By Gary Eleazar MINISTERS of Government do not have to live in a ‘logie’ to prove they are not corrupt; in fact, the founder of the Peoples Progressive Party Civic, (PPP/C), Dr. Cheddi Jagan, lived in the still affluent community of ‘New Haven, Bel Air Village,’ but this did not cause him to be disconnected from the people or his cause. This is according to successor to the Jagan’s Presidency, Bharrat Jagdeo, who yesterday, after three years out of the spotlight, spoke candidly with the media at Freedom House, and also outright denied any assertion that the State had paid for any Medevac for him at any point after he left office in 2011. JAGAN’S VISION He was asked to speculate on whether the late PPP founder would be happy with his (Jagdeo’s) residence built on East Coast Demerara (ECD), in the context of criticisms over a perceived accumulation of wealth by PPP leaders— something supposedly not envisioned by Dr. Jagan. The Former President responded by firstly asking if it was Dr. Jagan’s vision for “us to ride motorcycles all our lives.” Jagdeo recalled that Dr. Jagan, lived in a nice home in Bel Air Village, which at that time, was not typical of the living abode of all Guyanese. “I don’t think Cheddi Jagan living in Bel Air Park at that time in a nice house
was typical of most of Guyana, but Cheddi Jagan lived at that time there, did that weaken his commitment to the cause,” asked Jagdeo. According to the Former President, New Haven, Bel Air Village, “was a prime area, it’s a big piece of land, it’s a nice house, it still is a nice house, but did that weaken his (Dr. Jagan’s) commitment to the cause, did that make him corrupt or anything of the sort?” Dismissing assertions levelled against him and others in the administration, Jagdeo queried the motivation of the critics and emphasised that although Dr. Jagan lived in a nice house in an affluent community, he was still, “committed to the cause.” Speaking out for the first time over the numerous allegations over his first house built at Goedverwagting, ECD, Jagdeo told reporters when it was firstly built, the critics said it was too big and when he sold it, “it was for a lot of money.”

Jagdeo was also asked to clear the air on speculations that Government had spent tax payer’s dollars to Medevac him to Florida, U.S.A. for medical treatment using a private jet. Putting to rest any speculations or assertions, the Former President made it clear, “I have not received a single cent from the treasury for the three years that I have been out of Office for medical expenses, the State did not pay for any Medevac for me, nothing of the sort.”

Shoplifter bailed for theft of hygiene products
A WOMAN accused of shoplifting feminine hygiene products from a city store was yesterday made to post $5,000 bail by Magistrate Annett Singh on a simple larceny charge. Suntia Ramdass of Rose Hall, Corentyne, Berbice, denied that on March 8 at Longden & America Streets stole a pack of Dream panty liners valued $120.00, property of Fazia Collection. Police Prosecutor Adonni Innis objected to bail on the ground that Ramdass has no fixed placed of abode. The magistrate however overruled the prosecution’s objection and Ramdass will make her second court appearance on March 18.

Dino Bouterse sentenced to 16 years in U.S. prison
(REUTERS) - THE son of Suriname’s president was sentenced on Tuesday to 16-1/4 years in prison, after pleading guilty last August to U.S. charges that he tried to offer a home base to the Lebanese paramilitary group Hezbollah. Dino Bouterse, 42, who worked in a Suriname counter terrorist unit, was sentenced by U.S. District Judge Shira Scheindlin in Manhattan. Bouterse had also admitted to drug trafficking and firearms charges. U.S. prosecutors accused Bouterse of inviting people he thought were from Hezbollah to establish a base in his home country, located north of Brazil, in exchange for $2 million that was ultimately not paid. Bouterse was arrested by Panamanian authorities after a sting in which he allegedly talked about his activities with confidential informants from the U.S. Drug Enforcement Administration. Hezbollah has since 1997 been designated by the U.S. State Department as a foreign terrorist organisation. Dressed in a blue-gray shirt and pants, Bouterse said
prior to sentencing that “what I did does not really represent my country,” and that his imprisonment would hurt his 11 children, aged 2 to 19.

“I really regret my actions, and I am deeply, deeply, deeply ashamed of myself,” he said. “I take full responsibility.” Prosecutors had urged that Bouterse spend 30 years to life in prison, in accordance with recommended federal guidelines. Assistant U.S. Attorney Michael Lockard said this reflected Bouterse’s agreement to “open up his country” to terrorist camps, and a need to deter other government officials “willing to sell access.” But the judge said the guidelines were “fundamentally unfair,” given that Bouterse appeared motivated by a desire to make “a lot of money” rather than help terrorists. She also said the sting meant Hezbollah had no actual role to begin with. “Nothing in his history shows that he is a terrorist, or that he had terrorist sympathies,” Scheindlin said. “His greed got the better of him.” After the sentencing, family members blew kisses to Bouterse, who smiled and gave a thumbs-up sign. He had been in federal custody since being transported to the United States. Richard Rosenberg, a lawyer for Bouterse, called the sentence “very harsh,” but was glad Scheindlin “underscored the lack of any clear connection to any actual terrorism.” Bouterse’s father, Desi Bouterse, ruled Suriname after a coup from 1980 to 1987, and has been accused of human rights violations. He reclaimed power in 2010 when he was elected president. The case is U.S. v. Bouterse, U.S. District Court, Southern District of New York, No. 13-cr-00635.

Brazil femicide law signed by President Rousseff (BBC NEWS) BRAZIL’S President Dilma Rousseff has signed a new law which sets tough new penalties for the killing of women and girls. Murders linked to domestic violence will carry sentences of between 12 and 30 years. President Rousseff said the new law sends a clear message to women that the state would protect them. She said 15 women were killed daily in Brazil. In other cases - such as the killing of a pregnant woman, a woman who’s just given birth, girls under 14, or women over 60 - the new law provides for even longer jail terms. The new legislation alters the criminal code to describe femicide as any crime that involves domestic violence, contempt or discrimination against women. Similar legislation has been introduced in other Latin American countries such as El Salvador, which has the highest murder rate for women in the world. The Representative of UN Women in Brazil, Nadine Gasman, said “the law iden-
tifies femicide as a specific phenomena. This kind of law is preventive in nature.” The new legislation was signed by President Rousseff a day after marchers in Brazil celebrated Women’s Day The new legislation deepens legislation sanctioned in 2006 by President Rousseff’s predecessor, Luiz Inacio Lula da Silva. Known as the “Maria da Penha” law, it paid tribute to Maria da Penha Maia, a woman whose ex-husband beat her for 14 years and attempted to murder her twice, leaving her paraplegic. She is a notable figure in the movement for women’s rights in Brazil. The “Maria da Penha” law stated that aggressors were no longer to be punished with alternative sentences. It increased the maximum sentence from one to three years. It also ordered the removal of abusers from the home and banned them from proximity to the woman or children attacked. During her term in office, President Rousseff has enacted other laws aimed at women and girls. In August 2013, she signed legislation
President Rousseff said the new law is part of a zero tolerance policy toward the killing of women requiring all public hospitals to provide treatment against sexually transmitted diseases and HIV/Aids for rape victims. It requires that victims be given access
to emergency contraception, and in the case of pregnancy they have the right to an abortion, illegal in Brazil in most cases.
Police sickout ‘no threat to public safety’ (TRINIDAD GUARDIAN) DIVISIONAL heads of the T&T Police Service say they weren’t badly affected by the mass sick-out action, but Prison and Fire Services both reported low staff turnout. Yesterday, the country went through a mass sickout action in which Police, Fire and Prison Service threatened to call in sick or go slow while on duty. But TTPS Supt David Abraham, head of the Northern Division, said few people were absent yester-
day. Likewise today, Abraham said only a few members of the TTPS called in sick in the Northern Division. Abraham reported that in the Division there was only one robbery, in St Joseph, and assured the public that there is no threat to their safety. Head of Eastern Division, Senior Superintendent Sacenarine Mahabir also said only four people were absent from work yesterday which was “nothing unusual” for the Division. He added that today there was the same number of
absentees. Leo Ramkissoon, president of the Fire Service Association, said there was a very low turnout both today and yesterday. “Things are not going well at all. There was a very low turnout,” Ramkissoon said. Ramkissoon said the sick out action was not only because of salary negotiations but because of several issues including outstanding backpay for the period of 2008 to 2010, and
health and safety issues. The Prison Service also had a low turnout, with approximately 60 percent of the prison guards calling in sick. A senior source close to Prisons told the Guardian that when prison officers were understaffed, the senior prison guards are rerouted through the different prisons. Some 200 recruits who are ready to graduate from the programme were also sent out to guard the prisons.

EDITORIAL Old wine in new wineskins THE revelations of the youthful former APNU/ PNC parliamentarian, Africo Selman should not come as a surprise to those who are au fait with the politics of the PNC. One should take cognisance of the fact that it is old wine in new wineskins that inhabit Congress Place, even as that party assumes various guises through name changes and combinations of partnerships, because it is the same dinosaurs of the Burnham era that controls the mechanics of the PNC, and these relics have one mind-set; that is, to appropriate power and
the Office of the President at any cost. Thus the issue of power-sharing has become a focal point, whereby Opposition supporters are prepared to go to ultimate extremes for a few egomaniacs to regain administrative leverage in this country; never mind that when they had total power they used it to destroy rather than build. Full administrative control has always eluded the PPP/C. Rampaging corruption and ineptitude in public offices have prevailed even after general elections of l992, thanks to the destabilising strategies of the PNC and
its traditional allies – both overt and covert: Overtly the Trades Union Congress (TUC), the Guyana Public Service Union (GPSU), and the Transport Union, all of which oppose every system the Government attempts to implement towards restoring an orderly administrative structure in the Public Service. Covertly? Well, the discerning can judge for themselves, using past history with the House of Israel, the missing weapons, the glorifying of ‘Blackie’ and others of his ilk as a barometer; and if one does not condone their methods for their acquisition of greater power and align with their

concept of “kith and kin” and prefer to align with systems promoting national good, then they are called traitors. Witness attacks on Bishop Juan Edghill, Father Gilbert and other like-minded citizens of this land. Members of Guyana’s security services - young men who are duty-bound to protect this nation, are intermittently slaughtered indiscriminately, But to what avail? Men, women, and even children, living simple lives, are butchered even as they sleep in the sanctuary of their homes. In the concept of power-sharing, power is the operative word. The contenders
care not at all about the welfare of their supporters. Their goal is not-so-purely self-aggrandisement by whatever means possible, even if this means the destruction of the country and the unity of the Guyanese people. Power is the key. Participatory leadership is what the objective should be – and the PPP/Civic Government has implemented systems that include all stakeholders in participatory governance; in its Civic component; in the parliamentary committees; and even within Parliament itself. Dr. Cheddi Jagan has always pursued this ideal – first by forming the Political Affairs Committee (PAC), then the PPP, with a composition of membership that bridged all the divides. Race
was certainly never an issue during those days of struggle against colonialism. But greed for power reared its ugly head like the biblical serpent and catalysed a division and distrust between Guyana’s two major races that has lasted for decades. However, Guyanese have become enlightened and generally are not inclined to allow themselves to be used for political expediency and to satiate the hunger for power of the opportunistic Opposition cabal; so their supporters are deserting their parties and seeking alignment with the PPP/C – a party they deem to be committed to national healing and progress for the nation.
Ramayya does it again Convenient dishonesty, THE great herbalist and spiritualist, Dr. Ramayya has done it again. On the eve on International Women’s Day, Ramayya found a novel means of attacking and belittling our women on the ‘Alliance on the Move’ programme on DTV 8. Only the week before, he made disparaging remarks about our women hollering so loudly in the hospitals during child-birth so that people on the road could hear them. He said this to prove that Indian women are ungrateful to Afro-Guyanese nurses, and that they should vote for APNU. Is this not a racist statement? Then on March 7, 2015, in the same AFC programme, he said that women are ‘love makers’, and that their husbands should give them job letters which should describe their profes-
sion as that of a ‘prostitute’! This he said with regards to the Banks requiring job letters from housewives. Is this the morally correct example that a political leader should be setting? I could recall Nagamootoo telling his grandson to shut his so- and-so mouth; Ramjattan telling people to haul their ass; and Charrandass obscenely sticking out his middle finger. But this ‘bush doctor’ and his boys are now creating havoc, since the people in Berbice have not only rejected him, but have been lambasting them week after week on DTV 8 after the Valentine’s Day wedding. Then on that same programme, Ramayya admitted that if APNU had gained power in the 2011 Elections, it would have been ‘frightening’ for the Indians. He emphasised that if APNU
should ever win by itself, then ‘that is very frightening’. He claimed that by forming a coalition with APNU, the AFC has saved the Indians in this country. This is not only racist, but Ramayya is admitting that APNU is not good for Guyana. He then made it clear by saying, ‘Coolie, look what you gat instead of a PNC Government; you gat a coalition’. Besides addressing the Indians in a very derogatory manner, Ramayya is admitting that the PNC was never good for this country. So, his reasoning is this: Since the AFC has coalesced with the PNC, the PNC is now good for this country. This man is a great intellectual indeed! What a disgrace! This man also claimed that the little PYO girls are moving in various areas, urging Indians to remember
the ‘rice flour days’ and the ‘white mouth days’, and that this is like selling ‘phonograpgh’. Can you guess what he means? Ramayya is a genius at ‘malapropism’! Do Ramayya and the other AFC leaders believe that they could lie and deceive the people by using the race card and ad hominem fallacies, and that the people will be so gullible as to continue to accept them? The AFC’s raison d’etre is gone. The AFC is finished in Berbice, and it is now a matter of time. Keep up the good work, Ramayya! Whom the gods want to destroy, they first make insane! pure ignorance or both! --The truth about crime under the PPP/C versus PNC AS a young Guyanese professional, I am disheartened and somewhat insulted to read an article by three individuals who one might expect to engage in honest and unbiased debate. I refer to the article in Kaieteur news titled, “The PPP has not done enough to fight crime”, by Dr. Asquith Rose, Chandra Deolall and Dr. Merle Spencer-Marks published on the said newspaper’s website on March 10, 2015. The claim that the PPP has not done enough to fight crime in itself was the
shock; but it was the evidence and suggested cause of the issues of criminal activities, their links to the economy, and addressing the problem is what dealt the disappointing blow and convinced me that the content of the article was either convenient dishonesty or academic ignorance of the subject matter on the part of the authors. Without doubt, crime in all its versions does not support economic, financial and social prosperity at the household level, nor at the country level. For this rea-

Crime in Guyana today is at its lowest in our history; and this did not happen because the PPP Government ignored the problem. It is because significant attention was paid to it. Unlike the PNC administration, which supports criminal activities, the PPP has a record of anti-crime strategy backed by evidence. Twenty-one murders in the first two months of 2015 is indeed bad; after all, a life is a life. But one cannot talk about the issue of crime without asking the question of whether this is an increase from last year and the year before during the same period? What are the likely motives behind these murders? And whether these murders are linked to the fact that there is an election coming up? Is this a strategy of intimidation and scaring of the population that the PNC administration has a record of? Criminal activities are ever changing; globalisation, deeper integration, increased tourism and general economic development all have significant influence on the nature, frequency, type, and severity of crime. With all the technology and financing in the United States, random shooting in theatres and schools have not been abated. If anything, it seems that criminals are always ahead of the game. I draw this comparison to convey clearly to the Guyanese people that even for a country like Guyana, fighting crime will and always will be a continuous and evolving challenge for the Government. The suggestion from the authors that some effective multi-pronged approach to fighting crime that APNU+AFC would implement would make Guyana safer
is nothing more than a gimmick, considering the fact that the leader of the coalition, Mr. Granger was Brigadier when crime was at the highest level in Guyana. So bad was it that today, we are still struggling to deal with murder cases under the PNC administration. Do these people think that Guyanese are stupid? Or is it a convenient dishonesty aimed at instilling fear and panic in society, as is the signature of the PNC. It is an insult to the Guyanese people to use words like “democracy”, “dignity”, “economic progress”, and “the PNC” in the same sentence. History is always there for us to look back at for the evidence, and none of this makes any sense to us. It is true that addressing crime will take more than just increased budgetary allocations, BUT it is also true and even more important than the skills, talent, technologies, intelligence and human capital necessary for combating crime has to be invested in by the State, and therefore necessitate more budgetary allocation. APNU and AFC slashed the very budgetary allocation that the PPP/C made for the Ministry of Home Affairs, but here these authors are telling Guyanese that the PPP/C didn’t do enough. This is outright hypocritical, and again, disappointing. I am not sure how the authors measured majority versus minority, but
claiming that the majority of Guyanese have had it hard because of bad economic policies of the PPP/C is yet another statement that demonstrated the ignorance and wicked intentions of the authors. People always tend to think that they can do s o m e t h i n g b e t t e r, a n d therefore always ready to blindly and widely condemn. Every report on Guyana’s economic performance, including the IMF and World Bank reports that have been published since 1992, have provided evidence, and concluded that there are improvements in Guyana’s macroeconomic environment and overall economic management of the country’s affairs, even during the worst economic crises in modern history. How we interpret these results is as important as the results themselves. This does not mean that because the economy is improving, everyone will suddenly get rich. That is not how economic prosperity meets everyone; the process takes time, and it will reach some before others. Nevertheless, one can still look and see what the evidences are showing thus far. Not so long ago, one could have counted the number of cars there were in Guyana; today, you can’t even count how many are passing you on the streets every 30 minutes. More Guyanese today have affordable housing than ever before; more Guyanese are in school today than ever before; more Guyanese have access
to healthcare today than ever before; there are more paved roads than any time in our history; and this list can go on and on. Clearly this is evidence of economic growth; and with this opportunities for further growth. But none of this means that tomorrow everyone can wake up and find wealth falling in front of their doors; it doesn’t mean that acquiring at least a decent and happy and prosperous life would require little or no work. And it certainly doesn’t mean that you don’t have to work, but will have a salary (only Opposition politicians get this privilege). What it does mean is that Guyana is becoming a better place for families to live and pursue their individual happiness and prosperity, one day at a time. Every one of us still has to get up each day and work for the future we want for ourselves and family. I dare the members of the Opposition, including the aforementioned authors, to declare to the people of Guyana whether their individual wealth would have grown from 1992, and by
how much. I am sure they wouldn’t, because it would be evident that they probably got richer than anyone else in Guyana under the same PPP/C-led Government. They wake up and realise that they have done so well, and suddenly feel that they can manage the economy better that the PPP/C. When people do not understand the true cause of things, it is very easy for them to blame it on corruption and mismanagement, since these words sound intelligent, and as if they know what they are saying. If the authors got one thing correct it was the fact that the PPP/C has always embraced the notion that “political, economic, social and technological success requires the safety and security on our country,” as was clearly articulated in the PPP/C manifesto in 2011, and will remain there for as long as the PPP/C exists. Every day leading up to an election always tests our level of awareness, and how informed we are of the present as well as the past. For every good story told, there will be ten to discourage and destroy us as a people; it is a typical divide-and-conqueror strategy
that has always been used by the Opposition. I will do my part in trying to ensure that the lies, fabrications, dishonesty and malfeasance of those who devote their lives to destroy this country do not go unnoticed and unquestioned. Sometimes these come from people who we least expect it from, and from persons who feel they can deliberately misrepresent the reality to pursue their own cause. APNU and the AFC believe that Guyanese are cynical (stupid), for it is the only way they can gain control of the State. We all deserve to live without fear for our lives and in a society where we can pursue our own happiness. The PPP/C has it strengths and weaknesses like every single organisation that exists on this planet, but from 1992 to now, in every walk of life, there has been significant and notable improvement. I will be the first to say that there is and it is a fight that must go on to fight corruption,” he said in an interview, ‘In Perspective’, with the Berbice-based National Communications Network (NCN). Sealey Munroe, 35, (no address given) pleaded guilty to the charge that said on June 8, 2012 at Central Immigration and Passport Office, Georgetown, with intent to defraud, she signed a written declaration saying that she is Elena Bacchus in order to obtain a passport. After her confession, Munroe in tears told the Chief Magistrate she only did it to support her three children as a single parent. Haitian fined $30,000 for illegal entry
A 24-year-old Haitian national was yesterday fined $30,000 by Chief Magistrate, Priya Sewnarine-Beharry for entering Guyana illegally. Through an interpreter, Jonathan Joseph accepted that between March 6 and 9 at Lethem, he entered Guyana by crossing a land frontier and failed to present himself to an immigration officer. The prosecution’s facts were as charged. Joseph was unrepresented by an attorney-at-law. However, his failure to pay the fine will result in one month’s imprisonment.

Duo charged over stealing and receiving $3.5M Caterpillar engine A DUO made their appearance before Chief Magistrate, Priya Sewnarine-Beharry yesterday to answer simple larceny and receiving stolen property charges. Thirty-one-year-old mechanic, Derwin Freeman of Blueberry Hill, Wismar, Linden, pleaded not guilty to the charge that said between February 1 and 22 at Arangoy Backdam, Cuyuni River, he stole one 6 cylinder Caterpillar engine to the value of $3.5M, property of Ricardo Seelall. Meanwhile, Henry DaSilva, his alleged accomplice, denied that between February 1 and 22 at Arangoy Backdam, he received one 6 cylinder Caterpillar engine to the value of $3.5M from Freeman, knowing same to be stolen. Police Prosecutor Bharat Mangru informed the court that Seelall received $1M from DaSilva regarding the matter and will no longer proceed with the charge against him. However, as it relates to the other accused, Seelall will be proceeding against him, since he did not receive any payment from Freeman. Seelall gave sworn testimony that he was not forced or threatened by anyone to make the decision with regards to the matter for DaSilva. Freeman was represented by attorney-at-law, Mr. Dexter Todd and the latter was represented by attorney-at-law, Mr. Melville Duke. Defence lawyer Todd requested bail for his client on the grounds that he does not have any prior and pending matter. The father of six minor children was ordered to report to ‘F’ Division Headquarters every fortnight, commencing on March 20 and the matter was transferred to Bartica Court for March 27.

The President maintains that support in tackling corruption is welcomed by his administration. Last year the Caribbean Development Bank (CDB) offered technical assistance to the current administration to tackle corruption – an offer President Ramotar made clear that his Government is open to. CDB Head Warren Smith, at the time of making the offer, said, “We certainly recognise and insist that good governance is part and parcel of the development of a country. We want to see and ensure that the persons we elect exercise good judgment and also good governance. I think that there is sufficient evidence out there that when these principles are not observed it hampers the growth and development of a country. “…there is no country in this world, and I dare say, that has not had issues with corruption. It is important that countries continuously adopt measures that will reduce the incidents of corruption in their domain… certainly if they (borrowing member countries) request that kind of assistance, the CDB would be more than happy to help.” “We are not sitting on our hands,” the President stressed.
Gold miner denies robbery with violence charge A GOLD miner was yesterday granted $100,000 bail on a robbery with personal violence charge at the Georgetown Magistrates’ Court. Komal Khan of Lot 171 Triumph, East Coast Demerara made his appearance before Chief Magistrate, Priya Sewnarine-Beharry and denied the allegation against him. It is alleged that on March 1 at Laing Avenue, Georgetown, being in the company of others, he robbed Parmanand Rabindranauth of a cellular phone to the value of $4,000 and $7,000 in cash. In addition, he made use of personal violence during, before or after the offence was committed. Representing the prosecution was Police Corporal, Bharat Mangru. He told the court that both parties are known to each other. He disclosed that on the day in question Khan along with three others went to Laing Avenue and robbed Rabindranauth of the articles stated in the charge. Subsequently, the matter was reported and Khan was arrested and charged for the offence. The matter was transferred before Magistrate Annette Singh for statements on March 24.

expected a reduced gathering, then the very large crowd signalled that those who had re-directed their support elsewhere have returned to their natural political home. Thus, even though OBSERVER may not have heard anyone with the actual phrase “they shall not pass”, it is quite a certainty that such would have been repeated silently from the lips of the multitude gathered at the shrine. In every country’s history, there are moments that demand decisive actions, which include hard thinking and conclusive
actions. This is one of our moments, when Guyana is confronted with two choices, both simple, because there should be no ambiguity, particularly with all our gains and continuous hopes for a better future for all at stake. It is either we advance into the sunlight of the future, or we revert into the dark mists of yesterday. These are the two choices which are not difficult to understand, each and its individual consequences, for better or worse.

Young St. to be closed to vehicular traffic Thursday and Saturday THE Guyana Police Force (GPF) yesterday said that Young Street, between Camp Road and Parade Street, Georgetown, will be closed to vehicular traffic on Thursday and Saturday. The police in a release said that the closure will be in effect on Thursday, March 12, 2015 from 07:30 hrs to 12:00 hrs and on Saturday, March 14, 2015 from 18:00 hrs to 24:00 hrs. The decision was taken in order to facilitate activities for the Police Annual Officers’ Conference that will be held at the Police Officers’ Mess Annexe, Young Street, Georgetown, between March 12 and 14, 2015. ************************************
Zeeburg man dies in collision at Farm
POLICE are investigating a fatal accident that occurred at about 21:40 hrs on Monday at Farm Public Road, East Bank Essequibo, which resulted in the death of Budhram Sukwah, 27, of Zeeburg, West Coast Demerara. Investigations have revealed that Budhram Sukwah was driving motorcar PGG 4474, allegedly at a fast rate, when he lost control of the vehicle and collided with a minibus. He received injuries and was pronounced dead on arrival at the Leonora Cottage Hospital. The driver of the minibus is in police custody assisting with the investigations.

Caribbean Labour Ministers commit to strengthening social dialogue ... while focusing on youth employment and the greening of the economy
PORT OF SPAIN (ILO) The 9th International Labour Organisation (ILO) Meeting of Caribbean Labour Ministers concluded on March 4, 2015, with a commitment to strengthen social dialogue further both at the national and regional levels, and with renewed impetus to focus on creative solutions to the problem of youth unemployment and the greening of the economy. The Meeting, themed “Decent Work for Sustainable Development”, was attended by 21 delegations headed by 14 ministers with responsibility for labour issues. The Presidents and other representatives of the Caribbean Congress of Labour (CCL) and Caribbean Employers’ Confederation (CEC) were also present, along with representatives from the Caribbean Community (CARICOM), the Association of Caribbean States (ACS), and UN Agencies (ECLAC, UNESCO,PAHO/WHO and UN RC Office Jamaica), as well as the Caribbean Community Climate Change Centre (CCCCC).
ILO Director-General, Guy Ryder, attended the Meeting and held bilateral meetings with the Prime Minister of The Commonwealth of the Bahamas; The Rt. Hon. Perry Christie, The Governor-General of the Commonwealth of The Bahamas, Her Excellency Dame Marguerite Pindling; Minister of Labour and National Insurance, The Hon. Shane Gibson; CCL President, David Massiah; and CEC President, Wayne Chen. In the presence of the ILO Director-General and of the members of the National Tripartite Council, the National Tripartite Bill was enacted by Her Excellency Dame Marguerite Pindling, Governor-General of the Commonwealth of The Bahamas. The ILO provided technical comments to the draft Bill, which was adopted the House. Caribbean Labour Ministers at the Meeting called for the systemic institutionalisation of national social dialogue processes and culture which embrace policy areas, and they agreed to support the capacity of social
partners to ensure that their interventions to tripartite forums and consultations will add substantive value to the processes. Given the impact of climate change on the world of work, the Ministers called for long-term policy development, so that countries are sufficiently resilient to meet the related challenges. It was agreed that new business opportunities, as well as education and skills-training policies, would be implemented in response to the anticipated impact of climate on the workers. The Ministers called for closer collaboration between the ILO and CARICOM, particularly on youth employment, technical, vocational education and training (TVET), labour market information systems and environmental sustainability. The Ministers concluded that those countries not-yet signatory to the Regional “Free of Child Labour” initiative, should be provided with information to consider becoming a party to it. In his remarks, at the opening ceremony, The Hon.
Shane Gibson, Minister of Labour and National Insurance, The Bahamas, stated that his country “remains committed to being an active member of the Regional Initiative to eliminate Child Labour and the Worst Forms of Child Labour around the world. As a Caribbean Community, we must continue to unite to end Child Labour as it deprives children the world over of their childhood, and is harmful to their development.” At the Meeting, the ILO officially informed the Ministers of Labour about a new regional project with CEC and CCL, with funding from the European Union (EU), aimed at strengthening the capacity of workers’ and employers’ organizations in the framework of the Economic Partnership Agreement. Delegates examined the state of youth unemployment in the Caribbean region, together with public and private partners and institutions such as the Government of the Republic of China, Canada, Republic Bank of Trinidad and Tobago, and the
Lindener facing three AFC activist comment stirs concern counts of armed robbery A CHARGED comment by Alliance For Change (AFC) activist Mark Ross, has drawn ire and stirred some degree of concern in the political arena. Ross yesterday commented on the death of a Finance Ministry official, following an accident in the Rupununi, saying: “Awww. I am waiting for similar news of ‘Rumotar’ and his escorts.” Politicos contend that Ross’s expression of his desire to see the death of a sitting Head of State is both troubling and, with elections in the air, politically insensitive. Ross has been vocal on social media expressing his dissatisfaction with the current Administration,

A TWENTY-eight-year-old miner of One Mile, Wismar, Linden charged with three counts of armed robbery was remanded to prison by Chief Magistrate, Priya Sewnarine-Beharry on Tuesday. Kellon Peters pleaded not guilty to all the charges as it was read to him when he appeared at the Georgetown Magistrates Court. Particulars of the first charge alleged that on February at Burnham Drive, armed with a gun, Peters robbed Petal Yaw of three cellular phones valued $116,000. It was further alleged that he stole $24,250 from Yaw, property of Steve Bovell. The court heard that during the altercation he also stole from Samantha Griffith a quantity of Digicel and GT&T phone card – totalling $150,000 property of Bovel. Police Prosecutor Michael Grant told the court that Yaw & Griffith are employed at the
Demerara Bakery in Linden. On the day in question around 21:50 hrs, the two employees were on duty when the defendant stormed in with the gun, placed it to Yaw’s head and demanded that she hand over all the money in the register, before making good his escape. Grant noted that Yaw has known Peters for over five years and during the ordeal the place was fairly well lighted; Yaw was therefore able to positively identify the robber during a police identification parade. The prosecutor opposed bail due to the nature, gravity, prevalence of these crimes, the penalty the offences attract and that a firearm was allegedly used in the act. He said the police in Linden are investigating other matters in which Peters could be charged. Bail was refused and the case will be called at the Linden Magistrates’ Court on March 17.

With sessions led by representatives from the Caribbean Community Climate Change Centre (CCCCC) in Belize, and the ILO Green Jobs Programme in Geneva,
climate change and its impact on the work place was discussed. With higher temperatures, rises in sea level, and increased hurricane intensity threatening lives, property and livelihoods throughout the region, the need for increased technical and financial support for the development of renewable energy in the Caribbean was raised. Mr. Ryder stated that the Caribbean has strong traditions of tripartite social dialogue, and mentioned the good practices and innovative solutions which the Caribbean countries are able to implement and share. In closing the 9th ILO Meeting of the Caribbean Ministers of Labour, Mr di Cola, Director of the ILO Office for the Caribbean stated that the Caribbean Meeting of Ministers of Labour has created a community of interest and a community of leaders, with full participation of all territories covered by the Office and consistent participation of partners such as CEC and CCL, and the CARICOM Secretariat.
Plumber charged with four counts of robbery under arms WINSTON Hinds, a plumber of 58 Blueberry Hill Wismar, Linden, was on Tuesday remanded to prison by Chief Magistrate, Priya Sewnarine-Beharry after pleading not guilty to four counts of armed robbery. The court heard allegations of Hinds robbing several residents of Linden at gunpoint, stealing their monies and other items. Particulars of the first charge stated that, he being together with others armed with a gun on November 10, 2013 at McKenzie, Linden, stole from Clayton Thomas a quantity of gold jewellery valued $800,000. Particulars of the second charge stated that on February 9, 2015, Peters armed with a gun robbed Marlon Daniels of his backpack and blackberry cellular phone, totalling $38,500. In addition, on February 17, 2015 at 1 Mile, Linden, he robbed Indra Campbell of her $100,000 cellular phone and $400,000 in cash. The fourth charge stated that Peters, being together with others, on the same day robbed Hubert Campbell of a $20,000 Blu cellular phone. Police Prosecutor Michael Grant opposed bail on the basis of the nature, gravity and the penalty attached to the offence citing that a gun was used throughout the commission of each act. Grant said that the police had initially arrested the defendant for murder, when the robbery victims came forward identifying him as the perpetrator. He said the police in Linden are investigating other matters in which he could be charged. Bail was refused and the case will be called again on March 17.

PPP General Secretary, Clement Rohee elections, contending that “Joey” is an “excellent dentist.” “Joey” Jagan, the son of founding PPP Leaders and Presidents, Dr. Cheddi Jagan and Janet Jagan, had campaigned for the party at the 2011 elections. According to Rohee, he once conveyed his views to “Joey’s” mom, Janet,
who was also the party general secretary, telling her: “You know, “Joey” is an excellent dentist but a poor politician.” Rohee, who is also Minister of Home Affairs, said the political sojourns of the dentist over the years give an indication as to where he is headed. But he pointed out that members of the Jagan family are always invited to the annual commemoration of Dr. Jagan at Babu John, Port Morant, Region 6. They are also invited to the events of the Cheddi Jagan Month of Activities. These include the Annual Lecture Series at State House, the Family Fun Day at State House and an activity at the late President’s home in Bel Air, Georgetown. Several members of the Jagan family were present at a recent function at State House to mark International Women’s Day. Rohee expressed optimism that the ruling PPP/C will do well at the May 11 polls, returning with a majority Government. However, former PPP Executive, Ralph Ramkarran has expressed a different view, contending that the PPP appears to have ran out of new faces and seems incapable of throwing up new names. Police upgrade M.F. Khan probe to murder – Crime Chief IT was finally confirmed by the police that the remains found on September 23, 2014 aback of Cummings Lodge, East Coast Demerara, is that of businessman Mohamed Khan’s, who went missing following a trip from Venezuela to Guyana to conduct business. The DNA results are back and Crime Chief Leslie James was quoted as saying, “After we confirmed the results, relatives were contacted and the position is that they are preparing to have a burial. On Tuesday we will be handing over the remains.” With this latest revelation the
case is being treated as a homicide.
Murdered: Mohamed Khan The remains were found a month after Khan went missing. The skull, which was wrapped in a plastic bag, was located
several feet from the body which was in an advanced state of decomposition. Khan, who had fled to neighbouring Venezuela after selling his business place on Hadfield Street, had talked about death threats he had received on numerous occasions. Meanwhile, police have not yet detained anyone in connection with his murder. Khan, 54, had escaped execution in July, 2014 at La Grange, West Bank Demerara, when a man shot him in his abdomen shortly after he returned to Guyana on a brief holiday. He was last heard from on August 21, 2014.

Man jailed after knifepoint holdup of Special Branch cop A CONSTRUCTION worker of Lot 164 East Ruimveldt, Georgetown was yesterday sentenced to two years’ imprisonment by Magistrate Ann McLennan for robbery under arms and attempt to commit a felony charges. Neil Clarke made his first appearance before Chief Magistrate, Priya Sewnarine-Beharry on January 20 and pleaded not guilty to both offences, one of which said on January 06 at Middle and Carmichael Streets, Georgetown, while in the company of another and being armed with a knife, he robbed Lakeram Rooplall, a police officer stationed at the Special Branch, of one cellular phone, DL900, valued $27,000, a $1,200 wallet and $5,000 cash. The other charge said on the same day at Middle and Carmichael Streets, while being together with another
and armed with a knife, he attempted to commit a felony, that is to say he attempted to rob Delroy Griffith. The trial was conducted before city Magistrate McLennan and six witnesses were called to testify on behalf of the prosecution. The unrepresented man was convicted on both charges. On his first court appearance, Police Prosecutor, Michael Grant told the court that around 12:30 hrs that day, the two were at the Promenade Gardens when Clarke and an accomplice, being armed with knives, approached them and placed the weapons to their necks. Grant said they managed to relieve Rooplall of his possessions but as they tried to rob Griffith, public spirited citizens came to their rescue. They escaped but the matter was reported to the Brickdam Police Station.

Chase’s Indigent Home
In dire need of- so much more than a name change as not to stigmatise residents FOR an ‘over-70’ female senior citizen seeking to settle into a retirement home, life’s pleasurable and fulfilling experiences would constitute living independently in a room of her own; personally preparing the meals of her choice; being able to clean her room, and, at the end of the day, find it just the way she had left it; and being able to have amicable and lively interactions with peers at the facility. The Guyana Chronicle recently visited Chase’s Indigent Home, a female retirement facility located at 89 Robb Street, Bourda, Georgetown, and spoke with residents occupying the facility. One spunky octogenarian summed up her thoughts this way: “After living with a husband and/or children for the greater part of your life, and being told what to do or how they think you should
do it, it’s finally like being in charge of your own life; and that’s a wonderful feeling.” Chase’s Indigent Home was established on December 1, 1964. Located in the hub of the agro-vending area on the outskirts of the Bourda Market, the facility is a two-flat wooden building with eight rooms and a chapel on either flat. The bottom flat has however now been condemned. Amidst the paucity of accommodation for females who would have served their families and society in whatever capacity, we immediately found it strange that, of an eight-bedroom, low-rate facility upstairs, only four rooms are occupied. We soon came to realise, first of all, that the building is in terminal dilapidation and in dire need of extensive repairs; and that agro-vendors plying their trade on the roadway opposite Chase’s Home store
their moveable wooden stalls and tables at the side of the building, hogging all available space at the side of the building and constituting a serious fire hazard. In event the building is on fire and occupants cannot get out through the front entrance, it would be impossible for them to be evacuated through the side entrance on the lower floor, because of the vendors’ encumbrances. Moreover, the word “Indigent” should probably be omitted and the building be called ‘Chase’s Female Retirement Home’. Use of the word “Indigent” suggests the building caters to the needs of the destitute. When the facility was set up just over 50 years ago, it had a mandate to provide shelter for female senior citizens lacking food, clothing, a permanent home, and other necessities of life because of
poverty. However, having fulfilled its mandate, and as society continued to produce an increasing number of working women, the facility, over the years, evolved into a virtual retirement home for female senior citizens. It now attracts women, each of whom provides her own bed, food and clothing, and contributes to the electricity bill. The brand new
facility clean, resources such as cleaning detergents, brooms, brushes, buckets and the like should be provided so they can get to work, and not be left to lead sedentary lifestyles. A sneak peek into their profiles makes for interesting reading: BERYL AUSTIN, 92, Matron of Chase’s Senior Citizens Home and mother of two sons, one in the USA and
record includes working with GUYSUCO in the Veterinary Department of the Arakaka Pasture, and later at the Guyana Pharmaceutical Corporation at Industrial Site as a leading hand at its food factory and animal farm. She had also specialised in baking pastries and other snacks, which she sold to upkeep herself after retiring. AVRIL GORDON, 78:

Although pensioners, the women there are in no way destitute, as the word ‘Indigent’ suggests. That in effect attaches a stigma to persons at the facility, making other people reluctant to take up occupancy there. Though there is a committee of management in place, no strong lobbying is being done to ensure the building is repaired and the premises are thoroughly cleaned. Small wonder, then, that the facility has reached the stage of terminal decline. The women being accommodated at this facility are understandably yearning to be treated with some respect and consideration, and not as though they deserve what is being meted out to them. These are women who would have contributed to raising families, and would have made contributions to the development of society in diverse ways. Some programme should be introduced into the home to empower them to focus on self-esteem. And willing as they are to play their part in keeping the

ANN VIEIRA, 80: She hails from the Aruka River community of Region 1. She is a member of the Jehovah’s Witnesses faith and a mother of five, two of whom are deceased. She migrated from the hinterland to Georgetown in 1976, and has spent seven years at the Chase’s Home. Her employment
Born March 1, 1937, she spent the greater part of her life living in Bent Street and in Lodge, Georgetown. She formerly worked at the Guyana Pegasus Hotel performing domestic duties, and later at a Banks DIH outlet in the city. Avril turned 78 last Sunday, and enjoyed the day with her peers at the facility. APPRECIATION The matron and residents would like to thank all those institutions and persons who, from time to time, make generous donations to them at Chase’s. They also extend heartfelt gratitude to the Government of Guyana for a yearly subvention; and to Banks DIH, the Lions and Rotary Clubs of Georgetown, Humphrey’s Bakery, the Bedford Methodist and St. Sidwell’s churches for holding services in the chapel; the University of Guyana’s Community Practice (DSW 314) students, who once visited and gave the home a much-needed facelift; and the young lady, Desiree from St. Sidwell’s, who voluntarily cleans the facility twice per week.

Break and enter and larceny on upswing at Amelia’s Ward - Commander ‘E’ Division FOLLOWING a report published in a section of the print media yesterday (March 10, 2015) in an article headlined: “Linden home invader killed, owner hospitalised,” Commander ‘E’ Division Calvin Brutus told this publication, Amelia’s Ward is being policed adequately, but there is a lot of construction ongoing in the housing scheme which is relatively large, and some buildings are not properly secured; as such, there is an increase in incidents of break and enter and larceny. He added that recently they have had nine convictions for break and enter and larceny in that area alone and there is a Police Outpost with a mobile patrol. In addition, there is “back-up” by a patrol from McKenzie Police Station. The senior superintendent told the Guyana Chronicle that the area is covered by the police since they have a shift system, but break and enter and larceny is on the rise in Amelia’s Ward. He also admitted that at Wismar they
have had some incidents of armed robberies concentrated there. The senior officer noted that the division is however adequately policed since they ration manpower and resources. Some scathing remarks were made by residents in the area following the home-invasion incident in which the homeowner, taxi-driver, Marvin Mc Lennon was stabbed and remains hospitalised; the two alleged intruders, Kelroy Williams, who was fatally stabbed and another man, who is known by the police escaped and is on the run. Some residents spoke about no police presence in Amelia’s Ward while others said that there is need for the area to be de-bushed and regular police patrols implemented. The police reported that around 06:10 hrs on Monday, Kelroy Williams, 43, of Wisroc Housing Scheme, Linden, was involved in a confrontation with Marvin Mc Lennon, 37, of Amelia’s
Ward, Linden, at Amelia’s Ward, during which he was fatally stabbed to his body. Marvin Mc Lennon also sustained a wound to his neck and is a patient at the Linden Hospital Complex. Commander Brutus told this publication that the incident stemmed from a woman, whose name is being withheld, Kelroy Williams, and her brother confronted Marvin Mc Lennon at his home during which a fight ensued. The duo waited for Mc Lennon after he was seen with the woman in question, who was his reputed wife but is in a relationship with Williams presently, he explained. Brutus stated that Williams confronted Mc Lennon and his reputed wife and verbally threatened them, after which a report was lodged at the police station and they reportedly went to a hotel; this move however, angered Williams. He said Williams and the brother of his reputed wife waited on Mc Lennon to return home where they confronted him and a fight ensued.

COMMANDER of ‘E’ Division, Calvin Brutus, yesterday told this publication that following the murder of Richard Remington of Christianburg, Wismar, they have arrested a member of the gang he was a part of and it is just a matter of time before they capture the entire group. The partly decomposed body of Remington, 44, was found on February 12, 2015 in a clump of bushes alongside a track in the vicinity of Matthews Lane in the Christianburg/ Cholmondeley Hill area, in Wismar, Linden. His body bore gunshot wounds to the head and at the side of the forehead and another to the lower jaw. The Senior Superintendent said that Remington was part of the gang which had carried out armed robberies on a Toshao and others at Micobie among other robberies, and the proceeds from that loot had not been equally divided.

Voir dire proves statements more prejudicial than probative: judge JUSTICE James Bovell-Drakes, who conducted a voir dire (a trial within a trial) in relation to certain objections to statements by defence lawyer, Mr. Basil Williams in the Michael Powley murder trial, yesterday ruled that the statements were more prejudicial than probative. Consequently, State Prosecutor Miss Natasha Backer will not be permitted by the court to use the particular statements in the case which is continuing at the Demerara Assizes. The original trial which gave way to the smaller trial resumed yesterday with the prosecution calling witnesses in support of the prosecution’s case. The prosecution is alleging that the accused and Vishnauth Narine called “Buddy” now dead, had a disagreement, when it is alleged Powley ran after him and stabbed him with an object. “Buddy” later died. The trial is continuing.

The Guyana Chronicle enquired if the migration is not an advantage to her since there are less competitors, but the greens and provision vendor said “not really”, noting that while the market opens at around 14:00hrs and closes at 19:00hrs on the weekdays, on average, not more than 10 persons come to buy on any day during that period. Apart from attracting fewer customers, before the market was built, business was always brighter at Rose Hall as it is a bustling town. During the 40-minute conversation with the jovial mother of three, there were six buyers and most of the stalls were not opened. According to Kanhai, she makes around $1,200 in profit every day from Monday to Friday, which is far less than what she used to earn when the market was not enclosed. She said the amount was about $5,000 and $10,000 to $15,000 on Saturday. Today, the mother of grown children said she prays for Saturday to come as it is the biggest market day in the week. Kanhai related that she makes $10,000 to $12,000 in profit on that day. The Rose Hall Market does not open on Saturdays, and according to the greens and provision vendor, some persons from the town come to shop at the Port Mourant facility. The Guyana Chronicle tried to solicit the views of other vendors but they declined to speak, but thereof those who did requested anonymity.

This, they contend, will be of significant help, pointing out that though the Rose Hall Market is enclosed, some vending still happens outside the facility.

The Port Mourant Market on a bright day Taking the market out of the picture, the vendors say there is need for more large-scale enterprises in Berbice, more particularly in the area of agro-processing since the county is primarily a farming region. AGRO-PROCESSING Cheap energy is vital to the sustenance of agro-processing enterprises, and in recognition of this, the Government has been pushing for the realisation of the Amaila Falls Project, which will enable energy to be produced at a lower cost. However, the project was voted down by the Alliance For Change (AFC) and the A Partnership for National Unity (APNU), which had a one-seat majority in the 10th Parliament. Both the AFC and APNU which had promised to provide hydro power in their respective manifestos in 2011, claimed that the project is corrupt, but the Government has rejected this assertion, contending that the move was to block and frustrate its developmental agenda.
Youths, the vendors say, should also be encouraged and assisted to get involved in micro-enterprises. The creation of more large-scale businesses and micro-enterprises, they say, will gel with the Government’s developmental agenda, but more importantly, it will ease youth unemployment and their involvement in crime. The Government is hoping that with the coming on stream of the Amaila Project, more manufacturing industries will be birthed, thereby creating more employment opportunities. SUPPORTING PPP/C But despite their complaints, the vendors say that they will be giving their support to the ruling People’s Progressive Party/Civic (PPP/C). Some of them said that they will be going this route since the combined Opposition, especially the AFC, did not effect any meaningful change to improve their lives since the last elections.
PPP calls for targeted voters’ education programme
THE People’s Progressive Party/ Civic (PPP/C) said that given the increase in the number of first-time voters since previous elections, GECOM must ensure that some degree of targeted public relations on voting is done. PPP General Secretary, Clement Rohee said voters’ knowledge of E-Day procedures could only serve to boost the efficiency and
effectiveness of the voting process. “It can further assist in significantly reducing the large amount of rejected ballots accounted for in the 2011 elections, whether these were intentional or mistaken acts,” he said. The General Secretary also said the PPP is concerned over the large number of Identification Cards yet to be uplifted from
GECOM’s centres. Some 40,000 cards are still with GECOM. “Will the cat-and-mouse game continue or is it that GECOM has a plan or is working on a plan to get these cards out? Long gone is the sit and wait approach, a more proactive position must be taken to distribute cards and at the same time re-verify these individuals,” he said.
Rohee, who is also the Minister of Home Affair, said the party is aware that a voter can cast his/her ballot without identification once they are on the Original List of Electors (OLE) and take an Identity Oath, but also appreciate the fact that persons should have their National Iden-

Jagdeo challenges APNU+AFC big wigs to public debate ... insist sometimes you have to kick asses to get things done By Gary Eleazar SOMETIMES you have to kick asses to get things done, the explanation proffered by former President Bharrat Jagdeo, even as he offers to publicly debate any and all of the rank and file of the political Opposition on their policies, at the same time, once given an equal allocation of time. Jagdeo, for the first time in three years, spoke with members of the media at an open forum yesterday at Freedom House and fielded a varying number of questions while expanding on themes he explored over the weekend while addressing the Babu John gathering in Berbice. One theme explored by the former President was the sloth in Parliament and what he called the deliberate attempt on the part of the political Opposition to stymie Government projects and their implementation. This, he said, was to meant “to throw us off of our vision, the vision of change…I said to (Donald)Ramotar that maybe sometimes we have to use different methods.” This, Jagdeo explained, may not have been communicated in the most elegant of language, but “I do believe you have to kick asses sometime to get things done, I do believe that.” Jagdeo validated his position saying it is not a result of hate for people, “but because that is the attitude you have to have in a country like ours.” This attitude, according to Jagdeo, is even more important when the decisions to be taken involve the lives
of people and the services to be delivered to them. “Whatever you have to do to change this country and to ensure a better life for our people, anything… The methods are justified,” said Jagdeo as he explained his ‘kick asses’ comment, meaning a symbolic stance of a tough attitude. “Kicking asses (is) symbolic of a tough attitude to getting things done, not dilly dallying not wasting time with them (Opposition),” according to Jagdeo. He explained further that his tough stance means not sitting for extended hours in meetings with persons in the Opposition, “When from the time they leave your office with all the promises, they go and change your position…You waste time, a lot of time with them.” Further taking the political Opposition to task, Jagdeo said they lack solid policies and plans for the country and whatever plans that have been offered thus far are inconsistent. The Former President reminded that Head of State, Donald Ramotar, has already made it clear he is ready to have a public debate with Opposition Leader, David Granger. Speaking for himself, Jagdeo told media operatives, while he is not running to be President, “I would debate anyone of them:” Jagdeo said, “I will debate any one of them, (David) Granger, (Khemraj) Ramjattan, (Raphael) Trotman, (Carl) Greenidge, anyone of them.” In fact, the Former President said as long he is assured equal time, he is prepared to have a public debate with all of them, at once.

Wife-killer Balgobin gets 43 years for killing wife in hotel room 209 By George Barclay A DEMERARA Assize jury Monday found Vinod Balgobin guilty of murdering his wife Maryann Sunita Nauth at the K & VC Hotel on the night of May, 12, 2013. Accordingly, Justice Franklyn Holder, presiding in the trial of the case, noted that life imprisonment was the penalty for murder, and declared that he would begin his sentence with 45 years. He said he would deduct the two years that Balgobin had served in incarceration, leaving him to serve 43 years for the murder of his wife, the woman he had invited to her gruesome death. However, Justice Holder advised Balgobin, “You will not be eligible for
parole until you have served 27 years in prison.” The judge noted the absence of remorse, as the convict disclosed his barbarity by saying nothing when, following the jury’s verdict, the court asked whether Balgobin had anything to say why sentence should not be passed on him. Balgobin, who had confessed to the police that he had committed the crime, had pleaded not guilty at his trial, and had accused the police of putting the blame on him. His lawyer, the veteran counsel Mr. Compton Richardson, joined his client in saying nothing in mitigation in regard to Balgobin’s deed. The judge noted that the wom-

Although in court Balgobin denied committing the crime, in his confession statement to the police, he said that, on the day in question, he was having drinks with friends at Demico Gardens when he invited the woman to have some drinks. He later told the police that he had gone to the K & V C Hotel on South Road that night, and had entered room 209, where he was going to have a good time. He went on to inform the police in a caution statement that the trouble started when his wife stripped,
causing him to see a large tattoo across her abdomen. That, he said, sparked an argument between them, as he accused her of giving him blow and she cursed him. He said he became annoyed and jooked her up with a knife which he had in his haversack. Later that night, the woman was found dead on the bed of room 209, with a large knife thrust into her chest. Government’s Forensic Pathologist Dr. Nehaul Singh, who performed a post-mortem on the body, testified to finding 35 incised wounds thereon. State counsel Mrs. Teshana Lake, in association with lawyers Misses Orinthi Schmidt and Shawnette Austin, prosecuted.

KNOWN activist Courtney Crum-Ewing of Diamond Housing Scheme was shot dead on Tuesday night on Third Street Avenue in what some say was an execution style killing. Information reaching the Guyana Chronicle suggested that four men in a white car approached Ewing while he was using a loud hailer encouraging persons to come out and vote on May 11 and to vote correctly. Speaking with the Guyana Chronicle at the Lyken Funeral Home where she identified the body along with other relatives, the dead man’s mother, Donna Brown Harcourt, said that she was at home when she received the news that her eldest son was murdered. She said information which she received confirmed that the man was walking along the Diamond Road when a car pulled up alongside him and the shot was fired. Persons said that they heard what sounded
like a transformer exploding, but when they looked outside all they saw was a white car speeding away even as the body of the man lay on the ground. During her interview the woman related that her son had reported to her that he was fearful for his life as he mentioned that he was indirectly threatened. Already the relatives of the man are calling for there to be an independent postmortem conducted on the body and are suggesting that the job be done by someone outside of Guyana. Last evening family members and other friends of the man broke down in tears as his body was seen lying lifelessly on the roadway. Following their investigation, at the scene and gathering of information, the police placed the remains of the man in the back of a pickup and rushed him to the Diamond Hospital where he was pronounced dead on arrival.

TWENTY- SEVEN –YEAR- OLD Randy Persaud was last evening gunned down in front of his home in the presence of two family members by a lone gunman who is also from the community and who was identified to the police. Information reaching the Guyana Chronicle stated that the man, who has one child and a reputed wife who is also pregnant, was sitting in front of his home where he also operates a business when a man whose name was given as Jamel walked up to him whipped out a handgun and shot him. Speaking with the man’s mother at the Georgetown Public Hospital last evening, the woman, Debbi Persaud, said that she was inside her house when she heard the gunshot and then heard someone shouting for “Mummy” The woman said that when she rushed down stairs she saw her son lying on the ground while the gunman, whom she also identified, made off in the dark. The woman said that she was able to see the face of the shooter. Petting Zoo receives positive public response
THE petting zoo at the Zoological Park (zoo) under the Three-Parks Initiative which is geared at enhancing biodiversity in urban areas for the protection of Guyana’s “green spaces,” has received a positive response from the public since its official opening last month. Protected Areas Commission officer Ms. Annalise Bayney, who supervises this initiative, told the Guyana Chronicle during a telephone interview yesterday that the public is very supportive, since the zoo has been receiving huge turn-outs since its opening. Bayney then underscored that the other projects, such as: the Coastal Wetlands, which will cater for the Black Caiman; the Savannah and the Mountain Highlands, which would accommodate
the jaguars; the Rainforest, which will be home to the Harpy Eagle and other bird species; and World Treasures, which will hold lions and tigers, are yet to be funded by either the Government of Guyana or private entities. THE INITIATIVE This initiative, valued at $35M in total, has allowed visitors free access to the facility and is expected to contribute to its own upkeep through rental for children’s birthday parties, as well as from reduced costs for food to be paid for by visitors, making purchases to feed the animals. Moreover, this petting zoo currently features horses, cows, donkeys, goats, chicken, turtles, ducks and rabbits. Thus far, the maintenance of these animals has been less expensive when compared to

the other animals in the larger zoo. The current primary objective of the zoo however, is to implement international standards to promote animal welfare. ZOO-TO-ZOO EXCHANGE Whilst declaring the petting zoo open last month, the Minister of Natural Resources and the Environment, Robert Persaud highlighted that the Ministry has concluded a zoo to zoo exchange programme “which will see us having new animals and species which can’t be found in Guyana or South America; emphasising that these animals are expected to come from as far as Africa and Asia.” He further stated that the animal population at the zoo will increase in the coming months because the agreement in the zoo to zoo exchange programme was already signed. Following that, he said this is another step towards enhancing the Zoological Park, and such efforts
are expected to continue as long as they have the support of citizens. THREE-PARKS INITIATIVE The zoo’s 45 species of animals are housed in enclosures that are not in line with current best practices and understanding in zoo husbandry, and are becoming increasingly difficult and expensive to maintain. Therefore, the Ministry of Natural Resources and the Environment (MNRE) and the Protected Areas Commission launched the ThreeParks initiative to modernise the zoo. Meanwhile, the zoo has established a Master Plan to augment its prime facilities and regenerate as well as develop road and rail networks in all three parks: The National Park, the Zoological Park and the Joe Vieira Park. Rehabilitation of the zoo would enable visitors to gain greater knowledge of animal species in habitats that are representative of Guyana’s
eco-systems. Moreover, the zoo seeks to create new exhibit spaces that are huge enough to accommodate the animals and give them room to roam freely, as in their natural habitats. According to the Master Plan, five projects are to be completed which were mentioned earlier. As such, each habitat zone will provide information on protected areas associated with that particular eco-system. For instance, there will be a Shell Beach information display in the Coastal Wetlands zone, and a Kanuku Mountains display in the Mountain Highlands zone. Covered climate-controlled structures will provide visitors’ comfort stations, where habitat views, small animal exhibits, and interpretive information will be afforded in relative protection from the elements. The storyline will be conveyed to visitors through conventional graphics, artifacts, interactive elements, live animals, architecture, and landscape simulation. Visitors

would be immersed in zones which are created to reinforce and illustrate the interpretive themes of animal interactions (predator/prey), symbiotic plant and animal associations, indigenous peoples, and modern human relationships with the natural world. The Zoological Park came into existence in 1952, and affords both locals and tourists the chance to experience a diverse animal collection in a safe and accessible environment. It occupies approximately four acres of land, and serves as a shelter for abandoned and abused animals. It is beneficial for visitors, since it provides a spectrum for educational and recreational facilities that serve to highlight information and encourage admiration for wildlife in Guyana. Given that much of the zoo’s infrastructure was designed in the 1950s, it has not since reflected present international standards, hence the Three-Parks Initiative.

Foreign coach not the answer, says Ashley Giles
Ashley Giles does not believe England should need to look abroad if they consider appointing a new coach. England’s loss to Bangladesh on Monday saw them eliminated from the World Cup, with some calling for current coach Peter Moores to be removed. Giles was appointed England limited overs coach in 2012, while Andy Flower was in charge of the
Test team. “A foreign coach isn’t necessarily the answer,” Giles said. “We need to look from top to bottom how we play.” “A certain amount of blame will go to Moores I’m sure, some will go to [managing director] Paul Downton, but the players have to take some as well. They’ve just not really played well enough during the tournament.”

France mourns sports stars killed in Argentina helicopter crash By Eliana Raszewski and Mark John BUENOS AIRES/PARIS, (Reuters) France mourned yesterday the deaths of three sports stars who were among 10 people killed when two helicopters collided in a remote region of Argentina during the filming of a reality TV show. Investigators removed the bodies of Olympic swimmer Camille Muffat, yachtswoman Florence Arthaud and boxer Alexis Vastine from the charred wreckage of the two aircraft, but said it was still unclear what caused the accident on Monday afternoon in the rugged western province of La Rioja. There were no survivors. Amateur footage taken from the ground showed the two helicopters flying in tandem at low altitude when one appeared to deviate into the path of the other. Both helicopters then plunged to the ground. A second video showed dozens of people rushing through the heavy undergrowth towards the helicopters’ burning wreckage. The accident occurred around 17:15hrs. local time (2015 GMT) “The sudden death of our fellow French nationals

Yesterday, the BBCI handed over a sponsorship cheque and a trophy for the first race on the day’s six-race meet which is scheduled to get under way at 13:00hrs. Guyana Softball Cup participation high priority for OSCL

TORONTO, Canada -- Participation in the 2015 Guyana Softball Cup, organised by the Guyana Floodlights Softball Cricket Association (GFSCA), is high on the agenda of the Ontario Softball Cricket League (OSCL), and according to president Albert Ramcharran his entity will be making strenuous efforts to field a full-strength team providing the players show greater interest. Towards this end, the OSCL will, for the first time, introduce white balls to its competition, albeit in the 10/10 tournament when the 2015 gets under way in May. This announcement was greeted with approval from members who had gathered at the Agincourt Centre here, Scarborough, for the association’s annual general meeting last Sunday. Ramcharran had previously cited the use of white balls, predominantly used in Guyana, as one of the reasons for the poor showing of teams from Canada in the annual softball extravaganza. This year’s tournament is set to be held on October 30, 31 and November 1. A first-half Ronaldo double and a goal from Karim Benzema early in the second half saw Real through to the last eight but Schalke can consider themselves unlucky not to progress. Pakistan ready to take on Pollard takes indefinite break from first class cricket big guns, says Misbah KARACHI, Pakistan (Reuters) Pakistan are ready to take on the big guns in the knockout stage of the World Cup in Australia and New Zealand, their captain Misbah-ul-Haq said yesterday. “I have told the players there are no more second chances for us in the remaining matches of the tournament and we go in for every match having burnt our boats and with a fearless attitude,” Misbah said. Pakistan, with six points and a superior run-rate, play Ireland in their last group match on Sunday and are in a three-way race to qualify for the last eight along with Ireland and West Indies. “To win matches in a big tournament like the World Cup your bowling must fire and the good thing for us is that all four of our pace bowlers delivered in our last three games,” Misbah added. PORT-OF-SPAIN, Trinidad (CMC) - West Indies allrounder Kieron Pollard is to take an “indefinite break” from first class cricket, Trinidad and Tobago Cricket officials have confirmed. The confirmation came shortly after Pollard took five for 36 Monday for T&T in a 175-run loss against the Windward Islands in the WICB Professional Cricket League (PCL) at the National Cricket Centre in Couva. He will be out of the Red Force team for their next PCL four-day match against current leaders Guyana Jaguars in Guyana starting Friday. “Pollard has informed the TTCB that he is taking an indefinite break from first class cricket,” said the TTCB facebook page. “Pollard is now unavailable for selection for the remainder of matches in the WICB Professional Cricket League Four-Day tournament.” Earlier this season opening batsman Adrian Barath pulled out of
the team saying he, too, was taking a break. P o l l a r d ’s announcement comes on the heels of countrymen Dwayne Bravo and Lendl Simmons’ retirement from Test cricket. Tang Soo Do martial arts comes to Guyana A NEW form of martial arts has made its way to Guyana, thanks to internationally-acclaimed specialist Master Jose Torres. Tang Soo Do is described as is a Korean martial art which incorporates fighting principles from subak as well as northern Chinese kung fu. The techniques of what is commonly known as Tang Soo Do combine elements of Shotokan Karate, Subak, Taekkyon, and Kung Fu. Guyana is the first Caribbean country to open its doors to this type of martial arts, following locations in the USA, Mexico, Canada and Puerto Rico. At a simple ceremony at the office of Minister of Sport Dr Frank Anthony, in the presence of local instructor Roland Eudoxie and Torres, it was announced the school will be based at the National Gymnasium with classes commencing on April 1 and will be held every Tuesday, Thursday and Saturdays. and registration is $5 000 which is a yearly subscription, $2 000 monthly for children as old as 12 years and $3 000 for adults. Uniforms are also on sale for $4 000. According to Torres, the good thing about Tang Soo Do is that it doesn’t require other persons leaving their respective schools since the technique incorporates the other forms of martial arts. “I think we should make it clear that if you want to join our school, you don’t have to leave another. The thing is with Tang Soo Do if you know another form of martial arts, it will actually help you a lot,” Torres said. He added “I’m happy that we were endorsed by the Ministry of Sport and so far our first corporate sponsor is Fly Jamaica.” Torres pointed out that in November, the school will be hosting the ‘Guyana Open Martial Arts’ tournament that will feature teams from North America and further afield.

Budget cut won’t hurt drugtesting in Jamaica - JADCO KINGSTON, Jamaica (CMC) - The Jamaica Anti-Doping Commission (JADCO), says a $14 million budget cut is not expected to affect its operations for the 2015-2016 fiscal year. Sports Minister Natalie Neita-Headley announced in parliament last week that government was reducing its allocation to JADCO from $104 million to $90 million. However, executive director of JADCO, Corey Brown, has given the assurance that the decrease will not have a negative impact on the organisation’s ability to effectively execute its mandate. “There were some one-off items in the works last year; for example, the drafting of our rules, the dealing with our website and matters like that,” Brown told The Gleaner . “So, in terms of our operation, it won’t affect our operations at all. Those items are not on the books this year, and that would explain the cut.” In announcing the budget cut NeitaHeadley said she did not anticipate a recurrence of the local doping scandal
which rocked the sport of Track and Field because of the strides Jamaica has made to improve its anti-doping programme. Jamaica has introduced a number of new measures to repair its drug-testing programme since a number of its athletes including former world record holder Asafa Powell and Olympic gold medallist Sherone Simpson, tested positive for banned substances. “We are taking anti-doping very seriously in Jamaica. We have our plans outlined, we know what we need to do, we know the things that are coming up, and we are pushing full steam ahead,” Brown insisted. “You will see in the coming months that our educational programme will not be backing off. Our testing will be going on as usual, so it certainly won’t be affecting us.” Last month, president of the World Anti-Doping Association (WADA) Craig Reedie, ended a short visit to Jamaica by applauding the progress made to improve its drug-testing programme.

NEW YORK, NY (CMC) – Jamaican-born student athlete Sabrina Cammock was found dead in a Times Square hotel over the weekend, New York police have reported. Police say there were no signs of criminality when Cammock, 21, was found at around 09:20hrs on Saturday at the Hotel Edison. Medical examiners’ spokeswoman Julie Bolcer said an autopsy was conducted Sunday, but the results were awaiting further studies. Cammock, a sprinter for Syracuse University, competed as recently as the previous weekend, when she was on the women’s 4x400 relay team at the 2015 ACC Indoor Championships. “Sabrina was a wonderful and remarkable person and studentathlete,” Syracuse track and field coach Chris Fox said in a statement Saturday. “Our team and coaching staff are devastated by her loss.” A member of a school recordsetting 4x100-metre relay team, Cammock won a Syracuse scholarathlete of the week award last April and was also was named to the 2012-13 Big East conference AllAcademic Team. Cammock who left Jamaica for the United States after competing Grade Six, hails from Watt Town in the parish of St Ann located in the north coast of the island.

Sir Viv Richards pips Sachin Tendulkar as greatest ODI player NEW DELHI, India - West Indian batting great Viv Richards has been voted as the greatest ODI player in the history of the game ahead of India’s cricket legend Sachin Tendulkar in an online poll. With an astonishing 29 of 50 jurors picking him as the best ODI player of all-time, Richards won by a landslide in an exercise conducted by ESPNcricinfo’s magazine ‘Cricket Monthly’. Tendulkar, the most-prolific one-day batsman of all-time, narrowly beat former Pakistan skipper Wasim Akram. The last two positions in the top five were taken by Australia’s Adam Gilchrist and current Indian ODI skipper Mahendra Singh Dhoni. Bermuda, Guyana teams promise exciting basketball series

THE Bermuda and Guyana National basketball teams are promising an exciting three-game goodwill series which bounces off tonight at the Cliff Anderson Sports Hall. Matches continue on March 12 and 14 and will mark the first time the British territory will be visiting Guyana and their second time facing off, following their clash at the 2011 Caribbean Basketball Confederation (CBC) Tournament in Bahamas. At a press conference yesterday, the two sides spoke of their quest of finding the right combination ahead of the 2015 CBC tournament in the British Virgin Islands (BVI) from June 16 to 20. Head coach of the Guyana team Darcel Harris named a 16man squad which will be captained by Akeem ‘The Dream’ Kanhai. He said the squad is hungry and fans can expect a 200% effort. The entire Bermuda contingent arrived in Guyana last evening but at the time of the Press Conference only four were present, one of whom was the team’s vice-captain Chris Crumpler, who thanked the GABF on behalf of the rest of the team and head coach Roderick Spencer. “We take this as an honour and a privilege and we look forward to the matches.
