Five years ago we asked businesses based in Hammersmith to vote for a new type of business association called a Business Improvement District (BID). A majority number of businesses voted in favour and since formally starting work on 1st April 2006, the BID has invested over £3.7m (actual and leveraged) in projects and services for the Hammersmith town centre to deliver a real step change in the environment.

We are now delighted to introduce our second Business Proposal for 2011-16 which seeks to consolidate the progress made to date and directly respond to the new challenges faced by the town centre and the business community. The team has been consulting with businesses and this Proposal represents the outcome of their conversations with you, reflecting your priorities and ideas.

BID services are additional to the services provided by the local authority and police. To ensure ‘additionality’ the BID company baselines the existing services of the council and ensures that these are up to the agreed standards and requirements.
Less talk, more action BIDs aim to provide new and expanded services within the BID area as identified by the local businesses to improve the working and trading environment. It is an action group not a talking shop!
Everyone benefits BIDs operate on statutory contributions called a levy charge. This means that all eligible businesses in the BID area are obliged to contribute after a majority of the businesses have supported the BID in a ballot. In return for your support and contribution the BID provides benefits and services that help to reduce business costs and create a more vibant environment.

Here is what you said: We carried out a consultation with member businesses between May and September 2010 to identify your priorities and whether you would support the HammersmithLondon BID at the renewal ballot. Feedback from our members indicates that Hammersmith is a safer and more secure place than it was five years ago. Our BID Police Community Support Officers (PCSOs) provide c. 7,550 hours of additional policing per year to ensure maximum coverage for our BID businesses. They have successfully tackled many serious crimes, including attempted murder, and have facilitated the arrests of several drug dealers, seizing a total of over 150 wraps of class A Cocaine and Heroin.

HammersmithLondon showed its commitment to green issues by introducing a free recycling program for all member businesses in 2009. The scheme can potentially save businesses c. £2,000 per year and vastly lowers the amount of waste going into landfill sites.
You told us that it was important to continue to enhance green spaces, improve street cleaning and improve the public realm. You also expressed a desire for sustainable or ‘green’ solutions. Accordingly, the BID will undertake a range of activities to provide more recycling initiatives and value added support.
Projections based on the current usage estimate that by the end of the first year of operation the BID will have recycled over 87 tons of rubbish from 17,500 sacks. That is nearly the weight of 20 African elephants or 12 double decker buses or 3 Boeing 737 aeroplanes!

HammersmithLondon organised a Summer Festival with a Big Screen on Lyric Square for a month to invigorate the town centre and increase dwell time by giving people a special reason to visit the area. The event programming consisted of screenings of Wimbledon tennis, free ‘Film Nights’ and Children’s films on weekends. Free deck chairs were also provided to create a more welcoming atmosphere.

The event was a tremendous success with 90% of the attendees reportedly spending money in the town centre. This finding is validated by the sales figures for a major local retailer whose sales were up by 8% for the same month last year.

We promised in our manifesto that we would create a piece of public art. We did it in the form of a tranquil, green community space - the HammersmithLondon Roof Garden on the first floor of the Lyric theatre. Since its launch it has attracted a wide range of users both from the business community and local residents as a public meeting point, a lunchtime picnic spot, a place for special events and parties, or just as an oasis from the daily hustle and bustle of Hammersmith. As the key funders of the Roof Garden, HammersmithLondon also attracted substantial additional funding from various sources including Marks & Spencer and the National Lottery.
Businesses have identified a real desire to ensure that their voice is heard and that they continue to have access to health and wellbeing initiatives as well as avenues to reducing business costs. The BID staff team will continue to represent businesses and lobby public bodies on their behalf. We will also undertake and promote projects to improve business-tobusiness connectivity.

MANAGEMENT OF THE BID SUMMARY OF BASELINES A baseline is an agreed level of service provided by the council. Regular monitoring and evaluation of the standards within the BID area will ensure that the services provided by public agencies, including the council, are up to the standards and requirements set out in the Baseline Memorandum of Understanding and Operating Agreement. Alteration and Termination of the BID The hereditaments included in the BID area may change due to alterations in the LBHF’s ratings list. Hereditaments may be additionally included if their rateable value at any time during the BID period meets or exceeds £40,000 or they are newly added to the ratings list and the rateable value threshold criteria is met. Hereditaments may also be excluded from the BID levy charge in cases where amendments are made to the ratings list and this results in either a removal of hereditaments from the list or an alteration of

From 1st February 2011 to 2nd March 2011 businesses will be asked to cast their vote for the BID in a formal and confidential postal ballot.

About the BID levy London Borough Hammersmith & Fulham Council is contracted to collect the BID levy on behalf of HammersmithLondon. This is governed and administered within the guidelines set out in the BID (England) Regulations 2004. • The levy will be collected in a single instalment every year. This money is then passed to HammersmithLondon as a ring-fenced amount. • The BID levy has been reduced from the first term rate of 1% of the rateable value. In the second term of the BID, the levy will be phased as shown:

A note on the budget 1) A 98% collection rate is assumed for the BID levy amount in the budget based on the past 5-year trend
LBHF is responsible for managing and paying for the ballot in order to ensure it is carried out fairly and not influenced by the BID. LBHF will send a ballot paper to the eligible voter on 1st February 2011. The eligible voter should complete by placing a cross in either the ‘YES’ or ‘NO’ box, sign it, and return it in the pre-addresed, pre-paid envelope before 2nd March 2011. The BID will proceed over 2011- 2016 if two tests are met:

A simple majority of those voting in the ballot must vote in favour
2.
Those voting in favour must represent a majority by rateable value of the hereditaments (rateable properties)
If a business has more than one rateable business unit, it will receive a ballot paper FOR EACH UNIT. Each paper counts as one vote. It is important that EVERY paper received is completed and returned.
