In recent years, Dallas has seen a significant increase in market value and taxes. More homeowners complaining about the drastic tax prices has also led to an increase in the number of people protesting home values in Texas counties. Certain problem areas include: residents over 65 years old not being able to pay for property taxes and the rise of fast-growing school districts. Although the appraised market value has risen for certain counties, residents are able to lower their value through tax exemptions and make an appeal to the Tarrant appraisal district court.

DALLAS’ MARKET VALUE RELATIVE TO NEARBY TX COUNTIES For the past several years, Dallas county’s appraised market value has grown by at least 10% each year. In Dallas, the residential value rose by 13%, while the commercial value rose by 19%, according to Dallas News. Property taxes are calculated by multiplying the assessed value of the properties, then subtracting the applicable homestead, and then factoring in age 65+ and disability tax exemption rates, which are determined by taxing authorities.

Essentially, an “effective rate” would require cutting the county’s tax rate from 24.3 cents per $100 to 23 cents per $100, according to Dallas News.

A few years ago, North Texas had a reputation of being an affordable area but with a large growth in schools, residential buildings, and job opportunities, the area’s property taxes grew with it.

The value of her 1/3 acre of land had increased from $25,000 to $40,000 but the value of her house had dropped from $170,216 to $153,097, as reported by Star-Telegram.

According to Texas State Law, the assessed value of a real property is determined by the market value of a property on the first day of the tax year, which is January 1.

According to H. David Ballinger, a residential real estate company in the Dallas Fort Worth region, home prices have increased by 33% in the past three years.

County Budget Director, Ryan Brown, said that he expects the final taxable to amount to 8.8%, which ultimately leads to an increase in tax revenues for the county and an additional $31 million for the county’s general fund.

Residents who are approaching their retirement or are already at retirement age, seem to be affected the most by the property taxes and ultimately, having to move since they don’t have enough saved for living expenses.

County commissioner, Mike Cantrell, commented that a tax increase is the sign of a good economy, although he would support lowering it to an “effective rate.”

However, Nail and Key reports that the five Dallas Fort Worth area suburbs with the lowest total property tax rates include: Flower Mound (2.08%), Lewisville (2.08%), Roanoke (2.1%), Frisco (2.18%), and Plano (2.18%).

The average property tax rate in Texas is 1.86% of a home’s value and the median home value is $250,000 - resulting in $4,650 in taxes, while the average home property assessed value is $142,700 leading to a tax average of $2,654, as reported by WalletHub.

One option is to do it online. People can create an account, look at the district’s comps, make an offer of what they believe the home value should be, and they’ll receive an answer from the system that they can either accept or reject.

When examining neighboring states, Texas’ property tax rates nearly double several of them. Oklahoma’s tax rate is 0.87%, New Mexico’s is 0.76%, Arkansas is situated at 0.63%, while Louisiana is one of the lowest with 0.51%.

The other option is to do it in-person. If a resident chooses to go this route, they must remember that the most common mistakes are made in the beginning when people are ďŹ lling out paperwork.

The national average of property tax rates is 1.21%, which equates to $2,720 annually at 1.21% of assessed value. Investopedia reports that the average property tax rate in Texas is 60% higher than the national average.

WHERE DALLAS RANKS COMPARED TO NATION Texas has one of the highest property taxes - in the country. High property taxes can be a hidden cost for home buyers, especially for individuals moving to Dallas from other states that don’t rely as much on property taxes and more on other forms. Tax rates within Texas have multiple categories that are applied to a variety of authorities and regions: 1 They can assign up to 2% in taxes to a property’s value. 2 Some counties can impose an additional tax of 1.5%. 3 Transit authorities can impose a 1% added tax for homes in their districts. 4 Special purpose districts can impose up to 2% within their districts. According to WalletHub’s 2018 Property Taxes by State Report, Texas is ranked as the sixth-highest state in the country.

Additionally, Texas is one of the top ďŹ ve highest paying states for property taxes even though it doesn’t have income or vehicle property taxes.

SOLUTIONS For Texas homeowners that are frustrated with the drastic increase in their home value and would like to see a ďŹ nancial reduction, appealing to the Tarrant appraisal district panel is a viable option. According to CBS Local: Dallas Fort Worth, Olen Frazier, a former businessman who was also chairman of the appraisal review board, has some key advice as someone who was evaluating homeowner’s appeals.

Frazier notes, if you are appealing to the court in-person, you must check two boxes: “incorrect appraised valueâ€? and “value is unequalâ€? or else by law, you can’t compare your home value to others like yours or others that have sold. Other important tips to keep in mind: spend time researching sales comparisons, you need evidence to back up your claim. Once you ďŹ nd out how your home is compared to others, provide visual evidence like photos and videos. Even if you only have limited time to make your case in-person, the board is able to review all of your evidence once you leave. Ultimately, although property taxes in the North Texas region have risen, especially in the Dallas Fort Worth area, residents have a way that they can appeal to have their property taxes reduced if they ďŹ nd that their home value has risen exponentially.

Pantone’s predictions share with us, “empowering colors that provide conďŹ dence and spirit; colors that are uplifting; joyful hues that lend themselves to playful expressionism and take us down a path of creative and unexpected combinations.â€?

A second Pantone color trend prediction for 2019 is a warm, sunny yellow. This would brighten up even the dreariest of spaces. Used in small doses, it’s energizing and happy! Yellow is the most noticeable of all colors by the human eye, evoking happiness and optimism, as well as creativity. It is the color of high energy, enthusiasm, hope, fun, and cheerfulness.

It’s that time of year again when tastemakers release their predictions for next year’s color trends. These offer an exciting glimpse into some design choices we will see in 2019.

Tomato red d is a third color trend prediction from Pantone for 2019. This is happy and bright and works with so many other colors. It attracts attention more than any other color and raises the heart rate as well as metabolism and respiration. It is often associated with energy, strength, power, and determination as well as passion, desire, and love.

Take, for example, the blue above. This is one of my favorite colors! I’m especially fond of the Royal Blue e that Pantone chose as one of their 2019 color trends. Blue can be paired with so many colors and is especially striking in a monotone color scheme. Psychologically, it calls to

As a mixture of red, yellow, and white, it has the elements of all three. As I mentioned above, red stimulates our senses and is a color of excitement. Yellow brings on happiness and optimism. So coral is a fabulous color for any space to elevate the mood.

One of the running candidates, Mike Ablon, is an experienced real estate developer who has hopes to revitalize Dallas neighborhoods and see every community prosper. We sat down with Ablon to hear about his decision to run for mayor, his future plans if elected, and much more.

What made you decide to run for mayor? Mike: The world knows Dallas by our skyline, but great cities are defined by the vitality of their neighborhoods. That’s what I want to do as Mayor – help strengthen and revitalize neighborhoods so they are safe and prosperous. We can only do this if we come together as a city and do what’s right for the future success of every part of Dallas, starting with improving the basic city and education services that make a lasting difference in our everyday lives. How would you say your experience as a real estate developer informs the decisions you would make as mayor? Mike: At heart I am a builder. I build neighborhoods and communities where families can live, work and play. I build companies that provide jobs. And I build bridges to connect people. With my experience, I understand firsthand that the fabric of great American cities starts with great neighborhoods. And Dallas is already filled with some great neighborhoods. But as Mayor, I want to see every neighborhood in every part of our city prosper, especially the communities left behind by City Hall. Are there certain neighborhoods in Dallas where you plan to make more changes than others?

Mike: I have said from the day I announced my candidacy that we need to take better care of every community in every part of our city. Of course, there are many neighborhoods that feel forgotten and I want to take a comprehensive look at each of them. As Dallas has grown and developed, the jobs and investments have not touched all areas, and City Hall has fallen behind on taking care of the infrastructure in South Dallas. I want to work to encourage investment and growth in those areas and make sure their infrastructure needs are met with the highest level of service. What would you say are the hallmarks of your mayoral campaign? Mike: Honesty. One of the worst things that my opponents can say about me is that I am not a politician. That’s okay. I think our city deserves better than political squabbling. I am a consensus builder and I want to rise above our differences to get things done for all citizens of Dallas. How do you plan to improve city and education services in the city? Mike: The future of Dallas rests on the success our teachers and parents have in educating our next generation of entrepreneurs, skilled workers and professionals. As Mayor, I will focus on getting our students they help they need outside of our schools, starting with academic assistance and tutoring after the bell rings in a safe and productive atmosphere. Making sure our young people receive the academic instruction through

various afterschool programs, especially for children of working parents, could be the difference between dropping out or graduation. Regarding city services, we need to start with improving transportation and providing more support for our police officers and fire firefighters. Let’s first talk about transportation. We can accomplish anything in Dallas, it seems, except fill potholes, improve alleys, and smooth our roads. This lack of attention to basic city services adds time to your commute, keeps working parents away from their families and takes money out of your pocket for car repairs. We have spent billions of dollars on DART but more than 30 years after its start, families in South Dallas still have a tough time getting to work, buying groceries or seeing their doctors. It’s time to revisit our public transportation options to make sure we no longer leave behind working families, handicapped residents and senior citizens who struggle to get around our city. We also need to make public safety a priority. Due to bad decisions by City Hall, our police department is short 1,000 officers and our firefighters often go without the tools they need. As Mayor, I will fight for better pay, a stronger pension and smarter benefits for the men and women who risk their lives each day to make Dallas a safer place. And, if we’re going to depend on police and firefighters to keep us secure, they deserve a seat at the table when we write the city budget.

After a modestly successful start, and a disastrous second opera, the frustrated composer whose career had inexplicably stalled was determined to get it right. First, he chose source material with a proven track record: AbbĂŠ PrĂŠvost’s 1731 novel about a headstrong young woman’s scandalous romances—already the basis for a tremendously successful 1884 opera by Jules Massenet. “Massenet feels it as a Frenchman, all powder and minuets,â€? wrote Puccini to his publisher, “I shall feel it as an Italian, with desperate passion.â€? Puccini then proceeded to make life a living hell for a procession of librettists until Giulio Ricordi suggested calling in an expert: respected playwright Giuseppe Giacosa, who in turn called in the colorful Luigi Illica, a proliďŹ c poet and writer, humorist, and all-around force of nature. Illica had lost his right ear in a duel over a woman and was known to close friends and colleagues by his nickname, “Signor Perpetuum Mobileâ€? (“Mr. Perpetual Motion). Because much of the music for Manon Lescautt had been composed by the time Giacosa and Illica joined the project (and could not easily be altered), the librettists concentrated their efforts on the middle sections of the opera, in particular the embarkation scene. To this day, the libretto is published without attribution on the title page, even though seven people—including the composer—had an undisputed hand in its

What are a few common concerns ďŹ rst time buyers have and how do you address them? Juli: One [concern] is where they should buy. How do you decide what area suits you the best? So I [answer that] by educating them. If someone wants to be downtown, then we talk about the numerous areas close to downtown and give them all the information for that. Then try to narrow that down. The other issue is many haven’t been pre-qualiďŹ ed. If they don’t know what they can spend, they need to be pre-qualiďŹ ed before we start the search. Educating them about the different areas of where they might be and what they can afford, it is the buying process. The buying process is paramount. It’s one of the largest purchases they’ll ever make so my job is to help reduce any trepidation and initial concerns. We help them set realistic expectations and proceed with conďŹ dence. That’s how a realtor helps a ďŹ rst-time buyer navigate the process.

A recent article came out with an economist stating that it is better tto rent than to buy in Dallas, what is your perspective on the current market and how do you abate ďŹ rst time buyer’s fears when looking at the Dallas-Fort Worth area? Juli: I also read a recent article in the newspaper that said, when the home prices rise signiďŹ cantly faster than the local rent, the ratio will rise indicating a possible housing bubble, where it may be better to rent. I don’t always agree with that because over the long-run the homebuyers, when they buy, generally feel more wealth by owning because the increase in the homes equity. You have something you own versus something you rent. I’m a strong believer in owning versus renting. There has been a lot of concern regarding the DFW area cooling off, ff yet luxury homes have seen a 30% increase in sales. What do you attribute to the luxury sector thriving? Juli: I think, especially for Dallas, it is the desirability to live here. It’s one of the best places in the United States to live. We’re seeing so many out-of-town buyers that are coming from California to Texas where there

is no state income tax and these [home] prices look, generally better. So, I think part of it has to do with out-oftown buyers from markets that are more expensive than ours. You still see in-town buyers making changes but really it’s the out-of-town buyers who keep the luxury market up. Also, the luxury sector is less sensitive to interest rates and other factors that may impede buying in a lesser extensive market. It’s close to Methodist Medical Center, it’s close to UT Southwestern, it’s close to the design district so that area is more upand-coming than it has been in the past. Also, far north all the way to McKinney and all the little towns: Prosper, Little Elm, Fate, Anna, Princeton, Forney, Frisco, Midlothian, and Royce City. The expansion north from Star Complex and Toyota and so many other companies that tend to locate in that direction, those properties are really upand-coming.
