Learning at the Heart of Havering... and Beyond!

Dates for 2016/2017

Welcome to the 2016/17 prospectus for the Havering Adult College, and thank you for choosing us! Picking up this prospectus is your first step towards selecting your next exciting learning journey. Here at the Havering Adult College, our team of tireless advisers are waiting to take your call, or meet you in person, to help you make your mind up. It is a privilege to carry on this 52 year legacy of learning, whilst always moving with the times.

Half Term

Once again, the team has worked hard to produce a range of courses to stimulate your curiosity, expand your horizons or help you improve your life chances. Perhaps you’re looking for a course to help with your job prospects – ranging from counselling to teaching assistants, sugar craft to floristry, or beauty therapy to interior design, or even becoming a teacher yourself! Perhaps you are looking for ways to develop wider skills, such as learning a new language, keeping fit, exploring your creativity with watercolour painting, improving your computer skills, nurturing your confidence as a parent, British Sign Language, or embracing new ideas, such as Meditation & Psychic Development, or even uncovering many of the secret histories of London itself. Whatever you’re looking for, we are delighted to extend our range of classes to include the History of Body Art, Cockney Rhyming Slang, Getting to Grips with Grammar, Graphic Design, Digital Photography, Nail Art, Floral Art and Acting classes to name but a few. We offer cookery courses, including healthy options for losing weight. Let’s not forget the exciting range of Family Learning programmes, which you can read more about inside. I’m proud of how hard our curriculum team has worked to put together a terrific range of courses that not only reflect our local and national priorities, but also respond to the requests of the local community – namely, you! But we offer so much more besides the few lines I’m writing here. For example:

Getting You Back To Work

Our Adult College Employability Training (ACET) team have worked with the local JobCentres to become their preferred local provider, producing a range of free opportunities to support you in returning to work. Praised by Ofsted, our team can also provide tailor-made individual support packages. Contact them on 01708 554016 to discuss your needs.

Havering Adult College Beauty Salon

Established in 2013, the Salon has continued to grow, offering many luxury treatments to the public at incredibly low rates alongside our excellent, professional beauty courses. These treatments include manicures, pedicures, facials and waxing. We are always looking for new clients, so either visit our website, or call on 01708 434955 for information.

Education 4 Independence

We have a long and successful history of working with learners with a range of learning difficulties and disabilities, and our E4I team are dedicated to increasing the life chances of these learners, and help them work towards independence. Delivering nationally recognised qualifications to broaden horizons, we are always delighted to welcome new learners. Please call us on 01708 433792 for more information. You are close to embarking on the most rewarding of experiences, and I trust that everyone you meet along the way will do all they can to help you. We’ve even managed to keep many prices lower than ever – and for many of our bigger courses, there are a range of payment options to make taking part as easy as possible. For more information on this, please take a moment to read our fee information and our all-important Terms & Conditions, which can be found on page 45, and if you have any questions, our friendly team are happy to help.

Fees and College Information Fees and Administration Charge

The fee for each course is shown in the course details section. There are potentially three fees in all: a standard full fee, a 60+ fee and a concessionary fee, but please note not all courses have a reduced fee. Your fees include a contribution towards the examination costs where required, and the college administration charge of £3.

Early Bird Discount

A 10% early bird discount is available on all enrolments where fees are paid in full by 16th September 2016. Usually, this cannot be claimed in conjunction with other special offers. Our team will be happy to help you with this. Alternative discounts are available for Young Language Learners, please see page 36 for more details.

Concessionary Fees

You may be eligible to concessions on some courses, if you are in receipt of active work-related benefits at the time the course starts. This is subject to you producing the required evidence at the point of enrolling, and the College reserves the right to confirm this is still active when the course starts. It is your responsibility to inform the College if your circumstances change in year, and you are no longer entitled to a free or reduced rate course. The College reserves the right to invoice you for the balance of fees outstanding as of that point.

16-18 Year Old Learners’ Fee

Our courses are funded for 19+ only through the Skills Funding Agency. As such, learners aged 16-18 years old may be required to pay an enhanced fee. For more information, please contact our team on 01708 434955.

60+ Reduced Fees

To be eligible for the 60+ reduced fee you will need to produce evidence of your age. If this is not your first course with Havering Adult College since reaching 60 you may be exempt. Our team will help you with this. Not all courses are automatically eligible for 60+ fees, so please check the fee section on a course-by-course basis.

Resources

Resources for your course are not included in the fee unless otherwise stated in the course description. Resources can be purchased on your behalf by the College if you pay the resources fee at the time of enrolment. This fee is shown in the course details section. No concessions or discounts apply to resource fees.

Instalments

Instalments are available on courses with fees of £150 and over (excluding some E4I courses funded through Local Authority Direct Payments). A 10% surcharge applies when choosing this option. Early Bird discounts cannot apply when paying by instalments. Please remember, if you withdraw from a course before you have completed, you will be liable to pay the full remaining fee amount owed. Havering Adult College reserves the right to cease assessing learners’ work in the event they default in their payments until such time as the outstanding balance is then paid.

19+ Advanced Learner Loans

If you are enrolling onto a full Level 3, 4 or 5 course (not a unit or Award) and you are 19 years old or over, you may be eligible for a loan from the Student Loans Company. Further details are available on page 5, and the Havering Adult College website. Please remember, if you withdraw from a course before you have completed, you will become immediately liable to pay the remaining fee amount owed to the College, as well as anything owed on the loan to the Student Loan Company.

Examination Fees

The College subsidises the examination and assessment fees by making a contribution towards the cost.

Re-sit Fees

If it is necessary for you to re-sit all or part of your exam, you will be required to pay for this, as your fees only cover your first attempt. You will be notified of the required fee for your re-sit, as this varies from course to course.

Refunds

There is no automatic entitlement to a refund. Where the College has unavoidably cancelled or closed your course, you will be offered a suitable alternative. If this is not possible, then a refund will be given. If your circumstances change beyond your control, the College may offer you a credit note at the discretion of the management.

Gift Vouchers

Gift vouchers are available to buy from the College throughout the year. Please call our team on 01708 434955 (select option 1 then option 1 again).

Hands-Up Discount

From time to time the quality of the service you receive may not be to the standard we expect. On these rare occasions, we will hold our hands up, and you will receive a 10% discount on any enrolment in the 12 months following the issue date of the letter. Reasons can include us having to delay the start date of an advertised class, or the cancelling of a session at short notice.

Comments, Compliments and Complaints

We aim to provide high quality learning opportunities. If you have any comments, compliments or complaints then please do not hesitate to let us know. Please contact our Centre Support Supervisor, Susan Gargan, on 01708 432582 or by email to susan.gargan@havering.gov.uk

Withdrawing from your course – outstanding debts

If you withdraw from your course early, the full fee still applies. If you pay by instalments or loan, the balance is still owed to the College and becomes payable immediately. No refund will be given where the course fees have already been paid in full. Additionally, if you have secured a fully funded place and withdraw, the College will lose funding covering your place from that point, and reserves the right to invoice you for the balance of course fees. You must ensure you have read our Terms and Conditions on page 45 before finalising your enrolment. It is your responsibility to ensure that your fees are paid in full and on time. The College will pursue all outstanding debts. This will include any resources you have received but have not yet paid for. Please be aware that this may affect your credit rating for 6 years, and could result in a County Court Judgement (CCJ) against you.

Mission Statement Havering Adult College exists to provide high quality learning opportunities for those living in and around the London Borough of Havering, to support them to reconnect with education. Havering Adult College strives to use the financial resources available to identify and encourage those harder to reach learners into education or employment. In addition, the College is committed to the love of learning, and the promotion of new learning opportunities for all. To achieve this, the College promises to: • Offer a range of courses that will provide residents and other customers with the chance to develop the skills, confidence and knowledge to achieve qualifications and experience to enter work, and succeed as a valuable contributor to society and the economy • Offer a range of courses that will nurture and develop a wider set of skills that can empower residents and other customers to grow as individuals, keeping their minds and bodies active, challenge pre-conceptions and support the ethos of lifelong learning • Listen to the needs of individuals and groups, such as employers, Children’s Centres, JobCentres and other Council departments, and where resources permit, provide responsive courses to fulfil their needs • Work with, and extend, the range of external partners used to increase the potential for participation in specialist areas of learning that the College would otherwise be unable to provide Havering Adult College values diversity and, as a leader in lifelong learning, will work to ensure there is equality of opportunity for all, whilst protecting our staff and learners from harm, and the risk of radicalisation, through our well-established procedures for safeguarding all. For our full Statement of Learner Entitlement, please see our website: www.haveringadultcollege.co.uk

Equality & Diversity Statement Havering Adult College will offer an environment and curriculum that is inclusive for all the community and learners accessing the College. We will treat everyone as individuals and celebrate the diversity this brings to the College, in the development and promotion of an inclusive and harmonious learning environment. The College acknowledges that learners join programmes for a number of reasons whether this is social and community, economic, as part of a cultural experience or to gain life skills. As such, the curriculum planning will embed equality and diversity throughout, whether this is through resources, direct delivery or the curriculum itself, ensuring it is fit for purpose and understanding that the ‘one size fits all’ approach is not appropriate in today’s changing communities. The College’s Management Team will continuously monitor and evaluate the impact of practices ensuring that there are no gaps in achievement for any particular group of learners. The College will actively look to widen participation into areas of the community who have not previously engaged with the provision by ensuring that we use mechanisms to determine learner demand and whether any barriers exist in accessing these courses. If barriers do exist, then we will aim to remove or reduce these as quickly as possible.

Equality and Diversity Action Plan Outcomes 2014-2017

Whilst at all times we are ensuring that anyone who wants to access our provision has the ability to do so, gaps in participation and attainment have been analysed and as such the following action points have been identified as priority: • To increase the take up of support by male learners • To ensure that all staff have an awareness and suitable knowledge to assist those with mental health issues • Ensure the College’s population reflects the ever-changing diverse nature of the wider community. This is to be achieved by engaging with a range of stakeholders who will aid us in ensuring the curriculum reflects the needs and interests for maximum participation

Inclusive Learning Support Havering Adult College is committed to providing all learners with a wide range of high quality courses to help enhance their prospects, aspirations, health and wellbeing. Courses are held in various venues throughout the community to ease access to our services. Our Inclusive Learning policy outlines the steps we take to ensure that we offer an inclusive learning environment for all our learners. Our aim is to offer appropriate support and assistance as and when necessary for learners with disabilities or other long term health issues. When you complete your Enrolment Form you will be asked if you have a disability, health or any other learning needs that we should be aware of. By making this declaration we will be aware of your needs and a staff member from inclusive learning will contact you to identify what support you require and how we can assist you. We will also enquire if we can notify the teacher, on your behalf, to ensure your learning needs are met from the beginning of the course. Havering Adult College has a duty under the Equality Act 2010 to ensure that inclusive learning takes place, which we take very seriously.

There are a variety of ways we can assist you to meet your learning goals. This could include help with: • Adapted learning materials • Dictaphones or video recorders • An interpreter to read or sign • Adaptive equipment or specialist computer software • Portable loop systems • A learning support assistant in the classroom • Coloured reading rulers for learners with dyslexia

It is your responsibility to provide the relevant documentation to us so that we can apply for and provide the correct support. Spanish Art Appreciation

Journey through Spanish art since the cave paintings of Altamira until modern times, including Islamic art (Alhambra of Granada, Mosque–Cathedral of Córdoba, etc.), the masters of the Baroque (El Greco, Zurbarán, Velázquez, Goya) and the modern celebs such as Picasso, Dali and Gaudi. There will be a strong element of Spanish history, to help understand the reasoning, styles and motivations behind the works; and an emphasis on 'reading' paintings, to understand their iconography, recognise different styles and understand what makes them unique and important. Some Spanish terms will also be learned.

Languages The Havering Adult College offers a range of languages including Spanish, Italian, French and British Sign Language (BSL). These courses will give you the opportunity to develop your skills and confidence in a friendly and professional environment. There are no formal exams or assessments for the Beginners, Improvers, Conversation and Circle classes. You will be able to enjoy your experience and be fully-immersed in the foreign language of your choice. We also offer exciting one-day experiences! All courses require a pre-course interview (IAG) where you will discuss with the teacher your reasons for wanting to join and what you want to achieve. Part of the process will also be for the teacher to gauge your level and identify if you require assistance with refreshing your grammar knowledge and skills to support you on your language learning journey with the College. If this is the case, you will be enrolled for free on the mandatory ‘Get to Grips with Grammar’ course which will help you do just that: you cannot build a palace without foundations!

The Sex Factor - How Gender Impacts On Learning Support: Essential Skills for Teaching Assistants

There is very little difference in what boys and girls can learn, but there is emerging evidence that there are differences in how they learn. This nonaccredited course is suitable for Teaching Assistants currently supporting teaching and learning in Key Stages 1 and 2 and will look at the perceived difference between boys’ and girls’ attitudes to learning and how this may impact on the support you provide. This course is not suitable for those who are not supporting children in school, and is back after proving to be a sell-out success last year!

Terms & Conditions Thank you for choosing to learn with Havering Adult College. Important Notice: Every effort has been made to ensure the accuracy of the information given in the prospectus and other literature issued by the Havering Adult College (the College). Please note that this prospectus is merely a guide to our intended course provision, and the College cannot guarantee its provision in the event of circumstances beyond its control. In such an event, the College will endeavour to provide an alternative where possible. However, we reserve the right to cancel, combine or re-schedule courses and to make changes to the content, teaching and assessment provided on any course and to any facilities offered. The College will not be liable to any user of its services or facilities for any indirect or consequential loss which may be suffered by you as a result of any breach by the College of any obligations to the user or any other act or omission of the College or its employees.

Data Protection

The information you provide on the Enrolment Form will be passed to the Skills Funding Agency (the SFA), and the Learner Records Service (LRS) which are registered under the Data Protection Act 1998. The registration is primarily for the collection and analysis of statistical data. The SFA will collect and share this information with other organisations for the purpose of administration, careers and other guidance, statistical and research purposes. Further information about data confidentiality is available upon request or from the SFA website.

1. Variation or Cancellation of Courses

The contents of the courses are believed to be correct and to reflect the current state of knowledge at the point of publication. The College reserves the right to make alterations to courses, teachers, fees or venues without prior notice provided such alterations shall not substantially affect the course content or qualification and such alterations shall, at best, only entitle the participant to reimbursement of course fees paid if such adjustments substantially differ from the advertised programme. The College reserves the right to cancel or reschedule courses at their discretion if in the opinion of the College there are insufficient enrolments or attendees to make the course financially viable. In such cases the participant shall be offered transfer to an alternative course. The College commits to notifying learners if their course has insufficient numbers to go ahead at least seven days before the start of the course. If not appropriate/acceptable a credit note for course fees will be issued. In such cases the College liability shall be restricted to a reimbursement of any fees paid to the College. In the event of the cancellation of courses or classes for a reason outside the

control of the College, the College shall be under no obligation to provide any reimbursement.

2. Attendance

If you cannot attend the first session of your course but wish to continue on the programme, you should inform the College immediately. If you fail to do so we reserve the right to offer your place to an applicant on our waiting list, and you may forfeit any fees paid. If you fail to attend four consecutive sessions without notification, the College reserves the right to withdraw you from the course, in line with SFA requirements. Please ensure you are clear on the minimum attendance requirements of your course, as this can also impact on your ability to complete.

3. Copyright

The copyright in all material provided by The College shall (unless expressly stated otherwise) remain vested in the College and may not be reproduced without the College's specific written consent. The copyright in, and of any work produced, by the learners as part of the course, shall remain with the College and work may be retained at the discretion of the College for display or promotional activities.

4. Liability and Insurance

The College shall not be liable for any loss or damage suffered by a learner in connection with the provision of any course or service except in the case of death, personal injury or loss suffered as a direct result of the College's negligence. The College shall not be liable to the learner for any delay in performing, or any failure to perform, any of the College's obligations, if the delay or failure was due to any cause beyond the College's reasonable control. The College does not insure learners’ personal belongings and as such, learners are responsible for making appropriate provision in respect of insurance arrangements to protect their property

(including vehicles) and person. This includes learners opting to park of their own volition at any of the College’s sites. Learners accept by signing the enrolment form that they attend and park at their own risk. The College will not store learners’ completed work for longer than 12 months after the completion of a course. The College will attempt to contact learners to remind them to collect their work. After this time, the College will take steps to dispose of portfolios not claimed by learners.

5. Contract

Upon completing the College’s Enrolment Form (also referred to as a Learning Agreement), either face to face or over the phone, the learner enters into a legally binding contract with the College. Where you have signed up to a qualification course, and where this course has been entirely funded due to your job seeking status, it is expected that you will participate in at least one of our employability programmes as a condition of undertaking this course of study with the College. In addition, if you withdraw from your course with fees outstanding you remain liable and the College will seek to recover this debt. If your personal circumstances change whilst on the course resulting in your eligibility for concessions ceasing, the College reserves the right to levy a charge for the outstanding fee amount from the point of the change. Havering Adult College reserves the right to cease assessing learners’ work in the event they default in their payments until such time as the outstanding balance is then paid. We may contact you within six months of completing your course to track your progress. Signing the Enrolment Form confirms your acceptance of this condition. NOTE: Nothing in these Terms and Conditions of Enrolment affects your statutory rights.

For more information please contact us on 01708 434955 or enquiries-adultcollege@havering.gov.uk

Financial Terms & Conditions 1. Payment terms

Settlement is due on enrolment. Places will not be held without payment. Settlement in full or in part by agreement with the College will ensure that your name appears on the course register.

2. Interest

The College reserves the right to charge interest at the current Bank of England base rate plus 2% per month if payment is not made by the due date.

3. Withdrawal from Course

All fees agreed on enrolment will be due regardless of whether a student later withdraws from the course. This includes where fees are being covered by 19+ Advanced Learning Loans, as the loans will terminate at the point of withdrawal and the learner will assume full liability for all outstanding fees to the College, as well as repayments to the loans provider. Similarly, where payment is by instalments, at the point of withdrawal the outstanding fees will become due in full and final settlement. Those in receipt of full fee remission due to their status will also become liable for the amount of fees due for the remainder of the course, as funding associated with that enrolment will cease at the point of withdrawal and could otherwise adversely affect the financial viability of any given course. The London Borough of Havering will seek to recover any monies owed, and non-payment could result in a County Court Judgement (CCJ). A CCJ can effect your credit rating for up to 6 years.

5. Credit Notes

Credit notes in whole or in part may be obtained for course withdrawal for reasons agreed between the learner and the College. Credit notes may be valid for a one year period from the date of issue and are not transferable to another learner.

6. Fee Reductions

Fee reductions will only be applicable to courses as indicated in this prospectus and to learners meeting the criteria as laid down in this prospectus. Evidence must be provided. Evidence may be further checked to ensure all learners are still eligible for any concession applied at the commencement of the course.

7. Receipts

Receipts will be provided for all monies paid to the College except where payment is made through BACS or standing order.

8. Certificates and Results

9. Non-Acceptance of Enrolment

The College reserves the right not to accept applicants or enrolments from individuals or sponsors where fees or other costs from previous courses remain outstanding until such time as all outstanding fees or other outstanding costs are paid.

10. Non-Payment of Fees

In addition to the terms of clause 9 above, the College reserves the right to terminate an enrolment at any time during the life of a course where fees are outstanding or where any agreed instalment payment defaults. The College may take legal action for the recovery of monies due and in such circumstances the College reserves the right to make charges of up to ÂŁ300 to represent the administration and other costs to the College occasioned by the non-payment.

Where successful completion of a qualification course results in the award of a certificate, the College reserves the right to suspend further assessment of a learner's work in the event that said learner defaults on their instalment payments, or where overall fees or other amounts remain due. This is deemed to be a breach in the contract between the learner and the College, and it is entirely at the discretion of the College as to whether or not further assessment will take place once outstanding fees are paid.

4. Reimbursement

Once enrolled, a learner is liable for the fee identified in this agreement regardless of whether they subsequently decide to withdraw from the course. Reimbursement in whole or in part for fees paid will only be considered in truly exceptional cases. All applications for reimbursement must be made in writing. Appropriate supporting documentation must be attached (e.g. medical certificates). Please note, once a course has been purchased, there is no automatic entitlement to a refund. The College reserves the right to make a deduction of £25 from such reimbursements to represent the administration and other costs to the College occasioned by the learner’s withdrawal. If the College requires a learner to leave for reasons of conduct, the learner will remain liable for the full amount agreed at enrolment.
