W
hat is the Awesome Assam campaign and why has this been initiated? Much has been said about the Awesome Assam campaign, which of course is a rebranding endeavour that Assam government’s tourism department has embarked upon. The campaign has been called for because Prime Minister Narendra Modi is upbeat about the tourism potential of northeast India. On his visits to Assam, he has time and again eulogized the natural beauty of the state. The need for rebranding has of course come because over the past 15 years, Assam’s potency of boasting about its natural beauty has only been marred by concrete structures everywhere. This is a surprising irony because the domestic populous is demanding more concrete living spaces while the government is hell-bent on selling natural habitat. One such mismatched agendum would be the Pobitora Wildlife sanctuary which, although coming with the tag of a wildlife sanctuary, is actually flocked by frolicking and partying humans. What a mess of the ecosystem! Priority numero uno should be getting our own house in order before we decide to sell the idea to others. The Celeb Factor: HBS locks down Priyanka! “We are talking to Sachin, Ranbir,
Deepika and Priyanka. However, nothing is finalized yet. It has a long way to go. Sachin has informed that he already has several prior commitments,” Assam tourism minister Himanta Biswa Sarma said to the media about a couple of weeks ago. However, after of a lot of speculation, inside sources have told us that Priyanka Chopra is the alleged face of Assam Tourism’s Awesome Assam campaign. However, the ridiculous speculation of the Quantico star being paid a whopping Rs. 15 crores over a period of 10 days seems to be farce. According to sources, Priyanka Chopra is being offered less than Rs. 5 crores for a yearlong deal. Now here is the curve ball – the shoot for the campaign is likely to be done in USA!
The Big Reveal The possible logo of the Awesome Assam campaign reportedly has 3 major elements – the tea leaf, the rhino and the Brahmaputra River. These of course are meant to represent what Assam has to offer. 13% of global tea production is from Assam (Sources), the one-horned rhino is native to Assam and well, the Brahmaputra is supposed to represent everything that is Assam. The logo has reportedly been designed by a Delhi-based agency.
Sneak Peek We took a look at the proposed logo and below is a brief description of what it looks like • Colours used: Green and dark green (tea leaves), gamboge hue (sun), peacock blue (water) and black. (Rhino) • Elements presented: tea leaves, Rhino, sun, water. • Awesome Assam written in dark green in a brush stroke font. Due to copyright issues, we are not able to publish the proposed logo until it is unveiled.
Visualiser’s Comment: This firstly does not qualify as a logo unit; it seems more like an illustration. The elements do not stand out of their own accord. Secondly, the font is extremely “discographic” and has a childish feel to it. Something like this is unacceptable to represent Assam. The representation of Brahmaputra is inadequate with just 2 strokes, something that is available on the internet. There is no sense of “uniqueness” in the logo. The colours represent their own
meaning. Being a state in the eastern part of the country, the sun should’ve preferably been represented by a reddish tone. There are various other elements that could have been used and one such example would be the Jaapi because that is truly unique to the state. In fact, the previous logo of Assam Tourism was better than the proposed logo.
Comparison with other campaigns: Take a look at Gujarat tourism, Rajasthan Tourism (Jaane Kya Dikh Jaye), Madhya Pradesh (The Heart of Incredible India), Kerala Tourism (God’s Own Country) being extremely successful in terms of creating the buzz and increasing visibility of the said destinations. These however have gained prominence in recent times and not all of them have necessarily used a celebrity for their promotion. So why does Assam Tourism need to come with the Priyanka Chopra or a celebrity label for that matter? What is it that she can bring to the table that will actually make people want to come to the northeast in general and Assam in particular? For starters, the above mentioned campaigns have not only done rebranding in terms of their websites and YouTube ads, but before they tried reaching out to the audience, made sure that their infrastructure was set in place. For Rajasthan to offer Hot Air Balloon rides the involved parties must have the adequate resources to conduct such activities. For Gujarat to offer tours to the Gir Lion Reserve, they have made online permits available among other things. These things must be kept in mind before Assam Tourism decides to actually spend crores on just getting someone to say certain lines with the hope that her fan following blindly
follows her to Assam. Or USA for that matter! With tourism trying to outgun other industries in the State, comparison to other states would be unfair and we must look at setting international benchmarks with every campaign. Assam should be making not ripples, but waves in the tourism industry. A gander at Dubai Tourism or Malaysia Tourism website makes you long for a trip to these places and that has to be the power of a campaign. Their list of awards alone would make you wonder why you haven’t visited these destinations. Assam’s Kaziranga, the so called “Rhino abode,” has condemnable poaching incidents every week and we talk about rhino’s being our selling point. The entire park was inundated in the recent floods and thousands of animals and people were running helter-skelter for safety. Is this the level of readiness that Assam wishes to present to the public? The need of the hour is a proper self-appraisal of the current situation, impartially and unaffectedly identifying the sectors that need improvement, a receptive mindset to understand the requirements of world-class tourism and thereafter, the funds for expediting a complete revamp to the identified sectors. Malaysia, Australia or Dubai does not offer world class tourism experience based solely on its natural endowments. Rather, it is the excellent man-made facilities that complement the natural beauty of these places. Closer home, the tourist-heavy states have followed similar ideas in giving tourists the amenities that they deserve. For a whole lot of loud Priyanka Chopra bytes over international television, it is the hushed word-of-mouth whispers by tourists that make or mar the tourism industry of a particular location. sidharth.bedivarma@g-plus.in

t’s that time of the year again when the state government finds itself in the dock over skyrocketing prices of essential commodities. While the state government has been invariably blaming the “price rise at source,” observers point to Dispur’s failure to curb price rise with effective measures and over-dependence on market mechanisms. While price of several commodities have skyrocketed, the price of one of the major commodity, i.e. milk, has been increased for the second time within a span of less than a year. Even after a month of price hike in the wholesale market, the price till date keeps fluctuating from Rs 2 to Rs 3 per litre. Meanwhile, the Greater Guwahati Go Palak Santha, the leading union of dairy farmers in the city, alleged that it is the lack of intervention by the government to control the price of fodder for the cattle. “It is unfortunate that the people have to suffer through the price rise in milk amidst the soaring prices of other commodities. We are also among the commoners and similarly we have families to feed. We

15 teams to monitor price rise in Assam To control skyrocketing of prices of food items Kamrup Metropolitan Authority on Monday formed 15 flying teams to monitor the rates in the state capital. “Prices of essential food items are under control and are on a declining trend. Compared to May-June, the prices have fallen by 3-5 per cent,” Kamrup Metropolitan Deputy Commissioner M Angamuthu told reporters here. The teams were formed to bring down the prices further and control the market, he said. Each team comprises of one magistrate, an inspector of the food and civil supplies department and persons from Guwahati Municipal Corporation. “We will file FIRs against unscrupulous retailers and wholesellers, cancel their trading licences and seal the shops. We will not tolerate any manipulation with the prices,” Angamuthu said. Wholesale prices of food items have to follow government rates, he said adding that all approved traders have to display it in their shops. Angamuthu said that there is absolutely no shortage of items in the market. On rising cases of dengue in Kamrup Metropolitan district, he said altogether 437 cases of Type-I dengue have been detected so far. “The Type-I is non-fatal, while the Type-II is fatal. We have not detected any Type-II dengue case yet and there is no death till now,” Angamuthu said.

The government should intervene as the dairy farmers are increasing the prices at their own will. o enable scores of tourists to relive the memories of steam trains in the ensuing tourist season, the Northeast Frontier Railway (NFR) will introduce three additional pairs of toy trains between Darjeeling and Ghum in the world-famous Darjeeling Himalayan Railway (DHR). With this introduction scheduled to be operational from 10th September, there will be 9 pairs of toy trains plying on the 6 km distance between Ghum and Darjeeling. It is worth mentioning that all the three new trains would be hauled by steam locomotives which have a high heritage appeal among tourists. Of the 9 toy trains 3 will now be hauled by diesel locomotives and the rest by steam powered locomotives. NFR has recently refurbished as many as 14 narrow gauge coaches by which the seating capacity of these coaches has also been increased to as many as 28 seats from existing 12, 14 and 16-seater coaches. With each diesel locomotive hauling three coaches and steam loco hauling two, these 9 trains will haul as many as 21 coaches during the peak season catering to the large festive season rush. Preservation and conservation of this railway, which has been recognized as an asset and accorded World Heritage Status by UNESCO, is a task being undertaken by NFR in right earnest. Recently, representatives of UNESCO, namely Moe Chiba, Kai Weise and Paul Atkins, who were on a visit to DHR had a meeting with the General Manager of NF Railway, Shri Chahatey Ram, in the presence of Executive Director (Heritage) in the Railway Board at Maligaon. During the meeting, the General Manager assured the representatives of UNESCO that NFR would extend all possible help for conservation of the priceless heritage of DHR.

100 days of governance: an evaluation and some reminders

fter ascending the throne, lashing the Congress government which had ruled Assam for 15 long years, it is natural that the people of Assam harbor huge expectations from the BJP government. Addressing a press conference on the occasion of the completion of 100 days in power, Chief Minister Sarbananda Sonowal said, “My ministers are working towards fulfilling all the promises for the betterment of the state, although 100 days are not enough to justify it.” Considered as ‘Jatiya Nayak,’ Sonowal stepped into power with three basic promises – protection of the Jaati (identity of the indigenous people), Maati (land), and Bheti (homestead). Here’s a quick performance check of the good, bad and the ugly over the course of the three months of the Sarbananda government.

The 100 days have also been marked by a spurt in militant activity by ULFA and NDFB factions. “People are already beginning to lose faith in the new government,” said Assam Pradesh Congress president Ripun Bora. “Agitations, road blockades, burning of the CM’s effigies, rhino poaching, price rise, militant attacks — the list of things that should not have happened but have happened is growing longer.” Another failure of the government is failure to stop illegal migration within the state. The floods only added to his woes and a helpless Sarbananda has now proposed dredging the mighty Brahmaputra as a possible solution.
The Ugly:
The Good: Sarbananda came to power with the big announcement of stopping his convoy at traffic signals and not annoyance for the public. This has definitely sent a good vibe among the people. For the first time, the CM’s convoy was limited to just seven vehicles which has set an example for future chief ministers. He also abolished all check gates which had become hubs of syndicates and illegal activities since the regime of the preceding government, with immediate effect. Soon after coming to power, Sonowal turned his attention to take stock of the National Register of Citizens (NRC) work progress, its updation and revision. Bringing a huge turn around in the employment scenario of Assam, Sarbananda abolished viva interview rounds for the 3rd and 4th grade Assam government employees. One of the brave initiatives undertaken by Sonowal was to implement anti-corruption measures which led to the suspension of senior officials like Mahat Talukdar who had been exploiting the heritage of Assam since a long time. As
Chief Minister Sarbananda Sonowal has completed 100 days of governance in Assam and he has many promises to keep in the name of ‘Paribartan’ promised, BJP Government has taken every step to eradicate rhino poaching within Kaziranga National Park which effectively has led to the arrest of a hundred poachers till date. To make the best out of the rhino horns in the global market, the government has considered undertaking a survey of all the rhino horns lying in the government treasuries which has unearthed one the world’s largest rhino horns. Standing on one of the major promises of reviving the cultural ethos of Assam, the government has reached out to the film fraternity across the state. The Silpi and Kalakaushali Kalyan Ni-
dhi implemented with Rs 1 crore is a move worth considering. Adding to it, the pensions of the cine artists have also been raised. The TET qualifiers of the state have finally seen a ray of hope, with the regularization of posts of more than 17,000 teachers.
The Bad: Guwahati has witnessed nearly 200 cases of late night accidents from May to August. What is worse is the fact that most of the accidents were reported to be consequences of drunken driving. Shockingly, these happened

Also, the prices of daily groceries have skyrocketed. The petrol and diesel prices have gone high too, bringing tough days for the public in day to day life. There have also been rampant cases of kidnapping, trafficking, crime against women.
Final Impression: Though hundred days of being in power is quite a short time to end up judging the efficiency of the Government, it is long enough to give people the hope and impression of a better Assam. While cases like the Adishree rescue have given the people of Assam a new hope from the authorities, there have also been issues which have been affecting the masses. Considering all the pros and cons during the 100 days of Sarbananda Government, people of Assam can only hope for a state that stands true to the ideology of ‘Paribartan’: a state which grows along with all the three elements of protecting Jaati, Maati and Bheti.
Nagaon treasury reveals one of the world’s largest rhino horn GPLUS NEWS

he Rhino Horn Verification process that began since Monday, across Assam, revealed a large number of rhino horns from
the Government treasuries. The verification process also revealed a rhino horn from the Nagaon treasury, which is believed to be one of the world’s largest rhino horn. The horn is 36cm-long, and weighs 3.051 kg. It belonged to a rhino from the Bagori range of Kaziranga National Park. The committee said the horn was found in August 1982. The outer curvature length of the horn is 45 cm, inner curvature is 38 cm while the base circumference is 60 cm.

on’t take a deep breath but brace yourself! Growing air pollution has emerged as a serious concern for the city. Sulphur dioxide, ammonia and suspended particles in the air are higher across the city than the Central Pollution Control Board (CPCB) standards leading to air pollution and posing serious health concerns. Concentration levels of air pollutants in the city show mixed observations. Sulphur dioxide and nitrogen dioxide are found to be below prescribed standards at all six monitoring sites of the city. However, the amount of coarse dust particles has been found to be consistently high. Particle pollution, also called particulate matter or PM, is a mixture of solids and liquid droplets floating in the air. Some particles are released directly from a specific source, while others form in complicated chemical reactions in the atmosphere. Particles come in a wide range of sizes. Particles less than or equal to 10 micrometers in diameter are so small that they can get into the lungs potentially causing serious health problems. Ten micrometers is less than the width of a single strand of human hair. Such is the cause of pollution in Guwahati. Along with vehicular emission, dust contributes a major share of the deteriorating air quality. It is easily noticeable during a stroll around the city. One can usually notice a thick layer of dust covering several areas, especially during the dry seasons. It requires mention that inhaling particulate matter can cause hazardous diseases like asthma, lung cancer, upper respiratory infections such as bronchitis and pneumonia, heart problems and even damage to the kidneys and liver. between last year’s air quality data with this year. Environment status report of Guwahati observes that with widespread construction activities and increasing number of vehicles, suspended particulates in the ambient air exceed the air quality standards set by CPCB.
Sources of air pollution: The gradual depletion of the forest cover in the hills surrounding the city and the steady increase in the number of vehicles are major factors for this dust pollution. However, one cannot also ignore the fact that the spurt in real estate construction activities in and around Guwahati has also played its part. A study carried out by the Pollution Control Board Assam on the ambient air quality in the state over a 7-year period revealed that gaseous pollutants have remained in the low pollution category whereas dust particles from Brahmaputra valley that rise up with air is what contributes the most in polluting the air. According to officials of Pollution Control Board Assam (PCBA) 80% of air pollution is caused due to dust particles and only 20% is caused by other sources such as vehicular pollution that emits sulphur dioxide, bicarbonate, etc. The PCBA which has been monitoring the city’s ambient air quality under the National Air Quality Monitoring Programme (NAMP) has recorded high levels of air pollution in all its monitoring stations in the city. Data with the air quality monitoring station at Bamunimaidam reveals presence of suspended particulate matter (SPM) well above the prescribed limit which is 250 micrograms per cubic meter since the year 2008.
The presence of sulphur dioxide and oxides of nitrogen was however within the permissible limits at all the monitoring stations. There are currently 6 continuous air quality monitoring stations in the city that are located in Bamunimaidam, Dispur, Birubari, Gauhati University, Pandu and Noonmati. The air pollution index measures air pollution through weighted particles that cause air pollution and determine the pollution level on a scale of 1 to 300. The rapid urbanization and poor environment quality control in Guwahati is giving rise to such high bicarbonate levels. Guwahati has been one of India’s most rapidly growing cities since the last 10-12 years. Unfortunately, for a rapidly urbanizing city like Guwahati with a population of a million and half, it doesn’t have the infrastructure to sustain this growth. For example, there are just few major roads of which GS Road, RG Baruah Road and the GNB Road connects different parts of the city. Added to this is the very poor public transportation system. The result is that people prefer travelling in their own private vehicles causing large scale emission throughout the city. kalyan.deb@g-plus.in

he Assam Government has urged the Centre to seal Indo-Bangladesh border under the supervision of the Army. Sarbananda Sonowal on Thursday said, “Our honest aim is to seal the borders between Assam and Bangladesh as soon as possible, to prevent illegal immigration within the state.” Sonowal further said that he wants the sealing of the borders to be accomplished under the supervision and guidance of the Indian army. As described by Sonowal, the quality of the current fencing is not that good and to prevent the illegal immigration, better quality of fencing should be used. While addressing the media, on the occasion of 100 days of BJP Government in Assam, Sonowal said that one of the significant motives of the BJP government is to eradicate corruption, which he and his ministers are working towards. Lashing out at the failures of the Congress government during the past 15 years, Sonowal said, “People’s lives were crippled under corruption during the last government. Our thrust has been to give people relief from it. Our ministers are not only talking against corruption but are acting against this menace.” Hitting out at the Congress government on the economic front, Sonowal said that the BJP government has inherited a debt of around Rs. 17,000 crores from the predecessor Government which are leading to problems for the current government.

Therefore, the public transport stoppage or even halting of wingers, trekkers etc. in the area near the memorial should be stopped and such stoppage should be shifted to another area. The place should be developed simultaneously with the other projects by setting up of a park or some beautification project so that the area can be developed in a better way rather than to allow it to turn into a crime prone area.” The member also said that despite the current situation around the memorial gets around 1000 visitors every day and this increases to 2000-3000 on weekends. If the place is developed correctly more visitors, including foreign visitors, can be expected.

he Jalukbari rotary is fast progressing into a crime prone area with the unauthorized bus stoppage near the Bhupen Hazarika Samadhikshetra where a large number of visitors from across the state transit the area on their way to other places of Guwahati either for work or pleasure. The National Highway Authority of India (NHAI) has planned a beautification project under the flyover. The same is in process. But even before the commencement of the project the area is turning into a crime prone area with a large number of flying visitors transiting through the place. “I am a student of Gauhati University and I stay in hostel but I have to go to Ulubari for tuition classes. By the time I return it is often late in the evening and I have to change buses from Jalukbari to University. I feel very awkward while waiting for my bus as the place is very dark and only the street vendors and visitors linger around in the place making it very unsafe for girls. They often taunt the girls who wait alone in the area. The concerned authority should immediately take steps for upgrading the place by installing proper streetlights so that no crime can occur there,” said a student of Gauhati University while speaking to G Plus. Moreover, the Bhupen Hazarika Samadhikshetra has all the potential to become a tourist destination but for the unauthorized bus and trekker stoppage which disallows the memorial from getting its due importance. “The place remains noisy throughout the day due to the bus stop-
page and the fruit vendors sit by the roadside making the surroundings dirty. The government should take the beautification project seriously as the Samadhikshetra is nearby and tourists will visit only if the area is well maintained. Due to the continuous construction works on the road even the pen stand artefact installed under the Samadhikshetra by the roadside is filled with dust requiring continuous cleaning as many visitors throng the memorial,” said Hemanta Deka, Secretary of Bhupen Hazarika Samadhikshetra Samannay Committee. Deka said that the buses, wingers, trekkers and travellers stand right in front of the gate of the Samadhikshetra smearing the beauty of the memorial and creating problems for visitors. The bus stoppage needs to be shifted to some other place and the area needs to be developed with a proper beautification project making it attractive more tourists. One of the visitors said, “During the rainy season, the under-constructed road becomes a huge mess and the vehicles are parked in such a way that passing through the area becomes virtually impossible. I work in a private company here and I come from Rangia daily and have to take the bus from here. The place is also unsafe for girls in the evening as there is no proper security system and the place is full of visitors.” Meanwhile, a member of Samadhikshetra said that as Guwahati is the hub of the northeast, people from across the state and northeast move to other places via the city. “People coming from the air-

ourism is a major social phenomenon of the modern society. It’s not only about a place of entertainment but a significant agent that accelerates the economic development of a particular location. For many people in India, the north eastern region of the nation still revolves around the city of Guwahati. The city that’s been hugging the shores of the turbulent Brahmaputra and carries glorious history plays a major role in enhancing the tourism potential of the entire state of Assam – a fact that cannot be undermined. Despite the immense tourism potential that the city carries, it is saddening that Guwahati is failing even on the domestic tourism front. While most of the cities in India have utilized its resources to promote tourism, Guwahati seems to be limping behind with the state management and public still unaware of its enormous tourism potential emanating from its natural endowments that can be harnessed in a sustainable manner. Five randomly chosen spots that demand immediate renovation are discussed below. 1. Northbrook Gate - The historic Northbrook Gate - a landmark that was created during the British era - has virtually turned into ruins lately. What was once popularly known as the lone piece of brick architecture in the city now faces serious threats to its existence. The Northbrook Gate, despite being located in the heart of the city, is battling against all odds, and no authority seems to be stepping in to save the historical monument. The brick structure that was built during the 19th century now lies in a deplorable condition; parts of the walls reveal the red bricks resulting from the plaster peeling off. Multiple cracks have developed at various parts of the structure indicating that it is getting weaker with time and requires immediate repair and renovation. The structure dates back to the time when Lord Northbrook came to visit Assam but people are hardly aware of the his-
torical significance of the spot. With all the worrying signs of damage in and around the structure, it is obvious that without immediate restoration, Northbrook Gate will soon need to be pulled down before a part of it collapses causing injury or other damage. 2. Deepor Beel – The lone Ramsar site of Assam which is of immense ecological significance for the city is a mute testimony to the havoc that unbridled urbanization and human greed has caused to the environment. Situated very much within the city limits, the Deepor Beel wetlands are now plagued by multiple ills which
need to be addressed at the earliest. The once pristine ecosystem of the city has now been pushed to the brink by illegal encroachment, large scale accumulation of wastes from the industries, uneven fishing practices, invasion of aquatic weeds, siltation from the nearby hills, and construction of the railway line. The major water storage basin of Guwahati, which is a rich hub of various species of birds, has become the worst victim of water-logging lately. The shabby condition of the wetland at present proves that the successive state governments have remained oblivious to the need of pre-
serving the biodiversity spot. 3. Assam State Zoo – The Assam State Zoo cum Botanical Garden, which is one of the most prominent and popular tourist spots of the city, has been lately struggling in many aspects to return to its old glory. The zoo, which was once a significant spot of tourist attraction with nearly 800 species of animals, now lies in a pathetic condition with empty cages, a handful of animals and birds, and a botanical garden that stands there for no one’s sake. Overall, since the past few years, the Assam State Zoo has lost its diversity and charisma. Although recently the state government has undertaken a master plan project for the development of the zoo, it would call for adequate amount of funds from the government. 4. Bhupen Hazarika Samadhi Khetra – Even as the Assamese people paid rich tributes to the legendary artist as he lay in his coffin at the Judges’ Field, five years after his death his memorial at Jalukbari remains an unattractive tourism proposition. The memorial, which did not even complete one year, is already fighting the ills of the Jalukbari pollution. The memorial of Bhupen Hazarika was proposed to house not only the works of the artist but a glimpse of the entire Assamese culture that was defined through the course of Bhupen Hazarika’s contributions. Sadly, in recent times, the entrance of the memorial is a chaotic situation with an authorized public transport stoppage ruling the roost thwarting interested visitors from even attempting a visit to the site. For
a city that holds the key to the tourism significance of the entire region, deplorable condition of such an important tourist spot is a matter of disgrace. 5. Shankardev Uddyan – Shankardev Uddyan, is one of the spots of the city from where the enthralling beauty of the mighty Brahmaputra River can be appreciated. The once green and beautiful park is now under the grasp of modernism and industrialization. The park that is situated right on the main MG Road road at Bharalumukh has lost its charm due to the constant exposure to incessant polluting elements. The park is one of the prime items taken under the Riverfront Beautification Project by GMDA. But sadly, adding to the already existing woes that have led the beauty of the park to perish, the management is also failing to take any necessary steps for restoring the place and its beauty. With the tourism department focusing much on “Awesome Assam” and trying to introduce big names in the industry, the deplorable condition of such significant places within the city could just render in vain all the efforts. Guwahati is the gateway to the north-eastern states. The city needs a perspective in tourism planning where the strengths of each element and tourist spot complement each other. Mere film stars and brand ambassadors will not result in successful tourist flow if the city’s main spots are not maintained in spic and span condition. chandrika.das@g-plus.in

Citizens demand dissolution of Rhino Horns Verification Committee GPLUS NEWS

citizens’ meet on Thursday unanimously demanded disbanding of the Rhino Horns Verification Committee, recently formed by the Government of Assam, as in its opinion, the committee is out to legalize all irregularities by those involved in killing and poaching of rhinos and selling their horns. Held at Guwahati Press Club and jointly organized by Nature’s Beckon and the Journalists’ Forum, Assam (JFA), the meeting also demanded of the authorities to make public the total number of horns from the rhinos naturally dead and those recovered after being killed by the poachers. But this number too must be arrived at after putting each and every horn to forensic tests. Presided over by JFA chief Rupam Baruah, and attended by leading intellectuals, journalists and nature-lovers, the meeting strongly advocated a CBI inquiry into all the murky incidents of killing and poaching of the animal and trading of its horns. The CBI probe should also include the dubious role being played by the Rhino Horns Verification Committee, the citizens said. Voicing his concern, renowned litterateur and journalist, Homen Borgohain said the Rhino Horns Verification Committee appears to be on a mission to bestow legal sanction on the irregularities so far indulged in by the captains of illegal rhino trade. This committee has no moral right to exist,
he added. Mrinal Saikia, the ruling party MLA from Khumtai, said numerous incidents of killing and poaching of rhinos had taken place during Mohan Chandra Malakar’s tenure as the principal chief conservator of forests, wildlife. This clearly creates a conflict of interests when he took over as chairman of the verification committee, he said and added that neither should he have been made its chairman nor should he have accepted the post. Soumyadeep Dutta, director, Nature’s Beckon, in his speech, asked how come the Department of Forest, Assam boasted of selling rhino horns till 1979 as the Indian Wildlife Protection Act had already been enacted in 1972, which banned sale and purchase of animals and their meat. It means, Dutta pointed out, the department openly declared its complicity in an illegal act. Anuradha Sharma Pujari, Editor, Sadin, said the verification committee has lost all its credibility in its short span of existence. Asom Bani Editor, Dilip Chandan sought the immediate intervention of Chief Minister Sarbananda Sonowal in the issue. Ranen Kumar Goswami, senior journalist, also a JFA member, criticized a section of journalists for their audacity in behaving as self-styled spokespersons of the media. These journalists, involved neck-deep in the committee, have done all they could to suppress transparency instead of promoting it, he said. By killing transparency and preventing what happened behind the iron curtain from being disseminated, these journalists appear to have surrendered their professional ethics to the wilful wrong-doers in illegal forest trade, he further said. Earlier, JFA secretary Nava Thakuria, in his welcome speech, said the recent recovery of five fake rhino horns has proved beyond doubt the unholy alliance between corrupt officials and perpetrators of criminal acts.

Brahmaputra dredging set to be a costly affair

During floods water discharge reaches its peak and the yearly average peak flow recorded was approximately 51,000 cubic meters per second. For the Brahmaputra River the highest daily discharge was recorded in August 1962 at Pandu which was 72,726 cubic meters per second. The lowest daily discharge at the same place was 1,757 cubic meters per second in February 1968. World Bank has sanctioned an amount of Rs 980 crores for dredging the Brahmaputra

he mighty Brahmaputra River has, from 1920 to 2008, wiped out over 4,000 square kilometres of land area at a rate of 80 sq kms per year, destroying more than 2500 villages and affecting more than five million people in Assam. Assam’s water resources department has identified 25 vulnerable and very severe erosion-prone sites and estimated that the Assam valley portion of the Brahmaputra has lost approximately 7.4% of its land area due to river bank erosion and channel migration. With regard to management of flood and erosion of Brahmaputra-Barak basin, the recommendations of the workshop on thrust for water resources department, which recently concluded, included that it is necessary to specifically identify the source of silt being carried by a river and then to take appropriate sediment management steps, forestation, where found necessary to build silt and flood detention structures and take up any other tasks which would ultimately contribute in a positive way to reduce flood, erosion and undesirable depositions. The experts opined that it will be appropriate to adopt integrated river basin planning approach for managing the Brahmaputra river system as a norm based upon the principles of Integrated Water Resource Management and geomorphic, hydrologic, hydraulic, sediment transport, topographical and cross-sectional data on priority basis. Following this, the Assam government said it will start dredging of the Brahmaputra River to give people relief from the perennial problem of flood. According to an official release,

Out of the total outlay, 50% of the amount, that is, Rs 1,839.88 crores, would be World Bank loan which would be repaid by the central government; the remaining 50% would be central assistance from the budgetary support chief minister Sarbananda Sonowal held a meeting with officials of the Dredging Corporation of India Limited. “In order to give succour to the people ravaged by perennial floods and erosion, state government with the help of Dredging Corporation of India, will start dredging of Brahmaputra River,” the release mentioned adding that a survey team is likely to visit Assam in 8-10 days to carry out survey work. Based on the findings, an action plan would be prepared for dredging on an annual basis. Dredging would primarily emphasize on erosion control, sediment management and flood control and the whole process would be carried out in line with the hydrological character of the Brahmaputra, the statement said. However, it remains clouded how dredging is actually carried out.
The exercise Dredging is the removal of sediments and debris from the bottom of lakes, rivers, harbours, and other water bodies. It is a routine necessity in waterways around the world because sedimentation - the natural process of sand and silt washing downstream gradually fills channels and harbours. Dredging often is focused on maintaining or increasing the depth of navigation channels, anchorages, or berthing areas to ensure the safe passage of boats and ships. Vessels require a certain amount of water in order to float and not touch bottom. This water depth continues to shrink over time as larger and larger ships are deployed. Since massive ships
carry the bulk of the goods imported into the country, dredging plays a vital role in the nation’s economy.
The scrutiny The water carrying capacity of Brahmaputra has significantly declined due to silt, which has caused an increase the state’s vulnerability to floods in any season that witnesses good rains. Meanwhile, it has also been under the radar of scrutiny considering the mammoth investment the project will require. This is not for the first instance that a similar project has been initiated. A source said the shifting course of the Brahmaputra is a stumbling block in carrying out dredging. It was decided to take up dredging on an experimental basis in 1966 following which an attempt was made during 1974 to 1976 which was by and large unsuccessful. It was due to high end cost that the exercise remained confined to small stretches. It was again in 2010 that the Dibrugarh administration had taken up the exercise which was again stopped due
to heavy expenditure. Thus, it clearly states that uninterrupted flow of fund is a must for the initiation and successful continuation of the project. Officials of Department of Water Resource, Assam echoed a similar opinion. “The aim of dredging should be developing the banks that have suffered from soil erosion. In several locations the width of the river has increased whereas the depth has decreased. So with the process of dredge mining if the sediments can be restored at the banks it will also help in restoring banks of Majuli and other affected areas,” an official asserted to G Plus. “The cleanup of the Brahmaputra is crucial and only a perennial exercise of the project can provide a solution to the flood problems of the state. For the project to be a success we will require continuous support from the centre as there is already a fund congestion,” the official added. Meanwhile it was also reported recently that the World Bank has sanctioned an amount of Rs 980 crores for dredging the Brahmaputra. However,
the timely release of fund remains a hurdle. The National Hydrology Project (NHP) funded by the World Bank is also underway for which Assam has been allotted with Rs 47 crores. The project is intended for setting up of a system for timely and reliable water resources data acquisition, storage, collation and management. It will also provide tools/systems for informed decision making through Decision Support Systems (DSS) for water resources assessment, flood management, reservoir operations, drought management, etc. NHP also seeks to build capacity of the state and central sector organisations in water resources management through the use of information systems and adoption of state-of-the-art technologies like remote sensing. Out of the total outlay of Rs 3,679.76 crores, Rs 3,640 crores has been earmarked for National Hydrology Project while Rs 39.76 crores has been kept aside for NWIC. Out of the total outlay, 50% of the amount, that is, Rs 1,839.88 crores, would be World Bank loan which would be repaid by the central government. he Indian Railway Catering and Tourism Corporation Limited (IRCTC) and Assam Tourism Development Corporation (ATDC) Limited have joined hands to accelerate the tourism sector of Assam across the country. The initiative is expected to help people in getting better tour deals in other parts of the country through the IRCTC. As per the agreement, IRCTC will act as a booking agent and utilize the ATDC properties and facilities for both inbound and outbound tourists of Assam. The tie up is also expected to promote the brand entity ‘Awesome Assam’, with value added packages. “We are planning to send more tourists from outside to the excellent locations in Assam, initially for a period of two years, and it would bring flexibility into that. The IRCTC can bring tourists both by train and air. There is immense potential to extend this tie-up to other north-eastern states,” said Debasish Chandra, Group General Manager (East Zone), IRCTC. It is also expected that the tie up of the two corporations would boost the most popular tour circuits operated by ATDC, including the Guwahati-Shillong-Cherrapunjee trip, the religious tour package within Guwahati, trips to Kaziranga, Manas and other popular tourist destinations within the state. The IRCTC-ATDC tie up also has a plan to soon launch eco-tourism training for both urban and rural youths around the destinations.

ontinuing the drive against ticketless travel, NF Railway has apprehended 16,807 ticketless travellers during the 11-day period from 20th August to 31st August and recovered Rs. 1.05 crores as fare and fine from them. A similar drive in the period from 22nd July to 28th July had yielded about one crore rupees from 14,548 persons. The drive carried out by personnel of commercial and security department in all the five divisions viz. Katihar, Alipurduar, Rangiya, Lumding and Tinsukia, saw as many as 180 railwaymen carry out special checks in prominent stations all over the NF Railway and in important trains. As a result of the drive, there has been a perceptible increase of 12.25% in window sale of un-reserved tickets. Because of such efforts, NF Railway’s earnings from ticket checking during the first four months of the current financial year has increased by almost 43% and a total of approximately Rs. 15 crores has been realised from ticketless travellers. This earning from ticketless travellers is 18.6% more than the target set by Railway Board and the increase is the highest in percentage and net terms since the inception of NF Railway. N.F Railway has announced to carry on similar drives against ticketless travellers in the coming days.

hief Minister of Assam, Sarbananda Sonowal, reviewed the power scenario of the state and issued directives to improve the same as frequent power cuts have been taking place in the city as well as in other parts of the state although the former power minister assured in January last that the state will get 24X7 electricity. The chief minister, while taking stock of the power scenario, said that the subsidiary companies of the Assam State Electricity Board (ASEB) should intrinsically be associated with the lives of the people of the state and must envisage innovative ideas to make Assam a power-surplus state. He also asked the power department to focus its attention to chalk out measures to reduce transmission and distribution loss and connect its schemes with the lives of the people of Assam. Moreover, state power minister Pallab Lochan Das, while explaining about the power scenario of the state, said that the main cause of load shedding is the power distribution and not power generation. “In Assam the requirement of power in peak hours is 1,400-1,500 MW while off-peak hour requirements range from 1,000-1,100 MW. From Lakuwa replacement project 250 MW of power is being produced,” said Das. He further said that the Assam Power Distribution Company Limited (APDCL) is yet to recover its

full arrear bill amount, including that of government consumption, to the tune of Rs 650 crores though it has received Rs 400 crores till date. The minister said that by coming December the problems of the electricity board will be solved, by January 2017 it will be regulated and people will get 24X7 electricity. The minister also said that solar panels will be set up and so designed as to absorb the sun’s rays as a source of energy for generating electricity or heating. The land for installation of solar panel is yet to be identified and the government will approach the private residential buildings and government buildings for the installation of the same. Sonowal also took a stock of the status of the Deen Dayal Upadhyaya Gram Jyoti Yojana in the state and asked the implementing agency to complete the execution on a priority basis. He also asked the power department to formulate ways and means to develop a quality maintenance legacy in the state so that the power department lifts its impression as a credible department in Assam. The chief minister also asked the concerned bodies to professionally render their services in transmission and distribution as a lot of hitches in the power sector emanates from transmission and distribution. The chief minister, while taking stock of the status of all the power generating stations of Assam, enquired about their share in the
total energy requirement of the state. He also sought to bring in revolutionary changes in a time-bound manner in the service delivery system and revenue generation of the power department. The operational power plants in Assam include Ranganadi Hydro Power Project (406 MW), coal-based Bongaigaon Thermal Power Project (250 MW), natural gas-based Kathalguri Power Project (291 MW), Kopili Hydro Power Project (225 MW), multi-fuel Chandrapur Power Project (60 MW), gas-based Lakwa Gas Turbine (157.2 MW), Namrup Project (116 MW) and Karbi Langpi Hydro Power Project (100 MW), among others. This apart, Unit-II of the Bongaigaon Thermal Power Project, with a capacity of 250 MW, is under construction. The project is scheduled to be commissioned in April 2017. The 70 MW Namrup Gas Turbine is also under construction but has missed the deadline of commissioning of the project in September 2011 which is now scheduled to be completed in September 2016. The project that was scheduled to be commissioned in 2020-2021 is the controversial 2000 MW Subansiri (Lower) Hydro Power Project which has currently been halted. Meanwhile, the Central Electricity Authority has identified power potential of the North Eastern Region at 58,356 MW. Arunachal Pradesh has the highest potential of 50,064 MW,
while Assam’s hydro power potential is pegged at 650 MW. Arunachal Pradesh is followed by Meghalaya and Manipur with the power potential of 2,298 MW and 1,761 MW respectively. The power minister also blamed the Congress government for failing to improve power generation and also alleged that the infrastructure development in the power sector was almost non-existent. It is due to the poor quality work and less work which the contractors do of the work allotted to them by the former government for the development of the power infrastructure. On providing seamless power in a city like Guwahati, the minister assured that the denizens of the city will get 24 hours power supply in the first part of 2017 and it is not that there is no availability of power in the city but due to the transmission and generation the city is facing such problem. Along with Guwahati, infrastructure development in power sector has been undertaken in 67 other towns of the state and if all these works are completed the power scenario will improve. The state BJP in its Vision Document had promised to provide 24X7 power supply in the state but only time will tell how successful the BJP-led alliance government will be in improving the state’s power situation after the completion of the work. juthika.baruah@g-plus.in

his is in memory of Aylan Kurdi, the 3 year old toddler who lost his life on 2nd September, 2015. In the immense human displacement of Syria, his family was being smuggled out of the country on a boat to Canada but which capsized and was washed off the shores in Kos Islands in Greece. Exactly a year ago, every night, thousands of families were smuggled out of Syria in overloaded rubber/plastic boats that exceed their capacities. Aylan was squeezed in along with his family on one such fateful boat. The poem is also about the Syrian War and the ISIS rule under which millions of refugees have been suffering for the fifth year now. The horrific incidents and massacres are a gross violation of human rights. Syria under siege has led to dislocation of almost 4 million accounting for one of the world’s worst refugee crisis to which most nations still remain hostile.

I
t’s not always that a person is born, who by his body of work, leaves behind his aura of a scintillating persona from which people can draw inspiration over and over again. One such idiosyncratic personality was none other than our beloved Dr. Bhupen Hazarika or “Sudhakontho” as we fondly call him. The luminary individual’s uniqueness was conspicuous from the fact that at a very tender age, he had this sui generis opportunity to share valuable experiences with the likes of Kalaguru Bishnu Prasad Rabha, Rupkonwar Jyoti Prasad Agarwala and so many others. This can be adduced from an interview of Dr. Hazarika where he mentioned that Bishnu Rabha was the first person who held his hands and took him to the studio to record one of his pivotal songs and this later transpired into the journey of an individual slowly turned him into the people’s heartthrob. Dr. Bhupen Hazarika was one of the multifaceted talents that the land of Assam will forever be proud of. The academic side of his remains vibrant
from the fact that he not only did his doctorate in Mass Communication from Columbia University but is also the recipient of Lisle Fellowship from Chicago University, USA to study the use of educational project development through cinema. He even served as a professor of Gauhati University. But undoubtedly it’s his other side – which is art, poetry and literature that made him the recipient of many notable awards like Padma Vibhushan, Dada Saheb Phalke Award and of course the Assam Ratna award. He was a lyricist and singer of top-notch credibility. His singular ability to compose songs at will be it to express his euphoria directly or to express his agony sarcastically remains a quality that is unique to Bhupen Hazarika. Not to forget his elocution of words; wasn’t that was something which made him matchless and peerless? The uncanny love that he possessed for his motherland and the mighty Brahmaputra was quite apparent from the fact that he had quite
a number of songs written and soulfully sung for his motherland or his river. “Aai Tuk Kihere Pujim Ae” or the evergreen “Bristirno Parore” are just two instances. And these songs still enthral people giving the listener goose bumps every time. Like a wandering traveller he also referred himself as a nomad roaming around the world, appreciating nature, connecting people with his very special song ‘Moi Eti Jajabor.’ However, like an artist with a heart of gold he never forgot to speak about or work for humanity. ‘Manuhe Manuhor Babe’ is one such song that remains entrenched in our minds. The man also had this amazing capacity to foresee certain adverse situations of our motherland that might occur if we don’t stand united. In his melody, ‘Aami Asomiya Nohou Dukhiya’ he opined certain situations of Assam way back in time which we can relate to now or may be in the years to come. And thus in his own way he had songs for every emotion that people could relate to, making him the generation’s beloved balladeer. For his forthcoming birth anniversary on 8th September, it is our responsibility to remember him fondly and strive tenaciously to establish his dream of “Golden Assam.”

Speaking about this particular design, Sanjukta said, “The design displays the cultural pride of Assam. It has motifs of Bihu Nasoni, Dhulia, Jaapi, crafted on it. This particular design is my honest effort to bring Bihu, one of the most significant asset of Assam in the national market, through hand woven silk mekhela chador.”
Sanjukta’s journey Not many people would quit a comfortable government job, to pursue their passion, but, Sanjukta did exactly that. Her journey from being an amateur to Lakme Fashion Week designer was not easy. However, her love for mekhela chador and her determination to bring it at par with Kanjivaram Silk and other such traditional outfits of the country, kept her pushing ahead. Expressing her joy on the successful accomplishment at the fashion week, she said, “It’s not easy to display your creation at Lakme Fashion Week. One needs to go through multiple rounds before getting to showcase the designs. I am happy and proud at the same time, to be the first Assamese designer to represent mekhela chador at such a big and magnificent platform.” With the noble efforts of Sanjukta Dutta, Assamese silk mekhela chador has made it to the news in some of the reputed global fashion brands such as Elle India, Vogue, Grazia, and Femina.

With the intention of popularizing the Mugaa and Paat Silk of Assam, she had recently showcased a culmination of the diverse culture and religion of Assam through her ensemble in the recent Lakme Fashion Week. It is to be noted that, for the first time in the history of Lakme Fashion Week, Assamese tradition has been showcased in such a detailed and vibrant manner by a designer at such a magnificent platform. During the Lakme Fashion week, Sanjukta showcased the very popular Assamese mekhela chador, with motifs based on the tranquility, integrity, unity, brotherhood, and the rich cultural heritage of Assam. Sanjukta presented 12 sets of mekhela chador, which was designed in the form of a story to represent Assam. She titled her wardrobe collection as “Touch of Assam.” The themes included Tea Gardens of Assam, Fauna of Kaziranga, Flora of North East, Weaving Culture of Assam, The Sutradhar (the narrator of Bhaona) theme, Co-existance of Religion in Assam, The Farmlands of Assam, Community Fishing in Assam, Cultural Richness of Assam, Scenic Beauty of Assam, Old Silk Tradition of Assam. ollowing the footsteps of other successful women from the region, Roshni Hassan from Guwahati, a mother of a four year old child has enlisted herself among the finalists of Mrs India Earth 2016. Professionally a business woman, Roshni works with her father in his private construction firm. Mrs India happened coincidentally to Roshni after a friend insisted that she explore the pageant. Roshni, who has never been into modeling, was reluctant to take the step, but with constant encouragement from her husband, she went ahead. After completing multiple rounds of interviews, Roshni was announced as one of the 40 finalists. Participants included women from Indian origin from all over the globe. In a conversation with G Plus Roshni said, “Women have so much talent hidden inside them. It’s just that they don’t like to explore, especially after marriage, because wives are burdened with housework and childcare and toil away at home. Certain women do achieve their dreams with the support of their family. It’s high time for our society, especially the husbands, to support their wives in experimenting with their talents.” Talking about her experience in Mrs India Earth competition, Roshni said that there has not been any big hurdle in her journey so far. ashavatar, Pranjal Medhi’s latest single is mainly based on the incarnation of Lord Vishnu. The lyrics have been taken from Kirton Ghoxaa which is the holy book of prayers of Lord Krishna and Bhagavat Geeta. The song is
composed and sung by Pranjal Medhi. The music production has done by the Writam Changkakoti who has been affiliated with several successful projects in recent times and mixed and mastered by Vishal J. Singh. The song describes the 10 avatars of Lord Vishnu. The music has a beautiful ebb and flow in its composition. Composed of several traditional sounds, the song has a ‘prayer’ like feel to it. It boasts powers and presence when required and yet is soft in its melody. Although modern musicians do not opt for using religious deities to compose their songs or base the songs on them, Pranjal Medhi’s effort to bring in modern elements in Dashavatar is highly laudable and should be a treat for someone who is on the lookout for something new to hear. Pranjal Medhi is also associated with the band Daksha – an Experimental Assamese Rock Band which his band members Dishankan Baruah(Lead guitars), Simanta Choudhury(Drums), Himangshu Borah(Bassist) and Pranjal Medhi (Vocals) himself.

The lead character played by popular actors Prasenjit Borah and Shyamontika Sharma delighted the audience with their roles and newcomer Amrita Gogoi stood out in the cast with her different role. Another popular actor of Hengool, Sankarjyoti Rajkhowa shined in his role with Aklanta Changmai. Besides these, the perfect team of Hengool with the members Sanjib Sarma, Jivan Hatikakati, Debajit Bora, Simanta Kashyap, Barnali Baruah, Dipjyoti Nath, Biren Bhuyan, Dhrubajyoti Dhekiyal Phukan, worked very hard to make it a success. Another strong suit of this play is the title track which has been written by Rajdweep and musically arranged and sung by Papon. Papon is also a part of the video. The play has been directed by producer of Hengool Theatre, Sankalpajit Hazarika. He shared his feelings by saying that, “when expectations are high in the audience, sometimes we get nervous but on the other hand that makes us try harder and we are sure that through this play we will definitely succeed in providing a different taste to the mobile theatre industry. And now after knowing that people accepted this play and are showing interest, I think we have struck the right chord.”

t is quite understood that Gauhati Medical College and Hospital (GMCH) does not need any kind of introduction. One of the busiest medical institutions of the state that is visited by thousands of patients every day, its surroundings is unfortunately having a tough time on the development front. After years of being in a lamentable condition the area has yet to have a taste of development at its upper reaches of the TV tower locality. In a recent development, the road from Jotiya Kahilipara near Special Branch of Assam Police up to the TV tower at Udayachal Nagar was constructed and is considered one of the finest roads in Guwahati’s hilly terrains. Unfortunately, the road from BirubariGMCH junction to the base of the TV tower is in dismal condition. Potholes covering the stretch and lack of speed breakers at certain better stretches are prime causes of accidents. Being a crucial place with many students studying in GMCH and having the residents of Udayachal, the road does not have street lights. This bears all the more relevance with the GMCH girls’ hostel located in the vicinity. Complaints have also been received from many Guwahatians - especially young couples - who visit the area to view the beauty of city and spend some tender moments of togetherness as they are harassed by police patrols who extort money.

Arunadoy Path/ Mohanlal Baishya Path: Being a sub lane of Udayachal Nagar, Mohanlal Baishya Path’s condition can well be termed appalling. Having no proper roads and lacking streets lights, the area has been praying for development since the last 20 years. “Our locality has been facing a lot of issues since ages; it was during the days of construction of GMCH when this road was constructed. Since then, no repairing or initiative to revive this road has been taken up. It’s been more than two decades and we still haven’t seen any street lights on this road. So many times we have asked the GMC to install street lights but only the posts were installed 5 years ago and any kind of light or connection is yet to be installed. I have personally visited GMC and PWD and requested them to install speed breakers as there are sharp U turns which have witnessed a number of accidents of rash biking and driving,” said Amarendra Haloi, resident of Udayachal Nagar. “Mohanlal Baishya Path is yet to see any signs of development. Roads were never constructed in our area. As for water supply, the less said the better. We are surviving on ground water only. Moreover, our newly elected MLA Siddhartha Bhattacharya visited us and he himself said that this
was the most undeveloped area he has seen in his constituency,” said Nirmali Barman, a resident of Dharmakanta Sarma Path. “Being a student of GMCH, it feels really insecure walking to my hostel. I don’t feel secure even at 7 pm returning from the hospital to my hostel. Local boys pass comments at us. We have decided to go in groups during the evenings,” said Shyamalima Bhattacharyya, a student and boarder of GMCH Girls’ Hostel No 3. “It was during last month that I
and a friend of mine were on our way to Kahilipara. We took the new route of Medical College up to Jotiya. We halted for just 5 minutes at the GMCH view point when a patrolling vehicle arrived and a cop snatched the key from my friend’s bike. He was asked to produce all his documents which he did and everything was in order. Immediately, the cops demanded Rs. 1,000 or they threatened to call the electronic media and defame us. I said that we were just sitting and enjoying the view of Guwahati. Eventually, we
had to pay them Rs 500,” said a young lady with a request to withhold her name. Given the importance that the foothills bears to the city of Guwahati as also for the fact that the upper areas of the hill is the nurturing ground for future medical practitioners, the lack of the basic amenities of street lights, good roads and water supply comes as a rude shock to all and sundry and often poses the question: what has the government been doing? gauravpratim.dey@g-plus.in

Plus tried to contact the Councillor but couldn’t get any response. As such, the Area Sabha Member spoke to G Plus. “There is no coordination between the Councillor and the Area Sabha Members of Ward No. 19. More than Rs. 30 lakhs was sanctioned in Phase 1 but as the Councillor received very low votes from Udayachal area which I represent, he utilised the entire fund in developing Dr. Zakir Hussain Path which is his own residential lane. In Phase 2, a fund of Rs. 60 lacs is to be sanctioned which is in process but I find it very surprising that it is not only I, who is an Area Sabha Member from the ruling party, but the other two Area Sabha Members who are from the opposition party, are also not getting any fund from the Councillor. I personally have requested GMC many times to repair the street lights and install them as the entire area witnesses many illegal activities. But GMC always replies to me saying that it is the Medical College authorities who should undertake the repairs. I also installed more than 150 street lights at Mohanlal Baishya Path and its nearby areas. Our MLA, Siddhartha Bhattacharya, has also visited the area and he has assured development of the area in the forthcoming days. Also the area will need a fund of around Rs. 50 lakhs for a retainer wall. And with regard to the cops patrolling in police vehicles, the area, in the past, has witnessed a lot of illegal activities and issues. So the cops keep up their tight vigil in the area,” said Pranjal Sarma, Area Sabha Member of Ward No. 19.

Destiny’s child
have a childhood bum chum, let’s call her Redhabs. I also have a recent acquaintance from Facebook, let’s call him NosyBoss. Now, I am not sure what kind of friendship Redhabs and NosyBoss had between them but I know for sure that both belong to the upper echelons of Guwahatian society and both command immense clout and following over social media. And so, what surfaced on Facebook last Sunday hit me hard. Redhabs posted a stinging update naming NosyBoss as the perpetrator of a shameful crime wherein, six months ago she was assaulted by him causing her grievous physical and mental agony. The assault was so severe that the strong lady that Redhabs is, it took her six months to recover from it – surgery on the ankle, mental counselling for depression and all – and thereafter, to speak about it. As is bound to happen in such instances, the update virtually went viral prompting NosyBoss to issue updates from his side. His updates seemed rather weak, very abstract and indicative of virtual admission to the crime as he kept repeating that there was his side of the story that needed to be told and understood. People questioned both of them; many were supportive of Redhabs but a few questioned her vindictiveness and rather delayed attempts at seeking justice. The matter has died down on Facebook today but the simmering tensions perhaps remain. The intention of this piece of mine today is not to sensationalize an ugly incident nor indulge in any kind of
yellow journalism at the expense of Guwahatians’ reputations. It is just not our practice at G Plus. But when we talk about life and the way we choose to live it, it is prudent to exercise caution. To go deep into philosophy and try to understand the meaning of life is one thing. That will remain an impossible endeavour, an exercise in futility. But considering oneself to be so obnoxiously overbearing that borders on the brink of extreme self-righteousness is certainly not how life should be lived. After all, imperfection is the best part of being human. And so, respecting the imperfections of the fellow human and behaving accordingly goes a long way in ushering peace at the micro level of society. NosyBoss might have his side of the story to tell and the day I hear about it I will perhaps be appreciative of his feelings. But nothing, just nothing can justify a physical assault on a woman of any stature, leave alone the stature of Redhabs. I have always maintained that Newton’s third law holds as true morally as it does physically. And so, the action has been committed and Nosy has to wait excruciatingly for the reaction to set in. Often the moral reaction is more than equal to the action and the accompanying uncertainty of living life in expectation of the force of the reaction adds to the regrets. Each life has its own destiny that remains fuzzy until death. And Nosy today is destiny’s child! Swapnil Bharali Editor
Analogue lessons in digital age “Chubby cheeks, dimple chin Rosy lips, teeth within Curly hair, very fair Eyes are blue - lovely too. Teachers pet, is that you? Yes, Yes, Yes!” So as the 4 year old child of my neighbour narrated this poem to me with a lot of excitement and energy, I realized that this guy has no chance in life to be the society’s definition of a “perfect gentleman.” Wouldn’t you agree that his vision and image of a “perfect woman” has already been defined and now he knows how to discern the “beautiful” from the rest? And later, when he is going to pick the beautiful among the rest, isn’t he bound to receive flak for his discriminating attitude? Our hypocritical society has a long way to go in terms of being evolved and better educated. The problem has always been in the education and its application, what is being taught and what we are supposed to learn. We are still thriving on a decadent system of learning where our texts teach us
things that are not in sync with the times. Then, we have the no good, pseudo sanskaari censor board cutting out scenes from a movie for “indecent exposure.” This sanskaari attitude everyone carries right now is laughable, worthy of ridicule. We carry the same attitude at home. We teach our kids who carry it to the school, workplace and then back home and it’s a vicious cycle. This double-ended education that we are all at the receiving end of has sent us back into the dark ages. With the WWW being open for all and people looking forward to free and unlimited data, someone like a Pankaj Nihalani can never relate to this generation and should not be allowed to either. Our books should not have texts from ages ago because it turns out that the society has changed whereas the texts have not. If we are to evolve, we need to seriously revisit our books, what we are taught and what we want to learn because if these things are not in sync, you can say goodbye to a progressive future and say hello to the dark ages. Does the Reliance Jio offer deserve euphoria or caution? Swapnil Bharali The new technology on the block deserves a closer look. I am bullet-pointing the best features of Jio 4G for a better understanding of the offer from Reliance.
Point • Jio’s 4G network covers 18,000 cities and towns, and over 2 lakh villages. By March 2017, Jio plans to cover 90% of India’s population. It will be the largest 4G network. • The era of expensive voice calling in India is coming to an end. Jio is offering free voice calling facility for lifetime. No roaming charges and extra messaging cost on Blackout Days (public holidays). • Data tariffs start from Rs 19 per day to Rs 4999 per month. Jio offers Rs 50/GB data for a month against Rs 250/GB plan by rivals making it the cheapest data plan available across the world. • Waiting for a bill cycle does not matter anymore as users can manage their accounts via My Jio app. • Reliance has tied up with around 20 smartphone brands including Samsung, Micromax and LG to bundle Jio SIM cards with them for free voice and data for three months • Jio is the largest 100% VolTe network which allows simultaneous calls and internet use. • It is designed to work compatibly with 5G, 6G and beyond. • There are 300 live channels. So the question of missing a favourite show does not arise. • Jio Cinema will allow users to watch up to 6,000 HD movies on-the-go. • Jio Beats library offers users 2.8 million songs. • Jio Mags and News Xpress give users access to thousands of latest magazines and newspapers across 10 languages. • The JioFi router has been launched at just Rs. 1,999/- and new LYF phones will start at Rs. 2,999/-.
Counter Point The euphoria might be taken with a pinch of salt and some caution exercised with the following analysis of the packs on offer. Let us not forget though that every pack offers unlimited free calls. The highlight is the low data charges at Rs 50/GB. It is misleading because this low rate is applicable only when the high-end monthly pack of Rs 4,999 per month is purchased. The pack offers around 75 GB which is roughly Rs 50/GB. Normal packs like Rs 499/ month offers only 4 GB, which is around Rs 100/GB. The lowest Rs 19 pack gives 100 MB and this translates to around Rs 190/GB. It is not so cheap after all. Jio will not be beneficial for hardcore data users. Consider this example: In the entry level package of Rs 149 per month, users get unlimited voice calls but only 300 MB of data. The “chota pack” of Rs 19/day can cater to casual users who have a need-based requirement to browse internet. There is nothing revolutionary about this as the pack offers only 100 MB for Rs 19 with 1 day validity. Exhausting the pack essentially means that such users have to shell out minimum Rs 19 as there are no smaller packs. Competitors have smaller packs. The only redeeming factor is the 4G speed. The Rs 149/month pack gives only 300 MB. The next pack is Rs 499/month which has 4 GB of data. Since both the packs allow unlimited calling the only difference is that the Rs 499 pack gives an additional 3.7 GB of data at an additional cost of Rs 350.This is not convincing. Brother Anil’s company offers 10 GB data for less than Rs 400. The speed is the only difference again. 4G vs 3G. The next pack is Rs 999 where users get 10 GB of data. Compared to the Rs 149 pack, users effectively get 9.7 GB of data for Rs 850. A little extra spending of Rs 1099 gets a user unlimited 3G on BSNL. Reliance Jio is not impressive for data users except for its 4G speed. For the masses the great advantage is the unlimited voice calling which can be availed for Rs 149 per month. Beyond this of course is the congestion factor which will set in once subscribers multiply in which case the 4G speed itself might suffer. Add to this is the fact that other operators have the fall back option of 2G should the 3G system be congested while Jio is solely on 4G. Severe congestion would essentially mean ‘0G’ and so, frustration for a user who, under normal circumstances, has become habituated to 4G speeds. Sorry, for my unsolicited opinion, I refuse to categorize Reliance Jio as a game-changing revolution.
Letter to the Editor Control Price Rise The ‘parivartan’ oriented government of BJP which is going to complete 100 days in office very soon is yet to fulfill its promises which was made during the campaigning period of the last assembly elections. Soon after assuming office Chief Minister Sarbananda Sonowal ordered closure of all the illegal check gates in the state and people were ecstatic with the hope that prices of all the essential commodities would come down substantially. But unfortunately the indicator worm price list graph is going more towards north thereby hitting the common people hard under the belt. BJP, while it was sitting in the opposition bench during the last session, talked big about the soaring price rise and even suggested many controllable measures and vehemently criticized the then Food and Civil Supply Minister (who was also a big failure during his tenure). It is appearing that the new government is following the footsteps of the previous government. If the present market trend is allowed to continue the day is not far when people would eat one meal and skip the next. It is an earnest appeal to Chief Minister Sarbananda Sonowal and company to kindly take this matter seriously. Kindly refrain from committing the same mistake that AGP did in their turn. any a time, it is a tough call for a woman to pursue a career amidst the responsibilities of a family. The job gets even tougher when you discern the will and desire in yourself to help others earn their own livelihood. There are rare but very inspiring examples of such people. Among the countable few, Ashalata Das is a singular example who, with her set of skills, not only attempted to make a career for herself but also pass it on to people who can use the skills to earn their share of bread, butter and honey. Born in Howly, Ashalata had moved to Guwhati in 1974 when her parents were transferred. She was merely three years old then. She started her education at Zoo Road Bidyapeeth High School and went on to join Pragjyotish College and City College in the later years. Meanwhile in 2003, she was asked by her mother to undergo a training program on jute based products. Impressed by her work, her mentor Praniti Hazarika enrolled her in a six-month program called Knick Knack at the Institute of Toy Making Technology in Kolkata which was highly encouraged by her parents. However, tragedy struck in the midst of the program due to the sudden demise of her father. “My parents had visited me when I was in Kolkata but soon after, my father’s health started to deteriorate. I was not informed about it. It was only after his demise that I came to know about it and by the time I reached home, four days had already passed. It was due to this particular course that I could not be near my father during his last days. I promised myself that I will not stop until I attain expertise in this art. So, I only kept learning,” Ashalata said during a conversation with G Plus. She completed her training in June 2004 and never looked back. Soon after her return to the city Ashalata started her venture along with a friend, Lekhamoni Bora, and applied to participate in the 14th International Trade Fair held in Delhi in the same year in November. The next step in her venture caused the inception of Swapna Hasta Udyog which she started in 2005 in partnership with
Lekhamoni Bora. The outlet attracted several entrepreneurs from different parts of the state and the country as well. Over the years the artisan has showcased her handmade toys in several trade fairs in cities such as Delhi, Goa, Bengaluru, Sikkim and Tezpur to name a few. Her craft soon attracted several individuals and NGOs who invited her to share her expertise with several others of which many were people with disabilities. In 2008, she was approached by Integrated Rural Development Organisation to mentor a training camp held at Sonapur. “The training was held to uplift self-employment among the people in the rural areas and thirty girls from the area had participated. So I was equally enthusiastic about the program. I was into my fifth month of pregnancy when the camp was organized but nothing could hold me back,” the artisan mentioned. Gradually, people with disabilities started approaching Ashalata and from one individual she progressively started training groups in different parts of Assam. During her interactions she met people who did not have fingers and yet could learn the skills associated with the art. So fruitful were the results that many of her students have individually started their own ventures. However, lack of exposure and acceptance by the people has led the art to perish locally which otherwise, is much appreciated in other parts of the country. “While the products are highly appreciated by people in other states, people in Assam prefer Chinese toys over the local ones. We provide better and safer quality products keeping in mind that the products will be in contact with children, but the lack of appreciation often leaves us dejected and our skills unutilized,” Ashalata said. However, the artisan has not lost heart and with the support of her husband Ponakon Das, she looks forward to start a workshop of her own through which she will be able to employ people with disabilities and those in rural areas and also sell the products in several parts of the country.

Apple will reportedly remove the 3.5 mm headphone jack to make the iPhone more water resistant or maybe even waterproof. Who knows! Display Apple might switch up the technology to an OLED screen but there are no confirmed reports of this. A higher resolution OLED screen would mean sacrificing performance and battery which usually they do not opt for. Headphone Jack The removal of the headphone jack has been the highlight of every rumour website since the onset of iPhone 7 leaks. Camera 4k video and possibly Slo-mo 1080p at 240fps, what else could you ask for?
One of these iPhone models is said to have a dual camera setup and could be used for any existing technology like; post focus, dedicated monochrome imaging and colour imaging. 3D imaging, or simply higher dynamic range. Hardware The Apple iPhone 7 will reportedly sport the Apple A10 chipset with the M10 motion co-processor. This would be an incremental boost in the performance of the phone. New chipset, more processing and better resolution! There could also be a 2 GB RAM variant for the iPhone 7 with a 256GB storage model in the works. iOS 10 iOS 10 is also set to be launched alongside the iPhone 7 and the new iPhone will have the new OS. With the upgraded hardware, it is possible that older devices might not get iOS 10. Price USD 699 for the base model; do you think it’ll be worth it? Conclusions We know for a fact that none of these facts are verified until we hear Tim Cook speak about it himself, and all we know for sure is that there are more rumours around Apple device launches than Hangar 18 or the Bermuda Triangle for that matter. Until the final launch, nothing is set in stone for these guys.

here isn’t much to discuss except the fact that the film has been adopted by a Tamil movie of 2011 Monua Guru, more or less the script is very much similar with a straight forward story in it. However, the director has tried to make the things a bit different and innovative by adding things of his own choice and taste. In a sense, the film revolves around the action lady at the middle played by Sonakshi Sinha which has given her a new look and avatar from a bubbly girl to an angry young women but on the other side, she has nothing new to play and showcase in the film, which soon becomes an ordinary plot making things very much predictable for the audience thus giving too many of the loo breaks to the audi-

ence. On the action side, it can be interesting to see Sonakshi trying too many action scenes on her own; however, the film lacks the story making it very much predictable. The film has Sonakshi Sinha in the central role, hence the others seen in the show are merely for the formality sake. Though a couple of them have managed to do things better over the silver screen but one person who steals the show in the entire movie is of course the lead actress yes Sonakshi Sinha herself. She has showcased one of the best performances over the silver screen giving her best with her incredible action skills. Though she has tried these things the first time, but looking at her she seemed not less than any action hero in the film. Her tight kicks and sharp action
has made things really applauding and worth watching in the movie. She deserves all applauds for her action. The others in the film like Konkona Sen Sharma, Anurag Kashyap, Teena Singh and Amit Sadh too remained okay at the silver screen and particularly the filmmaker Kashyap has tried some cool action in the film making him a decent performer in it. Akira is a film with decent story but without much of rings and whistles. Though the film may lag behind in terms of having a strong script with other entertainment elements, it is interesting to see Sonakshi Sinha in an action role. Her decent performance can give some amount of boost to the film and you never know it can be an image makeover thing for her in B Town.

umbai has been the muse of various filmmakers for the longest time. The pulse of the metropolis is the indomitable spirit of Mumbaikars, who rise like a phoenix against adversity, every single time. However, the much celebrated resilience is not always by choice. Ruchika Oberoi’s film explores this tangled ‘Mumbai state of mind’ through its three unique characters — a middle-aged bachelor stuck in a mundane job (Vinay Pathak), a housewife (Amruta Subhash) finding joy in tragedy and a plain Jane seeking ‘real’ love (Tannishtha Chatterjee). The three stories have little in common, except for the constant feeling of being caged and bur-
ied under societal and financial pressures. Every character seeks freedom. Vinay Pathak’s track mocks the ‘dictatorial’ policies of posh corporates. The management assigns a special programme for its star employees, where they are forced to have ‘fun’. This one’s bound to strike a chord with most working professionals. The second track is a heartrending account of a housewife (Amruta Subhash), who heaves a sigh of relief, after her husband is hospitalised as his opinions no longer cloud her mind. His absence makes her feel worthy, for a change. Every woman who is told she won’t ever get her prince charming because she is not good-looking enough can re-
late to the film’s final story, featuring Tannishtha. Poignant and melancholic, Ruchika helps you in finding your voice amidst the chaos of the city. Her vision mirrors the gamut of emotions every Mumbaikar feels at some point in his/her life. It addresses the brooding sadness that lurks in the deepest corners of our heart. While all actors perform well, it is Amruta Subhash, who stands out with her expression of quiet optimism in dire circumstances. While the execution is effective, the length of the stories may test your patience somewhere. We wish they were crisper. Overall, this one deserves to be watched for its riveting take on love, longing and loneliness.

Sukreswar Temple
he Sukreswar Temple located amidst the commercial hub of the city in Panbazar is an important Shiva temple. It was constructed in 1744 by Ahom King Pramatta Singha (1744–1751). King Rajeswar Singha (1751–69) who also promoted the cause of the Saiva cult made financial provisions for the Sukreswar Temple in 1759. The temple is located on the Sukreswar or Itakhuli Hill on the south bank of

the Brahmaputra River. Leading down from the temple compound is a long flight of steps to the river. Sitting on the steps of Sukreswar ghat one can enjoy the scenery of sun setting on the river, boats sailing on the river, people performing rituals in honour of their relatives who have left this world, children and older people bathing, far removed from the din and noise of the city.

n “objectionable” CD of Social Welfare Minister Sandeep Kumar of the Aam Aadmi Party led to his sacking which allegedly carried details of some wrongdoings. Moreover, the CD also had some objectionable photographs and Kejriwal did not approve of it. Sandeep Kumar represents Delhi’s Sultanpur Majra constituency. He is the second AAP minister to be sacked after Asim Ahmed Khan who was Minister for Food and Supplies.
