THEdepartureofagroup ofHaitianundergraduate studentsanddoctorswhowill specialiseinCubaistodaya tangibleexampleofSouthSouthco-operation,atthe farewellceremonyheldatthe headquartersoftheMinistry ofHealthandPopulation Port-au-Prince,Haiti.

RussianForeignMinister SergeiLavrovsaidonAug.19 thattalkswereoutofthequestionafterUkrainelauncheda majorcross-borderincursion intoRussia'sKurskregionon Aug.6.

IndianPrimeMinisterNarendraModi,whowasinKyiv lastweek,spokebyphone withRussianPresidentVladimirPutinonTuesdayandtold himhesupportedanearly andpeacefulresolutiontothe Ukraineconflict.

'NOCOMPROMISES WITHPUTIN'

ZelenskiyhasbeenadamantthatRussiawantsto dictatetermstoUkrainein anysettlementofthewar,

somethingthatKyivseesas unacceptable.

Putinhassaidanydeal needstostartwithUkraine's acceptanceof"realitieson theground",thatwouldleave Russiawithpossessionof substantialchunksoffour Ukrainianregionsaswellas Crimea.NowUkrainesays itcontrolsmorethan1,200 squarekm(463sqmiles)of Russia'sKurskregion.

"TherecanbenocompromiseswithPutin,dialogue todayisinprincipleempty andmeaninglessbecausehe doesnotwanttoendthewar diplomatically,"Zelenskiy saidatthenewsconference.

Hesaidtheoffensiveinto theKurskregionhadreduced thenumberofgovernments aroundtheworldcallingfor

Thecouncillors,Alfonso DeArmas,PatriciaChaseGreeneandStevenJacobs madethisclearduringalive broadcastprogrammerecently.

AccordingtoChaseGreene,onMondayduring thecouncil’sstatutorymeetingapolicydocumentfor institutionalratestobegiven topoliticalpartieswaslaid, towhichshesaidwasimmediatelyrejectedbythePPP councillors.

“Wetotallydisagreewith it,wethinkallpoliticalpartiesshouldpaytheirratesand taxesbecausewe’reasking ordinarycitizenstodoso,” shesaid.

Againstthisbackdrop,the formermayoraddedthatthe councilconstantlycomplains aboutnothavingmoneyto carryoutitsbasicfunctions butisnowaskingtohave politicalpartiesnotpaytheir ratesandtaxesandnoted

Thatsectionoftheact speakstothepowerstoexemptownersofcertainpropertiesandnotesthatacouncilshallhavethepowerto exemptfromliabilitytopay taxeseitherwhollyorinpart iftheirpropertiesfallunder thoselistedinthesection.

Listedpropertiesinclude thoseusedfortheadvancementofreligion,education,

orsocialwelfare,thoseused foropen-airgames,open-air athleticsportsandhospitals, amongothers.

Chase-Greeneadded,“It goesonbutthere’snowayfor politicalpartieslistedinthis lawandifyouaregoingto introduceanewinstitutional rateinmyknowledgeon whatishappening,thatneeds tobegazettednotbyasimple policyofthecouncil…they oughttohavesoughtguidanceonthatmaybefromthe

Meanwhile,Jacobs,when askedwhytheywouldopposethemovewhenitwould aswellsaidthatwhilethey aremembersofthePPP,their mandateisrepresentingthe peopleofGeorgetown.

Eusebiorevealedthat

thegrantfortheproject wasgivendirectlytoa contractorandthatshewas unawareoftheamountof theSLEDgrant. Shealsodisclosedthat theSocietyhadinitially requestedanextensionto theirexistingbuilding,but wasadvisedbyHenryto

proposeacompletelynew facilityinstead.

Eusebio’sstatements raisedseriousconcerns aboutthetransparency andmanagementofthe project.

Sheindicatedthat therewerenodocuments availableregardingthe receiptoftheSLEDgrants ortheconstructionprocess.

Additionally,theinvestigativeteamfound thatthefacility,fundedby theSLEDprogram,lacked basicutilitiessuchaspotablewaterandelectricity, renderingitunusablefor thecommunity.

MinisterofLabourJosephHamiltonhadpreviouslyweighedinonthe matter,providingfurther detailsfromtheauditreport.

AccordingtoHamilton,thebiggestallocationofSLEDfundsin RegionNine—totalling $169,489,990—wentto VincentHenry.

“Iwantthepeopleof Guyanatoknowwhere thesefundswent.These aremoniesthatwereintendedtodevelopvarious communitiesandprojects, butbasedonthereport, youwillseehowmillions ofdollarsweremismanaged,”Hamiltonhadtold themedia.

Theauditrevealedthat Henrywastheawardeeof acontracttoconstructa multi-purposebuildingat KatokaVillage,aproject thatwasnevercompleted. Moreover,itwas disclosedthatHenry’s son,VincentHenryJr., receivedagrantforthe ShulinabVillageIrrigated Pastureproject,whichhas sincebeenabandoned.

Hamiltonalsonoted thatanotherofHenry’s sonswasinvolvedinquestionabletransactions,sellingcowstohisbrotherusingfundsfromtheSLED program.

Theserevelationshave onlyaddedtothecloud ofsuspicionsurrounding

Henry’smanagementof thefunds.

Despitethesedamningfindings,Henryhas deniedanywrongdoing, assertingthatheneverreceivedanymoneydirectly fortheprojectsandthathe onlyassistedgroupsinhis regionwithconstructing theirproposals.

Hehasaccusedthe PPP/C-ledgovernment ofattemptingtotarnish hisreputationbecauseof hisoutspokenstanceon indigenousissues.

However,Jagdeodismissedtheseclaimsand warnedthatHenry’sattemptstoshiftblameor cryfoulonlyservetodistractfromthegenuine issueathand—themisuse ofpublicfundsintended forthedevelopmentof hinterlandcommunities.

“Nowthey’reconcerned.Oh,they’reworriedaboutalltheseprojectsbeingdoneinAmerindiancommunities. Peoplemaysupportthe PPP.”

GUYANAisintensifying itseffortstoenhancenationalcapacityforoilspill preparednessandresponse withthecommencementof afour-dayworkshoponoil spillcontingencyplanning.

Theworkshop,heldat theGuyanaPoliceForce Headquarters,isbeingconductedbytheRegionalAc-

tivityCentre/RegionalMarinePollutionEmergency, Information,andTraining CentrefortheWiderCaribbeanRegion(RAC/REMPEITC-Caribe).

DuringtheopeningceremonyonTuesday,Prime MinisterBrigadier(Ret’d) MarkPhillipsemphasised thecriticalimportanceofthe workshop.

Hefurthernotedthat Guyanahashadanational oilspillcontingencyplan since2020,whichwastested inanexercisein2022.

Inaddition,thePMsaid thattheworkshopcoincides withtheongoingdrafting oftheNationalOilSpill PreventionandManagement Bill2024.

“Weareatthestage wherewewanttoputabill beforetheNationalAssemblytomakethiswholeissuelawfulinGuyana.This workshopservesasaprecursortothepassageofthis criticallegislation,further solidifyingourcommitment tooilspillpreparednessand response,”PMPhillipssaid.

Underscoringtheimportanceofpreparednessin mitigatingtherisksassociatedwiththeburgeoningoil andgasindustryinGuyana, PrimeMinisterPhillipstated thattherepercussionsofan oilspillcouldbefar-reaching andlong-lasting,impacting everythingfromtourismand fisheriestotheoverallhealth ofthenaturalenvironment.

Asaresult,hepointedoutthatpreparedness involvesacomprehensive understandingofpotential risks,arobustresponse framework,andthenecessaryresourcesandcapabilitiestoactswiftly.

Italsorequirescollaborationamonggovernment agencies,industryplayers, theprivatesector,non-governmentalorganisations,and thepublic.

Thusfar,Guyanahas takenseveralproactivemea-

surestostrengthenitsoil spillpreparednessandresponsecapabilities.

Amongtheseeffortsis thepassageofthePetroleumActivitiesBill2023, whichreplacestheoutdated PetroleumExplorationand ProductionActof1986.This newlegislationensuresresponsibleandmodernmanagementofthepetroleum industry. Additionally,thegovernmenthassignificantly strengthenedoilpermitsand environmentalregulations tominimiseliabilitiesand manageenvironmentaland economicimpacts. Forinstance,intheevent ofexcessiveflaring,companiesarerequiredtocompensateatarateofUS$5perton ofcarbondioxideequivalent.

Theworkshopwouldsee participantsbeingexposed tomechanismssuchasthe readinessevaluationtoolfor oilspills,whichwillhelp identifygapsinthenational contingencyplanningand enhanceoverallresponse capabilities.

RAC/REMPEITC-Cariberepresentative,Matthew Martincommendedtheprogressmadebythegovernment inGuyana’spreparedness efforts.

ANDREKevinPollydore,a37-year-oldfatheroffivefromLamaha Place,SouthRuimveldt Park,Georgetown,has beenremandedtoprison onchargesofillegalpos-

sessionofafirearmand ammunition.Pollydore appearedbeforeMagistrateFabayoAzoreat theGeorgetownMagistrates’CourtsonMonday,wherehepleaded

notguiltytobothallegations.

Thechargesarosefrom apoliceoperationonAugust24,2024,attheintersectionofMainand MiddleStreetsinGeorgetown.Policeallegethat Pollydorewasfoundin possessionofa9mmpistolandeightliveroundsof 9mmammunition,when hewasnotalicencedfirearmholder.

Duringthehearing,the PoliceProsecutorChristopherMorrisstatedthat Pollydorewasspotted standingnexttoamotorcararound01:00hours duringapolicepatrol. Althoughnothingillegal wasfoundonPollydore duringasearch,theillegal handgunwasdiscovered beneaththefrontpassengerseatofthevehicle, Morrisadded.Pollydore wastheonlypersoninthe caratthetime,andthe prosecutornotedthathe admittedtoowningthe vehicle.

However,Pollydore’s attorney,LatchmieRahamat,arguedthather clientwasnottheonly personpresentduring thesearch,thatthe weaponwasfoundhiddenundertheseat,and thatPollydoreisnotthe registeredownerofthe vehicle.Rahamatsought bailforPollydore,citing hiscleancriminalrecordandlackofflight risk.Despitethis,the prosecutorobjectedto bail,emphasisingtheseriousnessofthecharges andnotingthatnospecialreasonsrequiredby theFirearmsActwere presented.Magistrate Azoreultimatelyrefused bail,andPollydorewas remandedtoprisonuntilSeptember23,2024.
