Guwahati Police Commissioner Jyotirmay Chakravarty in an exclusive one-on-one to G Plus, talks about himself, his new role and the changes he is looking to bring in. RAHUL CHANDA

T

he general public of the city want to know about their first police commissioner, so, could you just talk about your hometown, IPS batch and the major portfolios you had held before becoming the Commissioner of Police? I was born in the undivided Sivsagar district. My father late Amulya Kumar Chakravarty hailed from Teok which is now in Jorhat district. I did my schooling in several places, mostly in Nagaon, undivided Darang and Kamrup districts and attended ten different schools. I did my pre-university from Cotton College in 1978 and thereafter, graduation and post-graduation in Physics from St. Stephens College, Delhi. I started lecturing in a government college in Diphu and was in the education sector for about two years before I got selected for IPS in 1986. I have worked in almost all areas of Assam. I have also worked in central deputation in the National Police Academy, Hyderabad for four years and in the Special Protection Group, Delhi for seven years.

What is the first change you want in Guwahati as the Commissioner of Police? It is easy to talk about change but let us understand that policing is a very routine job. We have laws, rules and procedures. Every action has to be within the framework of the rules and the procedures. Police does not have the liberty to do things on their own way as far as legal matters are concerned. But there are some things which can be changed. The most important thing that can be changed is our attitude and our

behaviour, which can definitely become more people friendly. We realise that after the formation of the commissionerate, expectations of the citizens from police have gone up and we really need to work very hard because our performance will count in the long run. There should also be improvement in the prevention and detection of crime as it always remains the core policing area. I will not say change but we need to improve a lot in each area of work.

What steps will you take to improve the police-public relationship? It is one big and important area and it has a direct bearing on the behavioural change aspect I was talking about. We have certain interfaces with public, some mechanisms for interaction. In the rural areas we have Village Defence Parties and in urban area like Guwahati we have the Nagrik Committees. In every Municipal Ward there is a Nagrik Committee. We need to focus on these organisations. These are the media through which we connect to the people at large. They are small groups of people and we need to energise, activate and re-organise them. We have to identify areas where we can work together. Through this kind of participation we can build a very strong and healthy relationship with the public. We are working on increasing the contact level with the people, for example, through house to house visits and neighbourhood visits.

There are some things which can be changed. The most important thing that can be changed is our attitude and our behaviour, which can definitely become more people friendly. With the Commissionerate in place, certain magisterial powers are transferred from the Deputy Commissioner? What are these powers/ responsibilities from the point of a common man? Initially there are not many such powers which were given. Earlier, for holding meetings, rallies, processions and functions in public places, people had to seek permission from the administration, but now will have to come to the police. Magistrates used to do crowd controlling before, which will be done by the police now. There are also other acts like the National Security Act, Foreigners Act, the Sarais Act which deals with hotels and also Acts like Immoral trafficking prevention where some powers have been transferred to police. The acts are mentioned in the notifications dated 24th December, 2014 published in newspapers.

There is a lot of clamour about modern policing techniques, what will be your modern approach towards better policing? The modern or the scientific approach is not just the use of gadgets and technology but it is also in the thinking and in the approach. One has to be rational and practical as in policing one has to be rooted to the ground. Many things work well in theory but not in practice. We need technology in policing to keep pace with the modern age. Many of our Laws are very old, like the Evidence Act which deals with admissibility of evidence. Modernisation has come in bits and pieces. With the IT act, some changes in the Evidence Act have come and things are happening that way. We still do not have a comprehensive kind of change in our legal system and police is part of it. There has been

a lot of development in the area of scientific aid to investigation in recent years, in the area of forensic science. Our state forensic science laboratory needs to upgrade. With modern equipment we also require skilled and technical manpower where we are largely lacking. There also has to be integration of different technologies and information systems. We have crime databases, vehicular registration and theft databases, CCTVs, 100 dial systems but all these systems are working individually. Integration of all the systems is very important.

Could you prioritise the present major problems in the city? Firstly it is the traffic situation and it is a very challenging problem. We have a given area of road surface which cannot increase but the number of vehicles are increasing which have to be there on the roads somewhere.

In Conversation There are small measures that we can take- like having more school buses and imposing restrictions on private cars carrying children to school. But such measures will bring only marginal improvements. We do not have regulated parking lots in the city, which also is a reason behind rampant vehicle theft in the city. We also do not have qualified drivers as there are very few driving schools in comparison to the number of drivers. Rapid mass transport system might be one solution- like the underground or overhead metro. The other perennial problem since several decades is that of insurgency. Guwahati is always a target. It also is a transit point for insurgent groups, not only from Assam but from other North Eastern states as well. The core policing area, that is crime prevention and detection, is also an area of concern where we need to do a lot.

Do we see shuffling of officers at PS/ Thana level? Not immediately. But transfer of police officers takes place in a continuous manner because of administrative reasons. We have the tenure system, and if somebody is promoted there has to be a transfer. So, these things will keep happening

We cannot have a good relation with the public unless public feels free to come to the police station. They should be able to go to the police station without a feeling of uneasiness. But I also want to mention that sometimes that fear or uneasiness is not well founded, or is not based on real experience. Sometimes people even get pleasantly surprised by the conduct of police or with their experience in the police station. in the normal way. But right now I am not looking at a reshuffle but I will closely watch the performance of police officers.

Do you think we can improve on the outlook of Police Stations in the city and make them more approachable? If yes, how and by when? Yes. We cannot have a good relation with the public unless public feels free to come to the police station. They should be able to go to the police station without a feeling of uneasiness. But I also

want to mention that sometimes that fear or uneasiness is not well founded, or is not based on real experience. Sometimes people even get pleasantly surprised by the conduct of police or with their experience in the police station. We have to remove the negative image and encourage people to come to the police station with their grievances and complaints. We have to ensure that a person who visits the police station gets proper treatment and the help that police can provide under the law. All the members of the police commissionerate need to think in the same way.

Will you take any initiatives for improving the quality of personal life for your team? A lot needs to be done about the working environment of the police. They work under very stressful conditions. The accommodations and the amenities which the constables get are below the mark. As part of Assam Police, we will continue with efforts towards welfare of the men and their families.

The city currently faces a major shortage of policemen. Any plans regarding that? It is a serious issue. After the commissionerate is formed we have more officers in the supervisory rank. It is a good thing the commissionerate has brought. At the police station level, we still have the same force. We need some kind of expansion there. Some new police stations have to be created. There are so many cases reported. We need to reorganise our police stations and some of the outposts can be converted into police stations but with increase in strength. It is difficult for a small group of Subinspectors and Inspectors to be able to look after an urban population of 12 lakh.

How much will the Guwahatians see their new Commissioner on the road and in the public domain. Are you more of a desk person or field? In police we have to be both. A police leader must lead from the front. But paper work is very important in police and everything has to be properly recorded. Cases have to be filed, information has to be recorded, and communications have to be made. A lot of desk work is involved. But we have to combine desk work with field work. Every good officer has to be good not only in field but also in paper work. As a commissioner I have to be in field with my men. But I also need to think a lot, strategise and plan.

Do you have any specific message that you want to relay to the public to help make policing more efficient. I have stated above how we want to proceed and request the people to help us in our effort to make police people friendly. Mutual cooperation is very essential and we need each other. Doctor, engineer murder

octor-Engineer duo became killers on the fateful night of Tuesday (January 13), when they bludgeoned to death a 42 year old businessman in Latasil area of the city. The incident took Place when the Guwatians were busy preparing for the Uruka feast the next day. The sensational murder which rocked the city was an outcome of quarrel over a trivial issue. The Doctor and the Engineer, both brothers attacked the deceased in inebriated state.

The follow up

Interestingly, the brothers then went to the Latasil Police Station which is very near to their house and narrated the story to the police. They informed the police that Abhinav was trying to hit Muktikam and they hit him in self-defence. They then informed the police that he fainted on the spot and they do not know the reason why. The police reached the spot and found that Abhinav was already dead. A case was filed at the Latasil Police Station (case number – 21/15 under section 302/34 IPC) on 14th January. The deceased leaves behind a wife and two children. The police have arrested both the brothers and they are in two-day police remand now. According to some local residents of Lamb Road, Phukon’s family is pretty well to do and they are very inf luential. One local resident said that Muktikam is a decent man, but his brother Satyakam is very aggressive. According to police the reason of the death is yet to be known as the face and the head of the deceased was badly injured, but, the police did not get any weapon at the spot. The brothers too are claiming that they do not know the actual reason of the death, but, they are just informed the police that they hit him on self defence.

The incident

According to police, on the night of January 13, a businessman based in Noonmati, 42-year-old Anubhav Kakoti came to the Uzan Bazar to enjoy Bihu and share some drinks with his friend Chinmoy Baruah. Chinmoy Baruah called his friend Muktikam Phukon who is an engineer to join them for the party. The three of them went to Ankurjyoti Club at Jurpukhuri near Ugratara Temple in Uzan Bazar. The party started at 9 pm, and they started discussing various issues. At around 11.30 pm, the debate turned into a quarrel and Muktikam left the party after becoming annoyed with Anubhav. After Muktikam left, Abhinav followed him. Muktikam’s house was just near the club and as Muktikam reached his house, Abhinav reached him and they started fighting. Hearing them fight, Muktikam’s brother Satyakam, who is a doctor, came out of the house and both the brothers started bashing up Abhinav. After a while Abhinav fell down and fainted. Chinmoy, meanwhile, after locking the club and reaching the spot, discovered the already badly injured Abhinav.

City witnesses rape, cruelty RAHUL CHANDA

W

ith its spiralling urban population, nuclear family setup and fast paced life, Guwahati is seeing an increasing number of children, many below the legal age of 14 years, working as domestic and commercial helps in private homes and business establishments. Unfortunately for these youngster, most of who are sent by their families to augment their income, while many others are coaxed into working as menial labourers in hotels and other places, they are sometimes subjected to heinous crimes, scarring them for life. According to Guwahati Childline, many such children, working as domestic and commercial helps in the city are victimized. It is ironic that while people take pledges to fight against child labour during the Anti-Child Labour Day every year, the city still shows an increasing trend in the cases of child labour. There are many bodies and NGOs in the city who are committed to work against child labour, while the authorities are armed with various laws and acts to combat the issue, but the problem still exists largely. In 2014 there were some shocking incidents reported against some city children.

The rescue

144 children were rescued by the city Childline in the year 2014 from across the city from being abuse. There are various categories in which the children are usually abused, including child labour (minors used as domestic and commercial help in hotels, dhabas, garages etc), sexual abuse and trafficking. From January 2012 to January 2014, Childline Guwahati rescued 329 child labours from the city working in various houses and commercial establishments. Protecting from abuse the Childline rescued 122 children within 2012 to 2013 and 113 children within 2013 to 2014. In fact, in 2014, from January to December, 144 kids were rescued which is higher than the previous years. Also there were some heinous crimes reported against some kids.

The incidents

Recently a shocking incident was reported in the city where a 16-yearold minor, a Class 10 student, was sexually abused and raped by her own father. According to Childline

officials, they received a complaint from the local mahila samiti of the area, and the Childline task force reached the house of the victim after receiving the complaint. After questioning the girl, it was noticed that the girl was in distress and does not want to stay with her father anymore. The victim was rescued and produced at the Child Welfare Commission (CWC). The CWC initially sent the girl to a shelter home and after the investigation it was found that the father of the victim is an alcoholic who used to molest the daughter since a long time. One day, the father was alone at home with the daughter, and he raped her. The CWC ordered the district child protection officer (DCPO) to file an FIR against the culprit and make sure that he is punished. A case has been registered on the matter, but, according to police, the father is now absconding and the girl is handed over to her guardian. Similarly, there was also a terrible rape case reported in the city were a 16-year-old boy raped a 7-year-old minor girl. According to the parents of the victim, the accused is not a juvenile and his guardians are falsely proving that he is minor. The accused is in the observation home and it is being investigated thoroughly whether he is a juvenile or an adult. There were also cases of domestic

abuse happening to a lot of children reported last year and interestingly a well known state ruling party politician was also summoned by the CWC for child labour related query. During the investigation, the politician proved with various documents that the child was in his place for some treatment. But still, the politician paid Rs 10,000 for the future of the rescued kid. Many kids are also not forced but they intentionally work as a minor because of poverty.

The reason

Child labour may be illegal and there may be many theoretical reasons like lack of education, lack of awareness behind child labour, but the reason which tops the chart is poverty. When the parents are not able to feed the child, they try to earn extra income through engaging the child in some work, thus initiating child labour. However, all child labourers are not treated badly. According to Childline, there are cases where the employer treats the child nicely and even takes care of their education. A source in Childline said, “Once we went for an investigation where two girls below the age of 14 where working as domestic helps. We brought the kids to CWC and the children again were given in foster care to the employer because the kids

were willing to stay with the employer. In foster care, the employer has to take care of all the requirements of the children till the age of 14.� The source added that similarly there are many cases were the children are found to be in a decent condition and situation in spite of working with the employer. At the same time though, there are also cases of child abuse and sexual harassment. The Protection of Children from Sexual Offences Act of 2012 (POCSO), as accorded by the President of India, aims to offer protections to children (individuals below the age of 18) from sexual violence, namely sexual assault, sexual harassment and the inclusion of children in pornography. The Act also stipulates special courts for the arraignment of such sexual crimes committed against children. The POSCO Act has stricter punishments, but the police are not that aware of such acts, and do not book the culprits under such acts. So, sensitising the police of various laws and acts is very vital. Child labour and protecting children from any kind of abuse is not tough, but before eradicating the problem completely from the society, major problems like poverty should be dealt with which gives birth to such social problems. rahul.chanda@g-plus.in

ith the objective to promote safe driving among the public, the state Transport Department observed the 26th Road Safety Week from January 11 to January 17, 2015. Along with a host of activities the event was held in collaboration with the automobile dealers/transport association, the district administration and traffic police. Celebrated in most cities throughout the country with joy and enthusiasm Road Safety Week marks the encouragement of people on how to drive by organising various programmes related to road safety. Formally inaugurated by Chief Minister Tarun Gogoi on January 11 at the ISBT complex, Betkuchi several activities including awareness drives through bike and car rallies, street plays, screening of video films on road safety measures and enforcement checking cum awareness programmes were carried out in various places in the district throughout the week. During the inaugural function emphasising on need to implement traffic rules strictly and the growing rates of accident, Gogoi said, “With the increasing population the number of vehicles has also increased. In developed countries the traffic enforcement rules are very strict and people also follow the laws. The transport department and the traffic police should be alert in this regard and should carry out research to find out ways to bring down the accident rate.” “Awareness programmes should be carried out from the school level in order to make it a habit to follow traffic norms. Also the licence issue process should be stiffened and emphasised on periodical tab on vehicle drivers to ensure their valid documentation by the motor vehicle inspectors”, Gogoi added. In the past years the death rate in road mishaps have increased. According to statistics of the state, in the year 2014, over 7,000 road accidents have taken place and around 2,200 people have been killed whereas, in 2013 out of over 7,200 accident cases that were registered among which, over 2,400 people have lost their lives. During the week, several enforcement drives could be seen carried out in prominent locations around the city. Traffic enforcement officers in large numbers could be seen controlling and managing traffic and breath analysing tests were also

carried out. “To keep account and keep an eye on the accidents around the city we looked into the death rates. Over the years if compared to the year 2011 the death rate in the city has been sustained to a certain level and also people have become more aware regarding the safety issues while driving. Initiating the road safety week has also helped us in spreading awareness among the people of the city. Through various programmes such as car and bike rallies, screening of video flims and

eople continue to face problem in the city due to lack of public toilets, the most affected being women and the differently able. Even as the city is flourishing, the administration have been promising to bring an end to the problem for quite some time now. Even though in the recent past, few toilet facilities have been provided by the administration in certain areas such as Fatashil, Chandmari, Fancy Bazar, Ulubari, etc. which were constructed and were under the maintenance of GMDA, at the same time in many busy localities there are no public toilets at all. Also the maintenance of the existing ones are not up to the mark as issues such as hygiene, cleanliness and safety remains unresolved in most public toilets. Most essentially, the women of the city suffer the most, with security being one of the major issues in the public toilets around the city. “The public toilet in Ulubari is not at all safe for women, even if one can use it in daylight. But after a certain point of time it is not at all usable and any woman would feel unsafe to walk into the same. It remains dark and the homeless people sleep on the corridor which is even scarier”, a local mentioned, adding, “The corridor is used by some people who take drugs or drink in later hours and is also unsafe for one to use the toilet or a passerby to walk through the corridor.” “Any woman would feel disgusted to use any of the public toilets in the city and none of the toilets are wellmaintained to be used by a lady. One would rather prefer to use the ones in the shopping malls, which

are somewhat use able but cannot be mentioned as hygienic”, asserted Mamoni Goswami, who faces the same problem in her day to day life.

GMC will also appoint people for the maintenance and cleanliness of such toilets”, said GMC commissioner, S Viswanathan. “Among the women, the female traffic police officers, who have to spend most of the time on the streets doing their job face the biggest problem and have to rely on the malls, hotels, restaurants, etc thus it is essential for such outlets, as a gesture of welfare, to co-operate with the police constables. Besides, such organisations have been strictly directed to maintain cleanliness, hygiene and proper sanitation in their premises”, the commissioner added, mentioning further, “Along with the construction of new toilets

Actors, lawyers, homemakers, etc have come forward with an objective to set up a clean and hygienic environment being underway, in due course of time, 31 toilets will be set up in each of the wards of the city for which the target is the year 2017 but we will try very hard to complete before the time period.”

A New Initiative Amidst the hassle going around the city for setting up of public toilets, some people have come forward with a helping hand and in order to create awareness among the people for a healthy and hygienic way of life, a proposal to set up a ‘Toilet Association’ was decided. The Thumb Print Conversation held on January 9, at the recently concluded Metropolis festival, an initiative of The Thumb Print magazine, a discussion on toilets, loos and sanitation around the cityway took place. During the conversation,

along with the maintenance of toilets and safety, the issue of lack of proper toilets for men, women children and the differently abled was raised and stressed upon. Dignitaries such as S Viswanathan, actress Zerifa Wahid, disability rights activist Arman Ali, author Indrani Raimedhi, Ranjani Phukan, Anirban Roy, Smita Agarwal, chairperson FLO, actress and anchor Dr Akashitora, child rights activist Miguel D Queh, advocate Rituparna Roychoudhary, Snigdha Menon Das and students of Maria’s Public School actively took part in the conversation. “The Toilet Association is a group of people from different walks of life, which is not confined to any certain group. Actors, lawyers, homemakers, etc have come forward with an objective to set up a clean and hygienic environment. Due to the lack of public toilets, specially and differently abled people face huge problem. I have come across places around the city which do not have any toilet for women and for men, a corridor in their backyards is used as toilet. Over the time being a journalist myself I have been writing articles on issues such as sanitary and toilets. Thus, a collective initiative of people is required to discuss and seek solution to problems, which are generally not discussed openly”, asserted Teresa Rehman, Managing Editor, The Thumb Print magazine. “During the conversation, we discussed on sanitary problems in the city and everyone put forward their views, like actress Zerifa Wahid mentioned that Jyoti Chitraban the only film studio in the state which has no proper toilet. The issue of

waste disposal was raised regarding which, GMC commissioner S Viswathana who is also a member of the association mentioned that a biodigestor system has been introduced in the city for proper disposal of waste”, Rehman added. With an initiative of understanding the various problems faced by the people due the lack of proper sanitation the association will also work on creating awareness and create user friendly toilets for the differently abled, elderly and children. “We will start with the existing toilets and work towards the maintenance of cleanliness and hygiene of those present in the malls and also the public toilets. Since the commissioner of GMC himself is a member, it will provide great help in creating a favourable and hygienic environment in the city”, the editor said. On 25th March, 2014, after the issuance of order by GMC directing the hotels, restaurants, malls, cinema halls, marriage halls, etc to maintain hygiene and sanitation in their respective toilets, the toilets in such places have been made usable. But not all business outlets throughout the city have a toilet for women. Meanwhile, with the new initiative in the city it can be expected soon to have a healthier and more hygienic environment. While GMC still struggles due the scarcity of land, it is up to the people of the city to use not just the existing public toilets more properly but also to keep the toilets at their homes clean and in a hygienic condition. kalyan.deb@g-plus.in

T

he arms smuggling rackets in the NE region have changed their modus operandi and now hiring security personnel with hefty money to smuggle their consignments of illegal arms, ammunitions and even explosives. The shocking revelation came to fore on Monday when sleuths of Government Railway Police (GRP) held a police personnel at Guwahati railway station with huge cache of illegal ammunitions and explosives in his possession. The arrested was identified as Ram Naresh Rai, an assistant subinspector rank official of Meghalaya police (Armed branch). The total seizure included 442 rounds of live ammunitions, 10 empty case and one grenade. “Today during a security checking in outgoing North East Express train at platform no 4 of Guwahati railway station, GRP recovered ammunitions from Ram Naresh Rai, an ASI who is posted at India Reserve Battalion (IR Bn) at Khilitirsi, Jowai in Meghalaya. Prior to his present posting, he was an Armourer of 1st Bn in Meghalaya,” said a police official. They come on two wheelers and then run away after snatching chains, watches and even money bags,” police added. Gogoi even asked the police commissioner to look after the matter seriously. However, embarrassing the city police again, burglars broke into three houses in three separate locations in the city recently and looted assets of several thousands.

20 year old girl was knocked dead by a train at Maligaon locality on Wednesday morning. Guwahati Railway Police officials said, “The young woman was in her early 20s and died on the spot after being hit by a train”. It was suspected that the girl was hit by a train while she was trying to cross the rail line, whereas there are no eye witnesses to the incident. With this incident it was the third such accident that occurred in the city in the last one month where people are killed by speeding trains. In another tragic incident a 6 year old boy died after he fell down from the balcony of his flat in Hatigaon’s Lakshmi Nagar on Wednesday afternoon. The deceased identified as Sahidul Islam was suspected to have slipped while he was playing on the balcony. Though he was rushed to the hospital, he later succumbed to his injuries.

n order to eradicate irregularities and reclaim encroached properties of state Wakf board, a committee has been constituted with people from various walks of life. The committee will execute the action plans in this regard. The decision was taken in a meeting held last Sunday, where the newly appointed president of the board, Nekibur Zaman invited people from different fields and religious background to support the cause of the Wakf board. “Several resolutions have been taken in the meeting to put pressure on the government to enforce the amended Act 27 of 2013 of Wakf Act, 1995. We will conduct conventions shortly to aware the people regarding the Wakf properties. We will also submit a memorandum to the chief minister to take appropriate action,” said Zaman after the meeting. The state Wakf boards are established by the state governments in view of the provisions of section 13 & 14 of the Wakf Act, 1995. They work towards management, regulation and protection of the Wakf properties by constituting district Wakf committees, mandal Wakf committees and committees for the individual Wakf institutions. For the first time, the board has decided to include people from all walks, so that the purpose of establishing Wakf boards, which is to support the unprivileged sections of the society, can be fulfilled properly. “We have invited people from different section of the society so that people come to know all about Wakf board. s soon as the date sets for the civic body polls, once again, election fever seems to have gripped the entire state. With every political party hoping to enjoy a big win, the party workers have started doing the preliminary works for the upcoming municipal board and town committee elections to be held on February 10. Announcing the dates, the state election commissioner H.N. Bora said, “The code of conduct for the poll comes into force from today (January 12). The deputy commissioners have been asked to make arrangements for smooth and peaceful conduct of the poll. The superintendent of police will make the necessary and required security arrangements” Election to the 32 municipal boards and 42 town committees in Assam will be held on February 10 and the result of which will be declared on February 13. However, election to Guwahati Municipal Corporation (GMC) and Barpeta Municipal Board will not be conducted now as their five-year-term has not expired yet. According to the poll schedule as announced by the state election commission, nominations will be accepted from January 19 to 28. Scrutiny of nominations will be on January 30 and list of contesting candidates published on February 2. After the poll to be held on February 10, February 12 has been set for re-poll. Counting will take place on February 13. A total of 14, 8, 4496 voters, which is 12.06 per cent more than the 2009 election, will cast their votes through ballots in 32 municipal boards and 42

town committees. Of the 746 wards, 32 are reserved for ST candidates, 7 for SC and 367 for women contestants. Polling will be taking place in 1748 polling stations across the state. Election commissioner Bora stated that the commission would nominate observers to monitor the maximum limit of expenditure as fixed by the government for the candidates. Political parties, both national and regional have geared themselves up for the upcoming civic body elections. The AICC general secretary in charge of Assam C.P. Joshi during his recent three day visit to the state had asked the PCC to chalk out plans as how to corner the BJP in the upcoming polls. He also asked the district and block Congress presidents in the state to start their preparations to sweep the polls. Senior Congress leader and party spokesperson, Mehdi Alam Bora said, “This time too, we are confident of sweeping the civic body poll. Now, there is no BJP wave in the state. The people have got to know the dual face of the BJP after the LS polls. The example of which can be well seen in the stand given by BJP in cases of IndoBangla land swap deal, big dam etc after winning the last LS polls” He also ensured that there is zero percent dissidence in the Congress now and the party would file candidates in each of the wards and town committees. The Congress had swept the urban body polls in 2009, winning 400plus wards with the AGP and the BJP finishing a distant second and third position respectively.

The opposition BJP in Assam too hopes to win majority of the 74 municipal boards and town committees in the elections of these bodies due next month. “We are hopeful of capturing majority of the seats. Regarding the preparation for the polls, the AIUDF chief and MP Badruddin Ajmal said the party would field its candidates at different municipal boards and town committees after studying the party’s position in those places. Education Minister of West Bengal, Partha Chattopahyay bestowed upon the award to Choudhury in the presence of Shauli Mitra, Chairperson of Bangla Academy, poet Manindra Gupta among several other renowned dignitaries. Mukti Deb Choudhury, a former principal

of Cotton College has been relentlessly contributing to the literary field. Besides writing a number of books on various topics, Mukti Choudhury has also been translating the creations of renowned litterateurs like Mamoni Raisom Goswami and Jogesh Das to Bengali language. Her translation of the Tripura history, drafted during the days of Ahom king Rudra Singha, into Bangla is one of her many noteworthy achievements. The simple and humble people of Assam fall prey to the false stories of development without moving out to find the truth about such developments. Those who oppose and try to bring the real picture before the people are sidelined. The National Democratic Alliance (NDA) government led by Bharatiya Janata Party (BJP) under the dynamic leadership of PM Narendra Modi has just completed seven months of its rule. During this short span of time, this government has to study the entire problems both internal and external, in order to make way for their solution. The

16 year old girl from Guwahati, Birubari area was rescued from Khirapur village in Uttar Pradesh on Sunday. The girl was a school student, who was reported kidnapped on December 24, 2014. Mohammed Montu Ali has been arrested by the police in this connection. Montu tempted the girl by promising to marry her and took her to UP and sold her to an agent,

New portal to assist public in Kamrup Metro

CP Joshi denies considering Himanta as deputy CM

he reports of former influential State Minister Himanta Biswa Sarma making a comeback, who took a sabbatical last year by resigning from the Tarun Gogoi–led Cabinet following a failed dissidence attempt, was doing the rounds with the news of the Congress high command offering him the post of deputy chief minister. Although the Congress high command and other senior leaders of the party have denied the report as rumour, Assam Pradesh Congress (APC) in–charge CP Joshi’s very recent meeting with Sarma at his official residence has triggered a flurry of speculation that the dissident camp boss has been offered the post. Before leaving for the national capital on Monday, Joshi, who visited the state last week, rubbished the news of offering Sarma the post of deputy chief minister. Talking to reporters at Borjhar Airport, Joshi, along with the newly elected APCC president Anjan Dutta and State Forest Minister Rockybul Hussain, denied the report that Himanta Biswa Sarma was offered such a post by the party high command. “No senior leader of the party or even Rahul Gandhi offered Himanta any such post. The rumour is baseless. As a senior leader of the party, I met him to discuss party related issues only,” Joshi said. It is worth mentioning here that when the dissidence activities were raking the politics of the state Congress, the post of deputy chief minister was reportedly offered to Himanta Biswa Sarma by the party high command. But, somehow it didn’t materialise yet. In the meantime, state Congress president Anjan Dutta made it clear that there was no dissidence in the party and he and the party is ready to accept anything ordered by the high command. “Dissidence is a past thing. Our main aim is the 2016 Assembly elections. But we will not spare anybody (junior or senior member) if he or she breaks party discipline. “They (BJP) never talk about bad things of the Hindu religion. They have never mentioned about the condition of widows or SCs or STs of the Hindu religion. We also believe in Hinduism and God. Who has given them the right to talk on behalf of all Hindus?” The senior Congress leader also sees danger in the authoritarian rule of Narendra Modi, “Ministers are not allowed to talk to the press. Only Twitter is the mode of communication. They do not believe in parliamentary democracy. The biggest challenge is whether parliamentary democracy will sustain in future or not. We can see the world history and take example of Hitler. When an individual becomes very strong, then it is the danger.” Joshi appealed to all Congress MLAs of Assam and members of

Seva Dal to go to every household to enquire about their problems in the next three months and hoped to form the government for the fourth term in Assam after 2016 state election. Moreover, while taking part in an interactive session of Assam Pradesh Mahila Congress Committee (APMC), Joshi has asked APMC to work for the empowerment of women and to uplift them socially, economically and politically. tarted with an objective of understanding the hearing impaired and develop their functunal language and communication skills, the Government Bhauri Devi Sarawgi Deaf and Dumb School, Kahilipara has been functioning since the year 1949 and has been catering to the educational requirements of the differently abled students of not just the state in particular but also of the entire northeastern region. Established in March, 1949 and spread over 58000 sq mts. it is the only premier special school that renders education to the children with hearing impaired in the state of Assam and since 1st January, 1967, has been functioning under the management and control of the Social Welfare Department, Government of Assam. Following the curriculum prescribed by the government of the state through Sarba Siksha Abhijan and Board of Secondary Education, Assam the students are permitted to learn only one Language formula. The required adaptation to impart education from primary to 8th standard are developed by the trained teacher of the institution. The school follows the 10+2 pattern of which the first two are preschool classes. Preparatory-I & PreparatoryII are the classes in which the children are prepared to achieve the eligibility norms for their admission into Class-I and proceed gradually to higher grades to sit in the H.S.L.C Examination under one language formula as per P.W.D Act. The school is also a High School Leaving Certificate Examination centre under Board of Secondary Education, Assam since the year 2005. The teaching in the school is imparted with effective use of recognized techniques and methods along with teaching and learning materials. Techniques such as Aural, Oral, Gesture and Sign, Indian Sign Language (ISL), Finger Spelling and Total communication are used since these methods are considered as natural, believing in exposure of language. Deaf and Dumb School. “The School has 38 sanctioned posts of different categories with 20 posts of teachers and qualified instructors in their respective lines. Though the filled posts consist of employees of different categories but the remaining 5 posts are still lying vacant with the requirement of three teachers and other posts”, Thakuria added. Over the years, though the education system for the differently abled has somewhat evolved but it is only after the introduction of the North East College & Hearing Impaired, Birubari that has made higher education obtainable for such students. “It is only since the past seven years that the problem of higher education apart from vocational trainings that has been helping the students in framing their carreer. But, previously once passed out of this school the students had to choose their path within their limitations”, said Thakuria. “The lack of communication is also a huge hurdle that stands in the way of the differently abled. Though the sign language help them to communicate among themselves, but in the outer world the same doesn’t help at all. In Australia almost everyone knows the art of sign language, which can not be seen here

The school, which currently has 346 students recieves seventy to eighty applications every year out of which only twenty five are selected through the process of interviewing.

djacent to the Dr.Rajendra Prasad road, Ganeshguri and lying at the foothills of the Narakasura Hills, the GMCH road is a major way of transportation used by Guwahatians. Being the shortest way to reach the Guwahati Medical College and Hospitals (GMCH), the particular road remains busy for most part of the day, which is also a major reason of traffic congestion on the road. Though the road condition has been made commutable in the recent past but the significance of the road is known by the garbage bin located at the diversion from the R.P road to GMCH road. Over the years the garbage bin, due to its loathsome stench has gained the reputation of a landmark of the area. Also at the entrance of the road, one is greeted with a foul odour of urine since one corner of the road is used as a public toilet by people of the particular area. “One has to literally hold his breath while passing by the garbage bin to avoid the sickening smell. As directed by the GMC, every business house in the entire Ganeshguri area has a dustbin, but the problem of garbage has not been

resolved yet. Most of the shops in the market dispose the garbage by the road and even though the garbage is collected every morning, but again the same can be seen stacked for most part of the day. The garbage bin at the corner of the road also remains glutted with garbage for days and unattended, which worsens the condition even more.” “Another problem is the traffic congestion. Being the easiest way to travel to GMCH, people consider taking this road rather than travelling via G.S. Road. Everyday three to four ambulances also travel via the same road but due to double parking, which can be seen throughout the road, it

Dhireswar Boro, a resident of Kachary Basti asserted, “Though the road has been constructed recently, the solution is temporary. After one good rainfall, the condition gets worse. In the past few years the road has been constructed several times but every monsoon due to the water logging the condition gets even worse. The water that comes running down the Narakasura Hills though clears out within few hours leaves the road completely muddy, which makes it impervious for one to commute.”

“Since, the responsibility and maintenance of the road is with PWD, it gives us no authority to intervene in any of the matters related to the road condition. Although, in matters of emergency, I do intervene and try to keep the situation under control. Since, the Gopal Boro field is one of the extensive venues that hosts several cultural and entertainment programmes, during such occasions the road gets overcrowded with vehicles. In such cases of emergency we do have to intervene by calling up the police or the traffic department”, said area sabha member, Shanna Ghosh. “Regarding the removal of dustbin, GMC authorities have been notified several times but no response has been received from their side yet. It seems the area is neglected by the authorities. Although, to some extent it is also the people who lack in civic sense, who urinate on the side of the road and dump the garbage anywhere but the garbage bin. Lack of basic civic sense among the people is also hampering the area”, Ghosh added.

ne of the very few women sculptors who have been able to make their presence felt in the field of art is Hela Das. Not just in the region but Das has been able to win laurels in abroad as well. She is also one of the members of selection committee of the tableau representing Assam to be displayed during the forthcoming Republic Day parade in New Delhi. Recently she was honoured with Babu Jagjivan Ram Rastriya Sanman Padak in New Delhi. The self-taught veteran sculptor who also won Bishnu Rabha Kala award shares her experience with G Plus.

C

an you elaborate your experience as a selection committee member for the Assam Tableau for the RD?

All the artistes were great and they have worked so passionately. It was a bit difficult to select as all the models were well crafted and designed. The 47-feet-long tableau representing Majuli and its culture and lifestyle has been selected. This is the first time that Majuli will be depicted at the prestigious national parade. The entire model which will be proudly displayed in front of the people of the country on Republic Day was crafted wonderfully by the local artists.

What exactly is the status of art and sculpture in Assam? I think it’s good. When I first exhibited in 1984 it was a wonderful feeling when people appreciated my work. But yes, at times I have felt that the overall scenarios should

improve. Artists need appreciation to keep on moving. For me, I have just followed my heart and kept on working on the things which I like. I always try to develop my work. That’s it.

Your work is also appreciated in the United States. How was that feeling? I was extremely thrilled and it enhanced my motivation. All my worries were gone. To be recognized among the best in the business and that too in a different country is really amazing. I was selected by California Carvers Guild to represent Assam in Channel Island Carvers Ventura Wood Carving Show on March 24 in 2012. My work was judged by well-known wood carvers from the Southern California, Northern California, Sacramento and Los Angeles counties. I won two first prizes and the Certificate of Achievement Award selected by attending people. I crafted ‘Mother and Child’ on Mahogany

Wood and ‘Embracing Mermaid’ carved on Driftwood. There were 35 other wood carvers. Most American carvers use machines but I use mere chisel and mallet.

How is the commercial aspect of art work? It seems to be increasing gradually. It again depends on the artists how they want to create their art works. Generally people do not like the abstract pieces to buy. So far, I have not sold off though some people have approached me.

So far where you have taken part in exhibitions? I displayed my sculptures in Orange County Wood Carving Show hosted by California Carvers Guild in 2012. I also had the opportunity to display my crafts at Brenau University, Gainesville, GA. Then I represented Assam in Kolkata Government’s Academy of Fine Arts and Asia Show in New Delhi

in 1972 among a host of exhibition at different parts of the state. There are selected pieces on display at Assam Government Art Gallery.

What are the challenges of being a sculptor? My life has been full of challenges since the beginning. There were times when people would not recognize your work. Besides that the wood pieces are difficult to get these days. I used to collect wood pieces from several places.

What is the reason behind lesser number of female sculptors in the scene? Generally, women and all prefer easier ways. Painting is a much easier art form compared to sculpture. To work with wood or stone pieces with hammers is difficult and all may not like it. But I have always liked to do the things which many people may not like to do. (eom)

The fest is going to be organized by a non-governmental organization, Parivartan. The two day festival is aimed at creating environmental awareness among the masses and on preservation and expansion of forests, stopping of deforestation in the Northeast region and plantation of trees in the rural and urban areas. “The objective of organizing the fest is to bring awareness amongst the people to play their role in preserving the endangered eco system and to discuss ideas from the young generation and senior experts on expanding forestation and maintaining a green biosphere”, the organizers said. The two day extravaganza will feature environmental movie screening, plantation drive, art and craft workshops, workshops on environmental and land art and cultural and musical nights.

Brahma takes charge as new CEC

arishankar Brahma Friday assumed charge as the Chief Election Commissioner (CEC) and said the first priority was to conduct the Delhi Assembly polls in a “free and fair” manner. He promised to use internet and digital technology to improve election management, especially voting. Brahma succeeds VS Sampath, who completed his tenure on Thursday. “My first priority and mission objective is to ensure that we conduct the election to the Delhi legislative assembly in an absolutely free and fair manner,” he said after taking charge. “Our long-term goal at the Election Commission of India, which I visualize, is to deliver excellence.” “To improve quality, transparency and speed, it will be my personal endeavor to use the latest technology both internet and digital to improve the quality of our election management, especially in voting,” he added. There are three kinds of doubt 1. When we doubt ourselves 2. When we doubt the people around us, and 3. When we doubt God We have never seen God, so there is always a doubt somewhere in our mind as to whether or not God exists. We see everyone in society with an eye of suspicion. When we do not want people to see us with suspicion or doubt, then we also should not see them in the same way. Now by saying this I do not mean that you should blindly trust everyone around with everything. Do not just hand over your purse or wallet to some stranger, or think that it is okay even if he runs away with it. That is not what I am saying, but we should become aware of what is going on in our mind. We must pay attention to this fact. Until we improve ourselves, until we do not kindle happiness and love from within ourselves, how can there be peace and happiness in the society and the world at large?

sects of Islam are there today? There are five well known ones – like Shias, Sunnis, Ahmediya, Sufi, etc. There was only one Lord Buddha, but there are 32 sects or traditions in Buddhism today. And you cannot even count the number of different sects and traditions in Hinduism (Laughter). For every great saint that has been, there is a tradition and sect of his following. There are many schools of thought in Sikhism also. So as time progresses, different saints, different religious philosophies and schools of thought emerge. We must let all these diverse traditions and sects grow and develop. When one tries to make everyone behave and think in the same way, then the outcome is what we are seeing in countries like Syria, Egypt, etc. The conditions there are very unfortunate.

t was a couple of decades back. After anchoring a cultural show at the Rabindra Bhawan, I was asked to announce for everyone to rise for the State Anthem or Jatiyo Xongeet of Assam. And believe me you; I didn’t in the life of me know the lyrics. I stared at the audience while everyone rose and joined in. Instead of pretending to lipsync, which I never do, I told myself that I would have to make an effort to learn this anthem. So, whose fault was it anyway that I didn’t know my State Anthem? It was me ofcourse! Having studied in Shillong or any other place other than Assam, definitely shouldn’t be an excuse for many who called themselves a true Assamese. And I always thought I was one to the core, till the time when I was feeling helpless in front of a crowd of 600700 people, who were definitely staring at me and concocting

strange stories in their heads about me. “Aha, she doesn’t know the Anthem?” “Wow! She is quite the pretender of being an Assamese!” and so on and so forth. I felt miserable though not lost. With Google entering our inquisitive minds much later, I asked my father-in-law for the lyrics and sure as the day, a couple of days later, as I was practicing the anthem one morning, written neatly in Assamese on a page torn from a five-lined exercise book, I noticed a strange emotion coursing through me; tears started to roll uncontrollably down my cheeks. I was scant surprised ‘cause for a person like me who proudly stood ground as a young 16-year girl, when teased for composing poems on India, crying, choking and singing ‘O Mur Apunar Dekh’ could but only be natural. And my excitement knew no bounds when the next time around, I proudly sang the State Anthem, once again, with tears of pride and love in my eyes.

The State Anthem of Assam was written by Lakshminath Bezbaroah and attuned by Kamala Prasad Agarwala. The song itself is from among the finest poems created by Lakshminath Bezbaroah. It was first published in 1909 in an Assamese magazine named Bahi (“flute”) and then it was officially adopted as Assam’s state song in 1927 at Ôxôm Satrô Xônmilôn (“Assam Student Conference”) held in Tezpur. It is the most popular Assamese patriotic songs of all times. I especially love the last paragraph which is more like a child looking adorably at its mother, waiting to catch that one glimpse of a smile from her and then its heart would dance in glee. How much better can the lyrics get, I keep asking myself? At a time when the whole of India was going through a major upheaval, poets, though emotionally discordant were passionately lyrical about their country and the proof can only be seen in their creation.

uring the winter months, cold, dry air can tighten airways and worsen breathing. Unless you love stepping outside to cold, dry air that smacks you in the face, winter (post-holidays, of course) can be a dreary season. For people with asthma, the cold weather can worsen their symptoms. Fortunately, taking some smart precautions can help keep adults and children with asthma breathing free.

Outdoors Pull a neck gaiter, scarf or turtleneck up over your mouth and nose to warm the air you’re inhaling. When it’s very cold, avoid exercising outdoors.

Have someone dust and vacuum your home frequently to reduce allergens now that you’re spending a lot of time indoors. Use a damp cloth to dust and employ a vacuum with a high efficiency (HEPA) filter to clean fabric-covered furniture and carpets.

Get a flu shot Most people aged from 6 months and older get an annual flu shot to help protect against the flu virus. Having asthma won’t make you more susceptible, but if you do get the flu, the results could be more serious, even if you keep your asthma symptoms under control. It’s important that people with asthma get the injectable form of the flu vaccine made with inactivated [killed] flu virus. People with asthma shouldn’t get the nasal spray (FluMist) vaccine because it contains live virus. Your doctor may also recommend that you get a pneumonia vaccine for extra protection.

Even more surprising, it kind of works. Anyone that knows Assassin’s Creed will feel an innate familiarity with Dead Kings and maybe even a bit of excitement (particularly the last section, which conjures memories of a classic series moment). However, there’s an air of freshness about it that works in some ways and falls flat in others. Dead Kings isn’t likely to reignite anyone’s love for Assassin’s Creed, but it certainly won’t extinguish any existing flames, either.

Google sees self-driving cars on roads within five years

T

he head of self-driving cars for Google expects real people to be using them on public roads in two to five years. Chris Urmson says the cars would still be test vehicles, and Google would collect data on how they interact with other vehicles and pedestrians. Google is working on sensors to detect road signs and other vehicles, and software that analyzes all the data. The small, bulbous cars without steering wheels or pedals are being tested at a Google facility in California.

Urmson wouldn’t give a date for putting driverless cars on roads en masse, saying that the system has to be safe enough to work properly. He told reporters in Detroit that Google doesn’t know yet how it will make money on the cars. Urmson wants to reach the point where his test team no longer has to pilot the cars. “What we really need is to get to the point where we’re learning about how people interact with it, how they are using it, and how can we best bring that to market as a product that people care for,” he said.

Google Maps Gets VoiceBased Lane Guidance Feature for 20 Cities in India

dobe has made its Lightroom photoediting software available for Android smartphone users in the form of an app called Adobe Lightroom Mobile. The free app is already available for iPhone and iPad device users. Notably, the app is not yet available for Android tablets. Announced last week, the Adobe Lightroom Mobile app lets users send a set of images from the software’s PC version to their Lightroom Mobile app as a part of the sync feature, edit those images (or those from the smartphone’s gallery), and share them across various social networking websites. The firm added, “Any changes you make in Lightroom Mobile will be automatically synced and updated back to the Lightroom catalog on your desktop.” The sync process uses Adobe’s Creative Cloud service. However, to fully make use of the app the Adobe Lightroom Mobile, one would need to be a Creative Cloud or Photoshop Photography Plan subscriber. The Adobe Lightroom Mobile app’s minimum requirements include a device powered by a quad-core ARMv7 architecture-based CPU clocked at 1.7GHz, 1GB of RAM and 8GB of inbuilt storage. The app will be compatible with devices running Android Jelly Bean and later OS versions. The app is sized at 19MB and is available to download from Google Play.
