New Electricity Rate Q&A Why have local electricity distribution charges changed effective May 1st? The local distribution rates charged by utilities across Ontario have been set to closer reflect the true costs related to providing safe and reliable delivery of electricity to homes and businesses. Until now, the distribution rates charged by utilities, including Haldimand County Hydro, were based on the costs of providing local service back in 1999. The new rates are based on 2004 costs. As well, because local distribution rates were frozen by the Provincial Government between 2002 and 2005, Haldimand County Hydro was not able to apply to the Ontario Energy Board for an adjustment in rates to reflect the costs associated with delivery of local service.

Are there other changes to my electricity bill? Yes. The price of the electricity you use has been increased. Between May 1st and October 31st, residential customers under the Regulated Price Plan will pay 5.8 cents per kilowatt hour for the first 600 kWh used and 6.7 cents per kilowatt hour for consumption above that. The price of electricity is set by the Ontario Energy Board and passed through at cost by Haldimand County Hydro. How much is my Hydro Bill going up? Beginning May 1st, the average residential customer in Haldimand County will see an increase in the distribution portion of their bill of 9.3% or approximately $10.74 per month. The local electricity distribution charges represent less than approximately 30% of your total hydro bill. The vast majority of your bill is the cost of the electricity you use.

What do local electricity distribution charges cover? Local distribution rates cover the costs incurred by Haldimand County Hydro for delivery of electricity to homes and businesses in the area.This includes maintenance of the lines and poles, investment in the local distribution system to continue reliability of service and to handle the growing needs of our community, as well as provide emergency service, customer service and billing.

Why are local distribution rates different across Ontario? Distribution rates reflect each individual utility’s local cost of service and it varies from community to community. The costs include operation and maintenance costs, the value of the local system used for distribution, and debt costs. Other factors that contribute to local distribution rate differences include the age and condition of the local system, population density, cost of labour and service requirements to handle a growing community. Based on all of these factors, local distribution rates for each service area are approved by the Ontario Energy Board.

Are adjustments being made to other local service fees? Yes. Service fees charged by Haldimand County Hydro have changed effective May 1st. Utilities are now applying standardized fees approved by the Ontario Energy Board which are uniform across the Province for things such as non-payment of account, NSF cheques, reconnection of service due to non-payment and change of occupancy. A list of the specific miscellaneous charges is included in this brochure.

“Wind-powered generation in Ontario more than doubled in 2007, according to statistics released today by Ontario's Independent Electricity System Operator (IESO). In 2007, the output from the more than 400 MW of installed wind generation in Ontario totalled 1.04 terawatt hours (TWh) compared to 0.44 TWh in 2006.

Nuclear generation continued to supply the largest amount of power in Ontario, with nuclear facilities producing 80.9 TWh in 2007, down 3.5 TWh from 2006. Hydroelectric generation also fell slightly in 2007 from 34.8 TWh to 33.4 TWh while coal-fired generation increased from 25 TWh to 28.2 TWh.

At 25,737 megawatts (MW), peak demand in 2007 was considerably lower than in 2006, which saw an all-time record for electricity demand of 27,005 MW set on August 1, 2006. However, total annual energy use in the province rose slightly from 151 TWh to 152 TWh. Ontario's exports totalled 12.3 TWh in 2007 while imports reached approximately 7.2 TWh. The IESO is responsible for managing Ontario's bulk electricity system and operating the wholesale electricity market. For more information, visit www.ieso.ca.”

"With an additional 700 MW scheduled to come into service over the next 18 months, wind will play an increasingly important role in Ontario's supply mix," said IESO President and CEO Paul Murphy. “We will continue to work with wind generators to find ways to accommodate the unique operating characteristics of wind-powered generation."

As percentages of total output in 2007, nuclear generation represented 52 per cent, hydroelectric generation totalled 21 per cent, coal-fired generation was at 18 per cent, and other fuel types (natural gas, oil, wind, biomass, solar etc.) totalled nine per cent.

Debt Retirement Charge (DRC) Simply the volumetric charge for DRC Provincial Benefit A volumetric rate applied to loss adjusted consumption. The Ontario Energy Board has approved a decrease in local distribution charges effective May 1st, 2008. The average residential customer in Haldimand County will see a decrease in the distribution portion of their bill of 2.88% or approximately $1.53 per month.

Are there other changes to my electricity bill? The price of the electricity you use has remained unchanged. Between May 1st and October 31st, residential customers under the Regulated Price Plan will continue to pay 5 cents per kilowatt hour for the first threshold used and 5.9 cents per kilowatt hour for consumption above that. The amount of electricity residential customers can use at the lower price has, however, changed from the winter threshold of 1,000 kilowatt hours per month to the summer threshold of 600 kilowatt hours per month. "While the mild and wet summer of 2008 won't be remembered fondly by vacationers, the increased precipitation led to record levels of hydro output and a low peak demand for electricity due to a reduction in the use of air conditioning," said Paul Murphy, IESO President and CEO. Ontario's annual energy use was 148 terawatt hours (TWh), down by 2.3 per cent compared to 2007 due to milder weather, economic conditions and increased conservation efforts. Coal production was 23.2 TWh in 2008, which is the lowest since 1996, and a drop of 18 per cent from the 28.1 TWh produced in 2007. The output of wind generation jumped significantly for the second year in a row with a 35 per cent increase compared to 2007 as a result of new wind farms coming on-line. "In 2009, we expect wind energy will set another record, with total production surpassing two terawatt hours," Murphy said. Local electricity distribution charges have changed. The Ontario Energy Board (OEB) has approved an increase in local distribution charges effective May 1, 2010. The average residential customer in Haldimand County will see an increase of approximately 12.7% in the delivery portion of their bill or approximately $5.66 per month. The delivery portion includes the recovery of capital and operating costs to build and maintain the distribution system as well as pass through costs for the transmission of electricity.

Are there other changes to my electricity bill? The price of the electricity you use has changed. Between May 1 and October 31, 2010, residential customers under the Regulated Price Plan (RPP) will pay 6.5 cents per kilowatt hour (kWh) for up to 600 kWh of electricity used per month and 7.5 cents per kWh for electricity used above that. Please keep in mind that the threshold for the amount of electricity residential customers can use at the lower price decreases to 600 kWh from 1,000 kWh per month for the summer season (May 1st to October 31st).

Ontario’s Independent Electricity System Operator (IESO) included the following in a news release issued on January 8, 2010. Wind generation in Ontario rose by more than 60 percent in 2009 compared to the previous year. The output from commercial wind farms was 2.3 terawatt hours (TWh), equivalent to the consumption of the City of Oshawa for two full years. Output from coal-fired plants dropped to 9.8TWh, down dramatically from 23.2 TWh in 2008 and the lowest output in 45 years.

When both the change in tier prices and the change in the seasonal tier threshold (from 1,000 kWh/month to 600 kWh/month) are considered, the estimated bill impact for residential RPP consumers that are on tiered pricing will increase $7.60/month based on 800 kWh/month use. This change to the electricity line equates to approximately 8% on the total bill.

Demand for electricity in Ontario declined in 2009 as a result of the economic recession, conservation efforts and mild weather. Down 6.1 per cent over 2008, demand reached 139 terawatt hours (TWh), its lowest level since 1997.

Total production rang in at 3.9 terawatt hours (TWh) — up substantially from 2.8 TWh in 2010. November 2011 marked the highest monthly wind output ever seen in Ontario, with production in that month alone exceeding 0.56 TWh. In annual terms, wind generation represented 2.6 per cent of total output across all fuel types of 149.9 TWh.

Total electricity consumption in Ontario dipped slightly to 141.5 TWh, down from 142 TWh in 2010. A heat wave in late July pushed peak hourly demand to 25,450 MW on July 21 — a 375 MW increase from 2010’s peak. This increase would have been even higher if not for demand response (DR) program participants, which include residential, industrial, commercial and institutional users that agree to reduce their consumption during peak periods with extreme weather conditions. During the peak hour, demand for electricity was reduced by more than 500 MW through various DR programs and pricing incentives.

Production from Ontario’s nuclear units continues to supply more than half of Ontario’s power needs. Nuclear generation rose slightly in 2011 to 85.3 TWh, an increase of 2.4 TWh from 2010. By contrast, output from Ontario’s coal-fired units dropped to 4.1 TWh in 2011, two-thirds lower than it was the year before. After unusually low water levels resulted in reduced hydroelectric output in 2010, production rebounded to 33.3 TWh from 30.7 TWh. Natural gas facilities rounded out the mix, with production of 22.0 TWh, up from 20.5 TWh in 2010.

Electricity Rates effective May 1, 2012 HCH2012-02

Local electricity delivery charges are changing The Ontario Energy Board has approved a decrease in delivery charges effective May 1, 2012. For a residential household using an average of 800 kWh per month there is a decrease in delivery charges of 3.1% or $1.54. The monthly bill for a General Service < 50kW customer consuming 2000 kWh per month will decrease by 1.7% or $1.58. The delivery portion includes the recovery of costs to build and maintain the distribution system as well as pass through costs for the transmission of electricity.

Haldimand County Hydro implemented Time-of-Use rates in September 2011 for residential and general service customers who use less than 50 kW per month. Charges are calculated based on the time of day that the electricity is used. Please refer to the chart below as a guideline in shifting your usage to the most economical time period in order to reduce the amount you are charged for electricity.

ONTARIO CLEAN ENERGY BENEFIT Eligible customers will receive an on-bill credit of 10% on total electric charges including HST from January 1, 2011 through December 31, 2015.
