BORDER BREAKING
COMMUNITY INTEGRATION IN THE POST-SOE ERA ARC 6988, Thesis Project, Studio Work Location:Luoyang,China Time: October, 2019 - August, 2020 Individual Work Supervisor: Szymon M Ruszczewski
Part I - Research: A Case Study of SOE Community
Luoyang Oil Refinery Community- A Disappeared Enclave
The State-Owned Enterprise (SOE) communities, as a kind of industrial heritage in China, are now facing a challenge because of a government policy named SOE divestiture of social functions. Since the 1950s, when the government launched a series of SOEs, a set of communities were built around these enterprises to improve the efficiency of production. They undertook social functions such as dwellings, schools, and hospitals, accessible only for the employees of the enterprises. The SOE took responsibility for all of the expenses and the management of the employees within the communities. As a result, the communities have always been separated from their surroundings and have formed different contexts that have been separated from the locals. Nowadays, the government requires these communities to divest the SOE and to give them to society, which can reduce the burden of the SOE. Therefore, the border has been broken, and the SOE communities, representative of the collectivist lifestyle, are no longer isolated and disappearing.
6
Due to the author’s personal and inside experience of life within such a community, the Sinopec-Luoyang Oil Refinery community was chosen as the case study site. The SOE community is discussed as a collective memory to the people both inside and outside, and the project aims to clarify the complex situations during the transition period from a borderdefined reality into an integrated society.

The Sinopec-Luoyang oil refinery is located in the Jili district, which belongs to Luoyang city, Henan province, but has a weak connection to the urban area. They were separated in geography and the Jili district was an enclave of the Luoyang city. However, with the reform of the SOEs, the Jili district changes its status from a municipal district to a sub-district of the Mengjin district in March 2021, which meant that the enclave disappeared, both geographically and administratively
Collectivist Lifestyle
SOE undertaking social functions is the important expression of a collectivist lifestyle.

Social Invasion And Social Segregation
A higher-quality lifestyle, high salary, social welfare, and advanced modern facilities gave SOE employees a higher social stratum and formed potential social barriers from the locals. Such a contrast led to the change of the original social hierarchy, where the emerging SOEs would dominate over the surrounding areas. In addition, the entirely different contexts within and outside the SOEs led to social segregation. On the one hand, for the SOE communities, a higher social stratum gave them a sense of superiority, which together with a different lifestyle had led to barriers when communicating with local people. Moreover, due to confidentiality and security measures linked to the production sites, most of the SOEs and their communities were surrounded by walls and were only accessible for their employees, increasing both social and spatial segregation. However, with the SOE reforming, the policy supporting the collectivist lifestyle was cancelled, and the border that influenced the sentiment of social invasion and segregation was broken. Such a transition from a collectivist lifestyle to a modern urban model has led to a series of economic, spatial, and social consequences. Some of them appear as conflicts when new social activities encounter the old spatial structure

LUO XINYUAN I Tourist & Resort Project Design From: Shanghai Chengkai Architectural Design Co., Ltd Location: Quzhou City, Zhejiang Province, China Project Time: 2015-2016 Lead Architect: Wencai Xu Group Members: Zhongda Shen, Yi Liu, Han Guo GFA(Gross Floor Area): 32539.53 m2 Contribution: • Mainly being responsible for the public building, partly hotel villas, and staff quarters; • Working on concept building, design development, model making, graphic making, and renderings; • Participating in the project process from the proposal to construction drawings. Because of the remoteness of the location and the backwardness economy, the problem of population loss in this site is becoming more and more serious. The goal of the resort hotel is to generate a place that can pretty suit the site and make the most use of views for people to relax as well as to motivate local economic growth. Otherwise, using the existing folk house, river, ancient trees and other local elements on site can also give great help to maintain and reappear the local culture. The project focuses on analyzing the complex topography of the site and how to plan different spaces, including public spaces and private spaces, so as to combine the construction with nature.

There is only one main road connecting the buildings in the site, which is simple and clear. In order to cater to the terrain, the building also has ups and downs, thus forming roofs of different heights, increasing the interest of the site. The roof garden of the bridge is connected to the mountain, which not only provides a path to connect the two mountains, but also forms a continuous landscape.

The project is located in Pudong New Area, Shanghai. Because the old teaching building can not meet the needs of teachers and students, we have transformed and expanded it. After the renovation, the teaching building has been changed from two to four floors, and new parts have been added to meet the needs of use. In the process of reconstruction, the damage to the original structure should be minimized.
