STATE House came alive with peals of laughter and the sound of little voices singing carols as the First Lady Foundation feted some 600 children at the Main Street location on Saturday. President Donald Ramotar even interrupted his usually busy schedule to speak briefly with the children, wishing all gathered
a Merry Christmas and a Prosperous New Year, while he encouraged the boys and girls to continue to be good children. He explained that like many others, this is also his favourite time of the year, and he is very happy to be able to share Christmas joy with the children. The Head of State put his vocals to the test as he belted
out numerous Christmas Carols with some assistance from the children present. He told them that although the season is apt for enjoyment, they should not neglect to make their education a priority. President Ramotar also urged the parents present to keep their children in school, because education is key to a better future. Entertained by elves from the First Lady Foundation, the children sang carols, played games, and danced with the elves. Santa was present to assist the First Lady with the distribution of gifts to the 600 boys and girls. The children were also given party bags with lots of goodies. Speaking with the Guyana Chronicle during her visit to Black Bush Polder in Region Six, First Lady, Madame Deolatchmee Ramotar explained that this is her favourite time of the year as well, and she feels the best way to celebrate this festive season is to spend it with children. “It’s a period when you share with children, and I always feel fulfilled when I Turn to centre

7th Cycle of Continuous Registration ends December 31 GECOM says...
THE Guyana Elections Commission (GECOM) has advised that the 7th Cycle of Continuous Registration will end on Wednesday, December 31, 2014. A GECOM release has said the decision was made during the 436th Statutory Meeting of the Commission, held on Tuesday, December 9. GECOM is also advising that anyone who would be fourteen years or older by March 31st, 2015 and is a Guyanese citizen by birth,
descent or naturalization, or is a citizen of a Commonwealth country who has been living continuously in Guyana for one year or more, is eligible for registration. “GECOM is asking that persons make a special effort to get registered before December 31, 2014, so as to be part of the new National Register of Registrants (NRR)” the statement said. GECOM has, moreover, revealed that as of Wednesday last, December 17th, 4,277 registration transac-
tions were completed, with 3,116 being new registrants. Of the new registrants, 1,457 are persons 18 years and older, while 1,659 are registrants aged 14 to 18 years. The percentage of verification, the release disclosed, currently stands at 95.8 percent. In relation to the number of registrants requesting changes to the information on their ID Cards, the amount stood at some 611, while those requesting transfers amounted to 550.
GECOM is, as such, reiterating the call for persons to visit the nearest Registration Office in their area to conduct their registration transaction. The office hours during which persons can apply for registration or collect ID cards are as follows: Monday to Friday from 09:00hrs to 13:00hrs, and from 14:30hrs to 18:00hrs; Saturdays from 10:00hrs to 14:00hrs. All GECOM offices will be closed on Sundays and holidays, the release said.
GECOM also sought to reference Section 6 of the National Registration Act, Chapter, 19:08, which it obligatory for persons who meet the registration criteria to apply for registration. Persons eligible for registration who neglect to register could be prosecuted, fined and/or even sent to prison for failing or refusing to apply for registration. In the case of eligible persons under the age of 18 years by the qualifying date, the parents/guardians could be prosecuted for failure/re-
fusal to apply for registration on their behalf. “It is the civic duty and legal responsibility of all Guyanese who meet the eligibility requirements to apply for registration during this cycle of continuous registration. By so doing, they would be ensuring that they are included on the official lists of electors for future elections, if they meet the other eligibility criteria and be issued with National ID cards”, the statement concluded.
German delegation calls on GECOM Chairman THE Guyana Elections Commission (GECOM) on Thursday hosted a number of foreign dignitaries from the Federal Republic of Germany as part of its efforts to ensure the smooth conduct of elections. A GECOM press statement has said that its Chairman, Dr. Steve Surujbally, had met with German Ambassador to CARICOM and the Eastern Caribbean States, Lutz H. Görgens; Honorary Consul for the Federal Republic of Germany, Ben ter Welle; and Director of the German Federal Foreign Office responsible for Mexican, Central American and Caribbean affairs, Rüdiger Lotz, in a high level meeting that addressed matters of concern, including GECOM’s preparedness for the imminent National and Regional Elections which, according to the statement, are most likely to be held in early
2015. The Commission’s ability to effectively and efficiently administer and manage Local Government Elections after National and Regional Elections was also addressed. Other matters addressed included GECOM’s Public Relations/Civic and Voter Education programme, and its impact on voters and the general public, as well as enhancing the voting process in Guyana, as the Commission aims to improve the processing and transmission of elections results. GECOM Chairman Dr. Steve Surujbally expressed his gratitude towards the German delegation for its most perceptive queries, and urged its members to maintain a high level of interest in what obtains in Guyana, particularly regarding elections and their management. Washington’s longstanding dispute with North Korea, which for years has centered on its nuclear weapons program, has entered new territory with the accusation that Pyongyang carried out an assault on a major Hollywood entertainment company. Obama and his advisers are weighing how to punish North Korea after the FBI concluded on Friday that Pyongyang was responsible. North Korea has denied it was to blame. PM Anthony responds to threats from irate young people CASTRIES, St. Lucia, (CMC) - Prime Minister Dr.Kenny Anthony has responded to reports that jobless and frustrated young people are entertaining thoughts of killing him. The matter was brought to light during a television show, hosted by newspaper publisher Rick Wayne. Anthony in television interview Friday, said it was not unusual for a Prime Minister to receive threats, but observed that it was not often that such statements are made publicly. “In these islands we treat these things lightly, but we don’t understand that times have changed,” Anthony told his audience. “Clearly, when the statements were made the best thing was to have said to the young man was that’s not the way to deal with those issues and resolve them,” the Prime Minister stated. Anthony noted that Lashawn Lambert, who made the complaint during the television programme, while complaining on behalf of others, was himself employed, so that the issue was not the same for him. Chastanet said that the unemployment rate has risen almost five percent since the St Lucia Labour Party (SLP) got into office, with the unemployment figure for young people being some 44 percent. “That to my mind is what the government should have been reacting to,” he said.
Five CARICOM countries eligible to participate in US work programmes WASHINGTON (CMC) – The United States Citizenship and Immigration Services (USCIS) and the US Department of Homeland Security, in consultation with the Department of State, have announced that five Caribbean Community (CARICOM) countries
are eligible to participate in the H-2A and H-2B visa programmes for the coming year. The US agencies said Barbados, Belize, Grenada, Haiti and Jamaica will participate in the H-2A and H-2B Visa programmes that allow US employers to bring foreign nationals
to the United States to fill temporary agricultural and non-agricultural jobs. The Dominican Republic is the other Caribbean country on the list. The Czech Republic, Denmark, Madagascar, Portugal and Sweden have also been added to the list of countries whose nationals
are eligible to participate in the programmes in the New Year. USCIS said it only approves H-2A and H-2B petitions for nationals of countries the Secretary of Homeland Security has designated as eligible to participate in the programs. USCIS said it may ap-
prove H-2A and H-2B petitions for nationals of countries not on the list “if it is determined to be in the interest of the United States.” Effective January 18, 2015, nationals of the 68 countries are eligible to participate in the H-2A a n d H - 2 B Vi s a p r o grammes.

The spirit and heart of Christmas THE spirit of Christmas is encapsulated in all that is representative of the Christ Child, and all the promise of His sacrifice for the salvation of the human race. However, the heart of Christmas lies not in the lavish shopping sprees, the cleaning and decorating, the feasts and sporting. The heart of Christmas is emblazoned with the joy occasioned by the sharing and the giving, especially to the less fortunate and the vulnerable in society. Giving to one’s loved ones is a continuum throughout lifetimes; but the pleasure of receiving that one token at Christmas from that beloved and probably revered person is a special joy.
Then there are the business houses and the organisations that donate to charitable organisations for purposes of publicity and good public relations. Their agendas are mainly business-oriented. However, there are the real givers; those who give from the heart; those who give out of care and compassion for their fellow humans, especially the less fortunate; those who are charitable without denigrating the dignity or degrading the pride of the recipient of their beneficence. The givers who retain their simplicity and remain grounded to their roots, never forgetting their origins no matter to what heights they climb; givers such
as Father of the Nation, Dr. Cheddi Jagan; Mr. and Mrs. Sattaur and Ameena Gafoor; Mr. and Mrs. Bish and Ahilia Panday; and a multidude of amazing human beings scattered across the globe, down the corridors of history. These exceptional members of the human race do their good works without fanfare; without limitations to time or date; without chaffing at the requests for help; without letting betrayals by fellow humans, even those they have helped along the way, impede their generosity and giving nature. They not only give of their material resources, but they also give of themselves and their time, which is more
valuable, because of busy schedules and constraints. As long as the family of Mankind continues to be blessed with the Cheddi Jagans, the Mother Teresas, the Oprahs, the Lady Dianas, and the Gafoors and Pandays, the spirit of the Lord Jesus Christ will forever prevail on Planet Earth. May the spirit of Christmas pervade the heart of Mankind to generate a truly new dispensation to provide equitable opportunities and justice for every member of the human race in this global village, as adumbrated by Dr. Cheddi Jagan’s United Nations-adopted ‘New Global Human Order.’

PLEASE allow me to respond to the article entitled “Opposition urge PM to retract plain stupid statements on electricity theft”, which appeared in the Thursday, December 18, 2014 edition of the Stabroek News. I was addressing the issue of electricity theft at the ceremony marking the end of the Guyana Power and Light (GPL) Inc.’s Transmission Upgrade Programme, in light of my colleague Member of Parliament (MP), A Partnership for National Unity (APNU)’s Joseph Harmon’s call to “Find ways to reduce (electricity) tariffs – get off Guyanese backs”, and the ongoing considerations at GPL Inc., with various multilateral consultants, which could see GPL Inc. reaching for technological solutions that could add, eventually, up to US$200M in investments in our distribution networks and metering (and about 10% in electricity billings) for the most extreme technological solutions to
counter what is largely a historical culture of electricity theft. I am concerned that without the attendant cultural change, those investments would bring us little; with the cultural change, much less would be needed to be invested. But we cannot stand still and do nothing, for we are at a critical point. We in Guyana need to review our views and attitudes toward electricity prices. We Guyanese find it hard to accept that our electricity prices are at par with our circumstances. But do not take my word! Earlier this year, the President of the Caribbean Development Bank (CDB) informed us that in Caribbean countries, where electricity generation is based on petroleum products, the cost of generation and delivery run to between US30 and 40 cents (G$63. to G$84.) per kWh. He called for “bold and brave steps toward renewable energies -- Photo-Voltaic (PV), Solar, Wind, Hydro and
Geo-thermal. And where are we in Guyana? During last week, at a public presentation on a goldmine being built in Guyana, it was disclosed, on enquiry of the officials, that their electricity cost is being put at US33 cents per kWh. This company would have made use of the best expertise and experience available, and would have considered the potentially lower cost of heavy fuel oil (HFO); and I am also aware that they commissioned two preliminary studies of hydro-power generation at Oko Falls, a few kilometres upstream of the Cuyuni River. A number of important points should be recognised in this disclosure. Firstly, the gold company -- a competent company -- has come up with a self-generation solution at US33 cents/kWh; this would not be an easy number to better. Secondly, no doubt, they, like all of us, would have been happy to have had a ‘Trinidad
situation’ of, say, US5 cents per kWh for generation. But they are not in Trinidad; they are in Guyana, and they have accepted the 33 cents per kWh, and are going ahead with their project on that basis. Of course, they would always be keeping an eye out for, encourage, and test any emerging opportunity for, lower costs. And where are we in GPL Inc.? Taking account of the different, longer-term mandate of a utility, our new generators have been HFO-fuelled, so that today, GPL Inc.’s generation is 85-90% based on the lower-cost HFO, giving a comparable all-in generation-costs of about U.S.24 cents (G$50.40) per kWh, compared with U.S.33 cents (G$69.30). What I am embarrassed about (in the Guyana circumstance) is not generation, but our losses, up to 45% ten years ago, and earlier. Reduction See page 7

Granger’s assessment of the President is immature
THE assessment of the performance of the Donald Ramotar-led administration by Leader of the Opposition, Brigadier (rtd) David Granger as a failure is intriguing; but when compared to his assessment of his own leadership, it seems most comical and immature. President Ramotar has been the first President of Guyana to lead a Government that did not have control of the House. And he’s doing it in one of the most politically volatile and hostile periods in Guyana; yet he has managed to maintain stability. A reflection on the last three years would recall the major humbug in development projects being the difficulty in having the funds approved by the National Assembly. A government needs to be able to plan in the long-term for
developmental projects. The fact that the Donald Ramotar-led Government succeeded in having three Budgets approved, albeit vastly altered, and still was able to maintain economic stability and growth and a stable industrial climate is commendable, given the fact that the Budget cuts not only threatened jobs but also reduced spending. Granger’s assessment of his tenure as Leader of the Opposition as excellent and splendid exposes his political immaturity; he is still grappling with challenges to his leadership within his Party. Let’s not forget his recent re-election to the leadership which was fraught with criticism of the process being flawed. He has alienated all others who have shared a view that differs from his. Within the National Assembly, the
smaller of the two parties has shown more leadership. He has failed to earn the respect of that smaller party, to the extent that it is now proposing to lead an alliance of its own, and has invited the APNU to join it. His inability as a leader was further exposed with the Linden Electricity issue, and the resultant fallout between the Linden faction and the Granger faction that was further exposed at the last Party congress. Had it not been for the media that are friendly with his coalition Party and their vigorous opposition of the Government, the abysmal failure of the coalition and Granger as a leader would have been exposed, thereby leading to a crumbling of the APNU. So, what exactly did Granger achieve as Leader of the Opposition? Budget
cuts which hindered progress, and led to many of the nation’s youth being out of jobs. Funding for developmental projects not being approved, again leading to reduced job opportunities. His inhumane and dictatorial handling of his fellow Members of Parliament to achieve his political sabotage. The one area in which he has excelled is hampering the development of the economy. Had it not been for his support of an unfair and unjustified action, there would be have been no need for the resultant action by President Ramotar. History will record the quality of leadership shown by the President in this new era of political development in Guyana. It will also record the action of others that have hampered our development over the last three years.

seems to have stalled a year ago, at about 30-to-31%; about 14% technical, and 16% non-technical. The costs of generation have to be recovered against billings, so the generation component in billing cost is magnified by the losses to U.S.24 cents divided by (100% minus 30%) = U.S.34.30 cents (G$72.00) per kWh. Allowing for, and including, transmission and distribution, as well as commercialisation costs, the average total costs of providing electricity is about G$85. per kWh. And what is GPL Inc.’s average charge? G$67.20 per kWh. Government, on the average, by a variety of mechanisms, has been subsidising electricity costs by about 20%. No one is on the back of any Guyanese! Indeed, Guyanese enjoy an average of 20% ‘ease’. A network could not run without some technical losses; the not-so-longterm target for GPL Inc. is ‘total loss of 8%’ , 5% technical, and 3% non-technical. With this target, the generation component in billing would have been U.S. cents 24/0.92 – U.S.26.09 cents, or G$54.78, per kWh, a potential reduction of G$17.22 per kWh, in reducing losses to the respectable target-value. We are known, embarrassingly so, as a country with high electricity losses - 14% technical, 16% non-technical - as stated earlier. I can bear the embarrassment of
the high technical losses; it reflects that we have been doing the best we could with the money and other resources that we had. We have been extending electricity to, say, 100 Guyanese households, with resources which better-heeled utilities would have extended electricity to only 50 customers. To get down to 5% technical losses, from 14%, we roughly have to double-up our distribution networks (doubling the number of conductors, or sizes of conductors, and transformers). GPL Inc. is getting on with this! It is the embarrassment of the non-technical losses that I cannot bear. The non-technical losses need, most of all, a ‘culture change’. Barbados boasts a total loss of 6%-to-8%, with no more than 1%-to-2% non-technical. We should be able to match, and even better, the Bajans. In the course of GPL Inc.’s work with multilaterals and consultants, meters and metering systems advocated to be impregnable were implemented, but these have brought little improvements, as ways were found to defeat them, often, it would appear, with the connivance of knowledgeable persons, including past and present GPL Inc. employees. In the course of studies, with consultants, of the losses, GPL Inc., about a year ago, disaggregated the average losses to its 39 feeders across the entire country. This table was presented to Sectoral Committees of Parliament in late 2013 and early
2014. The disaggregation shows up variations of the average losses on each feeder – some are low, at total losses of 10-to-12%, and some are large, the largest being feeder SF5 (south and west of Georgetown) with a total of 60% loss - 20% technical, 40% non-technical. No doubt, if we could disaggregate to smaller areas, we would find even wider variations in “losses”. The implication in smart metering proposal, is disaggregation, down to each transformer with its, say, 20 customers. We know that, in every location, there are people who do not engage in, or allow, any tampering with their meters; GPL Inc. wants, and needs, everyone to get that way. We can readily recognise how we arrived at the cultural position at which we are today: Our history of being victims and being imposed upon, and hitting back whichever way we could. The President of the CDB has been urging Caribbean leaders to urgently consider ‘renewables’. We have been pursuing the development of Amaila Falls for some 10 years now, following in the footsteps of the Government of the early 1970s. With an average generation cost delivered at Sophia of U.S.10 cents/per kWh over the 20-year BOOT (and US3 cents per kWh, thereafter), total losses reduced to 8%, and retaining G$13 per kWh for transmission, distribution and commercialisation costs,
we could see average total cost of about G$36 (U.S.17.2 cents) per kWh. We can get there! Joseph Harmon and David Granger should join with me to get there! Let us embark on Amaila! Let us challenge our Guyanese people to do even better than the Bajans, in this matter of non-technical electricity losses. We need new attitudes today, in our 49th year of independence. Responsible leaders must lead their people in ways of doing right, and in attitudes that lead to success. Statements like those attributed to Mr. Harmon, wittingly or unwittingly, provide ‘cover’, or, worse, may be understood to be subtle encouragement to electricity theft, and there is no basis for his statement. My statements were building soundly, for ourselves, a steadily prosperous life in the not-too-distant future. I call on my Parliamentary colleagues, Mr. Harmon and Mr. Granger, and, indeed, all MPs, to study the published table and join me in working to reduce electricity-losses. A FUN-day held at the Santa Rosa Parish, in Region One (Barima-Waini) on Saturday was a “great community event,” according to Minister of Amerindian Affairs, Ms Pauline Sukhai. Minister Sukhai, a team from the Amerindian Affairs Ministry and the villagers who attended the event had the chance to enjoy a fun-day, which included a food and clothes sale and novelty games for prices. The activity was held to raise funds in aid of the restoration of the church. Minister Sukhai, whose visit was also in response to the Parish’s request for toys for the children in the community,
said that it was heartening to see so many gathered for the event. The Minister noted that it is always important that every member of a community seeks to contribute and support the various levels of activities in their community, be it a religious or a sporting event. “Your community belongs to you; you are part and parcel of your community, and whatever is your community’s image, it is a reflection of you the people,” she told residents at the funday, adding that the success of every event in the village will be as a result of the villagers’ contribution.(GINA)

in Georgetown. T h e s e n i o r s ’ social started at 12:00 hours and ended at 14:00 hours, after which the children’s party began at 14:00 hours and finished much later than 16:00 hours. Present and mingling with the crowd was Prime Minister Samuel Hinds, who helped with the distribution of sumptuous meals and beverages to the elderly and children, and said he was very pleased to be at the event. He told this publication that it is a good exercise to have at this time of the year, and that the children and senior folks were feted while being entertained by a popular musical sound system. The Prime Minister added that it’s the season to share with the less fortunate, and the season preserves the good tradition of caring and sharing with others, since in life we all experience misfortune that causes us to be sad, and some will be less than happy. As such, he said, we have to comfort those in need. He added that the
occasion has seen an improved turnout of children this year, and he said he was happy to be there to serve the children. The large group of children took some time out to socialise with each other in a friendly game of football when a beach ball was somehow obtained. Permanent Secretary of the Local Government and Regional Development Ministry, Collin Croal, told the Guyana Chronicle that the PPP Group has, for the past decade and a half, been hosting Christmas parties for children, and 400 were catered for this year. Reflecting on the work of the late Dr. and Mrs. Jagan, past presidents of Guyana, who had been among the founding members of the Bel Air/Prashad Nagar PPP Group, Croal said the group has since outgrown the space at the heritage home of the late Jagans, and has decided to host the event at Bel Voir Court Ground, Bel Air (Opposite Indian Cultural Centre). Croal explained that the
location has been used to host barbeque and other fund-raising events for the Group, and it was most fitting for the occasion yesterday, since the turnout was large. He thanked the Beharry Group of Companies, Namilco, Dyna’s Embroidery and Food for the Poor for their tangible contribution, and disclosed that the senior citizens were each presented with a hamper of groceries while the children were gifted modern day toys for both boys and girls. He acknowledged the timely contributions of several companies, including Jagmohan Construction, Puran Brothers, Pomeroon Oil Mill, China Trading, Survival Supermarket and Radio’s Needy Children’s Fund. Croal told this publication that the Bel Air/Prashad Nagar PPP Group comprises of more than 25 members, of which about 10 were in attendance at yesterday’s gathering. (Michel Outridge)

Paradise pump up and running - to be commissioned in early 2015
THE Paradise pump is one of the new pumps that the Ministry of Agriculture added to boost drainage capacity in 2014. It has a pump capacity of 200 cuft/sec, and is of benefit to 4500 acres of land, both residential and agricultural. Minister of Agriculture, Dr. Leslie Ramsammy, who visited the pump station, on the East Coast of Demerara on Friday, in the company of Chief Executive Officer of the National Drainage and Irrigation Authority (NDIA) Lionel Wordsworth, explained that though completed, the pump has not yet been commissioned. He said that thus far, the ministry has only had one occasion to use the pump, and that was a few weeks ago, when the country experienced about two to three days of heavy rains. Minister Ramsammy noted that the amount of rain that was recorded in areas, (over 200mm in one 24-hour period, and in a three-day period more than 300mm of rain) in the past would have caused flooding that would have lasted for weeks. He pointed out that in this case, in about three to four days most of the villages were relieved from the flood and mainly for that reason that the pump was in operation. The Paradise pump is among one of 14 that the ministry had started to put in place under the EXIM Bank of India, which has famously become known as the Surrendra pumps. “I still see in parts of the media confusion as to where are these pumps. Have they arrived in the country? And in the meanwhile, as far as I know, at least 10 of the 14 pumps have been installed and are in operation,� Minister Ramsammy said. He explained that the ministry has not yet commissioned the Paradise pump too, because there is still some landscaping work that is being tied up but the pump is operational. Several other pumps are operational, but will be commissioned in 2015. ‘Winners Cathedral’ puts smile on 300 young faces - at annual Christmas Party
YOUNG faces were aglow with ecstasy yesterday as the Winner’s Cathedral church extended Christmas cheer to children of Sophia, Agricola, North Ruimveldt, Lodge, Durban Backlands, and several other areas where the church has a ministry in teaching the Word of God. Head of the Church, Bishop Juan Edghill Snr., in an invited comment, explained that the annual event is intended to spread
Christmas cheer to children. Every Sunday, he said, the church reaches out to children in various communities represented at the party. The Christmas treat, Bishop Edghill said, is done the Sunday before Christmas every year. Lunch was served to the children, after which they were surprised with presents which were distributed by Bishop Edghill. “This was done with the support of the members and

‘Clean-Up-My-Country’ campaign goes to Region 9 - benefits Lethem and its environs A DECEMBER 13 cluster meeting between the Local Government and Regional Development Ministry (LGRD), the Ireng/Sawariwau Neighbourhood Democratic Council, and the Region 9 Administration has resulted in Lethem and its environs benefiting from the $1B Clean-Up-MyCountry Programme. A team of 13 persons with a tractor and trailer from St. Ignatius village was, on Thursday, dispatched from the Ireng/ Sawariwau NDC to begin community clean-up works and removal of bulk waste in Industrial Site, Tabatinga, Bon Success, and Tabatinga Housing Scheme. “The team began clearing the parapets of overgrown vegetation and removing roadside garbage along the Takutu Bridge to Customs Building, then to Tabatinga Bridge,” Regional Development Officer David Madramotoo, of the Local Government Ministry, said. A statement from the Local Government Ministry on the progress of the works has expressed that Phases One and Two of the Lethem works have been completed on Thursday, while Friday saw the clean-up team working in the vicinity of the airstrip. “People are appreciative of the programme, especially those who participated,” Ireng/Sawariwau Neighbourhood Democratic Council Works Committee Chairman Rodger King said, as he noted that sensitisation must be done through the NDC’s public meetings, held every three months. The aim of those meetings, he stated, would be to educate residents on the negative impact of littering on humans and the environment. A primary goal of the clean-up works is to ensure that residents become involved in the process and are gainfully employed while doing so. The Works Committee Chairman was pleased to note that 90 percent of the workforce comprises Amerindian women, who were bold enough to offer their services; and “the women are very happy to be a major part of the workforce, which gives them an opportunity to clean-up their communities,” he said. “This income-earning opportunity gave the women an opportunity to generate income which will allow them to prepare their homes and families for the festive season of Christmas,” a statement from the Local Government Ministry has said. Meanwhile, one member of the Rupununi Chamber of Commerce Inc. (RCCI) welcomed the initiative as “very timely, very good, and very commendable on the part of the Government of Guyana for considering Region No.9 under the Clean-Up My Country programme.” Similar sentiments were expressed by Ms Clair Singh, Regional Executive Officer of that region, who said: “Since the community clean-up and bulk waste removal programme is free, it will give residents an opportunity to get rid of waste stored in their premises which harbour mosquitoes, rodents and reptiles.” Singh explained that even though there is an annual cleanup exercise in the region, persons continue to dump refuse in open spaces, but in a discreet manner. She cautioned, “If anyone is caught dumping, he/she will be prosecuted”. The REO is hopeful that after the national clean-up exercise has been completed in the region, “residents will keep their parapets and surroundings clean.” She also hopes that residents would utilise the contracted solid waste service provided by the Ministry of Local Government and Regional Development Regional Solid Waste Programme.

simulator at Linden Technical Institute - to help develop skilled labour for extractive industries By Clifford Stanley LOCAL company, Farm Supplies Limited, has taken another initiative to develop skilled manpower in Guyana in adequate numbers, with respect to operating of heavyduty equipment. The company last week acquired a training simulator, which would be given to the Linden Technical Institute (LTI) to be used in training Region 10 youths to operate heavyduty equipment used in the extractive industries of forestry and mining. Farm Supplies is a family-owned business, which began operating in 1993 selling mechanised solutions in the form of equipment, maintaining a strategic inventory of spare parts, and providing technical services and training to keep its market for heavy-duty equipment produced by Doosan of South Korea. Commenting on the support for LTI, Service Manager of Farm Supplies, Sarda Shew, said the company has recognised a shortage of skilled heavy duty equipment operators countrywide, and has accepted that the capacity to develop skilled manpower of good quality in adequate number was an essential requirement for promoting economic and industrial development. The John Deere Operator Training Simulator, acquired at a cost of Gy$5.5M, will be located at the LTI in a room currently being refurbished by Farm Supplies. This equipment has been described as a cost-effective, safe, and efficient way to train new operators in a risk-free environment. It has customer-driven training features for real-world situations such as jobsite hazards, safety violations, hand signals, equipment damage, budget-based scoring, and replica machine controls; and can be safely and effectively used to train operators while avoiding fuel costs, equipment damage, risks to personnel, machine downtime, weather restrictions and emissions. The simulator training will help to build the proficiency and confidence necessary for operation, allowing a new operator to become familiar with the machine’s controls while gaining confidence needed before setting foot in a real machine. The company has already done much work in enhancing the training capabilities of the technical institute to benefit students in heavy duty equipment operation, and had targeted the LTI for support, given that Lindeners additionally have a history of familiarization with heavy-duty equipment. The LTI project is being co-ordinated by Schelte Vandijk of Farm Supplies, and the simulator would be installed at the LTI and be ready for use when that institution reopens after the Christmas holidays. Farm Supplies’ Service Manager Ms Shew also disclosed that the company had recently repaired a Bobcat, a small excavator owned by the LTI which had been non-operational for several months. This Bobcat will be pressed into service in the reenergized training programmes of the LTI for operation of heavy duty equipment.

Peters called up as Roach ruled out of tour JOHANNESBURG, South Africa, Dec 21, CMC – Left-arm seamer Kenroy Peters has been confirmed as the replacement for the injured Kemar Roach, on the Test tour of South Africa. A short release from the West Indies Cricket Board early Sunday said the 32-year-old had been called up for fast bowler Roach, who has been ruled out of the
remainder of the tour with an ankle injury. Peters is a seasoned first class campaigner who topped the bowling charts with 40 scalps at an average of 12.75 apiece, in the regional fourday championship earlier this year. He has already taken 13 wickets in four outings for Windward Islands Volcanoes in the WICB Professional Cricket League.
Overall, Peters has taken 190 wickets in 62 first class matches. He joins a squad still smarting from an innings and 220-run defeat inside four days, in the opening Test in Centurion. The second Test bowls off Boxing Day in Port Elizabeth. Roach, meanwhile, will return home to continue his rehabilitation.

FIFA official says England had best bid for 2018 World Cup LONDON, (Reuters) England’s failed bid to host the 2018 World Cup “was by far the strongest contender”, FIFA official Harold Mayne-Nicholls was quoted as saying yesterday. “How could England have only got two votes? It was a big surprise,” MayneNicholls was quoted as saying in The Sunday Times. The 53-year-old, a former Chilean football federation president, was chairman of a FIFA group tasked with assessing the strength and feasibility of the various bids for the 2018 and 2022 World Cup finals. Having visited all 11 countries bidding, MayneNicholls concluded that England had the best infrastructure and public involvement, crucial facets of any successful bid. The bid, however, received just two votes from a possible 22 with Russia winning the right to host the 2018 tournament. Qatar secured the 2022 Cup.

Afridi to retire from ODIs after World Cup KARACHI. (Reuters) - Pakistan’s experienced all-rounder Shahid Afridi has announced his retirement from one-day internationals after next year’s World Cup in Australia and New Zealand. Afridi told a news conference on Sunday that after the World Cup, which starts on Feb. 14, he will focus on T20 matches leading up to the T20 World Cup in India in 2016. Afridi has been named captain of the national T20 side by the Pakistan Cricket Board. “I am the first Pakistan player to be able to announce his retirement properly and on a high. I always wanted to do this having seen the problems faced by other bigger players in the past,” he said. “I have informed the Pakistan team management about my decision but not the cricket board as yet. I want to go out of ODIs with self-respect and with my fans wanting more from me,” he added. Afridi, 34, has played 389 one-day internationals plus 27 Tests and 77 T20 matches for Pakistan. He held the ODI record for the fastest century, set in 1996 against Sri Lanka, until New Zealand’s Corey Anderson bettered it this year. `Six Head’Lewis steps up training for Mullings FORMER world welterweight champion Andrew `Six Head’ Lewis yesterday put into overdrive preparation for his first fight in six years after sparring a total of eight rounds at the Forgotten Youth Foundation gym in Albouystown. Lewis mixed gloves with amateur bantamweight champion Delon Charles, Dexter Gonsalves and Diwani Lampkin and later confessed that he is slowly chipping away at the ring rust.
“I did eight rounds today and it was cool. I have not been in the ring for years and it will take some time for me to get back to being the old Six Head,” the former WBA champion declared. He is expected back at the Keith Bazilio owned gym this afternoon, to continue sharpening skills for his upcoming ring date. Lewis, known as `The Albouystown Cyclone’ won the WBA title in February 2001 with a seventh round stoppage of James Page.
His last fight was in October 2008 and ended in a split decision defeat to Howard Eastman. Now aged 44, and coming out of years of inactivity, he is about to face Jamaican Sakima Mullings, who is 12 years his junior. The fight is scheduled for February 28. Mullings defeated four Guyanese fighters in the last three years prompting Lewis to step in to stop the “eye pass” “I think everything is coming around well. I have
a good team around me and I will be in good shape for the fight,” the former world champion added. Lewis is being trained by Joseph Murray with assistance from Sebert Blake and Wincell Thomas. Since 2011 Mullings has defeated Winston Pompey, Howard Eastman, Revlon Lake and Derrick Richmond. Playing under the lights at the Albion Community Centre ground, after seeing Universal Warriors upset Universal Solutions Tigers to take third place, the Titans posted 128 for 3 off their 20 overs, after they won the toss and decided to bat first on a flat track. Kandasammy Surujnarine topscored with 40 (3x4, 1x6) skipper Devendra Thakurdeen made 36 while Foo used 33 balls to score 35 (2x6, 1x4), after being given three lives, two of them in the penultimate over of the Titans’ innings. In their turn at the wicket, President’s XI lost Brentnol Woolford and skipper Lloydel Lewis who were both dismissed without scoring to be 7 for 2, before LaFleur (2 for 14) and Motie-Kanhai combined to restrict them to 99 for 9, with the last man Suresh Dhanai being unable to bat for reasons unknown. third wicket, with DeJesus hitting Eon Hooper for four, before Dutchin was brilliantly stumped on the second attempt by Jason Sinclair off LaFleur. DeJesus, who topscored with 35 (2x4) and Sherwin Murray (11) looked threatening during their 27 runs fourth wicket partnership, but with Albion being a spin friendly wicket and Thakurdeen offering Motie-Kanhai the ball in the 13th over, it was a matter of how soon the left hand spinner would strike on his home turf. Boxing great Muhammad Ali hospitalised with pneumonia (Reuters) - Boxing legend Muhammad Ali has been hospitalised with pneumonia and is expected to recover because the illness was caught early, a spokesman said on Saturday. Ali, 72, was admitted to a hospital in an undisclosed location Saturday morning and is being treated by a team of doctors and remains in stable condition, spokesman Bob Gunnell said. “Because the pneumonia was caught early,

condition and said Ali’s family was asking for privacy. Sri Lankan superstars poised for CPL draft Lasith Malinga
CASTRIES, St Lucia, (CMC) – Sri Lankan superstars Mahela Jayawardene, Lasith Malinga and Tillakaratne Dilshan have been confirmed for the Caribbean Premier League (CPL)draft, set for early next year. All three players have already had limited participation in the tournament but it will be first time they will be entering the draft to take up extended contracts. The trio join South African all-rounder Jacques Kallis whose participation in the tournament was announced last week. “Now that the CPL is well established among the cricket community, we have had huge interest from the top international players which bodes well for the future of the tournament,” said Tom Moody, the CPL International Cricket Director. “The quality of cricket in 2014 was outstanding and we hope for more of that drama and action next year so being able to announce players like Malinga, Jaywardene and Dilshan is a great boost and a fantastic endorsement for CPL.” Jayawardene turned out for Red Steel in the latter stages of last year’s tournament while Malinga represented Guyana Amazon Warriors in the knock-out rounds of the inaugural competition.
