Italy surpasses China in number of coronavirus deaths Italy has just surpassed China for the most number of deaths related to coronavirus, making it the world’s deadliest center of the outbreak. The number of deaths in Italy reached 3,405 on Thursday, the Italian Civil Protection Agency said at a news conference — 156 more than China’s toll, which, according to Johns Hopkins University, stands at 3,249. The total number of cases in Italy rose to 41,035 with 5,322 new cases, officials added. The grim figure comes hours after China marked a major milestone in the battle to limit the spread, reporting no new locally transmitted coronavirus cases for the first time since the pandemic began. As cases ratcheted up, Italy imposed nationwide restrictions similar to those seen in China — placing more than 60 million people under lockdown. Italy’s world-class health system has been pushed to the brink amid the outbreak, especially in the country’s north, which has seen the highest concentration of cases.

WORLD & NATION Protecting US food supplies and more: $45.8B White House spending request By Ellie Kaufman, Tami Luhby, Lauren Fox and Zachary Cohen CNN
As images of empty grocery shelves prompt panic among Americans, a $45.8 billion budget request from the White House to Congress reveals the federal government is preparing to take steps to ensure the food supply chain remains intact and medical equipment inventories are replenished as the coronavirus pandemic grows. The 118-page request shows how much additional money the Trump administration thinks it will need across all federal agencies that have been tapped to assist with the Covid-19 response. The request also provides early clues that reveal potential vulnerabilities for food shortages, even as national manufacturers, producers and government officials have said there is no shortage of household supplies across the country. Here’s what’s in the request.

Spring equinox 2020: Season’s earliest arrival in more than a century By Forrest Brown CNN
Spring equinox comes with two notably different features in 2020 — one sad, one happy. First is the inescapable way the coronavirus pandemic has reshaped almost every aspect of life. And that includes the cancellations of annual equinox rituals and celebrations around the world, including popular places such as Stonehenge in England and Chichen Itza in Mexico. But on a much brighter
MUST READ note, the sun and Earth continue their eternal business unimpeded by a virus — and we’re getting a little jump on things this year. This is the earliest arrival of spring equinox in 124 years. It arrived Thursday for almost all of the Americas. Much of the rest of the world will see its arrival in the early hours of Friday.

else in our social-distancing solitude — a glorious, near perfect balance of daytime and nighttime all over the world. From the equator extending to the poles, everyone will get just about 12 hours of each. For people in the Northern Hemisphere who have been shivering through a dark winter and even darker times, the spring equinox brings the promise of longer days, increasing warmth, a burst of flowers and more time outdoors (six feet apart please). For people in the South-
ern Hemisphere, especially in fire-ravaged Australia, it brings the blessed relief of a cooler autumn. Below, we’ll look at some of the science and facts behind it and learn more about why we’re getting an earlierthan-usual arrival this year.
Spring equinox has another name If you ever hear anyone say “vernal equinox,” it means the same thing. The term equinox comes from the Latin word “equi-

The virus and what matters most
ome years ago, I wrote a book titled “The Things That Matter Most.” It was a critique of the continuing impact the ’60s generation has had on the country. The coronavirus pandemic, too, offers us an opportunity to consider what matters most in our nation and individual lives. We are told to stay indoors, not travel, avoid restaurants and bars and crowds of more than 10 people. Many have been ordered to work from home. Some are being laid off or have had their hours reduced. Entertainment seems limited to the few things worth watching on TV. Rather than lament this — and there is plenty to lament — how about seeing it as an opportunity? During Lent, some people give up certain things to practice self-discipline and demonstrate their devotion to God. While there is a big difference between voluntarily giving up something and being forced to give up many things and

If nothing else is working and if politicians are incapable of guaranteeing our safety, why do so many of us continue to look to Washington for help? Leaders can do some things, but can they do what is most needed? Last question. When the virus is no longer a threat, will you return to your old ways? Will you again focus on money, things, status and work, or has this virus taught you a lesson, a lesson about what matters most for you, your family and the nation? GGC cancels spring commencement ceremonies By Taylor Denman taylor.denman@ gwinnettdailypost.com
Several colleges and universities within the University System of Georgia are canceling spring commencement ceremonies after closing campus’ to prevent spread of the coronavirus, COVID-19. Georgia Gwinnett College officially announced commencement was canceled on Wednesday afternoon. Georgia Gwinnett College said the decision came as the college continues to follow the guidance put forward by the Centers for Disease Control and Prevention, Georgia Department of Public Health and the University System of Georgia regarding closings and other matters to allow
for further state assessment of COVID-19. Spring commencement was originally scheduled to take place May 14. Students will still be able to graduate, consistent with academic standards, and GGC plans to release details about the rescheduled event. GGC also announced the investiture of Jann Joseph as GGC’s third president that was scheduled for April 24 has also been canceled and will be rescheduled for a later date. Nash issues orders aimed at aiding local businesses during COVID-19 outbreak By Curt Yeomans curt.yeomans@gwinnettdailypost.com
Gwinnett County Commission Chairwoman Charlotte Nash has ordered deadlines for business license and alcohol sales excise tax payments be moved to help businesses in the county that are affected by outbreak of the coronavirus disease known as COVID-19. Business license renewals, which had been due March 31, have been postponed until July 1 and the March, April and May deadlines to reporting and pay the excise taxes
have been pushed back to Sept. 10. Restaurants will also be temporarily authorized to sell unopened bottles of beer and wine for take-out conCharlotte sumption outside of Nash the eateries, helping dining establishments that have been forced to switch to take out only operations because of recommendations concerning social distancing during the outbreak.
PIVOT From A1 want our staff to be able to support their families. We’re just going to do as much as we can and make sure everyone is splitting up shifts.” As consumers stay home and practice social distancing, small businesses and their employees are stuck in an impossible situation. Burgers and Brews Week was supposed to culminate in a weekend burger-tasting battle in Lawrenceville. Several restaurants participating in the countywide event have since announced they’re closing for the foreseeable future. Lisa Anders, the Executive Director of the county’s tourism arm Explore Gwinnett, urged people to continue to support restaurants by purchasing gift cards, placing takeout orders online or purchasing merchandise. Jason Delaney, Associate Professor of Economics and Interim Assistant Dean of Faculty Development at Georgia Gwinnett College, assessed the situation from a micro-economic perspective. Businesses in the restaurant and hospitality sectors are going to be hurt first and the worst. “People rely on interaction for the kinds of economic activity that we engage in,” Delaney said. “As people are reducing person-to-person interaction for things like direct personal services, those transactions are going to fall off significantly.” The current economic situation, though, differs from some financial crises in that some people have job stability, and thus consistent wages. But they will struggle to find ways to engage in the local economy, Delaney said, while at home. Businesses will have to adapt to a massive change from consumers. Local Republic announced Monday evening it was closing on Tuesday to strategize for the future. On Tuesday, a sign on its door read it would begin delivering and fulfilling to-go orders. Slow Pour Brewing closed its taproom, but will offer growlers and merchandise from 3 p.m. to 7 p.m. On Thursday, the Lawrenceville city council approved a local state of emergency which would include burden-lifting measures for small businesses. The order lifted restrictions of some unopened alcohol sales, the due date for alcohol excise tax payments and the creation of drive thru or pick-up lanes for restaurants on the downtown square. “I believe it is in the best interest of the City to declare a local state of emergency to provide certain emergency powers

McCray’s Tavern in Lawrenceville will offer curbside pickup for to-go orders. to cope with such an emergency for the protection, safety, health and welfare of the public,” Mayor David Still said. “In addition, this action will allow the City to be creative in responding to the needs of our local businesses in order to lessen the impact to their bottom line.” While businesses in Lawrenceville try to hang on, businesses in Duluth’s downtown have started to close their doors. Good Word Brewing announced it would close to make free soup for people who were struggling to make ends meet and sell crowlers and gift cards out of its once-bustling brewery. Good Word launched a Go Fund Me page to help its displaced employees. Personify Shop, a lifestyles and gift shop in Duluth, announced Monday it would close it’s brickand-mortar establishment to focus on online and store pickup orders. Phoenix Roasters, which has a Duluth-based coffee shop on Main Street, is persisting, however. The coffee shop hasn’t had to rely on making enough individual sales to keep its business afloat since it was establishing itself roughly eight years ago. Phoenix, which has another shop in Alpharetta, has benefitted from local partnerships that dispense their products, such as its nitro-infused craft beverages. It also partners with organizations and cities to set up booths and offer samples at large-scale events, such as the young-Christian conference Passion. Lately, individual sales have been the coffee company’s lifeblood. Emily Ryan, Phoenix’s Director of Marketing and Duluth native, said Phoenix has been bringing beverages out to customers’ cars — wearing gloves and hairnets — and filling customers’ pre-cleaned growlers with cold beverages.
That will be allowed as long as the Gwinnett emergency declaration, which grants Nash certain special powers, remains in effect. That declaration is so far set to be in effect until April 13. “We are committed to doing everything we can as a local government to ensure the health and safety of our residents and to assist local businesses to continue to operate in a manner consistent with protecting their employees and the public during these unprecedented times,” Nash said in a statement. “We’ve grown so much that it used to be that any sale was just a blessing for us,” Ryan said. “Now, it’s our only income.” As small businesses in the service and hospitality industries try to pivot to salvage what business they can, there’s little certainty about the future. That uncertainty regarding how long the virus will cause people to stay inside and avoid large crowds prevents business owners from making decisions that will pay off down the road. “Everyday is a new day,” Chris McGahee, Duluth’s Director of Economic Development, said. “What we make decisions on today changes overnight. We’re really into uncharted territory. The biggest uncertainty is planning for the future when the present changes as soon as you decide something.” In an effort to support their businesses, Duluth has given some restaurants special permissions. Dreamland BBQ, which employs hundreds of people in several locations in Alabama and Georgia, has set up a to-go tent outside of its restaurant on the street. In an effort to assist local businesses, Gwinnett County Board of Commissioners Chairman Charlotte Nash on Thursday signed a local emergency order that extends the March 31 deadline for business licenses, to July 1. The order also extends the March, April and May reporting and payment deadlines for excise taxes in the sale of alcoholic beverages to Sept. 10. Nash temporarily authorized licensed businesses to sell unopened bottles of beer and wine for take-out consumption off premises throughout the duration of the declared local emergency. For now, Gov. Brian Kemp has opted to keep the service industry on life support by abstaining from using his executive privileges to make it mandatory to close restaurants, bars and other local businesses. An emergency declaration in Georgia gave Kemp the authority to mandate school districts close, but by Thursday afternoon, Kemp had not delivered any orders to close any restaurants. Kemp’s message was clear on Tuesday: things are already dire, and this is just the beginning. “They continue to hang on in a really struggling economic environment that we’re facing and we’re going to face in the days ahead, so I encourage all Georgians to support their neighborhood businesses and those folks that are here that are great supporters of our community,” Kemp said. “We’ve got to buckle down and support each other and get through this together.”
ways to honor our graduates and will communicate when those plans are known. These decisions are not made lightly, but with the best interests of our campus community and our students’ families and loved ones in mind.” The letter said the students will still be able to graduate consistent with academic standards and online versions of other events were being developed. USG schools include some of the largest in the state, including Georgia State University, the Georgia Institute of Technology, Kennesaw State University and Georgia Southern University. Georgia State, the university with the largest enrollment in Georgia, announced it would cancel its spring cer-
emony on social media. “To our graduating students, the university fully understands how profoundly disappointing this news is for you,” the statement said. “I know how meaningful and important a commencement is, and we want to celebrate your achievements in an appropriate fashion. We are committed to finding ways to honor you at a time when large gatherings are once again safe. At that time, we will turn our attention to identifying where, when and how to do so, and we will communicate directly with graduates when the details become available.” The message went on to state that the university would find an appropriate way to honor graduates when possible.
Eastside Medical Center barring most visitations By Curt Yeomans
curt.yeomans@gwinnettdailypost.com
Eastside Medical Center is rolling out new protocols for limiting visitations during the outbreak of COVID-19. The hospital said it began barring most visitors at its south campus on Tuesday, and that policy will be extended to the main campus in Snellville on Friday. There will be limited exceptions to the “no visitor” policy. These include: one parent or caregiver being allowed to accompany pediatric emergency room patients, including NICU patients; one dedicated birthing or care partner in the labor and delivery area; and one dedicated caregiver being allowed to accompany patients for outpatient surgery or testing. The new protocols illustrate an es-
calation of measures taken by the hospital system to address the outbreak. Eastside had previously screened visitors and allowed people to only enter its campuses through specified entrances to limit the chances of COVID-19 entering its hospital campuses. The hospital does not currently have any patients who have COVID-19, but the new measures are being taken as a precaution to help flatten the curve of the disease’s spread. “Further exceptions will be considered on a case-by-case basis,” Eastside spokeswoman Hope Moeck said. “Eastside Medical Center encourages alternative communication with patients such as phone, FaceTime, text or e-mail during this time. “Maintaining a safe environment for our patients, colleagues and community is of the highest priority.”
State of emergency declared in Norcross amid pandemic By Curt Yeomans curt.yeomans@gwinnettdailypost.com
The city of Norcross is in the midst of a state of emergency until midApril as the city, and the rest of the world, grapples with the pandemic outbreak of the coronavirus disease known as COVID-19. The Norcross City Council approved the state of emergency declaration Tuesday night, while also voting to hold future council meetings by teleconference while the outbreak is still going on. The emergency declaration will be in effect until April 17, and authorizes Mayor Craig Newton and the City Council to adopt “one or more emergency ordinances for so long as the local state of emergency exists” under Section 2.24 of the City Charter. “I’ve urged, and continue to urge, our citizens to certainly be cautious, but not to panic,” Newton said during the council meeting. “Simply make sure you’re doing what you can

to mitigate the spread of this really deadly virus and continue to live your lives. Don’t be afraid to do whatever is necessary to continue to live a safe and happy and healthy life. Just use extreme caution.” Since adopting the emergency declaration, Norcross has closed City Hall to the public, but officials said city staff will continue to conduct city business and serve residents by email, electronic plan submission, online utility payments and conference calls. The Norcross City Council has set a special called meeting for 6 p.m. on March 29. Norcross has also announced Advanced Disposal will stop collecting bulk items such as TVs, mattresses and other furniture because of concerns that the virus that causes COVID-19 can live on hard surfaces for at least 72 hours. the move also pertains to garbage bags left outside of trash bins. That change will go into effect on March 23.

KEMP From A1 Department of Public Health Commissioner Dr. Kathleen Toomey said the state has seen a significant jump in the number of confirmed cases in recent days because of an increase in the number of people who are getting tested. Toomey said the state has 500 swab test kits that will be distributed across the state. Additional test kits are expected to be coming to Georgia as well, she said. Some high capacity specimen collection sites are expected to be set up in Albany, which has become a hotspot in the state as officials trace cases in that area back to two funerals, and Cherokee County, which was chosen because of its central location be-

tween Rome and Atlanta. The Cherokee County site could be set up as early as Friday, Toomey said. “We have limited testing statewide, even at these high capacity sites, to the individuals who are most at risk for infection,” Toomey said. “That is the elderly, over 60 years old, those with chronic health conditions — those are symptomatic individuals, not just people who have these conditions but have symptoms already — (and) also health care workers. “Health care workers are the first responders for us. They are the front line. We have to ensure that they are health and safe and able to provide the care that we need. Also EMS and other fire responders — police and fire. these will be our prioritized people to be seen at all of our testing sites statewide.”

Resilience. At Eastside Medical Center, and across our HCA Healthcare network, we’re no stranger to threats. We deal with them daily. Infectious diseases. Natural disasters. Unspeakable emergencies. Some may say that managing life-threatening situations is part of business as usual for an advanced healthcare network like HCA Healthcare. And it’s true. Thankfully, that’s exactly what has helped us build a sharp set of best practices and a robust network of response teams, who help us mobilize quickly and scale accordingly in times of need. As the threat from the COVID-19 virus is amplified, so too are our efforts. Here are just a few of the steps we are taking to assure uninterrupted care: • We’re limiting entry into hospitals and clinics so anyone who enters into patient care areas can be carefully screened, and masks can be provided to those who need them. • Every employee, caregiver, and physician has been asked to follow a self-screening procedure, because protecting our patients starts with protecting our people. • As always, cleaning to prevent the spread of infection is occurring throughout all of our care sites. • Precautions taken to treat patients with COVID-19 are similar to those taken to treat patients with influenza, with restricted visitation to limit exposure. This is commonplace procedure for us during any flu season. • To date, there have been relatively few patients with COVID-19 who require hospitalization. Those who do are cared for in isolated areas of the hospital, so we can safely provide continuous care for all other medical needs. As this latest threat evolves, we are collaborating with federal and local health agencies, providing timely and practical updates that will help contribute to accurate reporting and consistent guidelines. While our immediate priority remains on the well-being of our patients and people, we know that sharing insights can impact care far beyond the communities we serve. In the face of a threat, we don’t panic, we prepare.
