PRIME MINISTER Samuel Hinds and Minister of Foreign Affairs Carolyn Rodrigues-Birkett led a Guyana team to meetings in Eucador which demonstrate both regular business and progress of the Union of South American Nations (UNASUR). On December 4, at a meeting of Heads in Guyaquil, the annual Pro-Tempore Chairmanship of UNASUR was passed from President Desi Delano Bouterse of Suriname to President Jose Alberto Mujica Cordano of Eastern Republic of Uruguay. On December 5, in Quito, the new modern magnificent headquarters building of UNASUR was inaugurated during day long ceremonies of great pomp and splendour. The location, known as the “Centre of the Earth”, lent greatly to the grandeur of the occasion, set at the foot of a low hill leading to a temple to the Sun God, amidst peaks of the Andean mountain range; the Equator is marked on a line through the Centre of the Temple. The 12-member UNASUR comprise: Brazil, Argentina, Uruguay, Ecuador, Venezuela, Guyana, Peru, Paraguay, Suriname, Colombia, Chile and Bolivia.

Rohee questions combined Opposition’s rush to Constitutional reform -calls for specific areas of concern to be identified
“CONSTITUTIONS are not to be tampered with, ransacked or subjected to open heart surgery, whimsically or maliciously, because of political disagreement on issues of governance or the powers of a Head of State.” This was the assertion of the People’s Progressive Party (PPP) General-Secretary, Clement Rohee, during the ruling party’s weekly press conference yesterday at Freedom House, Robb Street. “The present Constitution benefited from a series of nationwide consultations between 1999 – 2001, during which the inputs of a wide cross-section of the Guyanese people, including organised labour, religious and cultural organisations and other interested parties and groups were considered. The Private Sector also participated and
made inputs to the Constitution Reform Committee,” he said. Rohee’s comments were a response to the chatter in the combined Opposition camps over the need for Constitutional Reform, since President Donald Ramotar’s move to prorogue Parliament on November 10, to allow for dialogue to break the current political impasse – an undertaking that has proven futile, hence the Head of State’s subsequent announcement that Guyana will head to early general and regional elections next year. According to the PPP General-Secretary, the last reform of the Constitution done in 2001 took into consideration broad consultations, held between 1999 and 2001, which included recommendations on the powers of the President.
“It is not correct to say that views were ignored,” Rohee stressed, adding that the reforms to the 2001 Constitution were also debated and, as required by law, supported by a two-thirds majority in the National Assembly. He questioned the rush to reform the Constitution once more, only a mere 13 years after the last reform, particularly given the global status quo regarding constitutional reforms. “This is indeed a serious
slap in the face of Guyanese and their representative organisations which include the political parties, NGOs and civil society, all of whom spent countless hours to put together a Constitution acceptable to all stakeholders,” the PPP General-Secretary said. ing the frequently criticised national legal framework which included extraordinary provisions. He explained that unlike the 1980 Constitution, which for all practical purposes was an “imposition” by the then People’s National Congress (PNC) regime, Guyana today boasts one of the most advanced Constitutions in the Caribbean Region. Rohee said, “(This) is a far cry from what was described as ‘messy, horri-

ble and even 17th century Constitution’ and therefore at complete odds with the suggestion of the need for a new Constitution where all fundamental rights are clearly defined. “…to compare Guyana with South Korea is misleading and fails to take into account the agonising political realities of the country during an era when the country was paralyzed and bankrupt by a regime that practised undemocratic rule and mismanaged the economy for close to three decades. Despite that fact, the PPP/C succeeded within a relatively short period to restore economic viability and social progress. Guyana today is a much better place, characterised by good and democratic governance, the rule of law and a robust and dynamic economy.” The PPP General-Secretary concluded that the comments on the subject of constitutional reform are “erroneous and unsubstantiated” statements, adding that the calls for reforms by the combined Opposition ought to be substantiated by specific references.

Attorney-General Anil Nandlall and Senior Counsel, Mr. Aston Chase, in discussion shortly after the hearing in the Chief Justice Chambers ACTING Chief Justice Ian Chang yesterday granted leave for Attorney-General and Minister of Legal Affairs, Anil Nandlall, to respond, via affidavit, to a legal challenge advanced by Opposition Leader, Brigadier (rtd) David Granger, within seven days. Through the challenge, made via an affidavit filed last Thursday, Granger is calling for a Conservatory Order to stay all spending or any further spending by Finance Minister, Dr. Ashni Singh, or any other Government ministers, on programmes disapproved or not authorised by the National Assembly until the hearing and determination of the matter. Chang also granted leave to one member of Granger’s legal team, Attorney-At-Law Basil Williams, to subsequently respond to Nandlall within five days, if the need arises. According to Granger’s application, in which he is listed as the plaintiff, there is also a call for the courts to pronounce on the constitutionality of the combined Opposition’s disapproval of sums in the 2014 Budget, as
well as a declaration on the restoration of those monies by the Finance Minister. Budget 2014 saw the slashing of $37.5B from the allocations of $220B by A Partnership for National Unity (APNU) and the Alliance for Change (AFC). The Finance Minister, at the time, noted that the Government would rely on the final ruling of Acting Chief Justice regarding budget cuts and subsequently restored the sums slashed, via a financial paper valued $4.6B. The Attorney-General appeared before the Chief Justice, along with Attorneys-at-Law, Adrian Smith and Sasha Mahadeo, given that he was listed as a defendant in the matter. The Speaker of the National Assembly, Raphael Trotman, and the Finance Minister were also listed as defendants in the matter. He said that the issue, which the Leader of the Opposition is asking the Chief Justice to consider, is the constitutionality of the Government seeking approval for spending under Statement of Excess for programmes disallowed in the National Budget. He argues that the Statement of Excess is for projects that were unforeseen or urgent, as in the case of a catastrophe. Williams contended that these projects were neither unforeseen nor urgent, but were planned projects for which spending was not approved. According to him, the challenge was made at this time as the Parliament is prorogued, taking away any scrutiny of the Government’s spending from the Opposition. Sydney siege: Three dead after commandos storm cafe
Bill Cosby speaks out against sexual assault claims Bill Cosby has spoken out for the first time against allegations of sexual abuse, saying he only expects the “black media” to remain “neutral”. In an interview with the New York Post, the comedian praised his wife Camille for her “strength” in standing by him. Cosby, who has been accused of assault by more than a dozen women, said he’d been advised not to discuss the claims. The 77-year-old actor declined to address the allegations but asked reporters to remain impartial. “I only expect the black media to uphold the standards of excellence in journalism and when you do that you have to go in with a neutral mind,” Cosby said. New York Post reporter Stacy Brown said the actor sounded “upbeat” on the

Two people died, along with an Islamist gunman, after commandos stormed a cafe in Sydney, Australia, to bring to an end a 16-hour siege. The gunman, identified as an Iranian refugee, had taken dozens of hostages. Four people were injured, including a policeman hit by shotgun pellets. Central Sydney was put in lockdown when the gunman seized the hostages early on Monday, forcing some of them to hold up a black Islamic banner at the window of the Lindt cafe. The Lindt Chocolat Cafe is located in Martin Place, a busy shopping area in Sydney’s financial district.
The gunman was named as Man Haron Monis. He received political asylum in Australia in 1996 and was on bail facing a number of charges. A 34-year-old man and a woman aged 38 were pronounced dead after being taken to hospital, as was the gunman, the New South Wales police force said in a statement. Two women suffered nonlife threatening injuries as did a policeman who had been hit in the face by pellets. Another woman suffered a gunshot wound to her shoulder. Prime Minister Tony Abbott said in a tweet: “Our thoughts and prayers are with the families of the two de-
ceased hostages, the wounded and the other hostages.” New South Wales state police commissioner Andrew Scipione said it had been an “isolated incident”. Seventeen hostages were accounted for, including those who had managed to escape earlier, he said. Local media reports suggest the commandos from the Royal Australian Regiment entered the building after the gunman started firing shots. Commissioner Scipione urged people not to “speculate” about what had happened inside the cafe and said police believed more lives could have been lost if officers had not entered the cafe at that point.

White House has not yet decided on Russia sanctions bill (Reuters) - THE Obama administration has not yet made a decision on whether the president will sign a bill authorizing new sanctions against Russia over its activities in Ukraine, a senior administration official said on Monday. “We are looking at the bill now,” the official said in an email. The official, who declined to be identified, said the administration “remains deeply concerned about the aggressive actions of Russia in Ukraine.” But the administration also feels it is important that any sanctions regime maintains a united front with U.S. allies and minimizes the impact on U.S. business, international oil markets and the global economy, the official said. Obama had said previously he opposed further sanctions on Russia unless Europe is on board. Congress passed the

CAL passengers to pay for second bag (Jamaica Gleaner) WESTERN BUREAU:As of January 15, Caribbean Airlines passengers travelling between the region and Toronto, Canada, will be required to pay US$25, plus applicable taxes, for their second checked bag. The first checked bag continues to be free, together with one carry-on bag, said the airline, while business-class customers' free checked baggage allotment will be increased to three pieces. The new bag fees, which are being introduced on a phase basis, will eventually affect passengers traveling between the Caribbean and North America, but not until April 15, the airline said in a statement last Friday. Currently, passengers traveling between North America and the Caribbean are allowed two free bags. The airline is one of the few carriers still offering this "luxury". "This new policy will be implemented in two phases. Phase one takes effect on tickets purchased on or after December 18, 2014, for travel from January 15, 2015," said the carrier. Phase two takes effect on tickets purchased on or after February 1, 2015, for travel from April 15, 2015, on all flights throughout the rest of its network. "This two-phase introduction allows our customers to adjust and plan ahead," it said. According to Caribbean Airlines, it has resisted moving to this policy, "but in light of most of its competitors charging passengers for all their checked bags, it is left with no choice but to match industry practice to remain competitive." Said the airline: "While our competitors continue to showcase low fares, they conveniently fail to mention that bag fees - some in excess of US$100 - are charged to customers. Caribbean Airlines assures its passengers that our fee of US$25 for the second bag is the lowest in the industry."

Rio protest: Brazil police demand tougher protection laws (BBC News) HUNDREDS of Brazilian police officers and their relatives have taken part in a protest in Rio de Janeiro to demand tougher legislation for crimes against the police. They are demanding changes in the penal code so that the killing of police officers be treated as heinous crimes. Eighty officers were killed in the line of duty in Rio this year alone. In most cases, they died fighting the criminal gangs that control many of the city's shantytowns, or favelas. During the week, protesters laid crosses on the sand of Copacabana beach with the names of the dead. Wearing predominantly black, some 500 people staged a march on Sunday to raise awareness to the problem. 'WAR IN RIO' Many argue that while police brutality gets the headlines
in Brazil and abroad, violence against police officer does not get the same media attention or the required legal protection. "We want people to understand that there is a war going on in Rio de Janeiro," one of the protest organisers, Cpl Flavia Louzada, told Extra newspaper. She said that the families of police officers killed in the line of duty got little financial support from the corporation. "It takes at least four months, often more, for the families to begin receiving any benefit." he protesters also called for extra security measures in the units set up in some of Rio's main favelas ahead of the Olympics the city will host in 2016. Questionable cash puts public servants on trial A MOTOR vehicle examiner and a customs officer, who the Corruption Prevention Commission (CPC) says failed to satisfactorily explain how they came by millions of dollars in assets traced to them, are to go on trial next year on corruption charges. Billagingi Trail, an employee of the Island Traffic Authority, is facing three counts of illicit enrichment dating back to 2006, 2008 and 2010, while Daniel Coburn, who is employed to the Jamaica Customs Agency, is facing one count each of illicit enrichment and knowingly filing a false statutory declaration in 2007 and 2009, respectively. Section 14 subsection five of the Corruption Prevention Act indicates that a public servant can be prosecuted for the offence of illicit enrichment if he or she owns assets that are disproportionate to his or her lawful earnings and fails to provide an explanation, or provides one that is deemed unsatisfactory. Trail and Coburn have both pleaded not guilty and are scheduled to go on trial next February and March, respectively.
According to the allegations laid out in court documents, Trail owned assets valued at approximately $3.2 million with a disposable income of $252,000 as at December 31, 2006 and failed to provide the CPC with a "satisfactory explanation" as to how he came by $800,000 split equally to purchase two motor cars, a 1994 BMW and a 1996 Honda. In 2008, according to the documents, he owned assets valued at approximately $8.6 million as at December 31 that year, and had failed to satisfactorily explain to the anti-corruption agency how he or his spouse acquired $5.5 million used to acquire a property in the Jerusalem Housing Scheme in St Elizabeth. The CPC alleged that by December 31, 2010, Trail's assets were valued at approximately $14.7 million, with disposable income of $1.45 million, and had failed to provide a satisfactory explanation as to how he came by $4.1 million that was used to purchase a property in Cooper's Hill, St Andrew. Coburn, according to court documents, had assets valued
at approximately $9.7 million, with disposable income of $2.4 million as at December 31, 2007, and failed to satisfactorily explain "increase in his bank and investment accounts by more
than $4.7 million". He is also accused of failing to include a 2006 Suzuki Swift motor car he purchased and sold in 2007 in his statutory declaration for that year.

‘Rough justice’ in the gold fields THERE was a time when journeying into the interior, traditionally called the “bush”, was an employment opportunity for earning large sums of money - big bucks! Undertaken specifically by those of working class origin, it was both an adventure of a lifetime, for the many unknown challenges that awaited especially the first timers; and an opportunity for their dreams of riches to come true. Thus, it is household, the stories about the many fortunes that were made and lost in Guyana’s goldfields, since human nature dictated the vision and purposes of those who ventured into the vast hinterland to seek their fortune. But all will agree that
those early decades of “digging for gold” in the ‘Backdam’, as the gold mining areas are popularly called, were free of the lawless and violent criminal behaviour, brutal murder, and the trenchant greed that is now an accepted hallmark of modern gold mining within recent years in Guyana. It is true that over the last ten years, the local mining industry has undergone profound changes, with the catalyst being the rise in the price of gold. This would have occasioned an unprecedented flood of particularly coastlanders, mainly newcomers. There would have already been the seasoned and established miners, for whom the interior was their second home, because of their long years of prospecting. But
within the influx of newcomers, came the added vicious, criminal category, whose brutal predatory acts have been responsible for the numerous murders and robberies that have become synonymous with gold mining. It is undisputed that Guyana’s gold mining areas have now become places of death, where hardened criminals and even those not similarly disposed, cunningly plot, and decidedly attack, rob and kill those who are in possession of the yellow metal, whether at their places of business as in the recent case of the murdered businessman Linden Mc Almont at Mango Landing, Region Seven, or in mining camps, as in the case of the Higgins father and son duo, who
both died in a cutlass and gun attack, in Konawaruk, in 2011. The pattern of attacks are sustained, with camps also being attacked, robbed and persons murdered of both money and gold; even along the trails, with the murderers often ambushing and murdering their unsuspecting victims. A disturbing feature has been the presence of young school drop outs, unprecedented in the early decades, without any knowledge/ experience of gold mining; but, whose idea of quick riches, would have led them to become allies with seasoned criminals. Their only mission has been to murder and take away gold and cash from those who would have honestly braved all the challenges and dangers.
From the many reports surrounding these killings, these killers would have carried out their murderous assaults in collusion with employees/acquaintances of some of these camps, and even by employees themselves. Even foreign miners, seeking their fortunes have met their bloody end at the hands of these robbers/murderers. But there are other aspects of this deadly mayhem that have become the daily culture of the gold mining areas, these past years, such as persons taking on the role of judge, jury, and executioner, such as in the savage death of Michael Morris, who, in an altercation, was alleged to
have been tied to a tree and beaten to death in 2013; and Azad Potter, a mere teen of 17 years, also beaten to death for allegedly stealing gold, a few months ago. These are just two instances, of murders where ‘rough justice’ was meted out, without recourse to the law. However, such types of killings add to the daily, growing list of the numerous murders committed in Guyana’s gold mining areas, many of which are still unsolved. Such grisly incidents have now become a daily reporting feature in the media. Those long departed prospectors are definitely turning in their graves!
In the real world of politics, justice becomes a chimera of moral values A MEDICAL specialist has assured me that pain is a sure symptom of an injury to someone’s body. Psychologists, in like manner, determine that behavioural patterns are dictated by some emotional trauma suffered earlier by the subject under evaluation. Human rights victims have invariably been members of a minority and/or unconnected with the mainstream elite, belonging, as it were, to the shadows of society populated mainly by the vulnerable and dependent class. Democracy is no guarantee of fair play and equality of treatment and, in the real world of politics, justice becomes a chimera of moral values. The USA has from its Declaration of Independence in 1776 trumpeted its dem-
ocratic values and its sense of justice. Yet by way of example, it was President Abraham Lincoln, before his assassination, who had invited Andrew Johnson to replace his then Vice-President in his 1864 campaign, who in 1866 upon his accession to the Presidency wrote, “This is a country for white men, and by God, as long as I am President it shall be a government for white men.” It is in this context that observers ought to locate the recent deaths, if not killings, of the three African Americans in Ferguson, Missouri, and in New York City by white Police Offices in circumstances where the Justice System has been used to validate conduct which on the surface, ought to have been subjected to a public pros-
ecution, and not confined to the private recesses of a Grand Jury room. These unacceptable norms of inhuman conduct that characterize the relationship between white police officers and African Americans must cease. The irony is that both President Obama and Attorney-General Eric Holder are African Americans! This is the kind of Gestapo justice which we were led to believe the Free World condemned at the end of Second World War by way of the Nuremberg Trials. It may be fair to state that this manoeuvre is antithetical to the principles of the kind of democracy to which the USA holds developing states, through its satellite NGOs, Transparency International, Human Rights groups, et al.
No other country in this world would be permitted to establish a regime of simulated drowning or “waterboarding” and sexual abuse, including “rectal feeding” or “rectal hydration” such as that which was perpetrated against the Guantanamo Islamic detainees, on suspicion of being Al Qaeda operatives; more so in secret facilities in Poland, Afghanistan and Romania. Senator Feinstein’s belated public affront makes a mockery of Justice but facilitates the opportunity for CIA Director, John Brennan’s obtuse defence of the EITs (enhanced interrogation techniques) which constitutes an egregious disregard for the basic principles of a human’s entitlement, if not expectation. Given the Campaign promise of President Obama
in 2008 that the Guantanamo Bay Facility would be closed, and the revelations of 2014 in the Senate Report on the excesses of the CIA against its detainees, perhaps the next presidential aspirant would advocate for legislation to dissolve this institutional abomination which appears to have been the brainchild of another “democrat”, Harry Truman, who signed the National Security Act into law on the 26th July 1947, and with it, the Central Intelligence Group morphed into the Central Intelligence Agency, directly answerable to the President through the National Security Council. Its forays into the internal affairs of other countries are legendary and contrary to the international law, rule that the sovereignty of every State must
be respected. Its legislative history through Congress had never contemplated international coercion by way of “clandestine operation, paramilitary operation, secret operation and special operations,” since these terms appear nowhere in the legislation. It should not be forgotten that our own Guyana became one of its victims during the Cold War and resulted in regime change in 1964. THE ‘FOURTH ESTATE’ – In a sordid state of distress I REFER to Stabroek News in particular and those of the media fraternity in general who may be inclined to daily worship at the altar of political expediency and sensationalism. It is a foregone conclusion ‘truth’ will suffer. ‘Truth’ is sacrificed on the altar of ‘political intent’ as a means of influencing minds and achieving outcomes consistent with a concocted ‘reality’. To do so, the so called ‘fourth estate’ erects windmills of quixotic proportions which they then proceed to attack with their pens of deception and rusty armour of hypocrisy. The quixotic flight of fantasy gives flight to something else, something much more enduring than power - Truth! Trust! Honesty and Integrity! It is in this context that I wish to address the allegations of an incident in Ishalton made by John Adams, allegedly an APNU activist, as publicised by Stabroek News. On the day in question, the Office of the Head Presidential Guard received a number of phone calls, some repeatedly, from various news agencies. An individual who stated she was from Prime News called on three occasions. She wanted to know about the allegation and Mr. Granger’s call for an investigation, the name of the Head Presidential Guard and how many security personnel comprised the President’s Security detail? Two reporters from Stabroek News approached the Security at Bidford House and enquired about the whereabouts of Mr. Singh. Having being told I was not in, they ventured to Office of the President where they told the Security, they were sent over by the Security as Bidford House who told them Mr. Singh is at Office of the President! From the
very out start, Stabroek News reporters began with subterfuge and deceit! Lies were to follow. Stabroek News claimed it spoke to a Guard on Thursday after the newspaper was unable to make contact with me. The Guard, according to Stabroek News, is reported to have said Mr Adams was not slapped, but rather, ‘school boy tapped behind the head….’ Stabroek News was setting the stage to give some credence to its concoction by inferring, if not slapped, Adams was in one way or another assaulted by Presidential Guards! But here is the catch! Our Standard Operational Procedure dictates whenever ranks are out in the ‘fields’ the Team Leader communicates only with their Officer-in-Charge and or the Head Presidential Guard. NO one else! Therefore, no other individual in the Presidential Guard would have been privy to ANY information coming out of Ishalton! Undeterred by its loss of decency, Stabroek News crudely plowed along. It took a nasty swipe at the ‘kind of security’ offered the President because I allegedly told them, and I quote “the ranks had not returned from Region Nine”, and then they went on to state, “ and he subsequently had not been able to speak to them.” What could be clearer than this? I am stating honestly and factually that the men had not returned, therefore they could not have been paraded before me. They were not present before me so that I could have systematically dealt with the issue! Now I ask you the general, intelligent, reading public, how does this translate to the “Presidential Guard Service has no means of communicating with its men in the field,” as stated by Stabroek News? The fact is that the ranks never reported any such incident as alleged by teacher
Adams whose story was taken up by Stabroek News and leader of the PNC/APNU Mr. Granger who called for an investigation. They were not aware of any such furor over in Georgetown! And I suspect, it is simply because it never happened! Or, if teacher Adams was indeed assaulted, it was by someone in the crowd who took umbrage to his ‘disrespect’ for the President. Apparently he was too inebriated or full of himself as an APNU representative, to understand that unlike him, the two hundred odd citizens in attendance at the meeting were genuinely interested in what His Excellency, the President had to say. When interviewed, the Officer and ranks denied having any knowledge of the allegations made by teacher Adams. They did admit however, there was one individual who appeared to be under the influence of alcohol, had a beer bottle in his hand and was shouting questions at the President. Noticing the individual’s demeanor and the fact that he was armed with a potential missile, two ranks positioned themselves closer to him. Even though our responsibility is to neutralize or eliminate any threat to the life of the President in ANY GEOGRAPHICAL LOCATION by all and any means necessary, regardless of which ruling party he or she may come from, there was NO verbal or physical contact with the individual. And this is simply because at the time, even though he appeared to be under the influence of alcohol, he was more of a nuisance, than a threat. Therefore, there was no need for verbal or physical intervention which does not translate to not being prepared to neutralize or intervene. The two ranks in question are over six feet tall. They collectively weigh over four hundred pounds. They are Martial Arts specialists trained in unarmed combat
– combat karate, mixed martial arts - crowd psychology and self-awareness. In fact they are trainers! Together they have over twenty eight years of experience in the Presidential Guard. Between them, they have over ten subjects at the CXC. I leave it to you, the general readers to draw your own conclusion. Had anyone of them indeed slapped teacher Adams, where he would have been today? Lastly, at the conclusion of any Presidential engagement, our security protocol is not to distance ourselves from the President, but in fact converge around. Even if a Presidential Guard was tempted to follow and slap teacher Adams silly, he would have been violating that protocol, teacher Adam’s rights as a citizen of this country and endangering the life of the President. All of this translates to working against the intentions of the President’s visit in Region Nine. It cannot and it will not happen under my watch. Attempting to paint the Presidential Guard with a political tar brush therefore will not pass muster. Each year around this time when police promotion comes around I am reminded of the price I paid for my independence of thoughts, principles and forthrightness. But because of my ability to differentiate between the role I am playing as Head of the Presidential Guard Service and who I really am, I have stayed the course professionally. Neither my role nor who I am would allow me to be a Crocodile in Arapaima’s skin. The Presidential Guard Service will always have the highest respect for the rights of ALL citizens of Guyana. Their silence on Ram speaks volumes I READ with utter amazement the letter written by Mr. Abudul Jamal Khan, captioned ‘Ramifications of Ram’ and published in the Chronicle Newspaper on the 12th of December 2014. Mr. Khan’s letter detailed an affidavit sworn by the wife of Christopher Ram, in which she explained graphically, the physical, psychological and emotional violence that she and more importantly, her children endured at the hands of Mr. Ram. It is appalling that Mr. Ram, a chartered accountant/attorney-at-law/political activist who is featured prominently in the media and who lectures to the nation on issues of morality as well as Law and Order would beat his wife and children so mercilessly, even going to such extremes as threatening to kill them as the Affidavit vividly states.
What is more perplexing, is the deafening silence of all those human and women’s rights bodies that usually speak rather furiously and forthrightly on these matters. I have not heard or seen any comments from Red Thread, t h e G u y a n a Wo m e n ’s Lawyers Association, the Guyana Bar Association (of which Mr. Ram is the secretary), the Women and Gender Equality Association, vocal defender of women’s rights and domestic violence Ms. Priya Manickchand, the Guyana Human Rights Association, etc. Have they not seen the letter to which I make reference? Prime Minister Hinds may have a point YOUR article on Prime Minister Samuel Hinds (Chronicle, 12/15/2014) suggesting that if GPL consumers did not like its service, they can produce their own, at first glance, looks like a just disingenuous, disrespectful and arrogant comment to GPL consumers, on what is a major problem in Guyana – affordable electricity. But as an environmentalist, I reasoned that Prime Minister Hinds may very well have a valid point. China has produced very cheap single-family organic digesters, using waste from humans, animals and plants, to produce ethane (cooking/ lighting gas), in rural areas where electricity in unavailable. Solar panels are now being produced at a much cheaper cost. City blocks
could form associations where all homes could have solar panels, possibly financed by banks with the Government subsidizing the loans. All electricity generated goes to a central grid and distributed according to the amount of electricity by each building. This process could be supplemented by environmentally sound electrical generators. There are more economical systems out there which needs to be investigated. Guyana has a diamond field of organic matter, from weeds in the drains and gutters to human waste, which can be utilised economically. Thank you. ALBERT R. Former policeman Warren Blue, accomplice killed by police after robbery By Leroy Smith FORMER Police officer Warren Blue was killed late yesterday afternoon after he and another man, who up to press time was still unidentified, were attempting to flee the scene of an armed robbery.

They demanded money. The woman then handed over the money which was in the cashier’s cage and when the men demanded more money and the keys to the safe, the woman refused and she again received a trashing from the taller of the two men who was identified as Warren Blue. Blue then reportedly began beating the woman in her head this time and the other bandit then grabbed Anupya Baburan and began beating her as he threatened to shoot her to the head. Her mother then decided to open the safe. But when she did so there was no money there and this further enraged the robbers. They then decided to leave and the younger accomplice cautioned Blue

However as Blue was exiting the building he fired shots to scare off persons who had gathered outside the building; and the police, who were patrolling the area, responded and there was an exchange of gunfire. Later the police confronted him and he fired at them . They returned fire
and he was shot dead. Last evening the police, in a press release, said that the bandits robbed the duo of $140.000 but the attempts to flee the scene was thwarted by the response of the public spirited citizens and the police. There were also reports that MMC security personnel also responded to the report of robbery. The police said that they were able to recover two unlicensed .32 Taurus pistols with five live rounds and a number of spent shells.

Ministers' children are vulnerable and she is being a responsible parent in protecting her child from potential harm - psychological, physical or otherwise. She invested in and achieved a status in life whereby she can afford some privileges for her children. Others should also aspire to this if they so wish. Why begrudge her? While some persons choose to party and have a good time others choose to burn the midnight oil and strive for excellence – not merely for themselves, but for their offspring. How fair is it that those who embroil themselves with disporting and profligacy should covet the acquisitions and personal enhancement of those who have made sacrifices to reach goals that would create synergies for advancement of themselves and loved ones?

Nandlall questioned, “If it was not wrong and unlawful in 2012 and 2013, more so, supported by the combined Opposition for those years, how can that very act suddenly be unlawful and unconstitutional in 2014?” According to the Attorney-General, the Minister of Finance restored monies that were cut from the Budget for the years 2012 and 2013, via Statements of Excesses, which were laid in the National Assembly and supported by the combined Opposition. He said, “I maintain most resolutely that all monies spent by the Government of Guyana for the year 2014 were done in accordance with the provisions of the Constitution of Guyana, with guidance from two rulings of the Chief Justice (ag), Mr. Ian Chang, which were rendered in the budget cut case filed in 2012 – the preliminary ruling of June 2013 and the final ruling of
January 2014. In January this year, Chang ruled that the National Assembly has no right to cut the National Budget. The Chief Justice handed down his decision in the High Court on January 29. In the Preliminary Ruling given in June 2012, the CJ had ruled that the National Assembly had a role to either approve or disapprove of the National Estimate, not to cut them. An appeal of Chang’s controversial 2012 Budget cut ruling has since been filed in the name of the Speaker of the House Raphael Trotman. The Notice of Appeal of Chang’s decision was filed in February by lawyer and Leader of the Alliance for Change (AFC) Khemraj Ramjattan, on behalf of the Speaker of the National Assembly. The ruling followed a move by the Government of Guyana, which had taken the Opposition to court following the slashing of the 2012 National Budget by $20.8B, claiming it was unconstitutional. “I reject any notion that there was any illegal spending. In fact the very action of the Finance Minister, which is now being challenged in these proceedings, received
the support of Mr. Granger in 2012 and 2013,” Nandlall stressed. He added that Article 218 (3) clearly allows for monies to be expended and for a Statement of Excess to be laid, as is outlined in the language in which the Article is crafted. “One will observe that there is no restriction in terms of the purpose to which the monies can be used,” the Attorney General said, adding that Government is entitled to spend in the manner provided for in the Constitution, until an Appropriation Act is passed for that year and this happens every year. To date, in the 10th Parliament, four Statements of Excess have been tabled, 58 per cent of which has been approved by the combined Opposition. The fourth statement of Excess, Financial Paper 1/2014, was tabled in the National Assembly on June 19 and will be considered by the House at the next sitting. It reflects spending from January 1, 2014 to June 16, 2014 to the tune of $4.6B – the reason for Granger’s legal challenge. The mater was adjourned to December 29, 2014.

Bourda Market vendors, stall owners protest at City Hall BOURDA Market vendors and stall owners yesterday mounted a protest at City Hall, following the strike action by staffers of the Mayor and City Council (M&CC). The strike action came about after the M&CC failed to approve the recommended 5% increase in mileage, salaries and allowances for categories of workers who are represented by the Guyana Local Government Officers Union (GLGOU) for the year 2013, according to Town Clerk Carol Sooba in an interview. Speaking with the Guyana Chronicle, Sooba noted that this disapproval has affected employees who are from the GLGOU and include clerical, professional and technical workers. 5% INCREASE Sooba stated that the 5% increase has been retroactive to January 2013, where discussions and meetings among the committees which include members of the City Council were held to continuously keep up-to- date with the recommendations by the union. “The councillors are also asking to have benefits which
they are not entitled to because they are not salaried employees, they have thus far asked for an increase in travelling expenses and duty.” She further stated that on December 8, 2014 all meetings to discuss the matter were suspended for some “frivolous” reason. Additionally, she noted that the union sent out an ultimatum which ended last Friday, contributing to the protest which was mounted yesterday. She noted that this strike has affected the abattoirs, markets and other council locations. Meanwhile, Sooba stated that the protestors threatened to continue protesting until the matter is resolved. MAYOR’S VIEWS Speaking at a press conference yesterday at City Hall following the protest, Mayor Hamilton Green stated that this is a situation which the Mayor and City Council has complained about a lot. Mayor Green noted that he is in “sympathy with the stall-
holders for the inconvenience” caused because of the Town Clerk refusing to convene a meeting with the Mayor and City Council to discuss the issue. He noted that there has been no assurance that the staffers would receive a 5% increase which was agreed to by the Finance Council of the M&CC. The Mayor is blaming these occurrences on what is called a “Demonically Deranged Force”, which has contributed to the Administrative Department of the M&CC being completely disengaged. Mayor Green noted that the Council is willing to convene a meeting to clear up the matter and end the matter whenever called upon. He noted that the funds are already in place to approve of the increase once the declarations are made. He noted that all operations for the staffers and vendors are forced to remain on hold until the matter is resolved. Meanwhile, the local vendors and staffers of the M&CC remain disturbed, because quite a few of the protestors noted that it’s the Christmas Season and this can immensely affect their progress throughout the remainder of the month.
Hope Canal to be completed by month-end THE gates of the eight-door sluice, one of four components on the East Demerara Water Conservancy (EDWC) Northern Relief Channel, Hope Canal, will be installed this week, according to Agriculture Minister, Dr. Leslie Ramsammy. He made the disclosure during a press briefing yesterday, when he also assured that the Hope Canal project will be completed by the end of the month. “Right now we are building the control room for the outer sluice, given that the eight doors will not be manually opened, but automatically controlled,” he said, adding that there are some other minor works on the eight-gate sluice at the canal’s Atlantic end, the outer sluice, to be done. The project’s other three components include the more than 10-kilometre channel; the head regulator; and the EDWC Northern Relief Channel Public Road Bridge. The latter was completed and commissioned in February. Dr. Ramsammy told the media that the head regulator is almost completed, with only one aspect of work to be done – the installing of the control wench. On the issue of the channel, he explained that sections of the channel were left untouched, to allow for residents in the nearby areas to be able to use these sections to access residential areas. According to him, bridges will have to be built once the channel is completely dug, and aside from these, over several years, the dams will have to be subject to landscaping works, to allow for the sections to ‘settle’. Additionally, the actual testing of the functionality of the channel will have to await the availability of an adequate
– Dr. Ramsammy volume of water to fill the channel. The contractor for the project is Courtney Benn Contracting Services. Construction on the project began in February 2011, with an estimated 18 months for completion, and the deadline for the project was initially set for June 2013, but was subse-
quently extended to the end of August, and then once again extended to December 31, 2013, then to June 30, 2014. The EDWC Northern Relief Channel, the Hope Canal, which missed its June 30 deadline for completion, was given a new deadline in the latter part of July, when its completion was raised at the Parliamentary Sectoral Committee on Natural Resources and the Environment. The Agriculture Minister, when
he appeared before the Committee, disclosed that the project will be completed in seven weeks, by September. However, this deadline has also passed due to unforeseen challenges. The Minister, in a prior comment, stated that given the continued delays with the project, the issue of liquidated damages is not off the table. “The accommodation of the contractor does not mean that the contractor will escape liquidated damages,” he said. However, Dr. Ramsammy made it clear that the liquidated damage will not be “inflicted” on the contractor as of now, since that would mean a further delay, as late as 2015, for the completion of the project. The Agriculture Minister stressed too the quality of work produced by the contractor has been quality work. He added, “Some of the difficulties that the contractor has encountered can be resolved by the ministry, and so all we are doing is working in partnership with the contractor so that those difficulties are removed.” Indications were that the US $15M Hope Canal project, which is expected to be the answer to the flooding experienced in the Mahaica/Mahaicony/Abary(MMA) areas during rainy periods, would be operational as the rainy season sets in. Residents in the MMA area over the years have lost crops and cattle in floods, during the rainy period. As seen in the past, when the Maduni sluice has to be opened to drain the East Demerara Water Conservancy, residents in the MMA area have to battle a rise in the Mahaica Creek – making the completion of the Hope Canal something that is much needed.(Vanessa Narine)

Minister of Natural Resources and the Environment, Robert Persaud made this comment during his address on the opening day of the United Nations Climate Change Conference, in Lima, Peru recently. “We meet this year within the context of efforts to ensure a sufficiently ambitious and binding global agreement in Paris next year. We also gather amidst increasingly compelling scientific evidence that climate change is the most urgent global threat we face,” stated Minister Persaud. The Natural Resources and the Environment Minister pointed out that for small islands and low-lying coastal states, such aspects as the recent confirmation that average global temperatures and sea levels are rising faster than predicted, spell disaster if left unchecked. In Guyana, with 90 percent of the popu-

The COP 20 was the 20th annual meeting of countries which are parties to the United Nations Framework Convention on Climate Change (UNFCCC) which is dedicated to fighting global warming by reducing greenhouse gas concentrations in the atmosphere to a level that would prevent dangerous interference with the climate system. Guyana was represented by a delegation headed by Minister Persaud. During a presentation to the conference, Minister Persaud observed that the 20th COP was taking place amidst increasingly compelling scientific evidence that climate change was the most urgent global threat facing humanity. He related that for small islands and low lying coastal states, the recent confirmation that average global temperatures and sea levels are rising faster than predicted spell disaster if left unchecked.
He stressed that the risk is particularly acute in Guyana where ninety per cent of the population live on a coastal strip that lies at or below sea level. “For my country, with most of our population and infrastructure below sea level, our very survival is threatened by these increasingly negative impacts. It is imperative that adaptation be inscribed as an important element, and that the requisite resources be provided to help vulnerable countries safeguard themselves as they seek to grow sustainably and develop a green economy”. He informed the representatives of the 200 odd countries which attended COP 20 that even before COP 15 held in Copenhagen Denmark in 2009 , Guyana had already adopted a Low Carbon Development Strategy (LCDS) which aims to conserve and sustainably manage its forests so as to reduce global carbon emissions, and at the same time, attract resources to foster growth and development along a low carbon emissions path. “The agreement between Guyana and Norway launched one of the first national-scale Reducing Emissions from Deforestation and Forest Degradation( REDD+)initiatives in the world.” He stressed that REDD+ efforts to create a financial value for the carbon stored in forests was necessary if the world is to achieve the target of containing global warming to no more than two degrees above pre-industrial levels. He called on COP 20 to ensure that the Warsaw Framework for REDD+. which addressed results-based payments
contributions must be science-driven and assessed in a multilateral rules-based system. They must also ensure that the aggregate level of mitigation ambition should be 1.5 or well below 2 degrees Celsius and sufficient to ensure the livelihoods of the most vulnerable. As such, he stated that Guyana is committed to contributing to global mitigation efforts. “I am pleased to announce, in this regard, that the Government of Guyana has decided to ratify the Doha Amendment of the Kyoto Protocol, and will shortly deposit its instrument of acceptance.” Guyana has demonstrated a high level of political commitment to fulfilling its role in the global climate change solution. Even before the Copenhagen COP, Guyana adopted a Low Carbon Development Strategy which aims to conserve and sustainably manage our forests in an effort to reduce global carbon emissions and at the same time attract resources to foster
growth and development along a low-carbon emissions path. The agreement between Guyana and Norway launched one of the first national-scale REDD+ initiatives in the world. If forest countries are to reconcile the world’s need for forests to be kept intact with their own need to develop, then the challenge is to make national development and sustainable use of forests complementary, not competing objectives. For this to happen, the right economic incentives need to be in place and to ensure there are economically viable alternatives. Meanwhile, Minister Persaud called on all partners to bring the elements together and to inspire and scale up actions that can lead to a low-carbon future. “Let us together pursue bold action and outcomes which will provide substantive elements and a clear timeline necessary to make a truly meaningful and ambitious global agreement a reality in Paris in December 2015,” he urged.

Climate finance, he said , should be defined as the requisite means of implementing required actions and must be new and additional and adequate, and most importantly, there must be simplified and prioritised access for countries with capacity constraints and high vulnerability. He urged that the Green Climate Fund, (GCF) which was established at the Copenhagen climate summit in 2009 to channel money to help developing countries in implementation, must be a central pillar of the financial architecture. He said, “Under the UNFCCC we have a package of REDD +, plus decisions from Warsaw. Under the Green Climate Fund we have the recently approved Logic Model for REDD + results based payments. “ “We must work to bridge the two without delay in order to promote coherence and synergies in efforts to conserve and sustainably manage forests to mitigate climate change.” The COP 20 has been said to be an important prelude to COP 21 to be held in Paris in 2015, when representatives of parties to the UNFCCC are expected to arrive at a new legally binding deal to drastically reduce emissions of carbon dioxide and other greenhouse gases which cause global warming and resultant climate change. The COP is the supreme decision body of the UNFCCC comprising representatives of the countries which signed the convention. The COP meets once a year with these meetings forming the focal point of international climate change negotiations.

Woman at large as ‘Chicken’ discharged after acid attack FITZROY Feed, 45 years, also known as ‘Chicken’ of lot 75 Republic Avenue, MacKenzie, Linden was discharged from the Linden Hospital Complex yesterday after being admitted a patient for several hours in the burns care section. Feed was on Sunday allegedly doused with a corrosive substance by his reputed wife, 30-year-old Dawn Fortune, of the same address. The Guyana Chronicle was informed that following his discharge yesterday police visited the man’s home and took a statement from him in relation to what transpired there on Sunday between himself and the woman. Police sources had indicated that the man although hospitalised following the acid attack, was alert and out of danger as doctors stated that he had not received life-threatening burns about the body. Meanwhile, up to late yesterday the suspect, Dawn Fortune, was still on the run even as police continue their hunt for her. However, yesterday the police received reports that the woman was out of the country. According to information reaching the Chronicle, ranks of the Criminal Investigation Department in Georgetown were told that the woman purchased her air ticket to the United States and then went home and doused the man with the corrosive substance. However, checks by the police revealed that there are no reports to suggest that the woman left the country through any of the legal ports of exit. However, the police would contact Interpol to seek assistance with her arrest if she indeed skips the country. Initial investigations had suggested that the couple were having domestic issues and while one party opted to end the relationship, the other would not buy into such a move and they both remained together in the same house. The argument between the two reportedly started over allegations of infidelity levelled against the man by his reputed wife. (Leroy Smith)

Burglars loot house at Henrietta of cash, ATM, ID cards
BURGLARS last Wednesday night broke into a house at Henrietta on the Essequibo Coast and stole a shoulder bag containing $2,000, ATM and National ID cards. House-owner Radika Indarpaul said that the thieves removed a glass pane from a louver window at the front of the one-flat concrete building and unlocked a bolt on the door to gain entry. She and her mother as well as two young daughters were asleep when the thieves entered the house. According to Indarpaul, who is a clerk in the accounts
department of the Regional Administration Office at Anna Regina, she discovered the front door of the house opened and the shoulder bag missing when she woke up just before 06:00hrs last Thursday. She said the house was not ransacked and suggested that the motive of the burglars was probably to find money in the shoulder bag. She said the matter was reported to the Anna Regina Police Station and CID officers promptly visited the house to investigate. Meanwhile, several other residents in Henriet-
ta and Richmond villages have reported that thieves are constantly attacking the villages. One resident said several homes were broken into during the past weeks. The resident said at night many boys are ganging up in groups at the roadside for extended periods. He observed that it’s becoming dangerous to walk along the streets at night. Residents are now calling on the police to do more patrols in the Henrietta and Richmond Housing Schemes and to stop the youths from gathering at street corners at night.

Father charged for allegedly assaulting daughter A FORTY-six- year -old father was on Thursday granted $20,000 bail after he appeared before city Magistrate Annette Singh charged with assaulting his daughter Angelina John so as to cause her actual bodily harm. Raymond John denied the allegation that on December 9 at 263 Independence Boulevard, La Penitence, Georgetown, he unlawfully assaulted Angelina John so as to cause her actual bodily harm. Police Prosecutor Dinero Jones told the court that the unemployed defendant is the father of the virtual complainant and did not object to bail. In addition to granting John bail,the magistrate bonded him to be on good behaviour until completion of the trial. John’s ex-spouse was also slapped with a charge of assault allegedly committed on him. She pleaded not guilty to the charge which alleges that on the same day at their home, she unlawfully assaulted John so as to cause him actual bodily harm. The 45- year-old housewife told the court that her husband had assaulted her daughter and she intervened; she explained that she had reported that matter to the Ruimveldt Police Station. In the absence of opposition from the prosecutor, the mother was granted $10,000 bail and was bonded to be on good behavior. The matter was transferred to Magistrate Geeta Chandan-Edmonds for December 15.
Lindener fined for assaulting, attempting to rob octogenarian A MAN accused of assaulting a pensioner as he attempted to rob him was yesterday made to pay a fine of $50,000 by Magistrate Annette Singh. Dwayne Gilkes of 170 Half Mile Wismar, who is self-employed admitted to the charge that said on December 8 at 99 Republic Garden McKenzie, Linden,he assaulted Norman Chapman with intent to rob him. Police Prosecutor Dinero Jones told that court that on the day in question around 12:30 hrs, the virtual complainant who is 89 years old and who resides at the said address was at home in the upper flat of his two -storeyed house. The elderly man reportedly heard noise coming from downstairs and on checking, encountered the defendant. When asked what he was doing, Gilks reportedly demanded that the pensioner give him all his money. Gilkes became annoyed and started to kick and hit Chapman when he told him he did not have any money. The defendant then tried to strangle Chapman, but the man managed to fight him off, ran to the door to seek rescue and public- spirited citizens came to his assistance. The matter was reported to the police and the defendant was arrested and charged. The 51- year- old Gilkes told the court that he is “sickly,� and admitted and accepted that he was wrong to have committed the offence. Magistrate Singh ordered the man to pay the fine,failing which he will have to serve nine months in prison.

Bandits grab millions in paint from Vreed-en-Hoop businessman’s shop BUSINESSMAN Looknarine Basdeo received a blow to his business of selling paint when bandits broke into his shop at Vreed-en-Hoop, West Coast Demerara sometime between Sunday night and early yesterday morning. The Guyana Chronicle was told that the losses which included oil and water paint could reach the $3M
mark, taking into account some 500 gallons in addition to other items taken from the shop. Basdeo said that he was out of the country but the business was still in operation. He said that on Sunday the store was open until 14:00 hrs, but when a worker entered the store yesterday for business he realised that the stock of paint at the front
of the store was missing. A further check revealed that the store had been broken into from the south eastern side. The frustrated man said that his store has been the target of break-ins over the last eight years and sometimes it occurs twice a year. However, most of the robberies occur during Christmas season and this
forces him to visit the bank to take out a new loan in addition to cutting back on staff. He pointed to the imminent situation of cutting back on staff this coming January after the Christmas given the recent break-in. Basdeo said that he invested heavily in the security of his business with the installation of surveillance cameras but the cameras became damaged with the steady and unannounced upgrades and other work of the power company,
which is located aback the area where a number of stalls are located. He showed this newspaper some cameras which he bought overseas but again he is worried about the damage to his property by the power company. Meanwhile, speaking with this newspaper, yesterday, a police source indicated that the persons who committed the robbery might have used the waterway as their means of arriving at the location and making off with
their booty. Since the matter was reported at the Vreed- en-Hoop Police Station, the police have arrested three persons for questioning. There are also reports that several minibus operators who are usually in that area early in the morning were robbed of items they had on their person. Guyana’s Rafieya Husain dazzled at every segment of the competition and when she was announced at No.4 among the top 10 finalists, all Guyana felt the excitement of her achievement. Though she was not earmarked in the top five that eventually battled for the prestigious title, Guyana’s beauty ambassador has certainly signaled to the entire universe that Guyana is ready again for international pageantry. Husain competed excellently throughout the

The prize was for the “Dhoom 2” star’s charitable work with children with cleft palates since being made famous by the Miss World title. TOP COP lights up Young Street
POLICE Commissioner Seelall Persaud on Sunday night turned on the switch to several colourful lights along Young Street, to the south of Police Force Headquarters. Speaking with the Chronicle on Sunday, with music by the Guyana Police Force Band in the background, Commissioner Persaud said that the lighting up of the poles and trees along Young Street was just part of the Christmas Season and can be regarded as another of the social projects by the Guyana Police Force. He said that the Force will be adding more lights to the already illuminated streets and poles. The Guyana Chronicle was told that before the end of the week the Guyana Police Force will also be lighting up the administrative and other buildings in Eve Leary as part of the project. “There are more lights to come and by the end of the week you will see the real thing,� Commissioner Persaud told this media house. On Sunday Seelall was joined by his senior officers and some divisional commanders as they sang along and listened to the Christmas carols which echoed along Young Street and surrounding areas. New guidance and counselling service tackling drug prevention education, other social issues SOCIAL Life Issues (SLI), a local consultancy, guidance and counselling service, has been hailed as a brilliant example of a non-governmental organisation (NGO) that has the potential to offer strong support for the implementation of at least two action areas on the World Health Organization’s (WHO) Framework Convention on Tobacco Control (FCTC), those being ‘sale of tobacco products to minors’ and ‘education and communication’. This is the view expressed by institutions that have bought into and enlisted into the programme. The organisation, launched on May 25, 2013, targets youths of school-age and has a focus on drug prevention education, while also addressing other social issues such as tobacco smoking, illegal drugs, alcohol, gambling, suicide, domestic violence and teenage pregnancy. Its vision is to provide assistance to society through information and education on
the named social dilemmas that have a great propensity towards destruction of the individual and family.

SLI hosts a fortnightly television programme, titled, ‘Nipping it in the Bud’. As the name of the programme implies, the organisation is taking a proactive approach to substance abuse and holds the notion that ‘prevention is better than cure’. For several years, Greaves has also been a counsellor with the Salvation Army’s Drug Rehabilitation Programme, until 2013, but remains a Corps Sergeant Major with responsibility for the East La Penitence Worship Corps in Georgetown. The Salvation Army conducts the sole drug rehabilitation programme in Guyana, which has won the respect and support of the Government of Guyana and over the last eight years, attracting a yearly
grant which now stands at $10M to assist the recovery programme. And more recently Government made a donation of $16M for the refurbishing of the building that houses the programme. That building, just completed, is due to be unveiled and declared open before the end of December. Commenting on the morale of the SLI Guidance and Counselling Service, Greaves in his typical military style declared: “The reason we are so different, is that we are not only theoretical but very practical. We have the human resources needed for the task at hand, who are very experienced and qualified, so that we are well poised to make an impact on saving the nation’s most valuable resource – the human resource.”

Justice James BovellDrakes has issued a bench warrant for alleged rapist Muntaz Yassim, who has been repeatedly absent from his trial at the Berbice Assizes. When the matter was initially called on December 1 last, the accused had pleaded not guilty to two indictments of rape allegedly committed on a girl then aged 11 and 12 years respectively. However, the case was
further adjourned to December 4, due to the unavailability of Defence Attorney Perry Gossai . But, on the postponed date,the accused man was a “ no show,” and as a result, the first bench warrant was issued. Thereafter the matter was adjourned to December 11, and again, Muntaz Yassin failed to attend his court hearing, resulting in the presiding judge issuing a second warrant.
Particulars of the indictment alleged that between January 1 and December 22, 2006 he had carnal knowledge of a girl aged 11 years. The second count alleged that between December 22, 2006, and November 20 2007, he had carnal knowledge of the same girl then aged 12 years. The accused, of New Street Cumberland, East Canje, has pleaded not guilty to the indictment.

Bibi Shamiza denies being in plot to murder stepfather

FORTY-YEAR-OLD mother of two Bibi Shamiza Khan, who had allegedly signed a confession statement in the stepfather murder case, denied so doing, but admitted that while suffering from diabetic spells, the police had given her a paper and showed her where to sign. The accused, who was yesterday giving a sworn statement from the witness box, said she had been a diabetic for 13 years, and on the day in question, the police had kept her in custody without giving her food, and she had been suffering from dizziness. In her evidence in chief, she also told her lawyer, Mr. Bernard De Santos, S.C., that she could neither read nor write. On resumption of the trial yesterday, the three accused were told that they could take refuge in silence; remain in the dock and say nothing; or give an unsworn statement from the dock, where no one could ask them questions. They all elected to testify from the witness box on oath, where they would be subject-
ed to cross-examination. The defendants in this murder case -- Bibi Shamiza Khan, also called Sham; Hoosman Khan, called ‘Strong Man’; and Bibi Farida Khan, also called ‘Pum’ -- are accused of having, on September 7, 2009 in the county of Demerara, murdered Motilall Singh. In her testimony, Bibi Shamiza said she and her sister live at Windsor Forest. Her husband Ayube Hamid had been charged with the said murder, but he died in prison. She said she had been suffering from diabetes for 13 years, and used to receive treatment from the Best Hospital. She said she was kept at the Leonora Police Station without food, and because the police did not give her anything to eat, she had felt dizzy. She said she had left her two small children at her home without anyone to care for them, and that she had told the police that she wanted to go and look after her children. In answer to her attorney, Mr De Santos, she said Cpl Foo had handed her the paper,
showed her where to sign, and had said that after she had signed she would be allowed to go home. In answer to further questions, she said she has had a good relationship with her mother, who lives in New York City, and that she also has a brother living in New York and a brother living in Suriname. She also said that, from time to time, her mother would send money to her children living in Guyana. According to her, Motilall had come to Guyana because his brother had died. She said that when Motilall was in Guyana, he used to stay at her home, and they had had a good relationship. Told by Prosecurix Miss Natasha Backer about the allegation that she had gotten together with Farida and the other accused to kill Motilall because he and her mother had a disagreement, the accused Bibi denied the allegation and said, “I could hold the Quran; I never killed Moti”. When the hearing continues today, the other two accused are expected to testify.

Familiar foes to meet again in Champions League

NYON, Switzerland (Reuters) - European champions Real Madrid will face Schalke 04, Barcelona will play Manchester City and Chelsea will play Paris St Germain (PSG) in three ties repeated from last season following the draw for the Champions League last 16 made yesterday. Real Madrid knocked Schalke out of the last-16 last season 9-2 on aggregate, Barcelona beat Manchester City 4-1 while Chelsea beat PSG on away goals in the quarterfinals. Last week Chelsea manager Jose Mourinho said he would welcome being drawn against PSG "because it will be easy for our fans to travel to Paris" - and he got his wish when Karl-Heinz Riedle drew the pair together. Riedle, who performed the draw in his role as ambassador for Berlin, the venue for this season's final on June 6 and who scored twice when his Borussia Dortmund
team beat Juventus 3-1 in the 1997 final, also drew those two clubs together. Last season's beaten finalists Atletico Madrid face Bayer Leverkusen in another Spain-Germany match-up. Arsenal manager Arsene Wenger will face his old club AS Monaco in a competitive match for the first time while five-time winners Bayern Munich take on Shakhtar Donetsk. Swiss club FC Basel play Porto. Real Madrid crushed Schalke in last season's Round of 16 and club director Emilio Butragueno told Spanish TV broadcaster Canal Plus: "Let's say that we are rather optimistic. "We have the experience from last season, a very, very good experience when we essentially won the tie in the first leg." Real beat Schalke 6-1 in the first leg and 3-1 in the second leg last season en route to their 10th European Cup success.
After drawing English champions Manchester City, Barca sporting director Andoni Zubizarreta told Canal Plus: "It's a great tie against a great rival, a team we know extremely well. "There is still a long way to go until February and let's see what shape each team is in when the tie comes around, but for sure it's going to be a great tie with two great matches." City director of football and former Barcelona player Txiki Begiristain told Sky Sports News: "Every tie in that draw is the same. It's fantastic, so we're looking forward to it. Clarke to undergo surgery on injured hamstring today … in race to make World Cup (REUTERS) - Australian cricket captain Michael Clarke will undergo surgery on his injured hamstring today, leaving him in a race against time to be ready for next year's World Cup. Clarke's decision to go under the knife has ensured he will definitely miss the three remaining Test matches against India and possibly the 50-over World Cup, starting in mid-February. Cricket Australia team doctor Peter Brukner said in a statement yesterday that the 33-year-old's injury was "substantial" and it was too early to say when he may be able to make a comeback. "Whilst surgery is not always required with hamstring injuries, Michael has substantial damage to a key part of the hamstring tendon and it was felt the best course of action was to surgically repair the damaged
area," Brukner said. "His recovery and the timing of his return to play will be dependent on the surgeon's advice and how well he recovers in the coming weeks." Clarke injured his hamstring while fielding during Australia's first Test win over India on Saturday. He also suffered back pain while batting in the first innings, forcing him to retire hurt before he returned to complete a century. They were just the latest in a series of chronic problems he has had with his back and hamstrings over the past two years and prompted him to speculate that he many never play again. Cricket Australia announced yesterday that Steve Smith would take over as the new Test skipper, but no decision had been made yet on the one-day team.

SL's brothers-in-arms prepare for sunset at home AS Mahela Jayawardene and Kumar Sangakkara prepare for their final ODI together at home, the aspects of their partnership that will be celebrated the most will be their humility and altruism.
By Andrew Fidel Fernando KUMAR Sangakkara and Mahela Jayawardene are shooting stills for a clothing sponsor in April, when the photographer asks Sangakkara to stand behind his friend and pose as if helping him into a jacket. Both men get into position. Upon realising how intimate the shot would turn out, they begin to cringe aloud. "With what people say about us already, imagine what it will be like when this goes up on a billboard," Jayawardene says. Laughing, Sangakkara takes the gag further: "Maybe for the next one I could be undressing Mahela." This is what their world has come to. A world in which they have so many matches, net and gym sessions, speaking engagements, sponsored photo shoots, business ventures and family occasions together, that they meet virtually every day. A world in which the depth of their friendship is a point of mild embarrassment for them and their families. A world in which Mahela-Sanga/fiction now exists. As the nation readies to witness their final match together at home, today, the men themselves can't complain,
they didn't ask for it. United in battles in Sri Lanka, against administrators, as they have been on the field, at each end of the pitch, or at keeper and slip, Jayawardene and Sangakkara have lived out perhaps the greatest cricket romance of all-time. On the surface, they are a classic buddy-cop duo, opposites in so many ways, yet profoundly in sync at an elemental level. Jayawardene is well-organised and punctual in his personal life, while Sangakkara is habitually half an hour late to appointments, meetings and sponsor events - a trait he shares with most others on the island. At the crease, it's Jayawardene who is on Sri Lankan time. So delicate is that cut, and so sleepy is that cover drive, that he seems to hit the ball half an hour after it has been delivered. At the other end, Sangakkara is all business, straight lines and optimum angles; the Vitruvian man of cricket. So sure are Sangakkara and Jayawardene of the success of their partnership that, in a country notorious for its crooked politics, they named their restaurant the Ministry of Crab. The food is as delicious as their batting. The prices, many Colombars complain, are nearly ludicrous enough to match the state of the nation's
governance. Perhaps two such dissimilar people should not be so in tune with each other, but in over 14 years together at the top level now, there are only rumours of minor rifts between the two. The most serious of these appears to have happened in 2007, when then-captain Jayawardene was going through such a lean ODI spell he had wanted to drop himself from the side. Sangakkara had staunchly opposed this. That was the extent of the "fight". In the weeks leading up to Jayawardene's Test retirement this year, each cricketer was in turn asked whom they thought was the better batsman. Jayawardene said this: "Sanga has been so consistent, that over the past six years you have to say he has gone past me, definitely." Sangakkara responded with the following: "In my mind, there's never been any doubt as to who is the better player, and it's not me. Maiya makes those runs that really count, and takes pressure off the rest of the top order so well." Surely, it is this kind of one-upmanship that turns their relationship from sweet to sickly saccharine. If a couple in your acquaintance said things like this to each other in public,
you would want to punch them both in the face. They think alike, their team-mates say of them, but miniscule moments of cricketing candour perhaps best reveal why they click so well together. Between them, Jayawardene and Sangakkara have hit 12 tons and 29 half-centuries across formats this year. Yet the milestones that brought them most visible joy weren't their own. Jayawardene's surprise bear-hug to Sangakkara at Lord's warmed the cockles of even the stoniest hearts, in May. Four months before that, Kumar Sangakkara hit 424 runs in Chittagong, but had been more elated when Kaushal Silva got to triple figures opposite him in the game before that. In a culture that values humility and altruism more than many, these are the snapshots the public will treasure, that will ensure the memory of their great stand endures long after their careers have ended, because while they have come to mean plenty to each other, little else means as much to their nation as Sri Lanka's brothers-in-arms. Long marked for big things, Smith was named Australia's 45th Test captain yesterday in place of injured Michael Clarke and will have scarcely two days to digest the appointment before leading the team against India in the second Test in Brisbane. Though nominally a temporary replacement, the 25-year-old will lead for the
remaining three Tests against India and may yet hold the reins of the one-day team when Australia hosts the World Cup, the game's biggest global showpiece. The third-youngest captain to ever lead the team, Smith will have to shoulder a huge burden of expectation as the holder of Australia's "second highest office" after the Prime Minister. for the Mackenzie side. After delivering the feature address to the contesting teams Public Service Minister Ms Jennifer Webster did the ceremonial kick off to get things going. The tall midfield player Duquan Hercules moving inside right received a neat through ball and entered the 18-yard box where he unloaded a rasping right-footer that beat Jamal Bouyea in the Amelia's Ward goal in the 9th minute. The game was a feeling-out for the two teams but Topp XX looked the better outfit as the game progressed with some neat passes and buildups, while the Ward team could only play in spurts.

Jaikarran re-elected president of GCC THE Georgetown Cricket Club (GCC) last Monday held its Annual General Meeting and Elections of office-bearers and Dr Lionel Jaikarran was re-elected to head the oldest cricket club in the Caribbean for another term. Jaikarran, who is an Ophthalmologist by profession, will have as his vice-president, the hard-working CEO of Sterling Products Limited, Ramsay Ali, who in his own rights is a former Guyana Cricket Board marketing manager and president. Jameel Baksh returns as secretary and Pratab Singh as treasurer with the lone change being Graeme Ali replacing Philip Fernandes as club captain. Fernandes now takes up the position of committee member alongside Les Ramalho and Glen Hanoman. Former presidents Paul Chan-A-Sue and Harold ‘Doc’ Dhanraj, well known statistician Ron Legall, Brian Woodroffe, Jainarine Singh and Jeffrey Fraser will all serve on the Ballot committee, with the trustees being (retired) Chancellor of the Judiciary Cecil Kennard, Amo Persaud and Jainarine Singh. In his report, Jaikaran spoke about the achievements of Leon Johnson, Robin Bacchus and Vishal Singh in gaining selection to the West Indies and Guyana cricket teams respectively and also informed the members of the progress regarding the drainage of the ground and possible flood lighting mid next year. He also placed emphasis on the financial position of the club, remarking that there was no need to make withdrawal from the banks for expenditure. In April, Guyana’s men participated in the PAHF Indoor Championship in Uruguay and three players from GCC were part of the team, namely Mark Sargeant, Kevin Spencer and Raphael De Groot. And just recently in November, Guyana was represented by a female National hockey team in the Central American Caribbean games in Mexico, where GCC had a heavy presence of females in the lineup. NOTABLE DATES THE legendary Terrence Alli had the first of two fights against Primo Ramos on December 16, 1982. Alli needed only two rounds to take care of the Mexican in the bout that took place in Atlantic City, New Jersey. The win improved Alli’s record to 13 wins, three losses and one draw. His second meeting with Ramos happened one decade later and also ended in victory for the quick-fisted Guyanese.
On May 1, 1992 in Herault, France, Alli pounded out a points-decision victory at the end of the eighth round. Alli ended a stellar 18year career in 1997. He had boxed 549 rounds, won 52 fights and lost 15. His two drawn fights came against Thomas Barker in October 1982 and Cornelius Boza Edwards in March 1986. Alli made three unsuccessful bids for world titles.

Monedderlust showed excellent composure to erase a deficit and take victory over a game Golden Stars of East Demerara 2-1 while Cougars tore apart East Bank’s Soesdyke Falcons 3-0 to secure their place in the quarterfinals at the Victoria ground on Boxing night. The East Coast-based unit took the lead when they were awarded a penalty in the 12th minute and Emitt Leacock stepped up the spot and made no mistake in burying the shot past custodian Elvis Rutherford to give Golden Stars a 1-0 lead over Monedderlust. Golden Stars had quite a few chances to increase the lead but poor decisionmaking in the attacking third undermined their hold on the game early on. The fast-paced exchanges, end to end, proved that neither side was willing to allow the other any time to settle. Advance strike notice among task force recommendations
ST JOHN’S, Antigua (CMC) – A recommendation of advance notice of strike action is among eight proposals put forward by the task force investigating the controversial abandoned tour of India. The proposals, contained in a report delivered to the West Indies Cricket Board (WICB) on Saturday, also include those aimed at improving player relations with the board and team management, and enhancing personal player development. This stems from the month-long enquiry conducted by prominent attorneys Michael Gordon QC and Sir Richard Cheltenham, along with former WICB president Sir Wes Hall. The results were presented to the

any Collective Bargaining Agreement (CBA) negotiated between the Board and players union, WIPA, contain a provision to deal with disputes. “A new CBA should contain a provision such as is contained in legislation relating to Essential Services, to the effect that before the withdrawal of labour or any other industrial action is taken that a minimum period of notice be given by WIPA to WICB (say 14 days) of any industrial action contemplated by WIPA or the players as a result of an identified dispute,” the task force report said. “We would recommend that a similar provision be put into the individual player’s contracts. This would obviate any circumstance as
occurred in India. Breach of such a condition would be a breach of contract.” On the recent ill-fated tour of India, the one-day squad abandoned the series following the fourth onedayer in Dharamsala, scuppering the fifth ODI, the one-off Twenty20 and the scheduled three-Test series. Also, to deal with the contentious issue of tour contracts, the task force report recommended that the WICB provide contracts to players three weeks prior to any tour, with the players required to resubmit the signed documents one week before the tour. “Failure to return a signed contract will disqualify the player from selection on the team,” the report suggested.
The task force also called on the WICB to “build pillars of trust and respect with the players who are the Board’s employees”, with WIPA and senior players playing key roles; a simplification of the Windies team management structure with clear roles for manager, coach and captain and the recruitment of a sports psychologist on a retainer basis. Further, the task force has recommended that the WICB print and issue an employee’s handbook to WIPA and every player selected for West Indies duty,
and hold bonding sessions twice a year with team management and players “to foster harmonious relations”. The report also recommended a return to the concept of a tour management committee comprising the team manager, head coach, captain, chief selector and a WIPA representative or senior player. T h e t a s k f o rc e w a s set up by the WICB in the aftermath of the impasse which followed the abandoned tour of India in October.

The contest, an evenly matched one, was played at a high pace, and started with North Ruimveldt’s Joshua Browne firing the first shot to Festival City Warriors’ goal area that went wide, followed by Eon Alleyne repeating the act for Festival City Warriors at the other end. The intensity of the action saw North Ruimveldt land themselves in foul trouble early, but it did not deter Colin Daniels from making a solo run to Festival City Warriors’ goal area, where he was thwarted by the defence who stood strong in the 9th minute of the first half. Several see-saw battles for the opening goal ensued, with both teams who understood each other’s playing style, attacking and counterattacking with ease and precision, sending the very large and appreciative crowd into frenzy. At one time, a trian-
gle play between Daniels, Browne and Travis ‘Zorro’ Grant ended up wasted as Grant’s shot was blocked by Daniel Favorite, whose pass to Alleyne was well weighted, but the shot from the powerful striker missed the mark. Following a nil-all first half, Festival City applied the pressure for all but two minutes of the 20 minutes in the second half, with the ball being played in North Ruimveldt’s area for a period of time, until Gerald Gritten broke loose and made a run for the goal. He was fouled but won a corner kick that was taken quickly by Grant, whose pass found an unmarked Gritten to calmly slot home the ball in the 37th minute to hand his team the lead, sparking off wild celebrations on and off the playing area. Two minutes later Grant, who executed a deft one-two passing drill with Daniels, scored the second goal in the 39th minute to not only cushion North Ruimveldt’s lead, but effectively seal the win in a final that was enthralling, riveting, exciting and keenly contested.
Prior to the final, Leopold Street met Sparta Boss for the third-place playoff, where the winner was guaranteed a place in next year’s National playoffs and they too were made to fight hard before coming away with a 2-1 victory in the first half of extra time. Sparta Boss, who, prior to this and their semifinal encounter against North Ruimveldt had played unbeaten, had within their starting quartet Devon Millington, Sheldon Shepherd, Dennis Edwards and Jerome Richardson. But they proved to be no match for the lesser known Leopold Street unit, which included Okenny Fraser, Claudio Rajkumar, Omallo Williams and a massive crowd support who proved to be a worthy fifth-man for the South Georgetown-based team. The noise that erupted when Williams pierced the defence of Richardson to score the opening goal in the 3rd minute was deafening.
