Hi everyone, I am delighted to welcome you to this year’s International Building Expo! The housing sector is an important driver of our country’s economy, poverty reduction and development. It is rapidly changing the face of our country and the circumstances of our people. Housing construction stimulates employment and galvanizes business activities. This is why our government is investing some sev -

enty-eight billion dollars this year to escalate the establishment and upgrade of housing schemes and the construction of more houses catering for all income categories.

We believe that every Guyanese has a right to safe, resilient and affordable housing, and we have gone further by providing subsidised housing through our house lot allocation programme – any Guyanese 21 years or older can apply for a house lot to

build their first home. In 2020, we announced our intention to allocate fifty thousand house lots by 2025. I can confidently report that with a little over a year left, we are well on track to realise this achievement.

International Building Expo 2024 will give us another opportunity to continue to explore the innovations that are occurring within the housing and construction industry. This year’s theme, “Building on the Foundation of Sustainability and Unity” speaks to our commitment to finding more sustainable and climate friendly options in housing and construction.

approximately four hundred and twenty local and international exhibitors from the Caribbean, Middle East, USA, Canada and the UK. Additionally, we welcomed visitors from Panama, the Dominican Republic, Mexico and Africa. We were introduced to innovative products and technology such as 3D printed houses, eco-friendly building materials, solar technology, vinyl sheet piling which was used on the four-lane highway, and recycled houses. These are testimony to the dynamism and appetite that exist within the industry, and I am excited to see the new products our exhibitors, investors and partners will have on show for us.

In keeping with our theme, this Expo is designed to ensure a smooth flow, highlighting sustainable, environmentally friendly concepts, all aimed at improving the experience of our visitors and exhibitors.

The International Building Expo is renowned for providing a platform for entrepreneurs to launch a new business, expand and showcase existing businesses, and offer unmatched opportunities to network among industry professionals.

As is customary, our Dream Realised Land Allocation and Title Distribution programme will be a central feature of the expo. ‘We don’t just promise, we deliver’

— gov’t making home-ownership more affordable, more than $200B invested in housing

MORE than $240 billion has been expended to make home-ownership more affordable in Guyana, and according to President Dr. Irfaan Ali, this has resulted in over 35,000 house lots being distributed and persons benefitting from crucial infrastructural development.

Dr. Ali, during a video broadcast on Sunday, said that the government has simultaneously been investing in the country’s infrastructure, enhancing road networks, and improving the availability of water and electricity.

“Housing does not come by itself. It comes with infrastructure to support housing schemes. To support these new housing schemes and these 35,000 house lots and homes that we’ve invested in, we have built 414 kilometers of new roads, 250 kilometers of new water transmission mains and more than 2,200 kilometers of electricity transmission lines,” President Ali said.

The People’s Progressive Party/Civic (PPP/C) Government, he highlighted, has implemented measures to make home-ownership more affordable,

including subsidies and lower interest rates.

Already over 3,000 houses have been delivered, with a focus on low- and moderate-income segments, and the government is expanding the housing programme to reach every part of the population

“An average low-income house lot is subsidised by almost $4.2 million and we brought down interest rates…. This has led to an increase of about eight to 10 per cent in new housing loans at a value of $56 billion,” he said adding:

“We built more than 3,000 homes, more than 1,000 low-income housing at a cost of more than $5.9 billion, more than 400 moderate-income homes, 100 middle-income homes and more than 1000 young professional homes.”

In addition to this, the government has ensured support to the vulnerable by investing in core homes. He further highlighted that some $2 billion has been invested in hinterland housing, while more than 16,000 young people have benefitted from the mortgage relief programme.

“We don’t just promise, we deliver, and, on housing, we have delivered in less than four years. We have made home-ownership more affordable, we have created infrastructure, built roads, built electricity networks, given access to water and expanded a housing programme to reach every segment of the Guyanese population,” President Ali said.

The government, with the objective of distributing 50,000 house lots by the end of their initial term, an allocation of $78 billion was set aside to

facilitate the development of housing infrastructure in 2024.

During the presentation of the country’s fiscal plan to the national assembly back in January, Finance Minister Dr. Ashni Singh stated that since assuming office, the People’s Progressive Party/Civic (PPP/C) Administration has made tremendous strides in the housing sector; that is, the sector that was reduced to a mere department under the previous administration.

Twelve new water supply systems planned for Pomeroon, Region Two

Minister Susan Rodrigues has announced that the Ministry of Housing and Water is on track to deliver twelve new water supply systems to communities in Pomeroon, Region Two. With 2024 at its halfway mark, the Ministry, through Guyana Water Inc. (GWI), has completed two of the twelve systems, with the others at various stages of development.

On Friday, June 14, Minister Rodrigues commissioned water supply systems at Hackney Village and Friendship Village in the Pomeroon River. These new facilities will serve approximately 500 residents. The event was attended by Vice Chairman Mr. Humace Odit, Prime Minister's Representative Mr. Arnold Adam, Hinterland Services Director, Mr. Ramchand Jailal, and other technical staff who were instrumental in the project’s success.

The new water supply systems are powered by

photovoltaic technology. Other villages slated to benefit from similar investments include Marlborough, Karawab, St. Johns, Jacklow, Abrams Creek, St. Monica, Bethany, Dredge Creek, Siriki, Kabakaburi, Wakapao, David James Scheme, Akawini-Baracaro, and St. Denys (Coastland).

At the commissioning ceremony, Minister Rodrigues praised GWI for their prompt delivery of the two facilities.

“I am pleased and proud that we have been able to deliver this well in a very short time. It was back in February when we started the work in this community,” said Minister Rodrigues. During her visit to Hackney earlier this year, she noted the residents' hardships, especially during the prolonged dry season.

Since taking office, Minister Rodrigues emphasized that the Ministry has adhered to strategic plans, resulting in significant improvements in the

quality of life for residents of both the hinterland and coastland. She also reported that the agency is on track to meet the UN Sustainable Development Goal of 100% access to potable water five years ahead of the 2030 deadline.

“We are on a mission to deliver this in the hinterland and coastland by 2025, which is five years earlier than the UN deadline. On the coastland, we intend to increase the coverage for treated water,” Minister Rodrigues pointed out. To achieve this, the agency continues to strengthen its capacity by investing in rigs to drill wells in remote communities.

“In-house drilling has accelerated the work in communities. In the past three years, we have spent $3.4 billion, and 75 new wells were drilled, benefitting some 15,000 residents with first-time access to potable water,” she added. This year, the Ministry is investing

another $1.4 billion for 40 new wells. Additionally, along the Essequibo

Coast, residents will benefit from two new water treatment plants, which will increase the coverage of treated water.

The expo features a

Silica City: Guyana’s First Smart City

— Minister Croal applauds progress on infrastructure development

MINISTER of Housing and Water, Collin Croal, has expressed his satisfaction with the rapid progress of infrastructure development at Guyana’s first Smart City -- Silica City.

During a recent visit to the 109-acre development at Tract ‘B’ Kuru Kururu, Soesdyke/ Linden Highway, the Minister inspected the ongoing construction of Young Professional Houses and other infrastructure works.

Accompanied by a team of engineers from the Ministry’s Project Department, Minister Croal observed that the first seventy-four units are at various stages of completion, with construction set to begin on an additional thirty-six units in the coming weeks.

The Minister noted that

the agency is currently qualifying individuals who have expressed interest in the properties. “We do have a list of persons that will be pulled from our database who have indicated an interest, so we’re first of all going to the pre-qualification phase. That’s where we are at now… we have not allocated these units as interested persons have to be pre-qualified at banks,” he explained.

The young professional homes will be available in four distinct styles, with two flat units priced at $25,200,603 and $25,290,178, and two elevated units priced at $33,980,153 and $34,450,145. The construction of the first 110 units has seen an investment of B $3, according to Minister Croal.

Infrastructure works are progressing swiftly on the first

phase, including the installation of an electrical network, roads, and drainage systems. Additionally, the procurement process has begun for an independent water source to serve the area.

The concept of Silica City was first introduced by His Excellency, President Dr. Mohamed Irfaan Ali, during his tenure as Minister of Housing and Water in 2013. The idea stemmed from the need for a complementary urban centre to address the challenges of non-coastal urban settlement development and the threats of climate change and rising sea levels. Silica City aims to provide a resilient haven for residents in a changing world, offering an innovative solution to future urban living.

Road network upgrade programme aims to transform East Bank Demerara communities

THE Government of Guyana, in collaboration with the Inter-American Development Bank (IDB), has launched the Road Network Upgrade and Expansion Programme, known as the Adequate Housing and Urban Accessibility Programme (AHUAP).

This ambitious initiative is designed to enhance the quality of life in urban and peri-urban Georgetown by improving access to adequate housing and essential in -

frastructure for low-income communities. The programme also aims to boost urban and suburban mobility and safety while strengthening national and local capacities to operate and maintain urban services.

The Ministry of Housing and Water, through the Central Housing and Planning Authority (CHPA), is responsible for implementing AHUAP. The programme is structured as a multi-work project, with Component 1 focusing on delivering quality

housing and infrastructure solutions. This component includes three sub-components: affordable and sustainable housing, consolidation of existing housing schemes, and implementation support and institutional strengthening.

As part of Component one, the CHPA is pursuing a project to enhance infrastructure within several communities along the East Bank Demerara, Region 4. To ensure the project's sustainability and minimize potential risks,

an Environmental and Social Assessment (ESA) has been conducted. The ESA aims to identify and manage potential environmental, social, health, and safety risks associated with the project, and to integrate these considerations into the project's design phase.

The project encompasses five categories of infrastructure construction and rehabilitation across six adjoining communities in the East Bank Demerara area. These communities include Peter’s Hall,

Providence (Phase Two North and South), Perseverance, Herstelling, Farm (Phases One and Two), and Covent Garden. The infrastructure works involve road rehabilitation, cleaning and improving drains, constructing reinforced concrete sidewalks, building culverts, and installing solar street lights.

The project will be divided into various lots, which will be awarded to different contractors through a tendering process. This approach

ensures that the work is distributed efficiently and that different aspects of the project are handled by specialized contractors.

The AHUAP represents a significant investment in the urban infrastructure of Georgetown and its surrounding areas, promising to bring substantial improvements to the living conditions of low-income populations and enhance overall urban accessibility and safety.

New Housing Ministry headquarters set to enhance service delivery, efficiency

THE construction of the Ministry of Housing and Water's new headquarters is advancing smoothly despite some minor hiccups in material procurement.

Housing and Water Minister Collin Croal provided an update during a recent site visit to the Plantation Houston location, accompanied by key officials, including Permanent Secretary, Mr. Bishram Kuppen; Chief Executive Officer of the Central Housing and Planning Authority (CH&PA), Mr. Sherwyn Greaves; and other prominent figures involved in the project.

The $570 million five-story building complex is currently under construction, with an additional $171 million allocated for the central air conditioning system. The project experienced a brief pause due to delays in procuring construction materials; however, these issues have been resolved, and work is now progressing as planned.

Minister Croal expressed satisfaction with the progress, stating, “I am pleased to say that the issue with

materials has been cleared up. The contractor will continue construction, and by the first half of this year, the entire frame of the building will be completed, with other components finished by the end of the year.”

Once completed, the new facility will consolidate all Ministry departments, which have been operating from separate locations. This centralization is expected to enhance service delivery by streamlining operations and

reducing the need for individuals to visit multiple offices.

The new headquarters will also feature improved amenities, including ample parking for over 100 vehicles and a recreational facility for staff.

Permanent Secretary Mr. Kuppen assured that rigorous quality control checks will be conducted throughout the project's lifespan. He highlighted the benefits of consolidating services into one facility, which will contribute to greater efficiency.

Mr. Greaves noted that the new headquarters will offer a more comfortable and private environment for the public. “On a daily basis, we attend to approximately 300 to 500 persons, and their comfort is important to us.

The new facility will provide the privacy and comfort our customers need and enhance their overall experience,” he said.

Dr. Emanuel Cummings, Board Chairman of CH&PA, emphasized the importance of the new facility in supporting the Government’s mandate to serve Guyanese effectively. “It is essential for the agency to improve all aspects of its functionality to better serve the public,” Dr. Cummings remarked.

The new headquarters will accommodate over 320 staff members and is being built on a 2-acre plot of land. The building, measuring approximately 150 feet in length and 105 feet in width, is designed to provide a stateof-the-art working environment and improved service delivery for the Ministry.

As construction continues, the project remains a significant step towards enhancing the Ministry’s operational efficiency and service quality.

Mortgage rates drop in Guyana amid global interest rate hikes

— making home ownership easier for citizens

AMID rising global interest rates, mortgage rates in Guyana have significantly decreased, making home ownership more affordable and accessible for citizens.

This announcement was made by People’s Progressive Party (PPP) General Secretary, Dr. Bharrat Jagdeo, during a press conference in July 2024.

Dr. Jagdeo, who also serves as Guyana’s Vice-President, emphasized that the government's stra -

tegic investments and costof-living interventions have played a crucial role in this development. He highlighted that despite Guyana's smaller size compared to the United States, the PPP/C government has managed to keep

inflation relatively stable through prudent economic management.

"If you look at mortgage rates in Guyana, they have come down in spite of global increases in interest rates; it’s more affordable to get a loan

now and take out a mortgage if you want home ownership, and a lot of people are finding this out when they go to the banks," Dr. Jagdeo stated.

He attributed this decline to government policy interventions, including the removal of corporate tax from the income arising from loans below a certain threshold, specifically loans under US$40,000 (GY$8 million).

The government’s efforts extend beyond mortgage rates. According to Dr. Jagdeo, the administration has developed approximately 33,000 house lots and is committed to constructing 40,000 more by the end of the year, since assuming office in 2020.

"We are building young professional homes and increasing the supply of homes.

A Guyanese person now, even if they didn’t get a house lot yet, knows that once they apply, they will get a house lot," he said.

Minister of Housing and Water, Collin Croal, supported these facts, stating that 30,406 house lots were distributed in the three years since the PPP/C Government took office. For 2023 alone, 8,578 residential lots were allocated, with youths and women making up a significant portion of the allottees.

"53.3 per cent of the allottees were youths, and there was a consistent 40 per cent allocation to women, which increased to around 43 per cent in 2023," Minister Croal noted.

Furthermore, the government has committed over $1 billion to infrastructure works, including drainage and road networks, to support these new housing schemes. This investment ensures that allottees have access to necessary amenities, enhancing the quality of life and economic opportunities for residents.

As part of its ongoing commitment, the government is also establishing new housing areas in Regions One, Seven, Eight, Nine, and Ten. In 2023, significant allocations were made in various regions, including 7,128 lots in Region Four, 1,079 in Region Three, 125 in Region Five, and 192 in Region Six.

Dr. Jagdeo emphasized the administration's dedication to making home ownership achievable for all Guyanese. "Every young person who applies for a house lot knows that if they don’t get it today, they will get it in the future. The government is building homes so that those who don’t have the resources to start can get one of those core homes. The mortgage rates now are so low that it’s affordable from the income," he concluded.

President Ali fulfills promise, awards land titles to 56 Region Three families

IN a significant move fulfilling a promise made by President His Excellency Dr. Irfaan Ali, 56 families who have been occupying lands without documentation received their Certificates of Title last month.

During an early morning engagement, President Ali delivered remarks and personally handed over the land titles to the families.

The beneficiaries -- residents of Philadelphia, Barnwell, Good Hope, and De Willem -- had been living on their lands for over two decades without legal documentation.

The event saw the presence of several key officials, including Minister

of Housing, Collin Croal; Minister within the Ministry of Public Works, Deodat Indar; Regional Chairman Mr. Inshan Ayube, and other regional officials.

President Ali expressed his pleasure in sharing this milestone with the families, reiterating his administration’s commitment to working for the upliftment of every Guyanese family.

“I want you to enjoy this moment. This is a great moment, and today is a day you will never forget, knowing that you have a government that will fully back you as we move forward,” President Ali stated. He also emphasized that the government's success-

es would counter critics, saying, “…The best way to silence the critics is with the love for country and love for people…”

As part of the ongoing Operation Clean-up, which focuses on relocation and regularization, the President announced that within the next month, residents of Vergenoegen/Acme, De Kindren, and Greenwich Park will also receive their Certificates of Title. Minister of Housing and Water, Collin Croal, expressed his enthusiasm for the expo, emphasizing the vital role of the housing sector in driving the country’s economic growth, poverty reduction, and overall development. "Housing construction stimulates employment and galvanizes business activities," Minister Croal stated.

The government’s investment of seventy-eight billion dollars this year underscores their commitment to expanding and upgrading housing schemes and constructing new homes for all income categories.

The minister highlighted the government's house-lot allocation programme, which provides subsidized housing for Guyanese aged 21 and older. Since announcing the goal of allocating fifty thousand house lots by 2025, progress has been significant, with the government on track to meet this target.

Eighteen new housing areas to provide over 24,000 lots — comprehensive strategy to address housing backlog

THE government has unveiled an ambitious strategy to tackle the backlog of application for house lots within the Ministry of Housing and Water's database, aiming to significantly reduce waiting time for applicants.

Minister within the Ministry of Housing and Water, Susan Rodrigues, recently announced that 18 areas have been earmarked for new housing developments.

“These 18 areas will yield over 24,000 lots, addressing the backlog up to 2019 within our first term in office,” Minister Rodrigues stated.

Fulfilling a key promise of its manifesto, the PPP/C Administration pledged to deliver 50,000 house lots by the end of its first term.

While over 30,000 lots have already been allocated, a substantial backlog remains.

Region Five has 2,852 pending applications for residential house lots, and Region Four has approximately 38,000 pending applicants. “We have about 23,000 people from that period up to 2019. And we still have 20,000 allocations to make in our first term in keeping with the promise that we made,” clarified Minister Rodrigues.

To ensure citizens have access to affordable housing, the government has implemented several initiatives, including investments in infrastructure, land acquisition, removal of taxes on construction materials, and subsidies to assist individuals in beginning home construction. Minister Rodrigues urged citizens to take advantage of

these initiatives to build their homes.

Minister Rodrigues also emphasized the importance of adhering to the application process, ensuring allocations

are conducted within the framework of an organized and sustainable housing development strategy. Addressing the issue of squatting, she highlighted that new squatting areas would not be recognized.

“If you know of anyone who is even thinking about squatting, discourage them from doing it. It has too many challenges and will delay the process further. All housing needs in this region and all regions will be addressed,” reiterated Minister Rodrigues.

The government has allocated $75 billion in its 2024 budget to continue its housing programme, with 10,000 house lots scheduled for distribution this year.

THE lives of six families from the East Coast of Demerara were recently transformed as they no longer have to worry about living in dilapidated structures or renting.

Families from Haslington, Non Pariel, Lusignan, Good Hope, and Cummings Lodge received the keys to their new 'Core Homes' and Certificates of Inspection under the Adequate Housing and Urban Accessibility Programme (AHUAP).

Through tears of joy, 53-year-old Ms. Sonita expressed her happiness at finally having a safe place to call home. Despite having been allocated land, she lived in a dilapidated wooden structure prone to flooding. Without a stable job and relying on public assistance to support her two grandchildren, she was unable to build a decent home. Minister of Housing and Water,

Minister Croal highlighted that the AHUAP, funded by the Inter-American Development Bank (IDB), aims to assist vulnerable Guyanese

families like Ms. Sonita’s, who either cannot afford to build a decent home or have land but lack the resources to build.

“It’s not easy living with other persons, living in an environment that you don’t necessarily own, etc. […] This is helping with homeownership and we’re happy about that,” said Minister Croal.

Under the programme, each beneficiary contributes only $100,000 toward the cost of their new home. Each home, valued at $5 million, includes two bedrooms, a kitchen, and indoor sanitary facilities. Beneficiaries were selected during a previous application period, which is now closed.

Mr. Carlos Jn Jules, who has been renting with his

partner and children, shared his excitement about moving into their own home. He noted that when he applied for the programme, he was anxious about his chances but is now thrilled to be among those selected.

“This is a start. My family will be able to grow and things will be better with this [home],” said Mr. Jules.

Speaking about his sons, he

added, “I think it will be a positive in their life from now to getting everybody one place knowing that this is we own. I don’t think we will experience no more problems after that.”

Mr. Nigel John praised the government for the initiative, expressing his happiness at gaining independence and a place to call his own. “It’s not everybody could afford and it’s good what the government is doing for people who can’t afford it, you know. So, they can live a happy life,” Mr. John expressed.

Under the Core Home Support initiative, a total of 323 beneficiaries have been selected in Regions Three and Four. To date, 110 homes have been handed over, 188 are in the procurement phase, and several others are under construction.

Gov’t advances affordable housing in Bartica with turn-key project

THE government is making significant strides in its mission to provide affordable housing with the construction of 40 turn-key houses at the 5 Miles Housing Scheme Phase II in Region Seven.

This ambitious project, currently 15 per cent complete, is expected to be finished by the end of September, according to Minister of Housing and Water, Collin Croal, during a recent interview with the Department of Public Information (DPI).

The turn-key housing initiative, which is being accelerated nationwide, aims to deliver ready-to-movein homes to Guyanese citizens. Bartica is

among the communities benefitting from this programme, en -

suring that affordable housing solutions reach diverse regions across the country.

“The 40 houses are 15 per cent complete and by the end of September, we expect them to be completed. These are three-bedroom flat houses. [Construction] would move very quickly. We have invested in that area about $495 million for the houses," Minister Croal stated.

He further explained the process of the turn-key initiative, highlighting that individuals can prequalify for these houses and secure financing through the bank. In addition to the turn-key

houses, the ministry has allocated house lots to some 150 allottees within the 99acre housing scheme, which yields over 300 serviced lots.

Strategically located near the Bartica Airstrip, the housing scheme will feature residential and commercial lots, a community service center, and recreational spaces.

The government is investing over $1 billion in infrastructure works, including drainage and road networks, to ensure allottees have access to essential amenities.

"The infrastructure work is about 80 per cent complete," Min-

ister Croal added. The housing scheme will be connected directly to the Bartica/Potaro Road and the incoming Aruwai-Teperu Road, thereby enhancing road access and other opportunities for residents, miners, and commuters.

This development underscores the government’s commitment to improving living standards and economic opportunities for its citizens through well-planned housing initiatives.

The completion of the turn-key houses by September will mark another milestone in Bartica’s growth and development.
