Heat Stress KILLS
According to the United States Center for Disease Control (CDC) 8,015 people in the US died from heat related stress during the years 1979 through 2003, this averages out
to a death rate exceeding 300 persons per year. in order to combat the effects of heat related stress on workers, California is requiring employers to take the following preventative actions; the employer must make available to employees water, shade and employee training. Water must be provided at the rate of one quart per hour per employee. Shade must be made available when the outside temperature in the work area exceeds 85 degrees Fahrenheit. California defines shade as “blockage of direct sunlight” but includes the requirement for adequate ventilation as well. To explain the ventilation requirements the regulations give the example of “a car sitting in the sun does not give adequate shade unless the air conditioning is running”. The employer will be required to provide enough shade to accommodate 25 percent of the work force at any time for a minimum of 5 minutes at a time. In certain industries misting may be allowed

in lieu of shade if shade is impractical. The companies are implemening High Heat Procedures when the temperature exceeds 95 degrees. These procedures include the requirement that good communications between employees and employer is maintained, visual supervision of employees must be maintained and reminding employees to drink plenty of water and seek shade as required is repeated during the work shift. New employees must be closely supervised until they are adequately trained on the company’s heat stress policies. Heat stress is easy to be subjected to and with the proper plans in place is easily prevented. Some of the options for shade are, but not limited too: 1. Permanent structures such as but not limited to trees, fixed overhangs, and pavilions. The main issue with permanent structures is that they are not always available. 2. Umbrellas can be set up in most locations and either attached to a truck or anchored on the ground. This can be a great solution for a small crew, but the

shade area is limited. 3. Canopies can deployed at most locations and provide a large shaded area for workers. Sadly most canopies are not built for the daily abuse of a work site and have many moving parts. 4. Tents, when equipped with proper ventilation, either air conditioners or mesh sides, can be a good solution for medium size crews and offer easy set up and fewer moving parts. Make sure to shop around and find an industrial grade tent without loose parts. Heat stress is something that can be avoided when simple precautions are made.
