From the Editor in Chief Welcome to the first edition of Habia News for 2012. We got the year off to a great start with the announcement that Habia has been announced as the universal services supplier for the hair and beauty sector, and that we continue to be recognised as the industry authority and sector skills body. What that means is that the government will continue to invest in the development of training and education in your sector, and shows that hair and beauty is still recognised as a major industry in the UK by the people at the top. And with hair and beauty accounting for nearly 1% of the UK economy and employing over a quarter of a million people, who can blame them? This year will also see further development of the Habia Skills Academy (HSA), supported by founder sponsor VTCT, and the launch of its Centres of Excellence, Online Academy and Educator Training elements. Our sector is already amongst the best when it comes to training and education, but the HSA will give it that extra push. There has been a lot of work behind the scenes at Habia, and you will soon see the results of that. Finally, we are out on the road again this year, with exhibitions, roadshows and events across the UK. Do come and see us if you can, particularly at our Big Conversation events. We are not ones to blow our own trumpet (well, maybe a little bit) but even we have been taken aback by the positive feedback and response to these particular events. If you really, really want to know how we can help you do what you do better – and maybe get to know us a little bit better too – they you need to make sure you book your places early. Habia announced as sole provider for services until 2015
Habia has been appointed as the sole supplier of key training and business development services to the hair and beauty sector until 2015. Habia made its bid for the universal services contract as part of a collaborative partnership which included four other sector bodies, including Lantra (land based and agricultural sector), Improve (food and drink sector), People 1st (hospitality, passenger transport, travel and tourism sector) and SkillsActive (sports and leisure sector). In all, 26 organisations across nine collaborative partnerships have become preferred providers for their respective sectors. The last 12 months have seen Habia embark on a number of initiatives and strategic partnerships. In March 2011, Habia signed a seven year deal with one of the world’s largest education publishers, Cengage Learning EMEA, to provide the hair and beauty sector with learning materials. More recently, the organisation has launched the development of the Habia Skills Academy (HSA) with the support of a substantial contribution from Awarding Organisation VTCT.
Alan Goldsbro Habia CEO The organisation, which is already recognised by government as the industry authority and Sector Skills Body for hair and beauty, will be the preferred provider for ‘universal services’, which includes National Occupational Standards (NOS), apprenticeship and Modern Apprenticeship frameworks across the UK, and qualification related activities.
Alan Goldsbro, Habia CEO, said, “This is great news for the hair and beauty sector as it shows that the development of qualifications and standards for our industries is of national importance. It is particularly good news for hair and beauty employers, who need staff and new recruits with constantly updated skills to make an impact on the bottom line in these difficult times.” He added, “The last 18 months have seen unprecedented changes in the skills sector, with the government asking everyone – from employers to skills agencies – to do more for less. I am proud to say that Habia has responded to that and that 2012 - our 25th year of operation – sees us going from strength to strength.”
The preferred providers were announced by the UK Commission for Employment and Skills (UKCES) on 19 December 2011 after a rigorous commissioning process, and will cover a three year period starting from 1 April 2012.
New website for Habia Skills Academy Habia has launched a website to explain the role and remit of the new Habia Skills Academy (HSA). The initiative, which has been made possible by a substantial donation from awarding organisation VTCT, will see the HSA developing an online academy, a centres of excellence network and targeted high-level training for educators in skills shortage areas. The Big Conversation kicks off Habia’s Big Conversation kicked off last Autumn as training providers gathered to get the latest updates on changes to the education and skills sector. The first Big Conversation, sponsored by VTCT, took place at the Keepmoat Stadium in Doncaster on 26 September 2011, bringing together training providers from across the region to get updates on important issues such as Apprenticeships, funding and qualifications, as well as learn more about the support Habia can offer.
Janice Richardson of Joseph Rowntree School York, said, “The Habia Big Conversation was an excellent event and very well organised. The topics discussed with delegates were very informative and relevant to the current topics and issues that educational providers are facing. The support network that is provided by Habia and VTCT is invaluable and they continue to care and listen to centres needs. The Big Conversation was a fantastic event to attend, very worthwhile and a great opportunity to network with other educational providers and industry specialist.”
“The Big Conversation encouraged educators to ask questions and raise issues in a relaxed setting. ” Since the first event there have been further Big Conversations in London, Birmingham, Manchester and Peterborough. And due to their success, more are planned for later in 2012 and 2013. We also got the opportunity given to challenge and clarify government agendas. The motivational discussions left me and my colleague excited about the new aspects of the changes coming, and it was great to be networking and listening to others in such challenging times.”

Dr Denise Baden from the School of Management at the University of Southampton has won funding for a project looking into environmental issues and behaviours in the hairdressing sector everything from how much water, energy, chemicals get used, to what hairstyles are most eco-friendly. Habia encourages its members to ‘Get Mentoring’
Comprehensive review of all qualifications by Habia and Awarding Organisations One of the most comprehensive reviews of qualifications ever undertaken is being conducted by Habia and its Awarding Organisation Forum. The review will take the form of a questionnaire allowing training providers delivering hair and beauty qualifications across the whole of the UK to comment on every individual level and unit of NVQs, SVQs and VRQs. The results will be used to inform the development of the content and structure of all hair and beauty qualifications in the future.
Business minister Mark Prisk Habia is throwing its support behind Get Mentoring, a government funded initiative led by the Small Firms Enterprise Development Initiative (SFEDI) with partners from some of the UK’s biggest business bodies including the UK Chamber of Commerce, Federation of Small Businesses and the Forum of Private Business. The initiative will allow hair and beauty businesses to access free business mentoring training for themselves and their staff. The training can be done online, via distance learning or at one of the hundreds of training sessions happening around the UK in the coming months. Get Mentoring was launched by Business Minister Mark Prisk on 16 November 2011 at the British Library and has seen a grant of £1.2 million made available to support the recruitment of 10,000 volunteers from SMEs to be mentors. The training takes up to 7 hours and once trained the mentors will receive a SFEDI Certificate of Recognition for completing the Introduction to Enterprise Mentoring Course, free membership of the IoEE (Institute of Enterprise

and Entrepreneurship) and a listing on mentorsme.co.uk, a national web portal that provides a single point of access to mentoring services. Mark Prisk said, “Mentoring can deliver significant economic benefits from just a small commitment of time and resources. Building a relationship with a mentor can have a positive effect on your business, whether you are just starting up or are already established.” Ruth Lowbridge, SFEDI chair, said, “Get mentoring is about small and microbusinesses helping each other to succeed. Through this project, new and growing business can benefit from the experience of those that have ‘been there and done that’, and the volunteer mentors can also learn new ideas and give back to the enterprise community.” To find out how you can access the free mentor training, go to www.getmentoring.org.
The Awarding Organisation Forum represents all the awarding bodies that currently operate in the hair and beauty sector, and includes CIBTAC, City & Guilds, Edexcel, ITEC, SQA and VTCT. Minister supports exclusions from injectables register The Minister responsible for public health has given her support to the continued exclusion of unqualified therapists from the Treatments You Can Trust Register.
Parliamentary Under-Secretary of State for Health, Anne Milton MP, gave her support for the continued exclusion – and for the register in general - during a meeting with the Independent Healthcare Advisory Services (IHAS) in October 2011. Launched by IHAS in April 2010, the voluntary register and its accompanying quality mark provide a registration, certification and inspection system for organisations offering injectable treatments. To date, the register includes 94 organisations and practitioners representing 250 clinics across the UK. Habia participated in the working group that led to the establishment of the register, and fully supports the continued exclusion of those without the correct clinical qualifications. Anne Milton MP said, “There is a need for consumers to make a sensible choice when shopping for injectable cosmetics and be aware that only regulated doctors, dentists and registered nurses are able to administer cosmetic injectables and in the appropriate environment.”

Sally Taber, Director of the IHAS, said, “The public support of Treatments You Can Trust by Anne Milton, Parliamentary Under-Secretary for Public Health, is an important step forward in raising nationwide awareness for the Department of Health backed register of cosmetic injectable providers. We firmly believe that in the interests of patient safety only providers with a clinical background are appropriate to administer such treatments and advise the public to use only this register in order to ‘shop responsibly’.” Alan Goldsbro, Habia CEO, said, “Habia’s position remains clear. Darlington College forms partnership with Rockcliffe Hall Darlington College has formed a unique partnership to promote vocational learning with one of the UK’s most luxurious hotels, Rockcliffe Hall.
The hair and beauty team at Darlington College Spa Director of Rockcliffe Hall, Liz Holmes, studied hair and beauty, and is now supporting local learners by employing two apprentices from Darlington College. Liz has worked closely with Maria Harrop, Assistant Director of Hair & Beauty at Darlington College - which is a Habia Member School- to forge a strong working relationship, whilst many of her 17 therapists were themselves trained at the college. “I have a great affinity with the college environment as I myself studied at a vocational college and I know exactly how important it is to be able to get the skills for work and prepare young people for the future, “ said Liz, who has been with the spa since January 2009. “It’s a great joy being able to combine practical with theoretical skills, and I can really see how Darlington College works towards creating individuals who can seamlessly fit into this environment. Maria and her staff place great emphasis on customer care, quality training and has produced first rate students.”

Rockcliffe Spa then repaid the favour by inviting all the college hair and beauty team in for a day in the Spa to update them on the latest spa heat treatments within the trade. “We’re really delighted with the partnership which has paid dividends, and we were particularly pleased that Rockliffe were willing to take on apprentices. So many of the staff here trained at Darlington college, and I feel a special pride when I walk in and see them,” said Maria.
Liz’s commitment to training meant this year she employed two beauty apprentices, Georgina Hayman, 17, and 18-year old Hayley Lewis, who are completing their Level 3 qualifications along with their Apprenticeship.

Welsh training company targets Bristol and Bath The largest independent training provider in Wales is planning to expand its hair and beauty services across the Severn Bridge into Bristol and Bath. The expansion by Habia Member School ISA Training of Bridgend, follows the recent appointment of operations director Berni Tyler, who is originally from Bath where she was Head of Hair, Beauty and Complimentary Therapies at Norton Radstock College. “Extending our training expertise into Bristol and Bath is a natural progression for the company as we are already well established in Gloucester and Newport,” said Berni. “We want to replicate the success that we have had in other large cities.” She added, “ISA Training has developed the Oyster Strategy, which involves learner exchanges within Wales, the UK, Europe and the world, thus enhancing the learner’s experience through workshops, day trips and work experience in industries related to the hair and beauty sector.” The company also provides exciting opportunities for talented young learners to excel on the national and international stage. It organises Salon Cymru – an annual competition held in Cardiff, which gives learners and stylists from ISA Training, colleges and salons throughout Wales and Gloucestershire an opportunity to compete and develop their skills.

Record win for Habia Member School Ambition Centre for Training Ambition Centre for Training has become the first ever educator to win the top Provision of Quality Training Award at the Scottish Training Federation (STF) awards two years in a row. and salon employees. This year’s trophy was sponsored by the Scottish Qualifications Authority (SQA). Habia’s Lilian Cameron attended as guest of ACT. “It is fantastic to be recognised in this way, and for the effort our team makes to bring the best education to salons to be rewarded,” said Isabel McKeown, director of ACT along with Lynda McGivern. Over the past six years, ACT has pioneered an alternative to traditional vocational training, releasing trainees from attending college or privately run institutions one day a week and instead allowing them to remain in-school or in-salon to learn their craft. This allows salon owners much greater control over development of their employees’ practical skills, while it allows schools to expand their curriculum to include high-quality vocational training.

Every trainee or school pupil works towards SQA-accredited qualifications, with ACT educators overseeing their development on an individual basis. So far, more than 50 salons, including Edinburgh’s PSA Group, and more than 20 schools, have chosen to work with ACT. Colin Dalrymple, chief executive of the STF, also congratulated the ACT team. “I was delighted to see ACT scoop the award for the second year in a row, and they should be rightly proud. This was a particularly noteworthy award given the exceptional numbers and the overall quality of all those who entered,” he said.
Extra funding for Welsh Apprentices available The Welsh Assembly Government (WAG) has launched an initiative to provide additional financial support to employers offering Apprenticeships. The Young Recruits Programme allows small and medium employers, working individually or in partnership, to offer additional Apprenticeship opportunities where there is a need to maintain a highly-skilled workforce. Large employers who already offer high quality Apprenticeships can also access the fund to expand their programmes. Financial support of £50 per week wage subsidy, paid to the employer, is available to those eligible.
To be eligible, all employers must: • be able to offer (a) full time additional apprenticeship place(s), ie. a minimum of 30 hours including time with the provider; • be paying a minimum wage of £2.60 per hour (or any other

National Minimum Wage regulations that may apply); • be able to evidence payment to their learner with either HMRC-compliant wage slips or certified copies of bank statements. Without this evidence, support cannot be offered by WAG.
All learners must: • be between the ages of 16 and 24 at time of application; • be living and/or working in Wales; • be enrolled upon or due to enrol upon a level 2 or level 3 apprenticeship framework with a WAG-contracted Work Based Learning Provider; • not have been employed by the applicant for longer than 20 weeks at time of application.

Scottish Government launches “Roe Review” A review of the vocational education and training available to people in and seeking work in Scotland is to be carried out. The review will be undertaken by the Chair of Skills Development Scotland Willy Roe and aims to achieve better value for money and faster progress on national economic targets. The current economic climate and public spending pressures will be central to the review which will look at more effective approaches to workforce development as well as support for the unemployed and young people seeking work for the first time. The review will also look at training provision being better aligned to the Scottish Government’s Economic Strategy and Curriculum for Excellence and will be completed by the end of the current financial year. Education Secretary Michael Russell said, “As Scotland emerges from the recession and faces the public spending challenges, we must continue to focus on responding to the skills demands of the modern labour market. Doing this successfully will allow us to take advantage of emerging economic opportunities and to ensure people of all ages can move into the jobs of the future.”
Willy Roe said, “This review comes at a time of genuine opportunity for Scotland at the same time as we face clear economic and fiscal challenges. Greater exposure to global influences is widening Scotland’s horizons and raising ambition, particularly among our young people. If we are going to take full advantage of these changes we must move decisively to develop a highly competitive and innovative workforce.” The review will focus on the area of post 16 vocational education and training which supports people into work and helps sustain them in productive employment. It will primarily focus on: • The needs of young people seeking to make a seamless transition into work • Adults who are unemployed and are seeking to move back into work • Those in employment who are seeking to upskill and, critically, employers of all types seeking to improve efficiency and productivity through their skills investment • Preparing for and exploiting opportunities presented by the move to a low carbon economy.

MA Online launched for Scotland A new website to help organisations involved in the delivery of Modern Apprenticeships in Scotland has been launched. MA Online is a new web-based system that will enable sector bodies like Habia and training providers deal more efficiently with the registration and certification of Modern Apprentices in Scotland.
For training providers, MA Online offers a faster turnaround for the registration and certification of candidates and provides more information about the candidates already registered and certificated.
The development of MA Online has been funded by the Scottish Government and contributes to its aim of improving and streamlining services to provide better value for money. It has been approved by the Modern Apprenticeship Advisory Group (MAG) for the registration and certification of Modern Apprentices in Scotland.
For Skills Development Scotland, MA Online will deliver a reduction in the time and cost of training provider audits.

Habia Spain celebrates 13th International Young Promises Show Fundación Omat (Habia Spain) celebrated the 13th International Young Promises Show last October, with more international participants than ever.
Students from Spain, Japan and the UK take to the stage at the International Young Promises Show Held on 15 October 2011 in Madrid during the Salón Look Internacional 2011 exhibition, the show featured more than eighty students representing centres from Spain, Japan and the UK, including Virgen de los Llanos (Albacete), Astur-Leonés Vallina (León), Hnos. Larrinaga (Bilbao), María y José (Palma de Mallorca), Jardín (Valencia), Nuevo Estilo (Madrid), Carmen Galán (Algeciras), Revlon Professional (Valladolid), Paris Beauty College (Japan), Be-Staff Make Up Universal (Japan), ECC College of Beauty & Style Student (Japan), Craven College (UK), Chesterfield College (UK), Sheffield College (UK) and International Fast Academy (Japan). Included amongst the Japanese contingent were two beauty therapy students and two stylists - Aya Miyake of ECC College
of Beauty & Style, Shoji Okubo of Paris Beauty College, and Takumi and Misa Miyamori from IFA – all of whom are recipients of the Habia Japan Scholarship programme and all of whom successfully won prizes. In addition, the show supported students from Omat-Habia Spain NVQ issuing centres, as well as the professional sector. Companies such as Steiner, Wella Professionals, Hairdressing and Beauty Revlon Professional training centers, GHD, Feria de Madrid, Salón Look, Hair Plus by Natura, Rizos Activa, Habia Japan, Hoteles Globales, Tessiline, Club Fígaro y Videocinco Editorial all helped the show achieve its aims of inspiring and celebrating the students, whilst giving them a taste of the industry.
Habia Japan concludes successful year 2011 has been a busy year for Habia Japan, which concluded the year with two more successful initiatives. First off, a group of students from ECC College of Beauty & Style – a Habia Japan recognised training provider – enjoyed a 30 days learning experience in the UK, as well as the opportunity to improve their salon and English language skills. Habia Japan also arranged for Yoko Hisamichi, 20
of Be-STAFF MAKE-UP UNIVERSAL and a Habia Japan scholarship recipient, to spend 10 days with Craven College for special make-up training as part of her NVQ course. Yoko learnt about the similarities and differences between Asians and Europeans when it comes to skincare, not just in terms of skin and bone structure, but the cultural differences between working practices in the UK and Japan.

Salon International 2011 Salon International 2011 saw 50,000 hairdressers descend on London for one of the biggest hairdressing exhibitions in the world. And delegates and stage artists from Habia’s international partners were well represented.
Representing Habia Japan on the Habia and VTCT stage were Satoshi Yaga, Educational Director of Iwai Group, and Hidefumi Nakajo, President, and Miku, Creative Director of IDO Group demonstrated Japanese styling for the first time. Approximately 300 visitors watched the demonstration, along with Justin Tellus, Education Director for Habia Japan. Also appearing on the Habia and VTCT stand was Björg Arnadòttir, Art and Education Director of Habia Italy, along with some of the rest of the Habia Italy team, demonstrating the fashion styles that can be achieved through the NVQ standards. The Habia Italy team got a tremendous response from the crowd, who showed great enthusiasm for the styles presented. They also had the opportunity at meetings through the weekend to explain
and promote the training they offer, which includes NVQ Level 3, the same NVQ as that issued in the UK. Bjorg said, “I always enjoy being a part of the Habia Skills Team at Salon international. Salon International is an inspirational, educational and challenging weekend, and a fantastic window on the exciting creativity in our business. I love the international feeling, the different languages and meeting up with colleagues from different countries.”
Habia Japan holds third sister school project November 2011 saw the third Habia Japan sister-school project between Japan and the UK. Hanazono International Beauty College from Osaka, Japan, and Leslie Frances Training from Barnsley in the UK came together to start a new programme allowing learners to exchange techniques and styles, whilst at the same time learning a little more about each other’s cultures. Mr Nobumasa Watanabe, Director of Hanazone International Beauty College attended a series of meetings and presentations held at Leslie Frances Training with Habia CEO, Alan Goldsbro. Speaking of the project, Alan Goldsbro said, “I am extremely pleased with the links that training centres in Japan and the UK have cultivated through this programme. The fact that the exchange is now in its third year shows you how valued it has become to educators and learners alike.”

Changes to Apprenticeship certification
Save money with Student Order Forms Are you responsible for ordering your centre’s learning materials?
Changes to the way in which Apprenticeships are certificated came into effect this January.
If so, you can save yourself some money and earn a little cash back for your centre – with Habia’s Student Order Forms.
From 19 January 2012, responsibility for Apprenticeship certification has moved to a new organisation – Apprenticeship Certificates England (ACE) – run by the Alliance of Sector Skills Councils (ASSC).
Student Order Forms are a way of earning a commission to use against any products from Habia. You tell us what books you want your students to purchase for the courses you have that year, and we create the order forms for you.
The change comes after the introduction of the Apprenticeship, Skills and Children Act (ASCL) in April 2011, a key part of which was the requirement that certificates in England be issued by the certifying authority – in this case ASSC. ACE has been developed form the MA Online system, a tried and tested online system which is already in use in Scotland and has proven both popular and easy to use. A web based training system and downloadable PDF manual will be available. Apprentices, learning providers or employers who act on behalf of an apprentice will all be able to request Apprenticeship certificates from sector skills bodies like Habia via the system. Apprentices will also receive a new style certificate featuring a foil seal to indicate their level of achievement: • Bronze – Intermediate Apprenticeship • Silver – Advanced Apprenticeship • Gold – High Apprenticeship All apprentices who complete a framework after 19 January 2012 can apply for a certificate through ACE, as well as through the exiting method. Clarification on key skills proxies in SASE frameworks in England Habia has issued clarification on key skills proxies in the Specifications for Apprenticeship Standards (SASE) frameworks. The Qualifications and Curriculum Development Agency (QCDA) proxies for key skills qualifications are not valid within SASE Apprenticeships frameworks. If an apprentice is on a SASE framework, they must have one of the qualifications listed in the Transferable Skills section of the framework shown below. These are now regarded as options. The SASE rules set by government do not allow proxies or apply relaxations. Therefore, when issuing a certificate for an apprentice

registered on a SASE framework we can only accept one of these qualifications. Proxies still apply when issuing certificates to apprentices who completed a Blueprint compliant framework. This is not to be confused with exemptions. An Awarding Organisation may issue a Key Skills certificate to a learner who has completed the tested part of a Key Skill and an additional test such as the Adult Literacy test. Providers will need to check with their Awarding Organisation for information relating to exemptions and how a learner can complete Key Skills in these circumstances.

The Habia Skills Academy – what it means for you In the last edition of Habia News, we reported on the launch of an exciting new project – the Habia Skills Academy (HSA).
The initiative – which will be partially funded by awarding organisation VTCT as founder sponsor – will see the creation of a network of centres across the UK, with Habia acting as a central hub providing guidance, information, recognition of excellence and advice on best practice. But what does the HSA actually mean for training and skills in the hair, beauty, nails and spa industries?

Why do we need a Skills Academy? In many ways, the hair and beauty sector is well served by education provision. However, there are gaps in certain skill areas, and potential learners and their future employers can find it hard to navigate through the variety of providers, courses and qualifications on offer. Quality of provision continues to be variable and the inspectorate reports have become increasingly generic. There is likewise no industry recognised network of centres of excellence across the UK. Together, this hinders the progress of individuals and therefore, the future growth of the hair and beauty sector, because education programmes for skill gap areas and other solutions do not meet employment needs or are unavailable or inaccessible for a variety of reasons.
What does the Skills Academy aim to achieve? What is the skills academy? Skills Academies work in partnership with other organisations across the hair and beauty education and training system. The aim is to work together to address skill gaps and raise standards of learning delivery in skill shortage areas. It will encourage and enable employers to be more involved in the design and delivery of learning in their sector so that it better meets their needs, developing a workforce with the right skills for the future. The HSA will be a virtual academy, not an actual building, linking existing excellent and specialist learning providers together. Primarily, it will involve three strands of work, each with their own development teams. These are: 1. An online virtual academy and information about training 2. A network of Centres of Excellence 3. Educator training, especially in areas with skills shortages such as barbering, African type hair, laser/IPL, hair extensions and hair and scalp conditions. 28
The HSA will act as the catalyst to address the sector’s needs. Habia and VTCT will work together to develop innovative provision, products and services that can be distributed to industry through a network of excellent learning providers and other partners.
What next? At the moment, the HSA is still under development. However, we are looking for partners to work with. That could be a manufacturer or organisation that wants to offer training through the HSA online academy, training providers that want to be part of the Centres of Excellence (and the development of the network) or educators who believe they have what it takes to act as the first tranche of HSA specialists. Hair is sectioned off in four sections, ear to ear, front hairline to nape, take one inch horizontal sections in the nape area, comb down and cut freehand to desired length.
Continue to work as before, working up the head section by section cutting everything to the baseline, tension can be used on the upper sections after a strong guideline is achieved in the lower sections.
Working on the side sections, use a slice cutting technique, angled downwards at 45ยบ, retaining length on the front hairline.
Continue working upwards towards the top of the head, cutting all sections to the previous guideline, still using a 45ยบ angle to retain length as before.
Replicate steps four and five to create the same shape on opposite side.
Section off the fringe in a triangle section, using a razor work across the fringe cutting a small piece at a time to create a feathered effect on the fringe.
Comb all the hair down and work in vertical panels around the head, using a razor to graduate and bevel the bottom edge of the haircut. Be careful not to graduate too much as this will remove length from the baseline.
Hair is sectioned as shown, into 3 sections; the crown section is in the shape of an eye. Ensure the centre section does not reach the hairline, and that it straddles the crown area.

Safety in the Salon
There are a number of things that can wreck your business out of the blue. But nothing can completely devastate it like a fire. As well as the risk to life, the destruction is often complete and, even with insurance, a fire can end a business permanently. And yet the majority of salon fires are preventable with some simple precautions. At the East Riding of Yorkshire and Habia Hair and Beauty Health and Safety Award Ceremony earlier this year, Chris Dunnachie, Health and Safety Inspector informed attendees of an incident his officers were following up in conjunction with Humberside Fire and Rescue Service (HFRS). Habia News has gone behind scenes to look at how the fire started, and how you can prevent the same thing from happening to your salon.
The incident In spring 2011, a fire was reported in a beauty salon in East Yorkshire. The cause of the fire was attributed to the accidental ignition of fumes from nail varnish remover. HFRS attended the site with three fire engines and crews. The fire was caused by a member of staff decanting acetone from a large vessel into smaller sized receptacles. Acetone was exposed to the atmosphere, and started to evaporate immediately, filling the salon with highly flammable vapours. Acetone has a flash point of minus 18 degrees centigrade, which means that it will evaporate or turn to gas when exposed to normal room temperatures. The vapours are twice as heavy as air, so will rapidly fill any compartment or room from the floor upwards, particularly in a confined or unventilated area such as a salon. Aromatherapy candles in an adjoining area provided the ignition source and the fire flashed across the salon, narrowly missing an employee. Other employees heard screams, saw the wall of flame and reacted quickly by pulling the employee to safety and shutting the door behind them. They did not attempt to use a fire extinguisher, which fire safety officers stated would have been the correct course of action in these circumstances. 32
Despite the potential for a serious fire and injury to staff, the fire was quickly contained and dealt with, with no injuries occurring. The salon owner has since undertaken a complete review of salon procedures since the incident.
Reducing the risk So how do you make sure you and your staff are prepared for any potential fire risks? • Examine your fire risk assessments and review regularly • Ensure all staff are fully updated and trained appropriately • Decanting of any materials which has a flash point of less than normal room temperature should always be carried out in a well ventilated area, preferably outside where there are no sources of ignition • Spillages must be cleared up and cloths or towels removed outside straight away, not placed in a waste bin or similar, as the same build up of flammable vapours will occur and remain waiting for an ignition source to be introduced • Keep quantities of chemicals stored onsite to a minimum • Record and review full COSHH assessments for all chemicals on site and ensure all chemicals are stored correctly • Contact your local Technical Fire Safety Team for further advice or if you have specific concerns. Fish pedicure guidance Habia is advising salons and spas offering fish pedicures to follow the guidance issued by the Health Protection Agency (HPA). The guidance, which Habia was consulted on and contributed to, provides businesses offering Garra rufa fish pedicures advice on best practice and practical measures that should be taken to mitigate against potential health risks. During its consultation, the HPA and its working group found that the risk of infection from fish pedicure treatments is likely to be very low, provided that good standards of hygiene are maintained. However, clients with weakened immune systems or underlying medical conditions such as diabetes or psoriasis may have an increased risk of infection and should therefore not undergo such treatments. Wendy Nixon, Habia’s health and safety expert, said, “All the evidence collated by HPA suggests that the risk of infection is incredibly low. However, that risk can be minimised further by following the HPA guidance, and using the Habia issued standards on client consultations for pedicures to ensure proper checks are made for contra-indications such as cuts and medical conditions.” The full guidance, which has also been endorsed by the Chartered Institute for Environmental Health and the Royal Environmental Health Institute of Scotland, is available to download from www.hpa.org.uk.
Half of sunbed salons breaking law Almost half of tanning salons may be breaking the law, suggest the results of an investigation by environmental health and trading standards officers in West Yorkshire.
Since April 2011, it has been illegal to offer UV sunbed treatments to under 18s, with businesses failing to comply with the ban potentially facing fines up to £20,000. 25 salons across West Yorkshire were visited by a 14 year old test purchaser as part of the investigation conducted by local EHOs, West Yorkshire Trading Standards and the Health Protection Agency (HPA). The test purchaser was allowed to purchase a tanning session in 38
11 of the salons, even after filling in forms with her correct age. Jenny Morris, CIEH principal policy officer, said: ‘The level of non-compliance is extremely disappointing given all the effort that has been involved in getting the legislation in place. Whilst the exercise should have improved business knowledge there will need to be follow up visits to check compliance and enforcement action taken where failures are still found.’

National Health and Safety Award winners announced Businesses from Yorkshire dominated this year’s Habia National Health and Safety Awards as salons from across the region took the top prize in all three categories. Organised by Habia, with support from the Health and Safety Executive (HSE) and local authorities, the National Health and Safety Awards showcase salons and spas that have achieved Habia’s regional award but have gone the extra mile beyond what is normally required to set an example to their fellow businesses. Melania Branford of Toffs Barbers, which has won the award three times, said, “We feel very proud and happy. It’s the third time we have won this award so we are over the moon.” Kerris Lacy of De Lacy Spa said, “Entering this award has pulled the team together. We’ve supported each other and it’s created a great atmosphere in the salon.”

I have a sunbed in my beauty salon and don’t really know what I am required to do to comply with new regulations. The Sunbeds (regulation) Act 2010 introduced new regulations which became effective on 8 April 2011. This regulates the use of sunbeds on commercial premises and brought in significant changes regarding the permitted age of users. As the owner of a beauty salon you will be required to ensure that no person under the age of 18 uses a sunbed, is offered use of a sunbed, or is present in a restricted zone. You cannot therefore offer anyone under the age of 18 the use of a sunbed, even if this is included as part of a beauty package. You must also ensure that persons under 18 years of age do not have access to a restricted zone. This includes clients and staff under 18. A restricted zone is determined by the position and type of sunbed, for instance a cubicle sunbed is an enclosed space that is reserved for the use of that sunbed and is thus a restricted zone. If the sunbed is not within an enclosed space but within a changing room, then the whole changing room becomes a restricted zone.
Other useful management tips include: • train all staff in this procedure • keep a record of any incident where staff challenge a potential user about their age • maintain written records for each user session • display prominent notices clearly stating no under 18s are permitted to use the sunbeds • display prominent notices at restricted zones stating no under 18s may enter the zone • ensure where a sunbed treatment is added to a beauty package that under 18’s are excluded • provide information on the restrictions within service brochures

Members of staff who are under 18, may only enter a restricted zone for work purposes, for instance, cleaning a sunbed, and they must be trained appropriately and informed that under no circumstances can they use the sunbed.
You must remember when offering sunbed treatments to clients, to ask for proof of age, this may be in the form of a passport, photocard driving licence or photographic identity card bearing the Proof of Age Standards Scheme (PASS) hologram.

Performance Management – an invaluable tool Need advice on employment law? David Wright, Habia’s employment law specialist looks at the most common issues and sheds some light upon them.
In these challenging times I am increasingly being asked questions relating to improving staff performance and increasing sales turnover.
Performance Management – what is it? Performance management concerns developing individuals’ and teams to maximise their performance. Appraisal is fairly commonplace in salons but how effective is it? A good appraisal scheme can be mutually beneficial allowing you to improve performance and to set up Key Performance Indicators (KPI’s) or objectives. But performance management is much wider then periodic appraisal. It should ensure staff are clear regarding your expectations. It is also about developing their capacity to achieve these targets. Similarly it allows staff to discuss their issues whether they relate to their development, training or even their working hours. There are several objective criteria you can use to assess performance and compare the performance of staff. Here are just a few: • column income • retail sales • client retention • attendance • skills acquisition. We should also remember that staff have their own objectives. These might relate to their training or career development. They might also relate to their non work desires, for instance, their work life balance. Remember staff retention is vital in respect of high performing staff. The points above are not all mutually exclusive. In a busy salon a high column income might cloak a low client retention or poor retail skills. Likewise, more experienced or senior staff may have a higher hourly rate and some salons work out the column income as a ratio of the employees wage. 42
KPI’s, income targets and performance assessment are invaluable if you have concerns regarding performance. It is considerably easier to utilise your disciplinary procedure if you have objective measures of acceptable performance and you compare the performance of staff. The same applies when selecting staff for redundancy
Probationary Periods It is essential when you invest in a new appointee that your selection process is comprehensive. You should use performance criteria and targets to determine if you are going to retain the employee at the end of their probationary period. The targets and expectation are actually helpful for new appointees, as they are in no doubt of the performance they have to achieve and can assess their own progress.
Rewarding Performance We know that many staff will not be receiving a pay award this year, whilst the minimum wage has only increased by just over 2%. A pay award gives you ongoing wage costs with no guarantee of a return, and a small award may do little to increase motivation. So what other options are available to you? Some clients have looked at non salary rewards. In some cases they have met with staff and discussed a range of options and left the decision to them. The feedback had been that this has been very successful. Success for Team UK at WorldSkills London 2011 Team UK proved it was one of the top five in the world with a superlative performance at WorldSkills London 2011.
Lizzie Hale at WorldSkills London And the hair and beauty sector contributed to the success with Medallions of Excellence in both hair and beauty for two students. Hairdresser Lizzie Hale, 19, from Ross On Wye, who works for Reds Hair Co, and beauty therapist Hayley Wright, 20, who works for Leah Jones Hair & Beauty, both took Medallions for Excellence for their skills in the hairdressing and beauty therapy categories respectively.
“These inspirational results are a tribute to the skill, imagination and purposeful pride of our young people” They were part of Team UK, who competed against 100 competitors from 52 countries and regions across four days of competitions in front of 200,000 visitors at the ExCeL Centre, 44
London from 5 to 8 October 2011. Overall, the UK won five gold medals, two silver and six bronze in competitions across the 45 skills areas. Hayley Wright, who achieved VTCT Level 2 and Level 3 in Beauty Therapy said, “This is what I have been training for all this time, and I am just so pleased I’ve been able to make my family, friends, training managers and all those who have supported me along the way so proud. I hope my success will inspire others to think about their career options and that I’ve managed to show everyone that there are options for them.” Lizzie Hale, who studied VTCT level 2 Hairdressing and is working towards her Level 3, said, “It is an amazing feeling to be awarded a Medallion for Excellence. It means I’m now one of the best in the world at hairdressing. Chris, 21, who is an NVQ Level 3 Hairdressing student and runs his own mobile hairdressing service, Orlando Hair, said, “WorldSkills has been a fantastic event. I told Vince Cable what an eye-opener the event had been, meeting new people, learning new things and watching the hairdressing competition with people from all over the world.” 45

Cheynes announce photo competition winner Cheynes Training has announced Florence Unitt – of its West End Academy in London - as the winner of its 2011 Photographic Competition. Florence, of Cullen and Co in Welling, Kent, won an iPad 2 for achieving first place after gaining top marks from all the judges, who included Leslie Spears, founder of Three-Six-Five Hairdressing and inspiration behind Joy Limited, distributors of Morrocanoil; top hairdresser Desmond Murray; and Paul Adamczuk, International Creative Director for Cheynes. Second place went to Alex Carr from Cheynes, Edinburgh, whilst third place went to Charlotte Connor from Coco’s, Maidenbower. Principal tutor Jon Redman said, “Flo is a really talented young hairdresser and the look she did for her picture is really outstanding.” Programme Director William Howarth said, “It is so good to see so much talent on the Cheynes Training apprenticeship programme and credit must go to not just the individuals concerned, but their employers, their salon teams and the people who train these extraordinarily gifted young people.”

Learners and employers contribute to success with ISA panel Wales’ largest independent hairdressing training provider is to give learners and employers a say in decisions made by the business. ISA Training, a Habia Member School and Habia Cymru member based at Pencoed, Bridgend, is forming an ISA Voice Panel comprised of representatives from the 700 learners and 550 salons the company works with.

Hairdressing Council UK Students of the Year winners
Salon International 2011 saw the winners of the Hairdressing Council’s prestigious UK Student of the Year Awards announced.

said, “I wanted this so much and it meant so much to do well. When I won it felt like all of my tears and hard work had been worth it. I wanted to give something back to my bosses and trainers, and this was the perfect start to our new business and the perfect end to leaving my training salon.” For the practical stage of the competition, the Level 2 competitors had to put hair up in a red carpet look whilst the Level 3 competitors produced innovative cut and blow-dries, before having to sit through an interview where they were questioned about themselves, their chosen hairstyle and their mood board.

Rising NHF star becomes youngest gold medalist Junior stylist and NHF Team GB member Tayla Murdy is celebrating after becoming the youngest person ever to win gold at the OMC Individual World Championship competition in Milan in September. Having only recently turned 16, Tayla is already a European champion and represented Great Britain at last year’s World Hairdressing Championships. And to make the achievement all the more remarkable, Tayla won her gold in an adult rather than junior competition, taking top spot over some of the best hairdressers from across the globe. NHF President Mark Coray said, “We are all so pleased for Tayla, who is such a talented hairdresser and has a really bright future ahead of her. To achieve gold at her age is remarkable.”

UK Laser and IPL Treatment Regulations within the Beauty Industry The rules around laser and IPL treatments are changing. Habia spoke to Vanessa Jordens, freelance educator and writer, to find out more. Laser and IPL treatments are a fast growing industry, predicted to be globally worth more than $6.8 billion by 2014. But should this booming industry within the beauty sector be allowed to continue to be free from the shackles of regulation or not? Given that it was regulated by the Care Quality Commission (CQC) until October 2010, the answer to this question would seem to be yes, in England at least. These regulations were deemed to be too cumbersome, burdensome and costly for a booming industry targeted at relatively small businesses within the aesthetic beauty industry. The regulations stifled growth and suffocated entrepreneurship, and were subsequently abandoned as being inappropriate. But going from inappropriate regulation to total freedom in deregulation has lead to difficulties in itself. This has left many beauty therapy clinics without the support and guidance they need to meet the requirements for training, safety advice, risk assessment and protocol. In most cases it would appear that the Local Authorities have taken over regulation of the non-healthcare sector, but with this comes its own set of problems, as each council has been left to their own interpretation of the Health and Safety at Work Act, which still applies to this industry. The result has caused frustration and confusion within industry.
Vanessa Jordens Habia has joined with the Independent Healthcare Advisory Service (IHAS) as part of a monitoring scheme which aims to encourage standards and guidelines for laser and IPL users, which can be found at www.treatmentsyoucantrust.co.uk. This register aims to ensure the sector has some guidance on where to receive core knowledge training and safety advice from recognised laser and IPL protection advisors, as well as treatment protocols from an expert medical practitioner. The Habia Skills Academy (HSA) is also aiming to set up a register of accredited laser and IPL trainers and training providers. It plans to fill the skills gaps for laser and light trainers and assessors by fast-tracking existing laser/light practitioners through a nationally recognised qualification in laser light hair removal. They will be assessed and trained by industry experts and trainers who can pass on their extensive skills and experience to other people who in turn can cascade their skills to others. Through this register, Habia aims to provide the support that industry and insurers need to maintain some control for this very popular and effective treatment. Habia has also done extensive work on guideline codes of practice for laser and IPL practitioners, which can be found on www.habia.org/ healthandsafety, which have proven to be most useful in the correct training and protocol for this treatment. How clean is your routine? Harsh chemicals, sharp tools, risk of cross infection and allergic reactions – the working environment of hair and beauty professionals can be hazardous. The consequences of staff or client accidents, or infectious outbreaks, are severe and every effort must be made to avoid them. However, maintaining a safe and clean environment can also offer a high return on investment in terms of building customer satisfaction and your business’ reputation. Your staff will appreciate it as well.

Get into the habit The key to maintaining high health and safety standards in the workplace is making sure the habit of cleaning, disinfecting and conducting product patch tests is part of every service the client receives. It is vital to have designated areas for clean and used tools and instruments, and making sure you start the day with enough clean and disinfected supplies to get you through your appointments. All staff should have access to key information within the work place. Newly hired staff should be taken through these processes right away and the importance of the highest health and safety standards should be reflected in their inductions.
Invest in innovation There have been some major advancements in hair styling tools and supplies to help maintain and improve safety and hygiene. While traditional cleaning techniques such as Barbicide, steam and disinfectants are industry standard and should still be used, advancements can also keep your salon in top shape. There is a range of tools for example that are made from Ebonite, a vulcanised natural rubber that has anti-bacterial and anti-fungal properties due to its natural anti-microbial agents. They also have a permanent resistance to heat and chemicals. Professional styling combs, such as the ones from Hercules Sagemann, are a good investment for any stylist or salon wanting to prevent contamination between clients.

Professional equipment has also come a long way. For example there are nail stations available that have multi-filter systems for a cleaner and more hygienic environment for both client and technician. Particulate filters remove nail dust and activated carbon filters, extractor fans and ventilation draws remove strong chemical odours and fumes.

Habia launches Centres of Excellence This April sees the formal launch of the Habia Skills Academy’s (HSA) Centres of Excellence programme. And training providers can have their say on what shape the new initiative will take. Under the programme, existing Member Schools will be able to apply for Centre of Excellence status by meeting a strict set of criteria that include possessing or developing high quality staff and facilities and a commitment to cascading excellent training provision within their region.

Weston College In each edition of Habia News, we take a look at Habia Member Schools and how their membership has benefited them. In this edition we look at Weston College and Uxbridge College.
First up, Weston College on their ambitions to become a Centre of Excellence.Weston College is celebrating the partnership it has forged with Habia and can’t wait to apply to become a Centre of Excellence for hair and beauty. It is already one of the top performing colleges in the South West, with examination achievement rates of 98.4 per cent for A Level, and 100 per cent for vocational courses. The College has more than 24,000 enrolments and works with more than 1,000 employers from across the South West. It offers over 100 vocational courses, 32 A levels and more than 40 Apprenticeships to ensure students develop the critical skills employers and universities are looking for. College Principal and Chief Executive, Dr Paul Phillips, celebrated his 10th year at the College and was awarded the OBE for services to further education and the voluntary sector. He said: “The decision to become a Habia Member School has enhanced the division in many ways. We now have the opportunity to be recognised as a Centre of Excellence by the Sector Skills body – an accolade Weston College are determined to achieve. We have invested heavily in our teaching staff, buildings and facilities to ensure we offer students the best possible resources in the South West. The 20-year-old of Bridgwater had fought off huge UK competition over the last three years to be honoured as a member of the British squad and won joint eighth place at WorldSkills. Habia begins 25th anniversary celebrations at Salon International It was a special occasion for Habia at last year’s Salon International as old faces and new gathered to help the organisation celebrate its 25th birthday. The Habia stage, sponsored by VTCT, was a hive of creative hairdressing inspiration throughout the three days of Salon International, held at ExCeL London, from 15 to 17 October 2011. The Habia Skills Team demonstrated exciting new styles for Caucasian and African Type hair, taking the enthusiastic audience step by step though the techniques needed for success, whilst joining them were were Habia’s Apprentice Skills Team, Bjorg Arnadottir of Habia Italy, and hairdressers from Habia Japan. And educators, salon owners and industry figureheads got together at the Habia stage on the Saturday for a champagne reception as Habia formally marked its 25th year. Alan Goldsbro, Habia CEO, said, “It seems like only yesterday we first attended Salon International with a small stand, a table and a couple of staff. Seeing the stand we have now and the show we put on over the three days just demonstrates how far we have come in that time.”
Third VTCT Conference for Assessors and Tutors VTCT will be holding its third annual conference for assessors and tutors on 14 May 2012, as part of Beauty UK, held at the NEC, Birmingham. Looking at the challenges facing training providers in this time of change, speakers will look to both the past and present as VTCT celebrates its 50th year as an awarding organisation. Presentations on the journey VTCT has taken so far, the recent exciting innovations that have been introduced and the future as an awarding organisation will be included. As in 66

Team Talk Earlier this year, Northern Ireland hairdresser Malachy Weatherall was appointed as the new Creative Director of the Habia Skills Team. In our new feature – Team Talk¬ – Mal will be taking you behind the scenes with the team as they head out on the road across the UK and perform at some of the biggest exhibitions in the UK and abroad. In this edition, Mal talks about this recent appointment as Creative Director.
Habia Skills Team support Barnsley College open event Students, staff and employers from across the Yorkshire region got the chance to see the Habia Skills Team in action as they lent their support to Barnsley College at an open event held by their Hair and Beauty Department.
“When I was offered the role of Creative Director of the Habia Skills Team, there were no second thoughts. ‘I’m in’ I said, straight away. For me, to be able to put my slant on the creative side of our roadshows and photoshoots doesn’t get any better. Although there are some big shoes to fill, namely my predecessors Erik Lander and Chris Moody, I can bring something extra to the already slick set-up. But above all, my wish is to inspire a few people along the way. Achieving this position and taking on this role is totally amazing considering the wealth of talent we have within the team, and with our young Graduate Team already so established and confident in everything they do. Working with such people inspires me when putting together our step by step photo collections, which come round twice a year with collections for Autumn/Winter and Spring/Summer. I would like to thank all the staff at Habia for always pulling together and being so consistent over the years I have worked alongside them. I’m privileged to work with such a dedicated skills team who continually push the boundary of their skills whilst striving to add new ones to an already impressive repertoire – it’s just the type of environment I thrive on. Held on 31 October 2011, the event allowed learners, staff, guests and governors to come and see the launch of the College’s newly opened training and treatment salon, Images. Regional and national suppliers from the industry joined college representatives to fill the central atrium with stalls exhibiting their latest products and training opportunities. Habia Skills Team members put on hairdressing and beauty therapy seminars throughout the day, showcasing the skills that students are able to study at the College and creating a real buzz of

excitement from the styles they created. A demonstration show in the evening showcased all the Skills Team’s work throughout the day. Karen Carr, Curriculum Quality Leader, Hair and Beauty at Barnsley College, said, “The feedback from the event has been tremendous, right through from learners to governors. I walked around the seminars and was so impressed with the demonstration of skills and engagement of learning. The evening show in particular inspired the learners and created a real buzz of excitement.”
