Diego Suarez in the northern tip of Madagascar is regarded as one of the most natural bay and strategic zone of the Indian ocean... THE HEAD OF MADAGASCAR...
the choice P A R T
O N E
What makes Diego Madagascar the choice par excellence to drive the national economy and that of the Indian Ocean?
Diego is the capital of the Diana region which covers an area of 19,266 km2, and the region has an estimated population of 1,000,000. This strategic dimension of the region is noted by many economists. Indeed, it possesses remarkable potential, in terms of natural maritime transport, the presence of the deep-water port, an existing unused flat tarmac as well as tourism potential, given the environmental and seaside resources. This potential, as all the thinkers of the region are convinced, is capable of achieving an optimal level of transformation only if a critical mass of conditions are met, from the infrastructural point of view. Diego is a natural hub ready to drive the regional economy and bring about the New Madagascar – “MadaRise”.

“MadaRise” A Smart City. What can Diego -Madagascar offer as an appropriate location to engage multiple stakeholders, answering the need to be innovative and viable, in order to have efficient mechanisms to secure funding for developing such a timely Smart City?
A Smart City is defined as a city that operates in an ambitious and innovative manner covering areas of economy, people, governance, mobility, environment, and living. This innovation has its foundation the combination of support and active participation of self-decisive, independent and aware citizens of the Diana region. A city is smart when investments in (i) human t. and social capital, (ii) traditional infrastructure and (iii) disruptive technologies fuel sustainable economic growth and a high quality of life, with a wise management of natural resources, through participatory governance. Still another dimension to the “MadaRise” new Smart City is its fully integrated approach in catering for the generations to come.

The Vanilla Islands is a powerful concept that can impact thoroughly the Tourism Industry in Madagascar. Most tourists that come in the Indian Ocean do not know the yet to be discovered exotic places of Madagascar. Given the continued growth of leisure in the developed world and the restless search for alternative exotic holiday destinations on the part of tour operators and developers, it seems likely that the Indian Ocean and specially Madagascar could become a major international focus for tourism development up to the end of the twentieth century. MadaRise Airport will act as an intentional gateway.

include: increased trade, increased investment, job creation and effective administration. Financial incentives for businesses to set up in the zone: investing, taxation, trading, quotas, customs and labor regulations. Additionally, companies may be offered tax holidays, where upon establishing in a zone they are granted a period of lower taxation. The creation of special economic zones will motivate and attract foreign direct investment (FDI). The benefits a company gains by being in a special economic zone may mean it can produce and trade goods at a lower price, aimed at being globally competitive.
