Wuhan virus spreads as China puts cities on lockdown and scraps New Year celebrations Authorities in China have enforced a partial lockdown in the central city of Wuhan, as well as nearby Huanggang and Ezhou, as authorities battle to contain a deadly coronavirus outbreak. These efforts will disrupt the Lunar New Year travel plans of millions, and authorities in the Chinese capital Beijing have canceled all large-scale celebrations. The lockdowns come as the Chinese government revealed that seven of the 17 people who have died from the Wuhan coronavirus did not have pre-existing conditions before they contracted the illness. And the virus spreads more easily from person to person than previously thought, according to David Heymann of the World Health Organization. He says evidence is accruing that shows more distant contact could spread the virus, such as if a sick person were to sneeze or cough near someone else’s face.

Jim Lehrer, longtime PBS NewsHour anchor, is dead at 85 Jim Lehrer, the legendary debate moderator and former anchor of the “NewsHour” television program, died Thursday. He was 85. Some Mount Vesuvius victims suffered slowly, one’s brain turned to glass, new research says By Ashley Strickland CNN

The remains of those who became trapped by the eruption of Mount Vesuvius tell a story of tragic suffering, according to a new analysis of their bones. On August 24 in the year 79 AD, Mount Vesuvius erupted and buried cities like Pompeii, Oplontis and Stabiae beneath ash. Pompeii was preserved by the volcanic ash and has become a unique archaeological site. But mudflows and giant, sweeping clouds of hot, toxic gas and volcanic matter de-

In a cruel twist of fate, the residents of Herculaneum were able to see the eruption and actually tried to escape its destructive path by evacuating on boats along the waterfront. “Herculaneum is interesting because of its position,” said Tim Thompson, study author and professor of Applied Biological Anthropology at Teesside University in England. “It gives a snapshot

into the way in which these people responded and reacted to the eruption, which you do not get at Pompeii.” But the beach and vaulted stone boathouses became the final resting place for hundreds of residents. The boathouses helped keep the harshest of the heat from reaching them. Unfortunately for Vesuvius’ victims, that means they lived long enough to be baked alive in the stone boathouses while suffocating from toxic fumes, according to the researchers. “Although these people died, it wasn’t through instant soft tissue vaporization,” Thompson said. “They hid for protec-

tion and got stuck. The walls of the fornici, as well as their own body mass, dispersed the heat in the boathouses, which more closely relates to baking.”

Glass brain In a separate study published this week in the New England Journal of Medicine, researchers analyzed a Vesuvius victim’s skull and found the remains of a brain that had been vitrified, or turned into a glass-like substance by the heat. The remains were also recovered in Herculaneum, and

belonged to a person found lying facedown on a wooden bed that was buried by volcanic ash, according to the study. The bones were charred from the intense heat the person suffered after the eruption. Although the remains were found in the 1960s, the glasslike remnants of the person’s brain were recently uncovered in the skull. They found a glassy black substance, and further investigation revealed that it included several proteins associated with brain tissue, along with adipic and margaric fatty acids found in sebum and hair. These were not found in any of the sur-

rounding material at the site. Charred wood enabled them to determine that temperatures reached 968 degrees Fahrenheit at the site. The researchers believe that the extreme heat ignited the person’s body fat, vaporized soft tissue and vitrified the fatty proteins of the brain. “Considering the discovery of vitrified brain remains from a victim of the 79 AD Vesuvius eruption, it may be of some interest to the scientific community to open a discussion on the process of vitrification occurring in human remains,” the researchers wrote.

Symptoms lead diagnosis of COPD and emphysema

EAR DR. ROACH: What tests check for emphysema? Are they the same tests for COPD? My age is 80. — P.T. ANSWER: There are two main forms of chronic obstructive pulmonary disease: chronic bronchitis and emphysema. The main risk factor is cigarette smoking, but there are other risk factors, including a geRoach netic condition, alpha-1-antitrypsin deficiency. COPD is the fourth-leading cause of death in the U.S., and it gets a shockingly low amount of research money for such an important condition. Diagnosing COPD early is important in order to relieve symptoms, prevent hospitalizations and improve the quality of life and survival rates. The diagnosis of COPD should be suspected when there are classic symptoms. Shortness of breath, chronic cough (sometimes productive), wheezing and fatigue all may be present. Some people with COPD reduce their activities without realizing the degree to which they have become limited. The diagnosis of COPD is usually confirmed by tests of lung function; spirometry may be done in the physician’s office, but formal pulmonary function testing in the lab gives a definitive answer. Testing is done only to confirm a clinical diagnosis. Pulmonary function testing is expensive and time-consuming and can lead to inappropriate diagnoses if done indiscriminately. DEAR DR. ROACH: I often see advertisements for various arm, leg and body wraps that have copper infused in them. The ads claim they help with lack of energy and other problems. Are any of these claims real? I have my doubts. — H.I. ANSWER: You are wise to have doubts. There’s no good evidence that these wraps are effective, and the copper is a clever marketing gimmick with neither clinical evidence nor a good physiological reason to back it up. One manufacturer has had to pay a large fine for deceptive marketing. Save your money. DEAR DR. ROACH: Four years ago, I had a second heart operation, for constrictive pericarditis. I was advised not to strain when having a bowel movement. Do I still need to worry about this? How does having a bowel movement affect your heart? — G.H. ANSWER: The pericardium is the lining of the heart, and it consists of two layers, one thin and adjacent to the heart. The thick, outside layer can become scarred and then is unable to stretch to allow normal movement of the heart. There are several causes of constrictive pericarditis, but since this was your second heart surgery, it’s possible that the previous heart surgery was the cause. This doesn’t mean the surgeon did anything wrong; sometimes the pericardium has that reaction after surgery. In many cases, the cause is unknown. Straining for a bowel movement involves closing the glottis to prevent the air in the lungs from coming out, and constricting the chest and stomach muscles to increase the pressure in the chest and abdomen. This pressure is felt by the heart, which needs to beat more forcefully. In the period after surgery, where the pericardium and chest wall have just been repaired, this can damage or even tear the healing tissue. Four years later, you are in no danger of that. Still, forceful straining is never a good idea. That pressure is felt by the colon as well, and can lead to diverticulosis.

Boyfriend wants influence over Instagram

EAR AMY: My boyfriend “Brad” and I have been dating for almost a year. Brad and I have very different views about social media. For me, Instagram is my “scrapbook” of memories — it’s my way of documenting my life. By the six-month mark, Brad had become the most important thing in my life, and I wanted to share that with everyone! However, Brad sees social media as superficial. He doesn’t want to share our relationship with followers. He also thinks I just want attention from people who don’t matter — he says we should just send photos of ourselves to friends, or I should document our relationship in a private folder. I understand his point of view. I know that he does not want to “hide” our relationship. I know he won’t post pictures of us, even though it hurts to see my best friends and their significant others’ happy pictures of their adventures. But, at this point, it’s also stopping me from posting my own photos because he is such a huge part of my life that posting photos without him seems artificial. It seems unfair to me. After we reached an impasse, I decided that I should be able to post photos of us, even if he decides not to post any.

When I told him I wanted to post photos of us marking our anniversary, it opened up the argument all over again. Dickinson I get it. It is his face, and I would be annoyed if a friend posted a picture of me without my permission. But, at the same time, he has chosen to be a part of my life and my Instagram was my scrapbook long before we started dating. And I want to document (and yes, even show off sometimes — I’m human!) my life. Is there a compromise here? — Anonymous DEAR ANONYMOUS: The compromise I suggest involves you respecting your boyfriend’s wishes not to have his photo posted on your public Instagram account. If your guy doesn’t want to be Kanye to your Kim, then ... more power to him. Traditionally, a “scrapbook” was an actual book maintained by an individual, viewed only by the person who had made it, and by others only with permission. Instagram is a wonderful photo flow of pictures, which can tell a curated story about a person’s life — available to anyone who wants to view

it. My own public Instagram account features many pictures of the rolling hills and flocks of sheep pasturing on my family’s farm, and no photos of family members. Why? Because I respect their privacy. You could very easily set up a second Instagram account where you could post photos documenting your relationship. You could keep this second account private and only accept followers both you and your boyfriend know and approve of. D E A R A M Y: I’m a 19-year-old woman. I met a guy over the summer. At the start, he said he wasn’t looking for a relationship, but that he wanted to keep seeing me. I wanted more than that but instead of leaving, I stuck around. I am from California, now studying abroad in Russia. Before I left for Russia, he said he was having real feelings for me. We’ve been together now for three months. He’s spending $1,000 to come visit me for a week, but I still feel like he isn’t as emotionally invested as I am, and he said he doesn’t know what he wants. Democrats forfeited high ground in regard to Bolton C onsider the irony: Senate Democrats are hoping that former national security adviser John Bolton — yes, John Bolton — will provide them with the bombshell testimony that brings down President Trump. In other words, they have pinned their hopes on a man they have vilified for years, and whose national security career they sought to destroy. Good luck with that. Democrats want Bolton to take the stand in Trump’s impeachment trial because during the House inquiry National Security Council official Fiona Hill testified that Bolton was “furious” when he learned about a shadow operation in Ukraine, headed by Trump’s personal attorney, Rudolph W. Giuliani, that involved temporarily withholding U.S. military aid and pressing the government to investigate the business dealings of former vice president Joe Biden’s son Hunter. Hill said Bolton described Giuliani as a “hand grenade,” told her to bring her concerns about the matter to White House lawyers and declared that he didn’t want any part of “whatever drug deal” was afoot in Ukraine. No doubt that is all true. Bolton is a foreign policy professional. But none of this means that Bolton believes Trump committed an impeachable offense. He may very well believe Trump’s decision

In so doing, Democrats forfeited the high ground. If their case is deficient, they have no one to blame but themselves. Regardless of whether and how Bolton testifies, Trump is going to be acquitted. The fact that Democrats are counting on Bolton to be the hero who rescues the doomed efforts by Senate Minority Leader Charles Schumer, D-N.Y., and House Speaker Nancy Pelosi, D-Calif., to end Trump’s presidency shows how weak their case really is. The Gwinnett County Board of Education elected two new board officers for 2020 at its monthly business meeting on Thursday night. District V representative Louise Radloff will serve as the board chairman in 2020 and District I representative Carole Boyce will serve as vice chairman.

seconded the motion. The vote to appoint Radloff was unanimous. Radloff, who served as the vice chairman in 2019, has been a member of the Gwinnett County Board of Education since 1973. She assumed the seat next to GCPS CEO/Superintendent J. Alvin Wilbanks after the vote. Boyce was nominated by Knudson and seconded by Murphy. District IV representative Everton Blair

nominated himself, and his motion was not seconded. Boyce was appointed by a 4-1 vote, with Blair dissenting. The Board of Education also reaffirmed board policies, ratified the 2020 board meeting calendar adopted in December, appointed a board attorney and designated the Gwinnett Daily Post as the official media organ. “For benefit of the audience, I would like to note that this action may be one

of the most significant things we will do tonight,” Radloff said. “The Board is responsible for the effective governance of the school district and the policies we adopt are essential in carrying out our responsibilities.” Radloff said with the revisiting of the board’s policies, the board in effect reaffirms its commitment to ensuring the district continues to be operationally effective and relentless in improving academic achievement. The

board reaffirmed its policies with a motion by Murphy and second by Boyce. The board also approved the 2020 Board meeting calendar which was adopted in December. Thompson, Sweeny, Kinsinger, and Pereira, P.C., of Lawrenceville, served as the Board’s attorneys in 2019 and Wilbanks recommended the firm be re-appointed. The Lawrenceville firm was reappointed by a unanimous vote.

Georgia unemployment hits new low By Dave Williams

ATLANTA — Georgia set another record last month with an unemployment rate of 3.2%, down from 3.7% in December 2018, state Commissioner of Labor Mark Butler reported Thursday. The state hit record low unemployment for the second month in a row after tying the mark in October. Those results helped Georgia close out 2019 on a strong

note with an all-time high of 4.65 million jobs. The state added just fewer than 70,000 jobs during the last 12 months, including 4,000 in December. “It’s kind of hard to have any better year than Georgia had,” Butler said. “Georgia’s done a great job bringing in new business and helping our local businesses around the state grow jobs.” Some job sectors were particularly strong last year. The state added 25,400 jobs in the education and

health services sector, 16,600 in leisure and hospitality, and 10,400 in trade, transportation and Mark utilities. Butler Georgia’s labor force continued to grow but struggled to keep pace with job creation and employment numbers. “We do need our labor force to expand at a faster

pace,” Butler said. “Right now, we are growing jobs three times as fast.” The labor force grew by just fewer than18,000 over the past 12 months to reach a record 5.13 million. With such low unemployment and growth in the labor force trailing job creation, State Economist Jeffrey Dorfman said this week the only way Georgia can continue its healthy economic growth is by attracting more companies from out of state.

ATLANTA — State budget cuts could hit mental health services hard in Georgia, forcing behavioral health officials to pump more money into handling crisis situations instead of programs to prevent those situations, the state’s mental health chief said Thursday. In three days of budget hearings this week, state agency heads said they plan to meet Gov. Brian Kemp’s orders for spending cuts mostly by eliminating vacant staff positions, upgrading technology and shifting funds between programs. Those cuts target behindthe-scenes work and, for the most part, would make little difference to the general public. That’s not the case for the Department of Behavioral Health and Developmental Disabilities, said Commissioner Judy Fitzgerald. She told lawmakers Thursday that cuts totaling about $80 million through June 2021 would be felt by more than 200,000 people with mental health issues in Georgia the agency served last year. “It was not possible for us to take the cuts without a reduction of services to individuals in the state,” Fitzgerald said. The department drafted a memo last fall warning that some of the proposed cuts could risk “impacting increased suicidality, substance abuse disorders and demand on crisis services.” The memo highlighted how the cuts would especially hurt community service boards, which contract with the state to provide local mental health services in counties, cities and towns. Those services, done mostly by community service boards, aim to prevent health and behavioral emergencies that could land someone in jail or a psychiatric ward. That preventative work has been the agency’s focus since 2010 under a settlement agreement with the U.S. Department of Justice to curb lengthy stays in psychiatric hospitals for Georgia’s mentally ill. Since then, admissions to the state’s five psychiatric hospitals have stopped. And lawmakers have approved more than $270 million to bolster the agency over the past decade. But along with the cuts, Fitzgerald said the agency plans to shift $13 million to fund a growing demand for private psychiatric beds. Those funds were earmarked

last year for preventative services but had to be diverted to the crisis beds as more of the state’s mentally ill seek intensive treatment, she said. “The safety net is stretched to the max,” Fitzgerald said. “But we feel like we’re in this together.” In August, a report from a federal monitor for the DOJ settlement urged state officials to boost funding for mental health services, not cut it. Fitzgerald declined to elaborate after Thursday’s meeting on whether the cuts and the $13 million shift to hospital beds might run afoul of the federal government. “We’ll leave it to (the) Department of Justice and the lawyers to determine how that impacts compliance,” she said. Fitzgerald’s rundown of the cuts alarmed lawmakers on the House and Senate

Gwinnett County commissioners approved an $800,000 contract with Kimley-Horn and Associates Inc. on Tuesday to conduct the corridor study. The county is working with the Atlanta Regional Commission as well as the Gateway85, Gwinnett Place and Sugarloaf Community Improvement Districts to pay for the study. Funding from the ARC will cover 50% of the cost of the study while the CIDs are collectively contributing 9.4%. “The study will establish

recommendations for premium, high-capacity bus service in its own dedicated lane as well as associated complimentary land uses,” Gwinnett Transportation Director Alan Chapman said. “The study area will include corridors just west of I-85, between Jimmy Carter Boulevard and Sugarloaf Parkway at the Infinite Energy Center.” The county reached agreements with the CIDs to jointly fund the study last spring. The ARC awarded funding to help cover the cost of the study last May. County officials previously said the proposed BRT route would follow Brook Hollow Parkway to Indian Trail Road and then move over to Beaver Ruin Road before turning north along Satellite Boulevard. For most of that trip, the BRT buses would travel in dedicated lanes that would begin north of Jimmy Carter Boulevard.

Brandon Beach, would require the university system to make sure at least 90% of early-action admissions to the University of Georgia, Georgia Tech, Georgia State University and Augusta University are offered to instate students. “In my eight years in the Senate, the most calls I get are from parents who say, ‘Can you help my daughter or son get in Georgia or Georgia Tech?’ ” said Beach, RAlpharetta. “I want to take care of our parents, who are hardworking taxpayers, and our students.” Since the advent of the popular HOPE Scholarships program during the 1990s, students have had a harder time getting into the state’s top public universities. At the same time, Beach said, slots at Georgia’s toptier schools are going increasingly to high-achieving out-of-state students. Senate Bill 282 likely will be assigned to the Senate Higher Education Committee next week when lawmakers go back into session following a week of budget hearings. Lance Wallace, a spokesman for the university system, said the agency does not comment on pending legislation.

There was never a doubt that the addition of new head coach Jan Azar, who had built Wesleyan into a state powerhouse, and a few newcomers on the court would have a positive impact on Hebron Christian’s girls basketball program. That the impact would be so great, however, might have been a little less certain, at least in the beginning of the season. The Lions just reached one milestone with their 72-33 win at Athens Academy on Tuesday night behind 19 points from Jessie Parish and 18 points from Malia Fisher, and moved one step closer to an even bigger one.

The win not only moved Hebron’s season-long winning streak to 22 straight games, which matched the 2006-07 team for the second-most wins in a single season since Hebron began GHSA competition in 2004-05 season. And with three more regular season games, plus the Region 8-A and Class A (Private) state tournament still ahead, the school record of 26 wins, set by the Lions’ 2004-05 team, which went 26-4 en route to a berth in the Class A state Final Four, is very much within reach.
