The Texila American University is part of a global conglomerate, Texila American University Limited Hong Kong (TAU-HK), which also owns Texila Education Management Services (TEMS), USA; Texila Global Consulting Services, United Arab Emirates; and SAKSHI Education and Consulting and Training Limited in India. The university began operation here in 2010 with seven students, operating out of the Critchlow Labour College, Woolford Avenue, Georgetown, before moving to establish a campus at Goedverwagting, East Coast Demerara, due to a growing student population. Today, the university boasts of some 420 students from 35 countries and about 100 international and Guyanese faculty support staff. Rohee wades into MMU for potential danger in reports - But GECOM Chairman rubbishes the notion
By Vanessa Narine AN ASSERTION made by General Secretary of the ruling party, Clement Rohee, that statements made by the Media Monitoring Unit (MMU) are “aimed at creating civil unrest” was rejected by the Chairman of the Guyana Elections Commission (GECOM), Dr. Steve Surujbally. The People’s Progressive Party (PPP) member, yesterday at a news conference, said, “Recent public statements released by the MMU are full of rhetoric and aimed at creating civil unrest during this very sensitive period in our country. Such irresponsible statements aimed at the PPP are tantamount to an attack on our democracy. Guyana should denounce these biased statements in the strongest possible way.” “That is not a statement I can agree with. The MMU’s language perhaps sophisticated, yes, but not in any way drafted to create civil unrest,” Dr. Surujbally declared. BIASED ATTACKS Mr. Clement Rohee PPP Rohee also made it clear General Secretary that the party condemns the public missives from the MMU, which it views as “biased and politically motivated” attacks on the PPP and its leaders by the MMU. He stated that the MMU’s unequal assessment has been reflected in the fact that glaring infractions on the part of other individuals have been ignored. In particular, the PPP General Secretary referred to an in-
cident involving a member of the Alliance For Change (AFC), Dr. Veersammy Ramaya. “The Party has had cause to write GECOM and the Commissioner of Police complaining of racially inciting statements made by leading members of the APNU+AFC (A Partnership for National Unity and the Alliance For Change) Coalition on national television, however, to date not a single response was received from GECOM's Media Monitoring Unit for example on Ramaya's racial statements towards the PPP and its supporters or any other matter. The PPP and its leaders seem to be the target of this unit while the Opposition is allowed to utter and escape with all sorts of derogatory and racist remarks,” he said On that basis, Rohee reiterated the PPP’s call for the GECOM to “take control of the MMU” and to “closely monitor” its work and releases. “A more responsible and sober approach is needed to temper the election tension DR. STEVE among our people,” he said. SURUJBALLY To this contention, the GECOM Chairman stressed that attacks on political parties is not the “objective or the reason” for the MMU’s operations. The objectives of the MMU’s work include to promote the maintenance of the highest professional standards in the media during the upcoming General and Regional Elections; nurture a responsible media environment that is supportive to the country’s demo-
cratic processes; facilitate the building of harmonious relationships between and among GECOM, the media, the Government, political parties and civil society – a relationship that results in peaceful elections; and to positively influence the process of self-regulation by local media practitioners. NOT IN ISOLATION The PPP General Secretary charged too that the MMU cannot function in isolation of GECOM. “GECOM must take full ownership and responsibility and provide proper guidance and supervision to this body. The MMU is not an independent body but rather an arm of the Elections Commission, hence public statements must be vetted by GECOM to ensure that its reporting is accurate and responsible,” he said. Rohee also warned of the MMU being used as the “Opposition mouthpiece” and operating as a law onto itself. The MMU report was the basis of legal action advanced against former president, Dr. Bharrat Jagdeo, by a vocal critic of the current Administration, Christopher Ram. The matter had its first hearing at the Whim Magistrate Court, Region 6 (East Berbice/ Corentyne) on Monday. On this matter, Dr. Surujbally pointed out; the MMU officials have been spoken to about the “relative harshness” of the language in reports and the need to have evidence supporting its conclusions. “The reports should not go off before I see it,” he assured, adding that the Unit have been given autonomy within GECOM. Dr. Surujbally stressed that mechanisms are in place for the MMU to follow to ensure that its objectives are carried out in a manner that stays true to the objectives of its establishment. Two reports have been released to date since its resuscitation late February.
Major political parties onboard to sign GECOM’s code of conduct tomorrow
AS OF yesterday, the two major political contenders in the 2015 elections race were confirmed as onboard to sign onto the Guyana Elections Commission’s (GECOM) Code of Conduct, which has been finalised. GECOM’s Chairman, Dr Steve Surujbally, told the Guyana Chronicle yesterday that President Ramotar, also the presidential candidate for the People’s Progressive Party/ Civic (PPP/C), yesterday confirmed that his party will be a signatory to the Code. He added that the political opposition, the Alliance of A Partnership for National Unity and the Alliance for Change (APNU+AFC) has also indicated that it is onboard. Relative to timelines, the delays on the side of the political parties have made 2015 different from the 2011 General and Regional elections, where two weeks ahead of Election Day the Code of Conduct was already signed. To date, according to the GECOM Chairman two political parties have already signed onto the Code,
the United Republican Party (URP) and the Healing the Nation Theocracy Party (HTNT), while The United Force (TUF) has given an assurance that it will also sign the Code. Dr Surujbally disclosed that GECOM has been unable to contact only one political party, relative to this issue, the National Independence Party (NIP). The other two parties involved in the 2015 elections race are the Independent Party (IP) and the Organisation for the Victory of the People (OVP). Additionally, the signing of the Code of Conduct for the political parties is expected to be done at an official ceremony on Wednesday. The Code was circulated, and political parties were expected to respond to GECOM with recommendations to inform the finalisation of the document by last Wednesday. It is a guide to expected behaviours in the lead-up to the May 11 General and Regional
Elections. Once political parties sign on to the Code of Conduct, it is expected that they would abide by the protocols documented in the Code, all in the interest of free and fair General and Regional Elections. The advantage of having such an agreement in place, according to GECOM, relates to being able to guard against confrontational and vitriolic election campaign meetings/ rallies and statements. GECOM regards contesting parties signing the Code as demonstrating their willingness to craft their respective election campaign strategies in ways that contribute to the maintenance of peace and tranquility throughout and beyond the elections. Venezuela mango-thrower gets flat from president A VENEZUELAN woman has had her wish for a flat granted by President Nicolas Maduro after she made her point by hitting him on the head with a mango. Marleny Olivo threw the fruit at the president while he was driving a bus through the central state of Aragua. It had a message on it, in which she pleaded for his help. Mr Maduro displayed the mango with her telephone number on it during a live television show afterwards. He said he had agreed to her request for a flat. The move, he said, was part of the “Great Housing Mission of Venezuela”. Ms Olivo had written a message on a mango - “If you can, call me” - along with her name and phone number. She got as close to the bus as she could when it passed and then tossed the fruit at him.
In a video that has gone viral in Venezuela, the president can be seen lowering his head when he is hit just above the left ear. He then calmly picks up the mango and displays it to the crowd. Later the president discussed the incident in one of his regular live TV broadcasts in which he displayed the infamous mango.

Addressing thousands of flag waving supporters at Rienzi Complex, PersadBissessar said she will not follow her predecessor, Patrick Manning, by calling elections before time. “Today, speculation is all over that I am going to announce the election date
today. But listen carefully, the last time a man tried that he lost the election when he called it before time. “I say my track record speaks for itself. We have held every single election within time, according to the laws of T&T,” she shouted while trumpets blasted and horns blared. She added, “Today, I say I will continue to comply with the law. I give you the assurance that I will call the elections when the elections are constitutionally due under the law.” Sending a message to Opposition leader Dr Keith Rowley, who has repeatedly demanded the election date, Persad-Bissessar said nobody
will force her to call elections early. “No one will jumbie me to call an election before it is due. They could jump high, they could jump low, no election date will be announced before it is due. They could bark and shout, we will call it when it is due,” she said. Persad Bissessar also took Rowley to task, saying he was using Parliamentary privilege to bring members of Government into disrepute. But saying that Government planned to move a motion of censure against Rowley in Parliament, Persad-Bissessar said this will be one of the ways of ensuring that people’s characters are protected. “I have instructed the leader of the House, Dr Roodal Moonilal, to file his motion of censure and we will call on the House for Rowley to be suspended from the services of the House,” Persad-Bissessar said. Saying that Rowley should not be allowed to use Parliament to impugn office holders, the PM vowed to deal with Rowley within the confines of the Parliament. Referring to the E-mailgate scandal, Persad-Bissessar also called on the police to clear the air and announce publicly whether the series
of e-mails read in Parliament by Rowley in May 2013 were true. The e-mails implicated Persad-Bissessar, former attorney general Anand Ramlogan and Local Government Minister Suruj Rambachan in conspiracies against the Director of Public Prosecutions and a reporter, as well as allegations of the payment of monies in exchange for freedom of former financiers. However, Persad-Bissessar said there is proof the e-mails were fabricated and she called on the police to take action against Rowley for misleading the country. “I have legally all the Google records pursuant to a court order in the case filed by the Integrity Commission and all the e-mails for the month of September which Rowley sent out were fake. “Not a single e-mail remotely resembled anything that he read. Three sources have said there is no substance, no truth and no basis for the fake e-mails that Rowley read. We gave full authority to disclose those records and tonight I call on the police to state whether there was any e-mail as Rowley said,” Persad-Bissessar said.

Chile’s Calbuco volcano covers town of Ensenada in ash (BBC News)-PEOPLE living in the vicinity of the Calbuco volcano in Chile are trying to save their homes and their livestock after tonnes of ash rained down following two volcanic eruptions. The roofs of a number of homes and businesses collapsed under the weight of the ash and residents feared for their sheep and cows. Soldiers have been deployed to help with the cleanup. The authorities have warned of the possibility of further eruptions. ‘Grey desert’ They also said that should it rain, the ash could mix with debris to create dangerous mudflows. The Calbuco volcano in southern Chile erupted twice last week, forcing the evacuation of more than 6,000 people. Chilean authorities said on Saturday that the volcano had spewed out an estimated 210 million cubic metres (7,420 million cubic feet) of ash. Local resident Victor Hugo Toledo said the area looked like a “grey desert”. “Wherever you look all
you see is grey dust; there is an average of 50cm (20in) of it over the towns and on all the roofs,” he told the Associated Press news agency. The authorities allowed some of the residents evacuated from the town of Ensenada to return briefly in order to try to save some of their belongings. Rony Alvarado found that the roof of his restaurant had collapsed under the weight of the ash. “Eleven years of work [gone] in one day, one second,” he said. On Saturday, the Chilean government announced it would provide aid to cover huge financial losses incurred by local farmers and to help evacuate thousands of farm animals. The second eruption on Thursday created a cloud of ash that rose 20km (12 miles) into the air. Calbuco is one of around 90 active volcanoes in Chile. The country has been hit by a series of natural disasters in recent months including flooding in the usually arid north and wildfires in its southern forests.

‘Tin-gods’ threatening governing party
LOYALTY should be reciprocal, or it becomes a liability. The governing party has become a victim of the disloyalty of its own supporters entrusted to implement their policies and programmes in communities and institutions, because most often those appointed to serve the people begin to serve themselves at the expense of the populace, which they oftentimes treat with disdain and disfavour. This has become the bane of the Government, which has lost much support over the years because of this predisposition of many officials that they trusted losing sight of the core guiding principles of the Government and becoming power-drunk and greedy. Government’s strength in macro management of the nation’s affairs has many times been stymied, not merely through Opposition gerrymandering and power-plays, but in application of its developmental goals by the very persons they have entrusted with the micro-management of those goals – at grassroots level. And therein lays the success of the AFC during the 2011 elections. As one former PPP/C supporter turned AFC member remarked: “Boat done gone a falls”, because the disillusion and distrust engendered by the inability of the ordinary citizen to access justice and/or requisite assistance from public officials, who jump up on platforms
and make lofty speeches and dramatics, which are never translated to existential dynamics, whereby the ordinary man or woman could receive the services that are their bounden constitutional right. Crowds do not necessarily transform into votes, and daily life is still fraught with difficulties for many, still unaddressed by public officials. The results from the latest NACTA polls are a frightening reminder of the dangers inherent in complacency by the ruling party and its erstwhile supporters; because the Opposition is intent on accessing the corridors of Government, and they are well-versed in accessing and retaining power through unconstitutional means – especially through the proxy votes. And so it is incumbent upon the Government to ruthlessly weed out the thorns from its leadership. The cries of the victims are often suppressed because they have no forum for complaint where their concerns could be listened and effectively addressed. Government’s very existence, or at best its parliamentary majority, are once more threatened by the disloyal actions of the petty officials who are often supercilious and arrogant when dealing with members of the public they are sworn to serve; thus it is necessary to the spot of being
Ramsaran’s remarks about stripping a woman unforgiveable THERE is more than justifiable cause which for Minister Ramsaran to step aside. His remarks about stripping a woman, who, I believe, went overboard in her confrontation with the minister, are unforgiveable and go beyond the misogynist vitriol we have learned to tolerate as a society. I believe he should do the proper thing and remove from the political scene. I would even recommend some kind of counselling. I do not think that there has been a politician who has been subjected to more provocation and ridicule than Cheddi Jagan. He never lost his cool. He was too intimately connected with the dreams and aspirations of our people to pounce on them in their moments of frustration and indiscretion. It also seems that our present politicians have lost the great art of humour-in-the-campaign. The late much maligned Forbes Burnham was a genius in disarming
his provokers with simple and biting sarcasm and humour that would send them scampering for cover. But I don’t think there was any to beat Boysie Ramkaran. The great LFS himself paid homage to Ramkarran’s skill and humour, as he himself was at the receiving end many a time. Politicians will seek to exploit the Whim incident to its fullest, but lest we focus too much on Ramsarran for his foolish and disparaging remarks, his attitude is a mere symptom of a deeper malaise of how we in our country relate to women in general. Many who are now demanding his head are themselves as guilty if not more guilty of gender violence. While Mr. Ramsaran, like the rest of us, is only too human, people who seek elected office are expected to maintain the highest standard of dignity. But at the same time we have to ensure that the thinking and behaviour such as we
have seen is not transmitted to our younger population. At least, we will save ourselves the indignity of being lectured to by foreign diplomats. The local British envoy has commented on the Ramsaran affair, and has indirectly called for the minister’s removal. This is coming from a man in whose country two women per week, on an average, are killed by current or former partners. One cannot forget the infamous George Galloway, a British MP who, not so long ago, remarked that having sex with a sleeping woman was not rape. But worst of all, Galloway was able to retain his Bradford West seat. What does this say of British politics? Back at home, however, the honourable Minister Ramsaran should do the right thing, not because it might be the politically expedient thing, but simply the right thing: please, step aside. imperative that the administration disassociate itself from and weed out the thorns that are damaging the fabric of its developmental programmes and strategies for growth –at both individual and national levels, within communities and in public institutions. The corruption and administrative ineptitude may not be present at the sources that are being incessantly accused of these, but they exist nonetheless – at the levels of what former President Dr. Jagdeo once described as “tin-gods”. The Government has a greater duty to be loyal to its constituents rather than the officials who are empowering and enriching themselves through negligence of their duties, or self-enrichment/self-aggrandizement actions, because the “tin-gods” are threatening its very existence and the future of the nation, so they need to be ruthlessly exorcised – dealt with condignly without compunction for the Government to be enabled to govern with more efficacy at grassroots level, which is the base of their support.
Ramotar a father of the nation THE People’s Progressive Party/Civic manifesto has promised job creation through call centres that will be constructed in Enmore, Tuschen, Corentyne, Linden and Essequibo. Chip factories are also said to be constructed in Wakenaam and Leguan, while there will be the construction of a cereal plant in Anna Regina. PPP/C made many promises and is committed to making sure each and every one is fulfilled. PPP/C will pay much more attention to single parents, children and indigenous people, and also an Amerindian Community Development will help to encourage many youths in the Amerindian villages to work and provide for their household. The PPP/C mission is to end poverty, to give all a standing chance at having a job, as this will also help to boost the youth’s confidence, and ability to work and earn as many of their fellow Guyanese do. A new bridge across the Demerara River is one of many promises in the party’s manifesto, along with a promise of building a bridge across the Corentyne River to link Guyana and Suriname. Our Specialty Hospital will provide health care; a 100 bed ward will be constructed at the East Bank Demerara hospital which will help to accommodate many more patients. As far as housing goes, a new housing scheme will be opened on the Linden Soesdyke Highway, along with 5000 turnkey homes which will mainly target low and middle income families. The PPP/C has made promises and tried hard to make each promise come true. No one is perfect and no one can build a house overnight, or build a bridge over a river in a week. Development takes time and what is important is that it is being done. I see President Ramotar as a father who is striving to provide betterment for his own, trying to pave our future, and we, as children need to believe and have faith in him. TERI PHANG

Did Ramjattan’s call reflect a genuine desire for reconciliation
A LOT has been already said by politicians on both sides in this current campaign to cause consternation, but the one thing that surpasses them all is the call made by one of the leaders of the AFC, Mr. Khemraj Ramjattan, “to move beyond the history of the PNC,” (SN 4/3/2015). This is like granting unconditional amnesty on the one hand and an invitation to historical amnesia on the other. After all, amnesty is amnesia. The two are related. The PNC has had a long and chequered history in Guyana since its inception almost sixty years ago, including those tumultuous years in Government of party paramountcy, when there was no difference between party, state and Government. Since Mr. Ramjattan himself knows only too well this history, it would have been helpful to us if he had stated which specific events and which period in the history of the PNC he has in mind. We agree that invoking history for the purposes of the present political discourse can be fraught with danger. Olivier Nyirubugara, the author of “Complexities and Dangers of Remembering and Forgetting in Rwanda” speaks of the ways in which “ethnic identities and related memories constitute a deadly trap that needs to be torn apart if mass violence is to be eradicated in that country.” He shows how “memories” follow ethnic lines and lead to a state of “cultural hypocrisy” and permanent conflict. We see how politicians and demagogues, scholars and intellectuals around the world always want us to remember the “lessons of history” to justify policy, influence opinion and win votes. Americans are reminded of Pearl Harbour as an annual ritual, and China uses every dispute with its neigbours to remind its population of Japanese atrocities. Here in Guyana, our intellectuals talk of the “second enslavement” of Blacks, presumably by Indians, and a while ago when Indian students topped the CXC both at CAPE and CSEC we heard about “apartheid in education.” Since 1992, we have never ceased to hear about the “twenty eight years.” Having accepted the view that history is often manipulated for propaganda purposes, I am unaware of the call anywhere in the world to forget history without any accountability. To underscore the importance of history, the inimitable George Orwell is reputed to have said: “Whoever controls the past controls the future. Whoever controls the present controls the past.” History is wound up in the very theologies of Judaism, Christianity and Islam. And as far as the Jews are concerned, we know no people has insisted more that history has a purpose and humanity a destiny. We can’t simply wish away the Holocaust of Jews, the horrors of the Atlantic slave trade, the Soviet pogrom under Stalin, the Kurdish genocide, the killing fields of Cambodia, the Rwanda genocide, the American destruction of Vietnam, the European decimation of the indigenous populations of the Americas and the Caribbean, and particularly, the genocide of
the Native American Indians. We have a duty to remember history. Pope Francis has recently reminded the world of the Armenian genocide much to the annoyance of current Turkish leaders, as the world is marking its 100th anniversary. It has been reported that the Chinese President Xi Jinping is calling on Japan’s Prime Minister Shinzo Abe to take responsibility for Japanese atrocities both before and during the Second World War, and Abe is expected to make a major statement to mark the 70th anniversary marking the end of the war. Nazi war criminals and the perpetrators of the Bosnian genocide are hunted down and brought to justice. Those of us who follow events in the United States will know that no American politician, including Obama, speaks without invoking, “our founding fathers,” many of whom were slave owners. Only recently, days after Mr. Ramjattan’s bizarre call, President Obama, paying homage to John Lewis and other heroes of the Civil Rights movement, stood on the Edmund Pettus Bridge in Selma to mark the 50th anniversary of Bloody Sunday, the event that was the turning point in the Civil Rights movement. In Guyana, we have our own version of Black History Month and Guyanese are involved in the struggle for reparations for slavery which hopefully will become a reality one day. We observe Emancipation Day and Arrival Month. We remember the Berbice Slave Rebellion and have set up one of the most imposing monuments, at the Square of the Revolution, in its memory, and we teach our children about the Demerara Martyr, John Smith. We remember the Enmore Martyrs. We never forget the Haitian Revolution that shook empires all around the world. Mere remembering, however, without healing and closure will only ensure permanent suspicion and conflict. Nelson Mandela has shown how we can remember and heal at the same time. Under the guidance of Archbishop Desmond Tutu, South Africans have been engaged in one of the most momentous experiments in world history aiming at truth and reconciliation. The lesson for us in Guyana is that either we seek reconciliation or live in perpetual fear of one another. Let us bear in mind that reconciliation is not what Mr. Ramjattan is advocating. He is not calling for us to guard against the “malady of history” in the Nietzschean sense, where it can be manipulated for cheap political gains, nor is he pointing out to us the pitfalls of “historicism” as described by Karl Popper. He is simply urging an arbitrary blanket, ugly one-sided cover-up of a sordid phase of our history. But exactly, which particular events of PNC history he wants us to forget? Does he have in mind, for example, the accommodation the PNC had with Britain and the United States to remove the PPP from office? Does he have in mind the massacre of Indians in Wismar, or the rigged elections from 1968 to 1985,
with thousands of dead people voting? Does he have in mind the terror unleashed on this nation by the thugs of the House of Israel, or when being “caught” with a loaf of bread was a criminal offence? Or the terror when a prominent trade unionist was taken aboard a GDF plane and threatened to be thrown overboard or the in famous Knowledge Sharing Institutes when women had to barter their bodies for food for their children? Or, does he have in mind the many political murders culminating in the murder of Walter Rodney? There are other questions that surround Mr. Ramjattan’s call. Who, for example, is his target audience? He obviously could not be asking the PNC and the authors and perpetrators of that history to move beyond their own history. After, the PNC stands adamantly defiant regarding its history. Time and again, the current leader of the PNC, who himself boasts of the credentials of a historian, has said in no uncertain terms that there is nothing to apologise for. On the contrary, there is talk of building a memorial for the victims of the ill-fated Sun Chapman. What is there to move beyond when there is nothing to apologise for? So it is reasonable to conclude that he is asking the Indians of this country, who, to a large extent, perceive themselves as the victims of that history, to forget it. I believe that Mr. Ramjattan lost a golden opportunity. If he wanted Indians to forget PNC atrocities, the least he could have done was to call for PNC accountability. After all there is the precedent of Mr. Raphael Trotman, who urged the PNC to apologise for its excesses. Had he shown the same courage and fortitude, then the Indians of this country could begin to take him seriously. Otherwise, political ambitions apart, we would simply be piling injustice upon injustice. It is interesting to note that the coalition campaign fancies success because of the large number of young voters who have no knowledge of the PNC era. Would it not be better for young voters to be educated about our history? To gleefully exploit and prey upon young people’s alleged ignorance is one thing. To conspire to enable ignorance is quite another. This is what Mr. Ramjattan’s invitation to historical amnesia will ensure. In conclusion, I am not sure whether Mr. Ramjattan’s call reflected a genuine desire for reconciliation in which case, one-sided as it is, it could have warranted some serious consideration. It is obvious that he sees the history of the PNC as a major impediment to his political aspirations. But, in directly calling on Indians to move beyond this history of the PNC, he is asking Indians to negate and deny their own experiences. He could go down in history as yet another Indian politician sacrificing Indians on the altar of political expediency and his personal ambition. SWAMI AKSHARANANDA
The vision of the PPP/C is for a free, prosperous, fully developed society GUYANA is on the path to a brighter and more secure future. The upcoming poll provides us all with that opportunity to continue along this path of progress and development, one that guarantees a better and longer life for every Guyanese. As pointed out in the PPP/C Manifesto, a country is at its best when the bonds between its people are strong, stable and secure. The vision of the PPP/C is that of a fully developed society that is free, prosperous, socially just and globally competitive. All Guyanese, regardless of race, religion, colour or creed, must be provided with an opportunity to develop to the full limit of their potential. Moreover, they must be provided with a chance for good
education, quality health care; to work and earn good wages, to raise and provide for a family, to own their own homes, to safe potable water, and to retire with dignity. These are the elements of a good and satisfying life which the PPP/C, under the leadership of Donald Ramotar, is committed to provide. Despite the challenges, much has been achieved and much more remains to be achieved. As we approach the elections, the choice of the next Government must not be left to chance. Our future is at stake. The PPP/C has a proud record of progress and there is no Guyanese who has not been touched one way or the other by the development programmes unleashed by this current PPP/C
Administration. Unlike the APNU-AFC which is a coalition of self-interests, the PPP/C is a united and holistic party with the interests of the entire nation at heart. In 1992, with a passion and determination for change, the PPP/C transformed this once backward country to one in which we can all be proud of. The indignity and humiliation of the past have been cast aside and we have now embraced a new dispensation of unlimited possibilities. Now is the time for all Guyanese to close ranks in order to preserve our social and economic gains. HYDAR ALLY

Rohee wades into Ramjattan over criticisms of Guyana 2.0
By Vanessa Narine AN emphatic rejoinder to criticisms levelled against the ruling party’s manifesto, Guyana 2.0, by Alliance For Change (AFC) leader, Khemraj Ramjattan, was delivered by the People’s Progressive Party (PPP), General Secretary, Clement Rohee, yesterday at a news conference. And he underscored the fact that the “attack” by a “sidelined” Ramjattan is “designed to get some attention and does not reflect any careful thought.” Ramjattan, in a missive yesterday, said, “This (Guyana 2.0) is a hollow document, made up of empty promises, rhetoric.” Rohee returned, “(In) so far as specifics are concerned, more than 75 per cent (of what the political Opposition claims was a leaked version of its manifesto) was plagiarised from various PPP/C’s documents covering policies, strategic and business plans and implementation programmes.” According to the AFC Leader, the PPP/C has “failed to deliver on reduced taxation, they have failed to hold Local Government Elections in 20 years, the fibre optic cable project has been a $3.6B failure, they have failed to establish the Public Procurement Commission, they have failed the sugar industry, they have failed the rice industry.” ANSWERS TO CRITICISMS However, Rohee answered each of these criticisms. He underscored the fact that the plans detailed in Guyana 2.0 are realistic and achievable and will be financed with no new taxes. On the question of Local Government elections, the ruling party’s manifesto commits to holding the long overdue local government elections by June 2016. “We are taking advantage of the ICT (Information Communication Technology) Revolution,” Guyana 2.0 states, with reference to the services provided by the fibre optic cable project. The establishment of ICT parks and infrastructure across the country are also on the cards. The establishment of the Public Procurement Commission (PPC) is another commitment included in Guyana 2.0. Its non-establishment to date has been a result of the political Opposition’s refusal to allow the Administration to retain its no-objection say in the award of contracts. The Government of the day has argued that if it to be held responsible for the management of public finances; it ought to be allowed only the right of a ‘no-objection’ to contracts that are awarded by the Tender Board.No contracts are awarded by Cabinet; rather contracts above the $15M mark are taken to Cabinet for its no-objection. Relative to the failures in the sugar and rice industry, Guyana 2.0 outlines in detail the plans for the two industries. Rohee told media operatives yesterday that the record successes of the rice industry under the PPP/C are undoubted, as is the vision for the future, which includes focus on rice research. He said, “Mr. Ramjattan needs to be reminded that rice is a success story in our country. This industry was crippled under the PNC, their lead party. The PPP/C restored the rice industry. We brought it to where each crop establishes new records and since 2012, each year we have established new export records. “Each market destination offers better prices than world market prices. This crop is set to surpass 350,000 tons, the
largest ever single crop production. The yield per acre is set to be about 5.8 tons, the highest national yield ever and thus far, we have exported more than 150,000 tons with contracts for immediate shipment of over 300,000 tons. At the present pace, we will attain export quantity of more than 600,000 this year, surpassing the target of 514,000 tons.” Rohee acknowledged that the sector has its challenges, but highlighted that “specific proposals” to address these, in particular the challenge of timely payments to farmers, are outlined in Guyana 2.0. “This is a matter which we have addressed in our manifesto, not with promises, but with specific proposals. The price stabilisation mechanism is designed to ensure that prices are stable and that payments are made on time,” he said. On the question of sugar, the PPP General Secretary stated that the sugar industry was on “its death bed” when the PPP/C came to power in 1992. Rohee said, “It is the PPP/C that brought sugar back to life in Guyana. Except for one year, we have surpassed

the 200,000 tons production every year. Under the PNC, we almost dropped to less than 100,000 tons. Most times, throughout the 1980s, Guyana’s production fell far below 200,000 tons. “Yet the PPP/C brought sugar back from the death bed to a robust industry. We have confronted major challenges such as climate change and the EU’s arbitrary ending of the sugar protocol. We have had to overcome the unconscionable reduction of 36 per cent in the price for sugar. But the industry has survived and last year again increased its production. In 2015, it will again meet its target and we have set out clearly our plans to attain 400,000 tons of sugar and to diversify GuySuCo’s product line by 2020. For this reason we have outlined a minimum of $20B for the sugar industry.” All considered, Rohee concluded that: “When he (Mr Ramjattan) talks of failure, his definition of failure is topsy-turvy.” CORRUPTION QUESTION The AFC leader also raised questions on the move to tackle corruption. “The cheap talk about what they will do about corruption bares them (PPP/C) naked,” Ramjattan declared.
However, continued efforts to fight against corruption at all levels of government and society was one of the major highlights of Guyana 2.0. The incumbent political party committed to the several measures that will up the ante, relative to the fight against corruption. Among these are the: establishment of a Special Investigation of Corruption body with powers to investigate corruption and prosecute crimes of corruption; establishment of confidential complaints mechanisms to encourage people to report incidents of corruption; establishmentof codes of conduct for public officials at all levels; strengthening laws and regulations with regard to bribery of public officers and officials; and support for and strengthening of Human Rights Commission, Police Complaints Authority, Office of the Ombudsman and the Integrity Commission. Improved functioning of Parliament and the Judiciary and the appointment of the Public Procurement Commission (PPC), with the requisite Parliamentary support while retaining Cabinet’s oversight of ‘no objection’ were also listed as other undertakings envisioned over the next five years of a PPP/C administration. OLD PROMISES Ramjattan also criticised the ruling party on repeating old promises contained in the 2011 manifesto in Guyana 2.0. “Now they rehash old promises and slap them alongside some new empty promises in an attempt to dupe the Guyanese people. But the people of Guyana will no longer be fooled. It is time for change and this PPP/C Government has just a few more days in office before they face the formal rejection from the people at the ballot box,” the AFC leader said. Rohee, on the other hand, made it clear that many of the developmental plans outlined in its 2011 pact with the Guyanese people were stymied by the very political Opposition proffering criticisms. He pointed to the Opposition’s disposition during the life of the 10th Parliament as evidence the baseless criticisms made by Ramjattan. “The truth is that the PPP/C has brought progress to Guyana with programmes like the ones contained in our manifesto,” the PPP General Secretary said. NO EMPTY PROMISES Ramjattan also charged that the PPP/C manifesto is “the most glaring evidence yet that the PPP/C is devoid of ideas for the genuine development of Guyana and all its people.” In response, Rohee stressed that the ruling party offers no empty promises to the Guyanese people. “These are not empty promises…we advise him (Mr Ramjattan) that much of his talk about emptiness and a manifesto full of promises that are not meant to be kept fully and accurately describes the APNU+AFC’s manifesto that was released and eventually withdrawn. The PPP/C has a manifesto we are proud of. We are not embarrassed that we have to claim someone leaked it,” he quipped. Meanwhile, the AFC leader disclosed that the political Opposition’s manifesto will be formally released in the coming week. The PPP/C and the APNU+AFC Alliance are the major political contenders in the 2015 elections race.

GECOM to decide on issuance of Certificates of Employment today A MEETING of the Commissioners of the Guyana Elections Commission (GECOM) today is expected to see a final decision being made in the matter of who will Certificates of Employment be issued to. The disclosure was made by GECOM Chairman, Dr. Steve Surujbally, who, in an invited comment, said, “The Chief Justice failed to solve the impasse.” The issuance of Certificates of Employment, which would allow voting by its holders outside of where they are registered, was raised as
a concern by the political Opposition, which contends that the certificates should be issued to a wider class. As such, an originating summons was filed by Senior Counsel Ashton Chase last Monday. According to Dr. Surujbally, Acting Chief Justice Ian Chang invited other concerned stakeholders to make their case in the matter, but in the end Chang determined that the final decision should be made by GECOM. The Commission’s legal officer, Ms. Juanita Barker, in an earlier comment, told
the Guyana Chronicle that the court was approached for a definitive pronouncement, given the call for the certificates to be issued to a wide cross-section of E-Day staffers. She said, “We are seeking an interpretation of article 162:1B of the Representation of the People’s Act. It would determine whether GECOM has authority to issue Certificates of Employment outside of what is stated in the law. Currently, the law states that Certificates of Employment can be issued to election officials only – meaning
the Chief Elections Officer, the Deputy Chief Elections Officer, the Returning Officers, the Deputy Returning Officers, Election Clerks, Presiding Officers, Assistant Presiding Officers and poll clerks. Members of the disciplined services who are working on Election Day are also issued with Certificates of Employment. MOVE DEFENDED Additionally, the GECOM Chairman yesterday defended the move to the courts after questions were raised by the People’s Progressive Par-
ty’s (PPP) General Secretary, Clement Rohee. Speaking at a news conference held at Freedom House yesterday, he said, “The PPP is shocked at the about turn by GECOM as regards the issuance of Certificate of Employment to polling agents. “The Constitution clearly states that only GECOM polling day staff can be allowed to vote by way of Certificate of Employment and not polling agents representing their respective parties. Surprisingly, GECOM still persists on having a court
ruling on this issue. It is the Party's view that GECOM has become very reactive and has "given in" to all of the Opposition’s demands and declarations.” Dr. Surujbally maintained that the Commission decided to go the “route of the law” to ensure that the Commission has a legally binding position on the matter of issuance of Certificates of Employment. “By the advice of all the Commissioners and our legal advisor, Ms. Wanita, we went to the Chief Justice,” he stressed. Role of our newspapers

UR ways of telling stories, of practising Journalism, of interacting and sharing and influencing the public mind, now happens across the digital landscape. With smartscreens and the Internet, we turn to a connected world in virtual reality to orient ourselves in this new world order. We consume content online, designing our worldview at the flash of bits and bites. Newspapers and print media fall away as the world speeds up, our attention span moving at nanoseconds rather than absorbed in long hours of reading, thinking and internalisation. Our minds move at lightning speed. The monotonous black and white of print, flat, grey, static, no longer interests our eyes. Yet, with great irony, newspapers hold on to a crucial tenet of our Knowledge Age, of this glut of information that swarms us and swamps us under the weight of superficial stuff. Embedded in that very flat, grey, static nature of print, we find an absolutely necessary ingredient of any solid diet of mindful knowledge: credibility. Newspapers remain our one source of credible public information. Despite the grotesque popularity of tabloid trash and the herd-appeal of gore, gossip, slander and sleaze, newspapers of professional standards of Journalism form the core of our world’s obsession with media, information, news and public opinion. We turn to newspapers to verify and confirm things. We hold up the newspaper as the flagship of what’s true and authentic and real. We see the newspaper as the paragon of Journalistic virtue and ethical creation, development and dissemination of engaging, inspiring, interesting content. Newspapers that practise aesthetic design of content, and hardcore substance in its pages, rather than superficial, cheap info, would forever be the cornerstone of our world, even in this digital age of knowledge and virtual space. Our world weeds out bad newspapers, and that’s why we’re seeing a massive ongoing global shakeup of the newspaper space. Only good newspapers, professional, ethical, balanced, would remain, rising to the top of the Knowledge Age. Online media and social media would always resort to these credible, professional, real newspapers for what’s ultimately true of society. Three necessities define such newspapers: powerful writing skills, with strong competition for talented, professional, ethical writers; excellence of page design and publication layout, with a falling away of the formulaic layout template, but instead a daily work of art shaping content into attractive, inspiring, eye-catching creations; and strong engagement with online communities, the newspaper becoming a unique social media hub. Guyanese newspapers fail on all these counts, with much of the writing so poor and ill-thought out that the public merely skim headlines, refusing to read text,
unless it’s gore, gossip, sleaze or slander. Except for the Guyana Times, and now some effort from the Chronicle, newspaper design in Guyana seems a foreign idea. And engagement with folks online, particularly the community of global Guyanese, remains as flat, grey and uninspiring as the look and feel of the physical newspapers. We face a profound problem with our newspapers, however, that we must address: our newspapers practise reactive dissemination of information, and hardly ever create and generate original content. Our newspaper culture appears to be problem-prone, absolutely oblivious to such a thing as a solutions-oriented approach to shaping the social landscape of the land and designing the national conversation. In our democracy, with media playing such a critically vital role to our society’s development and functioning, one would assume that media bosses would realise that it’s not only the politicians that influence our national mind. In fact, the politicians depend on the media to reach the public. Alas, it’s the media that hold ultimate responsibility for the state of our public space. What happened in the 10th Parliament is much the media’s cause as the Opposition’s. The way Guyanese see their freely and fairly elected Government is much the media’s doing as the Opposition’s. Government’s function depends as much on the media disseminating sound information of its projects and programmes and plans as on the State connecting with the people. And if our newspapers form the core foundation of our national media, then the managers of our national newspapers must face up to their failure to make a positive, solutions-oriented contribution to the Guyanese society. Running through last Sunday’s newspapers, for example, leaves one feeling a sense of frustration for citizens who can’t find great content to consume, to spend their Sunday in inspired reading. The Sunday Chronicle makes a real effort these days to publish stories of ordinary Guyanese people, with features and stories covering diverse areas of the country. Though somewhat challenged in its page design, it at least makes an effort, and some of the village features bring to our homes the charm of our small communities. Other newspapers publish one or two stories a week on ordinary Guyanese, and most feature villages. But the newspapers that practise bias and prejudice, embracing Opposition views, paint our villages and communities as bad places, and demoralise, demotivate and depress readers.
What’s glaring and shocking in the newspapers, however, is the preponderance of problems. Commentators, letter writers and columnists, especially, seem oblivious to offering solutions to challenges and issues facing Guyanese, except, of course, “changing” Government, by whatever means possible.
We see a regurgitation of problems: with national newspapers taking former President Bharrat Jagdeo to task, accusing him of stirring up political strife, a story lacking any substance whatsoever; with a barrage of continued spewing of the controversy surrounding Dr. Bheri Ramsarran, when he berated a hysterical woman in Berbice. Astonishingly, these two stories took up umpteen column-inches in national newspapers last Sunday, despite Government’s condemning of Ramsarran’s crass action. Yet, we saw actual bodily harm done to supporters of the ruling Party at a blatant political attack on the main road of No 51 Village, Corentyne, a week ago, and none of these newspapers vented on the story. They ignored the violence of Opposition sympathisers who burnt Guyanese with acid, in a deliberate act of violence. These crass newspapers, these media outfits that ditch any real pretense at professional Journalism this elections season, perpetuate the very thing they criticise: in constantly harping on Jagdeo and Ramsarran and any Government supporter who takes their fancy, they embed the subliminal message of elections violence in the public mind. And, incredibly, they deny their role as culprit, refusing to see that peace, calm and national cohesion flow out of a responsible media landscape. Government has every interest in maintaining peace and calm in our society, and top State officials say this over and over when influential national newspapers ignore this, and wrongfully accuse Government, while ignoring Opposition over-zealousness in verbal attacks, our society suffers. Out of this attitude of these newspapers, online media organs propel the irresponsible, unprofessional, unethical dissemination of information, and our citizens suffer the impact of a national language of attack and strife and dissent and gross disrespect for Government, ugly rhetoric spewed in the name of Journalism.

WITH less than two weeks to go until Guyanese head to the polls on May 11, the ruling People’s Progressive Party/ Civic (PPP/C) last evening took its message to Novar, Mahaicony ,Region 5 (Mahaica/ Berbice).
There President Donald Ramotar, also the PPP/C presidential candidate, met with a number of residents among the massive gathering of supporters. He also reiterated his appeal to Guyanese by
underscoring that the ruling party has always stood with the working class and come May 11, the PPP/C is asking that they stand with the party of the working class.

Rohee: APNU+AFC decision-making being ‘hijacked’ by ex-military By Vanessa Narine THE days of Guyana’s armed forces being used to “hijack ballot boxes and perpetuate electoral fraud” on the nation is still fresh in the minds of the Guyanese people, according to General Secretary of the People’s Progressive Party (PPP), Clement Rohee. And speaking at a news conference yesterday, he charged that there are “strong indications” that decision-making in the political Opposition, the Alliance of A Partnership for National Unity and the Alliance For Change (APNU+AFC), is being “hijacked” by a small group of ex-military officials aligned with the party. “(This) is already creating much unease in the AFC and the civilian component of the APNU. The PPP is alarmed at the growing body of former military and police person- Mr. Clement Rohee PPP nel who are taking up key General Secretary and strategic positions in the hierarchy of the APNU-AFC coalition,” he said. The PPP General Secretary is the most recent official in the ruling party’s leadership to express concerns over the “militarisation” of the political Opposition, when considered in the light of past excesses when the Guyana Defence Force (GDF) was made to pledge allegiance to the then People’s National Congress (PNC) regime. According to him, the fact that APNU received some support from ex-military officers in 2011 is different from what obtains in 2015. As such, he disclosed that the current Administration has “concrete information” of the militarisation of the political Opposition, the alliance of APNU and the Alliance For Change (APNU+AFC). Dr. Luncheon said, “When I show you the details that we have about the involvement of retired military in the leadership, not only the rank and file, but in the leadership of APNU+AFC coalition, I think you will have to agree that 2015 is a different kettle of fish than 2011.” In addition to the APNU+AFC leader, the other senior ex-military and police officers that are now “ensconced” within the political Opposition are Lt. Col. Joseph Harmon, former Commissioner of Police Winston Felix, Brigadier Edward Collins and more recently the immediate past Chief of Staff, Rear Admiral Gary Best. “No one has repudiated that, because they know what I know, that I got the information, they know that…we have to accept the impact and the significance of this act,” he stressed. Cell phone conman jailed

A CONMAN (no address given) was yesterday sentenced to three months’ imprisonment each on two counts of fraudulent conversion after pleading guilty to both. Jermaine Sealy appeared before Chief Magistrate Priya Sewnarine-Beharry and admitted that on February 28 at Georgetown, being solely entrusted by Jacqueline Osborne with a Samsung Galaxy cell phone valued $118,000, he fraudulently converted same to his own use and benefit. The convict also confessed that on the same day at Georgetown, he fraudulently converted another cell phone, when it was lent to him by Stephan John. According to the prosecution facts regarding both offences, Convict Jermaine Sealy Sealy asked the two virtual complainants for a call, and when their backs were turned, he made off with the phones. After Sealy admitted to both offences he was slapped with three months for each offence.
According to him, the development is “especially” troubling. Rohee added, “The question that should be asked is why is he singling out those in the armed forces for special treatment? Is it an indication that the military cabal in the APNU-AFC leadership is already calling the shots and signalling its intention to redistribute the national pie in its favour?” According to him, Guyanese also need answers to other related questions. Granger was Head of the Army at that time,” he declared. Meanwhile, Rohee reiterated the current administration’s commitment to building strong, disciplined and professional armed forces, where loyalty to country and not party will be the only reason for their being.
Abusive husband ordered to seek counselling before sentencing A COMMON-LAW husband was yesterday brought before Chief Magistrate Priya Sewnarine-Beharry, after he slapped his common-law wife in a drunken rage. Leroy Daniels, 23, admitted that on Sunday at North East La Penitence, Georgetown, he unlawfully assaulted Juliet Deonarine. The prosecution facts revealed that Daniels accused Deonarine of stealing $16,000 from him. After she denied his accusation, he became annoyed and slapped her. In his defense he told the court, he came home with the money in his pocket, and went into the bathroom. After leaving the bathroom, he discovered that the money was missing. He said that he questioned Deonarine but when she denied, he slapped her. Daniels also lamented that he was already angry with her, since he did not believe she was pregnant with his son. After careful consideration, the Chief Magistrate ordered him to seek counselling. She said that after she receives the report from the counsellor, she will rule on the matter. Daniels was placed on his own recognisance and the matter was adjourned to June 1.

Man charged with murder in gunning down of Sanasie A MAN accused of slaying the popular businessman’s wife, Patricia Sanasie, was yesterday brought before the court and slapped with the capital offence of murder. Richard Stanton, 34, of Princes Street, Lodge, Georgetown, is accused of pumping four bullets into the body of Sanasie, thereby causing her death on January 12 at Atlantic Gardens. The accused was not required to plead to the indictable charge. Stanton will make his next court appearance at Sparendaam Accused Richard Stanton Magistrate’s Court on May 4, after the matter was transferred by Chief Magistrate Priya Sewnarine-Beharry. It was reported that on the night of the incident, the woman along with her daughter had returned home from church, when the deceased left the car to open the gate. This was when the lone gunman confronted her and fired at least four shots into her body. After several months of investigations, the police have finally received enough evidence against the accused to charge him with this offence.
Wismar landlord remanded over gunpoint robbery of tenants By Clestine Juan DANIEL DaSuza, alleged to be one of the men who robbed his tenants at gunpoint, was yesterday remanded to prison by Chief Magistrate Priya Sewnarine-Beharry. DaSuza, 30, of Lot 950 Victory Valley, Wismar, Linden denied the allegation while his lawyer Gordon Gilhuys stressed on his client’s innocence. The police, however, alleged that on March 28 at Phase One, Mackenzie, Linden, DaSuza, while being in the company of others and armed with a gun, robbed Kelly Quow of three gold chains, her bag with cash and other items valued $448,000. DaSuza was also slapped with another charge that alleged on the same date and place he robbed Gavin Wilson of his Samsung Galaxy cell phone valued $120,000. Attorney Gilhuys explained that his client is a construction worker who had previous brushes with the law, for having narcotics in his possession. The lawyer argued that his client was not placed on an identification parade, thus the police has no evidence to link DaSuza to the charges. Police Prosecutor Bharrat Mangru explained to the court that the two plaintiffs rent an apartment that is owned by the accused. However, on the day in question while they were outside the premises in their car, a sliver coloured motorcar pulled up alongside their vehicle and three men exited and ambushed the car. The court heard that it was the defendant who was armed with a gun and relieved the couple of the articles mentioned. The prosecutor noted that there was no need for an identification parade since the defendant was known to the couple. Mangru objected to bail on the grounds of the seriousness and prevalence of the offence and he also cited that a gun was used in the commission of the offence. He also noted that more charges are likely to be laid since there are several ongoing investigations pertaining to the defendant. Bail was refused and the matter was transferred to Linden Magistrate’s Court for Wednesday.

IDDC of Guyana executive member and choreographer of Jewan Ka Nritya, well known Roshini Boodhoo, said the national dance committee put together the workshop because they felt it was necessary for the dancers to come together in one forum to share their talents with one another. She noted that one thing everyone can take away from the workshop is that all the Guyanese dancers originate
from one pool of dance and branched off into the various forms; and everyone was happy to share with and learn from one another. Another executive member of the committee and renowned choreographer of the Classique D a n c e C o m p a n y, C l i v e Powell said that International Dance Day is about bringing all the dancers together to show there is a vibrant dance industry in Guyana. It’s the one time of the year where dancers of varying groups and companies can display what they are doing in their own styles in different regions. “This is our second year observing this activity on such a scale, made possible through the funds provided by the Ministry of Culture; while last year was good, this year is shaping up to be even better as we have over 250 dancers participating.”
American airport cocaine ‘mule’ jailed for three years AN American citizen, who was recently caught with cocaine hidden in a photo album cover as he attempted to board a flight at the Cheddi Jagan International Airport (CJIA) destined for New York, was yesterday sentenced to three years’ imprisonment. Antoine Brumfield, 20, who was born in the US but has been living in Guyana for the past 11 years appeared before Chief Magistrate Priya Sewnarine-Beharry and pleaded guilty to the charge. Particulars of the charge stated that on April 24 at the CJIA, Brumfield had 2.568 kilograms of cocaine for the purpose of trafficking. Police Prosecutor Bharrat Mangru explained that on the day in question ranks from the Customs Anti-Narcotics Unit (CANU) were monitoring outgoing passengers when they observed the defendant, who was a Caribbean Airlines passenger, acting in a suspicious manner. The court heard that the illicit substance was found in his suitcase and a further search unearthed two photo album that also had cocaine. Mangru noted that the defendant under caution admitted knowledge of the drug and explained to the rank that he would have been paid US$10,000 if the plan was executed. Brumfield explained to the magistrate that his girlfriend is three months pregnant and he was forced to take the job due to financial constraints. The magistrate fined the man $30,000 in addition to his threeyear sentence.

A COMMITMENT from President Donald Ramotar to address the widely criticised actions of Health Minister, Bheri Ramsaran has not prevented the leadership of the ruling party from levelling sanctions against its offending member. “We have sanctioned the comrade,” said General Secretary of the People’s Progressive Party (PPP/C), Clement Rohee, when asked at his weekly news conference, which was held yesterday at Freedom House, Robb Street. Asked to detail what the sanctions involved, he said, “He was spoken to very seriously.” Recent comments made during and after a confrontation with local social activist, Sherlina Nageer, landed Ramsaran in hot water. The Health Minister on Monday reportedly
talked about having Nageer “slapped” and “stripped” when approached by her on the issues of maternal and child deaths. Subsequently, he apologised for his comments, attributing his outburst to the fact that he was provoked to anger. “It was unfortunate that I was provoked into anger and uttered harsh words at her for which I now regret,” the minister said in his apology. However, a recording of a meeting he held with Regional Health Officers (RHOs) Wednesday, was made public and Dr. Ramsaran was heard repeating some of what he said on Monday, as well as charging that Nageer is “rabid,” a “miscreant” and in need of “psychiatric help.” The gravity of the debacle considered has fuelled mounting pressure on the Administration to have Ramsaran dismissed.

HE year of 1964 was a year of increasing violence, culminating in the uncontrollable murders, rapes and burning of buildings at Wismar, with the British Police Commissioner being responsible for lack of protection to the hundreds of Indo-Guyanese in that area who had to evacuate en mass to survive. Altogether in 1964 some 2,668 families involving approximately 15,000 persons were forced to move; there were over 100 murders resulting from widespread bombings and burnings. It was an even more difficult year for the then Premier Dr. Cheddi Jagan. Dr. Jagan with the assistance of President Kwame Nkrumah of Ghana was seeking a political settlement. However, the proposals put by Dr. Nkrumah’s mission to the country were rejected by the PNC. Thus all efforts failed. Pictured is a massive group of Guyanese who marched for freedom in 1964.
There have been calls from several sections of society for the Health Minister’s resignation, the most recent coming from the Private Sector Commission (PSC). “We believe that his behaviour warrants the sanction of the President and we are looking for the President to take the right actions necessary,” PSC Chairman Ramesh Persaud said when questioned about the incident on Friday, April 24. The PSC’s consultant, Kit Nascimento, on the same occasion, disclosed that “right actions” could include Ramsaran’s resignation. In addition to the leadership of the People’s Progressive Party/Civic (PPP/C), Ramsaran’s colleagues, as well as members of civil society and the diplomatic corps have condemned his behaviour.
APNU+AFC ‘unreasonable’ – PSC AN OFFER by the Private Sector Commission (PSC) was made only to host a presidential debate and the political Opposition’s unwavering demand that a prime ministerial debate be a prerequisite to the former is unreasonable. This position was articulated by Kit Nascimento, chairman of the PSC news conference held at the Commission’s Waterloo Street office. The PSC Chairman, Ramesh Persaud, added that the ruling People’s Progressive Party/Civic (PPP/C) has agreed to a presidential debate but has stood firm in declining the demand for a prime ministerial debate first, from the alliance of A Partnership for National Unity and the Alliance For Change (APNU+AFC). The ruling party, in a recent statement stressed that its Prime Ministerial candidate, Elisabeth Harper will not be debating the APNU+AFC coalition Prime Ministerial candidate, Moses Nagamootoo since it will not allow him to disrespect her further. Additionally, the PSC Chairman noted that all arrangements are in place for the presidential debate to take place. “If they say yes today, we will be ready tomorrow,” he said. Persaud bemoaned the inability of Guyana’s major political parties to reach a compromise, rather than holding fast to their positions, on a “simple” matter like a debate. He contends that it does not augur well for the future. “We are concerned,” he said. Meanwhile, weeks away from one of the most significant General and Regional Elections on May 11, there is much anticipation for a debate of current issues and policy matters by politicians bidding for top leadership posts in Guyana. Earlier this month, another attempt to host such a forum was impeded. Three rounds of town-hall style debates proposed by the National Communications Network (NCN) have been cancelled after non-confirmation from the APNU+AFC coalition. A statement from the Network yesterday said, “The National Communications Network Incorporated has been forced to abandon its series of debates, which was scheduled to commence (on) Wednesday April 1, 2015, after exhaustive efforts failed to get all stakeholders on board.” It added that the debate series is aimed at allowing the two main contesting political parties in the General and Regional Elections and other stakeholders to ventilate their positions on several national issues, including the sugar and bauxite industries and crime and security. Political observers contend that the forced cancellation of the NCN debates and the delays in rolling off the PSC initiative, leading up to the May 11 polls, are unfortunate. (Vanessa Narine)

He added, “Come Election Day it is the might of the working class of the PPP is up against the pretenders in the APNU+AFC (A Partnership for National Unity and the Alliance For Change), which is PNC in disguise.” Dr. Luncheon also questioned what the political Opposition has brought to the table. “They dare to turn up in the right to challenge the PPP… we say to them no, no no!” he declared, to which the thousands cheered wildly. According to him, the PPP/C has delivered for the Guyanese people. “They have asked you to forget the past, but we have to tell them that we will never forget 28 years, but will give the PPP/C five more years,” he said. Dr. Luncheon pointed out that the 28 years of the PNC regime, added to the years of the successive PPP/C administrations, could have delivered greater opportunities for the Guyanese people. He said, “You the people are the followers of Dr. Jagan, the fighters of social justice and you have renewed our mandate over and over and what we have done is clear…we are looking forward to more progress, to moving on to more development under the PPP.” The PPP/C stalwart added that Guyana going forward should be a source of pride for all Guyanese. “We must say to the world that we are proud Guyanese and we are proud of our country and we will not be ashamed under the PNC.” The struggles of the PPP/C, according to Dr. Luncheon, are still manifested in the freedoms Guyanese enjoy today.

Guild in May, 2014. Global Shapers of Georgetown Hub urges Guyanese to join volunteer programme
THE Global Shapers Community of the Georgetown Hub is urging all Guyanese to join its volunteers programme. This is because it recognises the need to provide opportunity to a wider cross-section of individuals to contribute to its projects and activities. Over the last two years, the Hub has enjoyed overwhelming support from friends in various communities. As such, it feels the need to engage the Guyanese society to help communities in dire need of assistance. The Hub is encouraging individuals interested to volunteer on any of its projects. Members of youth groups, volunteer platform or non-governmental organisation (NGO) are also welcome to join this volunteer programme. Application forms can be accessed online at: http://bit.ly/ghvapply. Applicants will be contacted by a Georgetown Shaper within five days of submitting his/her completed form. Selected volunteers will be continuously updated on the Hub’s projects, and can select which one they prefer to participate in based on their individual interests. A clear line of communication with the volunteers will also be maintained by the Hub, and volunteers will be called on to support completion of projects as well as to share and attend events held by the Georgetown Hub. The Global Shapers Community is a network of Hubs developed and led by young people who are exceptional in their potential, achievements, and drive to make a contribution to their communities. The community is also an initiative of the World Economic Forum. Communities are created to the Hub in executing projects for greater impact and community involvement. Some of the activities/projects are: annual HeadStart! Stationery Drive, an International Peace Day Event, and capacity building workshops such as the Ultimate Communications Workshop. The Global Shapers Community is a worldwide network of more than 400 city-based Hubs, developed and led by promising young leaders between the ages of 20 and 30, who want to build on their achievements and entrepreneurial drive to make a positive contribution to their communities. Three-day seminar boosts revival of coconut industry COCONUT producers who had participated in a training programme run by two experts from Mexico have said that the programme was, for them, an eye opener on the possibilities of increasing their income from the production of coconuts. “We do not have any coconut experts here in Guyana, so the training programme provided very valuable information for us in the industry. The lecturers were excellent,” one farmer said. “We learnt about innovations and practices that can make a significant impact on the profitability of coconut production.” He added that implementation of the skills learned during the three-day programme would greatly boost production and productivity within the industry. “I believe that if we implement what we have learnt, there will soon come a time in Guyana when no coconut producer or processor needs to be poor,” he said. “It is now an exciting time; a time for the revival and the rapid development of the coconut industry,” he added. Another spokesman for the participants, who represented a company distributing coconut water, said: “We in Guyana tend to do things on a sort of experimental and small-scale level. What the experts have shown us are the many possibilities of income generation through a

Thirty-five persons benefited from last week’s three-day seminar on coconut production, made possible by a bilateral agreement between the Governments of Guyana and Mexico, with support from IICA. The resource persons had been Ms. Matilde Cortazar Rios and Mr. Irving Manuel Fuentes Del Angel of the Mexican National Institute of Research on Forestry, Agriculture and Livestock (INIFAP). The seminar participants included technicians of the National Agricultural Research and Extension Institute (NAREI) involved in technology transfer, besides coconut producers and those involved in the export of coconut water and its local distribution. During the three-day exercise, conducted at NAREI, Mon Repos, training focused on good husbandry practices, accessing quality plant materials, pests and disease management, with some amount of emphasis also being placed on value added development. The IICA, through its representative, Mr. Wilmot Garnett, described the programme as just the beginning of several to be held by the Institute to enhance the capacity of local coconut producers, processors, and entrepreneurs in the industry. HTNTP Manifesto plans to improve standards in Region 4 By Navendra Seoraj THE Healing The Nation Theocracy Party (HTNTP) reeled out its Manifesto on Saturday last in preparation for contesting the Region 4 (Demerara/Mahaica) constituency in the May 11 General and Regional Elections. The party explained in a release that “This Manifesto – ‘MORE FOR REGION 4’, is being presented at a time when righteous servant leadership is needed to heal the nation of Guyana (and bring it) out of poverty – spiritual, mental, health, economic and moral.” The release described the HTNTP’s vision for REGION 4 as an inclusionary approach to shared governance; a sound job creation; and an economic plan with social/moral redistribution policies. “We demand a proper and well-applied central government budgetary subvention for Region 4, and will also help in closing the income inequality gap, (which) would lead to a total eradication of poverty in Region 4. This party’s theocratic philosophy is based on “servant governance” as part of the approach to “righteous government”, in line with the laws of the Almighty Creator – Yahweh (Jah),” the released declared. HTNTP members say they intend to transform Region 4 into an economic powerhouse by means of visionary, creative economic strategies and actions, along with social and moral policies, plus the resuscitated Co-operative Movement as a main vehicle. The release states: “We will work towards establishing a multicultural society of equal rights and justice spearheaded by the legalisation of marijuana and the rule of law…with Region 4 leading the way in job creation! “The vision and plan of action are manifesting at a time when Guyana will be participating in the United Nations-sponsored “International Decade of People of African Descent”, with its focus on “Recognition, Justice and Development”. “It also comes at a time when the Caribbean Community (CARICOM) has mandated and agreed that a “Reparations Claim” will be presented to our former colonial rulers, including Great Britain and Holland,
for redress; while CARICOM has also mandated the establishing of National Marijuana Commissions in member-states”. The Guyana Chronicle highlighted some excerpts from the HTNTP Manifesto, which includes some things that party intends to tackle in order to benefit the residents of Region 4. POVERTY ERADICATION The HTNTP revealed that, in its quest to eradicate poverty in all its forms, its members have recognised that poverty is a social condition which affects more than half of our country’s population…most of whom live on less than US$4.25 a day. This means that they have lived and continue to live in extreme poverty. Disturbingly, the party
HTNTP’s Presidential Candidate, Ras Leon Saul said, women and children account for a sizeable portion of those who live in extreme poverty in Guyana. The party also indicated that when the HTNTP becomes part of the new regional government, “We will keep our partners’ feet to the fire to ensure that there will be early local government elections and governmental intervention to reduce poverty and maintain sustainable human and economic development.” MYSTIC VISION 2020 The HTNTP disclosed its Mystic Vision 2020 Plan, which declared that what party members will bring is a new and different way of life through equitable distribution of resources. “We will create a righteous way of life through righteous and moral governance, in which all Guyanese men and women will be treated as responsible human beings, able to participate fully in the political affairs of their government; a way
of life in which ignorance and poverty, if not abolished, are at least the exception, and are actively combated; a way of life in which the blessings and benefits of the modern world can be enjoyed by all without the total sacrifice of all that was good and beneficial in the old Guyana. “We are from and of the people, and our desires derive from and are theirs”, the Mystic Vision 2020 Plan disclosed. NEXT FIVE-YEAR PERIOD M e a n w h i l e t h e H TNTP highlighted that, over the next five years, members would be stabilising the economy and laying the foundation for sustainable, accelerated, job-creating industrial growth in Region 4. HTNTP will also focus on providing the enabling spiritual and moral holistic environment that would empower all Guyanese to participate in wealth creation, and to partake in the wealth created. “(The party) will ensure that all Guyanese in Region 4, irrespective of their socio-economic status or where they reside have access to basic social services such as health care, quality education, electricity, potable drinking water, decent housing, public transportation, security from crime and violence, and the ability to participate in decisions that affect their own lives. “Shared governance is the answer! No more winner-take-all government,” disclosed the statement. “The very diversity of the Guyanese people today in Region 4 constitutes one of our nation's great resources. The different philosophies with which Guyanese approach their problems lead inevitably to a vast array of methods and techniques. These variations are necessary, for each community must find solutions which are responsive to its particular needs… Each community will inevitably pursue the course which appears best suited to its own unique characteristics. The HTNTP encourages all Guyanese to dream big and make the vision become a reality of new wealth…to leave a better world for the children of Guyana. “Guyana belongs to all Guyanese! HTNTP will provide MORE FOR REGION 4!” the party manifesto declares.

GPHC offers free surgeries for children with heart defects THE Georgetown Public Hospital Corporation (GPHC), in collaboration with the International Children’s Heart Foundation (ICHF), commonly known as the ‘Baby Heart Foundation’, will, over the next two weeks, offer free cardiac surgeries to a number of Guyanese children who suffer from congenital heart defects. The mission of Baby Heart Foundation is to bring the skills, technology and expertise to cure and care for children with congenital heart disease in developing nations. The ICHF has placed 18 of its members in Guyana to examine several children in order to determine who will undergo surgery during their visit. At a press briefing held on Sunday at the GPHC’s Resource Centre, Health Minister Dr. Bheri Ramsaran expressed heartfelt appreciation for this initiative, and his sentiments were echoed by Chief Executive Officer (CEO) of the GPHC, Michael Khan. Acknowledging that the initiative has been in the making for quite a while, Dr. Ramsaran deemed it a “big step forward”, and added that the Ministry of Health fully supports this undertaking, since it will make a significant impact on Guyana. Adding that the initiative will address issues that previously created challenges, Dr. Ramsaran disclosed that a significant slice of the budget had, in the past, been used to send children with heart defects and their parents overseas, since Guyana did not have the ability to undertake
those surgeries. Mr. Michael Khan disclosed his optimism that the surgeries would all be successful, and uttered his appreciation to the overseas organisation and the Ministry of Health for the assistance being provided. Persons with congenital heart defects who are aged between six months and 21 years old are expected to undergo surgeries. The GPHC has also setup a brand new paediatric Intensive Care Unit. The ICHF is next expected in Guyana sometime in July to perform another set of surgeries. The GPHC first met with officials from Baby Heart Foundation in Oc-
tober 2013 to discuss this initiative. Thereafter, GPHC formed a Guyana Paediatric Cardiology Steering Committee tasked with identifying and prioritising children who require surgery all over Guyana. The foundation’s association with the GPHC over the last year and a half has seen 13 babies being sent by the ICHF to Honduras and the Dominican Republic to obtain heart surgery. The Three Rivers Foundation facilitated the airfares. Currently, the Balwant Singh hospital is the only local medical institution that performs such operations, but, the cost is about $1M.

It was so special; I’m really going to miss it. “I was looking to finish holding hands with someone. I always wanted to run with my dad but never managed it so I did it in spirit instead.” Radcliffe captivated the British public in 2003 with an astonishing world record of 2:15:25, which remains nearly three minutes faster than any
other time clocked by a woman marathon runner. Britain’s most admired sportswoman -- a winner in London in 2002, 2003 and 2005 -- inspired a generation of women to take up running but her career was not without its heartbreak. In 2004, when she was the world’s most dominant marathon runner, Radcliffe famously pulled out 23 miles into the Olympic marathon in Athens while injuries in her later years limited her participation on the elite stage. An Achilles injury earlier this year threatened to rule her out of her London swansong but it was her unyielding resilience which saw her cross the line with the thousands she inspired to take up the sport. “I owed that to London to give my best effort because it’s given me so much over the years,” she said. “I’ve always run and I’ll always continue to run. I’ve always appreciated what a gift it is just to get out and run.”

Badminton star given eight-month ban for doping FORMER world number one Lee Chong Wei has been banned for eight months for doping by the Badminton World Federation (BWF). The 32-year-old Malaysian tested positive for the anti-inflammatory drug dexamethasone during the World Championships in August. But Lee, who has been suspended since November, will be able to compete again on May 1 after the ban was backdated. The BWF said Lee had not intended to cheat but had been “negligent”.
Lee, who has won 55 titles, has not played since losing last year’s World Championship final and has seen his ranking fall to 30th in the world. The BWF hearing panel decided not to impose the full two-year ban. They said the degree of negligence was “rather light” and Lee had not realised he had ingested the substance contained in the casings of gelatin capsules. Ganguly gives pension to young cricketer’s family FORMER India captain Sourav Ganguly has donated his pension to the family of young cricketer Ankit Keshri, who passed away following a tragic onfield accident in Kolkata last week. Ganguly’s BCCI pension for the year – around AUD$8 500 – will be given to the relatives of Keshri, a former Under-19 Bengal cricketer. Ganguly, the current joint-secretary of the Cricket Association of Bengal, also phoned Keshri’s father Rajkumar to offer his condolences. The former India captain also pledged his future BCCI pension towards assisting other injured players in the region. “It’s also my personal decision to fund the treatment of injured players, the ones that are CAB-registered,” Ganguly said. “I will use the amount that I get as pension from the Board.” The CAB board will also donate AUD$20 100 to Keshri’s family. Keshri was involved in a collision with teammate Sourav Mondal as the pair attempted a catch, and was subsequently taken to hospital when his breathing stopped for a short period.
He ultimately lost his life as the result of cardiac arrest. The former captain of the Bengal Under-19s team, who was 20, was fielding as a substitute at the time. Following Keshri’s death, there were accusations that medical facilities at the ground were inadequate. CAPE TOWN, (Reuters) - Zimbabwe are close to accepting an invitation to play in Pakistan next month in a one-day series that could mark the first visit by a Test-playing nation since 2009. Zimbabwe were keen to undertake the tour but still need to settle financial guarantees and a memoranda of agreement has yet to be signed, Zimbabwe Cricket communication manager Lovemore Banda told Reuters from Harare yesterday. “We are still talking but hope that it can be finalised anytime from now. We need to agree matters with Pakistan and also have to get our own players to agree as well,” he said. Zimbabwean media reported that players were seeking as much as $10 000 per man to tour Pakistan

Mayweather, 38, has said he will fight one more time after the clash with Pacquiao at the MGM Grand in Las Vegas. The unbeaten American’s fight with Pacquiao is the fifth of a six-fight contract with broadcaster Showtime. “I hope he walks away after this fight.” said Mayweather Sr. “This is a gambler’s game and I don’t think Floyd should be gambling too much.” WBA and WBC champion Mayweather has won all 47 of his fights, 26 by knockout, in his 19-year professional career. After his defeat of Oscar de la Hoya in May 2007,

KKR sweat on Narine following new tests … Results should be known by today MUMBAI, India (CMC) – Kolkata Knight Riders (KKR) are sweating on the future of their champion bowler Sunil Narine, after the West Indies off-spinner underwent a new round of tests on his action last weekend. Narine was reported by match officials for having a suspected illegal bowling action, following the contest against Sunrisers Hyderabad in the Indian Premier League last Wednesday. The IPL said while Narine was still eligible to continue bowling, he was allowed to “request a biomechanical analysis of the deliveries in question at the ICC and BCCI accredited testing facility, the Sri Ramachandra Arthroscopy and Sports Science Centre in Chennai.” KKR captain Gautam Gambhir described the
situation as “unsettling and disturbing” and said the franchise was hoping for a positive outcome. “The management was satisfied after he got through the last tests successfully, and hence we were playing him, the umpires have only reported certain deliveries, and I hope it comes out well for us,” he said. “It is unsettling and disturbing but we do not have a choice, we have to deal with the issue. By Rawle Toney GUYANA Senior Men’s National Football team – The Golden Jaguars – will wing out for neighbouring Suriname tonight, ahead of their Friendly International against their Dutchspeaking rivals on Thursday at the Andre Kamperveen Stadium in Paramaribo. Unlike previous years, the team will not be taking the gruelling overland journey; instead the Guyana Football Federation (GFF) Normalisation Committee chose to have them leave from the Cheddi Jagan International Airport.
