ABSTRACT


Homelessness is one of the main concerns which we should be aware of as an individual and as a society. It is one of the largest problem faced by the people in the world. “Homelessness is more than mere rooflessness. It is a symptom of grave economic, social and political disorder.”(1) A home is not just a physical structure like a shelter to protect one from extreme weather conditions and provide comfortbut also has a legal and social dimension. It provides an identity, a sense of belonging and is important for emotional well-being. The experience of homelessness is about the loss of all these.

These people stay on pavements, roadsides, railway stations, temples, streets, staircases, and other open spaces. Findings also tell that there is a high proportion of mentally ill people and street children in the homeless population. The major part of homelessness is a result of families migrating from rural to urban cities and urbanization. “Migration can occur for a variety of reasons ranging from loss of land, need for sustainable employment, lack of clean water and other resources. Once reaching cities, the homeless attempt to create shelters out of tin, cardboard, wood, and plastic. Slums can provide an escape, yet individuals often cannot afford them.”(2)

Individuals experiencing homelessness may experience abuse, maltreatment, and lack of access to schools and healthcare. Some other problems leading to homelessness include disability (either mental, physical, or both), lack of affordable housing, unemployment (either seasonal or through economic hardships), and changes in the industry. Desertion of the old, mentally ill, unmarried pregnant women, helpless divorced women, and girl children also are some of the main causes of homelessness in India.

THESIS MOTIVATION


This is not new to us, as it is a part of our daily lives. On average we tend to meet a beggar or homeless or a poor person 4-5 times weekly. “As per the real-time data from World Poverty Clock, 11% of the Indian population are living in extreme poverty.”(3) There can be many reasons which lead to this. Some of them are lack of education, unemployment, lack of resources, etc. “Studies also show that in India there are more than 1.7 million people homeless according to according to census 2011, this figure includes men, women, children, disabled and elderly people.”(4)

It is very disheartening to see people suffering through so much. Although the Delhi government is doing many things by giving these people shelters and employment as well but still due to some reasons like extreme weather conditions people are dying and suffering from illness. These shelters are not that functional and some people are not going there due to some reason. Our aim in this project is to resolve this issue and give them a positive shelter experience which will also help them to make a better future, this is only a first step towards re-entering society.

As a society, it is our responsibility to give them a better choice. Let these people get the respect and understanding of people before they enter society by showing their positive attitude.

BACKGROUND RESEARCH “Here, the police harass us, and the locals curse us. Sometimes it’s too afraid to sleep, but we cannot afford to pay rent and the shelters are not good, so what option do we have?”


We think sometimes that poverty is only being hungry, naked, and homeless. The poverty of being unwanted, unloved, and un cared for is the greatest poverty. We must start in our own homes to remedy this kind of poverty.

“If there is one thing you can do for us, please ask the police to stop beating us, especially women. Even if some young men create trouble somewhere on the beach, the police come here and beat us with lathis, sometimes even if we are asleep. We struggle to make ends meet. We just want to live,” says Seetha.

“When the rain comes we tie Extra sheets along the footpath so that we don’t get wet.” said Anjana of 49 year old who sells mud lamps.


“I had to give birth to my child on a railway platform as nobody would take me inside a hospital.” Says homeless and pregnant Muthu Lakshmi J.

A 45-year-old who has lost all his friends to AIDS and drug addiction knows his end is near but he won’t stop injecting himself.

“A 35-year-old woman living on the street for over two decades was allegedly molested and robbed by a cop in the heart of Delhi.”

India Population (2011) According to the Census of 2011, “India has more than 1.7 million homeless residents, of which 938,384 are located in urban areas. In the capital city of Delhi alone, at any given point, civil society estimates place the number of homeless at around 150,000 - 200,000, of which at least 10,000 are women.”(7) India also has the highest number of street children in the world but there is no official data on their numbers or adequate schemes to respond to their special needs and concerns.

“India has a population of 1.3 billion and is the second most populated country in the world.”(8) Though it has a democratic government, booming economy and it has also struggled with containing its population growth and maintaining an equal distribution of wealth. “So many people in India which has GDP worth $2.6 trillion remain sidelined by their country’s overpopulation and are struggling to find a roof over their heads.”(8) Homelessness in India is a growing issue, and it will require multilateral cooperation from various sources to overcome.

“The second most unequal country in the world is India, with 55 percent of income going to the top 10 percent of its population.”(9) Since the population increased exponentially, many cities ran out of space to contain the growing population. “There were about 1.8 million homeless individuals living in India as of 2019, according to the Homeless World Cup.”(9) Over half of this population was living in urban areas, like the slums on the edge of cities.

There is no clarity with the total population of homeless persons in Delhi. There are various studies done which have given a varied number of homeless persons in the city. “The study conducted by the Indo Global Social Service Society in 2008 gives the number of homeless at 88,410.”(10) It is clearly stated in the study that for every head counted, it may have missed one. “By this assumption the homeless population reaches above 1,50,000. However, there are only 46,724 homeless persons in Delhi, according to Census 2011.”(10)

The same year supreme court appointed commissioner’s, after employing a new technique to map the homeless, found the number to be 2,46,800. Lack of censensus on the correct number of homeless persons is a deterrent for policy formulation for this group.

The Indian government is currently trying to initiate affordable housing and shelters. “One such policy is the Jawaharlal Nehru National Urban Renewal Mission”(15). It is a mission which requires highly populated cities to require basic amenities like sanitation and electricity from its landlords. “Also the government has introduced the National Urban Livelihood Mission program which aims to create and offer more homeless shelters throughout the country.”(15)

“Non-Profit Organizations (NGOs) in India, like the Salam Baalak Trust (SBT), offers homeless shelters, a sanctuary for the needy and homeless in India. Many NGOs offer free food, clothing, education, and health, among other amenities.”(16) They also aim to end homelessness by helping homeless Indians get an ID. Having an ID is essential for almost everything you do in india. Many homeless people can’t even receive benefits from the government without an ID. Many charities also require the same.

“In 2001, the Census pegged Delhi’s homeless at 21,895. And an independent study by Ashray Adhika Abhiyan in 2000 claimed the number stands at 52,765. The 2011 Census found that there are 46,724 homeless people in the city. The Supreme Court Commissioner’s Office (SCCO), Delhi Urban Shelter Improvement Board (DUSIB) and other NGOs conducted an enumeration of the homeless population and found the figure to be 2,46,800, in the same year.”(17)

According to DUSIB officials the homeless in the capital are migrants who come here, particularly from Uttar Pradesh, Rajasthan and Odisha, for work. “When there are thriving opportunities, they live on the streets. When there is less work, they move to other states,” said Bipin Rai, a member of DUSIB.

Over the last couple of years, the number of night shelters has increased ones with permanent structures continue to be few. “I was pregnant during the lockdown. Even in such a condition, I did not have access to food and water.”


“We have no money, every day the landlord comes and threatens us to vacate if we cannot pay the rent. We are in a situation where we are ready to sell our kidneys if we can get food for our kids. We have five children, no one is of the age to earn. Whatever little savings we had are over, so we are desperately looking for any kind of work. We have survived Covid, but it feels like we will now die of hunger”, Fatima Khatun said.

“During the lockdown, we were compelled to shift constantly, even on an empty stomach, because of our fear of the police.”

This night shelter is located in Okhla, New Delhi under Modi mill flyover. It was located far away from livelihood. Because of its location many people are not able to access it or they are not able to find it in first place. Some shelter also work as a coaching center for children at a day time 9-4:30 and as a sleeping space at night. For the study children are provided with books, blackboard and a table and they were taught by government teacher who also help them to get admission in government school.

At night time homeless were provided with beddings, TV for their entertainment and some basic facilities. But some of them complain that some facilities are not properly working. Some of these night shelters also have vans, which bring people who are sleeping on streets or need help. They take them back to shelters and treat them well, if they are injured they also provide them medical facilities.

These Tiny homes are for homeless people and one cabine is 64 sq. ft. in size and it contains two beds, heater, air-conditioning, windows, a small desk and a front door. In this homeless village they also provided with some facilities like meals, showers, case management, housing navigation, mental health, job training and placement. There are some rules to stay there, people have to leave drugs, weapons and alcohol in the lockers at the entrance. Also it is a guarded place within the village so there is a sense of security. There’s a 10 p.m. curfew, except the emergencies. Residents receive three meals each day, along with medical, mental-health, occupational and other services.

Some of the prefabricated modular units contain facilities for the homeless, including a communal dining area, showers and restrooms, a laundry, pest control services and a place to receive assistance with accessing the City services. Some cabins are coloured with yellow, blue, red and green and surfaces between the shelters cover with asphalt. These cabin are arranged in neighbourhood- style clusters marked by gravel surfaces. For the cheerful colour scheme, some of the cabins have been painted and the rest are left white.

THESIS SITE: It is located under the Flyover Location: Mahatma Gandhi Marg road in Sarai Kale Khan, New Delhi. • It’s a rectangular shape site. • Total plot area is 4864 sqft each. The site is at 350M distance and 5min walk form Hazrat Nizamuddin Railway Station. The site is at 350M distance and 5min walk form Sarai Kale Khan Bus Adda.

Why this site? I chose this site because of its location. It is surrounded by some major locations like Hazrat Nizamuddin Railway station, Hazrat Nizamuddin Metro station, and Sarai Kale Khan. As per my observation, the site itself has many homeless people and it’s just covered by plants and it doesn’t have any purpose.

The site is at 120M distance and 2min walk form Hazrat Nizamuddin Metro Station. The site is at 60M distance and 1min walk form Police Station.



The site is surrounded by the road and it is under the flyover, which makes it a noisy place to live (Especially during the Day-time).

Hot wind comes from the west side as in summer, the wind changes it direction frome NW to SW due to that, Rajhastan’s hot air coming in Delhi.

As it is an open space the site will get a good amount of natural sunlight/ daylight because of its location as the site is facing north, so the light from the east and west side is coming inside the space.

Near the site there are two-night shelters, one is a portacabin and another is a temporary shelter, both of them are only for men and they provide three-time meals and snacks.

CONCEPT SKETCH


CONCEPT The idea is to create a modular space for homeless people that can be easily assembled and dismantled at any location according to the function/ requirement.

Materials for shelter are going to be sustainable materials like bamboo and recycled shipping containers. Which also promotes environmental heath.

This shelter is designed to help people motivate, work, and engage with each other. This shelter provides spaces that include sleeping space, personal workspace, and a space where they can earn money.

The space and furniture are designed in a way that can be converted and use in multiple ways.


DESIGN CONSIDRATION •

The model is going to be modular so it will be reached by maximum number of people.

A space which motivates people to work and engage with each other and with the society they live in.

A space for them to work and earn money.

A space for people which will help them in developing their physical, emotional, cognitive and social health.

CONCEPT SKETCH


BAMBOO AS A STRUCTURE -

Eco-friendly bamboo is one of the fastest-growing wild grasses on earth. Bamboo has higher tensile strength than steel because its fibers run axially. Fire Resistance Bamboo provides good insulation against heat and creates a cool atmosphere. Elasticity: Bamboo is widely preferred in earthquake prone regions due to its elastic features. Bamboos due to their low weight are easily displaced or installed making it very easier for transportation and construction. Bamboo poses no danger to health. They are cost effective and easy to use.

They are made of Corten steel. Its long-lasting and durable material. They can be mobile. It can be displaced and install anywhere. Standard size – 8’x20’, 8’x40’ Easy to install They can be pre-fabricated. They are cost effective and easy to use.

This space can be used as a gathering space for families, a teaching space and play area for children, and an eating space. This space also has a bunk bed in case a homeless person or somebody wants to stay here for a night or more, they can use these.
