1.3 LAKH PEOPLE AFFECTED IN RECENT CITY FLOODS

nce again, the force of nature has devastated the pride and lives of the metropolitan population of the city of Guwahati. The torrential rain started from last Sunday morning and continued until the next day and the following floods almost left the entire city submerged for more than two days. School going children as well as college going students had to drop two complete days from their academic calendar. A large chunk of the people had to remain stranded inside their houses with no electricity, inactive mobile networks and scarcity of drinking water. Though the local administration has come up with marathon operations to provide relief to the flood affected city dwellers, altogether six people have lost their lives and four have sustained injury. Out of the six people who have lost their lives, four have died of landslide and the other two died of electrocution and flood. The official record itself shows that around 1.3 lakh people have been affected in five revenue circles of the Kamrup district during the four-day long flood. “The assessment of damage caused by the recent floods and landslide is going on. After completion, SDRF will give proposals for restoration of assets to the government. From the preliminary assessment, which we have been carrying out every day during the floods, it can be stated that areas like Lachit Nagar, Anil nagar, Nabin
Nagar, Tarun Nagar, Dhirenpara, Noonmati, Barshapara, Chandmari, Bamunimaidan, Pub Sarania, Rajgarh, Hatigaon, Lakhimi Nagar, Beltola, NH37, Fatasil Ambari, Borsapara, Dhirenpara, Udalbakra, Patharquary and Bathouguri are the most worst affected by flash flood,” highly placed sources at the district administration, Kamrup (M) told G Plus. The source also mentioned that various villages in the Sonapur revenue circle, Azara revenue circle and Chandrapur revenue circle were under water. In the meantime, the flash flood situation of the entire Kamrup district has worsened with new areas getting inundated every time a spell of shower comes in. “The new areas getting inundated in the recent flood are Barshapara, Dhirenpara, Udalbakra, Bathouguri, Patharquary etc. Heavy showers in the state of Meghalaya overtops the Basishtha river, which caused backflow of water through Mora Bharalu and logged rainwater in the areas where flood had occurred for the first time,” a district administration source mentioned. Regarding the measures taken by the district administration, the source mentioned, “All concerned departments including water resources and GMC resorts to pump out the flood/logged water round the clock. NO THREAT DURING PUJAS - CITY SSP

I
n the first week of September, the entire state was worried after there were media reports about Al Qaeda threat to the state. The terrorist group had issued a threat to establish bases in Assam, while the LeT had strengthened bases in Bangladesh, which may lead to serious problems for Assam in the days to come, reports said. Coming to Guwahati, although the city was busy combating floods and other problems in the past few days, people still thronged city markets to shop for the Pujas. In the past, Guwahati has experienced many terror attacks but the people do not stop living life in fear of such threats. While the beginning of October is anxiously awaited by Guwahatians, as Durga Puja starts on the 1st of October, can any kind of threat stop the people of the city from celebrating the festive season? What are the security measures taken by the cops to ensure a peaceful Puja this time?
Is there any threat?
According to city SSP AP Tewari, there is no specific threat during the pujas. He said that the police would take care that full security is provided to the citizens. “We have discussed the security issue with the Puja Committees and have described to them about the steps they need to take for maintaining the peace and harmony during the festive season. We have discussed contingency, fire fighting arrangements and have also made it clear that all the Puja pandals need to install CCTV cameras. We have also asked them to do proper barricading, to have proper public address system. They will have to keep their volunteers and the volunteers need to be trained accordingly and we have explained to the committee members about the requirement. Our local police stations will cooperate with all the Puja pandals for all the security measures, and the committees will have to submit the security preparation plan latest by 28th September,” said City SSP AP Tewari. The city SSP is confident that the pujas
will go by peacefully and there is no threat. Usually, during Pujas, there are various crimes that were reported in the past. The city SP (Crime) Sudhakar Singh said that mostly there are crimes like pick pocketing, eve teasing and vehicle theft that are reported during the Pujas. The police have geared up to make sure that people can celebrate the pujas without any fear. There are also the state based rebel groups, which can be a threat to the celebrations, but the regular round up and security check is in place to check all the threats. The city police will deploy all the manpower, which they have during the Pujas. All the pandals will have police personal deployed along with local volunteers. The Puja committees will always be in touch with the local police station so that any unwanted situation can be tackled immediately. The city police have also appealed to the people to follow some instructions. 1. Should park the vehicles only at designated parking lots and make sure that the vehicles are locked 2. If any unattended object is noticed anywhere, instead of gathering near the object the nearest police personnel should be informed or can also dial 100 3. People should avoid rough driving and should not drink and drive 4. If any thief or miscreant is caught, should be handed over to the police instead of taking the law in hands 5. Should follow all the traffic rules 6. Should respect everyone
The administration’s effort According to highly placed sources in the administration, the district administration has instructed all the authorities and the puja committees to take certain measures for a safe and secured Puja in the city. The administration has asked the puja committees to follow the following guidelines:-
1. Puja pandals/gates are not to be constructed by blocking roads, lanes and by lanes. The DC requested the puja committees to construct the pandals in such a way that space can be provided for movement of Fire Brigade in case of emergency. 2. Each puja pandals should have volunteers for crowd control. The volunteers should be issued photo identity cards by respective puja committees. 3. Anti-sabotage checking will be done by the city police with assistance of the puja committees to prohibit anti-social activities like gambling, selling of alcohol in and around the puja pandals. No wine shop/ bars can remain open beyond the permissible time during puja days and if any complaint alleging violation of this restriction is received, action will be taken against the excise officials of that respective area. 4. Puja committees will have to arrange adequate firefighting measures and keep sufficient fire extinguishers. The telephone numbers of local fire stations are:-

I
t is a busy as well as a tough time for the idol makers and clay artisans of Guwahati as Durga Puja is around the corner. “After Vishwakarma Puja, we got only twelve days in hand to complete the work on Durga Idols which is not sufficient for us even if we work round the clock. Moreover the incessant rain for the last couple of days has worsened the situation and it may raise question on our goodwill and prestige if we can’t deliver the idols to the respective pandals on time with best finishing touches,” shares Ratan Paul of Pandu Bara Bazar. Idol makers are facing hard times now. “The profession is very tough, laborious and risky but it’s of immense responsibility. The price hike has affected us badly as the cost of raw materials like straw, bamboo, wood and mud soil have gone up. The rates of ornaments and clothes, which are brought from Kolkata, have also shown gone up. Above this, we have to pay salary to our workers. Moreover, we do not get the actual value of our labour as the Puja organisers refuse to pay us what we deserve.’ Apart from the regular artisans, it is observed that many temporary and contractual artisans come to Guwahati from Kolkata, North Bengal as well as Western Assam during this time every year. These
temporary artisans are hired either by the local artisans or by the Puja organisers individually. Upen Paul is one such artisan from Coochbehar who is now working at an idol workshop in Panbazar College Hostel Road. Sharing his experience he says, “For the last 27 years I have been working in this profession. Just for the sake of a better salary I have migrated here for a period of three months only. It’s very difficult to make ends meet with this income. Still for the sake of art and profession, I am in it.” Local artisans are dissatisfied over the artisans who are hired by the puja organisers individually, as Ratan Paul says, “Its injustice to us when any organiser
hires artisans from outside just to create extra gimmick about their celebration. They spoil our market and impose a threat on our income.” With the changes in pattern of celebration, organisers have adopted various themes in lieu of big idols. Apart from the conventional artisans, it is observed that organisers also invite students of art colleges for decorating themes. In this regard, Nirmal Paul of Bishnupur says, “Any kind of positive adoption is good. As our profession is facing severe uncertainty, so a new age adoption of sculpting may get acceptance. But they can’t bring the essence with which people are familiar till date. Celebration and worshipping
will also be there in future as well, but with a difference.” Commenting on the issue of pollution, Nirmal Paul says, “Every year pollution control and environmental organisations point at us regarding the usage of toxic materials in idol making. But we use water colours, which assimilate in water. So there remains no scope of polluting our water bodies.” To this, Ratan Paul adds, “Before raising questions about us, the Government should find the root causes of pollution as factory wastes are more toxic than the colours used by us.” Nowadays, ‘Puja Awards’ are being held all around the state but in most of the cases, no one even announces or displays the name of the artisan. Commenting on the issue of recognition Ratan Paul says, “People consider our creativity just as a work of clay, not as art on clay. Throughout the year, no one comes to us to keep stock of our situation, not even the media. Only during this festive sea-
son we become the subject of concern. We are not even offered a ‘Gamocha’ by the organisers, award is beyond expectation.” Nirmal Paul adds, ‘I have the credit of sculpting the biggest idols in the North East once at Binapani in 2001 and again at Bisnupur in 2010. Both the years I was felicitated. But it may not happen all the time. It’s on the judges, what they like or dislike. Our duty is to give our best so that it can leave mark on the minds of the public. In West Bengal, artisans like us can avail subsidies and other facilities, but the Assam Govt. has not implemented any such schemes for us till date. Our art is not getting any encouragement from Govt. as other art forms are enjoying.’ “Our days have gone in any way, but I will not suggest my son to adopt the same... what I have adopted from my father,” an annoyed Upen Paul said. Similarly, Nirmal Paul says, “I don’t see any sign that my next progeny will consider this profession as his career.”

hese days, the Durga Puja festival is not manoshik (from the heart), but has become tamoshik (show off), as the festival has become commercialised and people compete with each other just to show off their financial prowess,” said 65-year-old Dulan Chakrovarty, who conducts pujas in many of the city’s prominent pandals. Durga Puja starts from Mahalaya and ends on the last day, which is called the Dashami (10th day). From Mahalaya to Dashami, there are ten days and each day has its own significance. There are various rituals, which are performed during the following nine days after Mahalaya. The nine days are also known as Navratri in North India. This year, Prime Minister Narendra Modi greeted the nation on the auspicious occasion of ‘Mahalaya’ and hoped that the festive season brings peace and prosperity. But, the modern day devotees are not aware about the exact rituals and seem to only enjoy shopping and Pandal hopping.
THE RITUALS
Mahalaya is an auspicious occasion observed seven days before the beginning of Durga Puja and marks the advent of Durga, the goddess of supreme power. It is a sort of invocation or invitation to the mother goddess to descend to earth - “Jago Tumi Jago”. This is done through the chanting of mantras and singing devotional songs. The day has another aspect – the Spirit of Durga Puja reaches its pitch on the day of Mahalaya. It is the day when many throng to the riverbanks clad in dhotis to offer prayers to their dead relatives and ancestors. People in the pre-dawn hours pray for demised relatives and take holy dips in the rivers. This ritual is known as ‘Torpon’. The eldest son is the one who generally performs the Shraddha. Any male relative of the paternal branch of relatives can also perform the rites. Some castes perform for only one generation, while others offer to more, commonly three generations. The food, which are usually offered to the ancestors are cooked in silver or copper vessels and are offered on banana leaves. The items may vary but it must include rice, dal, kheer, lapsi (a sweet dish), yellow gourd and certain vegetables. But, the main ritual followed by all is the Chandi Paath. Chamunda puja is done to invite the mother goddess to descend to earth. According to Dulan Chalravorty, people are gradually forgetting the rituals and these days, many believe that on Mahalaya, they need to wake up early in the morning and take a walk. But there are a lot of rituals which go unperformed. The next day is the end of Amabashya and is termed as Pratibadh. The second ghot (the ceremonial pitcher) for the Goddess is put in the place where people perform Puja. is to propitiate Durga Maa and seek her divine blessings. Having been religiously carried out since ages during the festival of Navratri or Durga Puja, the fast has become an intrinsic part of the festival. The custom of observing the Fast is particularly prevalent in Northern India. In the state of Punjab people observe fast for seven days of the nine-day-long Durga Puja Festival. The fast is broken only on the Ashtami (8th) or Navami (9th). Some devotees consume only milk during the fasting days while some only live on fruits. Some also observe ‘Ekana,’ which means that they take one complete meal during the day. Non-vegetarian food, intoxicating substances and other forms of entertainment are completely avoided
during the fasting days. Men observing fast are not supposed to shave. Some also believe in sleeping on the ground and thereby deny themselves all luxuries and comforts. But, these days it is hard to meet people who follow all the rules. After Pratibadh comes Tritiya, which is the third day and the third ghot for Ma Durga is placed in the area of worship. After Tritiya, comes the Chaturthi, when the fourth ghot is placed for the goddess. Similarly, the fifth day is known as Panchami when the fifth ghot is placed. The sixth day is known as Shashthi and it is a big day, as on this day the idol or the statue of Maa Durga is brought to the place where the Puja shall be performed. It is believed that

People sing and dance at night and puja rites are performed at all the pandals and homes where Ma Durga is worshipped. From the evening of Shashthi, the Durga Puja starts everywhere. Hence Dasha-Hara is also known as Navratri or Durgotsav and is a celebration of Durga’s victory. Durga, as a consort of Lord Shiva, represents two forms of female energy – one mild and protective and the other fierce and destructive. People put colours on each other especially married women, and worship the deity before she is taken to the river. It is also believed that on Dashami, Ma Durga takes someone along with her and in fact, there have been numerous cases of drowning while immersion in the rivers. CBI busts passport racket G PLUS FEATURE

he recent arrest of an official of the Regional Passport Office (RPO) by the Central Bureau of Investigation (CBI) has unearthed the deep-rooted corruption and the bribery system that exists in the office. The CBI probe revealed that anyone who is seeking a passport has to pay a sum of Rs 2000 onwards illegally to the officials of the RPO to get his or her passport on time. Senior official Anjali Das Thakuria, who was assisting the senior official of the RPO was caught by CBI on September 16th while she was openly taking a bribe of Rs 2000 from an applicant at the office. Later, the investigating agency took one-day custody of the official who revealed that she was a part of the racket. “We have received a complaint that she was asking for money for fast issuance of passport to a city resident and then we set up the plot in which she was caught red handed. Her house located at Ashok Path in the Survey locality was also raided and some important documents were seized as
well. She was booked under the Prevention of Corruption Act,” said a senior CBI official. Complaints of corruption for clearing passport applications were reported earlier too at the RPO here, which caters to six Northeastern states including Assam, Arunachal Pradesh, Manipur, Meghalaya, Mizoram and Nagaland.

ssam Police’s commandant of the Assam Forest Battalion Mihir Jyoti Goswami was charged of allegedly misbehaving and assaulting a woman in a city based beauty parlour cum spa centre. The City police registered a case against the erring officer after the woman lodged a complaint. “He came to the spa earlier too and availed service but he came again on Tuesday evening at around 8.30 pm and asked me to go with him. When I resisted his advances and informed the police, he assaulted and abused me physically,” the victim alleged. People even message me saying they
are prepared to give donations but I reply saying they cannot get admission and anyone doing so risks getting their admission cancelled right away,” he retorted. The KG admission seeking kids meet the three-member committee who select the kids judging their outlook, interaction and the way they respond. The committee then informs the management about their preference. They meet the parents and scrutinise their interest, how responsible they are towards the kids and then the selected candidates are finalised. There are around 2300 students in DBS with almost 500
students in class 11 and 12. KG has 100 seats and after KG, seats become available only if students gets transferred or discontinues classes in the school. BLEAK FUTURE FOR GHY STREET VENDORS? RAHUL CHANDA

treet vending, as a profession has always been in existence in our country. However their numbers have increased manifold in the recent years. According to researches, Mumbai has the largest number of street vendors numbering around 250,000, while Delhi has around 200,000. Calcutta has more than 150,000 street vendors and Ahmedabad has around 100,000 street vendors. Similarly, according to a Guwahati city based NGO, SSTEP, the city has around 25,000 street vendors. Recently, after the district administration declared many city roads as no parking zones, they also evicted many vendors from several roads in the city. A fast food vendor at Paltan Bazaar said, “We don’t know what to do as our livelihood is affected every now and then. We have to pay to the GMC people as well as to the police for running our business here, but still sometimes the GMC people come and throw our belongings. They chase us every few weeks or months.” The Guwahati vendors’ futures look bleak as they do not have a proper and fixed place to earn their living.

Street Vendors was outlined in 2004 and re structured in 2009, the local urban body did not do anything for the betterment of the vendors. The GMC only follows acts, as it becomes compulsory, so, after Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 was passed, the GMC officials claim that they have undertaken the following measures One town vending committee, headed by Commissioner, GMC as chairman and six zonal vending committees were formed and notified by the government. According to GMC, survey of the street vendors will be started soon Schemes on street vendors is under process and the schemes will be planned as per section 38 of the act According to the GMC, the survey will be conducted by a competent institution to identify different categories of street vendors such as stationery vendors, mobile vendors and others. The GMC’s Town Vending Committee shall ensure that all existing street vendors identified in the survey are accommodated in the vending zones subject to the plan for street vending and the holding capacity of the vending zones.
Ground reality
The act was passed in the month of March, 2014, but vendors have been there in the city for ages and till date, the urban local body or the state government has not thought out any alternate plan to settle the vendors or secure their future. The GMC still has not conducted the survey. And the vending zone is yet to be properly identified. For the time being, there are six zones in the city (south zone, west zone, east zone, Lokhara zone and Dispur zone). But the exact locations are yet to be identified. The GMC, for, example is planning to use the empty space below the flyovers to make it a vending zone. The TVC has been formed but is again headed by the Commissioner of the GMC, who is usually tied up with various other city development works. It is not that he cannot take up such a responsibility, but was not there any other option? According to the GMC, they did not receive any fund for this task but it is already a revenue generating move as for registration, the vendors will have to pay a certain amount of money.
Recently, the administration evicted many street vendors, but according to the act, the Town Vending Committee will be responsible for conducting the survey of all the vendors under its jurisdiction. Such survey must be conducted every five years and moreover no street vendor should be evicted until such a survey has been conducted and a certificate of vending has been issued. In case of declaration of a specified area as a no-vending zone, the vendors will be relocated to another area. However, such street vendors must be given a notice of at least 30 days for relocation. Vendors, who fail to vacate such space after a notice has been given, will have to pay a penalty which may extend up to two hundred fifty rupees per day. These are some outlines of the act, but are the city urban bodies and administration following the act, as according to the vendors, no notice is issued to them whenever they are evicted. The tougher question though is when will the city vendors be registered legally and so that they can have a secured future?

habnam (name changed), a fifth standard student of Gorakhat Primary school of the Darang district was absent from class for a week without prior notification. When the teachers enquired about the ten year old girl, her friends said, “Oh Baideu, Tair Biya hoi gol,” (Oh Ma’am, she got married). Later on when the teachers discussed the matter with the locals, they said that it is a minor issue as girls should get married as early as possible. Talking to this correspondent, a number of teachers in different schools of the district expressed that many of the girl students get married before they even complete high school. “It is a common happening that many of the girl students in most of the schools in the rural areas of Lower Assam get married even before they complete the eighth and ninth standards. And most of these marriages happen socially with the full support of the parents and guardians of the girl.” It seems the schemes of the Social Welfare Department and Health Department of Assam government have failed miserably in touching a large section of the society with its sensi-
tisation programmes on child marriage and woman’s health. A recent survey conducted by the Assam Health Department in the districts unfolds a depressing picture of child marriages (mainly girls) in the state.

eplying to a letter, the Minister of State for Environment and Forests, Prakash Javadekar, has assured to keep a close look on the entire process of clearing the Kaziranga National Park (KNP) area from illegal settlers. Advocate Rita Boro Bora, who is fighting against illegal encroachment in the park area, in the Gauhati High Court, handed over a memorandum to Javadekar recently asking for Centre’s intervention in evicting the encroachers from the park. Bora is also representing her client, Mirnal Saikia who had moved the Gauhati High Court through a PIL complaining about the illegal

encroachment in and around the park area. The petitioner had alleged that Bangladeshis, too, had taken refuge here and helping the poachers in killing rhinos. Earlier, the state government informed the court that it would clear the park from encroachments within six months. It said that the illegal settlers would be evicted and provided compensation. “The state government has decided to compensate each of the
evicted families with Rs 10 lakh. It has informed the court that the settlers have agreed to the proposal. But we fear that illegal Bangladeshi infiltrators who are residing on park’s land may too take advantage. That’s why me, on behalf of the petitioners have submitted a memorandum to the Central minister who replied yesterday and gave assurance,” said Bora. Maximum numbers of encroachers were settled in the 6th
addition. However, government sources said that mostly erosion and flood victims of the nearby areas are residing on the park’s land. As per government estimate, some 1,200 families have settled illegally on the park land. Angel fund in state Retail trade in Puja affected shambhavi

he retail trade of various products including garments and consumer durables is bleeding in Guwahati despite the advent of the festive season. Guwahati’s garments and other retail trade were not affected even during recession, which afflicted the country two years back. However, there is slump in demand and the traders are baffled as to what has happened. However, those observing the Guwahati markets say that Guwahati trade to a great extent depends on the neighbouring states. The ban of coal mining imposed by the National Green tribunal (NGT) has impaired the cash flow of Guwahati to a large extent.

he Congress led government launched angel fund to assist first generation entrepreneurs and skilled youths aspiring to set up micro and small enterprises in Assam. Gogoi has made provision for Angel funds for micro enterprises in his budget for 2014-15. The government has announced to contribute `10 Crores in this fund. An MoU was signed by the State government of Assam and the Regional rural bank, Assam Gramin Vikash Bank on Friday. Under the scheme, a maximum loan amount of `5 lakh at only 5 per cent interest per annum with no interest to be charged during the moratorium period for maximum 10 months would be extended for setting up micro enterprises. Around 80 per cent of the project cost for existing units and 85 per cent for new units without mortgage are being offered under the special fund. Chief minister, Tarun Gogoi said that the Government would increase the maximum loan amount under the scheme so that the first generation entrepreneurs and skilled youths engaged in traditional industries can expand their businesses in a big way. “Our Government will raise the maximum loan amount under the scheme from the existing `5 lakh so that the young entrepreneurs can go in for expansion of their businesses in a big way. Today’s unveiling of the scheme is just a beginning. We have to go on a Mission Mode for the overall growth of the MSME sector in the State.” Minister for Industries & Commerce, Pradyut Bordoloi said that the department has conducted resource mapping in the State to identify the industries that can grow, based on the locally available raw materials and to create a pool of skilled manpower required for the industries. Bordoloi said the department would set up multidisciplinary skill development training centres in each of the 219 development blocks in the State. “We have identified about 50 skilled disciplines that are in great demand.” He said that the State has received proposals worth `20,000 crore. Additional Chief Secretary, Industries & Commerce, RT Jindal said there have been huge investments to the tune of `1,774 crore in the MSME sector in the past four years. He also said that Assam stood fourth amongst all the States so far as the rate of implementation of investments is concerned. Chairman, Assam Gramin Vikash Bank, S. S Singh said the bank with its 398 branches across the State would be able to ensure cent per cent implementation of the scheme.
A top industrialist who did not want to be quoted said, “People from Meghalaya spend in the Guwahati market. The city’s trade derives its stimulus from the coal rich Meghalaya. However it’s been several months now, the ban is showing results and supply of money to Guwahati is cut.” The logistics sector too has taken a hit due to the ban. Movement of trucks have come down drastically between Guwahati and Shillong. “Impact in one sector effects the economic cycles and people do not have money in their hands. Inflation is another factor; however in Northeast India inflation has never been a big factor that can deter
purchasing power.” Ban on coal mining in Meghalaya will result in losses to the tune of `50 Crore for railways. One can imagine as to what will be the loss to other sectors. Traders in garments and motor part accessories said that around 15 to 20 percent of the annual sales come during the festive season beginning from October to November. “But never ever have we seen such low turnout of people. You will see people crowding malls but in actual terms, sales are not taking place on expected lines.” Brand shop owners felt that while the traditional shopping street of Fancy Bazaar is attracting the people but the brand shops are not doing well. “We feel there is liquidity crunch in market and market will take time to recover.”

any a times, we see people taking a back seat sitting in an alcove and trying to recollect memories from the past. Each experience has taught us something new about life. “The silence within me” is a sign of contentment and satisfaction. It tells us about where we stand today. “The silence within me” tells me how much I have conquered over my emotions. Youth is a stage where our energy is at its highest. Our entire focus is on our career, our freedom, enjoyment, friends gradually when we start heading towards middle age, it’s time for us to revise. Self-realisation helps us to recollect where we are standing today. We start taking life more seriously and that’s when “The silence within me” helps us mould
ourselves. A precipitous outburst of the silence sometimes may have an adverse affect on oneself. Rather than doing good, it might just harm us, making us feel depressed. When there is silence, we turn our focus and thoughts inwards giving us time to refuel our minds. By doing so, our ego is switched off and we see the world from a different aspect. It allows our true self to speak. It gets connected with the energy around us. Times of silence can be used to think about the life you want and work out ways to get it. “The silence within me” is a tool that helps us to find real ME. It’s your connection with your inner world. A simple exercise for each one of us to follow:

How you have used silence in your life and how it has helped you. I know it’s harder when you are alone, however times of silence can be used to think about the life you want and work out ways to get it.
Tranquil Waters 4 tinat ATIFA MASOOD They both woke up to a loud clap of thunder and birds chirping wildly. The sky was overcast with dark clouds, which hung low and was ready to burst into a downpour. She closed her eyes and clung to him as a flash of lightning ripped the sky and blazed in fury. He hugged her close to him but also told her that they should hurry or the rain might catch up with them before they reached the top of the hill. As they reached the bottom of the hill, to their surprise, they found steps, as if they appeared from nowhere. They climbed two at a time at first and then had to slow down, as soon they became breathless. They seemed to have come a long way. As they stopped at one point and turned back, they could see the menacing clouds fast approaching them. They continued climbing the steps again. As soon as they reached the top of the hill, they heard the sound of the rain in the distance approaching them. A white sheet of water in the distance made the hills look blurred and snowy. They looked at each other and smiled. They had wished for this and
the magic of nature was happening right here in front of them. They had longed to escape the wrath and torment of the minds of mortals. They had dreamed of being at one with nature. They had desired to be together and live their lives in each others shadow, far from the agonising criticism of people they wished they never knew. At last, they were there. As the huge pelts of rain came down on them, they just about made it on time to reach the wooden verandah and open the door of their cottage, which was snugly built under a huge banyan tree. It was cold inside so he got down to starting a fire in the fire-place, while she moved towards the kitchen to prepare a hot broth for dinner. They always thought their tin-roof cottage to be very romantic as the rain drummed a beat they both loved. For several minutes, the rain played a passionate cacophony, while they both sat in front of the fire and cuddled up to each other. The fire bathed the whole room in a golden hue and their shadows danced lambada to the beat of the rain. It was the perfect moment. She looked at him; deep into his eyes. They both understood the language they were speaking. She smiled. This was the man she was waiting all her life for. She was born to make him smile, make him happy. She knew that she had been searching for him ever since she was born; millions of years ago when the Earth belonged to the stars. She had walked for millions of years over hills and dales; crossed the highest mountains; swam the deepest oceans only
to find him amongst mere mortals. As they walked for days, months and years, she knew in the deepest corner of her heart, she wanted to keep him forever. He too knew that his happiness was in sharing the rarest moments of happiness and sadness with only her; his companion, whom he loved more than anything! Years later, on a trekking journey to the hills, a group of chirpy teenagers find an abandoned cottage with a tin-roof on top of a hill, with wild flowers of all hues growing around it. They all rush in to see what is inside. It seemed to them as if someone had just left the house a while ago; it was warm inside, two soup bowls were on the wooden table, a bed with two pillows and a chequered blanket neatly folded. And right in the middle of the room a tree grew from nowhere, which looked more like two trees embracing each other. The branches had made way through the roof. The group of children ran outdoors to see the tree. What they saw left them awestruck! The tree, which actually grew under the shade of a huge banyan tree, bore flowers of two colours. One side of the tree grew small white flowers and the other bore red flowers with slightly larger petals. As a gentle breeze swayed its branches, the white and red petals fell like snowflakes on the children below. They jumped up and down in glee, their joy knowing no bounds. They however didn’t notice that as soon as the white and red petals fell to the ground, they merged into each other, turning into an indescribable shade!

When you fought with your mother, you forgot it the next day. In fact, your mother was even harsher than your mother-in-law!’ She said, ‘Yes, but she is my mother!’ I said, ‘It is the same. Your mother-in-law is also your mother. They belong to same category, same age group. In fact, she is a little more cautious because you are the daughter-in-law so she doesn’t scold you as much as your mother. Why don’t you win her over with your love? Why do you take what she tells you so seriously?’ When you fight with your mother, do you stop talking to your mother? Do you hate your mother because your mother was not very nice to you? No! So, treat your mother-in-law the same way as your mother. You know she has her limitations, and her own life, so why don’t you win her over with love? What is the big thing? Most problems happen because of the way we talk. You may want to have a carrot salad, and your mother-in-law may want a celery salad. So, on one day let her have her way, and on another day you have your way. What is the big thing about it? You don’t need to be bogged down for this, or hate her for this. How long are they going to be on this planet? Anyway, you are going to be here longer than her. Imagine yourself in the same position. You have a son that grows up, gets married, and the daughter-in-law comes to your home and she hates you. Would you like to be in that situation? Would you like to be in a situation where your own daughter-in-law hates you and takes your son away from you? You would not like that, then why do you do that? We live in a world that is so complex, people are so different, and we have to live with them. See, there are all types of animals living in the forest, from tigers to deer. They don’t say, ‘I am going to live in a separate forest and you live in a separate forest’. Sometimes you become a deer, and sometimes you become a tigress, that is okay. You don’t have to be a deer all the time. But don’t be a tigress all the time and keep frowning at someone. Even they don’t prey all their life. They remain like the deer, sometime at least, when they are not hungry. So, endure people at home. Be a beacon of light, a beacon of joy to the home you have gone to. Know that you can change the situation and you can change people. If you find that an old dog cannot learn new tricks, they are too old, then accept them the way they are. Never mind! It is necessary for us to see life from a bigger picture. If you hate someone too much you will have no freedom from them. You will be born with them or they will be born to you. Then you are stuck with them for your lifetime; not only this lifetime but even the next lifetime. So it is better that you make peace and be happy with them so that you get freedom. Suppose you hate your mother-in-law and she hates you, and she dies or you die, both of you are going to come back to finish the score again! I tell you, it is going to be tougher the next time, much tougher. It is better you swallow the bitter pill or whatever their tendencies are and forgive them and give only joy. Be compassionate and stop hating people. If you are a daughter-in-law, you have gone into a house which is very challenging, your first challenge is to see how you can win over the people’s mind and heart. Know that you have the capacity to change people, especially when you are on this path. We are changing the mindsets of terrorists, even they are getting transformed, can’t you change the mind of that one poor lady? If not change her, why not just accept her the way she is? She maybe singing off tune, let her sing. Sometimes, off tune singing becomes a fashion, it becomes a new style of singing. Let it go on and have patience. Wisdom can pull you through this sort of mental self created agonies.

Police solved computer theft mystery

ity police solved the mystery behind a series of computer thefts from the office of Assam Electronics Development Corporation Limited (AMTRON) located at Bamunimaidan area in the city. Six persons including employees of the company were arrested by a joint team of Chandmari police and personnel of the crime branch. The arrested confessed to have conspired to steal the computers from the AMTRON office. Among the arrested was an additional manager of AMTRON, an electrician and a contractual employee. The arrested persons have been identified as Debashis Das, Bitopan Das, Gautam Kumar Das, Tranjit Roy. Two others were arrested from Rupakhat in Tangla. They were identified as Kamal Krishna Roy and Nilamani Nath. A court gave eight days of custody of the accused to police. The crime branch has so far recovered 11 stolen computers. The accused used to steal the computers and sell them at various places.

he last train, which will depart from the Bengaluru station is charged with emotions to break the silence of the Bose family of Guwahati. In the last four years, Mr. Bose and the family members including their elder son, daughter in law and grandson had somehow spent the Durga Puja with a mixed feeing of missing someone special. Sumit, the junior son of Mr. Bose was not able to be in Guwahati with the family due to professional responsibilities. But this time ‘Rana’, (Sumit’s pet name) will again fill the house with his naughty gestures. Promising to keep that secret as a professional journalist to the source, this time I could not. The day the article will be published, Sumit will already be travelling halfway to meet his parents. And Mr. Bose, Sumit’s father will be the happiest person getting the information. “For the last four years I was planning to get back home during Durga Puja, but for some reason or the other I couldn’t make it. Finally, this year I am one among those millions who become a part of an annual visit to the family in his own place during Durga Puja. And this time no waiting or seeing off friends, I am coming to Guwahati.” told Sumit Bose from Bangaluru. Eight years earlier, Sumit left Guwahati to work and establish a career in the IT city of Bangalore. His contact with the family and friends was largely reduced to telephone calls. The annual Durga Puja reunion of this youth of Guwahati has a major role of connecting people to their roots.

The festival with all its magnetism and feelings, spreads the warmth of life to all.
The untold story From Panchami Tithi to Dashami, lot of affection nurture in the puja pandals. Durga puja fills the vacuam with short or long term bondages to a large extent,not only among the youth but also to oldies. Some of the relations start with the beginning of Panchami and rolls till Dasahami, but few of them lasts for long. Hardly anyone keeps any record of such “festival affairs”. It just happens with the flow of the festive mood. During “Anjali”, during pillion riding or in a “Fuchka- chat” session and many more. Unfortunately, none of my story sources are ready to express their lovely “Puja affairs” in particular but it is true. These untold stories never come to public but feeling remains. The search for a better half is a never ending effort of togetherness always for a lot of singular numbers to become plural in Durga puja.

Bhanu inspects city police stations

rincipal Secretary to Chief Minister MGVK Bhanu visited several areas of the city on September 21 as part of his inspections conducted every Sunday. Bhanu was accompanied by senior officials of the administration including Deputy Commissioner M Angamuthu, city Senior Superintendent of Police Anand Prakash Tiwari and SP (traffic) Pranab Jyoti Goswami. Bhanu visited Gorchuk police station, Azara police station, Jalukbari police station and Bharalumukh police station to review the modernization works being taken up there. Bhanu also visited the Bhupen Hazarika Memorial and the Brahmaputra bank from Sukreswar to Bharalu and took stock of the beautification works being undertaken there. The chaos and dismay of the recent urban floods in the city has failed to curb the enthusiasm for the upcoming Durga Puja celebrations.

lthough the weather has been playing spoilsport ahead of the Durga Puja festivities, yet the spirit to celebrate the same among the people remains well intact. The city too is getting ready to welcome the destroyer of evil and bearer of peace ‘Maa Durga’ along with the other parts of the state. The evidence is clear from numerous under-construction Puja pandals sprinkled across Guwahati, each with its own essence and significance. In celebration of this festival, G Plus has attempted to make a list of some of the best Pujas in the city to visit during the five-day-long celebrations that will start from the 1st of October.
Lakhi mandir, Beltola
The Puja pandal and the decorations at Lakhi Mandir have always been a huge attraction for all the visitors. Like in previous years, this time too there will be a theme to the decorations. The organisers are going to showcase the concept of artificial floods and the havoc created by it along with the Puja with an estimated budget of `14 lac. “This time, we have taken the theme of artificial flood as a part of our pandal decorations. The problem has been creating havoc in the city and moving cars, hill cutting etc, will be incorporated with the theme to demonstrate the problem. Besides, to entertain the kids there will be an animitation of Tom and Jerry and two jokers,” Ganesh Das, secretary, Maidam Beltola Lakhi Mandir Sarbojonin Durga Puja Udjapon Smiti, told G Plus. Moreover, the organisers have also taken an initiative to create awareness on the disadvantage of arsenic water through the 46th edition of Lakhi mandir durga puja.

The preparation to celebrate Durga puja at the Barowari Puja Mandap, Dispur is going on in full swing and the artisans are busy putting the final touches on the statues right at the venue itself. The market located there has been vacated for the occasion and the entire building has been painted with new colours. “For the last five years, we have been organising theatres at the Gopal Boro High School Playground on the occasion of Durga Puja and this time too, the theatres have already started. It started on September 18 and will last till November 26th,” Indra Deka, executive president, Dispur Barowari Puja Samiti told G Plus. Deka also stated that they have arranged parking provisions for the pandal hoppers at the Gopal Boro playground and have also arranged accommodation in case of any emergency like flash floods during Puja. The budget of this year’s (72nd edition) Durga Puja is `12 lakhs.

The organisers of the one of most sought after Durga Pujas in the city have taken up the theme of ‘recycling’ as a part of their Puja celebrations. This year will be the silver jubilee year of the Nayantora puja. “The entire pandal as well as the decorations have been made out of the waste of peanuts. In order to reduce the use of plastic and create awareness among the public about the recycling of waste materials, we have taken up this theme. It took two months and fifty workers to build the entire pandal. The artisans are from Kolkata,” Rupam Deka, general secretary, Nayantora club Puja Samiti said. The puja mandap, where the puja will be performed has been made in the shape of a peanut measuring 28/30 feet. The budget for this year’s Puja celebrations is `22 lakhs.

Puja Special Barowari puja mandap, Uzan bazaar This time, Barowari Durga Puja, the oldest Durga Puja in Guwahati has entered into its 125th year and preparations are on to worship and celebrate the arrival of Maa Durga on earth with great enthusiasm. Here too, the artisans are busy preparing the idols at the mandap itself. The organisers mentioned that to celebrate the occasion in an elaborative way, ‘yatra’ (traditional play) will be held on Sunday along with various other cultural programmes and competitions including religious processions, puppetry shows, Nagara Naam and Durga Naam will be held during the five days of the Durga Puja.
Geetanagar Durga Puja
Glimpse of the massive pandal of the Geetanagar Durga Puja is clearly visible from afar. This time, the organisers have taken up the design of the Ram temple to build the pandal wherein the puja rituals will be performed. “Indigenous artists from Suwalkuchi and other parts of the state have built the puja pandal. The pandal alone costs more than `6 lakhs and the estimated budget for the celebrations, including the pandal is `24 lakhs,” Sanjib Goswami, media secretary, Geetanagar Sarbojonin Durga Puja committee told G Plus. Elaborating the significance of the Puja, Goswami also stated that all the statues are made of clay. No clothes or any other materials, except clay have been used while making the idols. Only the third eye of ‘Maa Durga’ is made out of gold. Besides, to entertain the visitors, there will be two live statues installed. These love exhibits will portray different characters during the 39th version of the Geetanagar Durga Puja.

Kalibari, Maligaon
Going by the cause of nature conservation, the organisers of the Kalibari Durga Puja too have taken up an eco-friendly theme to celebrate Durga Puja. The pandal and the decorations of the 64th version of the Kalibari Durga Puja has been crafted using only soil and eco-friendly paints. “We have used different pottery items including dishes, pots and wind chimes to decorate the entire Puja pandal. Besides, the idols are being made using soil only and chemical colours have not been used on it. Both local artists and artistes from Kolkata have contributed in designing and building the pendal. The budget for the celebrations is `12 lakhs,” Amitabh Choudhury, secretary, Maligaon Kalibari Durgotsav Committee told G Plus. Choudhury also mentioned that they have arranged for parking at the Sankardev Udyan, located behind the puja pandal for the visitors.

The decorations at the Latasil Durga Puja, held on the Latasil playgrounds has always attracted a large number of crowds belonging to all age groups. The organisers have left no stone unturned in an attempt to give a feel of the ocean and its inhabitants to the visitors of this Puja. The blue coloured pandal is designed to be an ocean and octopus, crocodiles, sharks and turtles are being placed at different places of the ‘ocean,’ which will also move occasionally. The inside of the pandal has been transformed into a dark cave and only the idols will be visible to the visitors. Besides, there will be a makeshift London bridge and Eifel tower of Paris standing outside the pandal. The organisers have informed that the artisans are being brought in from Kolkata to build the pandal and work on the decorations. The estimated budget for this year’s puja is `14 lakhs.
Restcamp, Kalibari
Another attraction for the visitors to visit pandals during Durga Puja is the Restcamp, Kalibari. This year, the pandal at Restcamp has been designed in the form of Bellurmath, Kolkata which along with the other constructions at the premise can accommodate more than thousand people at a time. “Bamboo and cane, coriander leaves and jute handicraft items have been used to decorate the inside of the Puja Pandal. The budget for this year’s celebration is `18 lakhs,” Amit Roy, one of the organisers said. Apart from the Puja rituals various other programmes will also be held at the venue during the five days of Durga Puja. The organisers have arranged for parking facilities at the playground of the Vidya Mandir School, located near the pandal. o ensure safety of public, especially vulnerable road users like children, students, women, senior citizens and differently abled persons on the roads, the following restrictions on the movement of vehicles shall be imposed during the period from 30th September to 3rd October, 2014 in Guwahati City area.
RESTRICTION ON THE MOVEMENT OF VEHICLE
RESTRICTIONS ON MOVEMENT OF CITY BUSES 1.
• Goods carrying vehicles (heavy, medium and mini trucks) shall not be allowed to enter the city from 1:00PM to 4.00AM (13.00 hours-04.00 hours - next day) - from Jalukbari, Garchuk, Lokhara, Beltola, Hatigaon and Chandmari side.
The city buses of Route No. 1 (from Basistha Mandir to ISBT via Zoo Road), from Basistha temple shall move upto Basistha Chariali and take right turn via NH 37. From Tripura Goli point, the buses shall move via Joyanagar — Sixmile Road and from Sixmile onwards move via Express Highway and Mother Teresa Road (Zoo Narengi Road) towards destination.
• The goods carrying heavy trucks will be allowed to enter the city from 4.00AM (04.00 hours) onwards (subject to no obstruction on the road due to puja) up to 07.00AM (07.00 hours) in the morning.
2. The city buses of route No. 1 (Return journey — from ISBT to Basistha Mandir via Zoo Road), shall move via Supermarket, Sixmile and Khanapara rotary towards destination.

Route for light commercial passenger vehicles viz. Tata specio, trekker, cruiser and savari etc 1. Light commercial passenger vehicles, particularly, having all Assam Tourist Permit coming from lower Assam side will be terminated at Adabari bus terminus during the days of the puja. Similarly, vehicles coming from Upper Assam side will be allowed to come upto the ISBT. 2. A ll other light passenger vehicles of above category plying within and outskirts of the City will be restricted and will be directed as per the traffic situation at the particular time. 3. Trekker or Tempo vehicles coming from Lokhara to Nepali Mandir will be terminated at Sarabbhati; from there these vehicles will go back to Lalganesh, Lokhara via Chabipul — Bishnupur — ITI Road — Cycle Factory.
7. City buses of Route No. 27 (Circular route — from ISBT to ISBT via Beltola, Paltanbazar and Jalukbari) shall move via Basistha Chariali and move upto Sixmile via Tripura Goli —Joyanagar — Sixmile Road towards the destination. 8. City buses of Route No. 30 (from Adabari to ISBT via Zoo Road), shall move via Sixmile, Khanapara rotary towards the destination. 9. City buses of Route No. 32 (from ISBT to Adabari via Beltola, Paltanbazar) shall move via Basistha Chariali and move upto Sixmile via Tripura Goli — Joyanagara — Sixmile Road towards destination. 10. The city buses of Route No. 32 (Return journey — from Adabari to ISBT via Paltanbazar) shall move via Supermarket, Sixmile and Khanapara rotary towards destination. 11. PARKING OF VEHICLES 1. All In Charges, Traffic shall ask puja committees to provide volunteers for traffic arrangements. 2. All the Traffic I/Cs shall liaise with the puja committees for making necessary arrangements for parking of vehicles near the Pandels subject to availability of parking space. However, efforts are be taken to park the vehicles beyond 100 mtrs. of each puja pandel. 3. Road side parking shall be strictly prohibited on the MG Road, B. Baruah Road, GNB Road, Tayabullah Road and on the stretch of GS Road from Lachitnagar Point to Janata Hotel Point. 4. On other roads, parking on the roadside will be allowed if such parking dose not hamper the flow of traffic. 5. Both-side parking on any of the roads and at or near intersections shall not be allowed in any case.

he Mortal Instruments is a series of six young adult fantasy novels, authored by Cassandra Clare. City Of Bones is the first book of the series, and was originally published on March 27, 2007. The protagonist, 15-year-old Clary Fray, goes to New York City’s Pandemonium Club with her best friend, Simon Lewis. When she observes a group of strange yet attractive teenagers sneakily enter a storeroom, she hardly expected to witness a murder. However, no one else seemed to notice anything out of the ordinary - and when the body disap-
peared into thin air, it was near impossible for her to report a murder which left no traces behind. Later, Clary is at a poetry reading where she sees one of the teens she saw at Pandemonium, named Jace. He tells Clary in confidence about demon-hunters, also called shadowhunters or Nephilim, and explains that the murder she witnessed was one of them. Jace also claims that Clary is not a regular, mortal human, because no mundane form can see beings like him. Meanwhile, Clary answers her mother’s frantic call, which turns out to be a warning for her not to come home, and the call ends abruptly. Suddenly, Clary is thrown into Jace’s supernatural world - her mother has disappeared, and she herself is attacked by a demon. Set in the city that never sleeps, delves into the fantastical world of angels, demons, evil spirits, faeries and shadowhunters. This edition of City Of Bones (The Mortal Instruments) was published by Walker in 2007, and is available in paperback.

MasterCard aims to replace cash with e-payments

inancial service provider MasterCard is focused on finding new ways to replace cash with electronic ways of paying using innovation, the company’s CEO has said. MasterCard is “focused on finding ways for people to interact in simple, smart ways with the ecosystem to be able to replace cash with electronic ways of paying,” said Ajay Banga, MasterCard president and CEO. Addressing the MasterCard Innovation Forum here, Banga highlighted innovations, pointing out the use of biometrics and facial recognition for safety and security.
The innovations included the biometrics and cards for financial inclusion for underserved people in places such as South Africa and India...to the use for the World Food Programme compensating people to convert from physical food to digital food. “To me these are all innovative. For that matter, progress in the space of prepaid cards is innovative,” said Banga. These innovations would make a big difference in the way people think about the cash in their wallet versus electronic payments, he added.
Snapdeal announces Chromecast like Teewe streaming dongle for Rs 1,999

napdeal has launched a Chromecast-like dongle ‘Teewe’ that can stream media from the Internet to your TV. Teewe is available for Rs. 1,999. Teewe is manufactured by Mango Man Consumer Electronics Pvt. The media streaming app has a dualcore ARM Cortex A9 1.5GHz ARM processor coupled with 1GB of DDR 3 RAM. It works with any TV that has an HDMI Port and a Wi-Fi connection to stream content. Teewe works like Chromecast, it
has to be hooked up with your TV’s HDMI port and can be controlled by a smartphone app. The media streaming dongle lets users stream content from the web such as YouTube videos, movies, photos and music stored on your PC once connected to the same Wi-Fi network. It works with the Teewe app that can be downloaded from the Google Play and Apple app store to your smartphone. The app doubles up as a remote control and the User Interface for content discovery.

Windows will automatically add “CTRL+ALT+” in beginning. • Click OK to save changes. Assign a hotkey to any file or folder Assigning a hotkey to a file or folder is tricky because there is no direct option to add a hotkey to a
file or folder. You first need to create a shortcut and then assign the hotkey to that shortcut. But this is also as simple as the steps added in previous part. To create desktop shortcut of any file or folder follow these steps: • Right click on the file or folder. Hover “Sent to” and select “desktop (create shortcut)”. Shabana Azmi completes 40 years in film industry Shabana Azmi, who began her film career in 1974 with ‘Ankur’, completed 40 years in the industry. The 64-year-old actor took to twitter to thank director Shyam Benegal, who launched her in the film industry with ‘Ankur’, which won Azmi her first National award for best actress. “My first film ‘Ankur’ was released 40 years ago on September 24, 1974. Thank you Shyam Bengal for giving me such a wonderful break,” the actress posted.

Mangalyaan is the first spacecraft to be launched outside the Earth’s sphere of influence by ISRO in its entire history of 44 years. ISRO will be the fourth space agency in the world after National Aeronautics and Space Administration (NASA) of the US, Russian Federal Space Agency (RFSA) and European Space Agency to have successfully undertaken a mission to Mars. Considering that Mars is about 670 million kilometers from the Earth, the cost of the ride works out to about `6.7 per kilometre – cheaper than what even autorickshaws charge anywhere in India!

When asked the actress about the same, she was quick to clarify about it. “I will promote BANG BANG, wherever I am asked to promote it. The marketing team decides it. If I have to decide where will I promote the film, then the entire marketing plan should be decided by me, which cannot happen for a film like BANG BANG, which has its own marketing team, “clarifies Katrina. Well, now whether the team goes to promote on Salman Khan’s ‘Bigg Boss 8’ is something to watch out for.
