OF BEING TWO-FACED

he street vendors of the city, who have been striving hard to get a place on their own in order to earn their livelihood, are accusing the district administration of being two faced while implementing the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014 in the city. As per the provision of street vendors act, the administration has to facilitate different vending zones in the city where the vendors can do their business. Until and unless, those areas are identified, the vendors cannot be evicted from the places where they are currently running their business. But, the district administration has allegedly been carrying out eviction drives against the street vendors of the city. “Every now and then, the local administration has been carrying out eviction drives against the street vendors at different localities of the city. But, in the meeting of the Town Vending Committee (TVC), headed by the GMC commissioner, held a few months back, it was assured that the authority would not carry out any eviction drive against the street vendors until vending zones are notified. But even after that, they have continued their drive and everything remains on paper only,” Naren Rajbongshi, president, All Assam Street Vendors Association (AASVA) told G Plus. Last Sunday, the local administration got involved in an argument with the street vendors located at the Bhangagarh area, near Gauhati Medical College, when the former tried to carry out eviction drive against the vendors. “Even the DC, Kamrup (M) was there in the team, which came to

“One of the reasons for which the administration has been carrying out the eviction drive is that they want to minimise the size of the street vendors. They want to do it before carrying out the survey, so that they do not have to provide facilities to all the vendors under the purview of the Street Vendors Act.” Naren Rajbongshi, president, All Assam Street Vendors Association Bhangagarh for the eviction. But, later they returned after having an argument with the vendors. Even after that, the authorities have been visiting various areas and trying to evict the vendors from their places. But, with our intervention, they have not been able to succeed,” Rajbongshi, who is also a member of the TVC alleged. As per the Street Vendors Act, a town vending committee headed by the GMC Commissioner was constituted in the month of July this year. Moreover, six zonal vending committees (south, east, Lokhra, Dispur, central and west) have been set up.

District administration evicting the roadside vendors

Expressing displeasure over the administration’s stand in conducting a survey to identify the exact number of street vendors in the city, Rajbongshi said, “One of the reasons for which the administration has been carrying out the eviction drive is that they want to minimise the size of the street vendors. They want to do it before carrying out the survey, so that they do not have to provide facilities to all the vendors under the purview of the Street Vendors Act.” Debajit Senapati, Joint Secretary, AASVA said that the administration had conducted eviction drive against the street vendors in Bhangagarh area

more than three times since the TVC was formed. On the other hand, sources at GMC stated that it was going to empanel institutes for conducting a survey to identify the number of street vendors in the city. After the survey, the street vendors would be located at the vending zones as identified by the administration. As per the Street Vendors Act, the city should be divided into three zones- vending zones, restricted vending zones and no vending zones. “On a pilot basis, a survey had been done in the Bhangagarh area a month before. We are planning to

construct temporary shades in front of the GMCH, where nearly 70 vendors can be accommodated,” a GMC source said. “We are not carrying out eviction drives against the street vendors. We are just evicting those who have illegally constructed their establishments on the roads. Besides, it is the duty of the GMC to provide a place of livelihood to the street vendors and they should ensure the same under the purview of the Street Vendors Act,” a source at the DC’s office, Kamrup (M) said. mrinmoyee.hazarika@g-plus.in

ORDER AWAITED FOR CITY COMMISSIONERATE

RAHUL CHANDA

A

fter years of will-it or won’t-it, the Assam government is all set to appoint the first police commissioner for Guwahati. Assam CM Tarun Gogoi had presented the idea of a police commissionerate in 2008, soon after the serial blasts had rocked the city and the state. The government had earlier announced the commissionerate would be set up by January 26, 2014, but it never happened and now, the Government has decided to introduce the commissionerate system of policing in the capital city with effect from January 1 next year as decided at a recently convened law and order review meeting by Chief Minister Tarun Gogoi. There are police commissionerates in 49 cities of India. West Bengal CM Mamata Banerjee announced 6 commissionerates in West Bengal in a span of 24 hours; similarly there is a history of Charan Singh introducing commissionerates in Delhi within a day. It is the state government, which decides on the approval of a city police commissionerate, so the four years, which were used as the time for scrutiny of Guwahati police commissionerate, looks to be ending now.

The power game

There will obviously be certain extra powers, which will be granted to the city police, if it gets upgraded to a commissionerate. The police have already submitted the required format to the Assam government and it is now upon the government to decide on the powers. Powers like the CRPC section 144 and 107 will be certainly taken over by the police, which in present is implemented by the district magistrate. The Section 144 of the Criminal Procedure Code (CrPC) empowers a magistrate to prohibit an assembly of more than ten people in an area and Section 107 is used for keeping the peace in other cases.

The structural difference At present there is a hierarchal structure in city police that will change if the city police get a commissioner.

PRESENT STRUCTURE Deputy Inspector General of Police Senior Superintendent of Police Superintendent of Police (2 numbers) Additional Superintendent of Police (7 numbers)

According to highly placed sources in the police, the commissionerate was supposed to be formed long back but there is an IAS lobby, which was against its formation hence delaying the process.

AFTER COMMISSIONERATE Commissioner (ADGP or IGP ranked) Joint Commissioners (2 numbers) (DIG ranked) Deputy Commissioners (9 numbers) (SSP or SP ranked)

Deputy Superintendent of Police (Divisions) (4 numbers)

Additional Deputy Commissioners (7 numbers) (Addl SP ranked)

Deputy Superintendent of Police (others) (6 numbers)

Assistant Commissioners (18 numbers) (DSP ranked)

Officer in Charge of Police Stations

Officer in charges of police stations

The magisterial powers will be practised between the levels of commissioner to assistant commissioners of police. The city will be divided into three divisions that are - east, west and central. Many powers of the present day district deputy commissioner will also get transferred to the police but, the powers will be entirely decided upon by the government. According to highly placed sources in the police, the commissionerate was supposed to be formed long back but there is an IAS lobby, which was against its formation hence delaying the process.

The candidates

The home department is currently scrutinising the profiles for the commissionerate and the As-

sam Police can only implement it after they receive the final orders from the Department of Home Affairs, Government of Assam. According to highly placed sources in the home department, present IGP (law and order) SN Singh’s name is cropping up from all corners for the post of the Commissioner. The Assam Police Act, 2007, has provisions for appointing a police commissioner in metropolitan areas and major urban areas where the population exceeds 10 lakh. The bringing of the fast-expanding city under the ambit of a new structure would infuse new vigour on part of police to combat crime, maintain law and order, peace and tranquillity in the society and to generate safe and secure environment. rahul.chanda@g-plus.in

UNION FOOD PROCESSING MINISTER PUTS STRESS ON FOOD MAP Mrinmoyee Hazarika

E

xpressing inability to comment on matters looked after by the state government, the Union Minister of Food Processing Industries Harsimrat Kaur Badal, in her recent visit to the state stated that the Ministry has put up a food map in order to organise the places where organic products grow. Talking on the sidelines of an interactive session held in Guwahati, Harsimrat Kaur Badal said, “After joining the Ministry, one of the things I did for the first three months, was set up a food map of the country. As soon as I came in I wanted to know where does organic food grow. Now, since you are telling me that this market has closed down, I will look in to see which district is producing organic and what are they producing and then try and find the map with people who are asking queries from where they can get these products. That is one of the reasons, why we put up a food map, so that people know what is available and where they can find it.” Responding to the query on facilitating marketing opportunities to the producers, she said, “At the Ministry level, we are tying up with big giants who will procure products from the producers. But on a smaller scale, it has to be done at the state level. Because these people who are mostly small producers do not have the access to go very far and to the next district to market their products. So the state government has to come and create marketing facilities. But like you are saying that marketing complexes have been created but nobody is visiting them. That is something I would not be in a position to answer. Only the state government has the answer to that.” Terming the volume of wastage of food in the country as shocking, Badal noted, “I am going to ensure that those mega food parks (one of such park is coming up in Nalbari district) are put up and get ready and running and I hope that from there onwards, the person who has invested so much of money in it. Because, if we get Rs 50 crore, the investor has to put at least Rs 100 crore. So anyone who has invested 100 crore is not going to let his money go down and ensures that his unit works. Once a processing unit functions, it can-

not process without food and food is grown by the farmers. The processor has to look at the farmer and that is how we have integrated our model.” Regarding the absence of any certifying agency in the Northeastern region for certifying a product as organic, the Union Minister said, “Our ministry has a branch for setting up laboratories. There can be specific laboratories that the states can set up which only certify organics. As per the guidelines of Food safety and Standard Authority of India, the organic foods can be certified.” Besides, addressing the gathering at the programme, she said, “In the Northeast, the utilisation of Central fund under National Mission on Food Processing is only 50 percent,

70 percent of our calories now come from processed food

In the Northeast, the utilisation of Central fund under National Mission on Food Processing is only 50 percent, which is very low. Other states also have similar rates of low utilisation. which is very low. Other states also have similar rates of low utilisation. Childhood cancer day observed at BBCI

T

he National Childhood Cancer Day was observed at Dr B Borooah Cancer Institute, Guwahati by the Department of Medical and Paediatric Oncology on 14th of November 2014 in conjuction with the Children’s day to commemorate the birth day of Pandit Jawaharla Nehru. Altogether 35 children afflicted with cancer along with their parents attended this meeting. The gathering was welcomed by the Director of the Institute Dr A C Kataki. Eight eminent persons of the society who has been helping the cancer patients with finance and logistic support during their fight against cancer were felicitated. A ceremonial cake was cut by the children and they were also given gifts and light refreshments. Dr C Bhuyan & Dr Munlima Hazarika, the Paediactric Oncologist of the Institute gave a detailed presentation on the challenges of treatment of childhood cancer and the support being given to the patients in the Institute. In her presentation it came to be known that about 35 crores of the Indian population belong to paediatric age group “(<15 years of age). Every year 40,000 – 60,000 children in India develop cancer. That constitutes 2 – 4 % of all cancer cases in the country. Although it looks to be a small number the importance of childhood cancer remains in the fact that most of these cancers are curable if they are detected and treated completely. In Dr B Borooah Cancer Institute in the last 1½ years 313 new cases of childhood cancer is detected and treated out of which 212 patients are alive and doing well. This include leucamias, lymphomas, brain tumours, retinoblastoma and bone tumours. There are a lot of areas where this cancer patients and their families require help from organizations other than the doctors and the hospital alone. The department is getting assistance from different NGO’s both from the city as well as from other parts of the country. Philanthropic persons also individually help this patients some of who were felicitated today. These patients require long stay away from home for which a dedicated guest house for the children is the need of the hour. On this occasion a friendly football match for the children of the employees of the Institute was also organized.

Crime

GANGS OF GUWAHATI RAHUL CHANDA

Around 80 people with knives, swords and traditional weapons came and started knocking on my door. I was sleeping with my younger brother and after hearing the knock, I opened the door. They pulled my brother first and then me and then started hitting us, accusing us of being thieves. I was shocked and protested but they still kept on hitting me and my brother,” said 35-year-old Babul Mandal of Dhupolia who was severely injured by a group of people of his locality. A violent incident on 9th November rocked the Jyotikuchi, Dhupolia area.

The incident

On 9th November, a burglary took place in the house of one Humadra Ingti. The family had gone for a funeral ceremony to one of their relative’s house leaving the house empty. When they returned at around 8.30 PM, they saw that the iron grill of their house was broken and so was the door. On entering their house, they saw that the closet was broken and jewellery worth Rs 90000 was missing from it. They further discovered that cash amounting to around

“This area is adjacent to a hillock which falls under the Kotabari area. The Kotabari area is full of immigrants and various crimes are planned in that area. There are many new gangs which have recently formed in Kotabari and most of the members are immigrants from different districts, states and even countries. They usually work as daily wage labours when they come to Guwahati. Gradually they survey different places, houses where they work in and after they get a bit comfortable in the area, they form small gangs to commit crimes for easy money.” Local Resident, Dhupolia

Rs 20000 was also missing from the closet along with an expensive mobile phone. The theft irked the family members and violence followed the incident.

The violence

The local people all around the area gathered and decided to catch the culprits that night itself. They came out in huge numbers carrying various weapons in their hands and landed up at Babul Mandal and his brother’s house nearby, pulled them out and thrashed them badly. They also harassed a lot of other people in

the area in suspicion. Later, Fatashil Ambari police was informed and after they reached the spot, took Babul Mandal and his brother along with them. The police enquired but realised that Babul Mandal was just a tailor working in a shop and according to the people who knew Babul, he could not have committed such a crime. It was because of a misunderstanding that Babul was suspected, according to some of his friends. “I think it is just because Babul slept early and his lights were switched off. Maybe people thought

that since he had switched off his light, he was involved in the crime which cannot be true as he is a very good human being and cannot commit such crimes,” his friend said. The Fatashil Ambari police left Babul and his brother the next day morning but later on it was realised that the area where the incident happened falls under the Gorchuk Police Station. Two cases were registered at the Gorchuk police station - one regarding the theft (case number -480/ 2014, under IPC section 457 and 380) and the other case regarding the violence (case number – 479/2014, under IPC 323 and 506).

The main problem

According to some locals in the area, there has been a rise in the number of theft and burglary cases in the area in recent days. A local resident said, “This area is adjacent to a hillock which falls under the Kotabari area. The Kotabari area is full of immigrants and various crimes are planned in that area. There are many new gangs which have recently formed in Kotabari and most of the members are immigrants from dif-

ferent districts, states and even countries. They usually work as daily wage labours when they come to Guwahati. Gradually they survey different places, houses where they work in and after they get a bit comfortable in the area, they form small gangs to commit crimes for easy money.” There are many cases of theft, burglary and cheating which are registered in police stations against labours who have worked in various houses. There are many daily wage labours working in city houses but identity verification of the labourers are usually not done by the people who hire them. The police is also expected to have the verification details of new people coming to the city and working here but again that too hardly happens. The immigrants come in and with the help of their known contacts, they start working. Not all labours are hard working and so, some who want easy money indulge in various crimes like theft, burglary and even murder, after which they flee from the city making it tough for the cops to nab them. rahul.chanda@g-plus.in

R

ecently, a few kidnapping cases rocked the city of Guwahati and things got worse when one of victim’s body was recovered minus the head. Nineteen-year-old college student Chandan Das was abducted on October 27 and the kidnappers asked for a ransom of Rs 30 lakh. While police were trying to track down the culprits, Chandan’s beheaded body was recovered from a paddy field in Dhelamara, near his village. The murder resulted in people fuming and coming out onto streets, demanding security. Police later arrested three suspects involved in the crime. Similarly, one more kidnapping case of a 23-year-old boy created more fear amongst the city people. Pappu Paswan was abducted from the Sunsali area on October 30 and later, the kidnappers threw him in the Brahmaputra river. These were some recent kidnapping cases, which rocked the city, but from time to time, many such cases keep happening in the city.

The cases

Kidnapping cases are on an increasing trend in the city as well as in the state and there are various reasons which leads to this. Assam witnessed 3812 kidnapping cases in the year 2012, 4831 cases in 2013 and till September 2014, the state witnessed 3936 kidnapping cases. Similarly, Guwahati registered 341 kidnapping cases in 2012, 453 cases in 2013 and till the month of September 2014, the city witnessed 458 kidnapping cases. The data explains that there is a drastic increase in the number of kidnapping cases registered in the city this year.

The reasons

There are many reasons, which lead to kidnapping, but such an increase in the number of cases in the city hints towards some special reason. According to policing experts, Guwahati as a growing city, has a lot of immigrants who come here and want to make it big in life. Losing to the competition around, they choose shortcut methods to earn money and by getting together with people with similar ambition, they make up gangs and start kidnapping people for money. Interestingly this is not the only reason, there are some other reasons as well, which results in crimes like kidnapping.

Most of the kidnapping cases registered in the city are connected to elopement for marriages. According to police, when a couple elopes for marriage and the parents file a kidnapping case. Most of the times, after the couple returns after getting married, they get accepted by the family too, but the registered case does not get withdrawn as the parents do not inform about it to

There are also extremists who indulge in kidnapping and recently, it has been noticed that there are some surrendered extremists who have made gangs who indulge in such crimes.

the police. “My daughter was kidnapped and taken to Rajasthan where she was married to an old man. She then contacted us after a year and now she is happy there with her family,” said a 56-year-old lady based in Guwahati. According to reports, trafficking is another reason, which leads to kidnapping. There are many gangs inside and outside the city, which work overtime and they kidnap men/women

for human trafficking. There are also extremists who indulge in kidnapping and recently, it has been noticed that there are some surrendered extremists who have made gangs who indulge in such crimes. Interestingly, there are also cases registered in police stations where friends have kidnapped and even killed the victim. Even school going kids indulge in kidnapping.

Sometimes, people dramatise their own kidnapping to extract money from their family members. Money and marriage seem to be the main reason behind many kidnapping cases in the city and sometimes there is personal enmity, which leads to such cases. The city people are scared about the scenario and the authorities should think of security mechanisms fast, which can control such incidents.

GMC FAILS

TO REALISE TRADERS’ WOES Daya Nath Singh

I

t has been more than six months now when the Guwahati Municipal Corporation (GMC) decided to construct four city market buildings at a time and in a hasty decision, a mockery of a ‘foundation stone laying’ ceremony of the four markets were done by nobody other than the Assam Chief Minister, Tarun Gogoi. It was done at a single place located in densely populated area of Ulubari. The existing Ulubari GMC market had to bear the brunt of damages of the stalls created by the poor traders of the market for the function. The GMC Commissioner and the Mayor along with some other GMC officials approached the office bearers of the Ulubari Bazar Committee on March 4, 2014 with the information that the foundation stone laying ceremony would be done by the Chief Minister, the following day i.e. on 5th March at 11 a.m. They

The contractor has not provided any work schedule to the Bazar Committee, which can enable them to observe the progress of work as agreed upon by the GMC. They feel there is lack of coordination between the GMC and the contractor due to which there is a delay in the construction of the market ordered the dismantling of about two dozens of stalls in the market to provide space to make stage for the programme. The traders of the market were informed that they would be getting a better building for their shops very soon. They had to lose their shops and daily business for several days consequently. It was on March 5, 2014 when India’s Election commission was to announce the Lok Sabha elections in the country. The chief minister was to perform the foundation stone laying ceremony, which was scheduled at 11 am and accordingly the traders and the people of the locality were asked

to attend the function. Surprisingly, the programme was preponed for 9 a.m. and the so-called drama of foundation stone laying ceremony of Ulubari, Rup Nagar, Ganeshguri and Fatasil - the four GMC markets were performed at the same site. It was informed that because of declaration of the Lok Sabha polls, it was necessary to speed up the construction of markets before the introduction of the code of conduct by the Election Commission. The city traders were kept waiting for several months to see the work start. According to GMC, the contractors were given the work orders

to begin the work. On September 24, 2014 GMC officials held a meeting with the contractors on progress of work and it was found that even the arrangement of water, which is most essential item for use by human and construction work, was not done. The power connection was recently arranged by the contractor but the temporary camp and toilet for use by watchmen and labourers has not been done so far. Some iron bars and a few labourers can be seen working for the last few days but the piling work is yet to start. The traders of the Ulubari market

whose stalls were demolished have not got any relief either from GMC or the contractor. They have been left to continue their business in miserable conditions. The contractor has not provided any work schedule to the Bazar Committee, which can enable them to observe the progress of work as agreed upon by the GMC. They feel there is lack of coordination between the GMC and the contractor due to which there is a delay in the construction of the market. Although the contractor has obtained power connection from the APDCL, the piling work at the sight has not been started yet. Keeping in view the plight of traders, the Market committee has requested the GMC officials to review the entire matter related to their market and get the project completed in the interest of the poor, suffering traders.

NEW CAB ON THE BLOCK Mrinmoyee Hazarika

ven in this age of technological advancements, the business of automobiles or any other such venture related to the same is not considered a women’s cup of tea. But breaking this age old cliché, Rajnigandha Saikia, a city-based entrepreneur has come up with the idea of starting a 24x7 cab service in the region. Named ‘Pristine cabs,’ this latest cab service has recently made its way into the city roads. Rajnigandha, who started her career as an investment banker also launched an advertising company a year back. Now, a co-owner of Pristine cabs, Rajnigandha spoke about her new venture and future plans. G Plus managed to have a small chit-chat with the women entrepreneur to get an idea about her decision to start this initiative.

The idea behind starting How ‘Pristine cabs’ is a cab service different from others?

RAjnigandha Saikia Co founder, pristine cab

“Although there are a few other cab services in the city, they are not sufficient enough to meet the demands of the people. Besides, I have heard customers complaining about the cleanliness and hygiene and other facilities provided by the existing cab services. Therefore, keeping these things in mind, we have chosen the name ‘Pristine’ for our venture, which itself means cleanliness or pure. We intend to bring full transparency and smoothness of operation for our customers through our cab service. At present, we have 24 cabs with us and we are planning to add another 25 in this month itself.

Apart from the cleanliness front, we have permits for travel in three states – Assam, Arunachal Pradesh and Meghalaya. It will help anyone travelling to Meghalaya or Arunachal Pradesh to pick up a cab right at the airport. Secondly, we are trying to provide a cheaper service to our customers, which is Rs 160 for the initial 8 km and Rs 17 for every subsequent kilometre. Besides, we have a high-end 24x7 GPS enabled tracking system and have the provision for last minute cancelation facility. Customers can also avail our online booking facility through our website www.pristinecabs.com Keeping in mind the comfort for

our customers, we have chosen luxurious Maruti Car, Swift Dezire. We have also installed fare meters in all our cabs, which would help the customers feel satisfied and not cheated.

Future plans.

There are a lot of plans, which I do not want to disclose right now. But, we are planning to cover the rest of the Northeastern region by our cab service very soon. Moreover, we have a plan to launch a tour and travel service called ‘Pristine tour’ in order to promote Assam tourism in the NE region and the world. mrinmoyee.hazarika@g-plus.in

SHANKARDEV PATH ACCIDENT PRONE KALYAN DEB

A

djacent to the Birubari road in Bhangagarh, the Shankardev path in Rupnagar is one of the many roads in Guwahati city that suffer from the usual problems of water logging and poor road conditions. The area is based on the foot of the Narakasura hills and face the problems of flood and water logging every monsoon and hence it also leads to the problem of poor roads. “The water logging mostly occurs due to the rain water that runs down from the Narakasura hills and due to poor drainage system, the rain water remains on the streets and even flood many of the homes,” said Meghali Baishya, a resident of the Shankardev path. “Due to the water logging, the streets get damaged and it creates a lot of inconvenience for the people living in the area. It becomes a major issue to take our children to school and gets very difficult to leave home for office in such conditions, “ Baishya added. The water logging has completely damaged the streets and has resulted in huge potholes, which might lead to accidents since the street remains covered in water during most of the monsoon season. Usually, the rain water remain in the streets and takes three to four hours to clear out, after it has stopped raining, but during heavy rainfall, the water remains for days. Since, the rainwater that comes running down the hill cannot find a way out, it stays logged in the streets and even floods some of the houses in the area. It takes a few days for the water to clear out. “During heavy rainfall the water level goes up to a height of two to three from the ground and flood many of the houses in the area. There are some parts and corners of the street, which are prone to accidents in flood conditions. I, myself, have suffered from accident once while going back home from work on my bicycle”, said Joon Deka who owns a grocery shop in Shankardev path. “I have even witnessed many bike accidents in this region as there are many pot holes on the street and no street lights either,” Deka added. On asking the Area Sabha Member, Kamini Kr. Das about the problems of the area, Das said, “Several projects and funds have been sanctioned for the development of the area, which will take some time in order to kick off as the GMDA’s pipeline project is in

Problems Poor drainage, water logging, poor roads, no street lights process. As soon as the GMDA finishes with the installation of the pipelines, the other pending projects will be carried out. In some parts of Ward no.18 such as the Jana Sewa path, construction of streets are in progress by the GMC,” Das added.

Councilor’s speak

In an interview with G Plus councilor Abir Patra mentioned about the lack of co-operation between the people and the authority in finding solutions for the inconveniences caused

to the people. “The drainage system is a major issue, not just in Ward no. 18 but in the entire Guwahati city. It is a section of the city, which is not paid enough attention to and instead, people mostly concentrate on building of

roads rather than keeping our drains clean,” Patra said. GMC has taken steps for the development of this region, which includes a fund of Rs. 30 lakh provided by the corporation last year including the budget sanctioned by the state government. Patra who was elected the mayor in the first meeting of the elected GMC council also mentioned about the inconveniences caused due to the GMDA and JICA’s (Japan International Cooperation Agency) water supply project as the constructed streets had to be dug in order to install the water pipelines. “Many complaints have been filed to JICA to rebuild the previously constructed streets that have been demolished due to the project but no response has been received from their side,” said Patra. The physical work of the JICA-assisted Guwahati Water Supply Project, which costs Rs 1,427 crore, began in the latter half of 2011. The project has been designed keeping in mind the estimated population of south, central and north zones of Guwahati till 2025. kalyan.deb@g-plus.in

The KYS members voluntarily come forward in order to clean the streets, temples, drains and such areas of Hengrabari. The Prime Minister initiated Swachh Bharat Abhiyan aims to accomplish the vision of ‘Clean India’ by 2nd October 2019, on occasion of the150th birthday of Mahatma Gandhi, is rapidly gaining popularity among the people, which was followed by Chief Minister Tarun Gogoi’s Clean Assam Campaign appealing public to come forward to establish Guwahati as a clean city. The festival, which had been organised at the District Library came to an end on November 13th. It tells the story of the construction of big dams and the issue of indigenous people’s displacement and rehabilitation. The first play is on the serious issue of fake freedom fighters availing all the benefits and privileges entitled for the heroes of our independent struggle. Cold weather gives more

Heart Attacks

Dr. Bikash Rai Das, Consultant Heart Surgeon, GNRC Hospital

M

any people are not aware that heart attack can occur not only because of the physical exertion in winter but also because of the cold temperatures. Winter is the most common season for heart attacks. Cold weather may increase the risk of a heart attack, according to a new research from the UK. Each 1.8 degree Fahrenheit reduction in temperature on a single day was linked to about 200 additional heart attacks. Research shows there are up to 53 percent more heart attacks in winter than in summer, and twice as many heart attacks a day in January compared to July. Cold weather leads to more heart attacks, according to research presented at European Society of Cardiology Congress in 2013. This research showed that only temperature was significantly correlated with heart attack, which increased by 7% for each 10°C decrease in minimal temperature. The greatest risk came within two weeks of cold-weather exposure, and those with coronary heart disease, were most vulnerable to the temperature changes. Studies have shown that heart attacks and complications related to heart disease occur more frequently in the morning hours.

Cold weather and heart attack risk There are most likely several factors involved. For starters, cold temperatures can cause a rise in your blood pressure along with increasing levels of proteins that raise your risk of blood clots. Cold temperatures cause arteries to tighten, restricting blood flow and reducing the oxygen supply to the heart, all of which can set the stage for a heart attack. In cold weather, there is more oxygen demand by the heart because it is working harder to do the work and maintain body heat. A potential mechanism to explain the increased risk of heart attacks associated with decreasing temperature is the stimulation of cold receptors in the skin and therefore the sympathetic nervous system, leading to

Often we concentrate on staying warm and keeping common infections at bay during this season, but there is more to staying healthy this winter season. Winter is the most vulnerable time for patients with heart disease. She says, ‘People become more prone to heart attacks in winters. Here are nine tips to keep the condition at bay:

Tip 1: Give your heart a break

Cholesterol levels fluctuate significantly with a change in seasons, and during the winters, your cholesterol levels are likely to be higher than normal. If you suffer from borderline high cholesterol, you are at a greater risk of suffering from cardiovascular diseases during the winter months. Therefore it is essential that, apart from managing cholesterol levels, you avoid stressing out your heart which bears the brunt of high cholesterol levels.

Tip 2: Slow down

Do not overdo things and avoid exhausting yourself. Give yourself some rest and take frequent breaks so that you do not overstress your heart; even if that means altering your otherwise intense workout regime.

Tip 3: Eat little, frequently

Low temperature is by far the most important environmental trigger for heart attack. People at risk of heart attack (for example elderly patients with diabetes and hypertension) can minimise their risk by avoiding big changes in temperature a rise in hormone levels. Moreover, increased platelet aggregation and blood viscosity during cold exposure promotes clot formation. When the weather is cold, the heart must also

work harder to maintain body heat and the arteries are tightened because of cold, which restricts blood flow and reduces the oxygen supply to your heart. When combined, all of these factors could trigger a heart attack, especially in the elderly or those with existing heart disease. There is also the issue of hypothermia, which occurs when the body temperature falls below normal. Heart failure is the leading cause of death in hypothermia cases, which is why it’s very important to dress appropriately for the weather if someone plans to be outdoors in the cold. There is another factor, too, that may help explain why heart attacks occur more often during the winter, and this one has nothing to do with temperatures. Still, it may very well be more influential than

all of these others combined - a lack of sunlight. Sunlight can help our skin produce vitamin D which is required for heart health. Because sunlight is scarce during the cold winter months, it can be very difficult to maintain high enough vitamin D levels. If someone’s vitamin D levels are not optimized, the person may be very likely putting his future heart health at risk. Low temperature is by far the most important environmental trigger for heart attack. People at risk of heart attack (for example elderly patients with diabetes and hypertension) can minimise their risk by avoiding big changes in temperature. This means wearing suitable clothes when going from the warm indoors to the colder outdoors, even beyond winter time.

HEALTH TIP

Try to get used to drinking tea and coffee black. Counteract the caffeine effects by following with a glass of water

During the winters people end up eating more than they are normally used to. Eating a large meal at one go can put an extra load on your heart. Rather, eat small meals at regular intervals.

Tip 4: Avoid alcohol

Most people tend to drink alcohol in the winters thinking that it will help them stay warm. But, too much alcohol can cause atrial fibrillation and Arrhythmia or irregular heartbeats. If you must drink, do so in moderation.

Tip 5: Keep warm

Hypothermia is one of the leading causes of death during the winters and heart failure is most often why a person dies while suffering from the condition. Therefore, keep hypothermia at bay by staying warm. Wear layers of warm clothes, bathe in hot water only and stay indoors as often as possible.

Tip 6: Don’t ignore the signs

Never ignore any discomfort in the chest, severe sweating, shortness of breath and pain in the neck, arms, jaws and shoulders. All these symptoms are indicators of a heart attack, and you must visit a doctor immediately.

YOUR GREATEST STRENGTH Anon

S

ometimes your greatest weakness can become your greatest strength. Take, for example, the story of one 10-year-old boy who decided to study judo despite the fact that he had lost his left arm in a devastating car accident. The boy began lessons with an old Japanese judo master. The boy was doing well, so he couldn’t understand why, after three months of training the master had taught him only one move. “Sensei,” the boy finally said, “Shouldn’t I be learning more moves?” “This is the only move you know, but this is the only move you’ll ever need to know,” the sensei replied. Not quite understanding, but believing in his teacher, the boy kept training. Several months later, the sensei took the boy to his first tournament. Surprising himself, the boy easily won his first two matches. The third match proved to be more difficult, but after some time, his opponent became impatient and charged; the boy deftly used his one move to win the match. Still amazed by his success, the boy was now in the finals.

tinat ATIFA MASOOD

B

This time, his opponent was bigger, stronger, and more experienced. For a while, the boy appeared to be overmatched. Concerned that the boy might get hurt, the referee called a time-out. He was about to stop the match when the sensei intervened. “No,” the sensei insisted, “Let him continue.” Soon after the match resumed, his opponent made a critical mistake: he dropped his guard. Instantly, the boy used his move to pin him. The boy had won the match and the tournament. He was the champion. On the way home, the boy and sensei reviewed every move in each and every match. Then the boy summoned the courage to ask what was really on his mind. “Sensei, how did I win the tournament with only one move?” “You won for two reasons,” the sensei answered. “First, you’ve almost mastered one of the most difficult throws in all of judo. And second, the only known defense for that move is for your opponent to grab your left arm.” The boy’s greatest weakness had become his greatest strength.

They sat beside me and waited. I eyed them with displeasure, wondering what business they had early in the morning to disturb my peace of mind. No respite, I say! Anyway, after some time, the little boy came out of the restaurant once again, carrying two plates of food. Even before he could place them before us, all of us pushed each other, grabbed at it and gorged on the grub. There was a lot of cacophony and the area resounded with our ruckus. Some people stopped and stared. Some of them asked us to stop. The little boy just watched on. He’s seen this several times before. Shameless that we were, we carried on, oblivious to the people around us. Suddenly, there was a crack and a loud howl and the eight of us scattered all over the place. We saw the restaurant owner swing his stick at us and hit the first one he could get. Some ran for cover into the market just near the restaurant, some ran to the bank of the river and I quickly slipped through the hedge into the park. I sat there, trying to get my breath back. As I did so, my eyes felt heavy and I fell into a deep slumber, the high sun comforting me with its warmth!

I

A tale of a crooked tail

ow owww, Bow owww! A distant bark woke me up! The barking continued! Yawwwnnn! These dogs will not let me sleep till late. It’s Sunday. Are they up so early? I closed my eyes again trying to go back to my dreams. No, not possible! Several cars, whizzed past, blaring their horns as if it was the end of the world. Maybe, I could lie down after a while. I stretched myself, yawned again and got out of my cosy settings. There was a familiar stink as I relieved myself on a wall. Ah.. for some food now! Last night, the food was stale. My stomach has been making queer noises all night. Winter was barely setting in and the sun was warm on my skin. There were a lot of people talking and walking in the park. I looked if the restaurant was open. It was and a lot of people were already sitting at the tables sipping tea and eating samosas. I waited for my turn and as is usual, the little boy came out and gave me two chappatis. I gorged on them in two minutes and looked at him for more. He told me, “Come later, not now!” I sat sulking, hoping though that he would be kind enough and offer me some extras. Soon however, one by one my comrades came looking for me.

Life

I woke up sneezing and wheezing. What’s going on? I squinted through half open eyes and saw a screen of dust all around me. There was a lot of babble and I sat up straight to look through the dust wall. As the dust settled partially, I saw a crowd of people with brooms in their hands. They were cleaning up the park. But where is Raju? He was nowhere but in his place were a crowd of men, women, teenagers, children, boys and girls all going about this unusual business of cleaning an already clean park and posing in front of a group of photographers, who gave them instructions to stand one way or the other. Well! All this was beyond my understanding! I walked away disgusted at everything around me! And then I saw her; standing elegantly near the fish market. Oh God! Wish I could make her mine. But she can never belong to anyone, that’s for sure. All these years, she never committed to any one of us! I decided to just walk ahead and pretend not to notice her. As I did, I couldn’t resist the temptation to brush as closely as I could to her! She flared up and glared back at me! I was elated! I was dead hungry again. There

was an old woman with a huge tin of live fishes caught from the river. And just next to her was a man cutting a huge chunk of meat. I just sat there and stared. And as soon as the man looked the other way, I quietly slunk up to the wooden slab, caught the meat between my teeth and sped away as fast as possible. I could hear loud shouts behind me and some people from the market started to run after me. A couple of stones hit me but I dodged with expertise. Soon however, they gave up. I panted and dropped the meat under a patch of shade. As I started to sniff and bite into the flesh, I espied my comrades in the distance. Grrrrr! I said and showed them my fangs! They thought it better to let a sleeping dog lie or rather a very hungry dog eat its meal and walked away. As I nibbled, I thought to myself, “People don’t say it’s a dog’s life for nothing.” After my meal, I slipped into yet another deep snooze. However, I woke up with a start from a nightmare where I was a human being and was being held accountable for having a Swiss bank account, loads of jewellery, clothes, shoes and making trips abroad with my friends. Now, that is scary!

t is not that an Avatar can only be present at one place and not at another place at the same time e.g. Ram and Parshuram are both said to be Avatars of Lord Vishnu but they both lived at the same time. An Avatar simply represents a part of the Divinity. A part of Divinity is present everywhere and in everything. Wherever this element of Divinity manifests itself completely, such that one can behold it, that is an Avatar. God is omnipresent and he is in everything and can manifest and appear anywhere. Lord Rama as an Avatar is said to be Maryada Purushottam (One who is supreme among mortals and the upholder of the principles of Dharma), yet he would humbly bow down and touch the feet of all sages. He treated everyone with great respect and honor. He sat at the feet of Sage Agastya and received knowledge from him. Such was his greatness that He even asked his brother Lakshmana to go and touch the feet of Ravana and receive knowledge from him as he lay dying on the battlefield. Lord Rama said, ‘If I go to him (Ravana) then he will leave his body and his soul will merge into Me. So before that happens, go and learn all that you can from him. After that, I will give him darshan and his soul will merge into Me.’ And for so many other avatars, if you can see God in a fish (Matsya Avatar), a boar (Varaha Avatar), a tortoise (Kurma Avatar), a lion (Narsimha Avatar), a swan, a crow and so on; in everything around you, and even in Parshurama who killed thousands ofKshatriya warriors, then you will see Divinity in all of Creation, all around you and everywhere. After that there will be nothing in the world in which you cannot see God. So, do not think God is limited to one particular region, country or time. God is omnipresent and resides in every particle of this Creation.

Assassin’s Creed Unity

A MOVIE REVIEW Director: Shaad Ali Starring: Ranveer Singh, Ali Zafar, Parineeti Chopra, Govinda

K

ill Dil has its characters driven by fashion class. They love jackets and goggles even when they are gunning down the targets given or being punched by their foes. The makers have the cinematic liberty and we allow them to take its full advantage. But Shaad Ali despite taking much liberty for Kill Dil doesn’t kill the sole purpose of the entire movie. The drama has the tendency to keep you hooked to your seats without any forced scene to spoil the mood. The ‘Saathiya’ and ‘Bunty and Bubly’ fame director has made a good recovery from his last disaster ‘Jhoom Barabar Jhoom’ and will be appreciated for his work. Kill Dil opens with teenage brothers-like-friends Tutu (Ali Zafar) and Dev (Ranveer Singh) who are abandoned and weak. But the local goon Bhaiyaji (Govinda) takes the duo under his wings and trains them to be professional killers. Enter Disha (Parineeti Chopra), a free spirited lady into Dev’s life.

And the two fall in love with each other but Bhaiyaji does not accept their relationship. Now Dev has two choices, either to ‘Kill’ or ‘Dil’. But it’s Govinda who steals the show. It’s hard to believe that it’s the same actor who did ‘Hero No. 1’ in 90s. The anti-hero role he plays is par excellence. Ranveer Singh who usually has sported a grungy look with stubble, tones down for his soft character. He brings out the softer, innocent and endearing act with efficiency. Parineeti Chopra after a lot of de-glam roles finally gets to show her alluring side while her act compliments the scene. Ali Zafar plays his character with perfect attitude. Mostly we have seen him in comic roles but as a serious goon he surprises us all. Music also comes out as a big winner. The trio of Shankar-EhsaanLoy has given brilliant music in the past and this time again they compose a brilliant score altogether. Bol Beliya and Sajde are our picks from the album.

ssassin’s Creed Unity is a game of impossible peaks and disappointing valleys. Its highs of movement, customization options, and just the city of Paris itself pierce the sky like the spire of Notre Dame. On a purely technical level, Unity is a marvel to walk through and admire. But at the same time, a lot of my journey through the French Revolution felt as cold and heartless as the darkest depths of the catacombs. I was never given a real reason to care about new Assassin Arno, or the events that transpired. Instead, I had to find my own fun throughout my 30 hours in Unity, which was generally easy to do in its large sandbox assassination scenarios. However, it’s a bit disappointing to see how few of the long-standing problems with the series have been solved by the upgrade to the new generation of gaming hardware. The new consoles’ graphical power is put to good use in Ubisoft’s recreation of 18th-century Paris, which is absolutely stunning. As we’ve come to expect from an Assassin’s Creed game, it’s sprawling, gorgeous, and absolutely packed with sights to see and things

to do. Climbing to the top of Notre Dame, synchronizing with one of the series’ iconic viewpoints, and watching the camera pull back and show you the breadth of your universe is staggering. Each of the various districts unfolds with its own sense of character and environmental storytelling, from the ornate palaces of the privileged, to back-alleys running with the blood of the revolutionaries. Despite being technologically impressive and adding a lot to the atmosphere of Paris as a living and thriving city, I found myself oftentimes swearing at the digital hoards that populated the streets when I simply wanted to make my way from one place to another. As the story progressed, I found that the masses of Parisians mostly got in the way, and spotting repeating character models was a crude reminder I was playing a video game. I really appreciate that single-player and multiplayer all feeds into the same central economy. No matter what I was doing in Unity, I was always progressing my character a bit forward down the path of becoming a master assassin.

avid Gilmour sang about an endless river on “High Hopes,” the last song on what appeared to be the last Pink Floyd album, 1994’s Division Bell. Twenty years later, the same phrase became the title of The Endless River, an album designed as Pink Floyd’s last. Assembled largely from Division Bell out takes initially intended as an ambient project dubbed The Big Spliff, the record was sculpted into shape in 2014 by Gilmour, Youth, Andy Jackson, and Roxy Music’s Phil Manzanera by adding guitar and Nick Mason’s drums to original tapes that were laden with keyboards from the late Rick Wright. Mortality is on the mind of the two remaining Floyds, mentioned obliquely in “Louder Than Words,” the only song with lyrics here, but felt through allusions to all their possible pasts. They’re not indulging in their past so much as reflecting on it, watching a tide of memories repeatedly roll in and out. Instrumentals are also a savvy solution to the trouble of working with uncompleted tapes - it’s easier to turn them into an ever-shifting suite than to graft on melodies - but the comforting sway of swelling synthesizers and the soaring Gilmour guitar are sometimes unexpectedly moving. Gilmour and Mason know this is their farewell, so they’re saying goodbye not with a major statement but with a soft, bittersweet elegy that functions as a canny coda to their career.

Microsoft fixes a 19 year old Windows bug

M

icrosoft has finally fixed a bug that plagued its Windows operating system undetected for the last 19 years. The flaw allowed a remote user to take over and control a computer and has been present in every version of the OS from Windows 95 onwards. The IBM cyber-security team, discovered the malware in May and said it was a “significant vulnerability” in the operating system. The bug dubbed WinShock has been graded as 9.3 out of 10 on the Common Vulnerability Scoring System (CVSS), a measure of severity in computer security. The flaw allowed any hacker to run code remotely whenever a user visited a malicious website. Microsoft has finally produced patches to fix the bug. The latest patch applies only to Windows Vista and higher devices as support for Windows XP ended in April. IBM researcher Robert Freeman

described it as a “rare, ‘unicorn-like’ bug found in code that IE [Microsoft Internet Explorer] relies on, but doesn’t necessarily belong to.” “The bug can be used by an attacker for drive-by attacks to reliably run code remotely and take over the user’s machine,” Freeman wrote in a blog post. IBM warns that the bug evaded detection for many years and states that more such undetected bugs could

be out there. Security experts compared this latest flaw to other significant problems that had come to light this year such as the Heartbleed bug. However, they added that while its impact could be just as significant, it might be more difficult for attackers to exploit. Gavin Millard, from Tenable Network Security, stated that although there has been no known attacks users should be careful.

Talking about the unobstructed 360 degree view, the Inspire 1 drone uses a 12 MP camera with 9 element lens that can shoot 4K videos at 30fps. The 12 MP CMOS camera has 94 degree wide-angle view and is mounted on an auto-leveling gimbel making the drone a good option for shooting a birds-eye view. The drone has the ability to stream 1080p videos upto a mile which is quite a feat. The drone also packs an optical flow sensor so it can fly completely stable even without a GPS making it quite suitable to be used indoors or in closed spaces. The drone comes with two remote controls so that you can fly it with a friend while your friend controls the camera DJI’s Inspire 1 brings the camera capabilities of a pro-drone without the customizations of the older DJI Spreading Wings modular platform.

ike every popular hero’s Tamil film, Rajinikanth’s upcoming film “Lingaa” too reached the ramparts of the Madras High Court

over allegations of stolen storyline. Recently, Kamal Haasan’s “Dasvatharam” too ended in court over similar allegations. This time, the petitioner, K R Ravi Rathinam, blamed the producer and director of “Lingaa” for stealing the story of his upcoming film “Mullai Vanam 999″ and defended that it was his film’s footage on Youtube that gave away the storyline to “Lingaa” director. He pleaded the court to direct the authorities to form a committee to probe and

“find the true authorship and ownership of the single storyline” in both the films. The Madras High Court on Wednesday admitted his petition and Justice M Venugopal of the court’s Madurai Bench issued notices to officials and other parties involved. Ravi Rathinam said that the pooja for his film “Mullai Vanam 999″ was held on February 24 and posted it on Youtube and alleged the producer and director of “Lingaa” had clandestinely stolen the storyline from Youtube.

Sonakshi Sinha wants to slap Kamaal R Khan after derogatory tweet

Silly point: Sofia Hayat bares all for K Rohit Sharma

amaal R Khan is no stranger to controversy. He has always had to face the wrath of a number of furious actors for his tasteless tweets. And he has done it yet again and enraged Bollywood actress Sonakshi Sinha for a derogatory comment he made on the actress. On Wednesday he tweeted, “Pls RT this if you think tat @SonakshiS-

inha has biggest butt in Bollywood. (sic)” Sonakshi retorted on Thursday and tweeted, “Please RT this if you think @kamaalrkhan is a woman disrespecting waste of space and deserves to be hung upside down and given 4 tight slasps. (sic),” in response to the objectifying tweet. Kamaal immediately deleted the

tweet and replied to Sonakshi saying, “Dear @sonakshisinha Ji I am really sorry if you took it in disrespecting way. It’s just a survey to choose sexiest actress of Bollywood. (sic).” Kamal Khan has previously also sent similar tweets about other actresses including Deepika Padukone and Parineeti Chopra.

Lahore HC trashes plea to stop screening Indian films

he cricketing fraternity on Thursday heaped praise on batsman Rohit Sharma after he smashed a record ODI score of 264 at Eden Gardens. Likewise, Rohit’s rumoured ex-girlfriend Sofia Hayat too took to Twitter to praise him but in a different style. In a tweet posted along with her nude photograph, Sofia wrote, “”Dedicating my nude shoot to Rohit Sharma for his historic score! Well done! This one is for you! Proud day for India!”

A

judge dismissed a petition challenging the exhibition of an Indian film in Pakistani cinemas. Justice Shams Mahmood Mirza of the Lahore High Court on Wednesday held that if the petitioner

had any objection to the screening of the Indian film “Haider”, he should approach the censor board. A local resident, Iftikhar Ahmad petitioned that the film was against the ideology of Pakistan and the two-nation theory. Besides, he said,

the film was aimed at defaming the Pakistani Army. He also said that the film has some objectionable scenes and exhibition of such a film should not be allowed. He requested the court to declare the permission of exhibition as illegal.

Fun

Your weekly dose of Aries This week you might feel empowered to take action on a goal or plan that’s important to you. Even though a Mars/Uranus connection suggests a part of you may rebel against additional responsibility, you’ll need to factor this into the equation in order to succeed. Along with this, a dip in energy could temporarily dent your confidence, but it’s worthwhile forging ahead, whatever it takes. By the weekend you’ll feel more like your old self and eager to see what the future holds.

Leo This week’s blend of energies encourages you to consider if you’ve been deluding yourself. A realistic and down-to-earth set of transits can give you vital perspective on what’s happening and what you need to do about it. Home and family matters may have been bugging you for some time. Perhaps you don’t realize the extent to which you’ve been affected, especially where health is concerned. This week it would help to make decisions that reinforce your commitment to yourself and your well-being.

Sagittarius This could be an introspective week when you may benefit from an in-depth exploration of key issues in your life. This can be a good time for counseling or therapy, particularly if you sense you might benefit from someone else’s input and advice. While certain aspects spotlight adventure and the broadening of horizons, it seems you’re looking for a deeper reason to follow a certain path or adopt certain beliefs. There’s no need to hurry. You’ll know when you’re on the right track.

TIMEPASS

Taurus

HOROSCOPE

Gemini

While relationships may have been both rewarding and trying for a while, this week adds a new dimension to certain close connections. If you’ve been putting off making a decision, events may encourage you to go for it. Anxiety around doing the right thing may have caused delays while also leaving certain issues unresolved. Go with your gut on this, and be strong enough to do whatever feels right. Romantic options bring the potential for a love adventure as Venus glides into Sagittarius.

Virgo

Cancer

You may have one or two issues to tackle that demand firm, decisive action. First, joint financial affairs may lead to an overhaul, especially if a partner or lender asks you to clean up your act. All is not lost, as your willingness to shoulder responsibility will stand you in good stead. Success may depend on a careful handling of resources along with the willingness to recycle items, skills, and abilities that may have been cast aside. Romantic options sizzle if you’re looking for love.

Do you feel you’re sacrificing your purpose in life in order to make someone feel better? If so, this week’s alignment may encourage you to sort things out. If a family member, pal, or sweetheart resents the amount of time you spend on getting ahead, you’ll need to have a firm talk. The Venus/Saturn link might encourage a close a commitment to a love interest or a creative idea you’ve been nurturing. Health matters may move to the top of your agenda.

Libra

Your personal experiences may be rather intense, particularly if you’re involved in an all-consuming romance or creative project. It might help to stand back from your situation and take a break now and again. Failing that, getting a confidant’s take on things might help you see a situation from a different perspective. If your confidence wavers, continue anyway. You’ll benefit from taking the right action and making some decisions. As Neptune forges ahead, the truth about a relationship may be revealed.

Capricorn

Scorpio

Reorganizing your financial affairs while taking the lead concerning home and family developments could keep you busy this week. If money is tight, you might try recycling, bartering, or other methods that encourage the exchange of goods or services. The input of a partner or family member could also be instrumental in creating progressive change in your personal life. Though much of this week requires a lot of thought and hard work, the weekend offers a chance to spend time in good company.

You may have a lot on your plate, but a willingness to wade in and tackle seemingly messy problems will help ease anxiety in the long term. Along with this, changes to your daily routines and habits may be necessary in order to accommodate plans and ideas, though you might need to compromise at times. Don’t let temporary discouragement put you off. This isn’t the time to quit but to increase the pace and persevere until things are resolved to your satisfaction.

Aquarius

You may feel very motivated to take action regarding a key issue that has been bugging you for some time. Going ahead could mean you resolve matters fairly quickly, easing angst and leaving you feeling much more optimistic about the future. In addition, your social life seems very busy, with a chance you’ll be organizing events or perhaps attending more formal get-togethers. An air of mystery might surround one meeting, leaving you intrigued. Mercury’s link to Pluto may encourage collaborating with a likeminded someone.

Pisces

There’s a lot to consider this week, including ideas and decisions associated with your career and purpose in life. But before you get going, it might help to spend some time in quiet reflection to make sure that you’re doing what’s best for you. There’s also a chance that hurrying might lead you to make the wrong decision. Talking things over with someone who has knowledge of your predicament might be helpful at this stage. Your social life explodes into life starting this weekend!

A social situation could lead to a crunch question or decision early on, so be ready! At the same time, you’ll be eager to forge ahead, particularly when it comes to plans and ideas that can deliver positive challenges and dynamic change. Neptune turns direct in your sign, which could coincide with greater clarity regarding key issues in your life. As Venus jogs into Sagittarius, you’ll likely find that cooperation gets you places, particularly concerning career and goals.

ome of Hollywood siren Marilyn Monroe’s lost love letters are going to be auctioned off. The auction for 300 letters belonging to the iconic actress would take place on December 5-6 in Beverly Hills, reported Ace Showbiz. An auction for the memorabilia in ‘Marilyn Monroe’s Lost Archives’, held by Julian’s Auctions, comprises of some heartfelt letters from the actress’ former husband Joe DiMaggio. The letters were sent amid their separation in 1954. “I love you and want to be with you. There is nothing I would like better than to restore your confidence in me,” he told her in one letter. The baseball player also expressed his feelings when Monroe announced their split on TV. “My heart split even wider seeing you cry in front of all these people,” he said. Monroe talked about her insecurities in a letter addressed to her husband, playwright Arthur Miller. Letters from Clark Gable, Cary Grant and Jane Russell are also included in the collection. In her will, Monroe gave the collection to her acting mentor Lee Strasberg. He then passed the collection to a friend whom he believed would take a great care of the letters. Many of the letters in the collection are now still in pristine condition. “It really gives you the chills when you read some of the stuff and see the intimacy and the personal nature of it,” said auction curator Martin Nolan. The auction house predicts that many fans will be interested in the bid. The collection is expected to fetch as much as USD 1 million.

n 1839, 30-year-old Robert Cornelius took the world’s first self-portrait or selfie at the back of his father’s shop in Philadelphia. For this, he removed the lens cap, ran into the frame and sat stock still for five minutes before running back and replacing the lens cap. Son of a Dutch immigrant, Cornelius went on to became a photographer specialising in portraits. He later returned to his father’s lamp business and managed it for 20 years. His company was touted as the largest lighting company in the US. Retired in 1877, Cornelius died in 1893.

he government has decided to put a blanket ban on several websites that allow users to share pornographic content. In an order dated June 13, department of telecom (DoT) has directed internet service providers (ISPs) to block 39 websites. Most of them are web forums, where internet users share images and URLs to download pornographic files. But some of these websites are also image hosts and file hosts, mostly used to store and share files that are non-pornographic. While watching or distributing child pornography is illegal in India, watching adult por-
