritisation of water-logged areas. Working out the division of responsibilities between different stake-holder organizations viz. GMDA, NESAC, ASTEC, ASDMA, DDMA (Kamrup Metro) & WRD (Civil) of Govt. of Assam, etc. – in consultation with GMDA. Activation of the AWS Network, Control Room and the overall FLEWS system, including generation of flood alerts. In places (both in the terrace or in the courtyard) where the AWS installation site may be visited by people, proper fencing of the AWS device have been done by chain-linked fencing.

The equipments at the same time may in addition transmit the same data to the MOSDAC database in Ahmedabad through ISRO satellite. For that, NESAC (ISRO) will take necessary steps. IMD personnel, along with that of NESAC, will oversee the establishment of the system of operation of AWS – including preparation of functioning guidelines and imparting of basic training of the personnel deployed in the Control Room. It was noted that since the Weather Link software and MOSDAC website shall take care of analysis and display of data, technical manpower is not required for manning the system. The personnel thus deployed should just be capable of handling computers and internet. IMD personnel, along with that of NESAC, will also monitor the effective functioning of the operation system. While the responsibility of establishing the system of automatic updating of weather data in local website and mobile app is the responsibility of the contracted party [i.e. M/s Info Electronics Systems India Pvt. Transport commissioner transferred IN JUST With the numerous initiatives undertaken by Dr J Balaji, it was said that the transport department had just started to do good work, but he has been bafflingly transferred just three months into the job.

he 2001 batch Assam Cadre IAS officer Dr J Balaji was born and brought up in Gudiwada near Vijaywada in Andhra Pradesh but has been living in Assam with his family for the last fi fteen years, serving in the state government in various profiles. He was made the commissioner of transport in the month of May 2015. But it has not even been four months of his tenure as the commissioner of transport that he has been transferred to the health department as the secretary. In these four months his initiatives to streamline the transport department was appreciated from various sections including the public, but interestingly the commissioner was shifted just when several steps were being undertaken to smoothen the department and reduce corruption.

The initiatives Soon after joining as the transport commissioner, Dr Balaji had said, “Whenever we receive any complaint we suspend people or we fi le an FIR. I will not spare anybody. We will be very strict on corruption issues. I have registered a case against a man who has taken money from the public. Many things depend on leadership also. If the main head of a family is honest, 80% of the things will be in order. I am honest and if I have to take care of my officers, I should have integrity. If I don’t have integrity, I cannot enforce integrity down the line.” The commissioner undertook many initiatives to cut down corruption in the transport department. A city based man who works as a middleman in the DTO to help people acquire licenses said, “Ever since the new commissioner joined the transport department, it has been very difficult to acquire licenses for the public without following the proper procedure. It has impacted our survival.” The man was referring to J Balaji who had instructed all the DTOs in Assam to follow all rules.

Why was the commissioner transferred?

According to a highly placed source in the transport department, the decision of the complete ban on overloaded vehicles was one of the main reasons for his transfer, as the check gate in-charges of the check gates are used to earn huge amounts of money as bribes from these overloaded vehicles. Shockingly, according to the source, there is a nexus between the corrupt officials of the transport department and some politicians who back those officers and receive a share of the money collected. Transport minister Ajit Singh said, “J Balaji is transferred to the health department which required good officials. The transport department can anyways run but health is a vital department therefore he has been transferred there.” On being asked about his efficiency and anti-corruption stance in the transport department, the minister claimed that now too the department would be run smoothly but the health department required him the most. No matter what the reason might be but a bureaucrat should be at least provided a reasonable period of time to bring about any

Balaji is now posted as secretary to the health department and we can only wait and watch if he gets transferred from there too. G

rowing air pollution has emerged as a serious concern in the city, with vehicular emission and dust contributing a major share of the deteriorating air quality. Meanwhile, dust pollution is becoming a cause of major concern for the people of Guwahati. A drive around the city will reveal that there is usually a thick layer of dust in the air in most areas. During the dry season it almost seems that a cloud of dust has engulfed the city. Moreover, inhaling particulate matter can cause serious hazards like asthma, lung cancer, upper respiratory infections such as bronchitis and pneumonia, heart problems and even damage to the kidneys and liver.

Sources of air pollution The gradual depletion of the forest cover in the hills surrounding the city and the steady increase in the number of vehicles are major factors for this dust pollution. However, one cannot also ignore the fact that the spurt in real estate construction activities in and around Guwahati has added to it. A study carried out by the Pollution Control Board Assam on the ambient air quality in the state over a seven-year period revealed that gaseous pollutants have remained in the low pollution category. Whereas,

dust particles from Brahmaputra valley that rise up with air that contributes the most in polluting the air. According to officials of the Pollution Control Board Assam (PCBA), 80% of air pollution is caused due to the dust particles and only 20% is caused by other sources such as vehicular pollution that emits sulphur dioxide, bicarbonate and other chemicals. The PCBA which has been monitoring the city’s ambient air quality under the National Air Quality Monitoring Programme (NAMP) has recorded high levels of air pollution in all its monitoring stations in the city. Data with the air quality monitoring station at Bamunimaidam reveals presence of suspended particulate matter (SPM) well above the prescribe limit which is 250 micrograms per cubic meter since the year 2008. The presence of sulphur dioxide and oxides of nitrogen was, however, within the permissible limits at all the monitoring stations.

Initiatives taken The PCBA has increased the number of monitoring stations to six in the city under the NAMP programme. A proposal has also been submitted to the Central Pollution Control Board, Delhi, for setting up a continuous air ambient air quality

monitoring station in the city. Underlining the need for intensive monitoring of the ambient air quality, a database was a must for facilitating formulation of an appropriate action plan for restoration of air quality in the city. There are currently 5 continuous air quality monitoring stations in the city that are located in Dispur (near Good Health Hospital), Birubari, Gauhati University, Pandu and Noonmati whereas the new monitoring system will be installed in the secretariat at Dispur by the month of October. The air pollution index measures air pollution through weighted particles that cause air pollution and determines the pollution level from a scale of 1 to 300. Upto 50 the pollution level is referred as good. 50-100 indicates moderate, 100-200 indicates poor, 200-300 indicates very poor and above 300 indicates severely polluted The PCBA will also initiate source approachment study in the month of October which will ascertain the particular source of pollution. The high volume sampler will draw dust particles in a blotting paper and suck

the polluting components which will help in determining the precise source of the pollution. However, the study will require one year of time to be concluded successfully. The rapid urbanisation and poor environment quality control in Guwahati is giving rise to such high bicarbonate levels. Guwahati is one of India’s most rapidly growing cities since the last 10-12 years. For a rapidly developing c ity like Guwahati with a million and half population, unfortunately, it doesn’t have the infrastructure to sustain this growth. For example, there are just few major roads of which GS road, RG Baruah Road and the GNB road connect different parts of the city and a very poor public transportation system. The result is people prefer travelling in their private vehicles, which gives rise to severe traffic congestion and increased bicarbonate emissions from idling vehicles. With more and more people these days purchasing private vehicles, the energy consumption (fossil fuel) and bicarbonate emissions have also increased tremendously. kalyan.deb@g-plus.in

ne group led by Sarbananda Sonowal and the other by Sidhartha Bhattacharjee, the State BJP has been divided into two camps post the induction of former Congress Minister Himanta Biswa Sarma. As of now, it is a Sidhatha Bharratcharjee versus Sarbananda Sonowal situation in BJP where the camp led by the Union Minister is dead against the idea of inducting ‘abandoned MLAs’ from other political parties. Another camp led by Sidhartha Bhattacharjee, is extending a welcoming hand to all those who want to join the BJP and more precisely, want to fight the next assembly elections on a BJP ticket. On Thursday, the state BJP President Sidhartha Bhattacharjee was spotted with Asom Gana Parishad MLA from Sotea constituency, Padma Hazarika in a hotel in Christianbasti of Guwahati. The two leaders were in a closed-door

meeting for about two and half hours. Later, while talking to newsmen Padma Hazarika said, “Sidhartha Bhattacharjee and I were discussing about the current political situation of the state. We want a Congress-free government in the next elections. We sat and discussed how we could help each other to achieve that. And I will take a decision on whether or not to join Bhartiya Janata party after a few days.” Sources say, Padma Hazarika, the once expelled MLA of the regional party, has been in constant touch with the BJP president Sidhartha Bhattacharjee for quite some time over his decision of joining BJP. Like Himanta Biswa Sarma, Padma hazarika was also facing a tough time which led to his suspension from the party in 2014. he was also entangled in a controversy of having his vote for the Loksabha elections cancelled. Notably, the BJP President’s

enthusiasm to pull MLAs of other parties to his camp was on public display for the first time when he accompanied Himanta Biswa Sarma in the BJP National President Amit Shah’s residence right before Himanta publicly announced his joining the saff ron party. While Sidhartha Bhattacharjee is welcoming all the abandoned MLAs from other parties to the state BJP with the sole motive of strengthening his camp which also includes Dibrugarh MLA Prashant Phukan, the other camp led by Sarbananda Sonwal is leading an anti-induction movement within the party. BJP committees in Sotea constituency have come out openly against induction of Padma Hazarika into BJP. They have claimed that any inclusion in BJP should be done post discussion with its grass root workers. Sarbananda Sonowal, Union Minister of States has also echoed the

same voice claiming that BJP would give party tickets to candidates only after the approval of the screening committee and central committee of the party. Sarbananda Sonowal is supported by senior leaders like Rajen Gohain, who strongly opposed giving party tickets to anyone who has not spent at least three years within the party. On Tuesday, senior BJP leader and a Member of Parliament Rajen Gohain maintained that BJP would not give party tickets to fight the assembly polls to whoever comes in and asks for it. “The party has many leaders who have devoted a good time of their lives for the party. These people will be BJP’s preference while distributing party tickets. The party will not give a ticket to anyone who has not spent at least three years within the party. It’s not like that you come in, ask for a ticket and the party will provide you

with one.” This statement of Rajen Gohain, came at a time, when the dissident Congress MLAs are in no mood to revive their lost rapport with the Congress party and have been commenting against the party activities in view of their induction into BJP. Thus, the possibility of nine Congress MLAs to follow Himanta Biswa Sarma’s way seems to be receding. The nine MLAs who are supposed to join the BJP within this week are Pradan Boruah, Rajen Borthakur, Pijush Hazarika, Jayanta Malla Boruah, Abu Taher Bepari, Pallab Lochan Das, Kripanath Malla, Binanda Saiki and Bolin Chetia. Difference of opinion among the party has clearly made it a Sidhartha Bhattacharjee versus Sarbananda Sonowal ahead of polls. The induction of Himanta Biswa Sarma, was expected to strengthen BJP, but the hope is fading away fast. BJP is feared to be facing the same rebellion-like situation the Congress has had to deal with for years with an influential Himanta Biswa Sarma and his dissenters. Notably, Union Minister Sarbanada Sonowal was a bitter rival of Himanta Biswa Sarma but Himanta had got better of him thanks to his brother’s RSS connection. But with the situation till now, it is almost likely that Sarma will certainly face challenges from his detractors within the party. Himanta may not be chosen for the top post even if BJP comes to power going by Narendra Modi’s track record of picking chief ministers in states like Maharashtra, Haryana and Jharkhand.

She joined KV, Khanapara in the year 1983 but was permanently posted to in KV, Borjhar in the year 1985 as Trained Graduate Teacher for Science. She again joined KV, Khanapara in 1987 where she spent most of her teaching life till the year 2003, following which she was posted to KV, Roing in Arunachal Pradesh and in the year 2005 she was posted to Jorhat KV, ONGC. Queenie Sarma comes from a family background of teachers and believes that the best way of developing a relation is interacting with them in a curriculum basis and as back in the old days, students did not have much exposure so it was through the relationship with one’s teacher a student learns to develop one’s skills of interacting, developing good personality which helps them to prosper in life.

Happiest moment in teaching career Tapan Chandra Mishrah mentioned about a student named Umesh Kalita who was from the 1983 batch and was the first ever to attain letter marks in the HSLC examination. Tapan Chandra Mishrah sharing a moment with the student asserted, “During one of the examination I had given him 79 out of 100, although he had scored 80 but later the same student ended up in scoring letter marks in the HSLC and was the first to get a letter in Geography from Assam.”

Residents suffer from flooded homes due to improper drainage and water logging.

T

he Amaravati path located in Christian Basti, GS Road gives off an illusion of being a well developed area with a wellconstructed street, crowded with buildings and apartments and having a proper drainage system. However, once you speak to the locals, you would get a different picture – a sorry tale and insight into the sufferings of the residents of the area. The settlement of people in the area began in the year 1975, when around five residents started settling down in the area. Back then, it was surrounded by green fields on all sides and there was no properly constructed road. The area remained in that condition until the government took up the initiative of developing the road in the year 1989, after the Pannyagar Bhawan was constructed. However, the area had always remained in a half done and underdeveloped state until recently, the Amaravati Path

Unnayan Samiti, through its various sustained efforts, worked on the road and drainage system. From the early settlements of those five residences however, the Amaravati path on this day houses around ten apartments that provide accommodations to over 300 families, four government offices and an educational institute.

Problems faced by the residents Drainage outlet: Since the completion of construction of the road and drainage system that initially had its natural outlet towards the RG Baruah Road, the outlet has since been diverted towards the GS Road. Since the road is sloped towards the northeast end, the overf lowing excess amount of water seeps into the premises of residences and apartments in the area. The problem has also compelled one of the residents to

leave the property, whereas several others had to reconstruct their homes. “The suggestion to provide the drainage outlet through the RG Baruah Road was mentioned in the proposal for constructing the road and drainage system, but there was no response and neither were any steps taken accordingly. While two out of the three requirements were fulfilled, the drainage outlet that was naturally towards the RG Baruah road remained ignored. Since the outlet towards the GS Road is at an elevated position, the excess amount of water does not go out and seeps into our residences and the ground f loor of the apartments,” said KM Baishya, former additional secretary, government of Assam and a resident of the Amaravati Path. “Some of the residents have constructed drainage through their residences on their own for the water to drain away through the Nilomoni Path but most apartments remain f looded during heavy rainfall. Several residences also had to be reconstructed since no solution was provided even after repeatedly approaching the authorities,” Baishya lamented. Due to similar problems, Ganesh Saikia, one of the earliest residents of the area has abandoned his property. Several pleas were made to the concerned departments and the additional chief secretary by representation from the Unnayan Samiti, but no response has been received so far.

Garbage collection Following the GMC elections,

while door to door garbage collection happens in most of the areas in the city, Amaravati Path still remains deprived of this basic amenity. As stated by the locals, no such facility has been provided to the residents of the area and they have to dump their waste into the garbage bins located near the Christian Basti petrol pump. “We use the garbage bin located on the main road to get rid of the waste since no facility of door to door garbage collection has been provided to the residents of the area,” Baishya asserted.

Drinking water Like several areas in the city, drinking water is one of the major concerns of the residents. Though, the families residing in their private residents have deep wells as their only source of drinking water, the people living in the apartments have to buy their drinking water on a daily basis. The water levels of the wells have also drastically lowered over the years. The residents’ only rescue to the problem is the timely conclusion of the GMDA/JICA water supply project. The pipeline has been installed in the area while the residents are hopeful of timely implementation of the project. Authorities’ say The area sabha member expressed concern over the problem of the drainage outlet and mentioned that the road was constructed by the PWD (Public Works Department). The area sabha member also alleged that due to the ignorance of the concerned departments and the contractors, the people are having to suffer.

“While carrying out the work in the area, the PWD engineers and the contractors were aware that the outlet was on a higher level than the drainage system of the area. However, they ignored this simple fact and in a hurry to finish off the work, constructed the outlet through the GS Road despite of it being located in a low-lying area,” said area sabha member Shanna Ghosh while speaking to G Plus. “Since the natural outlet of the drainage system was through RG Baruah Road, it had to be constructed through a private property. The contractor however, instead of approaching the property owner, constructed the drainage system connecting it to GS Road even after being notified about the problem,” Ghosh added. The Area Sabha member also informed that the lack of door to door garbage collection was not brought to the notice of the member. Neither any resident nor the members of the Unnayan Samiti had conveyed anything regarding the problem of garbage collection. However, the problem will soon be resolved after being brought to light by G Plus. Though, the people are having to suffer heavily due to faulty construction, No respite or rectification seems to be in sight in spite of the residents of Amaravati Path being optimistic. What happens next would be interesting since the area is located right in the heart of Guwahati on the GS Road and if such a place remains neglected, then we wonder how the city would develop. kalyan.deb@g-plus.in

India’s Law Commission has released a report recommending that the country should move towards abolishing the death penalty, except in terrorism cases to safeguard national security. It marks a shift for the body that advises the government on which laws have become outdated. In its previous major review in 1967, the commission concluded that India couldn’t risk the “experiment of abolition of capital punishment.” G Plus talks to city people and takes their opinion on the move.

“I support the move of the Law Commission of India regarding the abolition of death penalty as no one has the right to take a person’s life. No one can give life to a person and nor does anyone have the right to take a person’s life. A judgement or evidence might be wrong and there ere are some people who might submit wrong ong evidence. So the death penalty is not justified.”

orn in Guwahati on October 1st 1959, Amlandeep Das comes from a family of educationists and has been inculcated in a similar fasion. Son to influential parents where his father was the professor of Anthropology and mother Dr. Lakhya Hira Das was the professor of Education at Gauhati University, it was the gene that inspired him to get involved in teaching. It was in 1984 when Amlandeep Das joined Cotton College as a professor of English and has been associated with the institution ever since. “From my very childhood I have seen my parents as teachers and they had a tremendous influence on my life. I used to see them reading books and preparing lectures and that’s what laid the seed of academic influence,” said Amlandeep Das. Professor Das received his early education from Don Bosco School and went on to complete his Higher Secondary from St. Edmun’sd College in Shillong. He came back to the city to pursue his graduation followed by a master’s degree in English from Cotton College and subsequently joined his alma matter as a professor. Das has also been deeply influenced by music which transcended from his maternal side. His mother Dr. Lakhya Hira Das is a renowned singer. However, the professor found his calling in Rock and Roll with his major influences being bands such as The Beatles, Led Zeppelin, The Rolling Stones, King Crimson, Velvet Underground, The Who and Jimi Hendrix. Amlandeep was also a part of a band named Hush Puppies where he was the frontman and had performed in several tea garden clubs as well. “I had a very cultural upbringing and since my mother sang with the likes of Khagen Mahanta and others, several luminaries of the Assamese music industry such as Bishnu Rabha, Biren Dutta, Kula Baruah, Pulak Banarjee would often visit our house. This was during the late 70s when Guwahati,

unlike what it is today, was like a small village. However, for me music was always a hobby rather than a career option since, back then bands from here could not really make it big,” Das added. Meanwhile, being a musician has also helped him develop a much healthier and friendlier relationship with his students. Although, he did not choose music as a career option, as a hobby, music holds its own significant space as he also sometimes jams with his students. Apart from a musician, Das is also a fitness enthusiast. Playing tennis is a part of Das’s regular routine and he has a specific time reserved for five days a week at the India Club through which, he maintains his fitness. Das also played cricket for the East zone and was chosen for Indian Schools (Net) while he was in 10th standard but had to miss out on the opportunity due to his HSLC exams. Being a teacher for over 30 years, he has also experienced the change that has taken place in the education environment. “There is a huge change in the education scenario since most of the bright students are opting out and prefer colleges in other states that are wellknown and have good infrastructure and faculty. This has caused deterioration in the quality of students over time. So the government should rectify the selection process and verify the teaching capabilities. Since, teaching is an influential job, a teacher should be able to to communicate better,” Das said. In his years, of teaching, Professor Das has probably never faced such a problem since many of his present and erstwhile students love him. “He was one of the coolest professors in the city and that he used to teach English just added to the charm,” said Banani one his ex-students. This is also reflected by the fact that the Professor loves teaching and has said that he would like to continue as long as it is possible. Well, we surely hope he does continue doing that.

As soon as she attains her youth, the wicked minds of society start to grab her for their personal benefits. Acts like women trafficking, molestation and finally, the bitterest of all, in the form of rape try to engulf her. Though she gets rescued by a group of optimistic people, she fails to win her struggle of justice as the wicked mind succeeds to ‘manage’ the law by money and muscle power. But her war does not end here. With the essence, that the power of Goddess Durga is embedded within every woman, the girl finally gathers all her courage and kills the demon of the society. Such a narrative named as ‘Shakti’ was enacted on stage through mime at the recently held mime show ‘Voice of Silence 2015’ at the Rabindra Bhawan on 2728 August, 2015. Presented by Mime Academy, Guwahati in association with Directorate of Cultural Affairs, Govt. of Assam, the production was conceptualised and directed by Sangeet Natak Akademi Awardee Moinul Haque. The second act of the show was on the issue pertaining to ‘Child Labour’. Although the guilty couple was caught red handed while infl icting injustice on a teenage girl maid, they too succeeded to manage both police and media and finally the activists of Child Right Protections. Similarly, the dowry system was also attacked by the artists through the enactment of a humorous act, with the purpose of delivering the serious message. Maintaining the essence of humour at the beginning, the artists delivered another social message regarding the usage of Dustbin. Be it a marriage hall or a public park, the common sense of keeping our surroundings clean may slip from everyone’s mind, but a blind man opens up the eyes of everyone present

In this current presentation, Ration Card gets replaced by National Register of Citizens (NRC), which is quite contemporary in the political and social environment of Assam. Over the last three decades, silent crusader Moinul Haque

has been contributing a lot in the cultural arena of the state through his creative art and is hopeful of organising such presentations every year with the motto of giving the same an international dimension as well. Many unuttered things about our society were said in the presentation in disguise of entertainment. Though many of the acts were plain comedy, many others were expected to serve the purpose of being eye-openers.

very aspect in this world is an expression of consciousness. Everything in this world is dynamic. Even the mountain is not static. Every atom is dynamic in nature. They all undergo certain stages of evolution. The entire creation is made up of five elements and ten sense organs — five organs of perception and five organs of action. This entire creation is there to give you pleasure and relief. Whatever gives you pleasure should also give you relief. Otherwise the very pleasure becomes pain. Let me give you an example: you like apple pie, but five of it at one time may be a little too much for you. The same thing which gave you pleasure will now make you suffer. The entire creation gives you pleasure and liberation. You have to get yourself liberated from all these at some point of time or else pleasure become pain. Though this world does not exist for one who is enlightened like the way it exists for the one who is not enlightened, the world continues to exist with its opposites. For one who has awakened in knowledge there is no more suffering for him. The world appears completely different. For him, every inch of this creation is fi lled with bliss or part of the Self. But for others it exists as they see it. Your body is made up of three gunas — Satva, Rajas & Tamas — and your thoughts and behaviour patterns change accordingly. Tamas creates more dullness, sleep, lethargy and Rajas creates restlessness, desires and anguish. When the mind is dominated by Satva, it is joyful, alert and enthusiastic. When these three gunas act in your body according to their nature, all these different qualities dominate. Observe the tendencies that come up in you and don’t think that you are those tendencies. There is a story. There was a great monk, who lived in the Himalayas. He had free access anywhere he went. People loved him and welcomed him. Everyday, this monk went to the king’s palace to have lunch. And the queen would serve him lunch in a golden plate and cup. He would eat and walk away. Once, after his meal, he just grabbed a silver glass and a golden spoon and walked away with it. He didn’t even tell anyone that he wanted them. People in the palace were surprised. ‘‘What happened to the monk? He has never taken anything like that, what has happened today, that too without telling anybody?’’ they wondered. Three days later he brought the things back. This was even more puzzling. The king called all the wise people to analyse the monk’s behaviour. The pundits and the wise men investigated to find out what was fed to the monk that day. They found out that it was some food which was confiscated

is name is Madhab (name not changed). He belongs to one of the seven sister’s states of the North East. He was a national Gold medalist in boxing for 3 consecutive years. At the peak of his career he met with a terrible accident and he broke both his hip bone. In Orthopaedic parlance he sustained “fracture neck of the femur” on both side with bilateral pelvic bone fracture and other associated injuries too. He was sent to my facility one day later in a grave condition where he was battling for his life. He was brought in a “life first” vehicle on a ventilator. I saw the patient in the middle of the night around 2AM and we had to resuscitate him and shifted him to the ICU. He had lost a lot of blood so he was Haemodynamically very unstable, we couldnot record his BP(blood pressure) on arrival, so I decided to operate on him after he was somewhat stabilized in the ICU. At around 4am my surgical team was ready to receive him in the OT to perform a life saving procedure. We had to arrange for about 6 units of blood for Madhab which was very difficult to arrange as he was accompanied by his elderly parents and one sister, its always a challenge for us to arrange blood at those wee hours of the night. I pulled all my effort and scoured all the blood banks at that time of the night and procured 4 units and for the remaining 2 units I along with my assistant decided to donate the 2 remaining units. We surgeons sometimes in very desperate situations do this particular deed. After grueling 5 hours the surgery was over and the patient was doing fine with all his vitals slowly returning to normal. The next couple of days was crutial but he pulled through.

After he was back in his senses he told me about his accident, about his career, his family his dreams. I had still one bad news to tell him and that was that we will need to do definite operation for his badly broken hip bones and that he will require bilateral TOTAL HIP REPLACEMENT of both his hips. Now THR or total hip replacement surgery are very demanding surgeries which becomes more demanding if done for someone who is in their early 30s or 40s. THR means Madhab has to give up his active sporting career and that was the big blow which unfortunately I had to break it to him. After lot of deliberations he and his family member agreed as their was no other alternative for him to walk as before. So I performed his bilateral hip replacement and after a few days he was up and about. He was discharged . I was sad when he left. He came back after 6 weeks for check up without any help he was walking. He touched my feet and I jumped to embrace him and I saw tears in his eyes. He said “ You are my God sir you saved me”. I was overwhelmed by his emotions. He had to give up his active sporting career as a boxer and had taken up coaching as a full time profession. He was happy and I was happy to see his happiness. This is not a very dramatic story with lot of twist and drama but it’s a true story. Incidents like this can befall anyone but life continues because life’s beautiful. “Keeping physically active helps your reflexes stay sharp and your muscles stay strong,” says Shreyasee Amin, MD, a rheumatologist at the Mayo Clinic in Rochester, Minnesota. “That can help with coordination and lower your risk of falling.” If you’re fit, your balance is better, and that makes you much less likely to take a fall than someone who has become bedridden and infirm. Aside from improving your balance and strength, exercise also has a direct impact on the strength of your bones. Bone is a living tissue. Like muscle, it weakens if you don’t exercise it. By staying fit, you can make your bones stronger and less likely to break during a fall. Experts generally recommend a combination of weight-bearing exercise (like walking), resistance exercise (like lift ing weights), and flexibility and balance exercises (like yoga or tai chi).

Know How Medicines Might Affect You Unfortunately, as you get older, you’re more likely to need daily medications. And all medications have side effects, some of which can increase your risk of having a fall. Medications that can cause dizziness or lack of coordination are

Tread Carefully If you have osteoporosis, you need to consider more than fashion when choosing your shoes. Wearing the wrong sort of footwear can really increase your risk of a fall. But happily, you don’t have to be stuck with “sensible shoes” either. Just look for low-heeled shoes that offer good support and have rubber soles rather than leather ones. While sneakers are fine, avoid ones with deep treads that can trip you up. Also, it’s time to start wearing shoes inside the house too: walking around in socks and slippers can increase your risk of slipping. When you’re walking outside, play it safe. Walk on the grass when it’s been raining or snowing, since you’re more likely to slip on concrete. Always put down salt or kitty litter on icy patches around your home. If you have difficulty walking due to a medical condition such as arthritis or another problem, make sure to use the assistive device recommended by your doctor or physical therapist such as a cane or walker.

But this just drives home how important prevention is: since some fractures can’t be prevented, you need to work on the fracture risks you can control. While bone fractures may be more likely as you get older, they aren’t inevitable. Sure, some of these fracture prevention tips require a little effort and forethought on your part. It’s easy to put them off or ignore them. But are they worth it? You bet. Better to take precautions now than regret not taking them later -- while you lie in a cast counting the panels in your hospital room ceiling.

In simple words, Windows 10 turns your PC into a server for distributing updates to other machines. Windows has introduced a new peer-to-peer (P2P) delivery update mechanism. Using the P2P option, you could download a Windows update once, then use that machine to spread the update to all the PCs on your local network. Unfortunately, the settings for the new P2P option default to sharing with other computers over the Internet, not just ones on your network, which eventually eat your upload bandwidth and slows down your network connection. How to disable P2P updates in Windows 10 • First, open the Start Menu and select Settings, then click Updates & Security. • Make sure Windows Update is selected in the left-hand navigation

In the midst of all this, Uday learns that his father has a daughter from his third marriage and that now it is his responsibility to find her a suitable goon – oops! groom. Enter, Ranjana (Shruti Haasan)! In

the meanwhile, there is also a sub-plot of Dimple Kapadia and her daughter Ankita Shrivastav who play the conniving motherdaughter fooling Uday and Majnu for money. To find a suitable ‘sharif’ guy for Ranjana, obviously, Uday and Majnu turn to Dr Gungroo (Paresh Rawal) who has recently learned he has a ready-made son Ajju Bhai aka Ajay (John Abraham). Because everyone crosses everyone in Mumbai, Ranjana and Ajju fall in love in the most ‘natural’ way. They even dance on a pathetic song and soon there is an entry of another don.

Welcome Back is no where close to Welcome so I suggest you don’t go watching this film with expectations of the previous one. If your tastes involve logic defying humor filled with crassness, you will love this film.

ishonored Definitive Edition brings the original 2012 release of Arkane’s stealth-action game to PS4 and Xbox One owners, alongside the three DLC packs. But just how well has the game been ported to new consoles and does it warrant a £29.99 price tag? Initial impressions aren’t brilliant. While the game certainly looks sharp running in 1080p, a nice jump over the 360/PS3 versions, there’s certainly no sense that the game has had a big upgrade. It wasn’t until I looked over footage of

the 360 game that I could see the clearly improved textures which display far more detail than the previous generation systems allowed. Sadly the frame rate remains 30 FPS, like the original console releases, and that is by far the biggest issue with this Definitive Edition. Considering the lack of changes to the visuals, a higher frame rate should have been a given. The Knife of Dunwall and The Brigmore Witches are two excellent pieces of DLC that are well worth playing, telling the story of Daud, while the Dun-

wall City Trials offer 10 challenge maps to test your skills. They don’t make up for the fact that the game is visually so similar to the original, but they certainly add some value. Dishonored is a great game that doesn’t quite achieve excellence, and this collection is the best way to experience it all on consoles, but the port simply offers a crisper image and more defined textures. There’s very little reason to buy this if you’ve already played it, but newcomers will still find a very entertaining title if they embrace the stealth mechanics.

e were in conversation with Jeenti Dutta, the guitarist from Papon & The East India Company. Humbled by his attitude, here is the story of an aspiring musician from Jorhat who tells us about his efforts of saving money to pay for classes and how his humble beginnings have helped him achieve new heights.

Jeenti, tell us something about your days before being a part of Papon & EIC? Back in Jorhat, after my matriculation exams, I wanted to spend some productive time during my vacations. I would just go to my neighbour and strum his guitar along with the other guys. It was there that I heard ‘0summer of 69’ for the first time. When I approached my mother with the idea of playing the guitar, she said, “Why don’t you focus on your studies instead?” There is no one in my family from the music industry, so I never had any support. But I started saving my pocket money from here and there and at Rs. 200 a month, I started attending guitar classes every Sunday, in secrecy. All that was part of my basic tutorial and small gatherings were my platform to showcase my talent. When I played the electric guitar for the first time I found out what distortion actually was. I started jamming and playing more often, getting better each day.

The Engineer with his Guitar I heard Joe Satriani’s ‘Flying in a Blue Dream’ and went, “Wow”. Watching shows and concerts, I learnt things about distortion and pedals and technicalities. I couldn’t afford a distortion box or a pedal, so I used one of those old Sony Walkmans to find new tones and tweaked that to get distortion. After I started doing well in local circles, I mustered up the courage to ask my parents for amplifiers and pedals and soon enough I was made an offer to join a band.

What about support and pressure from your family? I had finished my engineering and there was immediate pressure from my family about getting a job. I had not considered playing professionally at that point. In 2007, I got a job as a project coordinator at Nazira. All my dedication towards playing the guitar was reduced to looking after machines and their diagnosis. My working hours were difficult and I never found time to play the guitar unlike how back in college days I would wake up, brush my teeth, play the guitar, have some breakfast and play the guitar again. I knew I needed to play the guitar and I was not meant for a desk job.

Tell us about your ventures before joining Papon and East India Company?

A

The story revolves around Hiranya Barua, a private insurance employee and his family shifts to his hometown. His son excelling in studies, daughter winning accolades in dance and wife deftly manages the household as always. His long cherished dream of giving his family a simple,

honest and fulfilling life seems to be real. Aditya, ambitious, practical and a little skeptical about his father’s dream, knows that life in this small town may not be that simple and the future, not very rosy. However, even he isn’t prepared for what is yet to come for his family. With elements of myths, facts and facets from the serene land of Assam, Dooronir Nirola Poja, is a reminder of the struggle of the small towns of India. The key role of the film has been essayed by Mintu Baruah, Jayshree Goswami, Bibhuti Bhushan Haz-

What about your top 3 guitar influences?

I tendered my resignation exactly after a year of work. Despite my good performance at the office, I left because I knew; working there was never my calling. In 2008, I was back in Jorhat performing local shows. Soon enough after a couple of leads opened up, i decided to go to Mumbai and search for new opportunities. At Jatin Sharma’s studio (Andheri East, Mumbai), I was introduced to some clients who asked me to collaborate for 4 songs. This led to performances at local clubs and pubs. I did my first world tour in 2009: Singapore, Malaysia. Then I played in the SaReGaMaPa and played for all the three Judges and their bands. I was also a part of a reality show called SurKshetra based in Dubai which was a musical competition between India and Pakistan. All of this led to my first encounter with Papon Da who invited me over for some jam sessions. I picked up his songs, made an impression. I started doing fests with him 2012. I still do open sessions and play with East India Company. I have a home setup and do part time sessions music.

Woodpecker Film Fest gets closer

nown for its focus on issue-based cinema, the Woodpecker Film Festival and Forum promotes debate and discussion on critical social, ecological and development issues like environment and wildlife, health and sanitation, livelihoods, gender, children etc. This year the four-day festival will screen 68 documentaries and short fi lms from 21 cities spread across 15 states. The Woodpecker International Film Festival has selected 7 fi lms for its special segment on North East this year. Films which have been selected include Lotkan (directed by Jivikesh Mazumder), A River island tale (directed by Porag Jyoti Gogoi), The Devil inside me (directed by Raja Narzary), Sita (directed by Kangkan Deka), The Thin

Red Ribbon (directed by Ishani K Dutta), Khoh ki Bo (directed by Gautam Syiem) and Nagaland is changing but…(directed by Gurmeet Sapal). Mention may be made that Red Fm,one of the largest network station with a good presence in the region has come up with Red Fm Pe College K Tashanbaaz Season 3;after overwhelming support and participation of the city colleges . Tashanbaaz has been organized over the last three years in a bid to give a platform to all the college talents so that they get a scope to vent out their talents be it singing,acting,dance or others.

Many great talents have been shortlisted during the phase of audition and now the finalist shall be competing in the Grand Finale to be held soon . The Grand Finale is expected to be grander tougher and more entertaining this time as each and every contestants shall be representing their respective colleges to bring the Title. he history of the Sanatan Dharma Sabha, more commonly known as Hari Sabha located in Panbazar, goes way back to the year 1915 when the 2 kathas and 13 lechas of land was donated by one Rajikant Choudhury. Initially, a building with a tin roof was constructed where the temple was established. Later, on July 28th, 1916 an additional 2 kathas and 6 lechas of land was purchased with funds collected through donations and an area to perform prayers and kirtans was initiated in the Dharma Sabha. The

Dharma Sabha is run by a trust of five members, which according to tradition of the Sabha, must include two Assamese, two Bengali and one Hindi speaking or Marwari member. In its over hundred years of existence, the Hari Sabha has become popular among the Guwahatians for the joyous celebrations of Durga Puja, Kali Puja, Doul Utsav, Janmashtami Puja and several other festivals which are conducted by the same family of Brahmin. The Hari Sabha is one of the most historical landmarks of Guwahati.
