We will have some lunch and have an Easter Egg hunt. Then we will watch a nice movie. We will be catering for Trust on Thursday April 24, 2014 starting at 9am. For those of you that plan on coming on the Elder's Adventures this summer, I urge you to lend a hand now in helping fundraise. The Elders will continue with their usual activities. We have had a great turn out for the past Elders Days. Let's keep it up! We will be having a nurse from the hospital, Anita Brennen, come and work with the Elders. She can do exercises to get you moving & she can also give us the information we need on healthy lifestyles. Right now I have been quite busy with the Annual report due for the Trust meeting next week. I will also submit the Elders Proposal o renew our funding. Our only one that was suppose to have been for a year, has lasted us 4! WOOHOO! Food harvesting is the number one goal right now. Along with healthy eating habits and exercise. We received some herring eggs from Heather Walkus a few months ago & Patti Seaweed a couple of weeks ago. THANK YOU SO MUCH! The Elders really enjoyed it. The Elder's Council has been meeting on a weekly basis. They have had some causes and concerns brought to their attention. They intend to deal with them as Chief & Council. Please remember that you, the Elders, nominated and voted for the persons on Elder's Council. They have been put into this position by you. They are doing a very wonderful job. It is a lot of hard work and at times, can be stressful. Please be kind :) That's a wrap folks :D

Ask an Expert: Roy Francis Coming to Tsulquate to Talk Treaty Over the years we have had many community meetings about the Treaty process that our community is in. Considering that we have been in negotiations for over a decade, that is a lot of meetings and a lot of information, and still sometimes community members feel that they don't know enough about what the Treaty could do to and for our community. There have been requests in the past to bring in someone who comes from a community that has been through the Treaty process already. Well, at the May 7 community celebration, you will have the chance to talk to someone who's been there! Roy Francis, Chief Negotiator for the Sliammon First Nation, who recently signed on to their Treaty, is coming to Tsulquate to answer our questions and speak about his experiences. At the GN Council retreat a few months ago Roy came and spoke to Council about the Sliammon Treaty experience. He is very down to earth, and straightforward with his answers, and we are looking forward to hosting him in our community! In other Treaty news, we have just applied for three more TRMs, or Treaty Related Measures. The projects we are hoping to undertake in 2014/15 are: moving forward with the Ba'as Reconstruction; starting the Gwa'sala territory village reconstruction process, at a location to be determined by the community, and; some more work around governance and our constitution. Economic Development Update Thank you for your continued interest in the workings of our economic development corporation. In this week’s update we get into some of the drier and less exciting parts, unless something goes wrong than these items get really important and a lot less dry!! Let us talk about liability, taxation, own source revenue, and how these items can and will impact you. Liability: Can be defined as “an obligation, debt or responsibility owed to someone.” It can also be defined as the likelihood that something might happen, or what kind of handicap that might hold us back. We are setting up our businesses in legal limited companies to take potential liability issues away from harming the community. The other piece to protecting the communities’ assets is to have appropriate insurance in place in case something went wrong. One consequence of liability is that if the Nations are found to be liable for something happening, they could lose some of their assets if a law suit is successful against the Nations. By having the appropriate companies in place with appropriate insurance, we can limit the potential for negative outcomes and help to create positive results. Taxes: Oh yes the dreaded tax man!! As our companies start to be profitable we will be looking at all legal means possible to limit the amount of taxes that we may have to pay. By having our LTD. companies in place and paying the profits back to the Nations through a “Master Limited Partnership” we can limit (try to make it zero dollars) the amount that may have to be paid in taxes. We have hired MNP, which is a large accounting and tax firm, to help us understand all of the latest tax law decisions and help the Nations with the best possible set-up. This is work that will always be developing over time. Own Source Revenue (OSR): This topic is one that draws fear and resentment out of a lot of First Nations Communities. I would like to make it clear that this concept really comes into play in the Treaty Process. It is the GNN economic development corporation’s mandate to create businesses that will help to support all of the Nations’ infrastructure and program needs into the future. The more profits that our companies generate, the less potential tax burden may be placed on community members (through taxes) in the future. Remember that this is all post treaty. Some of the work that the federal and provincial governments do leading up to the final treaty is to look for and acknowledge how much money the Nations have generated in Own Source Revenue. With this understanding, the governments may start to take away some of the base funding that the Nations receive through annual funding agreements. The government usually structures a clause into the base funding agreement that will show how OSR will replace base funding over a certain timeframe (usually five years) Therefore, strong and profitable GNN companies will help to support Nations programs well into the future. The more profitable the companies are, the less future taxes individuals will have to pay. Please be aware that we will have opportunities in the near future to discuss these concepts at community meetings as well as in the Treaty meetings that will be happening. It is very important to note that economic development does not create jobs; businesses create jobs, and economic development creates businesses which create jobs. The better the business is run the more it can support the communities desire to be self-sufficient. In our next installment we will discuss how all of this fits together and what the community can expect as we start to run these companies. PAGE 6

Cooking Classes, Good Food Bags, and a Big Change

Hi Everyone,

Last week Andrea and I facilitated a healthy cooking class at the Elders Center. Five people showed up and we had lots of fun cooking together and sharing a delicious and healthy meal. We made mediterranean chicken, with spinach/broccoli pasta and for dessert we made baked apples with frozen yoghurt. Everyone loved how easy and delicious these meals were, and the best part was that they were healthy! We asked the participants what they would like to learn to cook in the future classes and they said the following:  Healthier versions of what they already cook (ie: Spaghetti with more veggies snuck in)  Tips and tricks to make cooking easier  How to make healthy versions of restaurant favorites at home (ie: chinese food, pizza and pastas) If you’re interested in coming to the next cooking class you can sign up at the Band Office reception. The date of the next class is to be determined; we’ll announce the date on Facebook or in the Yo! News, and those that have signed up will be notified via text.

Last Friday was Good Food Bag Day and we had 10 more people sign up for the program. If you’re interested in getting a good food bag, you can sign up and pay at the Band Office Reception. If you’re on SA, you can sign a form requesting your SA be deducted the $10 for the GFB. Good Food Bag pickup day is next Friday from 1:30 to 3:30 pm, and payment is due by Thursday, April 17th. See the calendar on the next page* May 16th, 2014, is my last day of work for The Band. I’m getting married the following week, and then I’m off on vacation and then moving to Vancouver to work on my Dietetics degree at the University of British Columbia. I’m sad to be leaving the community, but I’m excited about my new adventure. We are posting the Food Security & Nutrition position until Friday April 25th, 2014. Interviews will be on Monday April 28th. I will be working with whomever is hired until May 16th to ensure they are comfortable in all areas of the Food Security & Nutrition program, including: the Good Food Bag program, community garden, food pavilion, working with the Elders, food gathering trips, etc. It is very important for the person in this role to live a healthy lifestyle and be a good role model.
